    Beware of Homeland Security Training for Local Law Enforcement, by An Insider

    I’ve been in law enforcement for the past 18 years. I have attended a variety of training over those years. During the 1990s, most training I attended was community-oriented, sponsored by local agencies or private companies specializing in police training. Themes common to training of the past included topics such as Constitutional rights, community partnerships, youth-oriented programs and problem-oriented policing.

    During the past several years, I have witnessed a dramatic shift in the focus of law enforcement training. Law enforcement courses have moved away from a local community focus to a federally dominated model of complete social control. Most training I have attended over the past two years have been sponsored by Department of Homeland Security (DHS), namely the Transportation Security Administration (TSA) and Federal Emergency Management Agency (FEMA).

    No matter what topic the training session concerns, every DHS sponsored course I have attended over the past few years never fails to branch off into warnings about potential domestic terrorists in the community. While this may sound like a valid officer and community safety issue, you may be disturbed to learn how our Federal government describes a typical domestic terrorist.

    These federal trainers describe the dangers of “extremists” and “militia groups” roaming the community and hiding in plain sight, ready to attack. Officers are instructed how to recognize these domestic terrorists by their behavior, views and common characteristics. State data bases are kept to track suspected domestic terrorists and officers are instructed on reporting procedures to state and federal agencies. The state I work in, like many others, have what is known as a “fusion center” that compiles a watch list of suspicious people.

    So how does a person qualify as a potential domestic terrorist? Based on the training I have attended, here are characteristics that qualify:

    • Expressions of libertarian philosophies (statements, bumper stickers)
    • Second Amendment-oriented views (NRA or gun club membership, holding a CCW permit)
    • Survivalist literature (fictional books such as "Patriots" and "One Second After" are mentioned by name)
    • Self-sufficiency (stockpiling food, ammo, hand tools, medical supplies)
    • Fear of economic collapse (buying gold and barter items)
    • Religious views concerning the book of Revelation (apocalypse, anti-Christ)
    • Expressed fears of Big Brother or big government
    • Homeschooling
    • Declarations of Constitutional rights and civil liberties
    • Belief in a New World Order conspiracy

    A recent training session I attended encouraged law enforcement agencies to work with business owners to alert police when customers appear to be stockpiling items. An example was given that a federal agent was monitoring customers at a well known hunting and fishing retail outlet and noting who was purchasing certain items. This is something to remember the next time you purchase a case of ammo at one of these popular outdoor sports retail stores.

    Methods of developing evidence of terrorist activity from virtually any search have also been discussed. Various common materials which may be associated with homemade explosives are listed, such as lengths of pipe, gunpowder, matches, flammable liquids and fireworks. Officers are told when these items are found, they can be listed as “bomb making materials”.

    The training even goes so far as to instruct officers that the items are cleverly disguised as legitimate, such as gasoline stored near a lawn mower, pipes stored in a shop building or gunpowder stored with reloading materials.

    One course I attended used the example of a person employed as a plumber being the target of a search warrant. In this example, the officers were told how to use his employment as a plumber as further evidence of terrorism.

    The suspect’s employment would be described as an elaborate scheme to justify possessing pipes and chemicals so as to have bomb making materials readily available. Based on this example, all plumbers are potential pipe bomb makers. All gun dealers are plotting to provide arms to gangs or terrorists. All pest control companies are preparing mass poisonings. By using this logic, simply having the ability to do something criminal automatically makes the person guilty of plotting the crime. With all the various methods of manufacturing methamphetamine, it would also be easy to claim that a disassembled clandestine drug lab was located during the search. In other words, it is easy to frame anyone for possessing bomb making materials (or other crimes) if the officer knows what items to list in the report and how to link these items to terrorism.

    Another common tactic used in DHS sponsored training is the slander of certain ideologies by linking an erroneous characteristic to a particular group. Here are some examples:

    • These groups hold the anniversaries of certain dates as significant such a Ruby Ridge, Waco and Hitler’s birthday
    • They oppose abortion, support gun rights and are affiliated with the Ku Klux Klan
    • They are fearful of big government, espouse support for the Constitution and want to kill police officers
    • These groups collect firearms, survivalist books and explosives
    • These extremists read books such as Patriots, One Second After and The Anarchist Cookbook
    • They are religious zealots, reading the book of Revelation, speak of the second coming of Christ and plan mass murders to summon the end of the world
    • These people grow their own food, raise livestock and plot attacks on commercial food production facilities

    Do you see how this tactic works? List common characteristics of libertarian/conservative minded people, then throw in a slanderous accusation. If A and B apply, then you should automatically presume C applies as well. If they were disturbed by the incidents at Ruby Ridge and Waco, then obviously they must celebrate Hitler’s birthday. Officers are being conditioned to assume criminal and terroristic views when politically-incorrect views are observed. As simple-minded and ridiculous as this line of thinking is, there are some officers who unfortunately buy into this.

    Another training session I attended two years ago discussed the dangerous of people who have strong views of the U.S. Constitution. One trainer made the statement that “these people actually believe the Second Amendment gives them the personal right to own a gun.” Of course, the trainer failed to mention that our Founding Fathers, as well as recent Supreme Court rulings, verify this view as being completely accurate. The obvious attempt here was to suggest to officers that the Second Amendment does not apply to individual gun ownership and to be suspicious of anyone who holds such a view. It was also stressed to be cautious of anyone who quotes the Constitution and even worse, actually possesses a copy of this radical document. Incredibly, in the United States of America today belief in our founding legal principles is now grounds for being labeled a domestic terrorism. Imagine how they would respond to some of the known statements of Thomas Jefferson, Patrick Henry or George Mason concerning the issue of individual liberty and limited government. It is true that one man’s terrorist is another man’s freedom fighter.

    There are several things that we, the patriotic, self-sufficient defenders of liberty can do to counter this effort. First, get involved in local elections. Elect county sheriffs who will not fall for such propaganda nor go along with oppressive federal agendas. Elect city council members who will not tolerate such behavior by their city police department. Elect state representatives who will hold state agencies accountable for participating in such tactics. Bring these issues up during elections, demand a public statement on their position on such propaganda and a promise to stand against these efforts while in office.

    Second, get to know your local law enforcement officers. It is much more difficult for DHS to brainwash officers against people they personally know.

    When you are viewed as a neighbor, friend or fellow Christian, these officers are far less likely to submit your name to a terrorist watch list or view you as a potential terrorist. We want local officers to be personally offended when they hear members of their community slandered in such ways.

    Third, always be friendly and courteous when speaking to your local officers. Even if that officer has fallen for this propaganda, be sure not to resemble the negative stereotypes labeled to us. After the fifth, sixth or maybe tenth time he deals with one of us, he or she may come to realize we are of no threat to law enforcement or anyone for that matter.

    Eventually, the officer may attend one of these training sessions, hear the propaganda and say to himself, “This isn’t true, I’ve dealt with many people like this, they are God-fearing, liberty loving Americans, they are not the enemy!”

    I hope you find this information useful. Please remember that there are many people in law enforcement that have not, and will never, fall for DHS propaganda. Some of the most patriotic defenders of liberty and believers in self-sufficiency can be found in law enforcement. Officers like me will continue to do our part to fight tyranny from within while the general public can do its part by electing liberty-minded candidates to office and educating their friends and neighbors about issues important to all of us.

    Department of Homeland Security Memo on "Rightwing Extremism": Creating an Obama Enemies' List?

    Recently, an intelligence assessment prepared by the Department of Homeland Security has received much notice for focusing on “rightwing extremism” as inspiring “the most dangerous domestic terrorism threat in the United States.” Such memorandum suggests that the historic nature of having elected the first black, American President, along with the economic downturn, may act as the lightning rod for persons concerned about the loss of American sovereignty, the outsourcing of American jobs, the massive influx of illegal immigrants, and the possibility of restrictions on gun ownership, as such lumping conservative nationalists with racist terrorists.

    Republicans for the National Interest acknowledges that there are groups prone to anti-government violence, which will try to take advantage of the election of Obama, and the economic downturn, to increase their recruitment and to radicalize their members. The federal government has a legitimate interest in protecting the American people from domestic terrorism and thus should be aware of how recent circumstances indeed may increase the virulence of such groups.

    Nevertheless, on its face, such memorandum cavalierly lumps together patriots, most of whom are law abiding citizens with legitimate concerns about the impending loss of our American sovereignty, our God given liberties, and our economic opportunity, with said racist hate groups. It paints such a broad brush, that we cannot but be fearful that those who want to make a name for themselves within this federal bureaucracy may see in such memorandum a “green light” to crack down on groups and persons, which in fact are just exercising their freedom of speech and association in peaceful but provocative manners.

    What is most disturbing is that there is no language in such memorandum, which guards against such a broad interpretation. It is an invitation for a government witch hunt of the groups and persons deemed to be “rightwing extremists,” from the specific point of view of an Obama Administration which has shown an unparalleled move toward Marxism on economic and social matters. Frankly, given the perspective of this Administration and its surrogates, which persistently raises the ugly face of racism into the body politic, as in the past comments of Robert Reich and Eric Holder, we fear that far too many will be viewed as “rightwing extremists” in comparison. Furthermore, many harboring no racism in their rhetoric or activities nevertheless will be so lumped together with racist hate groups, as to foster the pretext for providing amnesty for illegal immigrants, imposing even further restrictions on gun ownership, and distributing more of our own wealth and opportunity to the world at large. In so doing, many Americans who may otherwise participate in rallies or other political efforts against this anti-nationalist, anti-freedom agenda will be cowed into ever more silence, since they will not want to appear to be aligned with violent racists and of course will not want to suffer oppression from bureaucrats conducting a witch hunt.

    DHS Video Depicts Terrorists as White Americans


    It really does. See for yourself. The DHS video goes out of its way to avoid showing any terrorist who fits the profile of the actual terrorists who have been waging war on us for more than a decade: Young men primarily from the Middle East. Instead, it tends to show them as middle aged white men. And it doesn’t really show them doing much of what actual terrorists do. It’s as if DHS is trying to make a completely useless anti-terrorism video.

    Within the video, the narrator makes it clear that ethnicity, age and religion should not be a factor in judging whether an act is terrorism or not. While showing terrorists mostly as white men.

    This video might slip past without raising much comment if the Napolitano DHS didn’t have a record of, on the one hand dismissing actual terrorism as “man caused disasters,” while on the other hand drafting a report that warned of potential terrorism from returning veterans and conservative groups. But Napolitano’s DHS does have that record.

    A new promotional video released by the Department of Homeland Security characterizes white middle class Americans as the most likely terrorists, as Big Sis continues its relentless drive to cement the myth that mad bombers are hiding around every corner, when in reality Americans are just as likely to be killed by lightning strikes or peanut allergies.

    DHS has confirmed this is their video but adamantly deny there are any racial or politically correct overtones to it.

    I suppose what I find odd here is each scenario in the video, the reporting person was not white, while all bad guys were white. Seems that if this were actually a balanced presentation, there would at least be a mix of people, rather than such a cut and dried one that looks pretty off base.

    FBI Handout Lists Purchase of Preparedness Items as “Potential Indicators of Terrorist Activities”



    Oath Keepers Exclusive: An FBI Denver Joint Terrorism Task Force handout being distributed to Colorado military surplus store owners lists the purchase of popular preparedness items and firearms accessories as “suspicious” and “potential indicators of terrorist activities,” instructing store owners to keep records on and report people who:
    “Make bulk purchase of items to include:

    • Weatherproofed ammunition or match containers
    • Meals Ready to Eat
    • Night Vision Devices; night flashlights; gas masks
    • High capacity magazines
    • Bi-pods or tri-pods for rifles”
    The FBI handout, entitled “Communities Against Terrorism: Potential Indicators of Terrorist Activities Related to Military Surplus Stores” also instructs surplus store owners to:

    • “Require valid ID from all new customers.
    • Keep records of purchases.
    • Talk to customers, ask questions, and
    • listen to and observe their responses.
    • Watch for people and actions that are out of place.
    • Make note of suspicious statements, people, and /or vehicles.
    • If something seems wrong, notify law enforcement authorities.”

    The handout also instructs surplus store owners to consider as “suspicious” anyone who “demands identity ‘privacy’” or anyone who expresses “extreme religious statements” and those who “make suspicious comments regarding anti-US, [or] radical theology.”

    The “Communities Against Terrorism” flyer closes by stating:
    Preventing terrorism is a community effort. By learning what to look for, you can make a positive contribution in the fight against terrorism. The partnership between the community and law enforcement is essential to the success of anti -terrorism efforts.

    Some of the activities, taken individually, could be innocent and must be examined by law enforcement professionals in a larger context to determine whether there is a basis to investigate. The activities outlined on this handout are by no means all-inclusive but have been compiled from a review of terrorist events over several years.
    The handout encourages surplus store owners and employees to provide information on “suspicious” customers by calling the Denver Joint Terrorism Task Force or the Colorado Information Analysis Center. This handout is very nearly identical to one issued by the FBI to gun stores from Connecticut to Utah: PDF

    This new handout expands the absurdity by now also targeting customers of military surplus stores, and by specifically targeting the purchasing of very common, and very popular, preparedness items such as Meals Ready to Eat (MRE’s) as “potential indicators of terrorist activities.”

    While this particular handout is being given to military surplus store owners in Colorado, it is nearly certain that similar versions are being handed out by Joint Terrorism Task Forces in other states.     What's gonna happen now?

    I buy my pistol ammo 5K at a time - that's about enough for a year.

    Am I gonna get a visit from the FBI, and have to sit there and explain why I bought 5K?

    Are they gonna get a warrant before even coming to my house?

    And what if I tell them I have nothing to say?

    June 16, 2012

    The endgame of this endeavor is obvious and should be disquieting to any free person. "Homeland Security-Funded Study Pushing Tea Party Terrorism Narrative," by Patrick Poole at PJ Media, June 11 (thanks to Peter):

    In an era of agenda-driven academic research, who watches the watchers? Or more accurately, who gets to designate and categorize the “objective” data? This is the question raised after examining a study and related dataset recently published by the National Consortium for the Study of Terrorism and Responses to Terrorism (START) at the University of Maryland.

    START was launched in 2005 with a $12 million grant from the Department of Homeland Security, and is recognized by DHS as one of its “Centers for Excellence.” In December, DHS announced it had renewed START’s funding to the tune of $3.6 million.

    A recent START study titled “Hot Spots of Terrorism and Other Crimes in the United States, 1970 to 2008” puts the “excellence” description in question. A press release announcing the report states the study concluded that nearly a third of all terrorist attacks between 1970 and 2008 occurred in just five major metropolitan areas. The study was based on a START database called “Profiles of Perpetrators of Terrorism in the United States,” and both the report and database are supported by the DHS Science and Technology Directorate’s Human Factors/Behavioral Sciences Division.

    Reading through the study, some baffling issues arose. In Table 4 (p. 22), titled “Hot Spots of Religious Terrorism by Decade”, three “hot spot” areas — Los Angeles, Manhattan, and Wasco, Oregon (former home of the Bhagwan Shree Rajneesh) — are identified:



    But there seems to be some data missing when it comes to known Islamic terrorist incidents in New York City and Los Angeles. The study shows no religious terrorism in Manhattan during the 1990s. How about the 1993 World Trade Center bombing? Or the 1994 Brooklyn Bridge Jewish student van shooting by Rashid Baz that killed 16-year-old Ari Halberstam after Baz heard a fiery anti-Jewish sermon at his local mosque? Or the 1997 Empire State Building observation deck shooting by Ali Abu Kamal that killed one tourist and injured six others before Kamal took his own life?

    And then there was the 2002 shooting at the Los Angeles Airport El Al counter by Hesham Mohamed Hadayet that killed two and wounded four others. The FBI and Justice Department concluded that the attack was a terrorist attack by an Egyptian assailant bent on becoming a Muslim martyr.

    These are reflected nowhere in the study. Perhaps, like the 2009 Fort Hood massacre by Major Nidal Hasan, who gunned down his U.S. Army colleagues while shouting “Allahu Akbar,” these incidents are considered acts of “workplace violence” and not religious terrorism?...

    If you’re fiercely nationalistic (pro-American), anti-global (anti-UN), suspicious of centralized federal authority (like the Framers), reverent of individual liberty (like Patrick Henry), and believe in “conspiracy” theories (like the federal government allowing the sale of assault weapons to Mexican drug cartels to justify limiting American’s rights under the Second Amendment, a la Fast and Furious), then according to these taxpayer-funded researchers, you too are on the “extreme right-wing.” Many Americans would be surprised to find themselves so categorized by the researchers at START.

    It should be no surprise that two subgroups identified in the codebook under “extreme right-wing” include “gun rights” and “tax protest.” Tea Party terrorists, anyone?

    Virginia Guardsman Faces Terrorism Charge In West Virginia

    August 21, 2012

    A West Virginia man arrested while running in desert camouflage with an AR-15 training rifle is a member of the Virginia National Guard who served a tour of duty in Iraq, and his father says he’s not a terrorist.

    Stephen Alemar tells The Hagerstown Herald-Mail that he believes his 23-year-old son, William Alemar, was just trying to stay in shape for his next military assignment when he was arrested near two Martinsburg schools on Monday.

    William Alemar was charged with committing a terrorist act after police found him carrying two knives and ammunition clips, and wearing a bulletproof vest.

    Alemar remained in the Eastern Regional Jail on Tuesday on $50,000 bond.

    Defense attorney Kevin Mills said his team is currently evaluating whether Alemar may be suffering from post-traumatic stress disorder, and it’s requested records from his service overseas.

    Alemar’s father, meanwhile, said his son didn’t mean any harm.

    “He’s not a terrorist,” he said. “He’s not a bad kid.”

    Stephen Alemar said his son graduated from Massanutten Military Academy in Woodstock, Va., and joined the National Guard after he failed to get into the U.S. Naval Academy.

    Army spokesman Ray Gall said records confirm that Alemar enlisted in January 2007.

    William Alemar is assigned to the Virginia National Guard’s Company B, 3rd Battalion, 116th Infantry Brigade Combat Team in Woodstock, Va., according to West Virginia National Guard spokesman Lt. Col. David Lester.

    Alemar deployed to Iraq from July 1 to Dec. 6, 2011, Lester said, and was assigned to Task Force 183 for convoy security duty.

    Martinsburg police discovered after they arrested Alemar that the gun he was carrying fires pellets, not live rounds.

    A search of Alemar’s home found additional military equipment, which police seized as evidence.
