Florida confirms cyber attack on voting systems

Authorities in Florida have announced that a voting fraud incident in last year's elections was partially the work of a cyber attack.


A grand jury investigating fraud in Miami-Dade County reported that during last year's primary election an automated program was used to manipulate the state's absentee voter registration platform.


The attack, which was spotted and thwarted by security protections in the system, rapidly applied for some 2,500 absentee ballots. Administrators only caught the attack when the registration system reported an anomaly in the traffic patterns.


After an investigation, the requests were traced back to IP addresses in India, the UK and Ireland, though the addresses were likely the work of a traffic anonymising tool being used by the attackers.


Had the attack been successful, the individual could have had access to enough absentee ballots to shift the outcome of the local election.


The incident has led to calls for the state to beef up its security protections for voter registration and require absentee voters to log in through a secured site with a user name and password.


"The security of the on-line absentee ballot request system is very low as there are no specific log-ins or passwords required by the voter requesting a ballot," the grand jury concluded in its report.


The security of online voting processes and has long been an area of scrutiny both for officials and the voting public. Experts have in the past worried that connected systems such as electronic voting booths can be compromised by an outside attacker and manipulated to influence elections.


Last year, encryption and security expert Bruce Schneier warned that securing online voting machines would prove next to impossible.

No Justice Department Charges Against Ohio Woman Who Voted Six Times for Obama

Last week Al Sharpton embraced convicted vote fraudster Melowese Richardson at a “voting rights” rally in Cincinnati. The United States Department of Justice under Eric Holder has done nothing to Melowese Richardson 410 days after she admitted on camera that she committed multiple federal felonies by voting six times for President Obama’s reelection.

Federal law makes it a felony to vote more than once for President. In fact, 42 U.S.C. Section 1973i(e) subjects Richardson to twenty-five years in federal prison for her six votes for Obama.

The lack of DOJ action against an unrepentant federal vote fraudster combined with Richardson’s lionization by Sharpton and the organization that sponsored the rally demonstrates how the Justice Department is facilitating a culture of brazen criminality on the eve of the 2014 midterm elections. The failure to indict Richardson is the latest example of Holder’s department excusing lawlessness in federal elections and abandoning law abiding Americans.

Melowese Richardson was charged with state voter fraud crimes in Ohio. She was found guilty and sentenced to five years in prison on July 7, 2013. Unfortunately, instead of serving five years, Richardson was set free after only eight months.

A state court judge dismissed her May 2013 conviction and five-year prison sentence and allowed her to plead no contest to four counts of illegal voting, the same charges for which she was convicted.

Richardson was represented by the George Soros-funded Ohio Justice and Policy Center, which claimed she suffered from bi-polar disorder. No claim was made that she was insane when she committed her election crimes. Nor was any effort made to establish her insanity.

Her mental state was healthy enough to appear at a rally this week with Al Sharpton where she received warm applause and a hearty embrace by Sharpton.

Federal criminal charges, even after a state court conviction, do not implicate double jeopardy. The Justice Department routinely charges criminals who were previously subject to state charges. The Justice Department’s US Attorney’s Manual spells out the three tests for a federal prosecution of Richardson, standards which are easily satisfied.

First, the matter must involve a substantial federal interest; second, the prior prosecution must have left that interest demonstrably unvindicated; and third, applying the same test that is applicable to all federal prosecutions, the government must believe that the defendant's conduct constitutes a federal offense, and that the admissible evidence probably will be sufficient to obtain and sustain a conviction by an unbiased trier of fact.

Federal charges against Richardson easily satisfy DOJ guidelines. There is a unique federal interest in ensuring voter fraud does not taint the election of the President and Congress. Second, the federal interest in having valid elections for President and Congress remains unvindicated; Richardson walks free and is now being cheered at rallies. Last, Richardson admitted on camera that she committed multiple federal felonies and her handwriting matched the ballot applications that were sent to her house. Game, set, match.

DOJ doesn’t hesitate to bring federal charges against local police officers. For example, when a policeman receives a light sentence in state court after allegedly employing excessive force against a citizen, the DOJ Civil Rights Division is keen to initiate federal prosecution to exact its own federal pound of flesh against that officer. But the failure to prosecute Richardson demonstrates that criminal behavior which aids the reelection of President Obama receives very different treatment.

Federal charges against Richardson for voting for Obama six times can be initiated by Assistant United States Attorney Anthony Springer, who serves as the District Election Officer (DEO) in Cincinnati. U.S. Attorney Carter Stewart could also initiate charges, as could the Public Integrity Section in Washington D.C., or even Eric Holder himself.

DEO Anthony Springer donated $750 to Barack Obama’s Presidential campaign according to FEC records.

Ohio Votes sponsored the rally where Richardson appeared with Sharpton. According to their website, it is a “year-round, statewide, nonpartisan 501(c)(3) voter mobilization initiative. It galvanizes nonprofits based in low income Ohio communities to increase voter participation and join efforts for fair elections.” The umbrella organization received $1,886,723 in government grants in 2012. The organization’s tax returns state the group exists to change “onerous voting laws” and that it focuses on “educating voters on the mechanics of how, when and where to participate in early voting for the Presidential election.”

The IRS continues to provide the group 501(c)(3) tax exempt status despite its active role in the reelection of the President, and its embrace of election criminals.

Touchscreen voting machines used in numerous elections between 2002 and 2014 used “abcde” and “admin” as passwords and could easily have been hacked from the parking lot outside the polling place, according to a state report.

In a damning study published Tuesday, the Virginia Information Technology Agency and outside contractor Pro V&V found numerous flaws in the system, which had also been used in Mississippi and Pennsylvania.

Jeremy Epstein, of the Menlo Park, California, nonprofit SRI International, served on a Virginia state legislative commission investigating the voting machines in 2008. He has been trying to get them decertified ever since.

Anyone within a half mile could have modified every vote, undetected, Epstein said in a blog post. “I got to question a guy by the name of Brit Williams, who’d certified them, and I said, ‘How did you do a penetration test?’” Epstein told the Guardian, “and he said, ‘I don’t know how to do something like that’.”
Reached by phone, Williams, who has since retired, said he did not recall the incident and referred the Guardian to former colleagues at Kennesaw State University who have taken over the certification duties he used to perform for Virginia and other states.

“You could have broken into one of these with a very small amount of technical assistance,” Epstein said. “I could teach you how to do it over the phone. It might require an administrator password, but that’s okay, the password is ‘admin’.”

Bypassing the encrypted WEP wireless system also proved easy. The password turned out to be “ABCDE”, according to the state’s security assessment – and getting the password “would take a few minutes and after that you don’t need any tools at all”, said Epstein.

The commission that stripped the machines of certification also found that the version of Windows operating on each of them had not been updated since at least 2004, that it was possible to “create and execute malicious code” on the WINVote and that “the level of sophistication to execute such an attack is low”.

The WINVote machine, manufactured by Advanced Voting Solutions, a now-defunct Texas company, has been under siege by Epstein and others for years; the units have been used in at least two dozen elections across the state. Mississippi and Pennsylvania stopped using them several years ago. Epstein said it is likely no one will ever know whether or not they were tampered with.

“There are no logs kept in the systems,” Epstein said. “I’ve examined them.” In order to determine anything about the machines’ histories, in fact, a very high level of technical sophistication would be required, on a level with the FBI looking at images of deleted files on a suspect’s hard drive.

“Bottom line is that if no Virginia elections were ever hacked (and we have no way of knowing if it happened), it’s because no one with even a modicum of skill tried,” Epstein wrote on his blog.

The blogger wrote that Diebold was 1000 times more secure than this POS. Any electronic system will be able to compromised if some enterprising person chose to tackle it. With the corruption in politics, I have no doubt it has been done. Recall counties with 100% vote to one side? How. It could happen, but really? The chances are likely akin to me getting my hair back naturally over a couple years. Meaning, it could happen, but is not much likely.
