Fla Officer on Leave After Using Stun Gun on Woman

    TALLAHASSEE, Fla. — Oct 1, 2014, 9:15 AM ET
    By GARY FINEOUT Associated Press

A Florida police officer has been placed on administrative leave pending an internal affairs investigation after he fired a stun gun into a 62-year-old woman's back during an arrest in a Tallahassee neighborhood.

Tallahassee Police Chief Michael DeLeo called a news conference early Wednesday morning to announce the investigation after authorities obtained a video capturing the Tuesday afternoon incident that was shot by someone on a nearby porch.

"Based on the video, I have enough concerns to call for an internal investigation," DeLeo said. "We will conduct a thorough investigation into this incident. We want to be transparent with the community by sharing what we can at this point, including the video."

According to police, the officers were responding to recent complaints from citizens about drug deals in the neighborhood located just a few blocks west of the governor's mansion. The woman, Viola Young, approached one of the police cars parked on the narrow street to inquire about one of the people — two women and a man — who had been arrested.

The officer standing outside the squad car advised the woman to stay back. Police said that's when Officer Terry Mahan approached Young and attempted to take her into custody.

In the video, Young appears to be walking away when the officer uses his stun gun, striking her in the back. She falls face-first to the ground. Officers surrounded her and eventually helped her to her feet and walked her to a squad car, the video shows. Police didn't release the name of the person who shot the video, but he can be heard saying on the video: "done tased a lady for nothing."

Police said Young was medically cleared by paramedics and taken to the Leon County Jail.

She was charged with resisting and obstructing an officer without violence, a first degree misdemeanor.

In his police report, Mahan said that after he told people to stay back she "responded by yelling, 'I just want to know what is going on.'" Mahan said Young refused to leave and he told her she was under arrests. He said she yanked away from him when he attempted to grab her arm.

The incident comes at a time when Tallahassee police have come under scrutiny. Last month, the city agreed to pay $475,000 to settle a case over the arrest of a woman who ended up with a broken bone in her face after an altercation with officers.

Video from last year's arrest of Christina West showed officers slamming her into a police car before throwing her to the ground. West can be heard screaming in the video. A grand jury decided against charging the officers in that incident but ripped Tallahassee police for how they handled the arrest.

Festive Police Force Surprises Drivers With Christmas Gifts Instead Of Tickets In Series Of Prank Traffic Stops

    December 10, 2014

Unsuspecting drivers in Lowell, Michigan, got a holiday surprise to remember recently when a police man gave them Christmas gifts instead of traffic tickets.

Officer Scot VanSolkema was tasked with being the local force’s very own Father Christmas.

He pulled drivers over for minor issues - which wouldn't normally warrant police attention – including traveling five miles or less above the limit, or snow partially covering their license plate during a week of heavy snowfall.

While talking to the drivers, VanSolkema quizzed them about what they want for Christmas and what their children are asking from Santa Claus.

Wearing a GoPro camera and a hidden mic, Officer VanSolkema was able to radio a team of people at a local store who then rushed to get the gifts and quickly delivered them to wherever he was located.

Officer VanSolkema then gave the presents - including expensive items including an Xbox and a flat-screen TV – to the disbelieving drivers most of whom were left overjoyed by the acts of generosity.

After one mom receives a gift for her little boy she told the officer, ‘This just turned my bad day into a good one.’

The footage was filmed over November 19 and 20 and the task of getting motorists to open up about specific gifts and then get them wait around for those gifts to be delivered was a challenge, said VanSolkema.

'The next time a police officer asks you some odd question, maybe you should answer it,' he told TODAY, 'because you never know what can happen.'

VanSolkema gave out about 30 gifts totaling between $7,000 and $10,000.

The heart-warming idea was a collaboration between the local police, videographer Rob Bliss and the UP TV network, who funded the gifts.

At a time when police nationwide have been in the news for negative reasons - especially following the deaths of Michael Brown in Ferguson, Missouri, and Eric Garner in Staten Island, New York - they hope the video will remind people about good police officers and their dedication.

'The majority of the time that we have contact with people, it’s either on a traffic stop or at one of the lowest points of their life,' said Det. Gordy Lauren.

'It was a great opportunity for our officers to get out there and have a very, very positive encounter with them that these people will never forget, for the rest of their lives.'

The video was posted on Tuesday on YouTube and has already received more than 40,000 hits.

A message at the end of the video states, 'While we don’t encourage minor traffic violations, it’s important for police departments to take the time to show their citizens just how much they care.'

    Here's the video:

Nice to see some positive news at this time of the year.

Covina Police Officers, Firefighters Rescue Family’s Stolen Christmas

    December 25, 2014

Covina Police officers and firefighters from Los Angeles County Fire Station 154 deliver toys on Christmas Eve to the Roffeis family, who had their car stolen along with a trunkful of the kids’ presents.

Josh Roffeis was in for an unpleasant surprise Wednesday morning. As the father of four went to drive to work, he discovered his 1993 green Honda Accord was missing.

Having the car stolen was bad enough, but — with a home full of curious children — the Roffeis family had wanted to avoid Christmas present spoilers. So along with the car, the thieves made off with most of the family’s presents.

“We were just in shock,” Roffeis said. “Obviously you don’t expect to have a vehicle stolen any time of the year, but for it to happen on Christmas Eve, we didn’t really know what we were going to do.”

Josh and Karissa had planned to sneak the presents under the tree on Christmas Eve, but with only hours left before Christmas Day, the parents chose to shield their children from the truth. They would put out the presents they had left and eventually replace some of the gifts for 10-year-old Anthony, 8-year-old Marilyn, 4-year-old Paige and 7-week-old Dominik.

So Roffeis wasn’t expecting to get a call at 10:30 p.m. from the Covina police officer who had taken his report that morning. And the family really wasn’t expecting what came next.

“I walk outside and there’s about six to eight officers and two representatives from L.A. County Fire walking toward me,” he said. “I said, ‘uh-oh, am I in trouble?’”

The Roffeis’ predicament had stuck with the officer, so the graveyard shift crew gathered some donated toys at the police station and went to Los Angeles County Fire Station 154, which also pitched in with some gifts for the children.

“It was amazing, we were just stunned and my wife was in tears,” Roffeis said. “They lifted a lot of weight off my wife’s shoulders by doing what they did.”

The public safety officials had brought the children bicycles and toys. Then, when they realized how old Anthony is, the officers went back to the station to get different age-appropriate presents.

“They went out of their way twice to do whatever they could to make sure my kids had a good Christmas,” Roffeis said. “This is a great representation of the good men and women out there both at the police stations and with the fire stations.”

Cops Find Sleeping Family in Car… The Media REFUSES to Report What Happened Next

    February 10, 2015

Police officers in Carrollton, Texas, were called to a closed city park Friday night to investigate reports of a suspicious car parked there.

The officers involved found a couple sleeping in their car with their young daughter and realized that the situation was obviously unacceptable on the streets of a law-abiding town like Carrollton. So they rousted the family out of the city park.

    And into a hotel room.

The family, who asked not to be identified, had just moved from Missouri and hadn’t been able to find living space. The couple was said to be “employed, but temporarily homeless.”

The officers did not seek attention for their kindness, but their co-workers wanted to make sure the community knew about their efforts and therefore posted a short report on the incident to the Carrollton Police Facebook page.

“They don’t want credit/attention, but our D shift officers are at home asleep right now and can’t stop us from posting!” they wrote (H/T Opposing Views).

“Kudos to the officer who spotted a car parked at a city park after hours overnight. It turned out to be an employed, but temporarily homeless young couple and their one-year-old daughter,” the post explained.

“Our officer determined they needed help, not handcuffs. Officers and our Victim Advocate Manager got them a hotel room for the night and the support they need to get through a tough time,” it concluded.

All of the officers who pitched in to help have reportedly asked not to be identified by name.

“They’re not in this line of work for the attention or for the praise or for the glory,” city spokeswoman Jolene DeVito told KDFW.

She added that the local community has been donating food, gift cards and other necessities in response to the Facebook post. The family was reportedly reluctant to accept the help at first, but is very grateful.

“We have all kinds of set up for this little girl, all kinds of clothes and diapers, dishes,” DeVito said. “We have housewares, all the things they are going to need to get set up.”

Heartwarming as it is, don’t expect the national media to pick up on this story. It runs against everything they believe about the police and those in need.

In the minds of the liberal media, the police take lives. They don’t improve the quality of life of their citizens and community.

In addition, those who find themselves in need are expected to be good dependents and appeal to the whim of the federal government for that assistance, not rely on local communities or, heaven forbid, the private sector.

But Americans know the truth. Police are far from perfect, but they do much more good than harm. And the individual American in the community will always be more compassionate and more giving than some Washington bureaucrat.

What strikes me is that is being neighborly and is what made our country great. The selfless acts. That these things do happen every day but are rarely reported serves to make a consensus that we are a selfish people who have to rely on government, when in truth we built our national character helping each other in acts.

Heartwarming Moment Dozens Of Cops And Firefighters Flocked To Autistic Boy's Birthday Party After His Heartbroken Mom Revealed None Of His Classmates Turned Up

    February 21, 2015

When none of an autistic boy's classmates showed up for his sixth birthday party, his community and local sheriff's office rallied together to make it a birthday he'd never forget.

Ashlee Buratti, of St. Cloud, Florida, had invited her son Glenn's class of 16 children to his birthday on February 8, and when no one showed up, he was devastated.

Though no one RSVP'd, Buratti and her husband John Buratti were 'still holding on to the hope that some of them would show up' to the party for her son, who has epilepsy and a mild form of autism.

'From the minute he woke up that day he wanted to know how many minutes until his friends came,' Buratti, 25, said, adding that his eyes filled with tears when he learned no one was coming.

Glenn Buratti, of St. Cloud, Florida, turned six on February 8, and though his mom Ashlee Buratti had invited all 16 of his classmates to a birthday party, not a single person showed up

After posting her frustration on Facebook, Buratti received messages of support from the community and people - including firemen and policemen - offered to stop by the family's home to make it a birthday Glenn would never forget

Glenn, who loves public safety and law enforcement, was overjoyed with the party, and his mom said that though he is usually shy, he took to his new friends like he'd known them all his life

The mother-of-three posted on a locally run Facebook page with more than 10,000 members titled, Osceola Rants, Raves and Reviews List, to express her frustration, according to the Osceola News-Gazette.

'I know this might be something silly to rant about, but my heart is breaking for my son. We invited his whole class (16 kids) over for his 6th birthday party today. Not one kid came,' she posted.

And when other group members saw the post they sent Buratti messages asking if they could bring their own kids to Glenn's party to celebrate.

The message even reached staff from the Osceola County Sheriff's Office, who asked for the family's address and said a helicopter would fly over their St. Cloud home.

The helicopter came to the house within an hour, and the pilot flew low enough that Glenn could see him waving.

Glenn, who loves public safety and law enforcement, was overjoyed with the party, and his mom said that though he is usually shy, he took to his new friends like he'd known them all his life.

'In general, deputies have big hearts - they thought about their own kids and wanted to make this boy happy because it was such a sad situation,' Buratti told Today.

In total, about 15 kids and 25 adults showed up to celebrate and eat cake, give gifts to Glenn and play in a bounce house.

The Osceola County Sheriff's office flew a helicopter over Glenn's house on the day of his party, and the pilot flew low enough to wave at the boy

Staff from the Osceola County Sheriff's Office returned to the house three days after Glenn's party to give him with gifts and tours of vehicles

Glenn received a bicycle from one woman and toys of all sorts from strangers who came to celebrate his sixth birthday

Glenn, next to his dad, John Buratti, with his siblings and mom, Ashlee Buratti, on a trip to Disneyworld in 2014

The Buratti family, with Glenn in the center in front of Barney, on a trip to Disneyworld last year. His mother Ashlee Buratti said Glenn's birthday was 'just amazing' and that everyone who came out was 'so awesome'

One woman brought the birthday boy a bike, while others brought toys. Buratti said one man came to the party with a camera and took pictures he later gave to the family.

'It was just amazing. The people who came out were so awesome,' Buratti told the Osceola News-Gazette.

And Glenn's birthday celebration didn't end on Sunday - several crews from the Sheriff's Office and Osceola County Fire Rescue stopped by the family's home on Wednesday.

Though Buratti knew the crews were coming, she left it a surprise for her son to see as they were on their way home from school.

'We got to the stop sign by our house and Glenn was like, "The fire truck's at our house!" I said, "It's okay, they're there to tell you happy birthday,"' Buratti told CBS News.

They all wished him a happy birthday, gave him tours of their fire truck, squad cars, motorcycles and a SWAT vehicle and showered him with more gifts.

'And to think, all this happened because nobody showed up to his birthday,' Buratti wrote online. 'Thank you, thank you, thank you.'

Glenn's dad, John Buratti, was also moved by the community's celebrations. He posted pictures of the events on Facebook and thanked everyone involved.

He wrote on Facebook: 'Huge thank you to Osceola County Sheriff's Department, Osceola County Fire Rescue and Frank who owns Koffee Kup for coming to our house today for my son Glenn's Birthday.

'He had such a great time! I'm sure the neighbors were peeking out of their windows or taking cover. Such an amazing thing for our local law enforcement and fire fighters to do for us. Thank you to everyone involved.'

Ashlee Buratti told WKMG that a week after the party, she still hadn't heard from any of the parents of Glenn's classmates, but she wanted to thank all of the strangers that made her son's day.

'The amazingness of everybody coming together for someone like that they didn't even know, a kid that didn't have anybody come to his birthday party - it warmed my heart,' she said.

This birthday party scenario isn't uncommon for children who have autism and that there's a general anxiety around birthdays for parents across the world, Ashlee Buratti told Today.

'My only advice is don't give up. Don't automatically assume people will ignore them ore push them away. Give people the benefit of the doubt,' she said.

Michigan Community Raises $4K to Send Wounded Officer on Vacation

    March 12, 2015

A Bay City, Mich., police officer recently wounded in the line of duty is gearing up for a much-needed vacation with his family, paid for by a community that wanted to show its support.

A fundraising effort garnered a four-figure sum to send Officer Brandon S. Murphy and his family on a trip to Kalahari Waterpark in Sandusky, Ohio.

Murphy in the early morning of Monday, Feb. 2, responded to a home invasion complaint on the city's East Side and ended up being shot in the left thigh by 17-year-old suspect Jacob M. Haglund. Murphy returned fire, hitting Haglund in the shoulder, abdomen, and neck, wounds from which he died on Sunday, Feb. 15.

Following a Michigan State Police investigation, prosecutors ruled the shooting justified.

"The fundraiser idea was created by Rebecca Menzel, who is a paramedic with McLaren Bay Region hospital," Rod Schanck, president of the Fraternal Order of Police Lodge 103, told MLive. "When I heard of her idea, the FOP Lodge 103 got on board full force."

The fundraiser raised more than $4,000, Schanck said.

"A majority of the funds were used to purchase gift cards to Kalahari," he said. "The remaining funds were used to purchase gas, food, and gift cards for the family."

Slain NYPD Officer Remembered For His 'Courage'

    May 5, 2015

    Officer Brian Moore

New York mourned another fallen police officer Tuesday as authorities sought a first-degree murder charge against a man accused of killing Officer Brian Moore.

Moore, 25, had been in critical condition since Saturday when he and a fellow officer were shot at while trying to question a man in Queens.

Moore was struck in the head; the other officer was uninjured.

Flags at city and state of New York government buildings will be flown at half-staff in memory of Moore until his interment Friday.

"Officer Moore put his life on the line in order to protect his fellow New Yorkers, and our state is a better place because of him," Gov. Andrew Cuomo said in a statement. "Like so many of his brothers and sisters in uniform, Officer Moore served with selflessness and courage, and he will be greatly missed. Our thoughts and prayers are with his family."

His wake will be Thursday at Frank J. Chapey and Sons Funeral Home in Bethpage on Long Island, and the funeral will be Friday at St. James Roman Catholic Church in Seaford.

JetBlue said it was offering free airfare to law enforcement officers attending Moore's funeral.

The New York Mets will honor Moore with a moment of silence at Tuesday night's game against the Baltimore Orioles, CNN affiliate WCBS-TV reported. And the team will wear NYPD caps during batting practice.

Mayor Bill de Blasio and Police Commissioner Bill Bratton announced Moore's death on Monday.

"In his very brief career -- less than five years -- he had already proved himself to be an exceptional young officer," Bratton said. "In that career, he had made over 159 arrests protecting and serving the citizens of this city."

Moore had received two exceptional police service medals.

"We don't give them out easily," Bratton said. "He worked for them; he earned them."

In a statement, Patrolmen's Benevolent Association President Patrick Lynch called Moore "another brave police officer who placed his life between crime and the good people of the city."

"Brian Moore is a hero in every sense of the word. His loss is felt by all of his brother and sister officers as we pray for Brian and for the loving family that he left behind. His family now becomes our family and we will support them in every way possible through the next difficult days and beyond."

Moore was the son, nephew and cousin of New York police officers, CNN affiliate WABC-TV reported. On Monday, silence enveloped the entrance of Jamaica Hospital in Queens during the departure of a New York Police Department ambulance carrying his body. A line of officers stood in salute.

At the 105th Precinct, children arrived with their parents Monday night to pay their respects, WABC-TV reported. Outside, residents left flowers and lit candles.

The man accused of the shooting, Demetrius Blackwell, was arrested and charged with first-degree attempted murder. Bratton said Queens District Attorney Richard Brown told him he would go before a grand jury to upgrade the charges.

The suspect is related to former New York Giants and Cleveland Browns player Kory Blackwell.

"I was devastated to learn of my cousin's alleged involvement in the shooting of police officer Brian Moore, and there are no words strong enough to convey my sorrow over what has cast a devastating shadow over many lives," Kory Blackwell said in a statement. "The Blackwell family does not and never has condoned violence in any form. For years, our family tried to help Demetrius lead a more productive and law-abiding life. My heart goes out to the family for their tragic loss."

Being with the New York Police Department was Moore's dream, de Blasio said.

"He did everything a good police officer was supposed to do," he said.

Moore had proved himself courageous, the mayor added.

Blackwell, 35, appeared before a judge Sunday and did not enter a plea.

    What Happened This Past Weekend

Moore and another officer, Erik Jansen, 30, were sitting in an unmarked police vehicle in Queens on Saturday when they saw a passerby adjusting something in his waistband, according to the NYPD.

Moore, who was driving, pulled up behind the man, later identified as Blackwell, to ask about it. Blackwell allegedly pulled a gun from his waistband and opened fire on both officers, who were in the car and had no chance to fire back.

NYPD Chief of Detectives Robert Boyce said Moore's partner was able to identify Blackwell after he was arrested.

Two witnesses also identified Blackwell as the man they saw running with a firearm in the street near the site of the shooting, Boyce said.

The suspect was arrested nearby as he tried to retreat into the backyards of neighborhood homes, he said.

On Monday, police recovered a gun -- a Taurus Model 85 5-shot revolver -- from one of the backyards near where Blackwell was apprehended, Boyce said.

The gun had three spent rounds and two live rounds. It was one of 11 firearms that were stolen in Perry, Georgia, in 2011, Boyce said.

Ten of those guns have been recovered in the years since -- nine of them in New York, he said.

Blackwell's attorney, David Bart, told CNN that it wasn't unusual for no plea to be entered at this stage, saying that in "a case like this, the court rarely asks for one at this time."

"I don't think anyone should rush to judgment," Bart said. "I'm still working and looking into things."

If convicted, Blackwell faces 15 years to life in prison.

Two New York City police officers, Rafael Ramos and Wenjian Liu, were shot and killed in an ambush in Brooklyn days before Christmas.

Coeur d'Alene Police Officer Killed In Line Of Duty

    May 6, 2015

    Sgt. Greg Moore

A Couer d'Alene police officer shot during an early morning traffic stop Tuesday has succumbed to his injuries.

Sgt. Greg Moore, a 16-year veteran of the Coeur d'Alene Police Department, died from his injuries at Kootenai Health at 5:50 p.m. after being shot once during a traffic stop in the 2800 block of Wilbur Avenue at 1:30 a.m. Moore had initiated a traffic stop and had identified the driver as a suspicious person to dispatchers.

“From the information I've received so far, it doesn't look like an ambush or anything like that,” Coeur d'Alene Police Chief Lee White said. “This is just a bad guy doing bad guy stuff. And our officers doing what they're trained to do, trying to keep our community safe. As it turns out, one of our officers was injured doing his job.”

White, along with Post Falls Police Chief Scot Haug, held an early morning press conference not long after the shooting where they confirmed the call that Moore had been shot had come not from the officer but a resident who heard the shooting and then found him lying in the street.

“We did receive a call from a citizen, I don't know if it was a 911 call or a regular call from a resident in the area who heard a noise that sounded like a gunshot and shortly after, said there was a body in the street,” White said.

The suspect, later identified in the morning as Jonathan Renfro, stole Moore's patrol car and fled the scene toward Post Falls at a high rate of speed. A call went out about the shooting and Idaho State Police, Kootenai County Sheriff's deputies and Coeur d'Alene Police responded, but it was a Post Falls officer on patrol who spotted Moore's patrol car speeding westbound.

Renfro ditched the patrol car in Post Falls, and a cordon was set up near Walmart. A K-9 unit was called to the scene and successfully tracked Renfro down to his hiding spot underneath a semi trailer near Wal-Mart. Kootenai County Sheriff's Lt. Stu Miller said that Renfro refused to comply with officers' commands so the K-9 was sent in, Renfro was engaged by the dog and then taken into custody.

Renfro is currently being held at the Kootenai County Jail. He is on felony probation and has a history of criminal offenses including theft, assault and trespassing.

Miller said the Kootenai County prosecutor's office confirmed Renfro would make a first appearance in court at 4 p.m. Tuesday. At that hearing, he was charged with five felonies including attempted murder; with Moore's death that charge will change. His bond was also set at $2 million.

All throughout the day Coeur d'Alene police officers maintained a vigil at Kootenai Health, where Moore was treated for his injuries with his family at his bedside.

“I would hope that the citizens of this great city take pause to recognize and appreciate the life and the service of a 16-year veteran of our police force. I would also tell you for the police department and for me personally, our thoughts and prayers are with the family and with Greg during this difficult time,” White said.

“Coeur d'Alene is our partner. When they hurt, we hurt,” Haug added.

The shooting investigation has been turned over to a multi-agency task force that is being led by the Idaho State Police. Officers spent the morning in the wake of the shootings investigating at multiple crime scenes, using everything from K-9s to officers on line walking across open fields searching for evidence to a small drone to get a better eye on the crime scene above to make sure they didn't miss anything.

“I've got to say a heartfelt thank you to the other partners we have throughout the region. They've done a fantastic job to help with this investigation and the apprehension of the suspect,” White said.

During an 11 a.m. press conference, where they updated the media on the shooting investigation, Miller and Coeur d'Alene Police Sgt. Christie Wood echoed their respective chief's concerns for Moore.

"I've worked with Sergeant Moore for the last 16 years he's an excellent, excellent officer a fantastic supervisor," Miller said.

"He's just the kind of police officer that the men and women look up to in this police department, so it's very difficult right now for this law enforcement community," Wood said.

The last deadly officer involved shooting in the region was in 2007, when Moscow Police Officer Lee Newbill was ambushed by a gunman outside the Latah County Courthouse on May 19, 2007. Newbill succumbed to his injuries.

Three years earlier in December 2004, Coeur d'Alene Police Officer Michael Kralicek was critically wounded after being shot in the face while attempted to subdue a suspect.

In June 1998, Idaho State Police Officer Linda Huff was shot and killed in the parking lot for the Idaho State Police headquarters in Coeur d'Alene.

Not a good time to be a police officer with a surname of Moore.
"Far better it is to dare mighty things, to win glorious triumphs even though checkered by failure, than to rank with those poor spirits who neither enjoy nor suffer much because they live in the gray twilight that knows neither victory nor defeat."

Not a good time to be a police officer, period. Especially when you've got a President and cadre of toadies actively fomenting hate against you and painting a target on your back.
