Former advisers of Bill Clinton deny he had plan to wipe out Taliban. WASHINGTON - Former advisers ridiculed ex-President Bill Clinton yesterday for saying he had a plan to invade Afghanistan, topple the Taliban and kill Osama Bin Laden after jihadists nearly sank the destroyer Cole. "The only order we got from [Clinton] after the Cole was to put together a target list for air attacks," said Michael Scheuer, who led the CIA's hunt for Osama Bin Laden under Clinton. "What I was involved in could in no way be called a full-fledged plan to attack and overthrow the Taliban," he said. In his fiery interview on "Fox News Sunday," Clinton claimed he did more than President Bush to get Bin Laden before 9/11, disclosing that he had a secret plan to invade Afghanistan and wipe out the Taliban and Al Qaeda. Clinton insisted he never ordered that invasion because the CIA and FBI could not "certify" that Bin Laden was involved in the Oct. 12, 2000, attack on the Cole in a Yemeni harbor. Scheuer, who wrote the book "Imperial Hubris," said he met every 10 days with top members of Clinton's anti-terror team and plans for an invasion were never presented or discussed. He also lashed out at Clinton for blaming subordinates for the failure to get Bin Laden, saying they had 10 chances to kill or capture the terror kingpin before 9/11. "I was responsible for sending men and women into harm's way to get information he didn't use," Scheuer added. Fran Townsend, a former top intelligence adviser in Clinton's Justice Department and now Bush's anti-terror czar, rolled her eyes when asked about Clinton's invasion plan. "There were lots of things that seemed new" in Clinton's recollections on Fox, Townsend said. Still, Team Clinton stood by its story. "A plan existed, but the ability to act on it was not corroborated by intelligence until after President Clinton left office," said Clinton spokesman Jay Carson. P.J. Crowley, spokesman for Clinton's National Security Council and a retired Air Force officer with a security clearance, said many contingency plans existed at the Pentagon. "It wasn't that there was a lack of plans, it's that there was a lack of actionable intelligence," Crowley said. Scheuer and a retired senior FBI official agreed that they knew almost immediately that Al Qaeda was behind the Cole bombing. "We all said this was definitely Bin Laden," the ex-FBI official said. "But we couldn't take it to court and get an indictment." Two sources that Clinton repeatedly cited in the Fox interview - the 9/11 commission report and Richard Clarke's book, "Against All Enemies: Inside America's War on Terror" - never mention plans to invade Afghanistan.

WASHINGTON -- China is close to deploying a nuclear missile with a warhead whose design draws on stolen American secrets, United States intelligence officials say.
A long-range Chinese missile, known as the Dong Feng-31, is being equipped with a small nuclear warhead whose design uses secret American technology, according to American intelligence assessments. The technology is believed to have been stolen from a Government weapons laboratory, although there is some debate over precisely what technical information officials believe is being used.
According to the assessments, the missile is expected to be deployed within three or four years, giving China what officials believe would be its first warhead designed using secret American technology.
Since suspicions of Chinese nuclear espionage became public, the Clinton Administration has said that there is no evidence that Beijing has actually deployed nuclear weapons that rely on stolen American secrets.
Thursday night, the White House declined to comment on the assessments of China's nuclear intentions.
Officials have said, for example, that China stole design information about America's most advanced warhead, the W-88, between 1984 to 1988. Yet they stress that while China has developed a test version with a similar design, it has not actually produced such a weapon.
American officials believe that the technology suspected of having been stolen for use in the DF-31's warhead will help China achieve its goal of building a modern nuclear arsenal that relies on mobility to evade attacks. The DF-31 will be a truck-based mobile missile that can be moved, thus making it more difficult to detect and destroy.
China has denied allegations that it stole United States secrets, and insists that its weapons are based on its own research and development.
China's nuclear arsenal is still much smaller and less technically advanced than that of the United States. Yet the DF-31 and its new warhead represent a step forward in China's efforts to present a more formidable nuclear presence.
Officials say that also means China may soon be using secrets stolen from the United States on weapons capable of a significant range that could include Europe, Asia and possibly the western United States.
American intelligence assessments say the DF-31 will have a range of approximately 5,000 miles. It is expected to be ready for deployment as early as 2002 or 2003. -- excerpt

Newly declassified documents show that President Bill Clinton personally approved the transfer to China of advanced space technology that can be used for nuclear combat. The documents show that in 1996 Clinton approved the export of radiation hardened chip sets to China. The specialized chips are necessary for fighting a nuclear war.
"Waivers may be granted upon a national interest determination," states a Commerce Department document titled "U.S. Sanctions on China."
"The President has approved a series of satellite related waivers in recent months, most recently in November, 1996 for export of radiation hardened chip sets for a Chinese meteorological satellite," noted the Commerce Department documents.

NBC: Clinton Ordered Bin Laden Spared

A secret CIA videotape shows that the Clinton administration had pinpointed the whereabouts of Osama bin Laden a year before the 9/11 attacks, but declined to kill him because of White House orders that he should be taken alive.

The video, obtained and broadcast by NBC News, "illustrates an enormous opportunity the Clinton administration had to kill or capture bin Laden," the network reported Tuesday.

Images filmed in Afghanistan by CIA Predator Drones show a man clad in white robes who towers over his entourage. [Bin Laden is 6' 5" tall.]
The film was shot over TarnakFarm, the walled compound where bin Laden was believed to live at the time. The layout of the buildings in the Predator video perfectly matches previous photos and diagrams of TarnakFarm prepared by U.S. intelligence.

The clip left CIA analysts convinced they had located the man who in 1998 had bombed U.S. embassies in East Africa and whose agents, four years earlier, had detonated a bomb in the parking garage of the World Trade Center.

"It’s dynamite. It’s putting together all of the pieces, and that doesn’t happen every day," said William Arkin, a former intelligence officer and now military analyst for NBC.

Though President Clinton has boasted repeatedly that he issued orders to kill bin Laden, no action was taken when the White House finally got its chance.

Gary Schroen, a former CIA station chief in Pakistan, told NBC that the White House had in fact ordered the CIA to do just the opposite - take bin Laden alive or not at all.

The order "reduced the odds from, say, a 50 percent chance down to, say, 25 percent chance that we were going to be able to get him,” Schroen told the network.

The directive effectively killed the plan and, along with it, the U.S.'s best chance to prevent the 9/11 attacks. “
