I wonder what the background story is on that. If I had to guess though, the guy with the dogs appears to be a Sikh (note the turban) who I'm betting the local Snackbars have been harassing and, well, the reason for the dogs is obvious.

A dog running on a live stage in Bolivia’s Rally De Santa Cruz this weekend was spared when an oncoming Mitsubishi Lancer Evolution passed overhead on a jump.
