    Making martial law easier


    A disturbing recent phenomenon in Washington is that laws that strike to the heart of American democracy have been passed in the dead of night. So it was with a provision quietly tucked into the enormous defense budget bill at the Bush administration's behest that makes it easier for a president to override local control of law enforcement and declare martial law.

    The provision, signed into law in October, weakens two obscure but important bulwarks of liberty. One is the doctrine that bars military forces, including a federalized National Guard, from engaging in law enforcement. Called posse comitatus, it was enshrined in law after the Civil War to preserve the line between civil government and the military. The other is the Insurrection Act of 1807, which provides the major exemptions to posse comitatus. It essentially limits a president's use of the military in law enforcement to putting down lawlessness, insurrection and rebellion, where a state is violating federal law or depriving people of constitutional rights.

    The newly enacted provisions upset this careful balance. They shift the focus from making sure that federal laws are enforced to restoring public order.

    Beyond cases of actual insurrection, the president may now use military troops as a domestic police force in response to a natural disaster, a disease outbreak, terrorist attack or to any "other condition."

    Changes of this magnitude should be made only after a thorough public airing. But these new presidential powers were slipped into the law without hearings or public debate. The president made no mention of the changes when he signed the measure, and neither the White House nor Congress consulted in advance with the country's governors.

    There is a bipartisan bill, introduced by Senators Patrick Leahy, Democrat of Vermont, and Christopher Bond, Republican of Missouri, and backed unanimously by the nation's governors, that would repeal the stealthy revisions. Congress should pass it. If changes of this kind are proposed in the future, they must get a full and open debate.

    Folks, if we can, please get some one looking for this information in the last "budget bill".

    IF there is something hidden in there, then it needs to be brought to light. If there is NOTHING like this crap hidden in there, then the New York Times and the author of the piece need to be held to the fire to either retract it or make it accurate.

    Not too long ago, I said in a column that if the states of the Union do not stand up to the federal machine they are going to find themselves little more than occupied territories before the next year is gone. For years I have beat the drum to get states to reconstitute the constitutional militia because our very freedom depends on it. The proper role of our military is not to be used against we the people, but to protect and defend against foreign and domestic enemies of this republic.

    We've all seen the increase by police using tasers for even a minor encounter with law enforcement. The number of deaths continues to grow.

    We've seen law "enforcement" raids that kill innocent people: November 23, 2007. Kathryn Johnston: "A Year Later. 92-year-old woman's death has done little to curb the use of paramilitary police tactics around the country. "It was one year ago this week that narcotics officers in Atlanta, Georgia broke into the home of 92-year-old Kathryn Johnston. They had earlier arrested a man with a long rap sheet on drug charges. That man told the police officers that they'd find a large stash of cocaine in Johnston's home. When police forced their way into Johnston's home, she met them holding a rusty old revolver, fearing she was about to be robbed. The police opened fire, and killed her."

    Taking the word of a felon, and without checking to see who lives at that home, the cops go in blazing and gun down an old lady. And, for that you expect we the people to respect you?

    We've seen raids on the homes of innocent Americans where not only are their inalienable rights stomped on, these jack booted thugs from SWAT teams go out of their way to kill the family dogs; another botched raid, kill the dog first. SHAME on these cops for grabbing a 12-year old girl and terrorizing her and her family. Another "mistake."

    Earlier this month there was another raid that should have brought maximum outrage by the American people:

    "On Monday, December 1, a SWAT team with semi-automatic rifles entered the private home of the Stowers family in LaGrange, Ohio, herded the family onto the couches in the living room, and kept guns trained on parents, children, infants and toddlers, from approximately 11 AM to 8 PM. The team was aggressive and belligerent. The children were quite traumatized. At some point, the “bad cop” SWAT team was relieved by another team, a “good cop” team that tried to befriend the family. The Stowers family has run a very large, well-known food cooperative called Manna Storehouse on the western side of the greater Cleveland area for many years."

    SHAME on law enforcement for these Nazi-style assaults on American families. As I said in a column long ago, men and women who wear a uniform in civilian law enforcement had better remember one thing: One day you will no longer wear that uniform. Is this the kind of tyranny you want to live under when you no longer wear the badge? Do you want your family and freedom assaulted by officers who operate as if the Bill of Rights doesn't exist? Think you will be immune to this kind of tyranny? Think again. Is your paycheck more important than honor and the oath you took?

    I have repeatedly warned in columns that as more and more Americans become aware of the growing police state and laws that strip us of our God given rights, the closer we get to civil unrest. No one wants it, but when you push a real man's back to the wall, bad things can happen. For those who might have missed those columns, let me give it to you real straight so there's no misunderstanding how bad the situation is becoming.

    Click here. This is news coverage of Oliver North, darling of the right. This former Marine who disgraced his uniform worked on plans in 1984, under the direction of Ronald Reagan, to impose martial law in the United States in the event of an emergency. This secret plan would suspend the U.S. Constitution and turn over control of the government to the little known agency at that time: FEMA. This plan would appoint military commanders to run state and local governments. Implementation of this plan would have been triggered by violent and wide spread internal dissent, disagreement with government policy or national opposition to any U.S. military invasion abroad. Essentially, it amounted to a complete and total suspension of the U.S. Constitution and Bill of Rights.

    Americans got their first real look at military brutality at Waco, Texas, in 1993, when our military actively participated in gassing and incinerating almost 100 Americans; 17 were children. The American people yawned while mouthing some nonsense about how Koresch deserved it. SHAME on the military personnel who followed orders to murder Americans who were never given any due process of law whatsoever.

    In past columns, I have directed readers to this link where you will see the headline: 'Our civilian-military face-off' (Sacramento Bee, November 30, 1997):

    "One startling quote in this article is from Admiral Stanley Arthur, Commander of U.S. naval forces during the Gulf War, where he says, "Today the armed forces are no longer representative of the people they serve. More and more, enlisted as well as officers are beginning to feel they are special, better than the society they serve."

    "When you turn to page two of this story, the headlines read, "Bill of Rights no obstacle for the Corps." Another disturbing quote jumps out at you, "Because of the rising potential for civil disobedience within the inner cities it is 'inevitable' the U.S. military will be employed more often within American borders."

    "Further into this shocking story: "...Major Reeves notes, when faced with violating doctrine or violating the law, some Marines chose the latter course and detained suspects and conducted warrant less searches. Indeed, with characteristic Marine Corps bluntness, the major states that, "in interviews with Marine officers involved in domestic peacekeeping missions with officers responsible for articulating the Marine Corps' policy on domestic peacekeeping, it became apparent to the author that Marines took whatever action was necessary. At times, these actions required Marines to violate U.S. law.

    "Similarly, Marine Capt. Guy Miner reported in the Gazette that Marine intelligence units were initially worried by the need to collect intelligence on U.S. citizens, which would violate a 1981 Executive Order, but that "this inhibition was quickly overcome...." And to chill you even further, "To enable the Marines to execute these new domestic missions in the same way that they do abroad, Major Reeves calls for major alternations in U.S. laws. "Experience from the Los Angeles riots," he warns, "demonstrated the need to grant U.S. Marine forces the legal right to detain vehicles and suspects, conduct arrests, searches and seizures in order to accomplish the peacekeeping mission."


    Next came Katrina and thanks to the utter stupidity of that foolish female who used to be their governor, Kathleen Blanco, Americans got a good taste of military rule. The smart Americans stood their ground and refused to give up their weapons. The unprepared groveled for active duty military to "save them."

    Last month, more active duty military have been assigned to the Nazi-style Department of Homeland Security: Two More U.S. Military Units Assigned For Homeland Security. "The announcement follows the controversy surrounding a September 8 Army Times report (revised on September 30), which revealed that the 3rd Infantry Division’s 1st Brigade Combat Team, fresh from combat duties in Iraq, would be operating inside America for tasks including “civil unrest and crowd control,” a detail that was later denied by Northcom despite the concession that forces would be armed with both non-lethal and lethal weapons as well as having access to tanks."

    What was so succinctly and brazenly laid out in the Sacramento Bee in 1997, is now upon us and the situation will continue to get dangerous as the economy worsens. Experts on cable networks continue to reinforce that Comrade Obama will "be tested" shortly after he gets into office. What does the shadow government know that we don't and won't be told? Marxist Bill Clinton was sworn into office, January 20, 1993. February 26, 1993, the World Trade Center was bombed opening up the opportunity for more draconian laws. That operation was set up and run by the FBI. One world government advocate, George Bush, took office January 20, 2001. Less than nine months later, 9/11 was pulled off and all the stops were pulled out to impose more Nazi-style laws against we the people and our rights. Now we're being told that this impostor president will be tested.

    What you're seeing with putting active duty military on American streets using "civil unrest" or "potential terrorism" as justification, is an exact duplicate of past history whether it was Nazi Germany or the USSR under mass murders like Lenin and Stalin.

    We the people have demanded America get out of the communist controlled UN for decades. Instead, we've been raped for hundreds of billions of dollars in dues to support totalitarian world government. Click here to see a news item, May 1, 1997. UN to debate imposing a new world order on news. "A government would not only have an internationally sanctioned right to censor news coming into the country, but also news going out...The proposal even calls for a special tribunal to deal with journalists who violate the new understandings." There's already a push to censor the Internet. It's all in the game.

    Bear with me while I take this further. There was a call for a constitutional convention back in 1994. We the people beat it down. There is now another massive push to call one which would be the first since 1787. Why? Why now?

    Barack Hussein Obama aka Barry Soetoro, aka Barry Obama, aka Barack Dunham, aka Barry Dunham is without question an alien. He was not a natural born citizen at birth. A perfect opportunity for the destroyers would be a constitutional convention to get rid of the citizenship clause, thus ensuring that impostor Obama would remain as an illegitimate president. Sickening though it is, there are Americans who will support this treachery. This from a recent email:

    "Do you honestly think there is any merit to the citizenship argument? A 250 year old reference to the citizenship of the father as controlling is an antiquated notion. Back then, females were not much more than property. Now, if one parent is a citizen, the offspring is, too."

    The male who wrote those dangerous and ignorant words is a lawyer. The citizenship clause in the U.S. Constitution isn't some "old reference," it's the supreme law of the land and we the people intend to see it is enforced. This is exactly the kind of gutless men I wrote about back in 2002.

    Recall this from a recent WND column: "An associate lawyer in a Chicago-based firm whose partner served on a finance committee for then-Sen. Barack Obama has advocated for the elimination of the U.S. Constitution's requirement that a president be a "natural-born" citizen, calling the requirement "stupid" and asserting it discriminates, is outdated and undemocratic. The paper was written in 2006 by Sarah Herlihy, just two years after Obama had won a landslide election in Illinois to the U.S. Senate."

    Let us not forget that Comrade Obama was weaned into black liberation theology rooted in Marxism at the church he attended for twenty years. His communist ties are well documented. This impostor wants a massive domestic military force and he wants it for a reason. The Pentagon is recruiting more aliens who have NO allegiance to our republic. They are little better than paid mercenaries. Congress should have stopped this years ago; instead they have allowed this lunacy to continue.     Not only has Congress condoned foreigners in our military, they have pushed for higher numbers of active duty military on American streets:

    December 1, 2008. Pentagon to Detail Troops to Bolster Domestic Security. "The U.S. military expects to have 20,000 uniformed troops inside the United States by 2011 trained to help state and local officials respond to a nuclear terrorist attack or other domestic catastrophe, according to Pentagon officials. The long-planned shift in the Defense Department's role in homeland security was recently backed with funding and troop commitments after years of prodding by Congress and outside experts, defense analysts said. There are critics of the change, in the military and among civil liberties groups and libertarians who express concern that the new homeland emphasis threatens to strain the military and possibly undermine the Posse Comitatus Act, a 130-year-old federal law restricting the military's role in domestic law enforcement."

    Not only would a con-con be the perfect opportunity to usher in this flim flam man, it would also be the event to finally usher in a new constitution. The fathers of our Republic fought a revolution for those ideals which are as valid today as they ever were. Let us not betray freedom by embracing slave masters; let us not betray self government with world government; let us celebrate Jefferson and Madison, not Marx and Lenin."

    If you don't think presidents, members of Congress, state legislators and high ranking military officers fully embrace a one world government government, you are in a major state of denial.     As millions of Americans continue to fight the tyranny being shoved down our throats, the harder the shadow government is pushing to crush all dissent. The powers that be who own the politicians in DC, governors and state legislatures know full well that the economic situation is going to get so bad, the potential for riots and "civil unrest" is growing. The next wave of foreclosures will begin early next year as well as massive commercial defaults. None of the lies from Obama or trillions of pieces of worthless paper pumped out by the thieves at the Treasury Department can stop what's already well underway. The solution by the Gods of Washington, DC, will be to use our military against civilians should empty bellies become angry mobs. That is what is being planned. These examples I've provided is just a tiny number of documents. Go to my Reading Room and you'll see thousands documenting the complete destruction of this nation.

    Click here and listen to this exchange between Tom Brokenjaw and one of Obama's lackeys. Brokenjaw opens with, "What's the working model? Are you going to try to be a shadow government..." Valerie Jarrett slips and says, "...president elect Obama is prepared to really take power and begin to rule day one." You better believe this impostor intends to rule this country with an iron fist and he will be given the green light by Congress.

    The sovereign states of the Union must stand up to the federal government. Next month, we the people have to make our voices heard at the state houses just as those fabulous Tennesseans did many years ago. State legislators who believe in the U.S. Constitution and their own state constitutions must band together and stand up against the federal dragoons and Congress no matter how unpleasant things get in the near future. No active military in our cities and towns under the Department of Homeland Security.


    Patrick Henry was only 24 years old when he gave his 'Give me liberty or give me death speech.' Are we to be cowards that we will not stand? Are we to shame Nathan Hale, who was hung at the age of 21, and who declared, "I only regret that I have but one life to lose for my country." There are a lot of good state legislators (reps and senators). They need to know what the people want and that we the people will stand with them.

    Northcom Chief Vows to Address Worries About New Homeland Unit

    A senior military official pledged Wednesday to address congressional concerns about a new homeland emergency response task force that is designed to respond to a chemical, biological or nuclear attack.

    Air Force Gen. Victor E Renuart Jr., commander of U.S. Northern Command (Northcom), also told reporters that the new force, which will eventually total 20,000 personnel, will not require new funding right now and is not meant to authorize the federal government to enforce martial law.

    Last week, Rep. John P. Murtha , D-Pa., the chairman of the House Appropriations Defense Subcommittee, complained that Congress had not been properly briefed on the new initiative, complicating its job as steward of the defense budget.

    Renuart said that he planned to meet with Murtha in the coming weeks to discuss the program. “There have been some misunderstandings on the part of some in Congress on what this force is designed to do,” he said.

    He said the unit, which is called the Chemical, Biological, Radiological, Nuclear, and Explosive Consequence Management Response Force (CCMRF), will not require significant new funding from Congress.

    The new task force has come under fire from groups such as the American Civil Liberties Union that are concerned the move furthers the militarization of the homeland security mission. Critics also say the move could violate the Posse Comitatus Act of 1878, which aims to prohibit the federal government from using the armed forces in a domestic law enforcement capacity without congressional approval.

    Renuart said the Pentagon does maintain a capability to impose order following a domestic crisis if law enforcement and national guard security efforts fail. But he added that he did not anticipate that scenario and it is not the mission of the new force.

    “It is not a force designed to go in and enforce laws. The national guard is empowered to do that through the states,” said Renuart, “This force is designed to go and render assistance and aid, as opposed to create security.”

    Intelligence comes in two distinct and uniquely critical components. The first is information—or intelligence—that comes from sources known to you as an investigator or intercepted sources that may not be known to you. The most critical intelligence sector is that of our own discerning creative minds. Together, these two arenas comprise the data mine that gives us a glimpse into the future. Military leaders and police officials know that this future depends solely on how we assess that data and our near miracle ability to shape outcomes by how we have collectively interpreted all of the “leads.” If we are able to process correctly, the police agency or forward military unit can deploy its forces based on qualified assumptions that have been drawn from the available “intelligence” and thus strike or defend effectively and efficiently.

    Using this descriptive breakdown of the role of intelligence, let’s project into 2009, and see what type of outcomes we might expect over the next few months concerning the economic and political events here in the United States.

    Let’s begin with what we do know based on existing information and substantiated reports from across the country. The executive branch of government assuming power on 20 January 2009 is comprised of the most socialist mindset since the Roosevelt years. The cabinet and department executives reflect a bias against historical constitutional precepts, are continuing programs or are set on implementing new ones that will devastate the Bill of Rights (what is left of it). They are viciously against the ownership of personal defense weapons and are morally degenerate in their rabid support of same-sex marriage, abortion, and homosexuality as a civil right, as well as promoters of open borders with Mexico. This hideous and brashly anti-traditional/historical America mindset in Washington has completed the destruction of the bridge between our Godly heritage and the present day four-lane interstate journey into oblivion and destruction.

    Most of America has ridden this express train to hell, while listening to I-Pods, lost on the cell phone, or addicted to demonically inspired virtual games on the ever present lap-top. Family discussions around the dinner table, parent involvement with their children’s school and church, horseback camping trips and Christ honoring Christmas gatherings, have given way to illicit sex parties, including pre-teen homosexual experimentation encouraged by psychiatrists, cheating and plagiarism rings in the public schools, gang affiliation in record numbers, drug smuggling and dope dealing in every community in the country.

    What then does our intelligence tell us? Based on these known facts, we can conclude that America’s days as the “moral leader” to the world are long over. Spiritually, we are worse off than the most backward African nation that still worships rocks and trees. We have offended the true God of the universe and are next in line for utter destruction. That fate, I believe, is well underway.

    Even if you dismiss the spiritual component, the results of our moral disintegration have brought about its own unavoidable chain of events. Where moral character is absent, corruption, theft, sexual immorality, lying, selfish and traitorous conduct rushes in to fill the void. This is abundantly evident on every hand in disease ridden America. The family has disintegrated, churches have fallen away from God’s truth, government has failed, banks have crumbled, credit has replaced “money,” debt replaced “money” and “money” replaced gold and silver. Cowardice has replaced confidence, incompetency has replaced competency, and mistrust has taken over trust in the law and law officers. Virtue in the mission of the military has been replaced with unending wars and police actions by a now mercenary role for our soldiers who have been prostituted to serve the whore of government.

    Any intelligence operation will predict that this vast negative change in standards results in the defeat of the nation from within. It cannot be avoided and its outcomes are unavoidably predetermined. Such corruption then begins to feed on itself. In order to protect the viability of the continuing operation of such a flawed entity, a self-defense mechanism must then be established to insure that the antithesis of the corrupted state (a morally virtuous state) cannot be reinstituted.

    In the case of present day America, this means the establishment of a previously unheard of and unneeded police state apparatus. This internal security behemoth has been built to protect the unconstitutional and corrupted national government. This new Gestapo like state security network (homeland security) is in a continuing state of expansion and invasion of the private lives of Americans. It MUST do so, because it fears freedom, honest citizens, and clean government. Only corrupted officials need constant machine gun bearing black-clad killers in their employment. Conversely, free, honest, government works shoulder to shoulder with its citizens in an open concept where common sense and common integrity rules.

    Now our intelligence gathering abilities will conclude that in order to staff such a police state army, men and women who have themselves been corrupted will be the most likely to be recruited and serve successfully. To be successful, they must voluntarily agree to obey all rules and direct orders issued from the corrupted police or general staffs which they serve. The future can be predicted then, that at some point, those who have sworn to obey the corrupted state police apparatus will come into direct conflict with those who have maintained their personal morality, dignity, independence, and allegiance to God and the Republic. There can be NO OTHER outcome. There is no road for compromise or “sit-down” resolution. The ONLY outcome is conflict. The state will maintain its “us against them” mentality and the freedom fighters will have no choice but to survive by fighting back. This scenario has been repeated throughout all of history on every continent with the same inevitable, predictable ending.

    The maverick or rogue element in all of this has begun to emerge in a way that gives us some pause for hope, however. Vast amounts of information through patriot radio, constitutionally sensitive internet news services and courageous speakers across the country are bringing true and accurate facts to millions of citizens and of course police officers and armed forces at home and in theater. Because of these collective efforts, officers at all levels are being made aware of the real situation facing all of us and how they should respond—or not—to orders that will be coming to them.

    The final segment of this article is directed to police and military officers at all levels. It is as though roll call was underway and the orders of the day issued. I ask that you read this carefully and let it become a part of your standard operating procedures manual of the heart. Your response to this will help decide the ultimate fate of our nation. As sworn officers and oath bound military men and women, you are under the lawful order domain that was codified for all time during the Nuremburg Tribunals of 1945-48. That body decreed to all men and women under arms that merely obeying orders of any kind was not an affirmative defense for actions taken in combat or against civilian populations. The benchmark that was established was, if the “order” was criminal in nature or “required” the affected forces to commit an act they knew was or suspected to be criminal in nature, they had the absolute right and duty to disobey that order and in some cases seek the immediate arrest and prosecution of the ordering authority. That operational standard still exists and will be used should the occasion arise in the near future. Let me be VERY clear. If a police officer from any jurisdiction, private contractors hired to act as agents of the police, or a military member acting in an “official” capacity should carry out unlawful, unconstitutional, or unethical “orders” that violates the effected person’s lawful rights, safety, security, or freedom, then the offending “agent” of government is liable in court both criminally and civilly. In the worse case situation, the offending agent may be at the mercy of citizens who will not tolerate such abuse.



    Resistance to such government actions by the citizenry in these situations for the preservation of life and peace is therefore justified in the extreme.

    We are left then with this “future” to contemplate. Either intelligence will dictate that this nation’s constitutional laws will be followed under all circumstances, or there will be severe consequences both immediate and long term. Be it known that NO police or military authority is exempt from safeguarding the American people from violations of their absolute rights and that all such authority must be lawful, constitutional, humane and fair.


    That any officer of the law or of the military have as their first priority, the intelligent and judicious use of their power, and the full knowledge that the Republic of the United States and its people will hold them accountable and responsible for their individual and collective actions in defense of the American people during times of crises from whatever cause.
    Be it further understood, that no President, General, Judge, Governor, Attorney General, law enforcement official, legislator, public official at any level or animal control officer may violate civil rights, the Bill of Rights, the law, constitutional authority, or any other covenant with the American people for any reason including open warfare. Any such violation will be considered a violation of the official’s oath of office and will be subject to civil and or criminal penalties.
    Good intelligence is a useful tool in keeping the peace, safeguarding the general population and using the law for the purposes it was intended. Common sense is the gatekeeper for those laws and the maintenance of civilization. Together we must insure that both intelligence and common sense survive any application or misapplication of the law in any form including that of martial law. No other course is acceptable. No other course is lawful. No other course will insure that America survives its present economic and political calamities without resorting to all out conflict between its citizens and those in authority. Our future depends on the intelligent use of our intelligence, from whatever source we take it, and how we use it. We expect, indeed demand that those in authority begin at once to exercise intelligent strength of character and the wisdom to know from whence comes their strength.

    "Hey, Will – we just got a letter from a Marine saying that he was part of a project dealing with civilian arms confiscation by the military. Are you interested?"

    It had been a fairly slow morning up until the point Dave Bohon, at the time the managing editor for The New American, came down to the research department with the aforementioned letter clutched in his hands and a puzzled expression inscribed in his aquiline features.

    Practically leaping out of my chair, I grabbed the proffered letter, a handwritten missive attached to a multi-page document called a "Combat Arms Survey" (scroll down). I read both the letter and the questionnaire with a sense of mingled dread and excitement.

    As students of the federalization and militarization of law enforcement, my associates and I knew things of this sort had to be happening, but proving it was somewhat difficult. Here was a letter that seemed to provide the dreadful confirmation. While it would be useful to see our suspicions vindicated, we couldn't exactly take pleasure in the knowledge that one of our worst fears appeared to be taking tangible form.
    The letter's return address was Twentynine Palms Marine Base in California, and the author – a Marine Lance Corporal – had provided contact information. After reading the letter three or four times, I called the phone number and contacted the Marine. We spoke for about a half hour, during which time he described the incident in greater detail.

    The Marine was one of several hundred with combat experience in recent deployments abroad assembled to take the survey. Our conversation took place in late May 1994; accordingly, the pool of combat veterans included those who had served in Panama, the first Gulf War, and Somalia. They mustered in a mess hall and given a 46-question survey composed by Navy Lt. Commander Ernest "Guy"

    Cunningham, who was working on a Master's Thesis dealing with the deployment of US military units under foreign command as part of UN-supervised missions abroad.

    While there was much in the survey that a Constitutionalist would find objectionable – for instance, Marines were asked about their willingness to swear an oath of allegiance to the United Nations – the final question was positively thermonuclear:
    "The US government declares a ban on the possession, sale, transportation, and transfer of all non-sporting firearms. A thirty (30) day amnesty period is permitted for these firearms to be turned over to the local authorities. At the end of this period, a number of citizen groups refuse to turn over their firearms. Consider the following statement: I would fire upon US citizens who refuse or resist confiscation of firearms banned by the US government."
    As it happens, Cunningham was not promoting civilian disarmament, or the cession of the US military to UN control. He was using his survey to determine the extent to which such policy choices would have the support of military personnel who had served in combat abroad.

    When Cunningham released his findings it was revealed that more than 61 percent of the Marines who took the survey responded that they wouldn't carry out such an order under any circumstances. Many of them took the time to expand upon their answers through comments in the margin of the survey, often written in language that would bring a maidenly blush to the gnarled cheeks of Deadwood's Al Swearengen.

    Of course, it was gratifying to know that most of the combat veterans surveyed by Cunningham emphatically rejected the concept of domestic civilian disarmament by the military. However, the study did suggest the existence of a sizable pool of military personnel willing to carry out that mission. In that particular group, 79 Marines – a little more than a quarter of those surveyed – replied to Question 46 in the affirmative, a response Cunningham said "showed an alarming ignorance of the Posse Comitatus Act ... and of how to treat an unlawful order."

    Now, roughly fifteen years later, it's hardly clear that the order to gun down American civilians defending their innate right to armed self-defense would be considered unlawful, at least in a positivist sense, by a majority of service personnel.
    In September 2006, on the same day the Bush Regime effectively dismantled the habeas corpus guarantee, it inflicted what may be lethal injury to the Posse Comitatus Act as well by providing the president with the means to make the National Guard units of all 50 states into his personal army, to be deployed domestically in any way he sees fit. At least three combat brigades are now assigned to domestic duty as a homeland security force under Northern Command.
    Those troops would supposedly be used for the sole purpose of dealing with catastrophic events, such as terrorism involving the use of non-conventional weapons; however, the initial report indicated that these combat veterans, during their domestic deployment, would be equipped and trained to deal with crowd control and other population management tasks. This is why the unit would be outfitted with "non-lethal" weaponry, in addition to the conventional variety.

    As I've noted in previous reports, active-duty military personnel were deeply involved in hands-on law enforcement (including the use of satellite and other surveillance technology) during the 2008 political conventions in Denver and St. Paul. Last Friday (December 12) brought another ominous expansion of the role of active-duty military personnel in routine law enforcement when elements of the California Highway Patrol conducted a joint "sobriety/driver's license checkpoint" alongside the San Bernadino County Sheriff's Office and a contingent of Military Police from the US Marine Corps.

    Of particular interest to me is the fact that this troubling venture involves the Twentynine Palms Air Ground Combat Center. This may be completely insignificant. But it is an odd and unsettling coincidence, at the very least.

    Sobriety checkpoints are a perfectly mundane (but by no means harmless) law enforcement function; they don't involve catastrophic circumstances, either natural or man-made.

    Attorney Lawrence Taylor, whose specialized practice deals entirely with those caught in the Constitution-free zone of DUI enforcement (a form of plunder disguised as a public safety exercise that is itself sufficiently outrageous to justify widescale insurrection) reports that his inquiries with a local USMC public affairs sergeant "resulted in assurances that the Marines would be there `as observers.'"
    "Hmmmm.... military observers," mused Taylor. "Isn't that how it all starts?"
    Indeed it is, and if the Regime ruling us wants to get serious about civilian disarmament, the process will at some point involve the deployment of military personnel at checkpoints and roadblocks.

    Furthermore, as anybody who has recently endured the indignity of a traffic stop can attest, police in most jurisdictions routinely inquire as to whether there are weapons in the car. (In my most recent traffic stop, the officer asked, "Are there any weapons in your car I need to know about?" "No, none that you need to know about," was my immediate response.)

    With the police increasingly taking on the aspect of a fully-realized military occupation force, it may seem redundant for the regular military to assume a more active role in "homeland security." The fact that such efforts are not only underway, but accelerating, is highly suggestive of very bad intentions on the part of those who presume to rule us.

    As the depression deepens into the economic equivalent of a quantum singularity, and fear is finally transmuted into public outrage over the redistribution of wealth to protect the Swindler Class, a spark will be struck somewhere, and a population center of some size is going to go up in flames. In fact, it wouldn't surprise me if the Regime's huge population of informants and provocateurs include some of the people eagerly spraying accelerant of some kind wherever promising examples of social friction can be found.

    When the fire erupts – whether through spontaneous combustion or through the ministrations of the Regime's paid incendiaries – the script will call for the government to deploy occupation troops, on the assumption that the best way to battle a social conflagration would be to suffocate liberty, rather than extinguishing the source of the fire.

    The possibility of full-scale domestic military mobilization to suppress insurrection is one of several scenarios limned in the recent, widely publicized US Army War College paper "Known Unknowns: Unconventional `Strategic Shocks' in Defense Strategy Development."

    The report examines several ongoing and potential sources of "strategic dislocation" for the empire (an entirely appropriate term not used in the report, even though it should have been) both abroad and at home. The Iraqi insurgency was cited as a key example of an unforeseen "shock" that set back the course of the empire; this despite the fact that any reasonably intelligent person with a particle of human understanding could have predicted that Iraqis would organize to resist foreign occupation.

    There are at least two kinds of "strategic shocks" described in the report. One is the "Natural Endpoint" of a given trend-line; another is referred to as a "Dangerous Waypoint" or a "Discontinuous Break" that interrupts an otherwise positive trend-line.

    Curiously – or perhaps not, given that this was a paper produced by an arm of the Regime – no thought is given to the possibility that ongoing difficulties both at home and abroad are auguries of the "Natural Endpoint" of the imperial trend-line that began – well, let's say with the closing of the Western Frontier (and the related massacre of Lakota at Wounded Knee) in 1890.

    Acknowledging and welcoming the end of the American Empire would be a singularly healthy development; it would bring about a legitimate revolution in military affairs, and could foreclose the possibility of martial law in the immediate future. But once again, such possibilities simply don't exist, as far as the author of this War College study is concerned.

    Accordingly, beginning on page 31 of that document we find a brief and remarkably candid (and, curiously, completely un-sourced) discussion of possible "Violent, Strategic Dislocation inside the United States."

    In the event that "organized violence against local, state and national authorities" were to materialize – that is, if the long-suffering productive people finally have a surfeit of armed parasites and start fighting back – it might "exceed the capacity of the former two [that is, local and state governments] to restore public order and protect vulnerable populations." (The "vulnerable" in this case being the soft-handed tax feeders who cower behind the armed people wearing State-issued costumes.)
    In such circumstances, the military "might be forced ... to put its broad resources at the disposal of civil authorities to contain and reverse violent threats to domestic tranquility," the report continues. "Widespread civil violence inside the United States would force the defense establishment to reorient priorities in extremis to defend basic domestic order and human security." (Emphasis added.)
    Now, I have no way of knowing if the author of this report is aware of the fact that the phrase "human security," as used by the exalted beings employed by the United Nations, refers to a condition in which disarmed populations depend entirely on government for their protection.

    It was the objective of "human security" that was being pursued in Rwanda in 1993 through a peace treaty that required the disarmament of everybody but the Government's armed enforcement personnel. This made it quite simple for the Rwandan "Hutu Power" Junta to slaughter roughly 1.1 million Tutsis (and moderate Hutus) during the 103-day orgy of genocide that began in April 1994.

    Civilian disarmament is integral to any military occupation, whether it's carried out in the service of "peacekeeping," colonialism, or genocide (and those categories do tend to blend at the margins). Since 1994, the US military has been involved in a series of occupation missions – in Haiti, Bosnia, Kosovo, Afghanistan, Iraq, Somalia, and elsewhere. Nearly all of them involve some large-scale disarmament initiative. Recently in Iraq, US military personnel have been confiscating toy guns from Iraqi children.

    Many of those military personnel are Guardsmen and Reservists who will return to jobs in "civilian" law enforcement well-versed in the logic of civilian disarmament as a necessity for "force protection." Others are military personnel who will be fast-tracked into law enforcement careers once they come home and look for work in an exceptionally bad labor market. Still others will serve "dwell-time" missions stateside as part of Northern Command's homeland security force.

    It would be immensely useful – and probably quite horrifying – to have those personnel take Guy Cunningham's "Combat Arms Survey," and examine their responses to the notorious Question 46. How many of them would be willing to shoot Americans in order to confiscate their guns if ordered to do so?

    Obviously, I can't provide an answer to that question that is anything other than speculation. I do recall an incident in late 2001, during a speaking tour in support of a book dealing with the subject of civilian disarmament.

    The tour took me to Memphis, Tennessee, where I addressed a large audience who had gathered in a very well-appointed hotel. Just down the hall from our meeting, a ballroom had been rented for a formal event involving recruiters for the various branches of the military.

    The hallways were full of young officers and non-coms in formal military attire. At one point I spied two of them – one of them a Marine – examining a poster advertising the subject of my speech, "Civilian Disarmament." The Marine turned to his buddy and, with what appeared to be an approving smirk, commented: "Sounds like a good idea."

    ORIGINAL CAPTION: My son in law today saw about 20 army guys with full combat gear walking down the street in Hayden, Idaho. He took pictures and asked them what they were doing. 'They said they were just training. One of the troopers was carrying a saw or squad automatic weapon. Is this just training or is it getting the people used to seeing troops patrolling the streets. My son in law lives about a mile from the reserve unit at the airport. my son in law was kind of surprised to see those guys. I’ve lived in the Hayden area most of my life and never saw any patrols.     Picture isn't showing up but going from the caption, I think it is safe to say it is just training. It is a lot easier to get the cooperation of a local town to allow troops to practice patrol skills than it is to transport and house them at a far away base with special MOUT facilities. Plus, if they are guardsmen, (which they most likely were) it is much better for morale for them to be close to home with families. Hopefully they are able to learn skills to help keep them from meeting a sniper's bullet.

    This new wave of socialism isn't helping the masses cope with the tension and all the positions haven't even been filled yet.

    Military Personnel have been training in local areas for many years, as Ryan mentioned, keeping them close to home, saving money and keeping them out of real combat until they are trained.

    I'd prefer that, to the alternative big spending to send them to special facilities to do it.

    And, I'll mention that this same point has been brought up in the past and on the old list server mail lists over the years, complete with pictures pointing to the Bush "regime", then later Clinton "regimes".

    This comes out every new Presidential administration stating how this is "the new trend" when it isn't.

    More conspiracy theory, Vector.

    Never thought it would happen under Bush that's why I voted for him.

    However I can't say the same for the Clinton Administration, Janet Reno, Eric Holder are just the beginning of what ruined my objectivity for that regime.

    Now I just need assurance that the same people taking power in the Obama Administration are not as crazy as they look.

    Inside source reveals FEMA & DHS preparing for mass graves and martial law near Chicago

    An Indiana county municipal official in the vicinity of Chicago reveals the contents of his meetings with FEMA and the Department of Homeland Security. The initial requests seem reasonable enough when FEMA asks the county officials to prepare a Hazard Mitigation Plan to deal with flooding, fires, high winds and tornadoes.

    But as the required meetings and calls with FEMA and DHS continue over a two year period their request become more unusual, raising suspicions of county officials

    “We want to know every important thing in this county. We want to know where police departments are. Where weapons are stored. Hazardous material. Where can we land a helicopter. Where are the airports. How big a plane can you land at the airport. Where are all the bridges. Where are all the power stations. Where are all the generating stations.Where are all the substations. They literally wanted to know where everything was. I’m sitting there thinking man if there was ever martial law. This kind of information is exactly the kind of stuff they are going to want. We’re just laying it all out for them right there.”
    During the legally mandated meetings held with FEMA and DHS different disaster scenarios were reveled to county officials:

    • In late December 2008 municipal officials were invited to Indianapolis for a briefing on the state of Indiana. There were told if industry were to collapse for example GM going bankrupt resulting in mass unemployment a depression would soon follow and municipalities could expect to loose 40% of their funds.
    • Every county in the nation would be required to prepare a Hazard Mitigation Plan.
    • The county should prepare a plan to vaccinate the entire population within 48 hours and practice the plan several times.
    • FEMA inquired to where mass graves could be placed in the county and would they accept bodies from elsewhere.
    • The sheriff’s department via the state sheriff association was told that no .223 ammunition rounds would be available as the military would be purchasing all stocks.
    • The county was asked to make plans for “hardening” of police and fire stations, putting in hardened bunker type buildings around town.
    • The county was asked to make plans for the possibility of up to 400,000 refugees from Chicago.

    Militarizing Police Depts. With Your Bailout Money

    If prostitution is the world’s oldest profession, then city mayors follow a very close second. In fact, it occurs to me they may be the spiritual offspring of the aforementioned liaisons. Whenever there is loose change or unclaimed dollar bills laying around, mayors can smell them a mile away and if a Sugar Daddy offers free cash, they never stop to question what the vigorish might be. The urban emperors, suburban commissars, the hack and the highbrow, the Republican and Democrat, the apolitical and amoral, the exurban apparatchiks all assemble to line dance down Pennsylvania Avenue like ladies of the evening on the way to a golden score with Big Daddy.

    The United States Conference of Mayors has assembled the most ridiculous and repulsive example of government excess I think I have ever seen. Here is a PDF file of the document which stretches to 344 pages. One of the most alarming features of this civic gluttony is the gift list request for funds to buy military SWAT assault equipment for police forces like the examples offered here by Texas blogger and Reason.com contributor, Trey Garrison:

    • Frisco wants $125,000 for an armored vehicle and $200,000 for a mobile command vehicle. You know, for all that gang tank warfare going on up in Frisco.


    • McKinney wants $5 million for SWAT toys and stuff.


    • North Richland Hills wants $51,000 for volunteer patrol volunteers. Let’s throw in $10 for a dictionary so they can look up the word “volunteer.”


    • Irving wants $5 million for biometric scanners, digital cameras, RFID scanners — nothing Big Brother there.


    • Grand Prairie wants $1.25 million for nicer landscaping around the public safety building.


    • And finally, Arlington is really gearing up for urban warfare. Arlington wants $1.6 million for SWAT toys including more equipment for those deadly but camera-friendly no-knock raids, $56,000 for military grade carbines, $625,000 for unmanned aerial surveillance drones, and $130,000 for “covert ops.”
    Here is the “Public Safety” wish list from the US Conference of Mayors.
    Radley Balko, of The Agitator and contributing editor of Reason, offers these galling examples of cops gone Rambo:
    • Sparks, Nevada wants $600,000 to purchase a “live fire” house its SWAT team can shoot up, and another $420,000 for a SWAT armored vehicle.
    • Pleasanton, California wants $250,000 to buy a vehicle for its SWAT team.
    • Gary, Indiana wants $750,000 for a host of “modernization” upgrades to its police department, including “sub-automatic machine guns” and an “armored vehicl” [sic].
    • Hampton, Virginia wants a whopping $3.5 million for “Air Tactical Unit Support and Equipment,” which I’m pretty sure means they want a sweet helicopter for the SWAT team.
    • Ottawa, Illinois (population: 18,307) wants $60,000 to purchase, among other things, five “tactical entry rifles.”
    • Glendale Heights, Illinois wants $96,000 to purchase red light cameras, and another $67,000 to hire someone to monitor them.
    • Toward a more Orwellian America! The following cities requested stimulus funds to supplement, initiate, or upgrade public surveillance camera systems: Brockton, Massachusetts; Buffalo, New York; Burnsville, Minnesota; Caguas, Puerto Rico; Cerritos, California; Columbia, South Carolina; Compton, California; Homestead, Florida; Hormigueros, Puerto Rico; Indianapolis, Indiana; Inglewood, California; Lewiston, Maine; Lorain, Ohio; Lynn, Massachusetts; Marion, Ohio; Merced, California; New Rochelle, New York; North Richland Hills, Texas; Oakland, California; Orange, New Jersey; Orem, Utah; Orlando, Florida; Pembroke Pines, Florida; Ponce, Puerto Rico; Riverdale, Illinois; Shreveport, Louisiana; Silver City, New Mexico; Sumter, South Carolina; Tallahassee, Florida; Warren, Ohio; and Wilkes-Barre, Pennsylvania.
    Winston-Salem, North Carolina requested just under $85 million in security-related stimulation. But top prize goes to Tulsa, Oklahoma, which is asking the rest of the country to stimulte its economy with a whopping $135 million in public safety-related requests.

    All in all, America’s mayors asking for a little over $5.5 billion in public safety “stimulus.”
    The city of La Porte, Texas has applied for $700,000 to build a “Lifestyle Center” while the city of Houston wants a whopping $175,000,000 to build the “Metro Houston Intermodal Terminal” in downtown Houston. I could go on, but I am nauseated by reading these documents. Readers will have to carry on in my absence while I try to recover.

    Guardsmen to conduct urban training at Arcadia in April

    The primary phase will be done Saturday, April 4, when convoys will be deployed from Carroll to Arcadia.
    Pictures of a suspected arms dealer will be shown in Arcadia, and soldiers will go door to door asking if
    residents have seen the suspect. ...The drill will culminate in the apprehension of the suspected arms dealer.


    The Carroll National Guard unit will train on urban military operations by holding a four-day exercise at Arcadia.

    The purpose of the April 2-5 drill will be to gather intelligence, then search for and apprehend a suspected weapons dealer, according to Sgt. Mike Kots, readiness NCO for Alpha Company.

    Citizens, law enforcement, media and other supporters will participate.

    Troops will spend Thursday, April 2, staging at a forward operations base at Carroll. The next day company leaders will conduct reconnaissance and begin patrolling the streets of Arcadia to identify possible locations of the weapons dealer.

    The primary phase will be done Saturday, April 4, when convoys will be deployed from Carroll to Arcadia. Pictures of the arms dealer will be shown in Arcadia, and soldiers will go door to door asking if residents have seen the suspect.

    Soldiers will knock only at households that have agreed to participate in the drill, Kots noted.

    "Once credible intelligence has been gathered," said Kots, "portions of the town will be road-blocked and more in-depth searches of homes and vehicles will be conducted in accordance with the residents' wishes.

    "One of the techniques we use in today's political environment is cordon and knock," Kots explained. "We ask for the head of the household, get permission to search, then have them open doors and cupboards. The homeowner maintains control. We peer over their shoulder, and the soldier uses the homeowner's body language and position to protect him."

    During this phase of the operation, troops will interact with residents and media while implementing crowd-control measures and possibly treating and evacuating injured persons.

    The unit will use a Blackhawk helicopter for overhead command and control, and to simulate medevacs.

    The drill will culminate in the apprehension of the suspected arms dealer.

    Alpha Company will conduct a review of the drill on Sunday, April 5.

    A meeting to give residents more information and accept volunteers will be held 7 p.m. Monday, March 2, in the Arcadia American Legion hall.

    Kots said the exercise will replace Alpha Company's weekend drill for April.

    "We have a lot of extended drills this coming year," he added.

    In addition to surveillance, searching and apprehension, the exercise will also give the troops valuable experience in stability, support, patrol, traffic control, vehicle searches and other skills needed for deployment in an urban environment.

    "This exercise will improve the real-life operational skills of the unit," said Kots. "And it will hopefully improve the public's understanding of military operations."

    The pre-drill work with residents is as important at the drill itself.

    "It will be important for us to gain the trust and confidence of the residents of Arcadia," said Kots. "We will need to identify individuals that are willing to assist us in training by allowing us to search their homes and vehicles and to participate in role-playing."
