    National service bill to get Obama's signature

    WASHINGTON – The AmeriCorps program started by President Bill Clinton will triple in size over the next eight years, and tens of thousands of other Americans will soon see new opportunities to give back to their communities.

    It's all part of a $5.7 billion national service bill President Barack Obama is scheduled to sign Tuesday to foster and fulfill people's desire to make a difference, such as by mentoring children, cleaning up parks or building and weatherizing homes for the poor.

    Bolstering voluntary public service programs has been a priority of Obama, who credits his work as a community organizer in his early 20s for giving him direction in life.

    The White House said Monday that the president "will call on people across the country to serve their communities and work together to tackle the nation's tough challenges."

    Obama is set to visit the SEED School of Washington, a public boarding school that serves inner-city students facing problems in both the classroom and at home, for the signing ceremony.

    Congress passed the bill last month with largely bipartisan support and Obama is seeking $1.1 billion to fund it next year. Some Republicans complain it is too costly and is an unnecessary intrusion by government into something Americans already do eagerly and in great numbers — helping their neighbors and communities.

    The legislation provides for gradually increasing the size of AmeriCorps to 250,000 enrollees from its current 75,000. It outlines five broad categories where people can direct their service: helping the poor, improving education, encouraging energy efficiency, strengthening access to health care and assisting veterans.

    The bill also ties volunteer work to money for college.

    People 55 and older could also earn $1,000 education awards by getting involved in public service. Those awards can be transferred to a child, grandchild or even someone they mentored.

    Students from sixth grade through senior year of high school could earn a $500 education award for helping in their neighborhoods during a new summer program.

    The bill is named for Sen. Edward M. Kennedy, D-Mass., who, with Sen. Orrin Hatch, R-Utah, has been its champion. Kennedy, who is being treated for brain cancer, is expected to attend the signing.

    IMPERIAL, Calif. — Ten minutes into arrant mayhem in this town near the Mexican border, and the gunman, a disgruntled Iraq war veteran, has already taken out two people, one slumped in his desk, the other covered in blood on the floor.

    The responding officers — eight teenage boys and girls, the youngest 14 — face tripwire, a thin cloud of poisonous gas and loud shots — BAM! BAM! — fired from behind a flimsy wall. They move quickly, pellet guns drawn and masks affixed.

    “United States Border Patrol! Put your hands up!” screams one in a voice cracking with adolescent determination as the suspect is subdued.

    It is all quite a step up from the square knot.

    The Explorers program, a coeducational affiliate of the Boy Scouts of America that began 60 years ago, is training thousands of young people in skills used to confront terrorism, illegal immigration and escalating border violence — an intense ratcheting up of one of the group’s longtime missions to prepare youths for more traditional jobs as police officers and firefighters.

    “This is about being a true-blooded American guy and girl,” said A. J. Lowenthal, a sheriff’s deputy here in Imperial County, whose life clock, he says, is set around the Explorers events he helps run. “It fits right in with the honor and bravery of the Boy Scouts.”

    The training, which leaders say is not intended to be applied outside the simulated Explorer setting, can involve chasing down illegal border crossers as well as more dangerous situations that include facing down terrorists and taking out “active shooters,” like those who bring gunfire and death to college campuses. In a simulation here of a raid on a marijuana field, several Explorers were instructed on how to quiet an obstreperous lookout.

    “Put him on his face and put a knee in his back,” a Border Patrol agent explained. “I guarantee that he’ll shut up.


    One participant, Felix Arce, 16, said he liked “the discipline of the program,” which was something he said his life was lacking. “I want to be a lawyer, and this teaches you about how crimes are committed,” he said.

    Cathy Noriego, also 16, said she was attracted by the guns. The group uses compressed-air guns — known as airsoft guns, which fire tiny plastic pellets — in the training exercises, and sometimes they shoot real guns on a closed range.

    “I like shooting them,” Cathy said. “I like the sound they make. It gets me excited.”


    If there are critics of the content or purpose of the law enforcement training, they have not made themselves known to the Explorers’ national organization in Irving, Tex., or to the volunteers here on the ground, national officials and local leaders said. That said, the Explorers have faced problems over the years. There have been numerous cases over the last three decades in which police officers supervising Explorers have been charged, in civil and criminal cases, with sexually abusing them.

    Several years ago, two University of Nebraska criminal justice professors published a study that found at least a dozen cases of sexual abuse involving police officers over the last decade. Adult Explorer leaders are now required to take an online training program on sexual misconduct.

    Many law enforcement officials, particularly those who work for the rapidly growing Border Patrol, part of the Homeland Security Department, have helped shape the program’s focus and see it as preparing the Explorers as potential employees. The Explorer posts are attached to various agencies, including the Federal Bureau of Investigation and local police and fire departments, that sponsor them much the way churches sponsor Boy Scout troops.

    “Our end goal is to create more agents,” said April McKee, a senior Border Patrol agent and mentor at the session here.

    Membership in the Explorers has been overseen since 1998 by an affiliate of the Boy Scouts called Learning for Life, which offers 12 career-related programs, including those focused on aviation, medicine and the sciences.

    But the more than 2,000 law enforcement posts across the country are the Explorers’ most popular, accounting for 35,000 of the group’s 145,000 members, said John Anthony, national director of Learning for Life. Since the attacks of Sept. 11, 2001, and the wars in Iraq and Afghanistan, many posts have taken on an emphasis of fighting terrorism and other less conventional threats.

    “Before it was more about the basics,” said Johnny Longoria, a Border Patrol agent here. “But now our emphasis is on terrorism, illegal entry, drugs and human smuggling.”

    The law enforcement posts are restricted to those ages 14 to 21 who have a C average, but there seems to be some wiggle room. “I will take them at 13 and a half,” Deputy Lowenthal said. “I would rather take a kid than possibly lose a kid.”

    The law enforcement programs are highly decentralized, and each post is run in a way that reflects the culture of its sponsoring agency and region. Most have weekly meetings in which the children work on their law-enforcement techniques in preparing for competitions. Weekends are often spent on service projects.

    Just as there are soccer moms, there are Explorers dads, who attend the competitions, man the hamburger grill and donate their land for the simulated marijuana field raids. In their training, the would-be law-enforcement officers do not mess around, as revealed at a recent competition on the state fairgrounds here, where a Ferris wheel sat next to the police cars set up for a felony investigation.

    Their hearts pounding, Explorers moved down alleys where there were hidden paper targets of people pointing guns, and made split-second decisions about when to shoot. In rescuing hostages from a bus taken over by terrorists, a baby-faced young girl screamed, “Separate your feet!” as she moved to handcuff her suspect.

    In a competition in Arizona that he did not oversee, Deputy Lowenthal said, one role-player wore traditional Arab dress. “If we’re looking at 9/11 and what a Middle Eastern terrorist would be like,” he said, “then maybe your role-player would look like that. I don’t know, would you call that politically incorrect?”

    Authenticity seems to be the goal. Imperial County, in Southern California, is the poorest in the state, and the local economy revolves largely around the criminal justice system. In addition to the sheriff and local police departments, there are two state prisons and a large Border Patrol and immigration enforcement presence.

    “My uncle was a sheriff’s deputy,” said Alexandra Sanchez, 17, who joined the Explorers when she was 13. Alexandra’s police uniform was baggy on her lithe frame, her airsoft gun slung carefully to the side. She wants to be a coroner.

    “I like the idea of having law enforcement work with medicine,” she said. “This is a great program for me.”

    And then she was off to another bus hijacking.

    EXCLUSIVE: Career lawyers overruled on voting case

    Justice Department political appointees overruled career lawyers and ended a civil complaint accusing three members of the New Black Panther Party for Self-Defense of wielding a nightstick and intimidating voters at a Philadelphia polling place last Election Day, according to documents and interviews.

    The incident - which gained national attention when it was captured on videotape and distributed on YouTube - had prompted the government to sue the men, saying they violated the 1965 Voting Rights Act by scaring would-be voters with the weapon, racial slurs and military-style uniforms.

    Career lawyers pursued the case for months, including obtaining an affidavit from a prominent 1960s civil rights activist who witnessed the confrontation and described it as "the most blatant form of voter intimidation" that he had seen, even during the voting rights crisis in Mississippi a half-century ago.





    The lawyers also had ascertained that one of the three men had gained access to the polling place by securing a credential as a Democratic poll watcher, according to interviews and documents reviewed by The Washington Times.

    The career Justice lawyers were on the verge of securing sanctions against the men earlier this month when their superiors ordered them to reverse course, according to interviews and documents. The court had already entered a default judgment against the men on April 20.

    A Justice Department spokesman on Thursday confirmed that the agency had dropped the case, dismissing two of the men from the lawsuit with no penalty and winning an order against the third man that simply prohibits him from bringing a weapon to a polling place in future elections.

    The department was "successful in obtaining an injunction that prohibits the defendant who brandished a weapon outside a Philadelphia polling place from doing so again," spokesman Alejandro Miyar said. "Claims were dismissed against the other defendants based on a careful assessment of the facts and the law."

    Mr. Miyar declined to elaborate about any internal dispute between career and political officials, saying only that the department is "committed to the vigorous prosecution of those who intimidate, threaten or coerce anyone exercising his or her sacred right to vote."

    Court records reviewed by The Times show that career Justice lawyers were seeking a default judgment and penalties against the three men as recently as May 5, before abruptly ending their pursuit 10 days later.

    People directly familiar with the case, who spoke only on the condition of anonymity because of fear of retribution, said career lawyers in two separate Justice offices had recommended proceeding to default judgment before political superiors overruled them.

    Tensions between career lawyers and political appointees inside the Justice Department have been a sensitive matter since allegations surfaced during the Bush administration that higher-ups had ignored or reversed staff lawyers and that some U.S. attorneys had been removed or selected for political reasons.

    During his January confirmation hearings, Attorney General Eric H. Holder Jr. said that during his lengthy Justice Department tenure, the career lawyers were "my teachers, my colleagues and my friends" and described them as the "backbone" of the department.

    "If I am confirmed as attorney general, I will listen to them, respect them and make them proud of the vital goals we will pursue together," he said.

    Justice officials declined to say whether Mr. Holder or other senior Justice officials became involved in the case, saying they don't discuss internal deliberations.

    The civil suit filed Jan. 7 identified the three men as members of the Panthers and said they wore military-style uniforms, black berets, combat boots, battle-dress pants, black jackets with military-style insignias and were armed with "a dangerous weapon"and used racial slurs and insults to scare would-be voters and those there to assist them at the Philadelphia polling location on Nov. 4.

    The complaint said the three men engaged in "coercion, threats and intimidation, ... racial threats and insults, ... menacing and intimidating gestures, ... and movements directed at individuals who were present to vote." It said that unless prohibited by court sanctions, they would "continued to violate ... the Voting Rights Act by continuing to direct intimidation, threats and coercion at voters and potential voters, by again deploying uniformed and armed members at the entrance to polling locations in future elections, both in Philadelphia and throughout the country."

    To support its evidence, the government had secured an affidavit from Bartle Bull, a longtime civil rights activist and former aide to Sen. Robert F. Kennedy's 1968 presidential campaign. Mr. Bull said in a sworn statement dated April 7 that he was serving in November as a credentialed poll watcher in Philadelphia when he saw the three uniformed Panthers confront and intimidate voters with a nightstick.

    Inexplicably, the government did not enter the affidavit in the court case, according to the files.

    "In my opinion, the men created an intimidating presence at the entrance to a poll," he declared. "In all my experience in politics, in civil rights litigation and in my efforts in the 1960s to secure the right to vote in Mississippi ... I have never encountered or heard of another instance in the United States where armed and uniformed men blocked the entrance to a polling location."

    Mr. Bull said the "clear purpose" of what the Panthers were doing was to "intimidate voters with whom they did not agree." He also said he overheard one of the men tell a white poll watcher: "You are about to be ruled by the black man, cracker."

    He called their conduct an "outrageous affront to American democracy and the rights of voters to participate in an election without fear." He said it was a "racially motivated effort to limit both poll watchers aiding voters, as well as voters with whom the men did not agree."

    The three men named in the complaint - New Black Panther Chairman Malik Zulu Shabazz, Minister King Samir Shabazzand Jerry Jackson - refused to appear in court to answer the accusations over a near-five month period, court records said.

    Justice Department Voting Rights Section Attorney J. Christian Adams complained in one court filing about the defendants' failure to appear or to file any pleadings in the case, arguing that Mr. Jackson was "not an infant, nor is he an incompetent person as he appears capable of managing his own affairs, nor is he in the military service of the United States."

    Court records show that as late as May 5, the Justice Department was still considering an order by U.S. District Judge Stewart Dalzell in Philadelphia to seek judgments, or sanctions, against the three Panthers because of their failure to appear.

    But 10 days later, the department reversed itself and filed a notice of voluntary dismissal from the complaint for Malik Zulu Shabazz and Mr. Jackson.

    That same day, the department asked for the default judgment against King Samir Shabazz, but limited the penalty to an order that he not display a "weapon within 100 feet of any open polling location on any election day in the city of Philadelphia" until Nov. 15, 2012.

    Malik Zulu Shabazz is a Washington, D.C., resident.

    Mr. Jackson was an elected member of Philadelphia's 14th Ward Democratic Committee, and was credentialed to be at the polling place last Nov. 4 as an official Democratic Party polling observer, according to the Philadelphia City Commissioner's Office.

    Efforts to reach the Panthers were unsuccessful. A telephone number listed on the New Black Panthers Web site had been disconnected.

    The complaint said that the three men were deployed at the entrance to a Philadelphia polling location wearing the uniform of the New Black Panther Party and that King Samir Shabazz repeatedly brandished a police-style nightstick with a contoured grip and wrist lanyard.

    According to the complaint, Malik Zulu Shabazz, a Howard University Law School graduate, said the placement of King Samir Shabazz and Mr. Jackson in Philadelphia was part of a nationwide effort to deploy New Black Panther Party members at polling locations on Election Day.

    The New Black Panther Party reportedly has 27 chapters operating across the United States, Britain, the Caribbean and Africa. Its Web page said it has become "a great witness to the validity of the works of the original Black Panther Party," which was founded in 1966 in Oakland, Calif.

    Former Inspector General Gerald Walpin filed two reports exposing gross misappropriation of federal AmeriCorps funds by a prominent Barack Obama supporter and was shortly thereafter fired by the White House, circumstances he told WND are likely linked and others have called an outright illegal action by the administration.

    "I think you have to look at the facts and the circumstances and reach your conclusions," Walpin said in a WND interview. "I will tell you that [my firing] came only after we had issued those two reports to Congress, and I don't think that's a coincidence."

    Further, Walpin said, "I am convinced that I and my office are not guilty of any impropriety. In essence, I was fired for doing my job."

    Independent, federal inspectors general are supposed to be granted special protection from political interference – thanks in part to a law co-sponsored by the then-Senator Barack Obama – to ensure that they are free to investigate waste and fraud uninfluenced by political cronyism.

    But after Walpin dared to push for action against the St. HOPE Academy program – run by Obama supporter and former NBA star Kevin Johnson – which had misappropriated hundreds of thousands of dollars in federal AmeriCorps funds, he nonetheless found himself fired by the White House under circumstances that have led some to wonder if Obama has violated his own co-sponsored law in retaliation.

    "There are two big questions about the president's actions," writes Byron York, chief political correspondent for the Washington Examiner. "One, why did he decide to fire Walpin? And two, did he abide by the law that he himself co-sponsored?"

    Radio talk host Rush Limbaugh fired off an answer to York's questions on his program yesterday:

    "Firing an inspector general is a big deal. If you'll remember, Alberto Gonzales as attorney general fired a couple of U.S. attorneys. He took hell for it. This is bigger.

    Inspectors general are supposed to be completely above politics," Limbaugh commented. "This is big. This is political cronyism, power and so forth. … I'm telling you, firing an I.G., because they're not political, it is a much bigger deal than replacing United States attorneys."

    Furthermore, Limbaugh stated, the unusual circumstances surrounding the night before Walpin's dismissal constitutes a clear violation of the very law Obama helped to pass as a senator.

    "The Obama administration did it overnight," Limbaugh stated. "[It] broke the law firing the AmeriCorps I.G."

    According to the Inspector General Reform Act of 2008, co-sponsored by Obama, inspectors general do not serve at the president's pleasure and therefore cannot be fired without 30 days notice and written cause for the decision sent to Congress.

    The firing of Walpin, however, took on a very different form.
    Walpin confirmed to WND that on Wednesday evening earlier this week, he received a sudden and unexpected ultimatum from White House counsel Norman L. Eisen: Resign with the hour or suffer being fired.

    Walpin refused to resign, replying in an email, "It would do a disservice to the independent scheme that Congress has mandated – and could potentially raise questions about my own integrity – if I were to render what would seem to many a very hasty response to your request."

    The next day the administration nonetheless fired Walpin and sent a letter to Congress citing as its only reason for the dismissal, "It is vital that I have the fullest confidence in the appointees serving as inspectors general. That is no longer the case with regard to this inspector general."

    Sen. Chuck Grassley, R-Iowa, who also co-sponsored the Inspector General Reform Act, immediately protested the White House's action.

    "I was troubled to learn that last night your staff reportedly issued an ultimatum to the AmeriCorps Inspector General Gerald Walpin that he had one hour to resign or be terminated," Grassley stated in a letter to the president.

    "Inspectors General were designed to have a dual role reporting to both the President and Congress so that they would be free from undue political pressure. This independence is the hallmark of all inspectors general and is essential so they may operate independently, without political pressure or interference from agencies attempting to keep their failings from public scrutiny."

    Grassley's letter reminded Obama of the statute requiring the president to submit 30-days notice to Congress of an inspector general's dismissal and stated, "No such notice was provided to Congress in this instance."

    "We cannot afford to have inspector general independence threatened," Grassley concluded. "In light of the massive increases in federal spending of late, it is more critical than ever that we have an inspector general community that is vigorous, independent and active in rooting out waste, fraud and abuse. I urge you to review the Inspector General Reform Act you co-sponsored and to follow the letter of the law should you have cause to remove any inspector general."

    The White House then issued clarified two issues, explaining that Walpin was not immediately fired, but suspended for 30 days of paid leave as a countdown to his official release, and that his dismissal, indeed, was related to the Johnson investigation.

    In a written response to Sen. Grassley, White House counsel Gregory Craig cited an ethics complaint filed against Walpin by the acting U.S. attorney in Sacramento, Lawrence Brown.

    Brown had had declined to file criminal charges against Johnson, who was elected in November as mayor of Sacramento, or the St. HOPE Academy, but did reach a settlement requiring the organization to pay back over $400,000 of $850,000 in grants it was given through the AmeriCorps program.

    Both Grassley's letter and Walpin, however, pointed out that the inspector general has not been found guilty of any misconduct, and the charges are disputed.

    "I have been performing – and my office has been performing – its work with the highest integrity, in the spirit of an independent office, calling the shots as it sees them," Walpin told WND. "The integrity committee will decide the merits of the complaint, but what troubles me is that the White House is apparently relying on the complaint. At this point, it is before an adjudicatory body, and if the White House felt it couldn't wait for that decision, it should have at least waited for me to come in and provide my factual response, so it could consider it. It did not."

    And while Walpin has been guarded in responses to the media, refraining from commenting on his future plans or even accusing the president of firing him for political reasons, he did share with WND that he believes Obama has compromised the independent integrity of the office of inspector general.

    "I am sorry for what I believe to be clear interference with the institution of the inspector general," Walpin said. "And I am sorry for the people in my office, who I respect. I took the position because I believed when the president called upon me, it was a great opportunity to give something back to this country. I have done what I believe is right, and I will go on."

    In an interview on Saturday with local right-wing talk radio host Sue Jeffers, Rep. Michele Bachmann (R-MN) warned that the Democrats could soon be requiring America's youth to attend "re-education camps," where they will imbibe the philosophy of the government.

    The target of Bachmann's ire is a recently-passed national service bill, expanding Americorps. Although Bachmann said that the language in the present legislation makes service voluntary, she warned that a "Democrat colleague" was proposing to make it mandatory. The discussion happens at the 5:30 mark here:
    I believe when it's all said and done, this service that -- I believe that there's a very strong chance that we will see that young people will be put into mandatory service. And the real concern is that there are provisions for what I would call re-education camps for young people, where young people have to go and get trained in a philosophy that the government puts forward and then they have to go and work in some of these politically correct forums. It's very concerning. It appears that there's a philosophical agenda behind all of this, and especially if young people are mandated to go into this. As a parent, I would have a very, very difficult time seeing my children do this. Again, a huge power-grab, at a cost of billions of dollars.
    Another fun part: Jeffers quite vocally encouraged Bachmann to run for the Senate in 2012 against Democratic incumbent Amy Klobuchar, though Bachmann didn't respond one way or the other during the course of the interview.

    Just this week I was talking to a high level contact who had just talked with a member of the
    Homeland Security Dept. They revealed to him that Obama is planning to nationalize every security force that currently guards any military structure and all 800,000 Government buildings. Currently these buildings and facilities have been guarded by private security companies…..not when Obama is through.

    This will immediately put thousands of security companies and hundreds of thousands of workers
    out of business.

    private security companies will be gone but even more chilling, Obama will have a national police force, peppered through out the country, in every city where there are any Government buildings or military sites of any kind. The question every American, liberal, conservative, black or white should be asking is WHY does Obama plan to have a national police and security force? Why is he continuing to break into the private banking sector, business sector and now security sector?

    Is Dr. Alan Keys right? He has said on and off my radio show that Obama will declare martial law after a created crises, thus ending the next cycle of elections and staying in control?

    My source also with a top military service background said that Obama is marching forward to create a Totalitarianism regime. He predicted that first, Obama will establish a national police/security
    force then he will take our guns. My comment at this stage is……Obama may TRY TO TAKE OUR GUNS!!!

    Lets see……a national security force and now BOOK DELETIONS?

    Also my same source shared with me the order that came from an Obama official last week to Amazon to delete 4 books, all on totalitarianism. You may remember Orwell’s 1984 and Animal Farm. They and two other related books were all deleted, so that even if people had already bought them they would have their books disappear. Isn’t that a form of stealing folks?

    It is as if you went out and bought a
    room full of furniture and a thug broke in and ripped your couch and love seat to shreds. Why did Obama want books talking about Totalitarianism threats deleted? Could it be he wants people to know less of what he is up to? You decide. Not surprisingly, Amazon said deleting the books was a mistake though shockingly they aren’t about to say who gave the order from Obama’s administration.

    He has already started demonizing conservative patriots in the U.S. Last April we saw Homeland Security release a report that warned of many dangerous and monstrous Americans to watch carefully. Anyone that is a returning Vet, pro life, pro 2nd amendment, pro sovereignty, fearful of communistic regimes, and pro Government accountability are already in the suspected cross hairs of being a domestic terrorist. I must be the anti Christ with these new rules! Remember, when changing a culture into a totalitarian regime you must create enemies of those who would defend and fight for freedom.

    Is it clear yet why Obama and his administration came out so quickly behind Manuel Zelaya who was ousted by the Honduran Supreme Court and congress? Zelaya was tied directly to massive voter fraud, trying to keep in power as Ortega did, trying to violate their very constitution, law and many other suspected violations. Another one of my regular guests with extensive Honduran roots, property and business there said there is legitimate evidence also linking Zelaya with massive drug traffic coming in through his ranch from Venezuela. The Hondurans did only what was proper and necessary for their countries laws and freedom. How is it that Obama so quickly sided with the totalitarian, Chavez clone?

    Could it be that Zelaya reflects Obama’s real world view….communist?

    My question to anyone in the military, police or security force that is taken over by Obama, will you turn on the American people? Will you blindly obey as forces did when Hitler took over? Will you allow yourselves to be the tools to take our guns? Or, will you be REAL patriots, defending our constitution,
    bill of rights, freedoms and what is right? I will close with my earlier thought…..WHEN OBAMA TRIES TO TAKE OUR GUNS.

    FEMA Announces Creation Of Children's Working Group

    WASHINGTON, D.C. -- While testifying before the Senate Ad Hoc Subcommittee on Disaster Recovery today, the Department of Homeland Security's Federal Emergency Management Agency (FEMA) Administrator Craig Fugate announced the creation of a "Children's Working Group."

    The working group will allow FEMA and its partners to explore and implement planning and response strategies specific to children throughout the agency and ensure that during a disaster the unique needs of children are not only considered, but fully integrated into how FEMA administers this support to states and the public.

    "It is time for special needs populations, whether children or any other segment of our communities who have traditionally been underserved, to be more fully and consistently integrated into preparedness and planning efforts at every level of government," Administer Fugate said. "Children are a part of every community. We must understand and address their needs from the outset, recognizing that they are not simply small adults. That means not putting the considerations specific to children in a separate box, but incorporating them into our planning on the front end."

    The Children's Working Group will be composed of FEMA employees across multiple directorates and offices to ensure coordination and action, and will report directly to the Office of the Administrator. The working group will be chaired by Tracy Wareing, counselor to Secretary Napolitano for FEMA.

    Areas of focus of the Children's Working Group will include:

    *Child-specific guidance as to evacuation, sheltering, and relocation;
    *Tracking and reunification of families;
    *Coordinated case management supports;
    *Enhanced preparedness for child care centers and schools as well as for children in child welfare and juvenile justice systems;
    *Enhanced national planning, including incorporation of children into national planning scenarios and exercises;
    *Incorporation of children's needs into grant guidance;
    *Improved recovery coordination across the federal family and with state and local partners in support of children's education, health and housing;
    *Consideration as to how the federal family can help ensure child care centers are able rebuild and restore services more quickly following a disaster, and;
    *Increased public awareness efforts to educate families and protect children during disasters.

    FEMA's mission is to support our citizens and first responders to ensure that as a nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.

    The Obama Civilian Police Are Ignoring the Constitution

    No one in the government -- any government -- may impose a burden on the exercise of speech.

    The First Amendment prohibits Congress from abridging the freedom of speech. The reason the Amendment refers to speech as "the" freedom of speech is a recognition by the Framers that the right to speak freely precedes the existence of the U.S. as a country. The Framers recognized it as a natural right ("...endowed by their Creator with certain inalienable rights..."), which comes to all persons by virtue of our humanity. The right to speak freely does not come from the government, which the Big Government folks claim; it is an indelible aspect of our humanity. The Supreme Court has endorsed the concept of the natural, as opposed to governmental, origins of this right, and hence, even though the First Amendment only prohibits "Congress" from abridging the freedom of speech, the Court has ruled that no one in any government-from a school janitor to a state governor, from a board of education to a local cop, from the courts to the Congress to the President-may interfere with speech.

    Because speech can startle and offend, as well as enlighten and illuminate, the courts have held that it requires breathing room. Stated differently, no one in the government-any government-may impose a burden on the exercise of speech. That means that the government may not require a license, demand permission, or intimidate any speakers. It may not punish speech, no matter what the speech asks. When the Nixon administration created the "Cointelpro" and"Houston" plans in the 1970s, it used undercover FBI, CIA, and civilian-garbed military to photograph and record the faces and voices of anti-war protestors. Nixon claimed that he needed the records of this for national security purposes. He argued to David Frost, after he had resigned the Presidency, that in case of domestic upheaval, his government would know who to arrest.

    The Supreme Court rejected the idea that the First Amendment permits the government to make and keep a record of the faces and voices and ideas of its domestic political opponents. The Court called this "chilling" the right to speak freely; in other words, denying it the breathing room that free speech requires. The whole purpose of the First Amendment, the Court wrote, is to encourage-not discourage-open, broad, robust political debate, and any inhibition, real or threatened, that comes from the government is unconstitutional.

    In direct response to Cointelpro and Houston, Congress enacted the Privacy Act. Among many other protections, it specifically prohibits the President or anyone in his name from making or keeping records of any persons' use of speech. The constitutional rule is "All innocuous speech is absolutely protected. And all speech is innocuous when there is time for more speech to address the same matter."

    Regarding the matter of turning in those of us with "fishy" things that have been said as in e-mail or casual conversations to the White House, since nothing can be deleted there, a record remains there on anyone who gets "turned in". The claim may be that they are not keeping a list, but a list is kept regardless of how it is being done. This is a lie of omission, on the administration's part.
    I'm taking America back. Step 1: I'm taking my kids out of the public re-education system. They will no longer have liberal bias and lies like this from bullying teachers when I expect them to be taught reading, writing, and arithmetic:

    Obama's Civilian Foreign National Security Force?

    I posted a series of these articles today In the Throes of Progressive Tyranny Bill create Camps in U.S. For Emergencies it is the first information I have seen actually hit the news wire in a while regarding possible foreign exchange police.

    I put them there because it looked as if they were just going to run a prison that was earmarked for Guantanamo detainees.

    Then this story got deeper as some folks were getting feed back they were going to take over Law Enforcement in the town and also surrounding areas. The company was just formed in February 2009 coincidentally when DHS was busy re-defining new threat assessments like Domestic Extremism
    Lexicon.

    Montana is a strong 2nd Amendment State and we are living in stranger times.

    BILLINGS - American Police Force officials showed up in Mercedes SUV's that had "Hardin Police" stenciled on the vehicles. The twist, the city of Hardin doesn't have a police department.

    Two Rivers Authority officials say having APF patrol the streets was never part of their agenda. "I have no idea. I really don't because that's not been a part of any of the discussions we've had with any of them," said Two Rivers Authority's Al Peterson.

    As it stands now the Big Horn County Sheriff's Department is contracted to patrol the city and APF has no jurisdiction. If that was changed Peterson says it would have to go through the city council.

    As for the jail contract with APF, both sides are yet to agree to a deal as bondholders rejected it again on Thursday morning. "It's a complicated issue there are a lot of tax laws to work through we were hoping to get it by Tuesday night now we're hoping to get it by Friday night," said Peterson.

    Officials say the contract only deals with the detention facility and a police training center. There's no mention of a homeless shelter, animal shelter, or any services for the area.

    "That was never in the contract to begin with. I think it was on a wish list of what Captain Michael wanted to do here," said Peterson. American Police Force officials plan to stay in the area for the next month.

    Montana Town Occupied By Private Paramilitary Security Force



    Tuesday, September 29, 2009 A private security force whose biggest role is helping the U.S. government to combat terrorism is now patrolling the streets of a town in Montana, acting as law enforcement but accountable to nobody and operating completely outside the limitations of the U.S. constitution in a chilling throwback to the brownshirts of Nazi Germany.

    The American Police Force organization is a paramilitary unit that provides surveillance, investigative, and military services across the world, according to its website, which shows men dressed in military fatigues carrying machine guns.

    As part of our mission, APF plays a critical role in helping the U.S. government meet vital homeland security and national defense needs. Within the last 5 years the United States has been far and away our #1 client. Technologies, programs, and services performed by APF have played a very important role in U.S. military and civilian efforts to protect our homeland and combat terrorism, the website states.

    APF were originally contracted to provide security at a previously empty jail in Hardin, a small town in Montana, but are now patrolling the streets driving SUVs with Police Department printed on them despite the fact that Hardin doesnt have a police department. American Police Force has no jurisdiction in the area because it is a private organization, not a police force.

    According to Two Rivers Authority officials, having the private security force patrol the streets was not part of the contract. I have no idea. I really dont because thats not been a part of any of the discussions weve had with any of them, Two Rivers Authoritys Al Peterson told KULR 8 News. Peterson said that patrolling the streets was on the wishlist of APFs what Captain Michael.

    The American Police Force is a shady outfit shrouded in suspicion. According to an Associated Press report, questions over the legitimacy of the organization abound.

    Government contract databases show no record of the company. Security industry representatives and federal officials said they had never heard of it. On its Web site, the company lists as its headquarters a building in Washington near the White House that holds virtual offices. A spokeswoman for the building said American Police Force never completed its application to use the address, reports AP.

    Furthermore, APF was tasked with filling the empty Hardin jail with inmates, without any clear indication of where those prisoners would come from.

    Its unclear where the company will get the inmates for the jail. Montana says its not sending inmates to the jail, and neither are federal officials in the state, according to the report.

    Maybe the inmates will be the local population of Hardin if American Police Force is allowed to continue to pose as a law enforcement outfit in the town, which is exactly what they intend to do for at least another month.

    Having a private security force whose stated mission is to help the U.S. government combat terrorism patrol the streets of small towns in America without even having the authority to do so from local authorities is obviously a frightening pretext and harks back to the private paramilitary forces that helped Adolf Hitler rise to power in Nazi Germany.

    Many fear that if martial law is declared in response to a flu pandemic or other emergency, private security forces such as APF will be used by the government to oppress citizens by operating outside of the law.

    This is completely unconstitutional and a flagrant threat to the liberty and security of the population of Hardin The County Sheriff is effectively breaking the law if he doesnt immediately kick APF out of the area and end the occupation of the town by a private paramilitary army.
