Ex-Border Patrol Agents Warn: Politicians Helping Cartels in U.S.\

In an open letter to the public in late July, several retired Border Patrol agents wrote on behalf of the National Association of Former Border Patrol Officers to warn that Mexican drug cartels are actively operating inside the United States spending millions every year to try to build their networks here. They argued that American politicians are protecting their activities as well.

“Transnational criminal enterprises have annually invested millions of dollars to create and staff international drug and human smuggling networks inside the United States; thus it is no surprise that they continue to accelerate their efforts to get trusted representatives in place as a means to guarantee continued success,” the Border Patrol agents wrote.

“We must never lose sight of the fact that the United States is the market place for the bulk of transnational criminal businesses engaged in human trafficking and the smuggling, distribution and sale of illegal drugs. Organized crime on this scale we are speaking about cannot exist without political protection.”

Gene Wood, a retired Border Patrol agent who once ran the agency’s San Diego station; William Glenn, a retired Border Patrol southwest region Chief Intelligence Agent; and Claude Guyant, another retired Border Patrol agent who served in leadership positions throughout the agency in his time there, all signed the letter.

“Most heroin, cocaine, meth, and marijuana marketed in the United States is produced outside of our country, and then smuggled into the United States,” they wrote. “The placement of trusted foreign employees inside the United States is imperative to insure success in continuing to supply the demand, and returning the profits to the foreign organization. Members of these vicious transnational crime syndicates are already well established in more than 2,000 American cities and their numbers are increasing as networks expand and demands accelerate. These transnational criminals present a real and present danger to all Americans, and they live among us.”

As Breitbart News’ Brandon Darby reported on Wednesday, cartels are recruiting American teens, prison gang members and military members to become assassins for their organizations.

After they have been recruited and become part of these transnational criminal organizations, according to the former Border Patrol agents, those teens “are absolutely controlled and totally committed members of foreign drug cartels who have demonstrated an ability and willingness to follow the business model of criminal enterprise which is simply to supply the demand for illegal drugs and aliens in the United States and return the profits to their handlers abroad, at any cost.”

“Sanctuary cities established throughout the United States discourage even the most basic law enforcement initiatives within their boundaries against these predatory criminals,” they wrote. “Encouraged by Congress and a disinterested mainstream news media, these havens deny the American public their constitutional right to national security and public safety while providing relative safety for dangerous foreign criminals.”

The retired Border Patrol agents called on Congress to abandon efforts to grant amnesty to illegal aliens because passing an amnesty would be akin to abetting the drug cartels.

“Congress must abandon their focus on rewarding illegal behavior for millions of persons by the grant of amnesty in favor of protecting American citizens who suffer daily at the hands of these seasoned criminals,” they wrote. “To do otherwise makes a mockery of our laws, and encourages countless millions more from around the globe to do the same. Transnational organized crime nationwide has flourished under these conditions.”

The National Border Patrol Council has come forward to reveal to the American public once again management practices that could be risking the lives of Americans -- and the lives of illegal immigrants.

Shawn Moran, Vice President of the National Border Patrol Council, spoke exclusively with Breitbart News and claimed that Border Patrol management has begun the practice of ordering Border Patrol Agents to stand down and cease pursuing drug smugglers, human smugglers and traffickers, and illegal aliens. He also warned it could lead to illegal aliens entering the country from nations associated with terrorism.

“It doesn’t matter whether it’s drugs, bodies, or how large the group is, our agents are being ordered to stand down by Border Patrol management,” said Moran. "I have received reports from our agents in every single sector from San Diego to the Rio Grande Valley in Texas that they are receiving these orders."

"They are not being relieved in place, they are simply being told that someone else is being dispatched, but none of us have seen that occur," he explained. "We are simply being ordered to stand down and stop tracking and trying to apprehend the criminals.” He discussed the importance of agents being relieved in place when tracking an individual or group.

"Border Patrol senior leadership says the stand downs are a means of addressing budgetary shortfalls and making sure agents aren’t working longer shifts," Moran said. "The Border Patrol has a larger budget than ever, but the agents on the ground have not seen the benefits of an increased budget. The increased budget has not trickled down to the men and women with their boots on the ground."

"They are placing the budgetary concerns before the security of our border," Moran stated. "We have situations where top-level bureaucrats in the U.S. Border Patrol and in the Customs and Border Protection Agency are receiving massive bonuses -- some up to $64,000 --- for finding ways to reduce the pay Border Patrol Agents receive."

"Groups that are outside of human trafficking, human smuggling, and drug smuggling are going to exploit these stand down orders as well, not only cartels but illegal aliens from nations that are tied to terrorism,” he warned.

Obama’s Border Patrol Chief ‘Forced Out’, He Says

One day after President Donald J. Trump signed two executive orders with respect to border security and constructing a wall, the chief of the U.S. Border Patrol reportedly resigned.

On Thursday morning, the U.S. Customs and Border Protection website posted a notice confirming the departure of U.S Border Patrol Chief Mark Morgan:

On behalf of the men and women of U.S. Customs and Border Protection and the U.S. Border Patrol, I want to thank Mark Morgan for his unwavering dedication to our border security mission, and recognize his life-long career in service to the nation. Mark Morgan’s career spans more than 31 years of faithful service to the nation, including service in the U.S. Marine Corps, as a local deputy sheriff and police officer, 20 years in the FBI, as Assistant Commissioner of CBP’s Office of Internal Affairs, and, finally, as Chief of the U.S. Border Patrol.
The statement was drafted by acting CBP Commissioner Kevin McAleelan who assumed command after Gil Kerlikowske stepped down on the day Trump was inaugurated.

Thursday afternoon, the Associated Press reported that Morgan claimed he was “forced out”, and decided to resign rather than fight the decision. The AP’s source spoke on the condition of anonymity because the remarks were reportedly not for public consumption.

Both Morgan and Kerlikowske were appointed to their position by former President Barack Obama at a time when border agents were admittedly being overwhelmed by human smuggling organizations.

During a visit to the border, Kerlikowske claimed there was no future for Trump’s wall and has often said the border is secure.

As Breitbart Texas has reported, members of the union that represents U.S. Border Patrol agents, the National Border Patrol Council, have stated that the previous administration including Morgan tied their hands in regards to resources, policies, and other measures, as well as advocating for lax immigration laws.

On the day that Trump signed his executive orders, members of the NBPC stated that it gave them the tools needed to do their job.

Editor’s Note: This Op-Ed was exclusively provided to Breitbart Texas by the executive board of the National Border Patrol Council, the organization representing approximately 16,500 of our nation’s Border Patrol agents.

Approximately 6 months ago, CBP Commissioner Gil R. Kerlikowske officially announced the hiring (appointment) of Mark Morgan, one of the Obama Administration’s top risers within the FBI. Morgan is the same FBI Agent that a number of congressional offices believe “scrubbed” FBI training manuals of information that would have been damning to the agency and the Administration. Chief Morgan is a disgrace to the Border Patrol.

According to Commissioner Kerlikowske, the Border Patrol needed a culture change, so instead of hiring the most qualified applicant — the one that congress had confidence in and who had already started the culture change — the commissioner went outside the organization and “appointed” Mark Morgan. Morgan, who loves to flaunt his FBI credentials, was arrogant enough to push a great leader, manager, and citizen aside to feed his own ego and personal interest. In reality, and if his first 6 months are any indication, he is in over his head and doing nothing but running scared.

On September 13, 2016, House Committee on Homeland Security; Subcommittee on Border and Maritime Security held a hearing entitled “Moving the Line of Scrimmage: Re-examining the Defense-in-Depth Strategy.” Chief Morgan and NBPC President Brandon Judd were asked to testify. Agent Judd was supposed to sit on the same panel as Chief Morgan, but CBP refused to make Morgan available unless he testified on his own panel. CBP and Morgan were worried Agent Judd would come off as more credible, knowledgeable, and polished. Morgan testified by himself and proved both his and CBP’s worries correct. He came off like a robot, stuck to the administration’s line, and refused to give meaningful answers.

Today, November 30, 2016, Morgan testified before the Senate Homeland Security and Government Affairs Committee. During the question and answer session, Senator Carper, the ranking Democrat who has advocated for the legalization of all persons who are in this country illegally, stated that he believes the fix to the border security problem is comprehensive immigration reform. Chief Morgan, the head of the Office of Border Patrol who by law is supposed to stay politically neutral, and who is not supposed to advocate for partisan legislation, agreed with Senator Carper by stating that the Border Patrol supports comprehensive immigration reform. This is directly contrary to the voice and will of the vast majority of the Republicans elected to Congress. It is also directly contrary to President-elect Trump’s comments while on the campaign trail.

NBPC President Brandon Judd and his team worked diligently to set up a press conference after the hearing to discuss the merits of Morgan’s testimony. Agent Judd, however, was notified a few days ago that his appearance would be required to speak with an OPR Investigator as a witness regarding a matter of menial importance. This interview, which the agency refused to re-schedule ensured Agent Judd wouldn’t be able to be present at the hearing or the press conference. Morgan is worried because he knows that his comments attacking President-elect Trump’s border security policies prior to the election has him in hot water and his position as the Chief of the Border Patrol is tenuous at best. Because of such he did everything in his power to ensure Agent Judd was unable to be in DC when need be to dispute his testimony.

Morgan — a hand picked Obama Administration official — does not have the will necessary to secure the border for the citizens and legal residents of this country.

New York City Mayor Bill de Blasio told CNN’s Alisyn Camerota that Donald Trump’s plan to crack down on sanctuary cities will actually make those cities “less safe,” both for citizens and immigrants.

“It’s going to make cities less safe,” de Blasio stated. “We’ve spent decades building relationships with communities, including immigrant communities, and this is the type of thing that will destroy that progress and make it impossible for police officers to keep the cities safe.”

“New York city has half a million undocumented people,” he continued. “We want them to come forward and work with police if they see a crime or are the victim of a crime.”

“If they believe by talking to a police officer they will get deported and be torn apart by their family, they’re not going to work with police.”

De Blasio also stated that Trump’s threat to pull funding from sanctuary cities won’t affect NYC.

“If they make an attempt to pull that money, it would be from the NYPD,” he explained. “It would be from security funding from the NYPD to fight terrorism and protect foreign leaders who come to New York City to go to the U.N.”

“If an attempt is made to do that, we will go to court immediately for an injunction to stop it.”
