    Biden predicts international crisis if elected - McCain reacts

    What do you do when Joe Biden guarantees an international crisis if running mate Barack Obama is elected to the presidency? If you’re the McCain team you jump on it.

    Just like when a running back sees an opening, he takes it. And if he’s powerful enough — think Earl Campbell back in his glory days or Chris Berman favorite Mike Alstott or a healthy Ladainian Tomlinson — he can take that small opening, throw off defenders and cause some damage.

    Try as they may, Team McCain doesn’t have Earl Campbell’s 1978 legs right now. And McCain’s offensive line? They’re not the Hogs. They best they can do is to look for some mistake, some gaffe, some blunder.

    Joe the Senator

    Enter Joe Biden.

    Yesterday, the Republican camp was trying to score some points from speeches the Delaware Senator gave on Sunday where he guaranteed an international crisis if the Obama-Biden ticket is elected.

    “Mark my words: It will not be six months before the world tests Barack Obama like they did John Kennedy,” Biden told the crowd. “The world is looking. We’re about to elect a brilliant 47-year-old senator president of the United States of America. Watch, we’re going to have an international crisis, a generated crisis, to test the mettle of this guy.”

    “He’s going to have to make some really tough - I don’t know what the decision’s going to be, but I promise you it will occur. As a student of history and having served with seven presidents, I guarantee you it’s going to happen,” he said.

    Rapid response

    The McCain communications team jumped - emailing Biden’s remarks around, along with McCain’s prepared response and an announcement of a conference call led byR udy Giuiliani to help frame the issue.

    Speaking to a crowd in Belton, Mo., McCain riffed on Biden’s remarks, saying that now is not the time for on-the job-training.

    “The next President won’t have time to get used to the office,” McCain said. “We face many challenges here at home, and many enemies abroad in this dangerous world. If Senator Obama is elected, Senator Biden said, we will have an international crisis to test America’s new president. We don’t want a president who invites testing from the world at a time when our economy is in crisis and Americans are already fighting in two wars.”

    “What is more troubling is that Senator Biden told their campaign donors that when that crisis hits, they would have to stand with them because it wouldn’t be apparent that Senator Obama would have the right response,” McCain added.

    “Forget apparent,” he continued. “Senator Obama won’t have the right response, and we know that because we’ve seen the wrong response from him over and over during this campaign. He opposed the surge strategy that is bringing us victory in Iraq and will bring us victory in Afghanistan.”

    Hype

    Much to do about nothing? Yes, according to the Obama-Biden team. Presidents are always tested. Biden was just stating a fact.

    “Sen. Biden was making it clear that history has shown presidents face challenges starting on day one, and with our nation fighting two wars and 21st century threats abroad, we know that we need steady leadership in tumultuous times, not the erratic lurching and stubborn ideology of John McCain,” said Biden spokesman David Wade.

    Sticky

    With two weeks to go, will this stick? Who knows. At this point, you throw anything at the wall. If it doesn’t stick, you throw something else.

    In the past, however, Team McCain would have had at least a web ad up the morning after calling attention to a perceived gaffe. No ad yet. It’s still early.

    Over the last 72 hours there has been a strange melange of cryptic messages leaked from world political leaders about what could be in store for America over the next few months.

    These predictions of impending doom come from England, France, Australia and the United States. In each case there has been a press releases or news expose’ predicting huge and building threats emerging from faceless enemies in shadowy places.

    Crisis will lead to unpopular decisions by Barack Obama

    Joe Biden set the stage at a Seattle fund raiser for VIP’s last Sunday when he told the audience about an “international crisis” that will test Barack Obama’s Presidency should he be elected.

    Biden told the top Democratic donors that a “generated crisis” will develop within six months and Barak Obama will need the help of community leaders to control the population as unpopular decisions are made and Americans resist.

    Biden speaking at the fundraiser, “I can give you at least four or five scenarios from where it might originate, And he’s gonna need help. And the kind of help he’s gonna need is, he’s gonna need you - not financially to help him - we’re gonna need you to use your influence, your influence within the community, to stand with him. Because it’s not gonna be apparent initially, it’s not gonna be apparent that we’re right.”

    Colin Powell and Madeline Albright confirm Biden’s warnings

    Biden’s ominous language at the Seattle Sheraton are followed with statements by long time establishment insiders Colin Powell and Madeline Albright both say there is a massive crisis on the horizon and Biden was simply making a “statement in fact.”

    “The problems will always be there and there’s going to be a crisis which will come along on the 21st, 22nd of January that we don’t even know about right now.” Powell told Meet the Press.

    Premonitions of dire consequences emerge from Europe

    Meanwhile in England were they are trying desperately to pass a draconian measure allowing for the 42 day imprisonment of any citizen without charges or access to bail.

    Lord West, adviser to Prime Minister Gordon Brown on national security says, “There is another great plot building up again and we are monitoring. It dipped slightly and is now rising again within the context of severe. The threat is huge. We have done all the things that we need to do, but the threat is building - the complex plots are building,”

    Lord West like Biden, Albright and Powell does not elaborate on the precise details of the threat or the source of his intelligence information just that the situation is dire.

    Across the channel from England you have the French Foreign Minister Bernard Kouchner warning the press that he believes Israel will strike Iran before they can develope nuclear weapons completley ignoring the fact that the chief of the International Atomic Energy Agency, Mohammed ElBradei, said that Iran lacks the key components to produce an atomic weapon.

    Israel is believed to have 300 to 400 tactical nuclear weapons ready for deployment at a moments notice and is under no real threat from Iran who has never attacked another nation and has a defense budget equivalent to 1% of the United States.

    It’s a miracle there hasn’t been a nuclear catastrophe

    Only a few hours ago Agence France-Presse published a press release about the Sydney meeting of the international Commission on Nuclear Non-proliferation and Disarmament presided over by Australian Prime Minister Kevin Rudd who said that the world is facing a threat that will dwarf the September 11 attacks.

    “The devastation that could be wreaked by one major nuclear weapons incident alone puts 9/11 and almost everything else [in] to the category of the insignificant,” Rudd said.

    Members of the commission warned of reaching an avalanche of danger due to the high number and general lack of control over nuclear devices and components.

    Former Australian PM Gareth Evans says it’s “really a bit of a miracle” referring to one the 13,000 to 16,000 nuclear weapons known to exist not being detonated, presumable by “terrorist” causing a catastrophe.

    What are they preparing us for?

    Why are there so many high level politicians around the world in a seemingly coordinated effort warning of huge threats and developing crisis’ that may include a nuclear device? Are they preparing the masses for an event or series of events that have been in the making for some time? Is the public being prepared for new and forming enemies with a potential to plunge the entire world into war?

    Prior to 9/11 William Kristol’s Project for a New American Century called for a “catalyzing event - like a new Pearl Harbor” to bring about a “transformational” change in U.S. foreign policy and military spending.

    Many believe a false flag strike on a major western city involving a nuclear device would be the Holy Grail to those who are working so hard to manifest “transformational” change on the world stage bringing with it the complete political, economic and military transformation toward fascist world government.

    Lieberman said that ‘our enemies will test the new President

    Today, John McCain’s campaign is attempting to make an issue out of Joe Biden’s prediction that an international crisis will “test the mettle” of the next president. On a campaign press call yesterday, former New York City Mayor Rudy Giuliani attacked Biden’s statement, insisting that “it is not uniformly the case that the mettle of American presidents is tested…Senator McCain would not present that same risk that Joe Biden seems to be worried about.” Sen. Joe Lieberman, one of John McCain’s closest confidantes, apparently disagrees. Appearing on Face the Nation back in June, Lieberman predicted that “our enemies will test the new president early.” Watch it:

    Pentagon Panel: Biden Was Right, Prep for 'Crisis'

    The McCain campaign pounced the other day, when Joe Biden said that his running mate would be tested by an international crisis at the start of his White House tenure. But the chairman of a key Pentagon advisory panel is sounding a similar warning, telling the next administration to "prepare for a likely first-270-days crisis." Veteran Pentagon consultant Michael Bayer, chairman of the Defense Business Board, told his fellow panelists that the new president's inner circle should "set aside time in transition to identify the planning, gravitas and interagency process necessary to respond to a likely first-270-day crisis."

    From Kennedy (Bay of Pigs) to Johnson (Gulf of Tonkin) to Bush (9/11)," too many presidents were ill prepared for this," Bayer warns.
    "For months, the Office of the Secretary of Defense, the service chiefs and the Joint Staff have been preparing for the first wartime transfer of Pentagon political authority in four decades," notes Inside Defense, which broke word of Bayer's presentation. "In addition to identifying defense policy issues for an incoming to understand, the military is also on high operational alert."
    A key goal for the next administration, according to Bayer, must be to fill civilian posts requiring Senate confirmation as soon as possible.

    The incoming administration “must not wait until June” to get assistant secretaries confirmed and October for deputy assistant secretaries to be Senate confirmed, his briefing states.

    “Need a very concerted, well-defined process to have top 3 tiers ready to go to Senate confirmation in first 30 days,” Bayer recommends.

    This rumor/story appeared last week and then vanished...

    Obama meet with Ahmadinejad in Hawaii?

    "Russian Military Intelligence reports to Prime Minister Putin today are stating that Iranian President Mahmoud Ahmadinejad has joined US Senator Barack Obama in Hawaii at an emergency conference ordered by America’s Top Generals in their effort to avert World War III and the collapse of the United States .... " So screams the headline from a suspect website, which I will not link to... however there is a certain mystery and perhaps this particular headline contains the truth.

    Barack Obama took a couple of days off to visit his sick grandmother in Hawaii. I, like many others, wondered why he didn't take his family with him... after all, if it really is the last time he may see her (as he speculated in interviews), surely he'd want the kids to see her too?

    Just coincidentally, although we know there are no coincidences, there have many many reports that Ahmadinejad has been quite ill, rundown and perhaps even unable to run for election again.

    All of this is totally untrue, according to the man himself, who has gone to great trouble to announce that he is not unwell at all. ttp://www.haaretz.com/hasen/spages/1031...

    "Ahmadinejad, who rarely misses meetings and public appearances, canceled a speech Wednesday, at a conference and did not appear at a Cabinet meeting the same day. But the president, who turns 53 on Monday, did attend a religious ceremony on Saturday in Tehran, though he looked tired as he greeted supporters. " reports Haaretz.

    Mr Obama also returned to his election campaign on Saturday, after his absence in Hawaii.

    So where did Ahmadinejad disappear to and why did he cancel all his appointments?

    Barack Obama warned that terror attacks could soon test mettle

    Barack Obama has been warned by intelligence officials that terrorists will attack US targets or a friendly state such as Britain or Israel to test his mettle if elected.

    The briefings given to the Obama campaign about possible attacks were based on specific intelligence picked up monitoring terrorist networks and informers, according to a senior military source aware of the contents of the reports.

    Indeed, when Mr Obama's running mate Joe Biden raised the prospect of such an attack during what he believed was a private fundraising dinner, he is thought to have let slip the conclusions of those highly-classified briefings.

    Fred Burton, a former senior US counter-terrorism agent, separately told The Sunday Telegraph that Britain could be targeted by al-Qaeda if the organisation was unable to mount an attack on US soil early in the new administration - as they did soon after the election of George W Bush in 2001 and Bill Clinton in 1993.

    "It is unlikely that al Qaeda would have the capability to conduct such an operation in the US now, but the UK is a different story," said Mr Burton, head of counter-terrorism at Stratfor, a leading international intelligence and analysis company.

    "MI5 and Scotland Yard are going to have their hands full as there is a much greater probability of a major attack in Britain than America. Would it suffice for al-Qaeda to attack a close friendly nation instead of the US? Almost certainly yes."

    The world's jittery financial community, already rocked by the recent banking meltdown and economic slump, is meanwhile factoring in the risk of assassination of America's first black president as one of the greatest international crises that could threaten markets.

    Mr Obama requested and received a Secret Service security detail long before he had won the Democratic nomination, the earliest that a candidate with no previous experience in government has been granted official protection.

    On Saturday, his home in the Hyde Park area of Chicago was surrounded by police manning concrete blocks designed to prevent vehicle-born suicide bomb attacks.

    Domestically, it is feared that Mr Obama could be targeted by white racists. But political risk consultancies have also warned clients that attempting to kill a politician viewed optimistically in much of the world as a change from the George W Bush era would appeal to the nihilistic agenda of Islamic radicals.

    The US intelligence briefings to the Obama campaign have focused on international threats rather than his personal safety. They cover three main dangers: major strikes against US allies - Israel would be the likely top target - that might lead to a dangerous world crisis; attacks on US forces or targets such as embassies; co-operation between unnamed enemy states and terrorist groups to mount the attacks.

    Mr Biden embarrassed his own campaign when an audio tape of his comments to the fundraiser in Seattle were made public. John McCain has regularly referred to the remarks to bolster his argument that Americans should elect him president rather than his inexperienced rival.

    "Mark my words," Mr Biden said. "It will not be six months before the world tests Barack Obama like they did John Kennedy. The world is looking.     The military source told The Sunday Telegraph: "Biden had received those briefings and dropped a real clanger when he revealed the conclusions."

    The Sunday Telegraph reported in September that US Special Forces in Afghanistan were intensifying their cross-border raids into Pakistan because they feared a major al-Qaeda outrage before the election or to test the next president. The Pentagon also ordered increased missile attacks from Predator drones on suspected terrorists to disrupt such plots.

    Mr Burton said intelligence agencies for America's closest Western and Middle Eastern allies - most notably Britain, Canada, Australia, Israel and Jordan - have been asked by Washington to maintain heightened alert for plots connected with the inauguration of the next president on Jan 20.

    Terror attacks were staged in America during the first year of the last two presidents. In 1993, a truck bomb was exploded at New York's World Trade Centre a month after Bill Clinton took office, while the atrocities of Sept 11, 2001 were committed in the year George W Bush took office.

    Barack Obama's grandmother dies peacefully in Hawaii

    Posted by Miguel Contreras - November 3, 2008 at 6:22 pm According to the Los Angeles Times, U.S. senator Barack Obama's maternal grandmother has died in Hawaii.

    I understand and feel the pain that Senator Obama may be undergoing knowing of the loss of his grandmother, who raised him at the age of 10.
    I remember also the death of my maternal grandmother who raised me as I was growing up as my mother, a farm immigrant loaborer tended the farm fields of Arizona and California.

    My condolences and prayers go to Senator Obama and his family. As Christians we believe and know this is an inevitable path we all will be enduring anytime. God Bless the Obama, Dunham, and Soetoro-Ng families.

    Obama's grandmother dies of cancer in Hawaii

    WASHINGTON -- Democratic presidential candidate Barack Obama's grandmother died of cancer, he said in a statement on Monday, a little more than a week after Obama interrupted the White House race to say goodbye to her in Hawaii.

    "It is with great sadness that we announce that our grandmother, Madelyn Dunham, has died peacefully after a battle with cancer," Obama said in a joint statement with his sister, Maya Soetoro-Ng. "She was the cornerstone of our family, and a woman of extraordinary accomplishment, strength, and humility."

    Dunham helped raise Obama from the age of 10 while his mother was working in Indonesia, and Obama took an emotional 22-hour trip to Hawaii to visit her on Oct. 23 and 24.

    It is a frightening notion, but it is not just the Bush administration discussing, if only theoretically, the possibility of military action to stop Iran's nuclear weapons program.


    Of course, no president or would-be president ever takes the option of using the military off the table, and Barack Obama and John McCain are no exceptions.

    What is significant is that inside Washington's policy circles these days - in studies, commentaries, meetings, congressional hearings and conferences - reasonable people from both parties are seriously examining the so-called military option, along with new diplomatic initiatives.

    One of the most thorough discussions is in a report by the Washington-based Bipartisan Policy Center, founded by four former senators - Republicans Robert Dole and Howard Baker and Democrats Tom Daschle and George Mitchell - to devise policy solutions both parties might embrace.

It explores such strategies as blockading Iran's gasoline imports, but it also says that "a military strike is a feasible option and must remain a last resort."

    Its authors include Dennis Ross, top Mideast adviser to Obama, and former Senator Dan Coats, a McCain adviser.

    Ashton Carter, a senior Pentagon official in the Clinton administration, wrote a paper for the Center for a New American Security, a prestigious bipartisan think tank, that asserts military action must be seen as only one component of a comprehensive strategy "but it is an element of any true option."

    At a conference in September in Virginia sponsored by the Washington Institute for Near East Policy, "surrogates" for McCain and Obama insisted America must focus on preventing Iran from developing a bomb, not on allowing Iran to produce one and then deterring its use.

    "John McCain won't wait until after the fact," declared the columnist Max Boot, from the McCain team. The Arizona senator has previously said risking military action may be better than living with an Iranian nuclear weapon (and to his regret jokingly sang a song about bomb, bomb, bombing Iran).

    Richard Danzig, Obama's surrogate, said his candidate believes a military attack on Iran is a "terrible" choice but "it may be that in some terrible world we will have to come to grips with such a terrible choice."

    Early in the primary campaign, Obama declared that as president he would sit down in his first year in office with - among others - Iran's president, Mahmoud Ahmadinejad. (He has been reparsing that commitment ever since.)

    Given the global economic meltdown and other crises, it is not surprising if the American public is largely unaware of this discussion. What makes me nervous is the similarity to what happened in the run-up to the Iraq war.

    In those days Americans were reeling from the shock of 9/11 and completely focused on hunting Al Qaeda in Afghanistan. In Washington, though, talk quickly shifted to the next target - Iraq.

    Bush administration officials drove the discussion, but the cognoscenti were complicit. The question was asked and answered in policy circles before most Americans knew what was happening. Would the United States take on Saddam Hussein? Absolutely.

    As a diplomatic correspondent for Reuters in those days, I feel some responsibility for not doing more to ensure that the calamitous decision to invade Iraq was more skeptically vetted.

    This time the debate is not so one-sided. Most experts acknowledge that military action poses big risks and offers no guarantee of destroying Iran's nuclear program.

    Both presidential candidates have also promised new diplomatic initiatives. McCain talks of tougher sanctions and Obama proposes a comprehensive approach involving sterner penalties, more compelling incentives and direct talks with Iran.

    Ross, who was top Mideast negotiator for the first President George Bush and for President Bill Clinton, said that in the prelude to Iraq, nearly all of the talk focused on military action.

    He says this time experts are taking a harder and more systematic look at all the options - including force - because diplomatic efforts have failed to slow Iran's rush to master nuclear technology.

    "I want to concentrate the mind and make people understand, 'Look, this is serious and you don't want to be left with only those two choices' " - war or living with an Iranian bomb, he said.

    With Iran projected to produce enough fuel for a nuclear weapon by 2010, the next president is going to have to concentrate his mind quickly.

    Trilateral Commission co-founder and Obama advisor echoes comments made by Biden, Powell about “international crisis”



    Trilateral Commission co-founder and top Obama advisor Zbigniew Brzezinski told CNN yesterday that Barack Obama would be faced with “imminent problems” in the context of foreign policy once he takes office, echoing prophetic warnings made recently by Joe Biden, Colin Powell and Madeleine Albright.

    Appearing on CNN’s Global Public Square with host Fareed Zakaria, Brzezinski said that President Carter contacted him to ask who he should appoint to different posts after he captured the White House, perhaps a hint that Obama might do the same.

    “The president at one point called me, and rather cleverly asked me who I thought ought to occupy what posts. And I gave him advice. And I finally came to the post of national security adviser,” said Brzezinski, adding that Carter offered him the position.

    Zakaria asked Brzezinski if the president-elect should “start sending signals to foreign governments”.

    “I think it depends on two things — one, on the nature of the president himself, and, two, on the circumstances,” Brzezinski responded.

    “I think what is going on right now — which is nothing less than a global crisis of American leadership, nothing less than that — I think the president-elect, whoever he is — and I have my own preference — will have to start sending signals right away, and will have to get ready to deal with some imminent problems.”

    Brzezinski’s warning that Obama will face immediate problems in the form of a foreign policy crisis echoes similar sentiments expressed by Obama’s running mate, Senator Joe Biden, who last month told an audience in Seattle “We’re gonna have an international crisis, a generated crisis, to test the mettle of this guy.”

    Biden was vehement in his proclamation, stating that it was a “guarantee” and a “promise” that Obama would face an international crisis and that “tough” and “unpopular” decisions would have to be made to combat it.

    Colin Powell made similar statements when he endorsed Obama on Meet the Press, saying “There’s going to be a crisis which will come along on the 21st, 22nd of January that we don’t even know about right now.”

    Former Secretary of State Madeline Albright also told CNN’s John Roberts, “It’s just a statement of fact…something unexpected, you always have to be prepared for that.”

    Congressman says president elect was chosen long ago to take care of the corporate elite

    Texas Congressman and 2008 presidential candidate Ron Paul has warned that the euphoria surrounding the election of Barack Obama combined with the overwhelming fear of major international crises could facilitate a cataclysmic shift toward a new world order.

    Appearing live on the Alex Jones show earlier today, the Congressman spoke of a feeling of dread surrounding the change of guard both in the White House and on Capitol Hill:

    "I do feel it but I don't think it's brand new, I didn't wake up with it, I've had it for a while, I don't think the election was a surprise, but the rhetoric is getting pretty strong and they are getting very bold." he commented.
    Speaking on the stage management of the election, and calling it a "huge distraction" from real issues, the Congressman outlined how both candidates were pre-positioned by the elite interests with the knowledge that either would satisfactorily serve their agenda:

    "I think McCain was obviously a back up candidate in case something happened where Obama didn't win, they'd have been satisfied with McCain, but they have been positioning Obama for a long long time."

    "This started even before he announced he was running. Anybody who would have gotten that much favorable coverage for so long, you know that the plans are laid for him to be the individual that's going to be taking care of the corporate elite." the Congressman continued.

    Paul also warned that Democrats gains within the House and the Senate make for a particularly worrying situation of absolute power, similar to that held by the Republican party eight years ago.

    "Just as a Republican Congress wouldn't say boo to a Republican Congress, you know that the Democratic Congress is NEVER going to stand up."

    "I think it is very dangerous and the first year is going to be the most dangerous year." Paul stated. "Just think of Bush's first year, he also had the 9/11 thing that he could use to scare everybody to death. And Obama will use the financial crisis, which will get worse, and there will be more military skirmishes around the world." Paul asserted.

    The Congressman also warned that many Republican representatives may go along with Obama just to win favor with the electorate and be seen to follow popular opinion.

    Commenting on the much touted "International crisis" that luminaries such as Colin Powell, Joe Biden and Zbigniew Brzezinski have all guaranteed will occur within weeks of Obama entering the White House, the Congressman stated that he believes it may be a catalyst for a shift toward world government:

    "I think it's going to be an announcement of a new monetary order, and they'll probably make it sound very limited, they're not going to say this is world government, even though it is if you control the world's money and you control the military, which they do indirectly."

    "A world central bank, worldwide regulation and world control of the whole system, of all the commodities and all the natural resources, what else can you call it other than world government?"

    "Obama wouldn't be there if he didn't toe the line, and when the meeting starts on November 15th for the new monetary system, this could be the beginning of the end of what's left of our national sovereignty." Paul said, also warning that the global media are already hailing Obama as the world's leader.

    With Obama having previously announced that he will shift military attention to Pakistan, the Congressman also warned that the president elect will, thanks to the previous administration, have the necessary precedent to escalate the war on terror:

    "It's the philosophy of the Bush doctrine, which was that we have the right to preemptively strike anybody and then he even expanded that recently by saying we don't have to invade and conquer, but we have the right to go in and bomb anybody without their permission, and that's why we go into Pakistan and Syria, which are acts of war. So they have the tools to do it and the sentiment and most Americans are oblivious to what is happening."

    Paul also suggested that any escalation could be facilitated by false flag events such as Gulf of Tonkin style incidents.

    Urging listeners not to lose faith in the campaign for liberty and the quest to restore and the Republic, Ron Paul spoke of reason to look ahead:
    "We have to look for sources of optimism... ultimately though all that happens to us is a result of philosophy and beliefs and convictions and that is where I think we have made some inroads. We have drawn attention to the importance of monetary policy, the importance of the central bank, the importance of how government causes so much problems, it's just that we're in the minority." Paul said.

    "We have to continue to do what we are doing, you are in the business of passing on and spreading information, that, to me, is most crucial, getting more people engaged, more people understanding what the issues are, nothing else is more important than that. Then when you see an opportunity we have to turn this into political action." the Congressman concluded.

    With barely time to savour his triumph, Barack Obama has been confronted with various international crises to test his mettle.

    The U.S. President-elect faces threats from Russia, Israel and Afghanistan as it emerged his election team's computers were hacked by a 'foreign entity' during the election.


    Officials at the FBI and the White House believe the hackers sought to gather information on the evolution of both his and Senator John McCain's policy positions with the idea of using that information in negotiations with the next administration.

    Obama technical experts later speculated the hackers were Russian or Chinese, and security ended the intrusion, Newsweek reported.

    Straight to work:
    President-elect Obama faces a looming international crisis

    The first of the challenges thrown at the President-elect, who received his first national security intelligence briefing yesterday, came from the Russian President Dmitry Medvedev.

    He threatened to base warheads along the Polish border if Obama goes ahead with a Bush administration plan to create a missile shield in Eastern Europe.
    Then Israel warned Obama last night that his claim that he was ready to open talks with Iran could be seen in the Middle East as a sign of weakness.

    Furthermore, Afghanistan's president Hamid Karzai demanded that Obama 'put an end to civilian casualties' by changing U.S. military tactics to avoid airstrikes in the war on the Taliban. He spoke out after seven wedding party guests were accidentally killed by an American airstrike.

    In less than 74 days, President-elect Barack Obama will assume responsibility for guiding the nation out of two wars and through a daunting array of real and potential global crises.

    WASHINGTON — In 74 days, President-elect Barack Obama will assume responsibility for guiding the nation out of two wars and through a daunting array of real and potential global crises.

    Obama is likely to benefit from initial goodwill across much of the planet, where there's profound relief that the Bush years are ending.

    Still, the new president — untested in foreign affairs — faces what may be the most unsettled global scene since the 1930s and '40s.

    • Iraq, where Obama has promised to withdraw U.S. troops by summer 2010, is less violent, but far from stable or self-reliant.
    • Al-Qaida and the Taliban have grown stronger and now control parts of Afghanistan and Pakistan's tribal areas.
    • Neither sanctions nor sweeteners have halted Iran's nuclear development.
    • North Korea's leader is ailing, raising questions about the stability of the nuclear-armed dictatorship.
    Just a day after the election, Iran's military officials Wednesday issued a notice warning U.S. forces that any violation of Iranian airspace will be met with force.

    "It has been observed that helicopters of the U.S. Army were flying a short distance from the Iran-Iraq border," said a statement issued by officials at Iran's military headquarters. "Iran's armed forces will forcefully respond to any attempts to violate the Islamic Republic of Iran's airspace."
    The notice likely stemmed from fears that U.S. commandos might stage an operation inside Iran like the recent American incursion from Iraq into Syria.

    Bush polarizing

    While Bush's polarizing persona alienated some countries who do business with Iran, a unifying figure like Obama may help convince fence-sitters such as India, China, Turkey, Malaysia and Russia to synchronize their Iranian policies with the U.S.

    The United States is still the world's dominant power, but it's less dominant than it was and increasingly is challenged by China, Russia and others.
    Another test may already have come Wednesday, his first day as president-elect.

    Russian President Dmitry Medvedev announced in his first state of the nation speech that Russia will station short-range missiles near its border with Poland if Obama proceeds with Bush's plan to station missile-defense systems in Poland and the Czech Republic.

    It was a reminder that Russia, which seemed cooperative during most of the tenure of Obama's two predecessors, has turned anti-Western.

    The global economic crisis, more than any other factor, could limit Obama's flexibility in defense and foreign affairs, whether it's increasing the size of the U.S. military, as he's promised to do, or ramping up foreign aid in an attempt to expand American influence, former U.S. officials said.

    "The administration is not going to come out of the box" immediately with large new foreign-policy initiatives, said James Dobbins a former assistant secretary of state now at the RAND Corp., a defense and international-relations research company."Frankly, that's not necessarily a bad thing."

    Richard Haass, the president of the Council on Foreign Relations, said that what makes the current situation unique isn't the multiplicity of challenges facing the United States, but the fact that the U.S. military is stretched in Iraq and Afghanistan and the economic crisis demands attention.

    "It's going to be the president's first priority. It will probably limit the availability of resources. It could lead to increased instability in certain countries around the world," Haass said.

    Bush is hosting 20 leaders of the world's largest economies for a summit here in 10 days. While Obama seems unlikely to attend, he could meet the leaders while they're in Washington.

    Troop pledge
    Obama has pledged to remove U.S. troops from Iraq in 16 months after taking office and to increase U.S. forces in Afghanistan. Whether he can meet that deadline remains to be seen, and the future of the U.S. troop presence is caught up in an agreement Bush is negotiating with Iraqi Prime Minister Nouri al-Maliki that's been delayed repeatedly.

    Meanwhile, Afghan President Hamid Karzai on Wednesday called on Obama to end U.S. airstrikes that risk civilian casualties after coalition forces allegedly killed dozens of people at a wedding party in southern Afghanistan this week. Karzai said that about 40 civilians were killed and 28 wounded on Monday after coalition forces bombarded a village during a clash with Taliban fighters.

    Obama has also promised to open diplomatic talks with U.S. adversaries such as Iran. Both Dobbins and Haass said that by reversing course in his final months and sending out feelers to Syria and allowing a senior U.S. diplomat to attend talks with Iran, Bush has helped Obama. Bush is expected to announce his intent to establish a U.S. diplomatic post in Tehran in coming weeks.

    If history is a guide, Obama will face early tests from abroad as president, either from leaders seeking to gauge his mettle, or from surprise events.
    Bush was challenged early in his presidency when a U.S. spy plane collided with a Chinese military jet and crash-landed on Chinese territory. President Clinton's first year saw the 1993 bombing of New York's World Trade Center and the deaths of 18 U.S. soldiers in Mogadishu, Somalia.

    While foreign leaders may or may not choose to test Obama, "the one thing I'm sure of is, events will test him," Haass said. "There will be coups. ... There will be genocide. ... There will be terrorism."
