    Mexico Border City Wants U.N. Peacekeepers

    Business Groups in Ciudad Juarez Want to Quell Drug-Related Violence that has Fueled one of World's Highest Homicide Rates

    Business groups in the Mexican border city of Ciudad Juarez said Wednesday they are calling for United Nations peacekeepers to quell the drug-related violence that has given their city one of the highest homicide rates in the world.

    Groups representing maquiladora assembly plants, retailers and other businesses said they will submit a request to the Mexican government and the Inter American Human Rights Commission to ask the U.N. to send help.

    "This is a proposal ... for international forces to come here to help out the domestic (security) forces," said Daniel Murguia, president of the Ciudad Juarez chapter of the National Chamber of Commerce, Services and Tourism. "There is a lot of extortions and robberies of businesses. Many businesses are closing."

    The government has sent more than 5,000 soldiers to the city across the border from El Paso, Texas, but killings, extortions and kidnappings continue.

    Ciudad Juarez has had 1,986 homicides through mid-October this year — averaging seven a day in the city of 1.5 million people.

    "We have seen the U.N. peacekeepers enter other countries that have a lot fewer problems than we have," Murguia said.

    The groups appeared to be motivated by a sense of desperation and deep disappointment with the government's efforts to control crime in the city.

    Soledad Maynez, president of the Ciudad Juarez Association of Maquiladoras, said the joint police-army operation to quell killings and crime have yielded no results.

    Maynez said business and civic groups want U.N. peacekeepers or advisers in Ciudad Juarez.

    "What we are asking for with the blue helmets (U.N. peacekeepers) is that we know they are the army of peace, so we could use not only the strategies they have developed in other countries ... but they also have technology," Maynez said.

    Mexican troops have both helped train new local police recruits and taken on some patrolling tasks in the city.

    But a turf battle between rival drug gangs has not yielded, and extortionists and thieves — some probably related to the drug cartels — have taken advantage of the situation to target businesses. Maynez said thousands of shops, stores and other firms have closed or moved out of the city because of the situation.

    Maynez said the United States could also contribute to the solution, adding that the U.S. might be forced to in its own interests.

    "We know that sooner or later, the violence will spill over into our sister city of El Paso, Texas," he said.

    UN peacekeepers: Restoring rule of law in Juárez is prime consideration

    EL PASO -- The idea of the United Nations accepting a peacekeeping mission in Juárez may not be far-fetched, and the U.N.'s work in Haiti is an example.

    "Obviously, the situations in Haiti and Mexico are very different, but one of our peacekeeping missions (in 2007) in Haiti involved restoring the rule of law in parts of the capital city that criminal gangs controlled," said Ari Gaitanis, spokesman for the U.N. Department of Peacekeeping Operations in New York.

    Apart from the political instability that existed in Haiti, gangs that took advantage of a weakened police force were attacking the civil society, demanding money and committing other crimes.

    "Such a mission has be to be defined, and often involves much more than U.N. peacekeepers helping to patrol streets," he said. "These things don't happen overnight. It could be a long or short process."

    The U.N. Security Council would have to debate and agree to a request from Mexico, or one of the other council members.

    The permanent Security Council members are the United States, United Kingdom, Russian Federation, China and France. Mexico is one of the council's 10 rotating members. So far, none of the countries has requested a peacekeeping mission for Mexico.

    Unrelenting violence began after Mexican President Felipe Calderón declared war on the drug cartels in late 2006. Across Mexico, more than 14,000 people have died in the drug wars. Juárez's death toll has exceeded 4,000 in less than two years.

    Business organizations, including the Maquiladora Association, want a U.N. peace keeping mission. They complained that the presence of thousands of Mexican soldiers and federal agents has not made Juárez any safer.

    "A peacekeeping mission is a matter of last resort," Gaitanis said. "Negotiations and diplomacy must be tried, and a mission would be for something a country's government cannot handle on its own. It generally involves a global or international peacekeeping issue."

    The United Nations currently has 15 peacekeeping missions throughout the world, Gaitanis said.

    Some involve human- rights work, securing violence-free spaces, helping to build professional police forces, persuading armed groups to disarm for the good of the people, and strengthening a country's institutions to restore the rule of law.

    In the past, the United Nations has sent special representatives to Mexico to investigate women's murders in Juárez and look into human-rights complaints in Chiapas state, but nothing on the scale of a peacekeeping mission.

    Mexican Leaders Call For UN ‘Peacekeepers’

    A variety of Mexican groups along the U.S. border are making international headlines by clamoring for United Nations “peacekeeping” troops to come crack down on the violence plaguing the region.

    The Mexican military has already deployed almost 10,000 federal troops and special police in Ciudad Juarez, but the murder, extortion and kidnapping continues. Over 2,000 killings have rocked the city of about 1.4 million people just this year, giving it one of the highest murder rates in the world. Tortured bodies are frequently dumped in the streets.

    The situation has become so dire that an estimated 6,000 businesses have already closed or moved out of the city. Regular people report being in fear for their lives simply walking down the street.

    In response, local civic and business leaders are calling for global military intervention via the U.N.’s Department of Peacekeeping Operations. The coalition is submitting the formal request for help through the Inter-American Human Rights Commission and the Mexican government.

    "This is a proposal ... for international forces to come here to help out the domestic (security) forces," said Daniel Murguia, the local president of the National Chamber of Commerce, Services and Tourism, which also appealed to U.S. military police for help. He explained that businesses were being robbed and extorted. "We have seen the UN peacekeepers enter other countries that have a lot fewer problems than we have."

    The U.N. does indeed have troops deployed across the world. The organization boasts on its website that it has over 110,000 personnel spread across 18 “peace operations” on four continents, who are “directly impacting the lives of hundreds of millions of people.” This is an eight-fold increase from a decade ago, with the U.S., of course, paying one fourth of the budget.

    Other border business leaders joined the calls for U.N forces as well. "What we are asking for with the blue helmets (U.N. peacekeepers) is that we know they are the army of peace, so we could use not only the strategies they have developed in other countries ... but they also have technology," the president of a Mexican manufacturing association told the Associated Press. "We know that sooner or later, the violence will spill over into our sister city of El Paso, Texas."

    Indeed, just across the Rio Grande from Ciudad Juarez lies the American city of El Paso, which has already started reporting some violence spilling across the border. But if the proposal is accepted, there would likely be U.N. troops patrolling the U.S.-Mexico border, just a few dozen feet from U.S. soil.

    Governor Jose Reyes of the Mexican state of Chihuahua, where Ciudad Juarez is located, was quoted in Mexican media saying that “intervention by the U.N. in the security of Ciudad Juarez should be something that the federal government defines.” He appealed to the U.S. government for help clamping down on illegal gun imports from the U.S., though it is well known that corrupt Mexican military and police officials supply a significant portion of the heavy weaponry used by cartels. Guns are illegal in Mexico for the common people.

    Meanwhile, Mexican President Felipe Calderon rejected the calls for foreign soldiers to resolve the internal conflict. According to Mexican news reports, he acknowledged having respect and understanding for the locals' point of view. But he emphasized that in his opinion, the key was better local, state, federal, and military cooperation in the matter.

    The U.N. Security Council would have to approve any international troop deployments, and officials from the organization have indicated that they do not necessarily believe it is needed. “It is a very long process that also, in truth, I don’t see as absolutely justified here in Mexico,” said a representative for the U.N.’s regional anti-drug office. The Mexican federal government would likely have to agree as well.

    But the security environment in Mexico is certainly bleak. The U.S. Joint Forces Command actually warned early this year in its Joint Operating Environment report that the Mexican government was at risk of “rapid and sudden collapse.” The document noted that the “government, its politicians, police, and judicial infrastructure are all under sustained assault and pressure by criminal gangs and drug cartels,” and that Mexico is becoming a failed state could have drastic implications for U.S. security.

    Despite the seriousness, however, there are far better solutions to the problem than the use of U.N. troops on America’s border. Ending the failed and unconstitutional war on drugs in the U.S. would likely eliminate the gangs and cartels entirely, since they would be immediately starved of their main source of revenue. Meanwhile, Americans should insist on properly securing the southern border, at the very least to prevent the spread of violence and crime.

    But the true victims of this war are the innocent Mexican people stuck in the cross fire, prohibited from exercising their inalienable right to self-defense in the face of ruthless marauders. Ending Mexico’s war on guns would certainly improve the security situation. And cleaning up rampant corruption would help too, since Mexican government structures are rife with criminals, cartel members and bribed officials — many paid for with the billions in drug profits ironically made possible by the war on drugs. But as long as the U.S. government continues to cheerlead and fund Mexico’s “war on drugs” to the tune of billions of dollars, the violence will persist and even deteriorate.

    CIUDAD JUAREZ, Mexico — A seven-year-old boy, three women and a university professor are among 15 people killed in a single day last week in this city across the border from El Paso.

    Juarez has become infamous as the murder capital of the world.

    The relentless and violent crime have two leading business associations making a desperate plea for help — they want U.N. peacekeepers in Juarez.

    "We are living basically in a state of war in Ciudad Juarez," said Oscar Maynez, a criminologist in the border city.

    Killings top 2,000 so far this year. Kidnappings and extortion are rampant. Businesses that fail to pay for protection risk having their property reduced to a pile of charred rubble.

    All this is despite the presence of thousands of Mexican troops in the border city.

    "That was the last resort for the Mexican authorities — use the army. And if the army doesn't work or show any results, what then? What's the next step or level of intervention?" Maynez asked.

    Mexican business leaders say it's time to seek outside help. Their concern about excalating drug violence is shared by U.S. companies operating in Mexico.

    "We hear it from our multinational clients," said Fred Burton of Stratrod Global Intelligence. "There's not a day that goes by that they're not asking us about the violence level in certain areas, such as Monterrey or Juarez."

    The bloodshed is now growing — not just on border streets, but in the boardrooms of both countries.

    Just yards away from El Paso, Texas, violence engulfs a city of 1.5 million.

    Mexico’s business leaders are pleading for the United Nations to send peacekeepers to prevent the border city of Ciudad Juarez from falling into complete chaos. Locked in a deadly war with organized crime, the Mexican Army is unable to protect the safety of its citizens. Will El Paso’s sister city be the first domino to fall in a long line of Mexican cities that are teetering on the edge of lawlessness?

    Could blue-helmeted soldiers soon be patrolling the U.S. border? For Americans, it may seem ridiculous to think that peacekeepers could be in action so close to home.

    Yet if two leading business groups in the city of Ciudad Juarez have their way, soldiers from India, China or Germany could be billeted just footsteps from one of America’s largest border cities.

    “This is a proposal … for international forces to come here to help out the domestic forces,” said Daniel Murguia, president of the Cuidad Juarez chapter of the National Chamber of Commerce, on November 12.

    Murguia says the UN has previously intervened in countries that had “a lot fewer problems than we have.” More than 8,500 Mexican troops are currently working with local law enforcement to regain control of the streets. But despite some initial success, crime is now back to pre-deployment numbers.

    Almost 2,000 people have been killed so far this year—making the Mexican city the murder capital of the world. This number is amplified by the fact that tortured and mutilated bodies are dumped in the streets alongside victims shot execution style. Kidnappings and extortion are also rife, as is other violent crime. Local businessmen end up supporting the drug cartels by paying protection money. It is pay or get burned out, reports wfaa-tv reporter Angela Kocherga. Police officers wear face masks to hide their identity and protect their families from retribution.

    “We are living basically in a state of war in Ciudad Juarez,” said Oscar Maynez, a criminologist in the border city. If the army can’t handle things, he asks, what are we left with?

    Soledad Maynez, the president of the city’s Association of Maquiladoras (factories), says the United States might be forced to intervene because the violence will “sooner or later” spill over into El Paso. It is just a matter of time.

    Mexico’s problems are intensifying. The global economic crisis, Mexico’s plummeting oil production and the war against the drug cartels threaten its very viability. America could soon be living next to a failed state.

    Perry: Obama 'hell-bent' on socialism

    Texas GOP Gov. Rick Perry accused President Barack Obama on Wednesday of “punishing” Texas and being “hell-bent” on turning the United States into a socialist country.

    Speaking at a luncheon for a Midland County Republican Women’s group, Perry said that “this is an administration hell-bent toward taking American towards a socialist country. And we all don’t need to be afraid to say that because that’s what it is.”

    Perry praised the tea party movement to the Republican activists in attendance, crediting the grassroots groups with discouraging some Democrats in Washington from pushing for a public option in the health care bill.

    “If you all think those tea parties didn’t work, then let me tell you something,” Perry said. “When they all came home in August for those town hall meetings, they got an earful. Then they went back to Washington, D.C. and the Senate voted that public option down in committee with a majority of Democrats in the Senate.”

    Perry also accused the Obama administration of intentionally dumping illegal immigrants from other western states in Texas, recalling a conversation he had with local officials notifying him that illegal aliens that were caught in Nogales, Arizona were being dropped off by federal authorities in Presidio, Texas.

    “Friday a week ago, I got not a phone call from Washington, not a letter from Washington and as a matter of fact, I don’t think any member of our congressional delegation was even notified. The first time we were contacted was by the superintendent of the school and the county judge of Presidio County,” Perry said.

    “They said, ‘do you all know what’s fixin’ to happen?’ I said, ‘well, no. What’s going on?’ They said ‘the government has just called us and said for us to get ready for an influx of illegal aliens who were captured illegally crossing the border.’”

    “It’s called the alien transfer-and-exit program,” Perry told the crowd, “trucking them from Nogales, past El Paso down to our western border in Presidio.”

    The Texas governor said he sees the action as “punishing this state” and urged the assembled Republicans to “stand up” to Washington.

    “I say it’s time to make tea parties twice as big as what they were,” Perry declared. “I think it’s time for us to stand up and say to Washington, D.C. that we are no longer going to accept that kind of stuff sitting down and being quiet.”

    When, a decade ago, Russian economist Igor Panarin claimed the United States was on the verge of disintegration, almost no one took him seriously.

    But things have changed since then.

    After an elected US official, Texas Governor Rick Perry, hinted at secession in April 2009, people really started to pay attention.

    He claimed then: “Texas is a unique place. When we came into the union in 1845, one of the issues was that we would be able to leave if we decided to do that.”

    His comments about possibly leaving the Union caused a media firestorm.

    Igor Panarin has, for over a decade, been predicting that the United States will fall apart by 2010. He says: “I feel that in November, at the end of November, the US will see a second wave of the economic crisis. And so, by the summer of 2010, this could result in the disintegration of the US into six pieces.”

    Panarin also has his own idea of what the country will look like: “I think the Atlantic zone, which is the area of Washington DC and New York City, will join the European Union. The zone of Texas and the surrounding states will be its own Texan republic. The Californian coast will be under Chinese influence. The Northern and Central States will be under Canadian influence. Alaska, in my opinion, will rejoin Russia. The Hawaiian islands will be under the joint protectorate of Japan and China.

    It seems like many people are questioning now for how much longer the States will remain United. In 2005, the video game “Shattered Union” was created. It shows rising separatist sentiment, the possibility of California and Texas seceding, and a second Civil War that sends the nation into chaos. It’s currently being developed into a major Hollywood film.

    The Russian economist also says that the current community spirit “demonstrates how the American dream has shattered,” adding, “For the first time in US history, there is a deficit of bullets in gun stores. This says that Americans no longer trust the Federal Government.”

    Without trust, it may be pretty difficult to maintain any kind of Union.

    Panarin also has his own idea of what the country will look like: “I think the Atlantic zone, which is the area of Washington DC and New York City, will join the European Union. The zone of Texas and the surrounding states will be its own Texan republic. The Californian coast will be under Chinese influence. The Northern and Central States will be under Canadian influence. Alaska, in my opinion, will rejoin Russia. The Hawaiian islands will be under the joint protectorate of Japan and China.




    Why do I think this is the biggest bunch of bullshit I've ever heard?

    It sounds to me like the old Soviet hardliners are running on wishful thinking, huh?

    This is somewhat bloated wishful thinking, however Igor Panarin did accurately predict the fall of the Soviet Union.

    With their useful idiots in power they are working collectively to end American dominance and show the rest of the world American capitalism fails.

    JRN recently reported that one of the Russian generals in an article stated that the Russian government must be willing to support the Obama Administration in making certain changes within the United States.

    What I found interesting in Igor's predictions was in his first statement he said Texas along with California would be under the influence of China, Russia and Mexico.

    Then in a later statement he made an interesting point that Texas would lead a coalition of southern states to secede from the union. This coalition would include New Mexico, Oklahoma and all the other traditionally southern states (except the Carolinas, the Virginias, Kentucky and Tennessee), would similarly be either directly or indirectly fall under the sway of Mexico.

    This looks like separate declining dispensations of the Republic within Axis war strategy.

    Well, Colorado isn't a Southern State. Didn't exist during the Civil War except as a Territory. The Civil War was over by 1865 and Colorado became a state in 1876. Texas was a state in 1845. Texas was on the side of the Confederacy during the Civil War and for the most part supplied the Confederacy with many things, including men to fight.

    The fact that they are pretty set in their ways about "States' Rights" makes me certain that if the SHTF they will bail. When I was down there a few weeks ago, I had a chance to have a long conversation with a group of farmers. To say the LEAST they hated Obama. To say the most about them, they thought that seceding from the US wouldn't be the greatest thing to happen to them, but it surely wouldn't be the WORST they could think of.

    They stated that ANYONE that wanted to become a Citizen of the COUNTRY of Texas would be welcomed, just bring your beans, bullets and bandages. lol

    If they do leave, and Colorado doesn't, I guess my family and I will all be moving.

    The problem with Russians predicting issues in the US though, I meant to say is simple. They have nothing similar with which to compare the US. Their countries, separately and together are NOTHING like the US, and their citizens are NOTHING like US Citizens.

    The problem as I see it is simple, neither Texas or any other state will pull away and dissolve the US simply because it is in everyone's BEST interest to remain together and strong.

    To divide the country would be to weaken it, and we all instinctively know this and probably won't either go along with it, or let it happens.

    it's much, MUCH easier to fire the government and start over than it is to start a new country.

    Just a few other notes here:

    Neither the Texas Constitution, nor the Constitution of the united States, explicitly or implicitly disallows the secession of Texas (or any other "free and independent State") from the United States. Joining the "Union" was ever and always voluntary, rendering voluntary withdrawal an equally lawful and viable option (regardless of what any self-appointed academic, media, or government "experts"—including Abraham Lincoln himself—may have ever said).

    Both the original (1836) and the current (1876) Texas Constitutions also state that "All political power is inherent in the people ... they have at all times the inalienable right to alter their government in such manner as they might think proper."

    True enough, but we have addressed this very issue in the past. No, not the Civil War, but during the 1787 public debate following the Constitutional Convention in Philadelphia.

    We no longer hear the whole story in school regards the reasons behind the Convention other than the Articles of Confederation were inadequate. The real debate was whether or not the country should remain whole, divide into 2, 3 or 13 seperate countries. Madison and Hamilton addressed the issue in Federalist 6-22 (I'm pretty sure that those were the papers...I haven't read them for some time).

    The reasons put forward by Hamilton and Madison should be heeded before jumping on the secesssion bandwagon. They talked about how our "little" 13 state country comprised a larger land mass than the isle of Britain, had a population of over 9 million - almost the same population as GB and was already an economic giant. The envy of Europe. The warning was that dividing into several small countries would lead to European-like regions fraught with the same anamosities and tendencies to war against each other. They also talked about the Mississippi River. Divide the country and who controls The River? It wasn't an easy thing to consider. Spain controlled the Delta and Canada (GB) controlled access to the St. Lawrence River. Divide in the middle and war was very likely.

    They also talked about regional and international alliances that would form if the country divided. For example, consider California should if part company with the USA. You live in Colorado. What would your stance be if the Nation of California formed an alliance with the PRC...and invited PRC troops into California "to train"?

    If Texas, California, Texas or Colorado seceded who would control the nuclear weapons currently stored in those states? Would they voluntarily give them up knowing that they had just left the world's number one nuclear power? Who would control the other military installations in those states? California controls 2/3rds of the Pacific Coast, three major naval ports and most of the Pacific Fleet. Would California gladly hand them over to their former country?

    How would Mexico, Cuba and Canada react to a destabilized USA? France? GB? Russia? How would the other states and the Federal Government react if California (broke though it is) parted ways knowing that it is still the 6th largest economy in the world and aside from Alaska and Texas has most of hte oil reserves in the nation?

    It's an easy bandwagon to jump on out of understandable frustration. But taking that path has a very high probability to devolving into World War III let alone a regional civil war.

    i think vector hit the nail on the head. texas has major oil and shipping/receciving (corpus christi, houston). if i were on someone else's side, texas would be one of the biggest tactical advantage in an attempt to take over southern US. Also, in terms of a silent takeover, it is one of the most consistent politically conservative states. an influx of foreigners could change that though.

    having worked with school software in texas for 3 years, we had customers/school districts near el paso. literally 75% of of the students were illegal non-english speaking children, which means they get more funding from the government. West Texas will be like California in 10 years.

    The fact that USA cannot use it's own forces to take care of this problem is a problem within itself.
