    One person I know, who is an adult of Mexican decent and is here second generation legally, told me of things they saw and heard of growing up in his predominantly illegal entrant neighborhood. He was sickened in telling me this and I was sickened too, but what he told me underscores parts of this reality.

    One thing he noted from when he was 16 was having known of a girl in the neighborhood who was 13 and offered literally any guy oral sex. She was known as a 'party girl' as well. This fellow I know knew of it, but as a teen he was caught in the "don't talk about it" mentality. That was fine for him anyway because he shyed from such "nasty girls", as he put it.

    Why was this allowed to happen? I put thought to this and came to some logical conclusions which seem to play part in this. I think it is due to being a neighborhood predominantly habitated with people who would tend to shy from legal intervention due to their own status. The more moral people were compelled to keep quiet or suffer themselves. I thought of sub-culture as well, because surely mainstream culture from Mexico does not condone a 13 year old girl acting in such a way. Besides, if at 13 she was behaving like this, how far back was it from when she was first doing such things and why?

    I had to wonder why this could happen and thought back to an observation I made several years ago. Age of consent and Megans Law type Bills are laws that law abiding citizens of natural drives agree to live by. Some will live by them, perhaps not due to being normal in drive, but despize the jail alternative. Yet others will disregard such laws - perhaps through ignorance of or lack of a want for education and in places that harbor people in fear of status discovery such disapproved things can occur.

    Maybe it is like Crack in the 80's. Cities were overrun by Crack and people who took on foul behavior like theft to support a habit. Those not involved in such matters, but saw these things, felt helpless to do anything about it until eventually civil patrols like neighborhood watch and enhanced police intervention were employed to tackle this problem.

    In the mid 90's the Predator laws started to be a hot topic in California. While I saw news of other than hispanic people being arrested for having sex with minors, the news was reporting a story one day where a Mexican decent man of 22 was talking to a news reporter and his 16 year old Mexican decent girlfriend was there with him. She was the mother of their 1 year old child.

    It was a story unrelated to predatory sex deviants, but I noted their ages and their shared status as parents of a 1 year old child. That meant the man was 20 when he impregnated her at 14. In California, that is a felony and the baby is proof, yet the reporter prattled on about whatever story and everyone went on their merry way.

    Sure, one could suggest there is a difference since this couple was obviously together and maybe really loved each other, but that does not matter. It is still illegal, but goes ignored in some places.
