    Chinese state-run media revealed for the first time this week that Beijing’s nuclear submarines can attack American cities as a means to counterbalance U.S. nuclear deterrence in the Pacific.


    On Monday, leading media outlets including China Central TV, the People’s Daily, the Global Times, the PLA Daily, the China Youth Daily and the Guangmin Daily ran identical, top-headlined reports about the “awesomeness” of the People’s Liberation Army navy’s strategic submarine force.


    “This is the first time in 42 years since the establishment of our navy’s strategic submarine force that we reveal on such a large scale the secrets of our first-generation underwater nuclear force,” the Global Times said in a lengthy article titled “China for the First Time Possesses Effective Underwater Nuclear Deterrence against the United States.”


    The article features 30 photos and graphics detailing, among other things, damage projections for Seattle and Los Angeles after being hit by Chinese nuclear warheads and the deadly radiation that would spread all the way to Chicago.


    China’s sub fleet is reportedly the world’s second-largest, with about 70 vessels. About 10 are nuclear-powered, and four or more of those are nuclear ballistic submarines capable of launching missiles. Heavily influenced by Soviet naval models that stressed underwater forces, China’s nuclear submarine development began with the reverse-engineering of a Soviet Golf-class conventional-powered sub in the 1950s.


    In the 1980s, China developed its first ballistic missile sub, the Type 092 Xia-class, which has 12 launch tubes for the Julang (Giant Wave)-1 missiles. The JL-1 had a limited range and failed multiple test launches.


    In 2010, a new class of missile sub, the Type 094 Jin class, entered the service. It is capable of launching 12 to 16 JL-2 missiles with a range of about 8,700 miles, covering much of the continental U.S. with single or multiple, independently targetable re-entry vehicle warheads.

    Chinese calculations for nuclear attacks on the U.S. are chillingly macabre.
    “Because the Midwest states of the U.S. are sparsely populated, in order to increase the lethality, [our] nuclear attacks should mainly target the key cities on the West Coast of the United States, such as Seattle, Los Angeles, San Francisco and San Diego,” the Global Times said.
    “The 12 JL-2 nuclear warheads carried by one single Type 094 SSBN can kill and wound 5 million to 12 million Americans,” the Global Times reported.
    China also has developed land-based intercontinental ballistic missiles — notably the DF-31A, which has a range of 7,000 to 7,500 miles.
    “If we launch our DF 31A ICBMs over the North Pole, we can easily destroy a whole list of metropolises on the East Coast and the New England region of the U.S., including Annapolis, Philadelphia, New York, Boston, Portland, Baltimore and Norfolk, whose population accounts for about one-eighth of America’s total residents,” the Global Times said.
    All the state-run press reports stressed the point that the PLA’s missile submarines are now on routine strategic patrol, “which means that China for the first time has acquired the strategic deterrence and second strike capability against the United States.”
    “Our JL-2 SLBMs have become the fourth type of Chinese nuclear missiles that threaten the continental United States, after our DF-31A, DF-5A and DF-5B ICBMs,” said the Global Times.

    WASHINGTON — A pair of nuclear-powered Russian attack submarines has been patrolling off the eastern seaboard of the United States over recent days, a rare mission that has raised concerns inside the Pentagon and intelligence agencies about a more assertive stance by the Russian military.

    The episode has echoes of the cold war era, when the United States and the Soviet Union regularly parked submarines off each other’s coasts to steal military secrets, track the movements of their underwater fleets — and be poised for war.

    But the collapse of the Soviet Union all but eliminated the ability of the Russian Navy to operate far from home ports, making the current submarine patrols thousands of miles from Russia even more surprising for military officials and defense policy experts.

    “I don’t think they’ve put two first-line nuclear subs off the U.S. coast in about 15 years,” said Norman Polmar, a naval historian and expert on submarine warfare.

    The submarines are of the Akula class, a counterpart to the Los Angeles class attack subs of the United States Navy, and not one of the larger submarines that can launch intercontinental nuclear missiles.

    According to Defense Department officials, one of the Russian submarines remained in international waters on Tuesday about 200 miles off the coast of the United States. The second submarine traveled south in recent days to make a port call in Cuba, according to a senior Defense Department official.

    A Russian nuclear-powered attack submarine cruised within 200 miles of the East Coast recently in the latest sign Russia is continuing to flex its naval and aerial power against the United States, defense officials said.

    The submarine was identified by its NATO designation as a Russian Seirra-2 class submarine believed to be based with Russia’s Northern Fleet. It was the first time that class of Russian submarine had been detected near a U.S. coast, said officials who spoke on condition of anonymity because of the sensitive nature of anti-submarine warfare efforts.

    One defense official said the submarine was believed to have been conducting anti-submarine warfare efforts against U.S. ballistic and cruise missile submarines based at Kings Bay, Georgia.

    A second official said the submarine did not sail close to Kings Bay and also did not threaten a U.S. aircraft carrier strike group that was conducting exercises in the eastern Atlantic.

    A Russian nuclear-powered attack submarine armed with long-range cruise missiles operated undetected in the Gulf of Mexico for several weeks and its travel in strategic U.S. waters was only confirmed after it left the region, the Washington Free Beacon has learned.

    It is only the second time since 2009 that a Russian attack submarine has patrolled so close to U.S. shores.

    The stealth underwater incursion in the Gulf took place at the same time Russian strategic bombers made incursions into restricted U.S. airspace near Alaska and California in June and July, and highlights a growing military assertiveness by Moscow.

    The submarine patrol also exposed what U.S. officials said were deficiencies in U.S. anti-submarine warfare capabilities—forces that are facing cuts under the Obama administration’s plan to reduce defense spending by $487 billion over the next 10 years.

    The Navy is in charge of detecting submarines, especially those that sail near U.S. nuclear missile submarines, and uses undersea sensors and satellites to locate and track them.

    The fact that the Akula was not detected in the Gulf is cause for concern, U.S. officials said.

    The officials who are familiar with reports of the submarine patrol in the Gulf of Mexico said the vessel was a nuclear-powered Akula-class attack submarine, one of Russia’s quietest submarines.

    A Navy spokeswoman declined to comment.

Other intelligence experts are speculating that Russia may be planning a future attack on the United States. The Russians have been storing grain, foodstuffs, gold, and oil and diesel fuel. Russian underground bunkers can store 326 million tons of grain, and their military can store up another 80 million tons of grain...

    At Maiquetia airfied, the crews of the aircraft were greeted on behalf of Venezuelan President Nicolas Maduro by the Republic's Defense Minister Carmen Melendez.

    That Time China's State Media Ran An Article About Potential Nuclear Strikes Against Los Angeles

    November 21, 2014

    China has entertained the threat of nuclear strikes against west coast cities such as Los Angeles and Seattle, the annual 2014 congressional report from the US China Economic and Security Review Commission states.

    According to the report, a Chinese newspaper sponsored by the Communist Party ran an article in November 2013 about the possibilities of nuclear intercontinental ballistic missile (ICBM) strikes against much of the US's Pacific coast. In the scenario imagined by the newspaper, China's new JIN ballistic missile submarine could act as an ultimate deterrent to any hostile US foreign policy.

    [T]he 12 JL-2 nuclear missiles carried by one JIN nuclear submarine could cause the destruction of five million to 12 million people, forming a very clear deterrent effect. There is not a dense population in the United States' midwest region, so to increase the destructive effect, the main soft targets for nuclear destruction in the United States will be the main cities on the west coast, such as Seattle, Los Angeles, San Francisco, and San Diego.

    China has made similar veiled threats against US involvement in their backyard issues before. During the Taiwan Strait Crisis in 1995 to 1996, Chinese Lieutenant General Xiong Guangkai told the US assistant secretary of defense that "Americans care more about Los Angeles than they do about Taiwan."

    However, threats from China today carry more weight than they did during the 1990s. According to an executive summary of the report, China's nuclear ICBM stockpile capable of reaching the US will likely expand to over 100 missiles within the next 15 years.

    Simultaneously, China is developing a fleet of road-mobile ICBMs, the DF-41, that could be deployed as early as 2015. The DF-41 will be capable of carrying up to 10 missiles that would each have a maximum range of 7,456 miles. This range would allow China to target the entirety of the continental US.

    According to the executive summary, these capabilities are being produced to deter any unwanted US military action as Washington pivots its forces towards the Pacific. In practice, these new nuclear capabilities are providing "Beijing with a more extensive range of military and foreign policy options and potentially weakening U.S. extended deterrence, particularly with respect to Japan."


    Tensions in Asia have been increasing as China attempts to flex its regional muscles. This growth has led to military standoffs between China and US allies Japan and the Philippines. In the event of a war between China and Japan, the US would be treaty-bound to come to Japan's aid.

    However, any military aid could become severely limited by the possibility of a nuclear strike and the possibility of a new Cold War.
