Let's be honest here and take this in context.
She said that she wished Boko Haram was "That discriminating in their attacks". I.E. That they chose particular targets(Christians) instead of just anyone and everyone. It is much easier to counter a threat when you know the target, but apparently BH will attack anyone they think they can attack.
That said, her statement is disingenuous. They are primarily attacking Christians.

I watched a bit more of that hearing and I did not detect any anti-Christian bias.

I think it was a bit of sarcasm... a way to try to say "They are killing everyone, I wish they weren't being so indiscriminate..."
On the other hand, Congress seems to grasp the terrorists ARE going specifically after Christians.... while the State Department cronies are trying to re-direct our eyes away from that little tid bit.
Doesn't matter precisely what she said, how she said it, what she meant or whether she's biased or not. There's a problem. It's NOT in America (well, it IS just not getting Americans beheaded yet).
