    The following self-learning course from the U.S. Army Military Police School at Fort McClellan describes procedures for military police involvement in civil disturbance operations. The course makes it clear that temporary detention facilities in the event of a civil disturbance overloading local resources would be operated under existing military doctrine for internment facilities. The course cites U.S. Army FM 3-19.40 Internment/Resettlement Operations, which is now numbered FM 3-39.40 since its most recent revision in 2010, as the primary reference for the operation of these facilities.

    This lesson is designed to describe the nature and causes of disaffection and social unrest; define the potential for social unrest in the United States; identify the types of confrontations; define crowd behavioral and psychological influences; identify patterns of disorder.



    2. Application of Force.

    a. General.

    (1) Civil disturbance operations by federal forces will not be authorized until the President is advised by the highest officials of the state that the situation cannot be controlled with nonfederal resources available. The mission of the control force is to help restore law and order and to help maintain it until such time as state and local forces can control the situation without federal help. In performing this mission, the control force may have to actively participate, not only in subduing the disturbance, but also in helping to detain those responsible for it. Control force commanders are authorized and directed to provide such active participation, subject to restraints on the use of force.

    (2) Prior to committing any federal forces in the quailing of civil disturbance whether in CONUS or OCONUS commanders should train and continually brief the control force on the rule of engagement (ROE). The commander is responsible for drafting, interpreting, disseminating, and training the control force on the ROE. The staff Judge Advocate (SJA) should be included in the ROE development to ensure that it will not improperly constrain actions, but still will remain consistent with domestic and international laws, polices, and orders of the chain of command.

    (3) If non lethal weapon and munitions are to be utilized, they should be addressed within the ROE and disseminated to the lowest level, preferable to platoon and squad levels. This requires that all personnel have a clear understanding of the ROE and the commander’s intent.

    (4) While serving with a multinational operation under the preview of the United Nations (UN) charter or customary international law the UN will may mandate certain restrictions on the use of force. By the use of overwhelming force during a civil disturbance under the UN may compromise diplomatic efforts to reach a peaceful solution. Commanders must beware that any confrontation of the ROE made by soldiers can have strategic political implications on current and future operations.

    (5) The primary rule which governs the actions of federal forces in helping state and local authorities to restore law and order is that the control force use only the minimum force required fulfilling the mission. This chief principle should control both the selection of appropriate operational techniques and the choice of options for arming the control force. In carrying out this principle, the use of deadly force is authorized only under extreme circumstances where certain specific standards are met. To emphasize limitations on use of firepower and to restrict automatic fire, rifles with only a safe or semiautomatic selection capability or modified to such a capability will be used as a basic weapon for Soldiers in a civil disturbance area.



    b. Use of Deadly and Non-deadly Force.

    (1) Commanders are authorized to use non-deadly force to control the disturbance, to prevent crimes, and to detain persons who have committed crimes; but the degree of force used must be not greater than that reasonably necessary under the circumstances. The use of deadly force, in effect, invokes the power of summary execution and can, therefore, be justified only by extreme circumstances. Accordingly, its use is not authorized for the purpose of preventing activities which do not pose a significant risk of death or serious bodily harm. If a mission cannot be accomplished without the use of deadly force, but deadly force is not permitted under the guidelines authorizing its use, accomplishment of the mission must be delayed until sufficient non-deadly force can be brought to bear. All the requirements of paragraph (b), below, must be met in every case in which deadly force is employed.

    (2) The use of deadly force is authorized only under conditions of extreme necessity and as a last resort when all lesser means have failed or cannot be reasonably be employed. Deadly force is justified under one or more of the following circumstances:

    (a) Self- defense and defense of others. When deadly force reasonably appears to be necessary to protect law enforcement or security personnel who reasonably believe themselves or others to be in imminent danger of death or serious bodily harm.

    (b) Assets involving national security. When deadly force reasonably appears necessary to prevent the actual theft or sabotage of assets vital to national security. DoD assets shall be specifically designated as “vital to national security” only when their loss, damage, or compromise would seriously jeopardize the fulfillment of a national defense mission. Examples include nuclear weapons; nuclear command, control, and communications facilities; and designated restricted area as containing strategic operational assets, sensitive codes, or special access programs.

    (c) Assets no involving national security but inherently dangerous to others. When deadly force reasonably appears to be necessary to prevent the actual theft or sabotage of resources, such as operable weapons or ammunition, that are inherently dangerous to others; i.e., assets that, in the hands of an unauthorized individual, present a substantial potential danger of death or serious bodily harm to others. Examples include high risk portable and lethal missiles, rockets, arms, ammunition, explosives, chemical agents, and special nuclear material.

    (d) Serious offenses against persons. When deadly force reasonably appears necessary to prevent the commission of a serious offense involving violence and threatening death or serious bodily harm. Examples include murder, armed robbery, and aggravated assault.

    (e) Arrest or apprehension. When deadly force reasonably appears to be necessary to arrest, apprehend, or prevent the escape of a person who, there is probably cause to believe, has committed an offense of the nature in (2) through (4) above.

    (f) Escapes. When deadly force has been specifically authorized by the Heads of the DoD Components and reasonable appears to be necessary to prevent the escape of a prisoner, provided law enforcement or security personnel have probable cause to believe that the escaping prisoner poses a threat of serious bodily harm either to security personnel or others.

    (3) Every Soldier has the right under the law to use reasonably necessary force to defend himself against violent and dangerous personal attack. The limitations of this paragraph are not intended to infringe on this right, but to prevent the unauthorized or random use of other types of deadly force.

    (4) In addition, the following policies regarding the use of deadly force will be observed:

    (a) Give an order to halt.

    (b) Warning shot will not be fired.

    (c) When a firearm is discharged it will be fired with the intent of rendering the person(s) at whom it is discharged incapable of continuing that activity or course of behavior prompting the individual to shoot.

    (d) Shot will be fired only with due regard for the safety of innocent bystanders.

    (e) In the case of holstered weapons, a weapon should not be removed from the holster unless there is reasonable expectation that use of the weapon may be necessary.

    (5) Even when its use is authorized, deadly force must be used only with great selectivity and precision against the particular threat which justifies its use. For example, the receipt of sniper fire, however deadly, from an unknown location can never justify “returning the fire” against any or all persons who may be visible on the street or in nearby buildings. Such random response is far too likely to result in accidents among innocent bystanders or fellow law enforcement personnel; the appropriate response is to take cover and try to locate the source of the fire so that the threat can be neutralized.



    f. Army Detention Facilities.

    (1) The Army will not operate facilities for confinement, custody, or detention of civilian personnel apprehended for violation of local or state laws as long as civil confinement facilities, operated by the Department of Justice, state, or local agencies are sufficient to accommodate the number of persons apprehended.

    (2) When it appears that available local facilities are insufficient, due to the large number of persons apprehended or detained, and this fact can be verified by the person or agency responsible for the facilities, temporary confinement/detention facilities may be operated with prior approval from DA, specifically, the Chief of Staff, U.S. Army. These facilities will be operated only until custody of the persons detained can be transferred to and assumed by civil authorities. They will not be used for the confinement of persons charged or convicted under civil jurisdiction.

    (3) Temporary confinement/detention facilities can be developed from local federal facilities provided they are adaptable to the requirements of custody and control. Such facilities should be established, if possible, within the affected area; this will conserve time, transportation, and escort personnel. However, if no suitable federal property is available within the affected area, they can be located elsewhere on any property under federal control as long as the persons to be detained are apprehended in the affected area. Whenever such temporary facilities are established during civil disturbance control operations, the Army is responsible for providing those personnel, facilities, and supplies necessary for the custody, control, health, comfort, and sustenance of persons detained.

    (4) Officers and key NCOs specifically trained and experienced in confinement operations are required to operate such facilities. Guards and support function personnel operating under the direct control of such officers and NCOs need not be specifically trained or experienced in confinement operations as long as they are under close and continuing supervision of trained responsible personnel. Whenever females are detained, they must be held in physically separate detention facilities and under the control of selected female guards operating under the supervision of trained and experienced confinement personnel.

    (5) Temporary detention facilities should be constructed and arranged to provide for adequate custody, control, and safety of detainees. It is advisable to use existing permanent-type buildings. Where sufficient permanent structures are not available, only that amount of new construction required for temporary custody, control, and administration of prisoners should be accomplished. Temporary fieldtype facilities provide compartments to assure effective control.

    (6) The same operational procedures that apply to the operation of installation confinement facilities and treatment of detainees apply to these temporary facilities except that those policies and procedures establishing training, employment, mail and correspondence, and administrative discipline requirements will not apply. Detailed guidance in procedures for confinement of detainees is contained in EPW Operations, FM 3-19.40.

    Marine Corps creates law enforcement battalions

    CAMP PENDLETON, Calif. — The Marine Corps has created its first law enforcement battalions — a lean, specialized force of military police officers that it hopes can quickly deploy worldwide to help investigate crimes from terrorism to drug trafficking and train fledgling security forces in allied nations.

    The Corps activated three such battalions last month. Each is made up of roughly 500 military police officers and dozens of dogs. The Marine Corps has had police battalions off and on since World War II, but they were primarily focused on providing security, such as accompanying fuel convoys or guarding generals on visits to dangerous areas, said Maj. Jan Durham, commander of the 1st Law Enforcement Battalion at Camp Pendleton.

    The idea behind the law enforcement battalions is to consolidate the military police and capitalize on their investigative skills and police training, he said. The new additions come as every branch in the military is trying to show its flexibility and resourcefulness amid defense cuts.

    Marines have been increasingly taking on the role of a street cop along with their combat duties over the past decade in Iraq and Afghanistan, where they have been in charge of training both countries’ security forces. Those skills now can be used as a permanent part of the Marine Corps, Durham said.

    The wars have also taught troops the importance of learning how to gather intelligence, secure evidence and assist local authorities in building cases to take down criminal networks. Troops have gotten better at combing raid sites for clues to help them track insurgents.

    They also have changed their approach, realizing that marching into towns to show force alienates communities. Instead, they are being taught to fan out with interpreters to strike up conversations with truck drivers, money exchangers, cellphone sellers and others. The rapport building can net valuable information that could even alert troops about potential attacks.

    But no group of Marines is better at that kind of work than the Corps’ military police, who graduate from academies just like civilian cops, Durham said. He said the image of military police patrolling base to ticket Marines for speeding or drinking has limited their use in the Corps. He hopes the creation of the battalions will change that, although analysts say only the future will tell whether the move is more than just a rebranding of what already existed within the Corps.

    The battalions will be capable of helping control civil disturbances, handling detainees, carrying out forensic work, and using biometrics to identify suspects. Durham said they could assist local authorities in allied countries in securing crime scenes and building cases so criminals end up behind bars and not back out on the streets because of mistakes.

    “Over the past 11 years of combat operations in Iraq and Afghanistan, some lessons learned painfully, there has been a growing appreciation and a demand for, on the part of the war fighter, the unique skills and capabilities that MPs bring to the fight,” Durham said. “We do enforce traffic laws and we do write reports and tickets, and that’s good, but we do so much more than that.”

    Durham said the Marine Corps plans to show off its new battalions in Miami later this month at a conference put on by the Southern Command and that is expected to be attended by government officials from Guatemala, Honduras, El Salvador and Belize.

    Defense analyst Loren Thompson said the battalions make sense given the nature of today’s global threats, which include powerful drug cartels and other criminal gangs that often mix with religious and political extremists, who use the profits to buy their weaponry.

    “This is a smart idea because the biggest single problem the Marines have in dealing with low-intensity types of threats is that they basically are trained to kill people,” he said. “It’s good for the Marines to have skills that allow them to contain threats without creating casualties.”

    Gary Solis, a former Marine Corps prosecutor and judge who teaches law of war at Georgetown University, said Marines have already been doing this kind of work for years but now that it has been made more formal by the creation of the battalions, it could raise a host of questions, especially on the use of force. The law of war allows for fighters to use deadly force as a first resort, while police officers use it as a last resort.

    If Marines are sent in to do law enforcement but are attacked, will they go back to being war fighters? And if so, what are the implications? Solis asked.

    “Am I a Marine or a cop? Can I be both?” he said. “Cops apply human rights law and Marines apply the law of war. Now that it’s blended, it makes it tougher for the young men and women who have to make the decision as to when deadly force is not appropriate.”

    Durham said military police understand that better than any Marine since they are trained in both.

    “They are very comfortable with the escalation of force,” he said. “MPs get that. It’s fundamental to what we do.”

    Don’t be alarmed if armored military vehicles are spotted on Sheboygan County roadways.

    Starting today until Aug.17, soldiers from the 102D Military Police Company will be training on M1117 Armored Security Vehicles on roads in the area.

    These models have been used overseas in Afghanistan. According to Capt. William Geddes of the 200th Military Police Command at Fort Mead, Md., the M1117s are used for patrol missions.

    “They’re vehicles that these military officers might use if they’re deployed, patrol vehicles,” Geddes said. “These are not uncommon (in the military). They’re vehicles that have been in the system.”

    The vehicles can be quite strange and intimidating to the regular viewer. They are heavily armored and about the size of a large SUV. Geddes said the vehicles are designed to be driven mostly on paved, regular roads.

    This particular company is fairly new to operating the M1117s but they have had the vehicles in inventory for a while, Geddes said, so the company has already received basic training on driving them. Geddes said this training session’s primary focus is to keep the company from getting rusty in handling the M1117s.

    “It’s a situation where soldiers were trained, but need to get time behind the wheel to stay proficient in the skill set of operating these vehicles,” he said.

    Geddes said the U.S. Army Reserve wanted to alert the public to the training dates so residents are not alarmed when a pack of heavily armored military vehicles is driving around the county. He urged drivers to be safe when they see the M1117s.

    “When we switched from jeeps to humvees, everyone was driving around taking their eyers of the road to look at them because they weren’t used to seeing them,” Geddes said. “The same thing could happen with these.”

    Sheboygan County Administrator Adam Payne said he had not heard about the training exercises. T

    Here's the big "tell" when it comes to this stuff.

    When they talk about fear and doom and give you pages and pages and pages of reasons and hint at the solution, it's a "work". I hear similar ads on the radio. If it's so damn easy to "Protect your wealth" or "Bank on yourself" or to "Tap massive income streams in your part time", why bother selling it on the radio and paying for air time? Just go do it, make billions and retire.

    I tend to agree with that thinking. I've looked into a couple of those schemes (the Bank on yourself one for instance) - it's an insurance scam really.

    The guy is selling the information. He may have made it work for himself and is more than willing to share what he did - for a price.

    Something I learned a long, long time ago as a young guy just married was "There's no such thing as a free lunch" (because if someone buys your lunch they WANT something out of you and "A good deal today is a good deal TOMORROW".

    I think a LOT of people use fear to make money. The Buy Gold ads for the last two years are a prime example.

    The only thing they've gotten right so far is that gold has mostly increased in price. It's fallen a bit, but never gone down much.

    Getting everyone to buy gold causes the prices to go up!

    As for these guys going on about how the government is "preparing for chaos" though - they might have a point to this.

    I think the government IS and there is a lot more evidence than an ad trying to get you to buy something.

    It's just a sign of the times (the ads and fear mongering).

    Troops deployed as Hurricane Isaac targets New Orleans

    (Reuters) - Tropical Storm Isaac strengthened into a hurricane just off the U.S. Gulf Coast on Tuesday, lashing the New Orleans area with strong winds and heavy rain seven years after the city was devastated by Hurricane Katrina.

    Isaac's storm surge could pose a major test of New Orleans' new flood control systems and reinforced levees. Forecasts from the U.S. National Hurricane Center showed the storm coming ashore in the Mississippi Delta late on Tuesday, possibly taking direct aim at the so-called Crescent City.

    "Isaac has finally formed into a hurricane, so we are officially in the fight and the city of New Orleans is on the front lines," New Orleans Mayor Mitch Landrieu told reporters.

    "Citizens have to be prepared. I'm going to ask you to hunker down," Landrieu said, as hundreds of U.S. Army National Guard troops took up strategic positions around New Orleans.

    Brandishing automatic assault rifles to ward off any threat of looting, the troops in military vehicles took up positions on mostly deserted streets. Their arrival came as driving rain and stiff winds began battering the city's iconic French Quarter and its boarded-up storefronts.

    Earlier, the Army Corps of Engineers closed for the first time the massive new floodgate on the largest storm-surge barrier in the world, at Lake Borgne, east of New Orleans.

    In other preparations, oil production in the U.S. Gulf of Mexico ground to a near halt, and ports and coastal refineries curtailed operations as Isaac neared the Louisiana coastline.

    At 2 p.m. EDT (1800 GMT), the Hurricane Center said Isaac was centered about 135 miles southeast of New Orleans with top sustained winds of 75 miles per hour.

    Its forward speed was a relatively slow 10 mph, a concern for people in the path of the storm since slow-moving cyclones can bring higher rainfall totals. The storm was about 370 miles wide.

    Isaac spared Tampa, Florida, where the Republican National Convention began on Monday. But it forced party leaders to revamp their schedule and they may have to make further revisions so as not to be seen celebrating Mitt Romney getting the party's presidential nomination while Gulf Coast residents are struggling through the storm.

    President Barack Obama added his concerns in a statement from the White House, saying: "We're dealing with a big storm and there could be significant flooding and other damage across a large area."

    Now was "not the time to tempt fate," he added, saying people should heed warnings and evacuate if instructed by authorities to do so.

    Isaac had New Orleans in its sights as the city still struggles to recover from Katrina, which swept across it on August 29, 2005, killing more than 1,800 people and causing billions of dollars of damage.

    MULTIBILLION-DOLLAR DEFENSE

    After Katrina, the Corps of Engineers built a $14.5 billion flood defense system of walls, floodgates, levees and pumps designed to protect the city against a massive tidal surge like the one that swamped New Orleans in Katrina's wake.

    The floodgate that closed on Tuesday is 26 feet high and 1.8 miles long. It was designed to prevent the Inner Harbor Navigation Canal from breaching its walls, as it did in 2005, inundating the Lower Ninth Ward, Gentilly and New Orleans East neighborhoods, and St. Bernard Parish.

    Most of the Lower Ninth, which still shows the devastation of Katrina, was deserted and quiet by lunchtime on Tuesday.

    Residents who hadn't evacuated were unloading water, food and fuel from their cars and trucks into their homes.

    Authorities have urged thousands of residents in low-lying areas to leave, warning that the storm could flood towns and cities in Mississippi and Alabama, as well as Louisiana, with a storm surge of up to 12 feet.

    Rainfall accumulations, potentially totaling as much as 20 inches in some areas, could also trigger widespread flooding.

    Isaac was not forecast to strengthen beyond a Category 1 hurricane, the lowest on the five-step Saffir-Simpson scale.

    Its top projected winds were about 80 mph. While that would be well below the intensity of Katrina, which was a Category 3 storm, the size of Isaac's slow-moving system has forecasters predicting widespread flooding.

    "It's going to take till the weekend before this gets out of the southeastern states," Hurricane Center Director Rick Knabb told reporters on a conference call Tuesday afternoon.

    "The hazards are beginning. It is going to last a long time and affect a lot of people," he added.

    In New Orleans' French Quarter most businesses were closed and boarded up by around midday on Tuesday, while a handful of workers piled sandbags along doorways. Police and military vehicles were parked throughout the neighborhood.

    One of the few businesses that remained open was the Pier 424 Seafood Market.

    "We have fresh food and we're here to serve the tourists who are still around," said executive chef Jeremy Latimer, 32.
    "Everyone's worried about flooding, but most of our staff lives nearby, so it's easy to get home when it's time to evacuate," he said.

    One tourist left in the district was Craig Drees, an accountant from Russells Point, Ohio.

    "It's a little eerie how quiet it is," said Drees, standing on a street corner with a few friends. "But it seems like the city is taking this very seriously and will be working to keep people safe."

    U.S. ENERGY OUTPUT DISRUPTED

    With nearly 80 percent of offshore U.S. Gulf of Mexico oil production shut in and nearly half of natural gas output offline, energy companies along the Gulf Coast refining center braced for the storm's impact, shuttering some plants and running others at reduced rates ahead of Isaac's landfall.

    Intense hurricanes such as Katrina -- which took out 4.5 million barrels per day of refining capacity at one point -- have flooded refineries, keeping them closed for extended periods and reducing fuel supplies.

    The U.S. Department of Energy estimates that about 1.32 million barrels-per-day of refining capacity had come offline in the Gulf Coast by Monday afternoon. Louisiana usually processes more than 3 million barrels per day of crude into refined products.

    Although no damage to offshore installation had been reported, some energy experts said the sweeping disruption of oil production, refineries and key import terminals could make it more likely the U.S. government would release oil supplies from its nearly 696-million-barrel Strategic Petroleum Reserve in the coming weeks.

    Prior to the storm, the White House had already considered a release, as tensions over Western sanctions on Iran pushed up oil prices. Despite Isaac's disruptions to production, international benchmark Brent crude traded down slightly to $112 a barrel on Tuesday.

    Isaac killed at least 23 people and caused significant flooding and damage in Haiti and the Dominican Republic before skirting the southern tip of Florida on Sunday.

    IMINNEAPOLIS (WCCO) - If you see military helicopters flying low over Minneapolis, don’t be alarmed. They’re just training in an urban environment.

    The U.S. Special Operations Command will be conducting exercises until the beginning of September. This week they’re using helicopters, including Black Hawks.

    They’re not giving out their exact training locations because they don’t want crowds to gather.

    But you may get a glimpse of the helicopters flying low between 7 p.m. and midnight.

    I read about the "training" yesterday on Drudge. Last night I was at my girl's place, near 94 and Dale street in St. Paul, when they started flying low over the house around 9ish. She has seen them during the day as well, I have not. It was cool the first few times but it started to suck after a while. They seemed much louder than regular helecopters and were flying very low. They appeared to be following the I94 corridor travelling from St. Paul towards Minneapolis. She lives about 3-4 miles from the state capitol which is also along 94. I'm going back tomorrow and will hopefully have some crappy cell phone video to show.

    On a personal note, this shit scares me. They have done this in other cities too, I've seen the video and read the news stories. They never used to do this kind of stuff before. I don't like it.

    Blackhawks fly over my place every now and then (usually at about 1k ft) and they definitely have a distinctive sound. I can always hear when they're coming and can manage to go out and take a look.

    CAMP LEJEUNE, N.C. - Training at Camp Lejeune Thursday looked and felt real -- and that was the point. Law officers and marines from across the country ended their training with a bang.

    Thursday was the final day of exercises for law enforcement and marines who have gone through special reaction team training at Camp Lejeune for the past three weeks. In the final exercise, teams were presented with a series of real life scenarios as well as hands on instruction to handle them correctly.

    Brian Dye, Operations Chief of I&I in Lexington, Kentucky says training civilians as a blended force with Marine Corps personnel eases the transition into a real world scenario.

    "I think it's always good when you get an opportunity to work on some similar tactics and procedures so that everybody's kind of operating on the same page. That way when you bring teams together from active duty and the civilian side, it makes the integration a whole lot smoother."

    The tactics trainees take away from this course just may help save lives. This three week SRT training course is phase one for law enforcement and Marine Corps personnel. Phase two will focus on sniper and designated marksmanship training.

    COLUMBIA, SC (AP/WIS) - Columbia police are preparing for the big crowds expected after the Georgia-South Carolina football game Saturday night.

    Police officials said Tuesday they will spend more than $11,000 in overtime for 50 officers who will be assigned to Columbia's Five Points and Vista areas to work after the game.

    Officials say campus police, Richland County sheriff's deputies, the South Carolina Highway Patrol and Fort Jackson's military police will help with crowd control after the game.

    Assistant Police Chief Les Wiser says the plan includes barricades, DUI checkpoints and observation towers to keep the crowd under control.

    "We're going to ensure order through enforcement of all laws. Of course, our highest priority will be the prevention of violent crime," said Wiser.

    The increased police department comes after a shooting and two mob assaults within two hours in the Five Points area after the Missouri-South Carolina game on Sept. 23.

    Wiser says regular patrols will continue and police presence in other parts of the city will not be limited.

    "We are committed to ensuring that our patrols in north, south, east, west, and metro will be regular for that day," Wiser said.

    Camp Pendleton Marines To Conduct Training In Downtown LA

    LOS ANGELES (CBSLA.com/AP) — Residents in and around downtown Los Angeles could hear helicopters or other military aircraft over the coming days as Marines and sailors from Camp Pendleton train in preparation for a deployment.

    The training is part of a two-week military exercise that starts Friday and extends through Dec. 16 and involves about 2,400 members of the 15th Marine Expeditionary Unit, according to the Associated Press.

    While residents could see as many as six military helicopters buzzing over the downtown area over the next week, raids being held at several undisclosed locations in the city will be off limits to the public for safety reasons, Capt. Brian Block told the Associated Press.

    “It’s not going to look like ‘Apocalypse Now’ by any stretch of the imagination,” Block said.

    Dozens of Marines will raid buildings and shoot paintballs from modified M-15s as part of the exercise, but no residents live in the spots where the pseudo-combat will take place, according to Block.

    The military worked closely with the Los Angeles Police Department and notified property owners so no one will be caught off guard, Block said.

    Commander Blake Chow with the LAPD’s counter-terrorism unit told KNX 1070 NEWSRADIO the exercise was not linked to any local or regional terrorism threat.

    “There’s no terrorism threat out there that would be the reason that these exercises are being conducted, this is something that’s been kind of ongoing for a while,” said Chow. “This is one location amongst many that the Marines are gonna be kind of exposing their people to.”

    Similar exercises will also take place at various California military bases, at a site near Las Vegas, and another site outside Flagstaff, Ariz., according to officials. Block said the Los Angeles portion will take place over a couple of days next week.

    A notification announcing the exercise was sent out Friday morning on the LAPD’s official Twitter account.

    The LAPD teamed up with military special operation forces in January 2012 to conduct multi-agency tactical exercises in the skies above downtown that included a Black Hawk helicopter and four OH-6 choppers.

    At one point during that exercise, choppers were seen hovering just above the US Bank building downtown and later flying low over the Staples Center as the Lakers played inside.

    Marine Corps has held similar training in recent years in Atlanta, Memphis and other cities.
