    Below is just a portion of the bill that I have cut and pasted here. The entire bill raises quesions for me, but the portion below has wording that cause a pause for pondering intent. The bill's declared intent is "To reauthorize and reform the national service laws."‘SEC. 152. ESTABLISHMENT OF NATIONAL CIVILIAN COMMUNITY CORPS PROGRAM.’.

    (2) in subsection (a), by striking ‘Civilian Community Corps Demonstration Program’ and inserting ‘National Civilian Community Corps Program’;

    (3) in subsection (b)--

    (A) by striking ‘Civilian Community Corps Demonstration Program’ and inserting ‘National Civilian Community Corps Program’; and

    (B) by striking ‘a Civilian Community Corps’ and inserting ‘a National Civilian Community Corps’;

    (4) in the heading of subsection (c), by striking ‘Programs’ and inserting ‘Components’; and

    (5) in subsection (c), by striking ‘program components are residential programs’ and all that follows and inserting ‘programs referred to in subsection (b) may include a residential component.’.

    SEC. 1503. ELIGIBLE PARTICIPANTS.

    Section 153 (42 U.S.C. 12613) is amended--

    (1) in subsection (a)--

    (A) by striking ‘Civilian Community Corps Demonstration Program’ and inserting ‘National Civilian Community Corps Program’; and

    (B) by striking ‘on Civilian Community Corps’ and inserting ‘on National Civilian Community Corps’;

    (2) in subsection (b), by striking ‘if the person’ and all that follows through the period at the end and inserting ‘if the person will be at least 18 years of age on or before December 31 in the calendar year in which the individual enrolls in the program.’;

    (3) in subsection (c)--

    (A) by striking ‘Backrounds’ and inserting ‘Backgrounds’; and

    (B) by adding at the end the following: ‘The Director shall take appropriate steps, including through outreach and recruitment activities carried out by the chief executive officer, to increase the percentage of participants in the program who are disadvantaged youth toward 50 percent of all participants by year 2011. The Director shall report to the appropriate committees of Congress biennially on such efforts, any challenges faced, and the annual participation rates of disadvantaged youth in the program.’; and

    (4) by striking subsection (e).

    SEC. 1504. SUMMER NATIONAL SERVICE PROGRAM.

    Section 154 (42 U.S.C. 12614) is amended--

    (1) in subsection (a)--

    (A) by striking ‘Civilian Community Corps Demonstration Program’ and inserting ‘National Civilian Community Corps Program’; and

    (B) by striking ‘on Civilian Community Corps’ and inserting ‘on National Civilian Community Corps’; and

    (2) in subsection (b), by striking ‘shall be’ and all that follows through the period at the end and inserting ‘shall be from economically and ethnically diverse backgrounds, including youth who are in foster care.’.

    SEC. 1505. TEAM LEADERS.

    Section 155 (42 U.S.C. 12615) is amended--

    (1) by amending the section heading to read as follows:

    ‘SEC. 155. NATIONAL CIVILIAN COMMUNITY CORPS.’;

    (2) in subsection (a)--

    (A) by striking ‘Civilian Community Corps Demonstration Program’ and inserting ‘National Civilian Community Corps Program’; and

    (B) by striking ‘the Civilian Community Corps shall’ and inserting ‘the National Civilian Community Corps shall’;

    (3) in subsection (b)--

    (A) by amending the subsection heading to read as follows:

    ‘(b) Membership in National Civilian Community Corps- ’;

    (B) in paragraph (1), by inserting ‘National’ before ‘Civilian Community Corps’;

    (C) in paragraph (3)--

    (i) by striking ‘superintendent’ and inserting ‘campus director’; and

    (ii) by striking ‘camp’ and inserting ‘campus’; and

    (D) by adding at the end the following:

    ‘(4) TEAM LEADERS- The Director may select from Corps members individuals with prior supervisory or service experience to be team leaders within units in the National Civilian Community Corps to perform service that includes leading and supervising teams of Corps members. Team leaders shall--

    ‘(A) be selected without regard to the age limitation under section 153(b);

    ‘(B) be members of the National Civilian Community Corps; and

    ‘(C) be provided the rights and benefits applicable to Corps members, except that the limitation on the amount of living allowance shall not exceed 10 percent more than the amount established under section 158(b).’;

    (4) in subsection (d)--

    (A) by amending the subsection heading to read as follows:

    ‘(d) Campuses- ’;

    (B) in paragraph (1)--

    (i) by amending the paragraph heading to read as follows:

    ‘(1) UNITS TO BE ASSIGNED TO CAMPUSES- ’;

    (ii) by striking ‘in camps’ and inserting ‘in campuses’;

    (iii) by striking ‘camp’ and inserting ‘campus’; and

    (iv) by striking ‘in the camps’ and inserting ‘in the campuses’;

    (C) by amending paragraph (2) to read as follows:

    ‘(2) CAMPUS DIRECTOR- There shall be a campus director for each campus. The campus director is the head of the campus.’;

    (D) in paragraph (3)--

    (i) by amending the paragraph heading to read as follows:

    ‘(3) ELIGIBLE SITE FOR CAMPUS- ’;

    (ii) by striking ‘A camp may be located’ and inserting ‘A campus must be cost-effective and may, upon the completion of a feasibility study, be located’;

    (5) in subsection (e)--

    (A) by amending the paragraph heading to read as follows:

    ‘(e) Distribution of Units and Campuses- ’;

    (B) by striking ‘camps are distributed’ and inserting ‘campuses are cost-effective and are distributed’; and

    (C) by striking ‘rural areas’ and all that follows through the period at the end and inserting ‘rural areas such that each Corps unit in a region can be easily deployed for disaster and emergency response to such region.’; and

    (6) in subsection (f)--

    (A) in paragraph (1)--

    (i) by striking ‘superintendent’ and inserting ‘campus director’; and

    (ii) by striking ‘camp’ both places such term appears and inserting ‘campus’;

    (B) in paragraph (2)--

    (i) in the matter preceding subparagraph (A), by striking ‘superintendent of a camp’ and inserting ‘campus director of a campus’;

    (ii) in subparagraph (A)--

    (I) by striking ‘superintendent’ and inserting ‘campus director’;

    (II) by striking ‘superintendent’s’ and inserting ‘campus director’s’; and

    (III) by striking ‘camp’ each place such term appears and inserting ‘campus’; and

    (iii) in subparagraph (B), by striking ‘superintendent’ and inserting ‘campus director’; and

    (C) in paragraph (3), by striking ‘camp superintendent’ and inserting ‘campus director’.

    SEC. 1506. TRAINING.

    Section 156 (42 U.S.C. 12616) is amended--

    (1) in subsection (a)--

    (A) by inserting ‘National’ before ‘Civilian Community Corps’; and

    (B) by adding at the end the following: ‘The Director shall ensure that to the extent practicable, each member of the Corps is trained in CPR, first aid, and other skills related to disaster preparedness and response.’;

    (2) in subsection (b)(1), by inserting before the period at the end the following: ‘, including a focus on energy conservation, environmental stewardship or conservation, infrastructure improvement, urban and rural development, or disaster preparedness needs’; and

    (3) by amending subsection (c)(2) to read as follows:

    ‘(2) COORDINATION WITH OTHER ENTITIES- Members of the cadre may provide, either directly or through grants, contracts, or cooperative agreements, the advanced service training referred to in subsection (b)(1) in coordination with vocational or technical schools, other employment and training providers, existing youth service programs, other qualified individuals, or organizations with expertise in training youth, including disadvantaged youth, in the skill areas described in such subsection.’.

    House backs bill to increase service opportunities

    WASHINGTON (AP) - Tens of thousands of Americans could see more opportunities to mentor children, help rebuild homes and participate in other national service under a measure passed by the House on Wednesday.

    The House voted 321-105 to expand AmeriCorps and other national service programs by 175,000 participants. It would also create new groups to help poor communities with education, clean energy, health and services for veterans.

    Supporters say the effort comes at a time when more people are interested in serving their communities and more people could use the extra help.

    The bill "reaches out to all Americans from all walks of life and asks them to commit to service," said Jared Polis, D-Colo. "During these difficult times, our nation needs the help of each and every one of us more than ever."

    A Senate committee approved an expansion Wednesday that was somewhat similar, adding 175,000 positions to the AmeriCorps alone. That bill, which triples the size of the program, could reach the Senate floor next week.

    The House measure would also create fellowships for people 55 and older and a separate Summer of Service program for middle and high school student volunteers, who would earn a $500 education award to help cover college costs. It also looks for ways to get scientists and veterans more involved in community service.

    The White House has endorsed the bill. President Barack Obama pledged during the campaign to provide government support for national service programs.

    Some Republicans have expressed concern the government would be taking over work that's done voluntarily by people who are not paid.

    "Well, I think it's important that we encourage volunteers, but this is a paid job," said Rep. Virginia Foxx, R-N.C. "This is a government-authorized charity."

    The House measure is slated to cost $6 billion over five years. Obama's proposed budget for next year calls for more than $1.1 billion for national service programs, an increase of more than $210 million.

    Some AmeriCorps participants get a living stipend while they are working for 10 to 12 months. The stipend ranges from $11,400 to $22,800 for the year. Most participants, who are predominantly 18 to 26 years old, get $11,800. After completing the program, they can receive up to $4,725 to help pay for college or pay off student loans. The bill would increase the education award to $5,350 and requires that it match any future increases in Pell Grant scholarships.

    Members of AmeriCorps work for nonprofit, faith-based or national organizations, such as Habitat for Humanity. They provide a variety of services, such as teaching young people or responding to disasters.

    Over the last year, AmeriCorps has received three applications for every slot, according to the Corporation for National and Community Service, the agency that oversees the program.

    Looks like they are reconfiguring VISTA, Job Corps etc into this new "campus".

    The bill seems to be aimed at high school dropouts, minorities etc. A very good supply of true believer brown shirts. The Obama Youth Punk Brigade.

    They are calling being drafted for National Service a "grant".

    Makes it sound better... Your kids won't be drafted to go to a camp... They'll get a "grant" to go to a "campus"...

    Here's another good one... looks like if you've been convicted of murder you will be ineligible for a "grant"; but minor crimes like Rape, Drug Dealing, Attempted Murder, etc are no problem!

    Can't leave out the best and brightest...no gang member left behind.

    On 19 March, I asked this question?
    Who is talking about the card check bill or the H.R. 1388 to “reauthorize and reform the national service laws” which was proposed by Rep. Carolyn McCarthy on 3/9/2009 and passed by the House on 18 March 2009 after a day of new amendments suggested and voted on? [thomas.gov]
    Today, I have read that the bill was referred to the Senate the day after it was passed by the House. [HERE]
    Does this not raise suspicion? While we hear of the “outrage” of the people who brought us the bonus scandal, the same people are rushing to pass the GIVE Act (you give, they take): national service. Senator Reid asked that the Senate proceed to act on this bill and then immediately asked for a cloture motion.
    Cloture
    The cloture rule–Rule 22–is the only formal procedure that Senate rules provide for breaking a filibuster. A filibuster is an attempt to block or delay Senate action on a bill or other matter. Under cloture, the Senate may limit consideration of a pending matter to 30 additional hours of debate.
    This bill has been rushed through the House, sent immediately to the Senate floor and then the cloture rule is immediately invoked to prevent filibuster before the Senate has even begun to discuss this bill. Why? Why is the Democratic Party so intent on passing this bill RIGHT NOW? Didn’t they make a big enough blunder passing the Recovery Act like this? Haven’t they learned? Or maybe they have; maybe this was all planned before the new administration moved in: ram the legislation we want down the throat of the people before we even know what is happening. (They are doing the same thing with the Card Check Bill.)
    Note that Senator Reid is also asking that mandatory quorum be waived.
    Mr. REID. Mr. President, I ask unanimous consent that the cloture vote occur on Monday, March 23 at 6 p.m.; and that if cloture is invoked, then postcloture time count as if cloture had been invoked at 3 p.m. that day; further, that the mandatory quorum be waived.
    Here are some passages from the bill that raise my suspicions.
    Section 1101: Purposes
    `(9) recognize and increase the impact of social entrepreneurs and other nonprofit community organizations in addressing national and local challenges;
    `(10) increase public and private investment in nonprofit community organizations that are effectively addressing national and local challenges and to encourage such organizations to replicate and expand successful initiatives;
    Section 1102: Definitions
    `(12) COMMUNITY-BASED ENTITY- The term `community-based entity’ means a public or private nonprofit entity that–
    `(A) has experience with meeting unmet human, educational, environmental, or public safety needs; and
    `(B) meets other such criteria as the Chief Executive Officer may establish.
    I always think Acorn when I read community or community-based organizations (color me paranoid - especially when the CEO may establish his/her own criteria.
    quotes from PART I–PROGRAMS FOR ELEMENTARY AND SECONDARY STUDENTS …School-based service learning programs…(A) providing professional developement for teachers, supervisors, personnel from community-based agencies (particularly with regard to the recruitment, utilization, and management of participants), and trainers, to be conducted by qualified individuals or organizations that have experience with service…(B) developing service-learning curricula…`(E) establishing effective outreach and dissemination of information to ensure the broadest possible involvement of community-based agencies with demonstrated effectiveness in working with school-age youth in their communities…
    There are sections that seem odd to me, but which I haven’t fully dissected - for example: SEC. 1304. PROHIBITED ACTIVITIES AND INELIGIBLE ORGANIZATIONS. I am not sure why some of these activities should be prohibited:
    A participant in an approved national service position under this subtitle may not engage in the following activities:
    (1) Attempting to influence legislation.
    (2) Organizing or engaging in protests, petitions, boycotts, or strikes.
    (3) Assisting, promoting, or deterring union organizing.
    (4) Impairing existing contracts for services or collective bargaining agreements.
    (5) Engaging in partisan political activities, or other activities designed to influence the outcome of an election to any public office.
    (6) Participating in, or endorsing, events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials.
    (7) Engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of religious proselytization.
    (8) Providing a direct benefit to–
    (A) a business organized for profit;
    (B) a labor organization;
    (C) a partisan political organization;
    (D) a nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the Internal Revenue Code of 1986 except that nothing in this section shall be construed to prevent participants from engaging in advocacy activities undertaken at their own initiative; and
    (E) an organization engaged in the religious activities described in paragraph (7), unless Corporation assistance is not used to support those religious activities.
    (9) Conducting a voter registration drive or using Corporation funds to conduct a voter registration drive.
    (10) Such other activities as the Corporation may prohibit.
    The bill is long and requires a lot of focus. I am concerned that no one with the appropriate background is paying attention to it. If you understand and are posting about it please let me know or if you understand and need a place to post also let me know.

    What I do understand is that there will be pressure for adult volunteers, but students from elementary school through high school will be REQUIRED to participate in curriculum that emphasizes community service and community organization. Twelve years of indoctrination by our government on how we should serve our community and our country.

    I admire people who volunteer to assist programs in their communities, but I am not happy with the idea of the “Corporation” as it is called in the bill providing curricula and teacher-training. A national service corp of people with a minimum of twelve “training” worries me. How about you? Are you worried yet?

    National Service Corps Bill Clears Senate Hurdle

    Following overwhelming House passage last week, the Senate tonight voted 74 to 14 on a procedural move that essentially guarantees a major expansion of a national service corps, a cornerstone of volunteerism that dates back to the era of President Kennedy. It’s akin to a call to arms by President Obama, who has harkened back to those early days to demand giving back by those who voted for him.

    In fact, Senator Edward M. Kennedy, the senior Democrat from Massachusetts whose battle with brain cancer has oft kept him absent from the Senate these days, appeared on the floor to welcomes all around as he cast his approving vote as a co-sponsor.

    From President Kennedy’s days to the creation of Americorps by then President Bill Clinton, the notion of public service has become a rallying cry.

    Tonight’s vote, propelled by President Obama’s urging of an expansion, would mean a growth in such work from 75,000 community service jobs to 250,000.

    According to the Congressional Budget Office, the cost of the Senate bill at least would be an outlay for the fiscal year 2010 of $418 million to about $5.7 billion from 2010 through 2014.

    It’s an historic vote in the sense that a national service corps, an army dispersed to help with education, health services and the environment, would vastly enlarge the notion of “community organizing,” and allow, as Senator Barbara Mikulski, Democrat of Maryland, said tonight, for about 7 million people to be engaged in such work.

    The bill enjoyed extraordinary bipartisan support, including namely the major co-sponsor, Senator Orrin Hatch, Republican of Utah, who tonight even recommended reading the biography of R. Sargent Shriver, relative by marriage to the Kennedys and who directed the original Peace Corps from 1961 to 1966.

    In addition, Senator Hatch mentioned that the Rev. Rick Warren, the evangelical minister of Saddleback Church and author of “A Purpose Driven Life,” was an enthusiastic supporter of this effort, as was Senator John McCain, the former Republican presidential nominee. The latter’s support, to Senator Hatch, demonstrated the exceptional bipartisan backing of the expansion.

    Eleven senators did not cast a vote. The 14 Republicans, some of whom cited the cost in voting against the proposal, are: Senators Sam Brownback of Kansas, James Bunning of Kentucky, Tom Coburn of Oklahoma, Michael Crapo of Idaho, Jon Kyl of Arizona, James Inhofe of Oklahoma, John Ensign of Nevada, Mitch McConnell of Kentucky, Jim Risch of Idaho, Pat Roberts of Kansas, Richard Shelby and Jeff Sessions, both of Alabama, Tom DeMint of South Carolina and John Thune of South Dakota.

    Senate Rubber Stamps National Enslavement Bill

    The Senate last night rubber stamped a nightmare domestic draft bill that legislates mandatory national service and creates an “army” of at least 7 million civilian enforcers working at the the behest of the government, while also containing language that threatens to ban free speech and the right to protest.

    Last week, we reported on the House passage of the Generations Invigorating Volunteerism and Education Act, known as the GIVE Act, which was carried with a 321-105 margin vote.

    A passage contained in section 6104 of the original House version entitled “Duties,” in subsection B6, states that a commission will be set up to investigate, “Whether a workable, fair, and reasonable mandatory service
    However, Section 120 of the bill discusses the “Youth Engagement Zone Program” and states that “service learning” will be “a mandatory part of the curriculum in all of the secondary schools served by the local educational agency.” This part remains in the version passed by the Senate.

    Roles which will be staffed by members of the programs, labeled “Required National Service Corps,” include “criminal justice,” “environmental stewardship,” and “public safety”.
    requirement for all able young people could be developed.” This language has been dropped from the version passed by the Senate.

    Aside from the programs aimed at college students and young people, others will be specifically targeted towards, “Retired and other former law enforcement, fire, rescue, and emergency personnel, and other individuals with backgrounds in disaster preparedness, relief, and recovery.”

    The bill was rubber stamped by the Senate last night in a 74 to 14 vote, a move that creates “An army dispersed to help with education, health services and the environment, (which) would vastly enlarge the notion of “community organizing,” and allow, as Senator Barbara Mikulski, Democrat of Maryland, said tonight, for about 7 million people to be engaged in such work,” reports the New York Times.

    References to the program as the creation of a civilian “army” have dominated mainstream news coverage of the legislation.

    7 million members of this civilian “army” equates to about one member for every 50 Americans, a similar figure to the number of East Germans who collaborated with the Stasi and informed on their own citizens during the cold war.

    The GIVE Act is just one of many pieces of legislation that vastly expand service organizations in line with Obama’s agenda to create a “national civilian security force”.

    In January we also reported on the introduction by the Department of Defense of a “civilian expeditionary workforce” that will see American civilians trained and equipped to deploy overseas in support of worldwide military missions.

    The DoD report states, “Management retains the authority to direct and assign civilian employees, either voluntarily, involuntarily, or on an unexpected basis to accomplish the DoD mission.”

    Though the civilian expeditionary workforce program is restricted to DoD employees, similar programs have already been established for public sector workers.

    One such program has seen hundreds of police, firefighters, paramedics and utility workers recently trained and dispatched as “Terrorism Liaison Officers” in Colorado, Arizona and California to watch for “suspicious activity” which is later fed into a secret government database.

    Similar initiatives have been introduced in other western countries, including recently in the UK with the announcement that MI5 is currently training up to 60,000 UK citizens as part a civilian network of terrorist spotters, according to Prime Minister Gordon Brown and home secretary, Jacqui Smith.


    In addition, Obama’s Chief of Staff, Rahm Emanuel, publicly stated his intention to help create “universal civil defense training” in 2006.
    In an interview with Ben Smith of the New York Daily News, Emanuel outlined the agenda for military-style training, essentially a domestic draft, aimed at preparing Americans for a chemical or biological terrorist attack.

    Asked by Smith about the universal service plan and whether people would have to live in military barracks, Emanuel laughed before responding, “We’re going to have universal civil defense training, somewhere between the ages of 18 to 25 you will do three months of training….but there can be nothing wrong with all Americans having a joint similar experience of what we call civil defense training or civil service in service of the country, in preparation, which will give people a sense of what it means to be an American.”

    “It will be a common experience and we will be prepared, God forbid, God forbid that there is a chemical hit, another terrorist act or natural disaster becoming more frequent - there’ll be a body of citizens who are ready and capable and trained - that’s all you have to think about,” said Emanuel before smugly declaring, “We’re all here for you OK? It’s a circle of love.”

    Asked if the training would be military style, with people wearing uniforms, Emanuel stated, “If you’re worried about are you going to have to do 50 jumping jacks the answer is yes,” adding that the service could be done through state national guard.

    Shockingly, the GIVE legislation also contains language that could completely demolish the 1st amendment.

    The 12th amendment to the act states, “Amendment to prohibit organizations from attempting to influence legislation; organize or engage in protests, petitions, boycotts, or strikes; and assist, promote, or deter union organizing.”

    As Gary Wood writes, “Those in support of this legislation will argue this amendment is limited in scope and is not meant to interfere with the rights of citizens to protest, petition, boycott, or strike in resistance to government proposed laws. However, the people associated through service under the GIVE Act are considered volunteers, still free citizens, yet it will be unlawful for them to take part in any protests against any legislation. This is as close to a sedition act, a violation of 1st Amendment rights, as has been proposed in recent history. A basic right as a part of our natural, inalienable rights, is to resist government. Our founders not only knew it was a right but it was a responsibility. This legislation begins to break that down significantly.”

    Fears about Obama’s plans to create involuntary servitude and domestic spy squads were first stoked in July 2008, when Obama told a rally in Colorado Springs, “We cannot continue to rely on our military in order to achieve the national security objectives we’ve set. We’ve got to have a civilian national security force that is just as powerful, just as strong, just as well funded.”

    Despite denials that Obama plans to institute a mandatory program of national service, his original change.gov website stated that Americans would be “required” to complete “50 hours of community service in middle school and high school and 100 hours of community service in college every year”. The text was only later changed to state that Americans would be “encouraged” to undertake such programs.

    Numerous other national service bills have been introduced which target everyone from schoolchildren to the elderly. They include the Service For All Ages Initiative, the Summer of Service Act, the Semester of Service Act, the Encore Service Act and the ACTION Act.

    Regarding the GIVE Act, “The bill’s opponents — and there are only a few in Congress — say it could cram ideology down the throats of young “volunteers,” many of whom could be forced into service since the bill creates a “Congressional Commission on Civic Service,” reports Fox.

    “We contribute our time and money under no government coercion on a scale the rest of the world doesn’t emulate and probably can’t imagine,” said Luke Sheahan, contributing editor for the Family Security Foundation. “The idea that government should order its people to perform acts of charity is contrary to the idea of charity and it removes the responsibility for charity from the people to the government, destroying private initiative.”

    Lee Cary of the conservative American Thinker warns that Obama’s agenda is to, “tap into the already active volunteerism of millions of Americans and recruit them to become cogs in a gigantic government machine grinding out his social re-engineering agenda.”

    The passage of such shocking legislation with barely a whimper from political activist groups goes to show how well the corporate media has performed in camouflaging the legislation with flowery characterizations of helpful volunteerism, when in reality the bill creates the pretext for mandatory national service and the creation of a multi-million man domestic civil defense unit who will be tasked with spying on their fellow Americans under the justification of protecting the country from terrorism.

    Here's the whole article. Let's TRY to start keeping things in context. This "army" has nothing to do with the so-called "National Security Force".

    This is the kind of thing I have been talking about. Can we start posting the WHOLE article to get the FULL context and start putting the articles where they belong?

    I think we're trying to make this "sound worse" than it is... no?

    Obama volunteers hunt budget support in Birmingham, Alabama grassroots campaign

    Volunteers fanned out across the Birmingham area and Alabama Saturday to pump up enthusiasm for President Barack Obama's budget proposal in much the same way they did to win over voters during the presidential campaign.


    About 30 volunteers in Birmingham canvassed shopping areas and other high-traffic locations to talk about the need for health care reform, an education overhaul and environmentally friendly energy development.


    "If we don't change these three things in the next 10 to 15 years, America is over as we know it," Chris DeHaven, told the group of volunteers before they went their separate ways.


    Obama's plan faces criticism from Republicans and others who say it's too expensive. The nonpartisan Congressional Budget Office released a report Friday saying Obama's agenda would cause huge budget deficits, forcing the country to borrow $9.3 trillion in the next decade.


    Those who gathered at Kelly Ingram Park in downtown Birmingham were urged to enlist others who share Obama's vision and to stay away from trying to convert naysayers.


    "We're looking for supporters," said DeHaven of Hoover, one of the event's organizers. "We're not looking for a fight. That will come later, when we have an army."


    The volunteers are part of Organizing for America, the same grassroots, national network credited in large part with Obama's quick rise from obscurity to president.


    Birmingham and 11 other sites statewide were part of a national push this weekend by Organizing for America to trumpet Obama's spending proposal.


    Across the metro area, volunteers gave their opinions about why Obama's plan is good for the country's future. Then they asked those willing to sign a pledge of support for the budget. Supporters' e-mail addresses and other contact information were collected, to keep people engaged and to recruit more volunteers.


    Leanne Townsend of Hoover also helped organize Saturday's event. She has been a member of the Obama grassroots network since March 2007.


    "Our group in Birmingham has been very involved," Townsend said. "We're still very energetic. We all worked so hard during the campaign. We can't just stop."

    Supporters of an Americorps expansion plan pending in Congress laud its efforts to "leverage" federal dollars to boost state, local and other resources to "address national and local challenges," while critics say its fine print secretly would create an "Obama-styled army of community organizers modeled after Saul Alinsky's 'Peoples Organizations.'" So which is it?

    In an era in which Congress can approve thousands of pages of legislation spending hundreds of billions of dollars without reading the proposal, there seems to be no definitive answer on what some of the vague language of H.R. 1388 means.

    But there is enough in the "GIVE Act," now awaiting a conference committee in Congress after being approved by both the U.S. House and Senate, to cause critics to shiver.

    For example, it certainly imposes a requirement for public service on some people, even though its original much-feared study on mandatory service for all was moved to another bill during congressional debate.

    "The Audacity of Deceit" exposes exactly who Barack Obama is. He isn't pedaling "change you can believe in" – he's planning to uproot American culture and replace it with the failed, secular, socialist policies of the past.

    The latest version includes a "National Service Reserve Corps" whose members have completed a "term of national service," "has successfully completed training" and "complete not less than 10 hours of volunteering each year."

    It also raises First Amendment issues over its limitations on what various corps participants are allowed to do.

    For example, it states those in an "approved national service position" may not try to influence legislation, engage in protests or petitions, take positions on union organizing, engage in partisan political activities, or, among other issues, be "engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, constructing or operating facilities devoted to religious instruction or worship, maintaining facilities primarily or inherently devoted to religious instruction or worship, or engaging in any form of proselytization."


    But probably the biggest red flag for many is how the proposal fits into the overall picture painted by President Obama when he described to a Colorado Springs audience a "National Civilian Security Force" that he wants as big and well-funded as the U.S. military – a staggering suggestion that would involve hundreds of billions of dollars a year.

    WND reported when the bill began its quick trip through Congress, and its original language called for a study of how best to implement a mandatory national service program for citizens of the United States.

    Later the language was dropped from that bill, only to appear at the same time in another legislative proposal.
    Judi McLeod wrote for Canada Free Press that the bill simply would turn everyone into a community organizer.
    "Everybody means the roughly seven million people called to public duty in the $6 billion National Service effort," she said. "But members pressed into the service of the one million-strong Youth Brigade, sanctioned by 'Generations Invigorating Volunteerism and Education (GIVE),' will have none of the freedoms of the community organizer who started it all.

    "There's no room for God in Obama's long promised Youth Brigade, no room to protest, petition, to boycott or to support a strike, and loopholes to give its mandatory membership a pass," she wrote. "Obama's plan requires anyone receiving school loans, among others to serve at least three months as part of the brigade."

    She also describes one section with a program to introduce "service learning" as "a mandatory part of the curriculum in all of the secondary schools served by the local educational agency."

    The plan suggests raising the participation in such programs from 75,000 now to 250,000.

    Gary Wood at Examiner.com said it's part of Obama's plan to set up national service. He noted the explanation offered by White House Chief of Staff Rahm Emanuel: "It's time for a real Patriot Act that brings out the patriot in all of us. We propose universal civilian service for every young American. Under this plan, all Americans between the ages of 18 and 25 will be asked to serve their country by going through three months of basic training, civil defense preparation and community service."

    Gary Lester, writing at All American Blogger, put into words the worst fears of opponents.

    "Hitler knew that if you control the youth, you control the future. I wrote about him in 'The Threats to Homeschooling: From Hitler to the NEA.' As I noted in that article, Hitler said: 'The Youth of today is ever the people of tomorrow. For this reason we have set before ourselves the task of innoculating our youth with the spirit of this community of the people at a very early age, at an age when human beings are still unperverted and therefore unspoiled,'" he wrote.

    He cited the Hitler Youth's launch in the 1920s. In 1933, the participants totaled 100,000, and in 1939 the membership was compulsory for those over 17. Two years later, the membership was compulsory for those over 10, and it included 90 percent of the nation's youth.

    He also cited concerns it would steer volunteers away from churches, politicize charity and focus on the "education" of participants.

    "The legislation will, in many circumstances, force our children to participate in charitable activity as part of school – and that activity may well be chosen by or approved by a bureaucrat," he suggested.

    At Washington Watch one forum participant warned, "Our republic is under attack as never before."

    Said another, "This is social engineering at the very least, and could be the first step towards the reinstitution of slavery! Take heed, the New World Order (aka 'Change') draws nigh!"

    WND reported when Obama delivered his Colorado Springs mandate and a copy of the speech provided online apparently was edited to exclude Obama's specific references to the new force.

    As the presidential campaign advanced last year, another video appeared that for many crystallized their concerns over such a "corps." It shows a squad of young men marching and shouting praises to Obama. The video is embedded here:

    Congress also is considering a "public service academy, a four-year institution that offers a federally funded undergraduate education with a focus on training future public sector leaders."

    Joseph Farah, founder and editor of WND, used his daily column first to raise the issue of a "national civilian force" and then to elevate it with a call to all reporters to start asking questions.

    "If we're going to create some kind of national police force as big, powerful and well-funded as our combined U.S. military forces, isn't this rather a big deal?" Farah wrote. "I thought Democrats generally believed the U.S. spent too much on the military. How is it possible their candidate is seeking to create some kind of massive but secret national police force that will be even bigger than the Army, Navy, Marines and Air Force put together?

    "Is Obama serious about creating some kind of domestic security force bigger and more expensive than that? If not, why did he say it? What did he mean?" Farah wrote.

    This looks to be evolving into more than just a National policy...can't wait for an exchange program.

    PM plans to compel community work


    Mr Brown first proposed the idea of a National Youth Service last year


    Prime Minister Gordon Brown has pledged to ensure every young person has done 50 hours of voluntary work by the time they are 19 years old.


    Mr Brown said a promise to bring in compulsory community service would be a part of his next election manifesto.

    Under the scheme, the work may include helping charities and is likely to become part of the school curriculum.

    The scheme would be woven into plans to make everyone stay in education or training until the age of 18 by 2011.

    Mr Brown told the News of the World newspaper: "It is my ambition to create a Britain in which there is a clear expectation that all young people will undertake some service to their community, and where community service will become a normal part of growing up in Britain.

    'Clear accreditation'
    "And, by doing so, the contributions of each of us will build a better society for all of us."

    The prime minister added: "That would mean young people being expected to contribute at least 50 hours of community service by the time they have reached the age of 19.

    "This will build on the platform provided by citizenship classes as they develop in our schools. But because the greater part of what I envisage as community service takes place outside the school day, it will require the close involvement of local community organisations and charities."

    Mr Brown said the work would also be linked to a "clear system of accreditation" so that young people would be able mark their achievements gained through volunteering.

    He added: "By building from compulsory citizenship studies in the 14-16 curriculum, we can create an expectation of national youth community service."

    Gordon Brown first proposed the idea of a National Youth Service to channel teenagers into voluntary work last year.

    It is due to be formally launched in September, and would become compulsory if Labour were re-elected.

    NEW YORK (CNNMoney.com) -- College tuition increases about 5% to 8% a year. And most students are now just beginning to get their financial aid packages.

    If you're astonished by just how much money you'll be spending, here are some ways you can ease that student loan burden.

    1. Let Uncle Sam forgive your student loan debt
    Yes, the price tag for college can be daunting. A private-four-year college costs more than $25,000 a year. But there are some programs from Uncle Sam that can help you manage that burden through loan forgiveness.
    To qualify, you must perform volunteer work, military service or teach or practice medicine in certain types of communities.

    Volunteering Loan Forgiveness Programs:

    • Americorps: Serve for 12 months and receive up to $7,400 in stipends plus $4,725 toward your loan -- that amount is likely to increase.
    • Peace Corps: Cancel 15% of your Federal Perkins Loan per year.
    • Volunteers in Service to America: Provide 1,700 hours of service and receive $4,725.

    2. Loan forgiveness for teachers
    If you become a teacher in an elementary or high school with students from low-income families, you can have a portion of your Perkins Loan forgiven. Each year you teach you can get a portion forgiven, up to five years.

    Contact a school district's administration to see which schools are eligible.
    Math and science teachers who work in high-need schools can also get up to $17,500 forgiven from their Stafford loan.

    The American Federation of Teachers maintains a list of other loan forgiveness programs for teachers. Go to afc.org.

    3. Cut medical or law school bills
    Many law schools forgive the loans of students who serve in public-interest or non-profit positions. Go to the American Bar Association for a summary of loan repayment assistance programs.

    Here's a sampling of some student loan forgiveness programs in health care:

    • National Health Service Corps
    • Nursing Education Loan Repayment Program

    These programs offer loan forgiveness to physicians and registered nurses who agree to practice for a set number of years in areas that lack adequate medical care -- and that includes remote areas or economically depressed regions.

    The American Association of Medical Colleges maintains a database of state and other loan repayment programs for medical school students. Go to aamc.org for more info.
