    2nd 'Domestic Extremism' Report includes 'alternative media,' 'tax resisters' in lexicon

    Two weeks before the U.S. Department of Homeland Security penned its controversial report warning against "right-wing extremists" in the United States, it generated a memo defining dozens of additional groups – animal rights activists, black separatists, tax protesters, even worshippers of the Norse god Odin – as potential "threats."

    Though the "Domestic Extremism Lexicon" was reportedly rescinded almost immediately, Benjamin Sarlin of The Daily Beast recently obtained and published online a copy of the unclassified memo, dated March 26, 2009.

    While many of the groups listed in the lexicon – such as Aryan prison gangs and neo-Nazis – may indeed be widely considered extremists, others will likely take offense at being described as a potential "threat."

    For example, the memo defines the "tax resistance movement" – also referred to in the report as the tax protest movement or the tax freedom movement – as "groups or individuals who vehemently believe taxes violate their constitutional rights. Among their beliefs are that wages are not income, that paying income taxes is voluntary, and that the 16th Amendment to the U.S. Constitution, which allowed Congress to levy taxes on income, was not properly ratified."

    The report, however, continues in its assessment of tax protesters, asserting that members "have been known to advocate or engage in criminal activity and plot acts of violence and terrorism in an attempt to advance their extremist goals."

    Similarly, the lexicon concludes its definition of "black separatists" by asserting, "Such groups or individuals also may embrace radical religious beliefs. Members have been known to advocate or engage in criminal activity and plot acts of violence directed toward local law enforcement in an attempt to advance their extremist goals."

    In his blog piece titled "Who You Calling an Extremist?" Sarlin writes, "Partisans leapt to decry the first DHS memo as part of a Democratic conspiracy to marginalize right wingers. But it became clear that DHS's broad descriptions of extremists were symptomatic of an ongoing agency problem that crossed ideological lines."

    The lexicon states its purpose is to provide "definitions for key terms and phrases that often appear in DHS analysis that addresses the nature and scope of the threat that domestic, non-Islamic extremism poses to the United States."

    Apparently, the DHS analyzes the "threat" level of Internet news websites like WorldNetDaily, for the lexicon defines "alternative media" as "a term used to describe various information sources that provide a forum for interpretations of events and issues that differ radically from those presented in mass media products and outlets."

    The term "black power," widely used in a variety of contexts, also merits a definition in the lexicon: "A term used by black separatists to describe their pride in and the perceived superiority of the black race."

    The DHS memo also includes precursors to the ill-fated "Right-wing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment" report, which prompted outrage from legislators and a campaign calling for the resignation of DHS Secretary Janet Napolitano.

    For example, the lexicon contains virtually the same broad-stroke language the right-wing extremism report used.

    "Rightwing extremism," the lexicon defines as those "who can be broadly divided into those who are primarily hate-oriented, and those who are mainly antigovernment and reject federal authority in favor of state or local authority. This term also may refer to rightwing extremist movements that are dedicated to a single issue, such as opposition to abortion or immigration."

    The lexicon further points to those who oppose driver's licenses for illegal immigrants.

    "Anti-immigration extremism," the lexicon defines as "a movement of groups or individuals who are vehemently opposed to illegal immigration, particularly along the U.S. southwest border with Mexico, and who have been known to advocate or engage in criminal activity and plot acts of violence and terrorism to advance their extremist goals. They are highly critical of the U.S. Government's response to illegal immigration and oppose government programs that are designed to extend 'rights' to illegal aliens, such as issuing driver's licenses or national identification cards and providing in-state tuition, medical benefits, or public education."

    Unlike the right-wing extremism report, however, the lexicon includes definitions of extremism across a broad spectrum of issues: anarchy, animal rights extremism, black nationalism, Cuban independence, environmentalism, Jewish extremism, Mexican separatism, right-wing militias, white supremacists, the anti-war movement and more.

    Among the more curious groups the DHS appears to be monitoring is the "racial Nordic mysticism" group, defined as "an ideology adopted by many white supremacist prison gangs who embrace a Norse mythological religion, such as Odinism or Asatru."

    Among the more comical definitions is the description given of what "racist skinheads" wear, enabling law officers, it appears, to identify skinheads by their preferred brand of footwear:

    "Dress may include a shaved head or very short hair," the report states, "jeans, thin suspenders, combat boots or Doc Martens, a bomber jacket, and tattoos of Nazi-like emblems."

    Sarlin, who first publicized the memo, reports that a spokesperson for DHS told him the memo was recalled "within minutes" of being issued but declined to offer any details on the reasons for its withdrawal.

    (U) Definitions
    (U) aboveground (U//FOUO) A term used to describe extremist groups or
    individuals who operate overtly and portray themselves as
    law-abiding.

    (U) alternative media (U//FOUO) A term used to describe various information
    sources that provide a forum for interpretations of events and
    issues that differ radically from those presented in mass
    media products and outlets.

    (U) anarchist
    extremism

    (U//FOUO) A movement of groups or individuals who
    advocate a society devoid of government structure or
    ownership of individual property. Many embrace some of the
    radical philosophical components of anticapitalist,
    antiglobalization, communist, socialist, and other movements.
    Anarchist extremists advocate changing government and
    society through revolutionary violence.
    (also: revolutionary anarchists)

    (U) animal rights
    extremism
    (U//FOUO) A movement of groups or individuals who
    ascribe equal value to all living organisms and seek to end the
    perceived abuse and suffering of animals. They believe
    animals are sentient creatures that experience emotional,
    physical, and mental awareness and deserve many of the
    same rights as human beings; for example, the right to life
    and freedom to engage in normal, instinctive animal behavior.
    These groups have been known to advocate or engage in
    criminal activity and plot acts of violence and terrorism in an
    attempt to advance their extremist goals. They have targeted
    industries, businesses, and government entities that they
    perceive abuse or exploit animals, including those that use
    animals for testing, human services, food production, or
    consumption.

    (U) antiabortion extremism
    (U//FOUO) A movement of groups or individuals who are
    virulently antiabortion and advocate violence against
    providers of abortion-related services, their employees, and
    their facilities. Some cite various racist and anti-Semitic
    beliefs to justify their criminal activities.

    (U//FOUO) A movement of groups or individuals who are
    vehemently opposed to illegal immigration, particularly along
    the U.S. southwest border with Mexico, and who have been
    known to advocate or engage in criminal activity and plot acts
    of violence and terrorism to advance their extremist goals.
    They are highly critical of the U.S. Government’s response to
    illegal immigration and oppose government programs that are
    designed to extend “rights” to illegal aliens, such as issuing
    driver’s licenses or national identification cards and providing
    in-state tuition, medical benefits, or public education.

    (U//FOUO) A movement of groups or individuals opposed to
    technology. These groups have been known to advocate or

    They have targeted college and university laboratories,
    scholars, biotechnology industries, U.S. corporations
    involved in the computer or airline industry, and others.

    (U) Aryan prison gangs
    (U//FOUO) Individuals who form organized groups while in
    prison and advocate white supremacist views.
    Group members may continue to operate under the auspices
    of the prison gang upon their release from correctional
    facilities.

    (U) black bloc (U//FOUO) An organized collection of violent anarchists and
    anarchist affinity groups that band together for illegal acts of
    civil disturbance and use tactics that destroy property or strain
    law enforcement resources. Black blocs operate in
    autonomous cells that infiltrate nonviolent protests, often
    without the knowledge of the organizers of the event.

    (U) black nationalism (U//FOUO) A term used by black separatists to promote the
    unification and separate identity of persons of black or
    African American descent and who advocate the
    establishment of a separate nation within the United States.
    (U) black power (U//FOUO) A term used by black separatists to describe their
    pride in and the perceived superiority of the black race.

    (U) black separatism (U//FOUO) A movement of groups or individuals of black or
    African American descent who advocate the separation of the

    the rest of the United States; some advocate forming their
    own political system within a separate nation. Such groups or
    individuals also may embrace radical religious beliefs.
    Members have been known to advocate or engage in criminal
    activity and plot acts of violence directed toward local law
    enforcement in an attempt to advance their extremist goals.

    (U) Christian Identity (U//FOUO) A racist religious
    philosophy that maintains
    non-Jewish whites are “God’s
    Chosen People” and the true
    descendants of the
    Twelve Tribes of Israel.
    Groups or individuals can be
    followers of either the Covenant
    or Dual Seedline doctrine; all believe that Jews are conspiring
    with Satan to control world affairs and that the world is on the
    verge of the Biblical apocalypse. Dual Seedline adherents
    believe Jews are the literal offspring of Satan and that nonwhites,
    who are often referred to as “mud people,” are not
    human beings.

    (U) Cuban independence extremism
    (U//FOUO) A movement of groups or individuals who do
    not recognize the legitimacy of the Communist Cuban
    Government
    and who attempt to subvert it through acts of
    violence, mainly within the United States.
    (also: anti-Castro groups)

    (U) decentralized
    terrorist movement

    (U//FOUO) A movement of groups or individuals who
    pursue shared ideological goals through tactics of leaderless
    resistance independent of any larger terrorist organization.

    (U) denial-of-service
    attack

    (U//FOUO) An attack that attempts to prevent or impair the
    intended functionality of computer networks, systems, or
    applications. Depending on the type of system targeted, the
    attack can employ a variety of mechanisms and means.
    (also: DoS attack)

    (U) direct action (U//FOUO) Lawful or unlawful acts of civil disobedience
    ranging from protests to property destruction or acts of
    violence. This term is most often used by single-issue or
    anarchist extremists to describe their activities.

    violence to end what they perceive as the degradation of the
    natural environment by humans. Members have advocated or
    engaged in criminal activity and plot acts of violence and
    terrorism in an attempt to advance their extremist goals.
    They target industries, businesses, and government entities
    that they allege are engaged in habitat destruction, citing
    urban sprawl and development, logging, construction sites
    and related equipment, and man-made sources of air, water,
    and land pollution.

    (U) ethnic-based extremism
    (U//FOUO) A movement of groups or individuals who are
    drawn together and form extremist beliefs based on their
    ethnic or cultural background. Members have advocated or
    engaged in criminal activity and have plotted acts of violence

    (U) extremist group (U//FOUO) An ideologically driven organization that
    advocates or attempts to bring about political, religious,
    economic, or social change through the use of force, violence,

    individuals who combine anarchist

    They advocate a return to a preindustrial,
    agrarian society, often

    The use of cyber technologies to achieve a political end, or

    downplay or deny the Jewish Holocaust.

    Priesthood

    (U//FOUO) A Christian Identity
    doctrine derived from the Biblical
    story of Phinehas, which adherents
    interpret as justifying inter-racial
    killing. Followers of this belief
    system also have advocated
    martyrdom and violence against
    homosexuals, mixed-race couples,
    and abortion providers.

    (U) primary targeting (U//FOUO) Plans or attacks directed by extremists against
    parties that are the focus of an organized campaign.

    (U) Puerto Rican
    independence
    extremists
    (U//FOUO) Groups or individuals who engage in criminal
    activity and advocate the use of violence to achieve
    Puerto Rican independence from the United States.

    (U) racial Nordic
    mysticism
    (U//FOUO) An ideology adopted by many white supremacist
    prison gangs who embrace a Norse mythological religion,
    such as Odinism or Asatru.

    (U) racialist (U//FOUO) A term used by white supremacists intended to
    minimize their extreme views on racial issues.

    working-class, white youth who embrace shaved heads for
    males, substance abuse, and violence. Skinheads can be
    categorized as racist, anti-racist or “traditional,” which
    emphasizes group unity based on fashion, music, and lifestyle
    rather than political ideology. Dress often includes a shaved
    head or very short hair, jeans, thin suspenders, combat boots
    or Doc Martens, and a bomber jacket.

    movement

    (U//FOUO) A rightwing extremist movement composed of
    groups or individuals who reject the notion of
    U.S. citizenship. They claim to follow only what they believe
    to be God’s law or common law and the original
    10 amendments (Bill of Rights) to the U.S. Constitution.
    They believe they are emancipated from all other
    responsibilities associated with being a U.S. citizen, such as
    paying taxes, possessing a driver’s license and motor vehicle
    registration, or holding a social security number.
    They generally do not recognize federal or state government
    authority or laws. Several sovereign citizen groups in the
    United States produce fraudulent documents for their
    members in lieu of legitimate government-issued forms of
    identification. Members have been known to advocate or
    engage in criminal activity and plot acts of violence and
    terrorism in an attempt to advance their extremist goals.
    They often target government officials and law enforcement.

    Just a bit of background to help you appreciate the absurdity of The Department of Homeland Security’s Report – “Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment,” released on April 7.

    DHS Secretary Janet Napolitano has done herself proud.

    While her president is busy closing Guantanamo, touting the joys of Islam, promising that the U.S. will never again defend itself without the express permission of the cheese-eaters and beer-drinkers, and considering prosecuting Bush officials who put national security ahead of an obsession with the civil rights of terrorists, Napolitano, who prefers the expression “man-made disasters” (like Obama’s budget?) to terrorism, has discerned the real clear and present danger – “threats from white supremacist and violent anti-government groups” recruiting individuals susceptible to their appeals.

    The 9-page report, about as well-documented as Michelle Obama’s senior thesis, refers to unidentified “white supremacist and violent anti-government groups.” While admitting that their activities “have been largely rhetorical and have not indicated plans to carry out violent attacks,” the report claims they are a potent threat to the republic.

    The document alleges that these rightwing extremists are busy expanding their base, and – if you fall into one or more of the following groups -- you are ripe for recruitment. They include Americans who are:

    · Concerned about “the possible passage of new restrictions on firearms”
    · Returning military veterans “facing significant challenges reintegrating” into their community
    · Malcontents who “focus on the economy (and) the perceived loss of U.S. jobs in manufacturing and construction sectors and home foreclosures”
    · Critical of “free trade agreements”
    · Prone to “reject federal authority in favor of state or local authority” – otherwise known as Constitutionalists
    · Convinced that “illegal immigrants” are “taking away American jobs”
    · Involved with conservative causes such as opposition to abortion and same-sex marriage.


    Napolitano’s agency has cast a broad net.

    A majority of Americans fall into one or more of these categories, including: the 73% who believe there’s a constitutional right to private gun ownership – among them 5 Supreme Court justices (2008, USA Today/Gallup Poll); the 61% who say they are fearful that they or a friend will lose their jobs due to U.S. companies moving overseas (2004 Gallup Poll); and the 79% who want to send the U.S. military to the border to stem the tide of illegal immigrants (2009, Rasmussen Poll).

    Still, Napolitano’s Barney Fife Office of Intelligence and Analysis insists the real threat to America comes not from the 35 jihadist training camps in the U.S. (according to a 2006 Department of Justice report) and terrorism-friendly American mosques, but from Christians, conservatives, gun owners and right-to-lifers.

    BTW, we’ve heard this before.


    Angry lesbian Rosie O’Donnell on ABC’s “The View” (October, 2006), in response to a co-host’s comments that militant Islam poses a threat to free people everywhere, exploded, “Just a minute. Radical Christianity is just as threatening as radical Islam in a country like America, where we have separation of Church and State.” Wall Builders, which documents America’s Christian heritage, is probably plotting to hijack a plane as you read these words.

    On MSNBC’s “Countdown” with Keith Olbermann, Janeane Garofalo called the million or so Americans who attended Tax Day Tea Parties – “a bunch of tea-bagging rednecks.” Garofalo: “This is about hating a black man in the White House. This is racism straight up.” (The DHS report also warned that right-wing extremism would be fueled by resentment over “the historical election of an African American president and the prospect of policy changes.”) The media somehow missed all of the crosses burning at April 15 protests.

    On MSNBC’s Hardball in March, host Christopher Matthews fretted that Obama’s recently confirmed choice for Secretary of Health and Human Services, Governor Kathleen Sebelius (who once threw a private party for a late-term abortionist), would end up the target of “the terrorism of anti-abortion people.” He later explained that he was talking about “verbal terrorism,” and not implying that the Family Research Council was going to plant a car-bomb in the governor’s vehicle.

    It was a year ago this month that candidate Barack Obama told well-heeled Democrats at a San Francisco fundraiser (where normalcy is always suspect) that those in small-town America hard hit by job loss are “bitter” and “cling to guns or religion or antipathy to people who aren’t like them or anti-immigrant sentiment or anti-trade sentiment.”

    While the future president didn’t say exactly what these gun-toting bigots, religious fundamentalists and xenophobes would do to relieve their bitterness, Commissar of Homeland Security Napolitano has made it clear – join the army of racists and “right-wing extremists” plotting unspecified acts of violence against unnamed individuals.

    This focus on potential terrorism from the ranks of law-abiding gun owners and immigration-control advocates is like looking for a serial killer at a librarians’ convention.

    While Obama’s Inspector Clouseau is investigating the right, over the past 200 years, most political violence has come from the left – starting with the French Revolution’s Reign of Terror, where enemies of the regime were guillotined, drowned, shot and clubbed to death. The Vendee was the model for the Holocaust.

    From the Bolshevik Revolution to Stalin to Mao to the Killing Fields of the Khmer Rouge, communists claimed at least 100 million victims in the 20th Century.

    Properly understood, Nazism (National Socialism) was a phenomenon of the left which rejected tradition and Judeo-Christian morality in favor of a racial utopia. Instead of the “proletariat,” its collective centered on race. Until Hitler sent his armies rolling across the Russian border, the browns were comfortably allied with the reds.

    In America, the left has had a near-monopoly on political violence, starting with the anarchist bombings that followed World War I. John F. Kennedy was assassinated by a member of the Fair Play for Cuba Committee who spent two years in the Soviet Union. Two other U.S. Presidents were assassinated by anarchists.

    The urban riots that swept America in the 1960s were spurred on by radicals like H. Rap Brown. (“If America don’t come around, we gonna burn it down!”)

    I can still recall student “protests” in Boston in the late ‘60s. Believe it or not, it wasn’t College Republicans who were throwing nail-studded golf balls at the cops. From violence at the 1969 Democratic National Convention to the Weathermen’s “Days of Rage” to the Weather Underground, which staged bank robberies and bombed government buildings, Sixties violence was almost exclusively a leftist phenomenon.

    The Unibomber was an environmentalist whack-job – Al Gore with a chemistry kit. Those who stormed the streets of Minneapolis-St Paul during the 2008 GOP convention weren’t demanding lower taxes and less government, ditto the Luddites who rioted at the 1999 WTO meeting in Seattle. Earth First and the Animal Liberation Front are unlikely to be mistaken for the RNC.

    It’s leftist students who harass and, in some cases, physically assault conservative speakers on college campuses. The violence in the aftermath of passage of California’s Proposition 8, including attacks on churches, was the product of rage by homosexual militants.

    Of course, there’s always Timothy McVeigh, leftwing poster boy for rightwing violence – who, with his partner Terry McNichols, caused 168 deaths in the 1995 bombing of Oklahoma City’s Murrah Federal Building.

    In defending her department’s Fearless Fosdick report, Napolitano confessed that the topic of right-wing extremism “struck a nerve (with her) as someone personally involved in the Timothy McVeigh prosecution.”

    Federal investigators never followed the trail of evidence linking jihadists to this “man-made disaster.”

    Nichols made several trips to the Philippines before the Oklahoma City bombing. According to Clinton counter-terrorism official Richard Clarke, McVeigh’s accomplice was in Cebu at the same time as Ramzi Yousef, convicted in the 1993 World Trade Center bombing.

    In “Against All Enemies” (page 127), Clarke writes: “We know that Nichols’ bombs did not work before his Philippine stay and were deadly when he returned.”

    Why is the left so susceptible to violence and the right largely immune from it?

    We believe in the Constitution and the rule of law, they don’t – witness their efforts to save Bill Clinton, who was manifestly guilty of high crimes and misdemeanors (including perjury). They believe in flaunting the law when it suits their purposes – ergo their support for illegal immigration and an activist judiciary that’s usurped legislative powers.

    We believe in the First Amendment, they don’t. Besides the campus storm troopers practicing Marcusian repressive tolerance, Obama and his allies are determined to put conservative talk radio out of business by resurrecting the Fairness Doctrine.

    We love America, including the principles on which it was conceived: liberty, tolerance, equality before the law and Judeo-Christian morality. For them, the Founding Fathers are dead, white males and the American saga consists of slavery, Wounded Knee, lynchings, the exploitation of immigrant labor, World War II internment of Japanese-Americans, McCarthyism, and “imperialism.”

    We’re patriots.

    From Jane Fonda (doing propaganda broadcasts for the North Vietnamese) to Sean Penn posing with a Saddam Hussein poster in Baghdad, to Ward Churchill and Columbia Professor Nicholas Di Genova, they make common cause with America’s enemies. Di Genova told a 2001 teach-in: “The only real heroes are those who find ways to defeat the U.S. military. Personally, I would like to see a million Mogadishus” -- in reference to the 1993 deaths of U.S. servicemen in Somalia.

    We believe in the God who commanded “Thou shalt not kill.” They believe in evolutionary theory, moral relativism, embryonic stem –cell research, Jack Kevorkian and the judge who ordered the starvation/dehydration death of Terri Schiavo. .

    In Turkey, the Community Organizer in Chief pledged “The United States is not and never will be at war with Islam” (never mind that Islam is at war with us) -- perhaps that’s because his administration was planning to declare war on the American people – including veterans, gun owners and pro-lifers.

    The DHS report on “right-wing extremism” is just the opening salvo. Sent to police and sheriff’s departments across the land, it calls for domestic spying to gather information on this vast right-wing conspiracy –an operation euphemistically described as Washington “working with its state and local partners over the next several months” to collect information on extremist activity (everything to the right of John McCain).

    Speaking of terrorist profiling, imagine a hypothetical individual whose friends included an unrepentant ex-terrorist who took pride in the fact that the group he led blew things up, in an attempt to overthrow the government.

    Imagine further that this fringe figure was associated with a group involved in organized law-breaking, including harassment and trespass.

    Then imagine that this “person of interest” spent 19 years listening to a lunatic pastor who preached anti-Americanism, made excuses for the 9/11 terrorists and concocted off-the-wall conspiracy theories (the government created the AIDS virus as an act of genocide). He also attended or helped organize the 1995 DC rally of another notorious demagogue who has consorted with America’s enemies and has called for our annihilation.

    Our hypothetical terrorist-in-waiting isn’t the head of the Aryan Nation, the Michigan Militia or the Ku Klux Klan. He is President Barack Hussein Obama, whose extremist ties include Bill Ayers, ACORN, the Rev. Jeremiah A. Wright and Louis Farrakhan. If you see the president acting suspiciously in an airport, please advise law-enforcement personnel.

    Instead of smearing Obama’s opponents, perhaps the Department of Homeland Security should be staking out the White House.

    I'd truly like to see the clown, Di Genova, or any of those lefty morons, stumble into a SFOD-D watering hole in Fort Bragg and try to explain that we lost the Battle of the Black Sea in Mogadishu. We sent 160 men into the red zone. They countered with thousands. We lost eighteen good men. They lost multiple hundreds and perhaps over one thousand with 3,000 or more Somalis injured. We walked away with priority packages.

    A loss? I think not.

    These leftists, who somehow managed to get themselves into office, have a much distorted view of reality. They are dangerous and without honor or self respect. Just pitiful. I guess I'm preaching to the choir though.

    The Fed is too big, it continues to grow. It's a perfect heat machine, like a hurricane, growing and feeding on dollars sucked up in the engine by the IRS. Eventually, it will stall out over land (too many people saying "HELL NO, NO MORE!" or when it can no longer get money or blood out of the people.

    Then collapse will happen.

    There won't be a "Government" to fight because it will have shut down. There won't be people fighting because they will have starved. There won't be a bloody war, because no one will be able to afford to EAT.

    Sixteen people banned from entering the UK were "named and shamed" by the Home Office today.

    Home Secretary Jacqui Smith said she decided to make public the names of 16 people banned since October so others could better understand what sort of behaviour Britain was not prepared to tolerate.

    The list includes hate preachers, anti-gay protesters and a far- right US talk show host.

    "I think it's important that people understand the sorts of values and sorts of standards that we have here, the fact that it's a privilege to come and the sort of things that mean you won't be welcome in this country," Ms Smith told GMTV.

    "Coming to this country is a privilege. If you can't live by the rules that we live by, the standards and the values that we live by, we should exclude you from this country and, what's more, now we will make public those people that we have excluded.

    "We are publishing the names of 16 of those that we have excluded since October. We are telling people who they are and why it is we don't want them in this country."

    She said the number of people excluded from Britain had risen from an average of two a month to five a month since October.

    The list of the 16 "least wanted" includes radio talk show host Michael Savage, real name Michael Weiner.

    "This is someone who has fallen into the category of fomenting hatred, of such extreme views and expressing them in such a way that it is actually likely to cause inter-community tension or even violence if that person were allowed into the country," Ms Smith told BBC Breakfast.

    Also named are American Baptist pastor Fred Waldron Phelps Snr and his daughter Shirley Phelps-Roper, who have picketed the funerals of Aids victims and claimed the deaths of US soldiers are a punishment for US tolerance of homosexuality.

    "If people have so clearly overstepped the mark in terms of the way not just that they are talking but the sort of attitudes that they are expressing to the extent that we think that this is likely to cause or have the potential to cause violence or inter-community tension in this country, then actually I think the right thing is not to let them into the country in the first place. Not to open the stable door then try to close it later," Ms Smith said.

    "It's a privilege to come to this country. There are certain behaviours that mean you forfeit that privilege."

    Hamas MP Yunis Al-Astal, Jewish extremist Mike Guzovsky, former Ku Klux Klan grand wizard Stephen Donald Black and neo-Nazi Erich Gliebe are also on the list released today.

    Artur Ryno and Pavel Skachevsky, the former leaders of a violent Russian skinhead gang which committed 20 racially motivated murders, are also banned from coming to Britain. Both are currently in prison.

    Making up the rest of the 16 named by the Home Office today are preachers Wadgy Abd El Hamied Mohamed Ghoneim, Abdullah Qadri Al Ahdal, Safwat Hijazi and Amir Siddique, Muslim activist Abdul Ali Musa (previously Clarence Reams), murderer and Hezbollah terrorist Samir Al Quntar and Kashmiri terror group leader Nasr Javed.

    U.S. civil rights leaders said yesterday that an increase in hate crimes committed in recent years against Hispanics and people perceived to be immigrants "correlates closely" to the nation's increasingly contentious debate over immigration.

    Hate crimes targeting Hispanic Americans rose 40 percent from 2003 to 2007, the most recent year for which FBI statistics are available, from 426 to 595 incidents, marking the fourth consecutive year of increases.

    The Leadership Conference on Civil Rights Education Fund issued a report that faulted anti-immigrant rhetoric in the media and mobilization of extremist groups on the Internet. The conference said that some groups advocating for tighter immigration laws have invoked "the dehumanizing, racist stereotypes and bigotry of hate groups."

    "Reasonable people will disagree . . . but the tone of discourse over comprehensive immigration reform needs to be changed, needs to be civil and sane," said Michael Lieberman, Washington counsel for the Anti-Defamation League.

    The FBI reported in October that the number of hate crimes dropped in 2007 by about 1 percent, to 7,624. But violence against Latinos and gay people bucked the trend. The number of hate crimes directed at gay men and lesbians increased about 6 percent, the FBI reported.

    Mark Krikorian, executive director of the Center for Immigration Studies, which was criticized in the LCCREF report, said it was "another salvo against free speech by the pro-amnesty coalition . . . to delegitimize any critic of mass immigration."

    On Terrorist Watch List, but Allowed to Buy Guns

    WASHINGTON — People on the government’s terrorist watch list tried to buy guns nearly 1,000 times in the last five years, and federal authorities cleared the purchases 9 times out of 10 because they had no legal way to stop them, according to a new government report.

    In one case, a person on the list was able to buy more than 50 pounds of explosives.

    The new statistics, compiled in a report from the Government Accountability Office that is scheduled for public release next week, draw attention to an odd divergence in federal law: people placed on the government’s terrorist watch list can be stopped from getting on a plane or getting a visa, but they cannot be stopped from buying a gun.

    Gun purchases must be approved unless federal officials can find some other disqualification of the would-be buyer, like being a felon, an illegal immigrant or a drug addict.

    “This is a glaring omission, and it’s a security issue,” Senator Frank R. Lautenberg, the New Jersey Democrat who requested the study, said in an interview.

    Mr. Lautenberg plans to introduce legislation on Monday that would give the attorney general the discretion to block gun sales to people on terror watch lists.

    The government’s consolidated watch list, used to identify people suspected of links to terrorists, has grown to more than one million names since the attacks of Sept. 11, 2001. It also has drawn widespread criticism over the prevalence of mistaken identities and unclear links to terrorism.

    A report in May from the Justice Department inspector general found that the list kept by the Federal Bureau of Investigation carried the names of 24,000 people included on the basis of outdated or sometimes irrelevant information.

    Gun rights advocates said showing up on a terrorist watch list should not be grounds for being denied a gun.

    “We’re concerned about the quality and the integrity of the list,” said Andrew Arulanandam, a spokesman for the National Rifle Association.

    “There have been numerous studies and reports questioning the integrity, and we believe law-abiding people who are on the list by error should not be arbitrarily denied their civil rights” under the Second Amendment.

    Mr. Lautenberg introduced a similar gun-control measure in 2007, but it stalled after opposition from the N.R.A. The senator attributed the outcome to “knuckling under to the gun lobby.”

    Mr. Arulanandam said the gun lobby would have to examine the details of the newest proposal before taking a position. But he added: “Senator Lautenberg has always been on the wrong side of the Second Amendment. His approach is not in the interests of public safety.”

    The G.A.O. study found an increase in the last few years in the number of gun purchase requests and approvals for people on the terrorist watch list.

    From February 2004 through February 2009, the report found, there were 963 requests for gun purchases through the federal system by people on the list. Of that group, 865 purchases — or 90 percent — were approved after a three-day review by the F.B.I. failed to turn up any other disqualifying factors.

    A narrower study by the G.A.O. in 2005 first drew public attention to the issue. The Justice Department took some limited steps to address the issue, centralizing the review of gun purchases by those on watch lists to ensure that all possible disqualifiers were being considered.

    Nonetheless, the rate of approval for requests to buy a gun went up from 80 percent in 2005 to the new study’s 90 percent. Officials were searching for explanations for the increase, which might reflect the overall growth in both the number of people on the watch list and of gun purchases.

    The names of the people on the watch list are secret, and Mr. Lautenberg said he was frustrated by the F.B.I.’s refusal to disclose to investigators details and specific cases of gun purchases beyond the aggregate data.

    The senator said that getting a better understanding of who is being allowed to buy guns and how people are connected to terrorism would help assess the need for legislative remedies.

    The G.A.O. reported that the Justice Department in the Obama administration, however, was “noncommital” about whether it would develop guidelines if Congress moved to give the attorney general discretion to block such gun sales.

    Alikhan is affiliated with MPAC , the "Muslim Public Affairs Council".

The organization consists of eight chapters in California, and one each in Texas, Kansas, Nevada, and Iowa."

    From its inception, MPAC presented itself20as more inclusive, and more open to peaceful coexistence with Jews and Christians, than other Arab and Muslim groups, and sought to make Americans comfortable with Islam by showing how much the religion embraced core American values.

    However, looking deeper into this group:

    MPAC's Senior Advisor, Maher Hathout, who has close ties to the Muslim Brotherhood and espouses the radical brand of Islam known as Wahhabism, was invited to address the Democratic Convention in Los Angeles in 2000.

    MPAC's centrist public image unraveled after the September 2000 launching of the Second Palestinian Intifada, when the Council severed its ties to the Jewish community and issued one-sided condemnations of Israel's response to the Arab violence.

    This group actively opposed Bush's military incursions into Afghanistan and Iraq, as well as his "excesses" in the war on terror. In February 2003, MPAC joined the Council on American-Islamic Relations, the American Muslim Council, and the American Muslim Alliance in forming a coalition to repeal and amend the Patriot Act, which these organizations depicted as an assault on the civil liberties of Americans, particularly Muslims.

    MPAC claims that Islam is a religion of peace and moderation, and contends that Muslim extremists are no more numerous or dangerous than fundamentalists in any other faith.

    Holding Israel entirely responsible for the "pattern of violence" in the Middle East, MPAC asserts that Hezbollah "could be called a liberation movement." The Council likens Hezbollah members to American "freedom fighters hundreds of years ago whom the British regarded as terrorists."

    In a 1999 position paper, MPAC justified Hezbollah's deadly 1983 bombing of the American Marine barracks in Lebanon as a "military operation" rather than a terrorist attack. 1983 Beirutbarracks bombing, which killed=2 0299 servicemen, including 220 U.S. Marines. As Maher Hathout puts it: "Hezbollah is fighting for freedom, an organized army, limiting its operations against military people, this is a legitimate target against occupation. â€Â¦ this is legitimate, this is aan American value -- freedom and liberty."

    Homeland Security Secretary Janet Napolitano swore in to her official advisory council the head of an Arab American organization whose officials have labeled deadly anti-U.S. Jihadists as "heroes" and opposed referring to Hamas as a terrorist organization.

    The American-Arab Anti-Discrimination Committee, or ADC, also has close ties to anti-Israel professor Rashid Khalidi, whose association with President Obama â€â€œ first exposeed by WND â€â€œ stirred controversy during last year's prresidential campaign.

    The ADC takes an openly anti-Israel line.

    The ADC also leads the opposition to domestic anti-terrorism measures taken after the 9-11 attacks, such as watch lists, background check delays for visas and an initiative meant to more comprehensively screen visitors from select Mideast countries or specific individuals labeled as possible national security threats.

    In 1994, during one of the main peaks of Hamas suicide bombings against Israeli civilians, then-ADC President Hamzi Moghrabi said, "I will not call [Hamas] a terrorist organization. I mean, I know many people in Hamas. They are very respectable. II don't believe Hamas, as an organization, is a violent organization."

    Discover the Networks notes that two years later, Moghrabi's successor, Hala Maksoud, defended the Hezbollah terrorist group.

    "I find it shocking," Maksoud said, "that [one] would include Hezbollah in [an] inventory of Midddle East'terrorist'=2 groups."

    In 2000, new ADC President Hussein Ibish characterized Hezbollah as "a disciplined and responsible liberation force."

    When Israel released Hezbollah prisoners in early 2004, Imad Hamad, ADC's Midwest Regional Director, openly celebrated the freedom of "the heroes."

    Besides its deadly terrorism against Israel, Hezbollah distinguishes itself as second only to al-Qaida among terror groups responsib le for killing the most Americans. It's responsible for such deadly attacks as the 1983 Beirut barracks bombing, which killed 299 servicemen, including 220 U.S. Marines.

    ADC linked to Khalidi

    The ADC is linked to Columbia University's Khalidi, who spoke at several of the organization's events. At one speech, in June 2002, the New York Sun documented how Khalidi appeared to condone the killing of armed Israelis.

    "Killing civilians is a war crime. It's a violation of international law. They are not soldiers. They're civilians, they're unarmed," Khalidi said in a recorded address. "The ones who are armed, the ones who are soldiers, the ones who are in occupation, that's different. That's resistance."

    The ADC also has collaborated on numerous projects with the Arab American Action Network, or AAAN, an organization founded by Khalidi's wife Mona, and which WND first reported received start-up funds from a nonprofit, the Woods Fund, on which Obama served as a paid director.

    The AAAN, headquartered in the heart of Chicago's Palestinian immigrant community, worked on projects supporting open boarders and education for illegal aliens. Speakers at AAAN dinners and events routinely have taken an anti-Isra el line. The organization co-sponsored anti-Israel projects and exhibits.

    Khalidi, an apologist for PLO terrorism, holds the position of Columbia's Edward Said professorship of Arab Studies. Said, a well-known far-leftist intellectual and apologist for Palestinian terrorism, served on an advisory counsel to the ADC.

    ADC opposes anti-terrorism screening

    According to the ADC charter, the organization seeks to "empower Arab Americans; defend the civil rights of all people of Arab heritage in the U.S.; pr omote civic participation; and encourage a balanced U.S.foreign policy in the Middle East."

    The organization has actively lobbied against the Patriot Act and was reportedly instrumental in scaling back some of the restrictions of the National Security Entry-Exit Registration System program, or NSEERS. Shora was personally involved in those efforts.

    The NSEERS required persons whose nationality identifies them as a possible security risk to submit to control processes governed by the Department of Justice. NSEERS also targeted specific individuals labeled as possible national security threats, at times making them undergo fingerprinting, photographing and registration.

    Last week, Napolitano swore in Damascus-born Kareem Shora, the ADC's national executive director, to a position on the Homeland Security Advisory Council, an outside-the-department group of national security experts that advises the secretary. Shora is the first Arab rights advocate on the panel.

    At the ceremony in Albequrque, Shora reportedly recounted how he watched with his immigrant father Obama's address last week to the Muslim world. Shora said his father cried when he heard Obama's message of reconciliation.

    'Jihadists' and 'global war' no longer acceptable terms

    It's official.

    The U.S. is no longer engaged in a "war on terrorism." Neither is it fighting "jihadists" or in a "global war."


    President Obama's top homeland security and counterterrorism official took all three terms off the table of acceptable words inside the White House during a speech Thursday at the Center for Strategic and International Studies, a Washington think tank.

    "The President does not describe this as a 'war on terrorism,'" said John Brennan, head of the White House homeland security office, who outlined a "new way of seeing" the fight against terrorism.

    The only terminology that Mr. Brennan said the administration is using is that the U.S. is "at war with al Qaeda."

    "We are at war with al Qaeda," he said.

    "We are at war with its violent extremist allies who seek to carry on al Qaeda's murderous agenda."

    Secretary of State Hillary Clinton said in March that the administration was not using the term "war on terror" but no specific directive had come from the White House itself. Mr. Obama himself used the term "war on terror" on Jan. 23, his fourth day as president, but has not used it since.

    Mr. Brennan's speech was aimed at outlining ways in which the Obama administration intends to undermine the "upstream" factors that create an environment in which terrorists are bred.

    The president's adviser talked about increasing aid to foreign governments for building up their militaries and social and democratic institutions, but provided few details about how the White House will do that.

    He was specific about ways in which Mr. Obama believes words influence the way America prosecutes the fight against terrorism.

    Mr. Brennan said that to say the U.S. is fighting "jihadists" is wrongheaded because it is using "a legitimate term, 'jihad,' meaning to purify oneself or to wage a holy struggle for a moral goal" which "risks giving these murderers the religious legitimacy they desperately seek but in no way deserve."

    "Worse, it risks reinforcing the idea that the United States is somehow at war with Islam itself," Mr. Brennan said.

    As for the "war on terrorism," Mr. Brennan said the administration is not going to say that "because 'terrorism' is but a tactic — a means to an end, which in al Qaedas case is global domination by an Islamic caliphate."

    "You can never fully defeat a tactic like terrorism any more than you can defeat the tactic of war itself," Mr. Brennan said.

    He also said that to call the fight against al Qaeda and other terrorist groups — which he said remains "a dynamic and evolving threat" — should not be called "a global war."

    While Mr. Brennan acknowledged that al Qaeda and its affiliates are active in countries throughout the Middle East and Africa, he also said that "portraying this as a 'global' war risks reinforcing the very image that al Qaeda seeks to project of itself — that it is a highly organized, global entity capable of replacing sovereign nations with a global caliphate."

    The president's adviser said that in discussing counter terror operations, Mr. Obama "has encouraged us to be even more aggressive, even more proactive, and even more innovative" than they have been proposing.

    But Mr. Brennan lamented "inflammatory rhetoric, hyperbole, and intellectual narrowness" surrounding the national security debate and said Mr. Obama has views that are "nuanced, not simplistic; practical, not ideological."

    A private activist organization apparently is picking up where the federal government left off when the Department of Homeland Security issued its "Rightwing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment" warning that returning veterans and people in a long list of other categories were potential terrorists.

    Only the new warning, delivered recently to police officers, sheriffs and other law enforcement personnel across the country, is lumping those dedicated to the constitutional principles on which the nation was founded together with crazed killers.

    The fall 2009 "Intelligence Report" was issued recently by the Southern Poverty Law Center, where officials confirmed to WND it was published specifically for and delivered to law enforcement personnel across the nation. The SPLC did not respond to a WND request for other comment

    But the article groups members of various organizations such as Oathkeepers – whose mainly military and law enforcement members pledge to uphold their constitutional duties, including the duty to question and refuse what appear to be illegitimate orders – with a man "said to be interested in joining a militia" who is accused of killing two deputies in Florida.

    "The situation has many authorities worried," the report to police officers says. "Militiamen, white supremacists, anti-Semites, nativists, tax protesters and a range of other activists of the radical right are cross-pollinating and may even be coalescing."

    Garbage, says a supporter of the individual rights of gun ownership contained in the Second Amendment.

    Mike Vanderboegh is with the Sipsey Street Irregulars, who describe themselves as among the 3 percent as in: "During the American revolution, the active forces in the field against the King's tyranny never amounted to more than 3 percent of the colonists."

    The SPLC "are conflation experts," he told WND. "They have a pot and they throw everyone in it in an attempt to tar the rest of us with the racists and terrorists they throw in there."

    He said the largest number of active members of various "militias" are constitutionalists, libertarians and conservatives who simply fear the government's swift advances toward federal ownership of banks and auto companies, intervention in personal rights such as health care and obstruction of constitutional provisions with gun regulations.
    Only the minority are focused on conspiracy theories and the like, he said.

    He said, for example, he was at the Oathkeepers April ceremony in Lexington, and the members with no significant exceptions were highly decorated and long-term serving military members and police. The group's principles include statements they will uphold their oath to support the Constitution.

    "What I saw there was quintessentially America," he said.

    The warning from the SPLC echoes the alarmism from the earlier federal report. WND has posted the report online.

    It warned of potential terrorism threats from those who:


    • Oppose abortion
    • Are returning veterans
    • Oppose same-sex marriage
    • Oppose restrictions on firearms
    • Oppose lax immigration laws
    • Oppose the policies of President Obama regarding immigration, citizenship, and the expansion of social programs
    • Oppose continuation of free trade agreements
    • Are suspect of foreign regimes
    • Fear Communist regimes
    • Oppose a "one world" government
    • Bemoan the decline of U.S. stature in the world
    • Are upset with loss of U.S. manufacturing jobs to China and India, and more


    Department of Homeland Security Secretary Janet Napolitano later apologized to veterans for including them in the list but not to other groups of people, not even when WND also reported later that the "extremism" report was confirmed to have been based on Internet "chatter."

    Under the headline "Going Feral," the SPLC warning to police quotes personalities such as Fox News host Glenn Beck, U.S. Rep. Michele Bachmann and actor Chuck Norris.

    "It's like Thomas Jefferson said, a revolution every now and then is a good thing. We are at the point ... of revolution. And by that, what I mean [is] an orderly revolution, where the people of this country wake up and get up and make a decision that this is not going to happen on their watch," the warning quoted Bachmann, R-Minn., saying.

    Norris, in a WND column in March, wrote, "How much more will Americans take? When will enough be enough? And, when that time comes, will our leaders finally listen or will history need to record a second American Revolution?"

    Beck's "threat" was, "If this country starts to spiral out of control and, you know, and Mexico melts down or whatever, if it really starts to spiral out of control … Americans … just won't stand for it. There will be parts of the country that will rise up."

    In a later column, Norris addressed the issue in a discussion of the 9/12 rally in Washington, where hundreds of thousands of people assembled to protest uncontrolled spending by government and its interference in individual lives.

    "On Sept. 12, 2002, we sought to protect our nation against terrorists from without. Beginning on Sept. 12, 2009, we are seeking to protect our nation against enemies of our republic from within. Many of us are protesting the present political direction of Washington. Outrageous borrowing, excessive bailouts, massive spending, speedball stimulus plans … swings toward socialism are just a few of things that were protested that day. Of course, economics is far from America's only problem, as large as it appears to loom," Norris wrote.

    "I want to emphasize: this revolutionary movement is not solely an independent, Republican or Democrat fight. It represents patriots fed up against modernists who seek to overturn almost every principle and tenet laid down by our country's founders at the inception of our republic. From the East Coast to the 'Left Coast,' America seems to be moving further and further from its founders' vision and government," he said.

    A column by gun rights author David Codrea said, "SPLC's Larry Keller asserts they are 'particularly worrisome.' A fair question might be 'why' or 'to whom?' It's not like they're associated with anything other than patriotism, in spite of his attempts to insinuate racist ties."

    Codrea said a militia was important enough for the Founding Fathers to declare them "necessary to the security of a free state."

    The terror theme also was raised recently by Democrats. WND reported when an "Organizing for America" campaign document outlined a plan to have activists telephone their state's senators Sept. 11 to demand a "public option," which critics say would lead to a government health-care monopoly.

    Bobby Eberle, posting on a Republican Party site called The Loft, said Obama "and his team have no limits on what they will do or say in order to inject socialist views into the minds of Americans."

    "They also have absolutely no respect or appreciation for the American way and the sacrifices Americans have made in order to stay free and to promote the American way of life across the globe. Just take the latest effort being pitched at BarackObama.com. Rather than remembering the Americans who lost their lives during the terrorist attacks on September 11, 2001, Obama's political team wants you to make phone calls on 9/11 to fight back against 'Right-Wing Domestic Terrorists,'" Eberle wrote.

    The OFA plan said, "All 50 states are coordinating in this – as we fight back against our own Right-Wing Domestic Terrorists who are subverting the American Democratic Process, whipped to a frenzy by their Fox Propaganda Network ceaselessly reseizing power for their treacherous leaders."

    Shortly after the "extremism" report was released, WND reported, the Department of Defense was describing protesters as "low-level terrorists."

    WND later reported when the DoD eventually withdrew a training manual question that linked protesters across the U.S. to terrorism.

    The Thomas More Law Center has filed a lawsuit against Napolitano and the DHS on behalf of nationally syndicated conservative radio talk show host Michael Savage, Gregg Cunningham of the pro-life organization Center for Bio-Ethical Reform Inc. and Iraqi War Marine veteran Kevin Murray.

    The lawsuit alleges the federal agency violated the First and Fifth Amendment constitutional rights of the three plaintiffs by targeting them for disfavored treatment and chilling their free speech, expressive association and equal protection rights. The lawsuit further claims DHS encouraged law enforcement officers throughout the nation to target and report citizens to federal officials as suspicious rightwing extremists and potential terrorists because of their political beliefs.

    DHS to support community-oriented curriculum

    The Homeland Security Department (DHS) has begun work on a training curriculum for frontline law enforcement officers to sharpen their capabilities to patrol communities and detect violent extremism, Secretary Janet Napolitano announced Tuesday in Washington, DC.

    "Homeland security begins with hometown security, and our efforts to confront threats in our communities are most effective when they are led by local law enforcement and involve strong collaboration with the communities and citizens they serve," Napolitano said in a statement.

    To develop this training curriculum, DHS is working with federal partners--like the Justice Department and the US Naval Post Graduate School--and state and local law enforcement organizations--such as the Major City Chiefs Association, the International Association of Chiefs of Police, and others--to produce courses to assist police officers in spotting signs of extremism in their communities.

    DHS will roll out the finalized curriculum to its Federal Law Enforcement Training Center as well as regional police training centers in addition to offering an online version.

    In conjunction with the curriculum, DHS plans to develop case studies that describe recent occurrences of violent crime and terrorism in order to highlight the behaviors and indicators demonstrated by suspects in these cases. The department also will release "intelligence products" to explain the tactics, techniques, and plans employed by international and domestic terrorists.

    This fall, DHS further plans to hold regional summits with state and local agencies and community leaders to educate them on these community-oriented policing methods and to collect feedback from them to share lessons learned and best practices.

    The Justice Department will collaborate with DHS to produce guidance and recommendations for expanding the sharing of information, suspicious activities reports, and the identification of suspicious activities by suspected criminals or terrorists, the departments said. The federal agencies also will work together to target grant programs toward strengthening the community-oriented policing approach advocated by the curriculum and the summits.

    DHS developed the community-oriented policing measures from recommendations submitted by its Homeland Security Advisory Council, which supported a working group on countering violent extremism consisting of police chiefs, sheriffs, community leaders, and homeland security experts, DHS said. About six months ago, Napolitano asked the working group to come up with the recommendations.

    In conjunction with announcing the upcoming community-oriented policing measures, Napolitano expanded the public awareness campaign known as "If You See Something, Say Something" to the entire Washington, DC, metropolitan area.

    The public awareness campaign encourages US residents to report suspicious behavior promptly when they seek something occurring. The campaign originated in New York City, where law enforcement officials credit a sharp-eyed street vendor with first spotting suspected Times Square bomber Faisal Shahzad in May.

    The "See Something, Say Something" campaign builds upon the participation of the Washington Metropolitan Police Department in the Nationwide Suspicious Activity Reporting Initiative, a unified approach across federal, state, and local government to gather and share any information related to terrorism, DHS said.

    Napolitano first introduced the public awareness campaign to Amtrak passenger rail riders and employees in July. She then tasked general aviation flyers and employees with adopting the message of the campaign as well.

    The secretary will continue to expand the campaign across the nation in coming months, DHS said.

    "To increase public awareness and preparedness about signs of criminal activity and violent extremism, DHS continues to expand its national 'If You See Something, Say Something' campaign in coordination with law enforcement, the private sector, and community groups, integrating this effort with the National Suspicious Activity Reporting Initiative and the transportation, sports, travel, and law enforcement sectors," the department said in a fact sheet published Tuesday.

    A recent Department of Justice guide for investigators of criminal and extremist groups lists “constitutionalists” and “survivalists” alongside organizations like Al-Qaeda and the Aryan Brotherhood. The 120-page, “Law Enforcement Sensitive” guide to “Investigating Terrorism and Criminal Extremism – Terms and Concepts” describes itself as “a glossary designed primarily as a tool for criminal justice professionals to enhance their understanding of words relating to extremist terminology, phrases, activities, symbols, organizations, and selected names that they may encounter while conducting criminal investigations or prosecutions of members of extremist organizations.”

    Constitutionalist, defined by Random House’s 2010 Dictionary as an “adherent or advocate of constitutionalism or of an existing constitution”, is described in the report as a “generic term for members of the ‘patriot’ movement”.

    Survivalists are described in the document as fearing a “coming collapse of civilization” and are trying to prepare themselves for this collapse. Such individuals are said to have “typically stockpiled food, water, and weapons, especially the latter, and instructed themselves on topics ranging from first aid to childbirth to edible plants”.

    The guide defines the term “New World Order” as being “used by conspiracy theorists to refer to a global conspiracy designed to implement worldwide socialism”. The Bilderberg Group, Trilateral Commission, and Council on Foreign Relations are described as organizations “targeted by right-wing extremists for conspiring to dominate the world”.

    The guide also defines “One World Government” as the “concept that there will ultimately be a single governing body that will control the world”, adding that “some right-wing extremists fear this occurring, believing that white people will be in the minority, with Jewish people ultimately controlling the world”.

    While the document’s introduction does state that “the fact that an entry appears in this publication does not imply a connection to illegal activity”, it goes on to say that the guide consists of “terms that may be germane to members of an extremist movement” or are “singularly employed by specific extremist groups”.

    The obvious result of the inclusion of terms such as “Bilderberg Group” and “Trilateral Commission” in a report titled “Investigating Terrorism and Criminal Extremism” is that law enforcement officials unaware of these groups will tend to associate legitimate discussion as “extremist” speech.

    This diminishes the credibility of any person attempting to rationally discuss such groups and fosters a perception that any discussion of such groups could be associated with a supposedly “extremist” ideology.

    Examples of “Extremist” TerminologyBlack Helicopters: Unmarked dark helicopters allegedly observed by many members of the “patriot” movement, who claim that the helicopters are part of some vast conspiracy, perhaps involving the United Nations or the “New World Order.” Various explanations have been offered for some of the sightings, but the term has since entered the popular vocabulary and is often used as a generic, sometimes satirical reference to conspiracy-related beliefs.

    Bilderbergers (Bilderberg Group): Along with the Trilateral Commission and the Council on Foreign Relations, one of the three groups targeted by right-wing extremists for conspiring to dominate the world.

    Collection (of Information): The identification, location, and recording/storage of unanalyzed information, typically from an original source and using both human and technological means, for input into the intelligence cycle to determine its usefulness in meeting a defined tactical or strategic intelligence goal.

    Concentration Camps: Detention camps supposedly being built or already built by the United States government, according to conspiracy theorists.

    Constitutionalists: A generic term for members of the “patriot” movement. It is now often used to refer to members of the sovereign citizen or common law court movement. Sometimes the word “constitutionist” is also used.

    Council on Foreign Relations (CFR ): Along with the Bilderbergers and the Trilateral Commission, one of the three key groups that conspiracy theorists claim operate behind the scenes to control the world and to establish the “New World Order.”

    Executive Orders: The formal means by which the President of the United States determines the conduct of business in the Executive Branch. Typically, such executive orders take two forms:

    (1) orders governing administrative or policy matters in Executive Branch agencies or

    (2) orders for which the authority is derived from congressional authorizations. The “patriot” movement, however, contends that executive orders are “presidential laws” that bypass Congress and subvert the Constitution.

    Flag of Peace: The American flag preferred by the “patriot” movement; a red, white, and blue flag without any gold trim, braid, balls, tassels, eagles, fringe, or spear on the flag or pole. Patriots believe that any other American flag is a military flag that denotes military jurisdiction. Only under the “flag of peace” do U.S. citizens receive their constitutional rights and due process.

    Globalization: This term generally refers to the denationalization of economies, markets, products, and populations brought about by ever faster travel, improved communications, and advances in technology.

    Illuminati: An intellectual society and social club formed by a university professor, Adam Weishaupt (1748–1811), in southern Germany in the 1770s in the spirit of the Enlightenment. It was suppressed by Bavarian authorities in the 1780s. Weishaupt spent the rest of his life writing about the Illuminati. People who believe Illuminati conspiracy theories believe the society never died away but lived on, run by people intent on controlling the world through devious means.

    Information Warfare: Synonymous with cyberwarfare, information warfare is the offensive and defensive use of information and information systems to deny, exploit, corrupt, or destroy an adversary’s information, information-based processes, information systems, and computer-based networks while protecting one’s own. Such actions are designed to achieve advantages over military or business adversaries.

    Jack-Booted Thug (JBT ): A law enforcement officer (especially federal) draped in combat fatigues or other military or paramilitary uniform, wearing a ski mask or similar headgear guaranteeing anonymity, wielding powerful military weapons, and utilizing other military vehicles and gear.

    New World Order: A term used by conspiracy theorists to refer to a global conspiracy designed to implement worldwide socialism.
    One-World Government: The concept that there will ultimately be a single governing body that will control the world. Some right-wing extremists fear this occurring, believing that white people will be in the minority, with Jewish people ultimately controlling the world.

    Open Source Information or Intelligence: Individual data, records, reports, and assessments that may shed light on an investigatory target or event and do not require any legal process or any type of clandestine collection techniques for a law enforcement agency to obtain. Such information is obtained through means that meet copyright and commercial requirements of vendors, as well as being free of legal restrictions to access by anyone who seeks that information.

    Patriot Movement: The “patriot” movement is a general term used by its members to describe the collective movements and individuals on the extreme right wing. In one form or another, this practice dates back many decades; in the 1930s, many on the far right referred to themselves as “superpatriots.” In the 1960s and 1970s, it was common to refer to the “Christian Patriot” movement, but this term is less common now than then. Among the types of individuals that can be found within the “patriot” movement are white supremacists, sovereign citizens, tax protesters, militia members, and sometimes antiabortion or anti-environmental groups.

    Patriots for Profit: A term used to describe those individuals in the “patriot” movement who perpetrate scams and frauds against other people, usually fellow members of the movement. It also refers to people who attempt to make money by selling various products and “kits” to members of the movement. By far the most numerous of the “patriots for profit” are the people who cater to would-be tax protesters.

    Pirate Radio: The operation of radio transmitters without a license from the Federal Communications Commission (FCC). Although some of the most notable pirate stations, such as Free Radio Berkeley, have been primarily left-wing in orientation, a large number of pirate stations adhere to right-wing or antigovernment philosophies.

    Sovereign Citizen: A term used to describe adherents to a philosophy derived from the group Posse Comitatus that posits that there are two types of citizens: “Fourteenth Amendment Citizens,” who are subject to the laws and taxes of the federal and state governments, and sovereign citizens, who are subject only to “the common law.”

    Sovereign citizens claim that they have absolute mastery over all their property (including freedom from taxes, regulations, ordinances, or zoning restrictions), that they essentially do not have to pay taxes (aside from tariffs and a few other insignificant taxes), that they are not citizens of the United States but are “nonresident aliens” with respect to that “illegal corporation,” that the only court which has jurisdiction to try them for any matter is a common law court, and that they can never be arrested or tried for a crime or matter in which there is no complaining victim, as well as various other notions. Typical signs that someone is a sovereign citizen include the use of punctuation between their middle and last names (i.e., John Wayne; Doe); a refusal to have a social security card or any paper, license, or document related to automobile ownership or driving; a refusal to use zip codes; and the displaying on various items—from envelopes to paper money, to time cards, or to forms—of the phrase “UCC 1-207,” or variants thereof.

    Sovereign citizens are often also known as state citizens, freemen, preamble citizens, common law citizens, or other appellations.

    Survivalists: The survivalist movement feared a coming collapse of civilization, generally as the result of nuclear war, and tried to prepare themselves to survive it. Survivalists typically stockpiled food, water, and weapons, especially the latter, and instructed themselves on topics ranging from first aid to childbirth to edible plants.

    Tax-Protest Movement: A movement consisting of people who do not simply want to avoid paying taxes but generally claim they should not have to pay them. The right-wing movement started in the 1950s and 1960s and has concentrated on interpreting the Constitution, U.S. law, and the tax code, in particular, in such a way as to be able to claim that most people do not have to pay income taxes. The motivating force behind the right-wing tax-protest movement was to find loopholes, actual or manufactured, that would allow people to claim that they had no tax obligation.

    Trilateral Commission: A group, along with the Bilderbergers and the Council on Foreign Relations, that is viewed by the “patriot” movement as being one of the major organizations seeking to implement the “New World Order.” Formed in 1973 by David Rockefeller and Zbigniew Brzezinski, the Trilateral Commission consists of slightly over 300 members from Europe, Japan, and North America (the three main democratic-industrial regions of the world, thus the term “trilateral”).

    Members include prominent figures in the media, politics, business, and academia. Conspiracy theorists claim it is a group of elitists determined to promote a one-world government.

    Yeah Rick - you nailed it about FEMA, many states, etc. telling folks to stock up on food, water, etc., get medical training, etc.

    And now that's a bad thing.

    I can't think of anything constructive to add other than 1/2 page of swear words.
