Port Authority: All-Clear After Evacuation At LaGuardia Airport

NEW YORK (CBSNewYork) - The Port Authority says the all-clear has been given after the upper level of the central terminal building at LaGuardia Airport was evacuated Tuesday morning.
Port Authority spokesman Ron Marisco told the Associated Press the cause of concern were wires protruding from a fluorescent light fixture.
The Federal Aviation Administration had put a ground stop in place for any planes departing from the airport.
The incident began at around 10:30 a.m. and was resolved about an hour later.

The Boston Marathon bombs had been packed with metal fragments and placed close to the ground, causing amputations and other severe lower body injuries, doctors treating survivors said on Tuesday.
In a statement outside Massachusetts General Hospital – where many of the injured had been taken in the aftermath of the double explosion – George Velmahos, the hospital's chief trauma surgeon, said nails and pellets had been removed from the bodies of the injured.
The make-up of the bombs, as well as their positioning in a crowded area and low to the floor, may account for the high number of patients suffering severe lower body injuries. Some of the injured victims were considered to be "automatic amputees," Velmahos said on Tuesday. "We just completed what the bomb had done."
He said surgeons had performed four amputations, and said two more legs were "at risk", but that doctors hoped to be able to save them.
In all, 176 people were treated by emergency staff at the scene and in hospital. Injuries ranged from relatively minor wounds to severed limbs. An initial death count of two was later updated to three, an indication that at least one of the deaths may not have been recorded at the scene of the blast. A number of patients remained in a critical condition, various hospitals said on Tuesday.
Velmahos gave further clues of the make-up of what appear to be home-made bombs. "Probably, this bomb had multiple metal fragments in it. We removed pellets and nails," he said.
It was "not unusual" to see so many lower-body injuries given the nature of the device, he said. "This bomb was obviously placed low on the ground and therefore lower extremities are to be expected."
He confirmed that some of those treated at the hospital had suffered primary blast wounds. According to the American College of Emergency Physicians, such injuries are "often considered a marker for lethal injury".
Velmahos said that secondary blast wounds, caused by bomb casing fragments and other projectiles, and tertiary blast wounds, the result of being thrown against nearby buildings, were also being treated at the hospital.
Asked if the shrapnel injuries could have been caused by pieces of railings and barriers close to the bomb, Velhamos replied: "Some of the fragments are environmental, but most of them were in the bomb".
He continued: "Most of them were pellets, some of them were nail-like. I think it is unlikely that there would be so consistent if they had been pulled out of the environment."
Hospital staff noted the resilience and stoicism of patients. But many of those who lost limbs will need counselling. "Peer support is critical to patients who undergo limb loss," said Kendra Calhoun, the president of the Amputee Coalition.
Dr Stephen Wegener, a psychologist and limb loss expert at Johns Hopkins school of medicine, said that the Boston victims may go through a lengthy process of physical, psychological and social rehabilitation.
"People are very different in how they respond. We know that over the long term, about 30% of people who have an amputation will experience depression. If the amputation is associated with trauma – as in the case in Boston – those people have a risk of post-traumatic stress disorder (PTSD), around a third of people suffer PTSD.
"But the majority of amputees do not suffer PTSD. People are remarkably resilient."
Wegener said amputees also face body-image challenges, as well as adapting to changes in personal relationships and working life.
Among those reportedly suffering loss of limbs were two brothers who had gone to the finishing straight to cheer on the marathon runners.
Their mother, Liz Norden, told the Boston Globe that her sons, aged 33 and 31 had both lost the lower half of one leg in the blast.
Others spoke Tuesday of a lucky escape. Nicholas Yanni, a patient at Tufts Medical Centre, said he and his wife were just 10 feet from one of the blasts. He suffered a perforated eardrum, while his wife had shrapnel piece her leg. They were taken to hospital together: "She was as cool as a cucumber," he said. "I'm freaking out."
He added: "I was very fortunate. There are people who have lost their lives of lost their limbs – so I'm very fortunate."

News organizations are reporting that authorities in Boston believe at least one of the explosive devices in Boston was a pressure cooker. (Yes, like the closed pot you might use to cook rice at home.) As it happens, pressure cookers have a nefarious history in counterterrorism circles. In 2004, the Department of Homeland Security was concerned enough about pressure cooker bombs to issue an alert to federal and state security officials: “A technique commonly taught in Afghan terrorist training camps is the use/conversion of pressure cookers into IEDs,” the bulletin warned.
That bulletin cited several plots from 2002 to 2004 to use pressure cooker bombs in France, India and Nepal. But more recently there have been at least three other instances of would-be terrorists in the west, all of them Islamic radicals, in possession of pressure cookers for reasons that seemed not to involve having friends over for dinner. One was an Army private linked to the 2010 Fort Hood shooter Nidal Hasan, who had reportedly been taking bomb-making tips from the al Qaeda’s short-lived (literally) magazine Inspire and had various weapons and explosives along with his cooking pot. (The magazine reportedly recommended pressure cookers as explosive devices.) A 2010 suicide bomber in Stockholm had rigged a pressure cooker bomb that failed to detonate. And as a newer DHS warning about pressure cookers noted, the failed 2010 SUV bomb in New York’s Times Square was a pressure cooker device featuring 120 firecrackers. The same DHS memo refers to a March 2010 bombing with one of the devices at a western Christian aid agency in Pakistan that killed six people.
Counterterror officials are surely well aware of these facts and studying any leads that might link the device in Boston to Islamic radicals here or abroad. But it’s important to bear in mind that the ability to make these bombs is hardly unique to al Qaeda and its sympathizers. Details on how to make a pressure cooker bomb can also be found on websites associated with anarchy and other forms of non-religious radicalism, including this one which describes a bomb “affectionately known as a HELLHOUND.” The identity of the Boston bomber or bombers remains very much unclear, and it would be foolish to jump to conclusions. It would also be foolish to ignore the recent dark history of the pressure cooker as a method for killing innocent people.
Considering the complete lack of new information in President Obama's late-Tuesday morning statement on the Boston Marathon bombings, it would appear that the president was less interested in passing along information and more interested in cleaning up a mess he made yesterday by not calling the bombings what they are -- terrorism.
For the first time, President Obama used the "T" word to describe Monday's deadly bombings near the finish line of the Boston Marathon. "The FBI is investigating this as an act of terror," the President said. "Anytime a bomb is used like this, it is an act of terror."
With media cameras clicking away, Obama made clear that as of now, no one knows who committed the bombings -- no one knows what the motive might be or if this was the act of an individual or group.
Obama also used the word "malevolent" to describe whoever might have done this.
Jessica Yellin of CNN reports that after the President's statement late yesterday -- where he avoided calling the bombings terrorism -- the White house called her and others in the media to assure them that Obama did consider the bombings terrorism.

FNC reports the Saudi National is "ruled out" now. Completely. It was reported by a guest who is in contact with police officials.
So no suspects, no one in custody, no public information on who it might have been.
The bombs themselves meet Al Qaeda type of bomb specs, IEDs made with pressure cookers, shrapnel and bearings, explosives and set off to maim and injure rather than kill (so you can walk around - or not - and remember "the terror").
This is, in my opinion a foreign attacker.

April 16 (Reuters) - American Airlines' entire fleet has been grounded by computer problems until 4 p.m. CDT (2100 GMT), the airline said in a post to its official Twitter feed on Tuesday.
Earlier, the Wall Street Journal said federal regulators had grounded the AMR Corp unit's flights following a computer outage. The Federal Aviation Administration could not immediately be reached for comment on the issue.
