Tens of thousands of Iraqis may come to U.S. in '09

WASHINGTON (Reuters) - The United States has surpassed its goal of admitting 12,000 Iraqi refugees this year and expects more, perhaps tens of thousands, next year, the State Department said on Friday.

The United States expects to admit a minimum of 17,000 Iraqi refugees in fiscal 2009, which begins October 1, the department's senior coordinator for refugees said. Thousands more Iraqis and their family members could arrive through a special visa program for people who worked for the United States or its contractors.

"I think you'll see the U.S. government admitting over the course of fiscal 2009 tens of thousands of Iraqis into the United States," coordinator James Foley told reporters.

Up to 3,000 could come from Baghdad, where the United States began interviews this year, he said.

So far this year, 12,118 Iraqi refugees have arrived and 1,000 more are booked to travel to the United States by the end of this month, when the U.S. fiscal year ends, he said.

That marks a huge leap from just 1,600 Iraqis admitted in the previous year. That number drew widespread criticism from refugee groups that said Washington should do more to help millions of Iraqis who have fled instability and violence since the U.S.-led invasion in March 2003.

The number is still lower than what some other countries have taken. Sweden, a country of 9 million people, has admitted over 40,000 Iraqis since 2003.
The U.N. High Commissioner for Refugees estimates 2 million Iraqis are living abroad, mostly in neighboring Jordan and Syria. Some 2.5 million are internally displaced.

One refugee advocacy group, Human Rights First, said it welcomed the news Washington had met its target for Iraqi arrivals in 2008 but that the "low" goal of resettling 17,000 refugees in fiscal 2009 should be raised to at least 30,000.

"The number of Iraqi refugees we have welcomed to our shores is still just a fraction of those in need," said Amelia Templeton of the New York-based group. She said the U.N. refugee agency estimated that 85,000 Iraqi refugees from the most vulnerable groups would need resettlement next year.
Foley called on the government of oil-rich Iraq to do more to help Iraqi refugees abroad as well as plan for returning Iraqis by addressing their needs for security, social services and property compensation.

So far, he said, Iraq had spent only about $25 million to help its refugees abroad, and provided about $200 million for an initiative to help returning refugees. The latter amount was "rather small," considering the number of Iraqi refugees and the improving security situation inside Iraq, Foley said.

"One cannot rule out in these situations the possibility that the refugees in large numbers themselves will decide it's time to go back, but will the Iraqi government be ready for that? That's what we have to prepare for I think," Foley said.

The United States spent over $318 million in humanitarian aid for Iraqi refugees this year, Foley said. Washington sought support from other donors, "particularly in the region, not to mention, the government of Iraq itself."

Foley said he was grateful that Syria, a country with which the United States has strained relations, had agreed to a new facility for refugee processing, which would enable Washington to handle larger numbers of refugees.

Update September 14th: Human Rights First says lets resettle 85,000.


Thanks to a faithful reader for sending me the link to the US State Department’s briefing yesterday that spawned this eye-popping story about how tens of thousands of Iraqis would be coming to the US in the next fiscal year which begins in just a few week (Oct.1).


You can read the transcript here and note there is a film of the press briefing.


I only had a few minutes to skim it, but the huge number of refugees they are discussing is because in addition to the 17,000 normal Iraqi refugees they plan to admit to the US, the Kennedy bill (which we have discussed on several occasions) allows up to 5000 special visas for Iraqis (living inside Iraq, normally refugees are those who have left the country) each year. Since we only took a few hundred of those this past year, apparently we can go back and fill last year’s quota and add it to the FY’09 allotment—thus bringing the number to the tens of thousands Foley says in this briefing.


Here is what I reported yesterday. May have more later. I did notice in my skimming through the briefing that no one asked how many refugees were rejected because of links to terrorism.


Oh, and not once in this politically correct briefing was the word Christian used. No one asked and no one volunteered any information about the truly persecuted Christians or for that matter any of the persecuted minorities.

Human Rights First Urges Obama Administration to Lead on Iraqi Refugees

NEW YORK - A leading human rights advocacy group is calling on President-elect Obama to fulfill his campaign's commitment to confront the Iraqi refugee crisis by strengthening oversight and effectiveness of refugee assistance, ensuring that the Iraqi government refrains from pressuring refugees to return home before they can do so in safety, and placing a coordinator for Iraqi refuges in the White House.

Human Rights First today released a comprehensive blueprint - How to Confront the Iraqi Refugee Crisis - which puts forward a strategy for the incoming Obama administration to address the Iraqi refugee crisis as part of its pledge to withdraw from Iraq. Since the U.S. invasion of Iraq, millions of Iraqis have fled their homes. Today an estimated 750,000 to 2 million Iraqi refugees live in unstable situations in urban centers in the Middle East.
"President-elect Obama has said that we must be as careful getting out of Iraq as we were careless getting in," says Elisa Massimino, Executive Director and CEO of Human Rights First. "There will be no responsible withdrawal unless the new administration helps secure a future for hundreds of thousands of Iraqi refugees - by improving their situation in Syria and Jordan, resettling the most vulnerable, and ensuring that refugee returns to Iraq are voluntary."

Chief among Human Rights First's recommendations is the proposal that the President-elect place an Iraqi refugee coordinator in the White House, responsible for ensuring that appropriate policy toward Iraqi refugees is integrated into U.S. strategic and operational plans in Iraq. The position was first proposed by Senator Edward Kennedy and Vice President-elect Joseph Biden.

The blueprint also urges the U.S. government to set "refugee benchmarks" for the Iraqi government and for U.S. assistance to shift from the government to NGOs if those benchmarks are not met. The benchmarks would require the Iraqi government to acknowledge that return of internally displaced people (IDPs) and refugees should be voluntary and to discuss more flexible visa policies for refugees with its neighbors. Human Rights First also proposes that the new administration take steps to improve the effectiveness of humanitarian aid to the region, and announce a two-year campaign to resettle 60,000 of the most vulnerable Iraqi refugees.
Additional recommendations include:

• Fulfill the campaign commitment over several years to provide $2 billion in aid for Iraqi refugees in neighboring countries and for displaced Iraqis inside Iraq, bilaterally or through UN appeals;
• Keep diplomatic channels with Syria open to ensure that necessary aid reaches Iraqi refugees, contingent on Syria�s continued willingness to work with international NGOs, to allow audits, and to improve transparency;
• Lead an international effort to encourage other countries to resettle 25,000 refugees within two years. Combined with a U.S. commitment to resettle 60,000, this would ensure resettlement for all 85,000 Iraqi refugees whom the UNHCR has identified as extremely vulnerable;
• Increase funding to assist refugees after they have arrived in the United States.

In the past year, the Iraqi government has started a media campaign promoting refugee return and has organized return flights for refugees. Amelia Templeton, refugee policy analyst for Human Rights First, discussed the implications of the campaign with refugee families in Syria on a recent trip to the region in October.

"Security has improved in Iraq today," says Templeton "but many refugees fear what might happen tomorrow. They're looking for some measure of political stability."

Templeton also noted that many refugees view the current return campaign as propaganda. "The government of Iraq should focus on providing humanitarian aid and accurate information to refugees and the internally displaced," says Templeton.

Human Rights First reports that many refugee families in Syria and Jordan are coping with impoverishment, family separation, untreated trauma, lack of opportunity, discrimination, and domestic violence.

"If the new administration does not make it a priority to address these problems, the refugee crisis will exacerbate tensions in the Middle East and pose security risks," says Elisa Massimino, Executive Director of Human Rights First. "The United States is morally responsible for helping Iraqi refugees reestablish safe, secure lives. Doing so is also clearly in America's strategic interest."

$20.3 Million for the Resettlement of Radical Muslims

PRESIDENT OBAMA INVITES HAMAS TERRORISTS TO AMERICA

By executive order, President Barack Obama has ordered the expenditure of $20.3 million in migration assistance to the Palestinian refugees and conflict victims in Gaza.

The "presidential determination" which allows hundreds of thousands of Palestinians with ties to Hamas to resettle in the United States was signed on January 27 and appeared in the Federal Register on February 4.

President Obama's decision, according to the Register, was necessitated by "the urgent refugee and migration needs" of the "victims."

Few on Capital Hill took note that the order provides a free ticket replete with housing and food allowances to individuals who have displayed their overwhelming support of the Islamic Resistance Movement (Hamas) in the parliamentary election of January 2006.

The charter for Hamas calls for the replacement of the nation of Israel with a Palestinian Islamic state.

Since its formation in 1994, Hamas has been responsible for hundreds of terrorist attacks, including the 2002 Passover suicide bombing. The leaders of the movement signed the World Islamic Statement of 1998 - - a document, penned by Osama bin Laden, which declared war on America and Israel.

President Obama's executive order is expected to bring hundreds of thousands of Palestinians, many with ties to radical Islam, to our shores, furthering a process that was inaugurated in 1995 by Senator Ted Kennedy and the Cedar-Hart bill.

THE OPEN GATE

In 1965, Allah in His mercy raised up Senators Ted Kennedy and Edward Celler to initiate changes in the immigration law that made it possible for millions of Muslims to make their way to the New World - - as the Christian Europeans had done in the early years of the 20th Century. The Cedar-Hart bill, which was signed into law by President Lyndon Johnson on October 3, 1965, abolished the national-origin quotas that had been in effect since 1924. In the spirit of the Civil Rights Act of 1964, it barred discrimination on the basis of race, creed, religion, or national origin. America, by fiat of liberal secular humanists, was to be become a multicultural country - - a country severed from its Judeo-Christian roots.

Remaining cognizant of the common roots as the American people, our legislative had enacted stringent laws pertaining to immigration and naturalization. The Naturalization Act of 1790 stipulated that "any alien, being a free white person, may be admitted to become a citizen of the United States" The Chinese Exclusion Act of 1882 prohibited Chinese families from immigrating to the United States. The Immigration Act of 1907 reorganized the states bordering Mexico (Arizona, New Mexico and a large part of Texas) into Mexican Border District to stem the flow of immigrants into the U.S.

The Immigration Act of 1924 further limited the number of new immigrants by the establishment of a stringent quota system. The number of newcomers was now limited to 2 percent of each nationality who lived in the country not in 1924 but in 1890. The reliance of this legislation on the ethnic composition of the country before the turn of the century guaranteed that the majority of new arrivals would be from Northern Europe. Since few Italians and Eastern Europeans lived in the U. S. in 1890, the quotas for these nationalities became fixed at marginal rates and the number of new immigrants from "undesirable" regions greatly reduced [including a reduction in the number of Jews, by the way. It is hard to conceive of an act of Congress that could be more culturally biased than the Immigration Act of 1954 and yet it received nearly unchallenged bipartisan support. Yet The New York Times editorialized: "The country has a right to say who shall and who shall not come in. . . . The basis of restriction must be chosen with a view not to the interest of any group or groups in this country . . . but rather with a view to the country's best interests as a whole."1

In 1952, The McCarran Walter Immigration Act affirmed the national-origins quota system of 1924 and limited total annual immigration to one-sixth of one percent of the population of the continental United States in 1920, or 175,455. The act exempted spouses and children of U.S. citizens and people born in the Western Hemisphere from the quota.

THE KENNEDY PROMISE

But, in 1965, Kennedy and company viewed such legislation as pig-headed and prejudicial. Few elected officials, Senator Sam Ervin of North Carolina - - being one of the exceptions, dared to disagree with them. Championing the Celler-Hart bill, which called for the abolished all quotas, Kennedy, being far from prescient, said: "Contrary to the charges in some quarters, S500 will not inundate America with immigrants from any other country or area, or the most populated and economically deprived nations of Africa and Asia. . . The charges I have mentioned are highly emotional, irrational, and with little foundation in fact. They are out of line with the obligation of responsible citizenship. They breed hate of our heritage."2

Forty years after Senator Kennedy made this pledge, Dean Steven Gillon of the Honors College at Oklahoma University assessed the results of the 1965 Immigration Act by noting: "The U. S. added at least 40 million immigrants after 1965. Before 1965, 95 percent of the new immigrants had come from Europe. After 1965, 95 percent came from the Third World. The 1965 act has transformed American society and had consequences exactly the opposite of what we were promised."3

In his speech before Congress, Senator Kennedy had said; "Our cities will not be flooded with a million immigrants annually." The level of immigration, he swore, would remain substantially same as it was in 1965 - -156,700. This, too, proved to be woefully incorrect. The present immigrant rate exceeds 1.5 million annually. Noting this, Pat Buchanan writes:

The 1965 Cedar-Hart bill was the greatest bait-and-switch in history. Americans were promised one result, and got the opposite result that they had been promised would never happen. They were misled. They were deceived. They were swindled. They were told immigration levels would remain roughly the same and the ethnic composition of their country would not change. What they got was a Third World invasion that is converting America into another country.4

From 1965 to the present, more than half of all the immigrants to America from the Middle East and Asia have been Muslim with radical ideologies.5 Malcolm is surely smiling in his grave, for he had written:

As the Christian Crusade once went East, now the Islamic Crusade is going West. With the East - - Asia - - closed to Christianity, with Africa rapidly becoming converted to Islam, with Europe rapidly becoming un-Christian, generally today it is accepted that the 'Christian' civilization of America - - which is propping up the white race around the world - - is Christianity's remaining strongest bastion.

Well, if this is so - - if the so called 'Christianity' now being practiced in America displays the best that the world Christianity has to offer - - no one in his right mind should need any much greater proof that very close at hand is the end of Christianity.

Are you aware that some Protestant theologians, in their writings, are using the phrase "post-Christian" era - - and they mean now?6

Stimulus could supply illegals with 300,000 jobs

The Senate's stimulus bill could supply 300,000 construction jobs to illegal aliens, effectively sending those taxpayer funds to Mexico and other countries, according to the Center for Immigration Studies.

The bill currently under consideration, known as the American Recovery and Reinvestment Act, provides $104 billion in government funding for new construction projects including highways, schools and restoration of public housing – to generate jobs for some of the 11.1 million unemployed Americans.

However, unlike the version introduced by Rep. Jack Kingston, R-GA, and approved by the House, HR 1, the Senate bill would not prohibit several hundred thousand illegal aliens from acquiring those jobs and sending the money back to their home countries.

The House of Representatives version strictly prohibits contractors from hiring employees without first checking the E-Verify system, which allows employers to verify whether potential employees are authorized to work in the U.S. The program compares employee information with more than 444 million records in the Social Security Administration database and more than 60 million records in the Department of Homeland Security immigration database.

Illegal immigration advocates blasted the House version. Members of the Congressional Hispanic Caucus sent House leaders a letter urging representatives to remove the requirement from the final bill.

"Since a large portion of the stimulus is concentrated in Hispanic dominated industries, transportation and construction, this provision will have an enormous impact on our community," the letter stated. "Foreign-born American citizens are 30 times more likely than native born workers to be incorrectly identified as ineligible for work."

The Senate does not include the E-Verify stipulation to ensure only Americans receive the new jobs.

$20.3 Million to aid refugees

On his first official day in the White House, President Barack Obama was on the horn to President Mahmoud Abbas.

“The spokesman for President Abbas revealed that Mr. Obama had told the Palestinian leader that their conversation was his first with a foreign statesman since taking office.” (TimesOnLine, Jan. 22, 2009).

Some thought that first call to the leader of the Palestinian authority was for spite. Others for statesman like reasons, still others for appeasement.

Given that a clip from Al-Jazeera televised Hamas-controlled Palestinians “burning up the phone bank from Gaza” to rally support for his presidential campaign, perhaps the telephone call was made out of gratitude.

Seven days later on January 27, President Obama signed Presidential Determination No. 2009-15, which allocates $20.3 million for Palestinian migration and refugee assistance.

Today a memo sent by President Obama to Secretary of State Hillary Clinton seems to invite Hamas to “migrate” into the United States of America.

The presidential determination covers the “Unexpected Urgent Refugee and Migration Needs Related to Gaza.”

“By the authority vested in me by the Constitution and the laws of the United States, including section 2(c)(1) of the Migration and Refugee Assistance Act of 1962 (the “Act”), as amended (22 U.S.C. 2601), I hereby determine, pursuant to section 2 (c) (1) of the Act, that it is important to the national interest to furnish assistance under the Act in an amount not to exceed $20.3 million from the United States Emergency Refugee and Migration Assistance Fund for the purpose of meeting unexpected and urgent refugee and migration needs, including by contributions to international, governmental, and nongovernmental organizations and payment of administrative expenses of Bureau of Population, Refugees, and Migration of the Department of State, related to humanitarian needs of Palestinian refugees and conflict victims in Gaza. “You are authorized and directed to publish this memorandum in the Federal Register,” President Obama instructs the new Secretary of State.

Two days before Obama’s inauguration, Israel began pulling its troops out of Gaza.

One week after his inauguration, President Obama designated $20.3 million to the Palestinians in Gaza.

What security measures are in place to keep Hamas terrorists from gaining free access into the U.S.?

Clinton is giving million dollar scholarships to Palestinians

Clinton Announces Million-Dollar Scholarship Program for Palestinian Students

Ramallah, West Bank — Secretary of State Hillary Rodham Clinton has announced a new million-dollar scholarship program to help Palestinian students enroll at Palestinian and American universities.

Mrs. Clinton announced the Middle East Partnership Initiative during a visit to this Palestinian town last week. The four-year program will support about 10 scholarships each year for disadvantaged students to attend four-year courses at Palestinian universities. The program will also offer 25 “opportunity grants” to enable promising but disadvantaged young Palestinians to apply to American-accredited institutions in the United States or the Middle East, a State Department official told The Chronicle.

Once funds are approved by Congress, Mrs. Clinton hopes to begin the program in the 2010-11 academic year. The money is in addition to $900-million in aid to the Palestinian Authority announced by the secretary last week at the donors’ conference, in Sharm el Sheikh, Egypt.

During her visit to an American-sponsored English-language teaching program in Ramallah, Mrs. Clinton said the opportunity grants would create “a larger pool of capable young men and women from places like the West Bank and Gaza” who can “compete along with students in other countries for the opportunity to further their academic training in America.” The secretary spoke on a youth program aired by Palestinian Authority TV.

Last year several Palestinian students from Gaza who were awarded Fulbright scholarships ran into difficulty entering Israel to complete the application process, and two of them were subsequently denied entry visas to the United States on security grounds.

Micaela Schweitzer-Bluhm, a spokeswoman for the U.S. Consulate in Jerusalem, said efforts were being made to enable Gazans to participate in American-sponsored projects despite the security challenges.

“We’ve had several dozen Gazans participate in our programs over the last few months, both educational and professional,” said Ms. Schweitzer-Bluhm.

“It is difficult,” she said. “It’s a challenge to bring Gazans to participate in these programs, but we go through great lengths to try and facilitate their participation, and we have advance coordination with the Israelis to get them the necessary permits.” —Matthew Kalman

11 MAY 2009: Over the past couple of weeks we have seen numerous American officials make comments to the effect that there is no need to close the US-Mexican border to stem the spread of the SOI A/N1H1 virus. That might be true given that the number of confirmed human-to-human community transference cases in the lower forty-eight continues to rise and closing the border at this point would not make much difference.

Are we to assume then that our government also holds the same position with respect to foreign Muslim men (i.e. potential if not probable terrorists) who are well known by the United States Intelligence Community and federal law enforcement to have infiltrated the country via the Mexican border? One might logically make this assumption as it appears to be official Obama Administration-driven government policy. According to the above linked organizations reporting:

This is the third time within the last two weeks that Colombian officials have intercepted vessels transporting illegal aliens in the Caribbean; the total for these two weeks has now reached 89. Officials said that in each instance the vessel’s destinations was Nicaragua’s coast as a stopover to continue toward the United States.

At the recent Summit of the America’s President Obama sat through a lengthy barrage of communist rhetoric coming from Nicaragua’s President Daniel Ortega. The best that Obama could do is offer his personal whimpering satisfaction that Ortega did not blame him for things which occurred when he was but a three-month old infant in November 1961.

Mr. President, need I remind you, sir, that the things which are occurring now are occurring on your watch as President of the Untied States, the office to which you swore (or affirmed) TWICE to faithfully execute, so help you God. Being that you are aware due to your daily intelligence briefings about events and information which the Border Patrol and INS officers might never have the “need to know” about, did you bother to discus with your Nicaraguan counterpart the role his nation has taken on as a port of entry for terrorist infiltration of the United States, and which therefore makes Nicaragua culpable as a state sponsor of terrorist activities? Did you bother, Sir?

The State Department has cleared the way for the return to the United States of two prominent Muslim scholars once accused of having ties to terrorism, a spokesman said Wednesday.

Secretary of State Hillary Rodham Clinton has signed orders enabling the re-entry of professors Tariq Ramadan of Oxford University in England and Adam Habib of the University of Johannesburg in South Africa once they obtain required admittance documents, department spokesman Darby Holladay said.

Clinton "has chosen to exercise her exemption authority for the benefit of Tariq Ramadan and Adam Habib," Holladay said. "We'll let that action speak for itself."

In a prepared statement, Holladay noted the change in U.S. posture since both professors, who are frequently invited to the United States to lecture, were denied admittance after making statements counter to U.S. foreign policy.

"Both the president and the secretary of state have made it clear that the U.S. government is pursuing a new relationship with Muslim communities based on mutual interest and mutual respect," Holladay said.

The American Civil Liberties Union sued in recent years to challenge the exclusion of the professors. It said the State Department's action means the scholars will now get visas within weeks of requesting them.

Obama announces new exchange programs with Muslims

WASHINGTON — President Barack Obama says new exchange programs with Muslim countries will bring their business people and “social entrepreneurs” to the U.S. to learn and to share their expertise.

Obama said Monday that the programs will include allowing Muslim women in the technology field to come for internships and professional development, while high-tech leaders from Silicon Valley will share their expertise in the Middle East, Turkey and southeast Asia.

Obama spoke at summit on entrepreneurship, organized to help improve relations between the U.S. and Muslim countries.

Obama also announced that Turkish Prime Minister Recep Tayyip Erdogan (REH’-jehp TY’-ihp UR’-doh-wahn) will hold a similar summit next year.

Schwartz welcomed Filippo Grandi, recently appointed Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), to Washington DC on March 11, 2010, and announced that the U.S. will make an additional planned contribution of $55 million to UNRWA.

The United States is UNRWA’s largest donor. The announced contribution of $55 million includes $30 million to UNRWA’s General Fund, which provides core services to Palestinian refugees across the region, and $25 million to UNRWA’s Emergency Appeal for the West Bank and Gaza. This additional funding will bring total U.S contributions to UNRWA thus far in Fiscal Year 2010 to $95 million. In 2009, the United States provided more than $267 million to UNRWA.

UNRWA provides emergency food assistance, critical health, education, job creation programs and humanitarian services to 4.7 million Palestinian refugees in Jordan, Syria, Lebanon, the West Bank, and Gaza. Assistant Secretary Schwartz and Commissioner-General Grandi discussed UNRWA program requirements and the quantity and scope of essential materials entering Gaza.

Commissioner-General Grandi will also meet in Washington with Deputy Secretary of State Jacob J. Lew, Assistant Secretary for Near Eastern Affairs Jeffrey D. Feltman, Assistant Secretary for Democracy, Human Rights and Labor Michael H. Posner, and Principal Deputy Assistant Secretary for International Organizations Gerald C. Anderson.

There are growing rumors over the past two years the border immigration issue has also been exploited as a cover to round up illegal Hispanic workers at plants across the country as the US Government flies in plane loads of young Muslims from Somalia, Kenya and other Middle East Muslim countries at US taxpayer expense within close proximity to quickly replace the illegal Hispanics rounded up at these job sites.

The rumors are that this has happened in the state of IOWA as they brought roughly hundreds of Somali Muslims to a plant there and a chicken plant in Mayfield, KY. Also in the state of Maine near Lewiston and other locations across the America.

The only difference is these Muslims are being flown in with their "Green Cards" in hand when they get off the planes as well as tax payer money in their pockets to buy or rent housing and purchase vehicles for work transportation.

These refugees do not always stay in one place but migrate across America.

If we are going to have a quantity of foreign workers in this country it would be better to have Hispanic Catholics than radical Muslims from the Middle East and Africa turning into disgruntled refugees with no place to go but Islamic Mosques across America looking for a greater opportunity in this life or the next.


Kerry introduces law to bring Muslim workers to U.S.

On the verge of a double-dip recession, unemployment at rarely seen levels, Islamic terrorism at record high levels, and Democrats want to bring workers from Muslim countries to the U.S.? Moreover, they want to send Americans into countries likely hostile to Americans and ruled by sharia law. Taxation for Islamization. via Daily Times – Kerry pushes US-Muslim nation exchanges.

WASHINGTON: US Senator and chairman of Senate’s Foreign Relations Committee, John Kerry, appealed on Tuesday for cementing US ties with the Muslim world with a two-way exchange of professionals like teachers, city planners, and public health workers.

Kerry introduced a bill calling for a three-year pilot programme to draw such workers from Muslim-majority countries to be picked by the US State Department. “This legislation is designed to help build professional capacity, strengthen civil society, and improve ties between the United States and Muslim-majority countries,” he said in a statement. These citizens picked would be 21-40 years old and could also come from civil society, including journalists, leaders of religious-based organisations, or employees of nonprofit organisations, Kerry’s office said in a statement.

This pilot program would allow young American professionals to spend six months overseas experiencing a new culture in Muslim countries while gaining new work experiences. And it would allow citizens of those countries to spend six months in the United States, where they will gain valuable work skills and see what life in America is all about. In a small but significant way, both journeys will help to lay the groundwork for improved relations going forward.

Under the proposed legislation, the US Secretary of State is authorized to establish a three year pilot program to help build professional capacity and contribute professional skills to local communities through a two-way exchange of fellows between the United States and select Muslim-majority countries.

The program does not exclude non-Muslims from participating in the exchange.

(1) young professionals in the United States to live and work in a Muslim-majority country; and

(2) young professionals in Muslim-majority countries to live and work in the United States.

NHS: Muslim nurses need not wash up

Multicultural diversity trumps patient health under a new exception to the rules by Britain’s National Health Service.

From the London Telegraph: “Muslim doctors and nurses are to be allowed to opt out of strict hygiene rules introduced by the NHS to restrict the spread of hospital superbugs… The Department of Health has also relaxed rules prohibiting jewelery so that Sikh members of staff can wear bangles linked with their faith, providing they are pushed up the arm while the medic treats a patient.”

At issue is washing one’s arms to one’s elbows. Muslim nurses will be excused from new, tougher rules on hygiene.

The London Telegraph reported: “The rules were drawn up to reduce the number of patients who were falling ill, and even dying, from superbugs such as MRSA and Clostridium difficile.”

The hygiene of British hospitals has come under fire with 22 of the 378 NHS hospital trusts ordered to clean up or shut down.

From the London Telegraph on March 19: “Up to 1,200 patients are thought to have died unnecessarily at [one] trust between 2005 and 2008.”

US agreed to take 100,000 Palestinian refugees



JERUSALEM - Former Israeli premier Ehud Olmert said on Sunday the United States had agreed to accept some 100,000 Palestinian refugees within the framework of an eventual Middle East peace deal, media reported.

Washington had agreed to absorb and give citizenship to 100,000 refugees, while Israel would accept less than 20,000, Israeli media quoted Olmert as telling a conference.

"The numbers discussed were below 20,000, but this would require an end to the conflict and a Palestinian announcement that they would not make any more demands," the Ynet website quoted him as saying.
Olmert was speaking at a conference in Tel Aviv organised by the Geneva Initiative, an Israeli-Palestinian group that aims to show a peace accord is possible.

The former prime minister held peace talks with the Palestinians from November 2007 until they collapsed when Israel began its devastating military 22-day offensive against the Islamist-ruled Gaza Strip just over a year later.

"If we had reached an agreement, it would have changed the map of the world and the entire Middle East. We are not to blame. If there is no agreement, it's because the Palestinian side was not prepared to take the extra step that we made," Olmert was reported as saying.

The issue of Palestinian refugees is expected to be one of the thorniest issues in the renewed direct Israeli-Palestinian peace talks that resumed in the United States at the beginning of the month.

The Palestinians want Israel to recognise the "right of return" of the Palestinians who fled or were expelled when the Jewish state was created in 1948. With their descendants, they number 4.7 million people.

Israel rejects the demand, saying they should be accommodated within a Palestinian state.

Employment Preference Given to Immigrant Aliens over U.S. Citizens

You may have noticed Ethiopians collecting tolls in Dallas, or Somalis working for the Texas prison system doing contract work.

Not African-Americans, mind you—we’re talking Africans.

Apparently state agencies hire people on visas and not necessarily the thousands of qualified American citizens who are out of a job in need of work. Preferring aliens over U.S. citizens, particularly in times of economic downturn, is a despicable policy even for Obama’s “Amerika.”

The liberal mantra is that one truly can’t find an American to do “that kind” of work in America, no matter what kind of work that is. At the heart of the matter are preference categories, affirmative action for so-called disadvantaged minorities and women, or special categories like handicapped.

Employers have to verify that an individual whom they plan to employ or continue to employ in the U.S. is authorized to accept employment, not whether he/she is a citizen—about that, employers frankly don’t care.

It is true that no alien may accept employment in the U.S. unless he/she has been authorized by the Government, but you see aliens are more equal than the majority of U.S. citizens and that’s the rub.

Aliens, such as those who were admitted as permanent residents, granted asylum or refugee status, or admitted in work-related non-immigrant classifications have employment authorization as a direct result of their immigrations status.

Moreover, other aliens may apply individually for employment authorization. In general, temporary non-immigrant workers will fall into the work category of seasonal agriculture, or else specialty areas like defense, nursing, fashion, athletics and entertainment.

Permanent workers fall into one of several categories that represent extraordinary ability, advanced degree, a certain profession, business or skill.

There are in fact many ways in which a person may be able to work in the U.S. Approximately 140,000 immigrant visas are available every year for alien permanent worker categories, and there are millions of permanent resident aliens already living and working legally now in the United States.

You’ll also be happy to know that Congress mandates a Diversity Immigrant Visa Program too, which is administered annually by the Department of State.

Section 203(c) of the Immigration and Nationality Act makes 55,000 Diversity Visas (DV) available each year to persons from countries with low rates of immigration.

The Department of State conducts a lottery to hand these out, and international registration for one of these babies opens up on October 5 th and closes the day after Election Day, November 2nd. These lucky “Lotto” Winners will have preference for hiring when they arrive in the U.S.

All of which doesn’t sound that terrible, until one considers something else alongside of it. American citizenship places one at a positive disadvantage for employment opportunity, especially if one is white and it involves applying for a government job or government contract.

U.S. citizens are actually disadvantaged when it comes to getting a job with the U.S. or State Government in these United States of America!

Whereas a government job now and again may require a security clearance, which could possibly advantage citizenship, most government jobs do not require one. Some preference categories such as for veterans in the State of Texas might also give a citizen the edge. Federal preference categories, however, direct preference in hiring based on minority race/ethnicity, female gender, or disabled status.

State agencies across the state follow Federal Guidelines and Federal “Law” with respect to the eligibility to work in the U.S. based solely on the U.S. Department of Homeland Security’s U.S. Citizenship and Immigration Services (USCIS) policy directives. The USCIS standard is that, as long as an individual completes an I-9 and the agency can verify an individual is legally able to work in the U.S., that state agency (or any private employer) is able to hire them. U.S. Equal Employment Opportunity Commission (EEOC) guidelines with respect to non-discrimination practices further and expressly do not have “preference” criteria to hire American citizens over someone else, say, who is legally able to work by virtue of permanent legal residency or the VISA that authorizes work in the U.S.!

Virtually every Human Relations (HR) Department in government and quite a few larger businesses parrot the politically correct policy position that, why yes, we certainly do not preference a mere citizen but will gladly hire someone with a VISA if that person is the “most qualified candidate” and most especially if that person happens to fall into a minority category. As the U.S. Department of Labor proclaims, “Affirmative action must be taken by covered employers to recruit and advance qualified minorities.”

Translation: a person who is African and black has a better chance to get jobs under the law and EEOC guidelines than a person who is a U.S. Citizen and happens to be white—for Federal jobs and contracts to be sure, and also for the states and employers who follow the same idiotic rules.

The majority of unemployed and underemployed people fall into that unfortunate category of being both white and citizen, but then a policy of not hiring them first over immigrant aliens is only idiotic if the Government chiefly serves them. Silly Rabbit, you just answered your own stupid question.

Consider the full extent of the mess we’re in.

As stated, employers must verify that an individual whom they plan to employ or continue to employ in the U.S. is authorized to accept employment in the U.S. That’s truly amazing, even if it no longer sounds strange, because it wasn’t always so.

You see, once upon a time Americans enjoyed an existential right to work and a corresponding right to hire virtually unimpeded by government “oversight.”

The presumption of freedom changed only with the Immigration Reform and Control Act (IRCA) of 1986, which provided terms of the last amnesty for illegal immigrants. In other words, we started enforcing dictatorial terms of hiring, in order to advantage certain legalized and formerly illegal immigrants over newly arriving illegal ones.

Of course there shouldn’t have been too many of those, since the implicit precondition for amnesty was that we would secure our U.S. borders.

In periods of economic downturn and high unemployment, citizens compete more directly with alien residents and temporary workers for scarce job openings.

Some of them will no doubt experience disappointment and anxiety if/when they do not “win” the competition for jobs. Today there are more than four job-seekers for every opening. For any given job, there probably are dozens of applications.

Historically periods of economic downturn correlate strongly to increased political nativism and to anti-immigrant sentiment among the native population (majority ethnicity and citizens).

Prior to 1965 the political establishment showed a pattern of responding to this, through steps to alleviate the overall numbers of legal immigrants being admitted to the U.S. National origins percentages were applied to aid in the process of assimilation.

In many ways, the period we witness today is atypical, because there are many favored categories for hiring that did not exist before the Civil Rights Era. Moreover, we have a much larger problem today with illegal immigration, as well as with illegal hiring and employment.

Under such a circumstance, it would appear prudent to introduce legislation and administrative policy preferences that address the obvious and valid concern, and which recognizes the fact that U.S. Citizens do indeed have greatest stock in our society.

The edifice of government is chiefly maintained by the citizen-voter and citizen-taxpayer. The government’s obligation to its American citizens and the rights that inhere in them under the Constitution exceed that for resident aliens or nonimmigrant workers, foreigners and visitors of every stripe.

Preference in hiring should be afforded to the native born and naturalized citizen worker in these United States.

Government agencies do not currently discriminate on the basis of citizenship versus non-citizenship, so long as the person is authorized to work in the U.S., but it is time that they should.

Get ready for a big push because they have just reached 47,977 and so they have a long way to go.

Mullah Obama Imports More Muslims

Apparently illegal aliens aren't pouring over the deliberately undefended border quickly enough, because Comrade Obama is importing more Democrat votes from abroad. Some of his most loyal supporters are from Muslim countries, so this should come as no surprise:

President Barack Hussein Obama, in a determination letter to Congress, has announced that he will allow an additional 80,000 immigrants — mostly from Islamic countries — to resettle in the United States during fiscal year 2011.

Mr. Obama says that the increase in Muslim immigrants "is justified by humanitarian concerns or is otherwise in the national interest."

This certainly won't serve the "national interest" by alleviating the stratospheric unemployment rate, but it will help Democrats' chances at the polls, especially considering that with the Obama Administration's boot on the neck of the economy, most of these new imports will probably end up living off welfare.

Importing Muslims isn't a new idea for the Manchurian Moonbat. One of his first acts after taking control was to spend $20.3 million of our money to import Palestinians, who in turn can be counted on to import terrorism. What do you expect to happen when a country puts someone who hates it in control?
