China Buys 5 Percent Of Ukraine's Land

China buys 5 percent of Ukraine's total land -- about 9 percent of its farmland -- to feed its growing population.

China has just struck a deal to farm 3 million hectares (about 11,580 square miles) of Ukranian land over the next 50 years to feed its ballooning population.

For comparison, that's an area roughly the size of Massachusetts or Belgium.

The eastern European country will give up 5 percent of its total land, or 9 percent of its arable farmland, under the deal between China’s Xinjiang Production and Construction Corps (XPCC) and KSG Agro, a Ukrainian agricultural company.

Last year, Ukraine repealed a law barring foreigners from purchasing land. As part of the deal, China's Export-Import bank has given Ukraine a $3 billion loan for agricultural development.

Ukraine will receive seeds and equipment in exchange for crops and pigs raised in the eastern region of Dnipropetrovsk, to be sold at preferential rates to two Chinese state-owned grain firms.

XPCC also plans to give Ukraine a fertilizer plant, as the country currently imports about $1 billion in fertilizer annually. XPCC says it will help build a highway in Ukraine’s Autonomous Republic of Crimea and a bridge across the Strait of Kerch, a transport and industrial center.

The deal will initially turn over 100,000 hectares of farmland, increasing to 3 million over 50 years.

China eats about one-fifth of the world’s food supplies, but holds just 9 percent of the world’s farmland after rapid industrialization. The country has already purchased farmland in Africa, South America and Southeast Asia, but the deal with Ukraine represents its biggest investment in foreign farmland to date.

It is estimated that between 0.7 and 1.75 percent of the world's farmland is being transferred from poor nations to foreign buyers with growing populations including Egypt, China, South Korea and UAE.

Premier Li Keqiang has begun his first tour of Central and Eastern Europe with the announcement of a series of two-way trade deals with Romania.
The deals - spanning commerce, investment, telecoms and energy - were announced on a day in which Li arrived in Bucharest with a delegation of more than 200 officials and business leaders and met Romanian Prime Minister Victor-Viorel Ponta, Xinhua reported.
Li said Chinese companies should play a bigger role in developing high-speed rail and energy projects in Romania, citing China General Nuclear Power's role in the expansion of the Cernavoda nuclear plant.
After meeting Ponta, Li described ties with Romania as "integral" to Beijing's relations with Eastern Europe, as well as the entire European Union. It was the first visit to Romania by a Chinese premier in 19 years.
Yesterday, Li was scheduled to attend a summit with 16 regional leaders, which was expected to result in more Chinese trade deals.
Chinese investment in Central and Eastern Europe was almost nonexistent in the early 2000s, but grew by more than 18 times between 2004 and 2010, to top US$800 million, according to the Warsaw-based Central and Eastern Europe Development Institute.
Romania was the region's third-largest recipient of Chinese investment, after Hungary and Poland. Much of the US$10.5 billion in capital promised last year had yet to materialise, Agence France-Presse reported.
Li is also scheduled to visit Tashkent in Uzbekistan, where he will meet its prime minister and those of the other members of the Shanghai Co-operation Organisation.

China's calling the $3 billion dollar loan to Eukraine but the new leadership is denying responsibility for this debt.

Eukraine has triggered the conditions for nullification (calling or demanding return of the loan) by China. China has sued for the return of these funds. The new (idiot) Eukraine government is claiming that it is not responsible for the last government's loan.

This is so lame, so unbelievably stupid, that I suspect it was done without consultation with the brilliant neocon Robert Kagan and his spokesperson wife, Nuland.

This type of thing, denying the legitimacy of debt incurred by a previous government, was the big fear and threat that made the apartheid government of South Africa's interest rates hike up to 12% - that was just the fear, which turned out to be unfounded. Much went on under the radar during that transfer of power, and the new leadership turned out to be as sharp as they were determined.

The new Eukrainian leadership, by denying their liability for the loan taken by their predecessors, have just opened up a bag of worms that is likely to bite us right here in the USA/Europe, requiring not just a few million in bridge loans, but the whole shebang. If the courts say, hey, China and Russia, go fish, expect repercussions to roll out, tsunami-style, and whack all involved.

It is widely known that Russia is owed billions by Ukraine for already-delivered gas (as we noted earlier, leaving Gazprom among the most powerful players in this game). It is less widely know that Russia also hold $3b of UK law bonds which, as we explained in detail here, are callable upon certain covenants that any IMF (or US) loan bailout will trigger. Russia has 'quasi' promised not to call those loans. It is, until now, hardly known at all (it would seem) that China is also owed $3bn, it claims, for loans made for future grain delivery to China. It would seem clear from this action on which side of the 'sanctions' fence China is sitting.

Minister of Agrarian Policy and Food of Ukraine Igor Schweich confirmed that China has filed a lawsuit against Ukraine in a London court for the return of a loan of $3 billion.

While China has been relatively quiet in the background - though abstaining from the UN vote waqs a clear signal of relative support for Russia - this is a meaningful step in the direction of pressure against the West, as yet again, any bailout funds would flow straight to either Russia (gas bill sor callable bonds) or China (agriculture loans).
