    Report warns Barack Obama to brace himself for a terrorist attack

    Barack Obama should brace himself for a terrorist attack using nuclear or more likely biological weapons before 2013, a bi-partisan commission appointed by the United States Congress will warn on Wednesday.

    "Our margin of safety is shrinking, not growing," states the report from the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism.

    Vice President-elect Joe Biden is being briefed on the study which based its findings on evidence from more than 250 military, political and academic experts.

    Key recommendations for Mr Obama include bolstering preparations for germ warfare, as well as appointing an official on the National Security Council to coordinate intelligence and foreign policy on combating the spread of WMD.

    Former Senator Bob Graham, one of the co-chairman of the commission, said yesterday: "Terrorists have made it quite clear that the United States of America is their number one target."

    He pointed to the carnage wrought by just a handful of gun men in India last week, saying: "If those people had had access to a biological or nuclear weapon they would have multiplied by orders of magnitude the deaths they could have inflicted."

    Al-Qaeda remains the only terrorist group judged to be actively intent on a nuclear attack against the US. Although the report says the organisation is not yet capable of building or obtaining such a weapon, that could change if it recruited a nuclear scientist.

    The report says the biggest threat comes from Pakistan. Commission members were forced to cancel their trip to Islamabad this autumn after their hotel was blown up by terrorists just hours before their arrival.
    They are particularly concerned about biological weapons, because civilian laboratories with potentially dangerous pathogens are not subject to the same security as nuclear sites.

    Mr Graham said anthrax remains the most likely biological weapon, but contagious diseases are also becoming threats. The flu virus that that killed 40 million people at the beginning of the 20th century has been recreated in scientific labs and there remains no inoculation to protect against it if is released.

    "The United States should be less concerned that terrorists will become biologists and far more concerned that biologists will become terrorists," the report says.

    President Bush has repeatedly warned about the prospect of a terror attack during the transition or early in the next administration. And Mr Biden, speaking shortly before last month's election also raised fears, saying:

    "Remember I said it standing here, we’re gonna have an international crisis, a generated crisis, to test the mettle of this guy.”

    MONTGOMERY, Ala. - Suspicious letters containing powdery substances addressed to governors were intercepted in at least six states on Monday, but no injuries were immediately reported.

    The letters were reported in Alabama, Michigan, Mississippi, Missouri, Montana and Rhode Island. They disrupted state governments in a few of the states, forcing some evacuations and testing for workers who might have been exposed.

    Preliminary tests found the powders sent to Alabama, Michigan, Mississippi, Montana and Rhode Island were not harmful. The Missouri letter never made it to state offices.

    Alabama officials said the FBI was working with police agencies in each state to investigate the letters. An FBI spokeswoman in Washington referred questions about the investigation to the bureau's offices in each state.

    Alabama's public safety director, Christopher Murphy, said "my gut is there may be more" letters still moving through the mail system.

    Mailroom workers in the basement of Alabama's Capitol noticed the letter with an unidentified ingredient about 12:30 p.m. and notified police. Federal and state authorities closed off the street behind the building and set up a decontamination tent outside.

    Offices split politically
    Murphy would not say where the letter originated or whether it contained any political message. The six governors addressed by the letters are split politically: four Republicans and two Democrats.

    Another letter with an unknown white powder was opened by statehouse staffers in Rhode Island Gov. Don Carcieri's Office of Constituent Affairs on Monday at about 3:45 p.m.

    The business envelope was addressed to Carcieri and postmarked Dec. 4 from Dallas, Texas, but it was not marked with a return address.

    No one was reported injured, but two employees who were exposed to the letter were initially quarantined and later allowed to leave the scene. Firefighters, state police and a hazardous materials team responded to the capitol to cordon off the scene and remove the letter.

    In Jackson, Miss., Gov. Haley Barbour's communications director, Buddy Bynum, said a letter arrived Monday with "some sort of powdery substance." Staff who encountered the substance were also tested.

    In Lansing, Mich., a package addressed to Gov. Jennifer Granholm was spotted about 2 p.m. at a state office building across the street from the Capitol. No injuries were reported.

    The mailroom was evacuated and remained closed late Monday, but other offices in the building were not affected. Mailroom employees were evaluated and no injuries were reported, state Department of Management and Budget spokeswoman Kassie Kretzschmar said.

    In Helena, Mont., authorities evacuated the state Capitol after finding a letter addressed to Gov. Brian Schweitzer. The building was evacuated and employees were sent home for the day.

    In Jefferson City, Mo., Highway Patrol spokesman Capt. Tim Hull said a suspicious letter was found at an offsite state mail distribution center. It never reached the state Capitol, which remained open and operating normally with a student band and choir rehearsing for an annual Christmas concert in the rotunda.

    Military to be on high alert for inauguration

    About 11,500 troops, including chemical attack experts, will join the security detail as Obama takes the oath of office.

    Reporting from Washington — The U.S. military will be on high alert during Barack Obama's inauguration, increasing air defenses and deploying chemical attack experts and medical units, a general said Wednesday.

    Air Force Gen. Victor E. Renuart Jr., who heads the military command that oversees security for North America, said the Defense Department had not been told of specific Inauguration Day threats. Nonetheless, he said, the armed services must be ready.

    "It would make news for a terrorist element or rogue element to interrupt that event," Renuart said. "So it is prudent to plan for the possibility of that event and to deter it or to respond to it."

    The preparations come amid heightened security concerns during the presidential transition. The Bush administration is planning to provide the president-elect with a series of contingency plans for potential international emergencies, including terrorist strikes and electronic attacks, that could occur after Obama takes the oath of office.

    The Secret Service is in charge of security for the inauguration. The agency is coordinating with local police departments, as well as with 4,000 law enforcement officers from 96 jurisdictions. About 11,500 military personnel will take part.

    Secret Service officials have established 23 planning teams but have provided few details. Inauguration organizers are considering a loudspeaker system to broadcast evacuation instructions in the event of an attack.

    Renuart said the military's preparations were meant to support civilian-led efforts.

    After 2001, the U.S. Northern Command, frequently called Northcom, was given broad responsibility for assisting with domestic security. Renuart is also the commander of the North American Aerospace Defense Command, which guards U.S. airspace.

    The military response is not unprecedented. Northern Command officials said they provided security for inaugural activities in 2005, as well as for national political conventions and major athletic events such as the Super Bowl.

    Some military personnel will be part of the inauguration, playing in bands, marching in parades and conducting honor ceremonies. But Renuart said much of the force would have a security role.

    About 4,000 National Guard members will provide support to local law enforcement, boosting security on the National Mall and around Washington, where millions of people are expected. There also will be 7,500 troops under federal control, including emergency medical teams and experts in chemical attacks.

    Air defenses around Washington are always tight, but Renuart said the number of patrols would increase.

    The contingencies to be conveyed by the White House to the Obama team are separate from the inaugural preparations. They are meant to ensure that the new administration is as prepared as possible on Jan. 20.

    The White House briefing, first reported by the New York Times, is part of a larger transition effort by the National Security Council to identify international trouble spots for the new administration.

    Gordon Johndroe, a spokesman for the National Security Council, said: "We want to provide them, especially in the first few weeks, the basis for which they can have some information to make their decisions. This is a menu of contingencies and possible options."

    Obama is trying to fill key national security jobs, hoping the Senate will confirm many of his appointments on the day of the inauguration or soon after.

    Johndroe said the Bush administration would make sure there were career officials ready to act should a crisis develop before Obama's appointees were confirmed.

    Some dead, several wounded.

    Apparently white, balding male has shot several people. Some were truckers. I think 2 are dead.

    DALLAS, TX (NBC) - A manhunt is under way in Dallas as police search for a man that shot and killed two people on area roads Monday night.

    Officials say one driver of was killed while sitting at a stop light. The gunman then apparently headed to an area highway and fired at an 18-wheeler injuring the driver before shooting and killing the driver of another semi.

    A fourth victim was also injured by flying glass when shots were fired at his truck.

    Police shut down the highway after the shootings and are looking for a man described as a white male in his 40's driving a tan Ford F-150 pickup truck.

    Police: Dallas shooting suspect had troubled past

    DALLAS (AP) — A former Utah state trooper suspected in a series of fatal rush-hour shootings near Dallas had an addiction to painkillers and a warrant had been issued for his arrest in connection with a recent robbery, according to Texas and Utah authorities.

    Dallas police said Tuesday they think 37-year-old ex-trooper Brian Smith was responsible for at least one death that resulted from the shootings. They declined to comment on another death in neighboring Garland because it was outside their jurisdiction.

    Garland police spokesman Joe Harn said his department has not been able to make a definitive connection between Smith and the killing there, but acknowledged that he fit the description of the highway shooter: a balding, 40ish white man.

    "We certainly hope it is him," Harn said. "But we are going to have to see more concrete evidence."

    Smith was in critical condition on life support Wednesday morning at a Dallas hospital from a self-inflicted gunshot wound. Police said he shot himself in the head early Tuesday morning after a brief standoff and more than six hours after the roadway shooting spree ended.

    Dallas police Lt. Craig Miller said they linked Smith to the killing in Dallas because the bullets from the standoff were a match. The weapon was a high-caliber semiautomatic handgun, Miller said.

    "We feel safe in saying (Smith)... was the shooter," Miller said.

    Before the standoff, two people were fatally shot and a third was injured in four rush-hour shootings Monday along or near a Dallas-area highway. Police said the victims appeared to have been selected at random.

    The crime spree appears to have begun in Garland, where a man police identified as Smith jumped over a pharmacy counter at a grocery store and stole Oxycontin pills.

    Minutes later, the first shooting happened in Garland when a driver pulled up alongside a small Nissan stopped at a red light and began shooting, Harn said. The Nissan's driver, 20-year-old Jorge "George" Lopez of Rowlett, was killed.

    Witnesses told police the driver headed toward Interstate 635 in Dallas, where shots were fired at an 18-wheeler a short time later. The driver of the 18-wheeler, identified by police as Kenneth Black Harly, was not hurt.

    Minutes later on the same highway, a gunman shot and killed 42-year-old William Scott Miller, the driver of a United Van Lines rig, Miller said.

    Police said the driver, a military veteran who was about to fly home to his wife and two young daughters in Frankfort, Ky., for the holidays, was able to bring his truck safely to a stop before he died.

    "The act he did in and of itself I consider to be heroic," Miller said. "Despite being mortally wounded, he was able to control his rig to the point where other drivers weren't injured."

    After the shooting of Miller, another semitrailer was fired upon a half-mile away on the same interstate. The driver, 46-year-old Gary Roberts, was injured by debris and glass but not struck by any bullets. His right eye was hit by shattered glass and he needed several stitches in his fingers, said Bedford Wilhite, who works with Roberts at Dugan Truck Line.

    Roberts told Wilhite he is "much blessed and thankful to be alive."

    "It's just absolutely stunning to me that something like this would happen," Wilhite said. "This is our way of surviving in this country — truckers hauling goods up and down the highways. Why would someone want to take potshots like this at our drivers?"

    A spokesman with the Utah Department of Public Safety said Smith had been a trooper since 1996 but resigned in May because of "personal issues." Smith, who was a sergeant in the Utah Highway Patrol, had his peace officer certification revoked following a January incident.

    According to a report by the Utah Peace Officer Standards and Training investigations bureau, Smith drank two pints of hard liquor and drove his patrol car home. When he arrived, he summoned his clergyman, who sat with him in the patrol car. Smith held a gun to his own head and threatened to kill himself. The clergyman eventually grabbed the gun when Smith placed it on the dashboard. Smith later confirmed the details of the incident to an internal investigator.

    Smith was taken to a hospital for treatment and a psychological evaluation, according to the report, The Dallas Morning News reported Tuesday in its online edition.

    "Smith also admitted, in the past, he had stolen and used Demerol and one Ambien tablet from his father-in-law's dental office," the report says. "Smith's abuse of alcohol and prescription medications started after an on-duty traffic accident."

    A Utah Department of Public Safety investigation found that Smith drove under the influence, committed theft and was engaged in conduct that would "tend to disrupt, diminish or otherwise jeopardize public trust and fidelity in law enforcement."

    "Up to that point, he was an amazing person. Very motivated, very career-oriented," said Sgt. Jeff Nigbur of the Utah Highway Patrol, who described Smith as a good friend. "He served this state very well."

    Smith resigned after 12 years and moved to Keller with his family, said Nigbur.

    Southlake authorities obtained a warrant for Smith's arrest in connection with a Dec. 17 robbery of a woman in a suburban shopping center parking lot. The woman was sitting in a vehicle when a man approached and shot a liquid in her eyes, temporarily blinding her.

    "He had some type of squirt gun," said Southlake police spokesman Mike Bedrich. When she covered her face, the suspect took her purse.

    Detectives later identified Smith on surveillance footage using the woman's credit cards.

    I agree fully Rick. It is bad enough that we have an inordinate ratio of lunitics to regular folks in today's world without one of them being a Cop on top of it. Not only should his crimes make for a public execution, he should have his name engraved on a new memorial that reminds us of our duty when we swear to uphold laws and freedoms. I would imagine we'd fill that memorial with names in short order.

    Terrorists could use 'insect-based' biological weapon

    Terrorists would find it "relatively easy" to launch a devastating attack using swarms of insects to spread a deadly disease, an academic has warned.

    Jeffrey Lockwood, professor of entomology at Wyoming University and author of Six-legged Soldiers: Using Insects as Weapons of War, said such Rift Valley Fever or other diseases could be transported into a country by a terrorist with a suitcase.

    He told BBC Radio 4's Today programme: "I think a small terrorist cell could very easily develop an insect-based weapon."

    He said it would "probably be much easier" than developing a nuclear or chemical weapon, arguing: "The raw material is in the back yard."
    He continued: "It would be a relatively easy and simple process.
    "A few hundred dollars and a plane ticket and you could have a pretty good stab at it."

    Governments, he advised, needed to have robust "pest management infrastructure that's able to absorb and respond to an introduction" of infected insects, he said.

    Trying to stop everything coming in at the border would not work, he said.
    Rift Valley Fever is an east African disease which "can cause severe disease in both animals and humans, leading to high rates of disease and death" according to the World Health Organisation.

    However, WHO says that "the vast majority of human infections result from direct or indirect contact with the blood or organs of infected animals."

    NYPD Eyes Disrupting Cell Phones in Event of Terrorist Attack

    The New York Police Department is training for new threats in the wake of the Mumbai terror attacks, Commissioner Raymond Kelly is set to tell a Senate committee Thursday.

    The New York Police Department is looking for ways to disrupt cell phone calls and other forms of electronic communication among terrorists in the event of another terror attack in New York, Police Commissioner Raymond Kelly says.

    The need to disrupt communications is one of several conclusions that the NYPD has drawn from studying the November attack in Mumbai, India, a three-day rampage by machine gun and grenade-wielding Islamic militants in which at least 165 people were killed and 304 were wounded.
    Kelly is scheduled to discuss this and other "lessons learned" in testimony Thursday before the Senate Committee on Homeland Security and Governmental Affairs. A draft copy of his statement was shared with FOX News in advance of his appearance.

    Kelly stressed the need for law enforcement to be able to disrupt cell phone calls and other communications during an attack, pointing to threats posed by the media when they disclose law enforcement tactics during live coverage that can get passed back to the attackers.

    Kelly says that in the Mumbai attack, the terrorists' handlers used cell phones and other portable communications devices to order the killing of hostages and to adjust other tactics while the attacks were underway.

    It's not clear from his testimony whether the NYPD has the means to disrupt electronic communications for a small group of terrorists without shutting down cell phone service to a large part of Manhattan.

    The NYPD has also been at odds with the Justice Department over its attempt to get the federal government to loosen up a law governing electronic surveillance. Under the Foreign Intelligence Surveillance Act, or FISA, warrants must be obtained to begin electronic monitoring of terror suspects, and the requests go through a multi-layered vetting process by the FBI and the Justice Department. Kelly is asking for these agencies to expedite NYPD's requests to be able to combat fast-moving terror situations.

    Kelly's testimony also warns that although New York has adopted the most robust counterterrorism programs of any city in the nation and has received considerable assistance from the Coast Guard, police still "cannot fully protect New York's harbor" given the vast amount of uninspected cargo that enters the Port of New York and New Jersey each day.

    As a result, Kelly says he has continued to highlight the "urgent need" for better port and maritime security. "We are mindful that the attackers approached Mumbai from the water," his statement reads.

    The 36,000-member NYPD, the nation's largest city police force, has already changed some procedures and conducted new drills in response to vulnerabilities identified by a three-member NYPD counterterrorism team that visited Mumbai three days after the attack in India's financial center ended. The three senior officers, members of the department's program that stations detectives in 11 cities overseas, toured Mumbai's crime scenes, took photographs and asked questions of their Indian police counterparts.

    A key observation, Kelly says, was that the attackers seemed more familiar with the hotels they assaulted than the police who were called in to respond.

    As a result, Kelly says, the NYPD began touring several major New York hotels in early December, "documenting the walkthroughs on video camera, filming entrances and exits, lobbies, unoccupied guest rooms, and banquet halls." The videos will be used as "training tools" for other officers, he says.

    Another change, initially reported by The New York Post, is the decision to ensure that more police officers are trained to use machine guns and other heavy weapons. In mid-December, for the first time, recruits at the police academy received basic instruction in the operating systems of three types of heavy weapons. Prior to this, the testimony says, only the Police Department's Emergency Service Unit was given such training. Now it will become a standard feature at the police academy.

    On Dec. 5, the NYPD also conducted two exercises -- a tactical drill for Emergency Service Unit officers and a tabletop exercise for commanders. Both scenarios were based on the attacks in Mumbai, Kelly says.

    Since the 9/11 attacks, New York City has invested heavily in counterterrorism, devoting some 1,000 officers to the effort. The department has installed advanced radiation detection devices at all points of access to the city's five boroughs, including roads, bridges, tunnels and waterways.

    Through its Operation Nexus, NYPD detectives have visited thousands of the companies that terrorists might seek to exploit, Kelly says, including truck rental companies and hotels. "We let them know what to look for and what to do if they observe suspicious behavior," he says.

    Feds Cite Racist for Higher State of Alert in Inauguration

    Federal agents are on “a higher state of alert” because of hate talk by white supremacists about Barack Obama’s inauguration, officials told the Daily News on Tuesday.

    “That chatter is out there, no doubt about it,” one senior FBI agent in Washington said this afternoon, adding that no credible plots against the 56th Presidential Inauguration have been detected.

    The Bureau has ordered agents in all 56 field offices to “shake the trees” in advance of the Jan. 20 swearing-in of the 44th President, who will become the first African-American to occupy the Oval Office.

    “They’re talking to sources to determine if there is any threat information in regard to the Inauguration,” the FBI source said.

    “Everybody in law enforcement dealing with that particular (white supremacist) ‘clientele’ is on a higher state of alert,” a senior agent at the Bureau of Alcohol, Tobacco, Firearms and Explosives told The News.

    The ATF has expertise infiltrating white supremacist groups. A classified threat assessment for the Inauguration by the FBI and Homeland Security Department citing agitated hate groups was sent to police agencies this week.

    Counterterrorism officials have also picked up chatter from Islamic militants, but the agitated domestic hate groups are “the big concern,” said another FBI official.

    But Secret Service Director Mark Sullivan told reporters at a briefing with local officials: “We have no credible intelligence to suggest a credible threat (to Obama’s Inauguration).”

    During Obama’s campaign, white racists in Colorado and Tennessee were charged in separate plots against the candidate.

    Local officials from D.C., Maryland and Virginia cited security concerns Tuesday for new restrictions on those attending the ceremonies - a throng estimated between 1.5 and 3 million. The historic ceremonies will be the largest National Special Security Event ever. At least 20,000 cops, federal agents and National Guard troops will be deployed.

    Keep in mind, the only reason Saudi Arabia is fighting Al-Qaeda within its borders is because the terrorist group began actively targeting the Royal Family in 2003.

    Being an ally against terrorism is more than fighting Al-Qaeda. The majority of terrorists continue to be Saudis. The vast majority of terrorist fronts, especially in the U.S., are Saudi-funded. The vast majority of extremist literature and preaching comes from Saudi Arabia. This isn't a coincidence. And they can not be trusted

    There are several reasons the U.S. isn't taking on the Saudis. The most obvious one is oil, as the U.S. is so dependent upon the Saudis for its economic well-being. The U.S. also fears that should the Royal Family fall, even more extremist forces will come to power. Finally, a staggering amount of people working in government, whether it's in Congress, the Intelligence Community, State Department, or whatever, have received or will receive some sort of money from the Saudis. Maybe they'll join a company that does extensive business with the Royal Family, or they'll join a lobbying firm funded by the Saudis.

    Oklahoma fed building evacuated after bomb threat

    OKLAHOMA CITY (Reuters) - The federal building in Oklahoma City was evacuated on Wednesday because of a bomb threat, police said.

    "There was a bomb threat down there, we have a person in custody. He walked into the federal building with a backpack. He had a note making a bomb threat," said Oklahoma City police spokesman Gary Knight.

    He said the building and some surrounding buildings had been evacuated and remained evacuated.

    The current federal building in downtown Oklahoma City stands near the site of the Alfred P. Murrah Federal Building, which was attacked in a 1995 bombing that killed 168 people. That was the deadliest act of domestic terrorism on U.S. soil and was aimed at the federal government.

    The NYPD and NYFD hazmat teams investigated a suspicious white powder mailed to the Wall Street Journal.


    NEW YORK - Authorities investigating white powder found Wednesday in envelopes at the Wall Street Journal in New York and Harvard Law School in Massachusetts said it was harmless.

    Police evacuated about 250 people from the Journal's Manhattan newsroom and executive offices after about a dozen envelopes were found. FBI spokesman James Margolin said five employees were decontaminated as a precaution.

    They had been released from quarantine and were in good health, a newspaper spokeswoman said.

    A newspaper spokeswoman said the New York mail was addressed to several executives. The postmark was Knoxville, Tenn., but each letter had a different return address. Each contained a blank piece of paper with the powder.

    The New York Police Department said the envelopes might be linked to mail with white powder, also declared harmless, sent Dec. 2 to Fox News and to a number of conservative media commentators.

    Additional tests will be done on the powder, which was thought to be flour.

    The FBI in Knoxville said another letter with powder and a Knoxville postmark was received at Harvard Law School in Massachusetts, addressed to political commentator Alan Dershowitz. He recently published an opinion piece in the Journal defending Israel's actions in Gaza.

    Police closed the fifth floor of the building that houses Dershowitz's office, and classes were moved to another part of the campus, a university spokesman said.

    Harvard Law School said in a statement Wednesday evening that preliminary tests by the state police lab found the material was not hazardous, and the building would be open Thursday.

    The Journal is published by Dow Jones & Co., a division of the media and entertainment company News Corp.

    The FBI Joint Terrorism Task Forces in New York and Knoxville in partnership with the United States Postal Inspection Service were investigating the incidents. The Department of Homeland Security was monitoring the situation.

    IG: Energy cannot account for nuclear materials at 15 locations

    A number of institutions with licenses to hold nuclear material reported to the Energy Department in 2004 that the amount of material they held was less than agency records indicated. But rather than investigating the discrepancies, Energy officials wrote off significant quantities of nuclear material from the department's inventory records.

    That's just one of the findings of a report released on Monday by Energy Department Inspector General Gregory Friedman that concluded "the department cannot properly account for and effectively manage its nuclear materials maintained by domestic licensees and may be unable to detect lost or stolen material."

    Auditors found that Energy could not accurately account for the quantities and locations of nuclear material at 15 out of 40, or 37 percent, of facilities reviewed. The materials written off included 20,580 grams of enriched uranium, 45 grams of plutonium, 5,001 kilograms of normal uranium and 189,139 kilograms of depleted uranium.

    "Considering the potential health risks associated with these materials and the potential for misuse should they fall into the wrong hands, the quantities written off were significant," the report stated. "Even in small quantities normally held by individual domestic licensees, special nuclear materials such as enriched uranium and plutonium, if not properly handled, potentially pose serious health hazards."

    Auditors also found that waste processing facilities could not locate or explain the whereabouts of significant quantities of uranium and other nuclear material that Energy Department records showed they held. In another case, Energy officials had no record of the fact that one academic institution had loaned a 32-gram plutonium-beryllium source to another institution.

    The audit was a follow-up to a 2001 probe that found similar record-keeping problems. "Key commitments made by the department were not completed nearly eight years after our earlier audit," Friedman reported.

    More than 100 academic and commercial institutions and government agencies lease nuclear materials that are owned by Energy. The department, along with the Nuclear Regulatory Commission, is supposed to track these materials through the centralized accounting system known as the Nuclear Materials Management and Safeguards System, or NMMSS.

    "Due to the inconsistencies documented in our report, it would be extremely difficult, if not impossible, for the department to accurately identify the type and quantity of its nuclear materials affected if an incident occurred at one of the sites whose NMMSS inventory we could not verify," the IG stated in Monday's report.

    In a written response to the report, Glenn Podonsky, the chief health, safety and security officer at Energy, largely concurred with the IG's findings and recommendations for improving inventory records.
