In 2012, naval diplomacy program in the Pacific is launched by a task unit consisting of Pacific Fleet (PF) destroyer Admiral Panteleyev, tanker Boris Butoma, and ocean-going rescue ship Fotiy Krylov.

Headed by PF Surface Ship Division Deputy Commander Capt 1 Rank Sergei Sobokor, the unit will set a course for Hawaii on June 13, 2012.

According to the international agreement, PF mariners will take part in the RIMPAC-2012 large-scale multinational naval exercise.

Russian ships will attend that joint biennial maneuvers for the first time.

The first RIMPAC exercise was held by warships of the US, Canada, and Australia. This time, 45 ships from 23 countries will rendezvous at Hawaii.

Active phase of the large-scale maneuvers will be held since July 11 through Aug 2, 2012.

Three ships of Russia’s Pacific Fleet have entered the area of Hawaii for RIMPAC, the Rim of the Pacific Exercise, which is the world's largest international maritime war exercise.

The squadron is headed by The Admiral Panteleyev anti-submarine ship, which earlier took part in an anti-pirate mission off the coast of Somalia.

RIMPAC exercise is held biennially in June and July of even-numbered years in Honolulu, Hawaii.

The goal is to practice interaction between the fleets of the countries of the Asian Pacific region.

This year 45 ships from 23 countries are taking part in the exercise.

Pearl Harbor, and by extension Waikiki, are about to become very busy places.

Military ships, planes and personnel from 22 nations are converging on Hawaii for the largest-ever Rim of the Pacific naval exercises and war games in and around the islands.

This year's RIMPAC exercise, the 23rd in a series that began in 1971, is scheduled for Wednesday to Aug. 7.

The 22 participating nations number eight more than two years ago, when the last of the biennial exercises was held in Hawaii, a sign of the growing attention being paid to events in Asia and the Pacific.

The list of firepower and people is impressive: Some 42 surface ships, six submarines, more than 200 aircraft and 25,000 personnel are taking part in RIMPAC.

Two big-deck U.S. Navy ships the aircraft carrier Nimitz and amphibious assault ship Essex will be the centerpieces of the war games as they launch aircraft and fend off mock attacks by submarines and simulated missiles.

Marines will launch amphibious assault vehicles from the Essex and hit the beach with support from helicopters.

In Washington state last week, the oiler Henry J. Kaiser loaded up 900,000 gallons of a 50/50 blend of traditional petroleum-based fuel and biofuel made from waste cooking oil and algae oil for a demonstration of the "Great Green Fleet" during RIMPAC.

The Pearl Harbor destroyers Chung-Hoon and Chafee will be among ships testing the biofuel.

Australia, Canada, Chile, Colombia, France, Japan, Mexico, New Zealand, Republic of Korea, Russia, Singapore and the United States are among the nations in this year's RIMPAC.

Military personnel from India, Indonesia, Malaysia, Netherlands, Norway, Peru, Republic of Philippines, Thailand, Tonga and the United Kingdom also will be taking part.

Russia, India, Mexico, the Philippines, New Zealand, Norway and Tonga are participating for the first time, said Cmdr. Charlie Brown, a spokesman for the U.S. Navy's 3rd Fleet.

"We had 14 countries participate in 2010. We've got 22 this year, so I think that's an indication of the interest that countries have in participating in RIMPAC and the value they see in this kind of unique training opportunity," Brown said.

China was not invited to participate or observe, Brown said. Certain prohibitions are in place regarding China's access to U.S. military operations, but Adm. William Fallon invited the People's Liberation Army to observe the exercise "Valiant Shield" in 2006 when Fallon was head of U.S. Pacific Command.

Brad Glosserman, executive director of the Pacific Forum Center for Strategic and International Studies in Honolulu, said the exercise's increase in size is an acknowledgement of the growing importance of maritime cooperation.

"If you think about what the headlines have been for the last couple of years, they've really been discussing the (fact) that we're facing an increasingly fraught security environment with a great deal of uncertainty," Glosserman said.

A recent example involved a standoff between fishing boats from China and the Philippines at Scarborough Shoal, a disputed area in the South China Sea claimed by those two countries and at least four others.

"I think everyone recognizes that (this maritime security environment) is where either we learn to live and work together, because we do have considerable shared interests, or this is where we get in each other's way and potentially start to stare each other down," Glosserman said.

Russia's presence "speaks to a Russian desire to be more deeply engaged in this region," Glosserman said.

"Everyone knows and I think it's very clear that (President Vladimir Putin) would like to be a big player," he said.

India, too, is trying to establish itself as a more visible and more prominent regional player.

"One of the key elements I think of the rebalancing (toward Asia and the Pacific)," Glosserman said, "is the notion of the increasing importance of the Indian Oceanwe're starting to look at the Indian and Pacific oceans as a single theater, if you will, and that clearly underscores the importance of India."

China is excluded from the RIMPAC-2012

While the United States is preparing for the largest RIMPAC maritime exercise in Hawaii this year with other 21 nations, China, though a regional superpower of the Asia-Pacific region, will be sitting on the sidelines, reports our sister newspaper, Want Daily.

Starting from 1971, the Rim of the Pacific Exercise had been held for every two years at Hawaii by the US Pacific Command. For this year, a total of 22 nations with 50 ships, 200 aircrafts and 25,000 personnel will be taking part in this widely known maritime exercise, according to the US-based military newspaper Stars and Stripes. Those nations include: Australia, Canada, Chile, Colombia, France, India, Indonesia, Japan, Malaysia, Mexico, New Zealand, Netherlands, Norway, Peru, Republic of Korea, Republic of Philippines, Russia, Singapore, Thailand, Tonga, the United States and United Kingdom.

Charlie Brown, spokesman of the US Navy's 3rd Fleet, said "We had 14 countries participate in 2010. We've got 22 this year, so I think that's an indication of the interest that countries have in participating in RIMPAC and the value they see in this kind of unique training opportunity." It is the first time for the Russian navy to participate in RIMPAC.

Ironically, the Soviet Union was originally considered the potential target of the RIMPAC when the exercise was launched during the Cold War era. "Russia's presence speaks to a Russian desire to be more deeply engaged in this region," said Brad Glosserman, executive director of the Pacific Forum Center for Strategic and International Studies in Honolulu. "Everyone knows and I think it's very clear that President Vladimir Putin would like to be a big player."

When discussing China's absence as a participant or observer, Brown explained, "Certain prohibitions are in place regarding China's access to US military operations, but Adm William Fallon invited the People's Liberation Army to observe the exercise "Valiant Shield" in 2006 when Fallon was head of US Pacific Command." Commentary from Hong Kong-based Oriental Daily stated that China had already replaced Russia as the main adversary of RIMPAC under the US policy of "Asia Pivot."

Another maritime exercise held by the United States, South Korea and Japan over the Yellow Sea recently is also clearly aiming at China.

A group of Russia’s Pacific Fleet warships has arrived at the U.S. Pearl Harbor naval base to take part in the Rim of the Pacific international drills, a fleet spokesman said on Saturday.

“During their long voyage from Vladivostok to Pearl Harbor, the warships’ crews held several firing drills, successfully destroying all the targets,” First-Rank Captain Roman Martov said.

The naval task group comprising the Admiral Panteleyev destroyer, the tanker Boris Butoma and the Fotiy Krylov salvage tug sailed off Vladivostok in the Russian Far East on June 13 to head for the U.S. Hawaiian Islands where the RIMPAC-2012 large-scale international naval exercises will be held.

The active phase of the drills will take place from July 11 through August 2 to involve 45 warships and support vessels from 22 countries, and also 100 combat aircraft and over 20,000 marines.

The Russian navy sailors will for the first time take part in the international naval maneuvers that have been held since 1971.

    The Russian Navy

The drills will simulate dozens of combat missions and exercises, including marines’ interaction in humanitarian, search and rescue operations. The exercises will also practice the evacuation of civilians in an amphibious landing operation, and also joint anti-submarine, anti-aircraft and anti-ship defense.

“The drills program also envisages combat firing, using torpedoes and missiles. Russian sailors will have to accomplish missions to put up a naval blockade, ensure the freedom of sailing, fight piracy, arms and drugs smuggling,” Martov said.

The RIMPAC drills were held for the first time in 1971 on the U.S. initiative and involved the navies of the United States, Canada, Great Britain, Australia and New Zealand.

Today the RIMPAC drills aim to practice the Pacific Rim navies and raise their readiness for operations to fight piracy, terrorism, and also carry out humanitarian missions in case of natural and man-made disasters.

Well, they've had a look at how we fight on the ground, might as well test us on the water next. Pretty soon they will be the bad guys in "Red Flag" so it can be more realistic.

You know, if you've got a time machine, I'd appreciate some lotto numbers. Doesn't have to be a huge jackpot.

Guess Who's Coming To Red Flag? If You Said The Russians, You're Right...
    July 6, 2012

The Russian Federation Air Force will be coming to Nellis AFB, Nevada, to participate in the US Air Force's Red Flag (13-1) exercise. How the world has changed... This would have been absolutely unthinkable even a few years ago. It's actually kinda bizarre now... But at the same time, kinda awesome.

The questions I have are: Will the Russians play the part of Red Air? It will certainly be interesting to see how the Russians react to the US interpretation of their tactics and doctrine... Also, I have to wonder how the Russian play-acting/dress-up the 64th and 65th Aggressors do will go over...

Anyways, here is an excerpt from the Voice of Russia article -- they kinda buried the lede...
"In spring of 2012 it became known that the Russian Air Force is to participate in the Red Flag training exercise in the fall of 2012 together with Americans. From 8 until 19 of October, Red Flag Air Combat Exercise 13-1 will be held at Nellis Air Force Base, Nevada (the exercises are numbered in accordance with the fiscal years, and exercise in the fall will be number one in the 2013 fiscal year). Like India, who participated in the Red Flag several years earlier using its Russian-made SU-30 MKI, Russia will get a chance this year to test its aircraft in realistic combat maneuvers with USAF aircraft. This chance is very important, since up until now the only Russian aircraft of the fourth generation which fought in a real combat situation against western aircraft has been the MIG -29, but the possibility of deploying it in the conditions of very specific wars of 1991 and 1999 was limited. Under such circumstances, the chance to test modernized Russian aircraft such as the SU -27 SM, SU-30M2, MIG -29SM and other strike aircraft - despite simulations, they are still against real western aircraft and pilots - is too attractive to be miss out on."
UPDATE: The USAF confirms the Russians are going to be attending Red Flag 13-1 at Nellis AFB, Nevada, this October.

Maybe at Farnborough someone will unveil a genetically-engineered flying pig...

Nice to see our elected officials giving the Russian Air force sortie training over the landscape they would be targeting in a war with America.

Looks like the F-22 which is supposed to be grounded has participated in recent Red Flag drills:

"They are never on the Red side," says Major James Mixon, an exercise planner with the 353 Combat Training Squadron referring to the Raptors. The idea is to teach the visiting forces how to interact with the stealthy fifth-generation fighter, he says.

For the exercise, the Luftwaffe brought over eight Typhoons from Jagdgeschwader 74 to Eielson AFB, Alaska, says unit commander Col Andreas Pfeiffer.

For the Germans, the exercise affords a unique opportunity to training over the vast ranges found in Alaska. The ranges at the base offer the ability to replicate the latest surface-to-air threats while the USAF's 18th Aggressor squadron replicates enemy aircraft like the Russian Su-27, Su-30 and Chengdu J-10.

Pfeiffer says flying with the Raptor was an interesting experience.

"Its unique capabilities are overwhelming," Pfeiffer says.
