    The move comes after NATO reported a spike in Russian military flights over the Black, Baltic and North seas as well as the Atlantic Ocean.

    It reflects Moscow's increasingly tough posture amid tensions with the West over Ukraine.

    Defence minister Sergei Shoigu said the long-range bombers would fly along Russian borders and over the Arctic Ocean.

    "In the current situation we have to maintain military presence in the western Atlantic and eastern Pacific, as well as the Caribbean and the Gulf of Mexico," he added.

    Russian nuclear-capable strategic bombers made regular patrols across the Atlantic and the Pacific Oceans during the Cold War.

    On Monday, the European Leadership Network issued a report stating there had been a sharp rise in military encounters between Russian and NATO since the annexation of Ukraine's Crimea region in March.

    Three of the nearly 40 incidents, the think tank said, carried a "high probability" of causing casualties or triggering a direct military confrontation, it said.

    Russia's long-range bombers will range from the Arctic Ocean to the Caribbean and the Gulf of Mexico on regular patrol missions, the military said Wednesday, a show of muscle reflecting tensions with the West over Ukraine.

    A statement from Defense Minister Sergei Shoigu comes as NATO has reported a spike in Russian military flights over the Black, Baltic and North seas as well as the Atlantic Ocean. It came as NATO's chief commander accused Moscow of sending new troops and tanks into Ukraine — a claim quickly rejected by Moscow.

    Shoigu said Russian long-range bombers will conduct flights along Russian borders and over the Arctic Ocean. He added that "in the current situation we have to maintain military presence in the western Atlantic and eastern Pacific, as well as the Caribbean and the Gulf of Mexico."

    He said that the increasing pace and duration of flights would require stronger maintenance efforts and relevant directives have been issued to industries.

    Russian nuclear-capable strategic bombers were making regular patrols across the Atlantic and the Pacific Oceans during Cold War times, but the post-Soviet money crunch forced the military to cut back. The bomber patrol flights have resumed under President Vladimir Putin's tenure and have become increasingly frequent in recent years.

    Earlier this year, Shoigu said that Russia plans to expand its worldwide military presence by seeking permission for navy ships to use ports in Latin America, Asia and elsewhere for replenishing supplies and doing maintenance. He said the military was conducting talks with Algeria, Cyprus, Nicaragua, Venezuela, Cuba, Seychelles, Vietnam and Singapore.

    Shoigu said Russia was also talking to some of those countries about allowing long-range bombers to use their air bases for refueling.

    Ian Kearns, director of the European Leadership Network, a London-based think tank, said the bomber patrols were part of Kremlin's efforts to make the Russian military "more visible and more assertive in its actions."

    The new bomber flights "aren't necessarily presaging a threat," Kearns said. "They are just part of a general ramping-up of activities."

    But he said "the more instances you have of NATO and Russian forces coming close together, the more chance there is of having something bad happening, even if it's not intentional."

    On Monday, the European Leadership Network issued a report that found a sharp rise in Russian-NATO military encounters since the Kremlin's annexation of Ukraine's Crimean Peninsula in March, including violations of national airspace, narrowly avoided mid-air collisions, close encounters at sea, harassment of reconnaissance planes, close overflights over warships and Russian mock bombing raid missions.

    Three of the nearly 40 incidents, the think tank said, carried a "high probability" of causing casualties or triggering a direct military confrontation: a narrowly avoided collision between a civilian airliner and a Russian surveillance plane, the abduction of an Estonian intelligence officer and a large-scale Swedish hunt for a suspected Russian submarine that yielded no result.

    In September, the report said, Russian strategic bombers in the Labrador Sea off Canada practiced cruise missile strikes on the U.S. Earlier this year, in May, the report said, Russian military aircraft approached within 50 miles (80 kilometers) of the California coast, the closest such Russian military flight reported since the end of the Cold War.

    Russia-West ties have dipped to their lowest point since Cold War times over Moscow's annexation of Crimea and support for pro-Russian insurgents in eastern Ukraine. The West and Ukraine have continuously accused Moscow of fueling the rebellion with troops and weapons — claims Russia has rejected.

    Fighting has continued in the east despite a cease-fire agreement between Ukraine and the rebels signed in September, and Ukraine and the West accused Russia recently of sending in new troops and weapons.

    U.S. Gen. Philip Breedlove said Wednesday that in the last two days "we have seen columns of Russian equipment, primarily Russian tanks, Russian artillery, Russian air defense systems and Russian combat troops entering into Ukraine."

    Breedlove, who spoke in Sofia, Bulgaria, wouldn't say how many new troops and weapons have moved into Ukraine and wouldn't specify how the alliance obtained the information. The Russian Defense Ministry quickly rejected Breedlove's statement as groundless.

    Breedlove said that the Russia-Ukraine border is "completely wide open," and "forces, money, support, supplies, weapons are flowing back and forth across this border completely at will."

    "We need to get back to a situation where this international border is respected," he said.

    The proper response to this, with an American President who actually had real balls would be to say, "Ok, Vlad. No problem. The first time a bomber comes within 20 feet of the line, we will shoot them down. Also, expect reciprocation on your end, we'll be starting when ever the hell we feel like it and you will not see us...."

    Russia in “All Out Preparation for War” With U.S.

    Under Project 955 Borei, Russia is developing a ground-breaking new line of nuclear submarines which have the capability to move under Arctic ice. The first of the new submarines, dubbed Vladimir Monomakh, will be in the hands of the Russian Navy by mid-December. The International Business Times has called the move an “all out preparation for war.”


    The next submarine to be produced for the project, to be called Knyaz Vladimir, will be equipped with 20 Bulava missile pits. The Russian Navy will be receiving a total of eight “nuclear-powered ballistic missile submarines” under Project 955. A representative from Rubin Design Bureau said the subs “will have a lower level of physical fields and, respectively, improved stealth and more advanced communication and detection systems.”


    The submarines constructed under project 955 will be inhabitable and their operators will have the necessary equipment for “survivability” should they come under attack.


    Russia has also launched a new National Defence Control Centre or NDCC, which mimics the style and capabilities of the Pentagon. The facility is manned around the clock and in times of war, all government activity will take place within its walls. Though Russia’s Defence Ministry refused to divulge the exact amount spent on the NDCC, we do know that it is equipped with a helicopter pad, secret escape routes and a data processing center.


    General Mikhail Mizintsev said, “The creation of NDCC was one of the biggest military projects of the past few years.” Mizintsev is the chief of the new military site, which he admitted was built “in the interests of the war.”


    As Obama continues to downsize our military and nuclear arsenal, Vladimir Putin is beefing his up. We’ll be lucky if we aren’t in the midst of World War III before the end of Obama’s presidency.

    MoD asks for American help in searching for Russian submarine near Scotland



    Britain is lacking anti-submarine patrol aircraft

    The Ministry of Defence has been forced to request US military assistance to track a suspected Russian submarine off the coast of Scotland.

    Two US Navy aircraft have been conducting anti-submarine patrols in the north Atlantic this week on the trail of a Russian vessel in the area. A Royal Navy frigate has also been dispatched. It is believed the Russian presence could be linked to the reported departure of one of the Royal Navy’s Vanguard-class nuclear submarines from Faslane naval base at Gare Loch on the River Clyde. Vanguards carry Trident ballistic missiles.
    Two American P3 Orion maritime patrol aeroplanes were called in to fill what defence experts described as a “gaping chasm” in Britain’s anti-submarine capability following the scrapping of the RAF’s £4bn fleet of Nimrod surveillance aircraft in 2010.
    Angus Robertson, the Scottish National Party’s defence spokesman and MP for Moray, said the US deployment showed that Britain had resorted to going to its allies with a “begging bowl”.

    Tensions between Russia and the Western world

    Defence analysts said it raised questions about the UK’s ability adequately to protect its nuclear submarines. Sources said “visits” from Russian subs were “happening quite often” off the north and west coasts of Scotland.

    This week’s operation follows a deployment last month by maritime patrol aircraft from Canada, France and the US, first revealed in Aviation Week magazine. On that occasion, it was suggested that a suspected Russian submarine may have been trying to track one of Britain’s four Vanguard-class boats after a fishing trawler spotted an “unknown submarine periscope” close to Faslane.

    In this week’s search, the US crews co-ordinated with the anti-submarine frigate HMS Somerset, which has been operating off Scotland for a month. According to an aviation photographer at RAF Lossiemouth, the US aircraft, known as Skinny Dragons and usually based in Hawaii, have been flying up to two missions a day since New Year’s Eve.

    Peter Roberts, a senior fellow of the Royal United Services Institute for Defence and Security Studies, said: “HMS Somerset is a capable platform and I have no doubt that her deployment alongside these US Navy aircraft is related to the reported departure of a Royal Navy Vanguard ballistic missile submarine from Faslane, and the countering of any Russian deployment from over the horizon.”

    Jeffrey Lewis, a nuclear policy expert with the Monterey Institute of International Studies, said: “I would put my money on it being a Russian attack submarine with cruise missiles on a patrol taking it past Britain and into the north Atlantic and on the US eastern seaboard. The Russians are trying to threaten Nato and Nato is threatening them right back by showing that we can shadow them, and that if they tried this for real we would be able to kill them.”

    However, the US intervention has raised questions about Britain’s ability to protect its nuclear fleet. Mr Roberts said: “Ministry of Defence chiefs have been scratching their heads ever since Nimrod was scrapped in a highly political decision. It has left a gaping chasm in the UK’s capabilities and left us highly dependent on co-operation from our allies.”

    Plans to equip the RAF with the BAE Systems Nimrod MRA4 aircraft were cancelled in 2010 as a result of the Strategic Defence and Security Review, at which point the project was £789m over-budget and more than nine years late.



    The MRA4 was intended to replace the Hawker Siddeley Nimrod MR2, which had been in service since 1969. Its main job would have been to ensure that no foreign submarines could track Royal Navy vessels coming in and out of Faslane. All of the ageing Nimrods, and their planned replacements, were withdrawn despite a National Audit Office ruling that the loss of the aircraft would have “an adverse effect on the protection of the strategic nuclear deterrent”.

    A spokesman for the MoD said: “Tough decisions had to be taken in order to rebalance the Defence budget, which included removing the Nimrod MR2 from service. However, maritime surveillance is provided through a combination of layered capabilities including surface ships, submarines, and air assets such as the RAF Hercules which searched for the missing yacht Cheeki Rafiki in May. The UK continues to work closely with its NATO allies in the operation of Maritime Patrol Aircraft.”

    A new Russian advanced stealth submarine, dubbed a “black hole” by NATO for its ability to be undetectable, has begun preparations for deep water tests. However, it must first make a 4,630km journey to the Barents Sea in Russia's north.

    "The crew of the electric diesel submarine Rostov on Don which was handed to the Russian Navy by Admiralty Shipyards has started the preparation for the passing from the Baltic Sea zone to the Barents Sea,” Captain Igor Dygalo from the Ministry of Defense said.

    Before the submarine begins its test operations, it must travel about 2,500 nautical miles (4,630 km) from St. Petersburg to the Barents Sea in Russia's north. After finishing all scheduled tests, the submarine will travel to its future permanent place of service in the Novorossiysk port in the Black Sea.

    It is the second submarine out of six planned for the Black Sea Fleet by the end of 2016.


    Known as 'Improved Kilo' under NATO code name, Rostov on Don is the first trade-off model of the third generation submarines of the Varshavyanka class (Project 636) underwater ship. The diesel-electric stealth sub is believed to be the quietest in the world. It also possesses an extended combat range, and its relatively small size helps it maneuver in shallow waters.

    The sub carries 533 mm torpedoes and eight surface-to-air missiles, in addition to a new Caliber land attack cruise missile complex. Its tonnage is 4,000 tons; its underwater speed reaches 40 knots (37 km per hour), and its maximal submission is 300 meters. Its crew consists of 52 persons and it can fulfill its duty autonomously for 45 days.

    NATO has called this type of submarine a “black hole” for its ability to remain undetected.

    The new submarine, along with other vessels from the Project 636 class, is mainly intended for anti-shipping and anti-submarine missions in relatively shallow waters. It can strike surface, underwater, and land targets. The Varshavyanka class subs will be tasked with patrolling Russia’s maritime borders and protecting Black Sea coastal territories.

    The submarine construction started in November 2011 in Admiralty Shipyards in Saint Petersburg, and finished at the end of 2014. It is named after the city of Rostov-on-Don in Russia’s south.

    Russian Strategic Missile Forces to Get New Military Equipment: Ministry

    MOSCOW, January 11 (Sputnik) — The Strategic Missile Forces (SMF) of Russia are planning to conduct over 100 drills at various levels in 2015, SMF spokesperson Col. Igor Yegorov said Sunday.

    "In 2015, SMF will conduct over 100 command and staff, tactical and specialized drills. The drills will be conducted in complex and tense conditions," Yegorov told the press.

    The spokesperson added that the purpose of the planned exercises is to improve the performance of troops' field training by increasing the duration of the drills. In addition, requirements for skills of all categories of servicemen will be increased.

    Concerns are growing over Russian ships that have docked in a once-secret naval base in the Arctic.

    Military leaders in Norway are nervous about its powerful neighbour's presence on its 'strategically important' coastline following a spike in tensions between Russia and NATO nations.

    Some experts have criticised the shutting down of Olavsvern Naval Base - a huge complex buried in mountainous terrain near the town of Tromsoe - which has been closed since 2009.

    But fears have once again peaked after three Russian ships spent the entire winter docked deep within the mountain hideaway which was once a heavily guarded military facility.

    It was originally shut because the country's leaders thought the threat from Moscow was reduced, despite its massive Northern Fleet which is base in the nearby Kola Peninsula.

    Norway's former vice admiral said shutting down the base was 'pure madness' while other critics say their submarines now have to travel hundreds of extra miles to protect the region.

    This is far from the first time Russia has flexed its military muscles in other countries' territory.

    In February, a passenger plane had to be diverted to avoid two Russian bombers that flew through Irish-controlled airspace without warning.

    The disruption on February 18 was thought to have occurred during the same incident in which British RAF Typhoon fighters were scrambled to escort the Russian vessels.

    That move was perceived as a show of strength by Russian President Vladimir Putin over the Ukraine conflict after Prime Minister David Cameron accused him of challenging the 'territorial integrity' of Kiev.

    It followed a separate incident when the Royal Navy had to intercept a Russian warship which strayed to close to the UK while passing through the English channel the same month.

    The Neustrashimy-class warship – equipped with missiles, anti-aircraft guns and torpedoes – was monitored and escorted by a heavily-armed British frigate.

    And late last year, the HMS Tyne had to escort another Russian destroyer and three other boats from the Channel as they passed through the Strait of Dover after carrying out military exercises in the North Sea.

    HOW MOSCOW HAS MUSCLED IN

    Since January 2014, there have been at least 17 shows of military strength by Russia near the UK. The most serious included:
    Feb 18: RAF jets scrambled after two Russian Bear bombers spotted off the coast of Cornwall, forcing a flight from Dublin to divert.
    Feb 15: Russian warship intercepted by Royal Navy in the English Channel.
    Jan 28: RAF fighters challenge two Russian bombers capable of carrying nuclear missiles south of Bournemouth.
    Jan 8: Defence chiefs ask for US help to hunt a suspected Russian submarine lurking off the coast of Scotland.
    Nov 2014: Russian flotilla on military exercise in the Channel escorted from UK waters by HMS Tyne.
    Nov 2014: Nato aircraft called in to hunt suspected Russian submarine off the west coast of Scotland.
    Oct 2014: RAF Typhoon warplanes shadow two Bears as they fly down the west coast of Britain.


    Elinar Skorgen added: 'We are the only country along with Russia to have a permanent presence in the Barents Sea, where we share a common border.
    Obviously our navy should be stationed there, including our submarines. If the ships aren't there where they are needed, they might as well be scrapped altogether.'
    The Armed forces put the base - which cost over £390million to construct - up for sale on Norway's version of eBay.
    It was eventually bought for just £3.5million by a Norwegian businessmen and was rented out to Russian research vessels which were reportedly linked to the country's state-owned energy giant Gazprom.
    Its landlord Gunnar Wilhelmsen said: 'There are no longer any secrets surrounding this base... Not since the military and NATO agreed to put it on sale over the Internet, along with photographs of every nook and cranny.'
    Many military experts are now worried by the the potential for Russian military activity aboard the research vessels.
    A former second in command for the Norwegian military said: 'Russia is a country where the state has a say over all commercial or semi-state business. It's clear, very few people know what happens on these vessels.'
    Jan Reksten believes the sale of Olavsvern was 'a double loss' as 'Norway's armed forces lost an important base and now there are Russian vessels docked there'.

    Did Russian submarine nearly drag Scottish fishing trawler to watery grave?

    A fishing crew have claimed their boat was nearly dragged underwater by a submarine - but there were no British vessels in the area

    A trawler captain has claimed his boat was nearly dragged to a watery grave by a rogue Russian submarine while fishing off the Scottish coast.

    Angus Macleod said he and his four crew were "extremely lucky" after his net became snagged on a mystery submerged object, which almost pulled the boat and crew under the waves.

    The Royal Navy has said there were no British or Nato submarines in the area at the time. In recent months it has been alleged that Russian submarines have been operating in British waters.

    Mr MacLeod and his crew were fishing aboard the 41-year-old wooden Aquarius about ten miles east of the Butt of Lewis in 360 feet of water on Tuesday.

    Suddenly, one of its two trailing nets began to be pulled forward by an unseen force. Panicking, Mr MacLeod was forced to rev his engine to keep pace in front of the net for around 15 minutes, until the straining rope was finally severed by the boat’s propeller.

    Mr Macleod said: "I have been at sea for 30 years - and between the five of us there is 110 years experience - and in our collective times we have never experienced anything like that.

    "I have been told that there were no MoD submarines north of Neist Point on Skye that day - and no Nato submarines in the area too. It is possible a non-Nato submarine could be involved?

    "It was not a whale - we have had whales in the nets before and the net is all twisted afterwards. Whatever it was, it was human powered - of that we are convinced."

    Heading to back to shore, the Aquarius hit problems with its steering three miles south east of Chicken Rock and Stornoway Lifeboat was launched. It towed the stricken craft to Stornoway for repairs.

    It was then discovered that four of the five one-inch bolts that connect the steering motor with the rudder had been wrenched loose.

    "All five of us are extremely lucky. I don't even want to think of the consequences of what could have happened," said Mr Macleod.

    "I would like to get to the bottom of it. It was a very worrying experience - it shook us all up especially when we thought about it afterwards. Whatever happened involved a moving object in mid-stream."

    Last November, Britain was forced to call in Nato sea patrol planes to hunt for a suspected Russian submarine off Scotland, after the Government scrapped its own similar aircraft in defence cuts.

    Maritime patrol aircraft from France, America and Canada flew to Scotland to join Royal Navy warships hunting for the suspected submarine after it was spotted at sea, west of Scotland.

    At the height of the hunt in late November and first days of December, four allied patrol planes flew to RAF Lossiemouth to join the search.

    Two months ago the Ministry of Defence was forced to call for US military assistance to help track a suspected Russian submarine spotted off the Scottish coast.

    Two US Navy aircraft were drafted in to conduct anti-submarine patrols along with a Royal Navy Frigate near the home of the UK’s Trident fleet at Faslane, Argyll.

    Mr Macleod, who says he has suffered around £10,000 in damage and loss of earning, added that he will await the results of an official probe into what happened.

    A spokesman for Stornoway Coastguard said: "We are aware of the incident and can confirm that reports have been submitted. We are taking the matter seriously. The MoD has told us that there was no submarine activity in the area at the time. But we are continuing to investigate."

    'Russian submarine' suspected of damaging UK trawler in Irish Sea




    A Russian submarine may have been responsible for almost capsizing a UK fishing trawler in the Irish Sea, a UK fishing organisation has said. The crew of the County Down-based trawler said the nets were snagged and their boat dragged backwards at speed close to the Isle of Man on Wednesday.

    Dick James, of the Northern Ireland Fish Producers Association, said the Russian navy may have been observing Nato marine exercises off Scotland.
    The UK's MoD has declined to comment.

    A Ministry of Defence spokesperson told the BBC on Wednesday that they did not comment on submarine activity.
    'Lucky to escape'

    Mr James said fishing boats were sometimes damaged by submarines, but added that if it had been a British submarine, the crew would have been obliged to stop and check on the safety of the fishermen.

    "It is possible that it was a Russian submarine," he said.

    "You cannot always prevent it, but if an incident like this did happen the [Royal Navy] protocols say that the submarine would immediately surface to check on the health and welfare of the people involved and this one did not.

    "Paul Murphy, the skipper, said that he sat for five to 10 minutes catching his breath to see if the submarine would surface," Mr James added.

    Mr Murphy said they thought they were going to capsize and were lucky to escape unharmed.

    He described how the trawler was dragged backwards at six knots (nautical miles per hour), something the vessel is not designed to do.

    The skipper said there were three tracker systems on board his boat that record its position in the water. He showed a BBC film crew the unusual movements recorded during the incident.

    Their boat, called Karen, sustained significant damage that could cost an estimated £10,000 to repair.

    The Isle of Man government refused to comment on the incident as it took place outside its territorial waters.

    'Heightened military activity'

    However, one security analyst supported the theory that the Russian navy may have been responsible.

    Tim Ripley, who writes for Jane's Defence magazine, told BBC Radio Ulster: "The Royal Navy seem to be saying its not one of theirs. They also speak on behalf of Nato which are our allies, and they co-ordinate Nato submarines in British territorial waters.

    "So if it wasn't British and it wasn't American, look to the east. This is an area of heightened military activity.

    "The Russians are famous for liking to watch these things and it is a strong possibility that they have sent one of their submarines to watch this activity," the security analyst added.

    Earlier this week, RAF Typhoons were launched to intercept two Russian aircraft near UK air space.

    The Kremlin has confirmed “some secret data” was accidentally leaked when Russian TV stations broadcast material apparently showing blueprints from a nuclear torpedo, designed to be used against enemy coastal installations.

    During President Vladimir Putin’s meeting with military officials in Sochi, where the development of Russia’s military capabilities were being discussed, a number of TV crews were able to capture footage of a paper that was certainly not meant for public viewing.

    The presentation slide titled “Ocean Multipurpose System: Status-6” showed some drawings of a new nuclear submarine weapons system. It is apparently designed to bypass NATO radars and any existing missile defense systems, while also causing heavy damage to “important economic facilities” along the enemy’s coastal regions.

    The footnote to the slide stated that Status-6 is intended to cause “assured unacceptable damage” to an adversary force. Its detonation “in the area of the enemy coast” would result in “extensive zones of radioactive contamination” that would ensure that the region would not be used for “military, economic, business or other activity” for a “long time.”

    According to the blurred information provided in the slide, the system represents a massive torpedo, designated as “self-propelled underwater vehicle,” with a range of up to 10 thousand kilometers and capable of operating at a depth of up to 1,000 meters.

    It remains unclear if such a system is indeed being developed or the slide was presented as just one of the options the Russian military could hypothetically offer. However, according to the leaked paper, the weapons system could be developed by the Rubin design bureau for marine engineering, and may potentially be delivered using nuclear-powered “Project 09852” and “Project 09851” submarines.

    Russian presidential spokesman Dmitry Peskov confirmed that major TV channels had leaked some classified data on Tuesday following the meeting in Sochi.

    “It is true some secret data got into the shot, and it was subsequently deleted,” Peskov said on Wednesday. “We hope that this won’t happen again.”

    During Tuesday’s meeting Putin stressed that Russia will counter NATO’s US-led missile shield program through new “strike systems capable of penetrating any missile defenses.”

    “Over the past three years, companies of the military-industrial complex have created and successfully tested a number of prospective weapons systems that are capable of performing combat missions in a layered missile defense system,” Putin said. “Such systems have already begun to enter the military this year. And now we are talking about development of new types of weapons.”

    CIA: Leak of Nuclear-Armed Drone Sub Was Intentional

    Timed with stepped-up Moscow opposition to U.S. missile defenses

    U.S. intelligence agencies concluded that Russia’s recent disclosure of a nuclear-armed underwater drone submarine was a deliberate leak, according to analysis of Russian video news reports and official Moscow statements.

    The Russian government-aligned NTV television station revealed a secret document during a Nov. 10 broadcast of remarks by President Vladimir Putin criticizing U.S. missile defenses.

    The document shown during the broadcast revealed images of the drone submarine, including its nuclear warhead and nuclear power plant and two larger submarines used to transport it.

    U.S. officials who analyzed the video said the timing of the Russian leader’s comments about missile defenses and the disclosure of the drone submarine strongly suggests that the leak was intentional.

    Officials said that based on official statements from Moscow, the leaking of the nuclear drone submarine appeared to be part of nuclear saber-rattling and Russian information operations designed to dissuade the United States from deploying missile defenses in Europe that Russia opposes.

    A CIA spokesman declined to comment.

    The document with the diagram of the drone was part of a folder being read by a general who was among a group of senior Russian military and national security officials attending the meeting in Sochi, Russia.

    The general holding the folder was believed to be Col. Gen. Andrei Kartapolov, chief of the Russian general staff main operations directorate.

    The document states in Russian that the remotely piloted submarine will travel at a depth of up to 3,280 feet at speeds of up to 56 knots and with a range of more than 6,200 miles.

    U.S. intelligence believes the nuclear-powered drone will have a very large warhead of up to 10 megatons—or the equivalent of 10 million tons of TNT. The weapon would be used against harbors and coastal cities in a nuclear conflict.

    The document said the weapon goal was to destroy “key economic assets in coastal areas and to cause guaranteed unacceptable damage to the country’s territory.”

    Russia is currently engaged in a major strategic nuclear forces buildup that includes new missiles, new submarines, and a new bomber. Russia also has altered its nuclear doctrine; the Pentagon has said that it lowers the threshold for the use of nuclear weapons in a conflict, based on Moscow’s declining conventional forces.

    In the Nov. 10 video, the document appears shortly after Putin is quoted saying the United States and NATO allies “are not suspending development of a global missile defense system.”

    “Neither our concerns nor proposals for cooperation, unfortunately, have been taken into consideration,” Putin said. “We have repeatedly indicated that we regard such activities as an attempt to undermine the existing parity in nuclear missile armaments, and in essence to shake up the entire global and regional stability system.”

    The voiceover during the NTV video at the time the drone submarine diagram is shown then stated that Putin had told his generals that Russian defense industries have created advanced combat weapons that are being supplied to the armed forces.

    The unusual Russian confirmation of the developmental high-speed, long-range nuclear drone submarine that Moscow is calling the Status 6 program followed the Washington Free Beacon’s Sept. 8 report on the weapon NATO is calling the Kanyon unmanned underwater vehicle.

    The leak set off widespread commentary in both U.S. and Russian military circles with some analysts suggesting the leak was traditional Russian disinformation—a combination of accurate and false information designed to mislead foreign intelligence services.

    Other analysts said the disclosure could have been an error, although Russian government secrecy and operating procedures related to sensitive information make the idea the leak was accidental unlikely.

    Mark Schneider, a former Pentagon official at the National Institute for Public Policy, said that he believes the leak was intentional.

    “The Kremlin confirmed the story,” said Schneider.

    “They did not have to do that,” he said. “It may well be this system is so far beyond the pale that they did not want a senior official to announce it but wanted the threat to be credible.”

    Russia attacks U.S. missile defenses constantly, which suggests one possible motive. “Their understanding of the West is primitive and they are paranoid,” he added. “It could be a combination of motives. They want to be feared. They believe that something like this generates fear in the West and enhances their clout.”

    Shortly after the drone document was revealed, Dmitri Peskov, a Russian presidential spokesman, announced that classified information had been inadvertently revealed public during Putin’s meeting. He said video images showing the document were later removed from the broadcast.

    However, two state-controlled Russian news outlets, the English-language RT television channel and the government-run news agency Sputnik, continued to link to Twitter postings that contained the Kanyon diagram.

    The fact that these news outlets—key tools in Russia’s information operations aimed at propagandizing western audiences—had not been ordered to stop showing the drone diagram is a sign of official sanctioning for the leak, the officials said.

    Russia’s state-owned Channel One television broadcast a story on the drone submarine story, mentioning that it was being built in response to U.S. missile defenses. The story was later pulled.

    The official Russian news agency TASS and the state-owned news agency RIA-Novosti also published stories that quoted a Russian military experts saying that the nuclear-tipped drone submarine was a response to American missile defenses.

    By contrast, two private news outlets, Lenta.ru and the business newspaper Kommersant, reported on the drone but did not show images, likely fearing official sanctioning if they did so.

    The fact that private outlets refrained from publishing the image even as state-run outlets continued to show the drone diagram also bolstered U.S. officials’ belief the leak was deliberate.

    Russia under Putin has made opposition to U.S. missile defenses, particularly in Europe, the rationale for aggressive military activities, including a build up of nuclear and conventional forces.

    Russia insists that European missile defenses are aimed primarily at Moscow’s forces despite U.S. denials that the defenses will be used to counter Russian offensive strategic missiles.

    The drone disclosure also comes amid an increase in Russian propaganda against missile defenses. Putin said in October that the United States is lying about its missile defenses.

    Maksim Shapovalenko, a Russian military analyst, told the Moscow Times that he regarded the leak as likely deliberate. “This is a gentle hint at the kind of asymmetric response Russia is prepared to execute should aggravation prevail over a reasonable tradeoff in its standoff with the West in general, and the U.S. in particular,” he said.

    The Moscow newspaper also said the drone sub is a response to U.S. hypersonic cruise missiles in the Pentagon’s Prompt Global Strike program, which involves developing weapons that can hit any spot on earth within 30 minutes.

    Another Russian military specialist, Konstantin Sivkov, a retired Russian navy captain, was quoted saying that the weapon is based on Soviet-era technology, specifically the nuclear-armed T-15 torpedo.

    “Our authorities are actually aware that the United States is preparing to smash Russia militarily,” Sivkov told Riafan, a website based in St. Petersburg. “They are preparing to deliver a response that would imply assured destruction and would make such a scenario unacceptable to the United States.”

    A report in the Svobodnaya Pressa on Nov. 11 suggested the Kanyon disclosure was disinformation.

    Aleksander Khramchikhin, deputy director of the Political and Military Analysis Institute, was quoted saying that an accidental leak of top-secret information is impossible.

    “The goal [of the leak] was to make a certain enemy to reconsider its actions,” he said. “Frankly, however, I doubt that the design in question will ever be built. That is, this leak is most probably pure disinformation.”

    Blueprints for the drone sub were exposed to fight and baffle western nations, he said.

    U.S. actions in the Middle East helped Islamic State to gain influence, Russian Prime Minister Dmitry Medvedev said, according to Interfax.
    The strengthening of Islamic State “became possible partly due to irresponsible U.S. politics” that focused on fighting Syrian President Bashar al-Assad instead of joining efforts to root out terrorism, Medvedev was cited as saying in Kuala Lumpur on Sunday. President Barack Obama earlier on Sunday said that Russia is facing a strategic choice as Assad can’t stay. The Obama administration declined to comment Sunday on Medvedev’s statement.
    The U.S. contributed to the strengthening of al-Qaeda, which led to the events of Sept. 11, Interfax reported, citing Medvedev. The terrorist threat can only be fought jointly, he said.
    Medvedev and Obama met in the Malaysian capital at the East Asia Summit that followed a week of talks and conferences in Asia dominated by the battle against terrorism. The United Nations on Friday unanimously endorsed a resolution calling for countries to take “all necessary measures” to combat Islamic State in Syria and Iraq.
    Global Cooperation

    The U.S. and its allies will press ahead with their battle against Islamic State in Syria and Iraq with or without Russia’s cooperation, Obama said Sunday in Kuala Lumpur. Discussions will continue in Vienna searching for a political solution.
    “Russia has not officially committed to a transition of Assad moving out but they did agree to a political transition process,” Obama said. “And I think we’ll find out over the next several weeks whether or not we can bring about that change in perspective with the Russians.”
    Global cooperation in fighting terrorism can only be successful if all actions are coordinated and sponsored by international institutions like the UN, Medvedev said at an earlier Sunday meeting with UN Secretary-General Ban Ki-Moon in Kuala Lumpur, according to Interfax.
    Ban urged Russia and the U.S. to cooperate in fighting terrorism, adding he would unveil a plan early next year. The U.S. and its allies will press ahead with their battle against Islamic State with or without Russia’s cooperation, Obama said at the summit.

    Report: Russian Sub Activity Returns To Cold War Levels

    The Russian submarine fleet has returned to the North Atlantic with such gusto that NATO sub commanders are reporting “more activity from Russian submarines than we’ve seen since the days of the Cold War,” according to a top NATO admiral.

    Royal Navy Vice Adm. Clive Johnstone, speaking aboard a Spanish frigate at the end of last month, told the defense analysis group IHS Janes that the alliance is also seeing “a level of Russian capability that we haven’t seen before.”

    Russia’s submarine program froze as funds dried up following the collapse of the Soviet Union. Recently, however, Russia has commissioned two new types of subs, including a nuclear-powered attack variant and a nuclear-powered ballistic missile class. According to Janes, they have also started modernizing older submarines as well.

    Johnstone said that with these upgrades and newer boats, Russia is “freer to operate” beneath the waves, as the new technology and an increase in spending has greatly increased Russia’s capabilities. Johnstone also added that Russian submarine crews are more professional in years past, something that has also raised concern within the alliance.

    While Russia’s revamped sub fleet is certainly a concern for the west, what worries Johnstone is the lack of openness about Russia’s strategic and operational objectives. The admiral added that the Russians have yet to invite a NATO representative to one of their exercises in the last two years–something that NATO does regularly.

    “I’m not saying we want to be part of everything and I’m not saying that Russians are the ‘Great Bear’ or that they’re the enemy, but what we’ve got to do in this very complicated maritime environment is take out the uncertainty and reinforce the certainty,” Johnstone said.

    The admiral added that while Russian activity off NATO ports and in NATO water space was confounding, “it’s hard not to draw a certain set of conclusions.”

    Recently, the United States has monitored Russian submarines and surface ships patrolling around under sea fiber optic cables. While the Russians’ intentions are unclear, tapping underwater communication lines is an old Cold War tactic revolutionized by the U.S. Navy in a series of spy missions that began in 1970. In November, the United Kingdom had to request additional support from France to help detect what they thought was a Russian submarine spying off the coast of Scotland on one of England’s new nuclear missile systems.

    Russia’s renewed sub activity has altered how NATO now approaches its maritime capabilities, according to Johnstone.

    “You’re starting to see nations who in the past have prioritized to have submarines in the Gulf or the eastern Mediterranean now looking to reinvest back into capability in the Atlantic,” Johnstone said.

    Even though Russia sub activity has skyrocketed, Russia has only just started introducing new boats into its fleet and most NATO countries are operating their fleets at half of what they were during the Cold War. The U.S. Navy operates a number of sub variants, including the newer nuclear-powered fast-attack Virginia Class.

    Russia Bolsters Its Submarine Fleet, and Tensions With U.S. Rise

    NAPLES, Italy — Russian attack submarines, the most in two decades, are prowling the coastlines of Scandinavia and Scotland, the Mediterranean Sea and the North Atlantic in what Western military officials say is a significantly increased presence aimed at contesting American and NATO undersea dominance.

    Adm. Mark Ferguson, the United States Navy’s top commander in Europe, said last fall that the intensity of Russian submarine patrols had risen by almost 50 percent over the past year, citing public remarks by the Russian Navy chief, Adm. Viktor Chirkov. Analysts say that tempo has not changed since then.

    The patrols are the most visible sign of a renewed interest in submarine warfare by President Vladimir V. Putin, whose government has spent billions of dollars for new classes of diesel and nuclear-powered attack submarines that are quieter, better armed and operated by more proficient crews than in the past.

    Russia may be planning to develop a nuclear submarine drone aimed at 'inflicting unacceptable damage'

    During a regular meeting with defense officials on November 10, Russian President Vladimir Putin discussed methods of countering NATO's missile-defense shield, which the Kremlin worries could neutralize the country's nuclear deterrent.

    Putin's come up with a possible countermeasure, boasting that the Kremlin would develop "strike systems capable of penetrating any missile defenses." Footage of the meeting includes a clear view of a document that defense officials were looking over.

    The document looks at one type of "strike system" that Putin was talking about.

    The document, according to the Russian Forces blog, includes plans to develop an underwater drone that could be launched from submarines in order to carry out nuclear strikes at key coastal areas. The project is known as "Ocean Multipurpose System 'Status-6.'"

    According to a translation by Russian Forces, this weapons system is aimed at "damaging the important components of the adversary's economy in a coastal area and inflicting unacceptable damage to a country's territory by creating areas of wide radioactive contamination that would be unsuitable for military, economic, or other activity for long periods of time."

    The drone, according to the project documents, will be launched from two new models of submarine that Russia has started developing over the past three years.
    The drone will also reportedly have a maximum range of 5,400 nautical miles (10,000 kilometers) while traveling at a depth of 1,000 meters.

    Bill Gertz, writing for The Washington Free Beacon, notes that Pentagon officials have determined that Russia is developing a "drone submarine" that would be capable of delivering a nuclear weapon with a yield of multiple megatons. The drones could destroy port cities in the event of a war. And since they'd be delivered underwater, they'd be immune to the NATO missile shield.

    Still, there is the possibility that Russia leaked details of the project for propaganda purposes. Since the end of the Cold War, the Russian military has suffered a series of setbacks that are continuing to hamper the country's development of high-end hardware.

    Following the collapse of the Soviet Union, Russia lost a good portion of its military-industrial base. US-led sanctions against Russia and falling oil prices have compounded earlier problems and led to a number of procurement difficulties for the Kremlin.

    A new fifth-generation bomber, the PAK DA, was intended to enter service in 2023. The plane's development has been pushed back and Russia will instead focus on production of an updated version of the Soviet-era Tu-160 supersonic nuclear bomber. And the Kremlin is also having problems financing its hulking third-generation Armata tank. Dmitry Gorenburg of Harvard University estimates that Russia will only be able to field a maximum of 330 Armata tanks by 2020, a fraction of the 2,300 originally planned.

    In light of Russia's recent history of not being able to deliver on ambitious defense projects, the submarine drone may be nothing more than an attempt to bolster the Kremlin's image, rather than a weapons system that Russia actually intends to build.

    Russia conducted a test of a revolutionary nuclear-capable drone submarine that poses a major strategic threat to U.S. ports and harbors.

    U.S. intelligence agencies detected the test of the unmanned underwater vehicle, code-named Kanyon by the Pentagon, during its launch from a Sarov-class submarine on Nov. 27, said Pentagon officials familiar with reports of the test.

    No details were available about the location or results of the test.

    Pentagon spokesman Capt. Jeff Davis declined to comment.

    “We closely monitor Russian underwater military developments, but we will not comment specifically about them,” Davis said.


    Development of the new drone submarine was first disclosed by the Washington Free Beacon in September 2015 and then confirmed by the Russian military two months later. Russian officials said the secret program was mistakenly disclosed.

    Russia calls the drone development program the “Ocean Multipurpose System ‘Status-6.’” The developer is Russia’s TsKB MT Rubin design bureau, the defense industry entity that builds all Russia’s submarines.

    U.S. intelligence agencies estimate the Kanyon secret underwater drone will be equipped with megaton-class warheads—the largest nuclear weapons in existence, with the killing power of millions of tons of TNT.

    The weapon likely could be used against U.S. ports and bases, including those used by ballistic missile submarines.

    The two U.S. nuclear missile submarine bases are located at Kings Bay, Georgia, just north of the Florida border, and Puget Sound in Washington State.

    Russia’s nuclear weapons development in recent years has alarmed American military leaders in part due to a new doctrine adopted by Moscow that increases its reliance on nuclear forces in a conflict. The new doctrine indicates that Russia will quickly escalate to the use of nuclear arms to compensate for its aging and outdated conventional forces.

    U.S. intelligence agencies also have detected Russia’s development of new low-yield tactical nuclear weapons—arms that could be used more easily in regional conflicts.

    Former Pentagon official Mark Schneider said the test of the underwater nuclear delivery vehicle poses a new strategic threat.

    “The Status-6, a nuclear powered, nuclear armed drone submarine, is the most irresponsible nuclear weapons program that Putin’s Russia has come up with,” said Schneider, now with the National Institute for Public Policy.

    “Status-6 is designed to kill civilians by massive blast and fallout,” he said, noting that such targeting violates the law of armed conflict.



    According to a Russian document disclosed on state television Nov. 10, 2015, the weapon is a self-propelled underwater craft capable of carrying a nuclear warhead up to 6,200 miles. The vehicle can submerge to a depth of 3,280 feet and travel at speeds of up to 56 knots.

    A drawing of the drone submarine shows it will be nuclear powered, controlled by surface ships, and supported by a Sarov submarine.

    Russia’s Sarov has been described in Russian press reports as a diesel electric-powered vessel for testing new weapons and technology. It also has been described as an intelligence-gathering submarine.

    The Russian document said Russia planned to build a Kanyon prototype by 2019 and begin testing that year. The Nov. 27 test indicates the document may have been a disinformation operation aimed at deceiving the United States about the program.

    U.S. intelligence agencies assessed that the 2015 leak was Moscow’s attempt to warn the United States about its displeasure with U.S. missile defenses in Europe and the deployment of missile defense ships to the region.

    Russian presidential spokesman Dmitri Peskov told reporters one day after the leak that classified information had been accidentally disclosed—an unusual public admission of a security error that has raised concerns about false Russian strategic messaging.

    The Russian nuclear arms buildup has coincided with what U.S. officials say are unprecedented public statements by Russian leader Vladimir Putin about nuclear weapons in response to Western opposition to Moscow’s military annexation of Ukraine’s Crimean peninsula.

    In addition to the nuclear-tipped drone, Russian nuclear modernization includes a new class of ballistic missile submarines, new submarine-launched ballistic missiles, two new land-based intercontinental ballistic missiles, and a new long-range bomber. Russia also is building a new railroad-based missile system.

    The U.S. Navy is developing new underwater drones, but none will be nuclear armed.

    Schneider, the former Pentagon official who has held a number of positions involving strategic weapons, said reports from Russia indicate the drone sub will be armed with a 100-megaton warhead.



    “The Russian government daily Rossiyskaya Gazeta reported that to achieve ‘extensive radioactive contamination’ the weapon ‘could envisage using the so-called cobalt bomb, a nuclear weapon designed to produce enhanced amounts of radioactive fallout compared to a regular atomic warhead,'” Schneider said.

    “A cobalt bomb is a ‘doomsday’ weapons concept conceived during the Cold War, but apparently never actually developed,” he said.

    Testing of the drone, which is said to be powered by a nuclear reactor with limited shielding, poses environmental risks. A guidance failure could result in an undersea nuclear disaster.

    “The Obama State Department appears to be asleep at the helm on this issue,” Schneider said, noting the New START arms treaty requires notification of new offensive strategic weapons in a U.S.-Russia commission.

    “We could even propose a ban on such weapons,” Schneider said. “There is no indication from the Obama administration that any negotiations are underway, or that the U.S. has even raised the issue with Russia.”

    During congressional testimony in December 2015, Rose Gottemoeller, then the undersecretary of state for arms control and international security, said the Russian nuclear-armed drone is a concern.

    “I know we are concerned about it; of course we are concerned about it as a threat to the United States,” said Gottemoeller, now NATO’s deputy secretary general. She noted that the system would pose a great threat if “widely put into operation.”

    The Obama administration, however, took no action against Russia’s violation of the 1987 Intermediate-Range Nuclear Forces treaty.

    Retired Air Force Gen. Robert Kehler, former commander of the U.S. Strategic Command, has said development of the underwater nuclear strike vehicle is one element of a “troubling” Russian strategic nuclear buildup.

    Rep. Mike Rogers (R., Ala.), chairman of the House subcommittee on strategic forces, has said that the Russians assert the nuclear drone submarine will be used to target coastal areas and inflict “unacceptable damage to a country’s territory by creating areas of wide radioactive contamination that would be unsuitable for military, economic, or other activity for long periods of time.”

    “What does it say about a country that feels that nuclear weapons are such a significant tool of its military and diplomatic strategy that it discloses systems in this manner?” Rogers asked during a House hearing. “And what does this say about a country that would invest resources in such a weapon? This is just nuts.”

    Pavel Podvig, a Russian nuclear forces watcher, stated two years ago that the Status-6 payload “looks like a massive dirty bomb,”—a nuclear device that kills with radiation as opposed to a combination of a nuclear blast and radiation.

    “A number of people noted that the description does not necessarily exclude the possibility that the initial ‘damaging’ can be done by a regular nuclear device,” Podvig said. “Which only makes this whole thing even more insane—do they think that a nuclear weapon on its own would not inflict ‘unacceptable damage’?” he said.

    Russian Submarines Could Suddenly Surface Off U.S. Coast to ‘Shock America,’ Analyst Warns

    By Jason Lemon A Russian analyst has warned that the United States could see his country’s navy surface a submarine off its coast after the guided-missile destroyer USS McCampbell was sent into Russian-claimed waters on Wednesday.

    "Our submarines, too, might have surfaced suddenly some place in the Gulf of Mexico to shock America,” Igor Korotchenko, editor-in-chief of Russia’s National Defense magazine, told Russia’s TASS news agency.

    “We have the corresponding forces of our submarine fleet there,” the defense expert warned. Korotchenko argued that Moscow did not wish to “show off in such a silly way,” choosing instead to deal with “assigned tasks,” adding that Washington’s attempts to intimidate Moscow were "useless and senseless."

    The U.S. Navy cited “freedom of navigation” to justify the operation, which was carried out in the Sea of Japan. In a statement, the Navy said that the maneuver was a way “to challenge Russia's excessive maritime claims and uphold the rights, freedoms and lawful uses of the sea enjoyed by the United States and other nations,” NBC News reported.

    Tensions remain high between Moscow and Washington, and have escalated further since last week, when Russia captured three Ukrainian ships and 24 Ukrainian sailors in the Sea of Azov. Following the incident, Nikki Haley, the U.S. ambassador to the United Nations, demanded that the Kremlin “immediately cease its unlawful conduct and respect the navigational rights and freedoms of all states.” President Donald Trump then canceled a planned summit with Russian counterpart Vladimir Putin, citing the Ukrainian crisis.

    Trump had previously threatened to remove the U.S. from the 1987 Intermediate-Range Nuclear Forces treaty, which was signed by former President Ronald Reagan and Soviet leader Mikhail Gorbachev, accusing Russia of violating the agreement’s terms. NATO has also backed up the White House, issuing a stern rebuke of Russia. The Kremlin has pushed back, threatening to target European NATO allies and partners if more U.S. missiles are stationed within their borders.

    On Thursday, the U.S. military also carried out an “extraordinary flight” over Ukraine in another show of force to Moscow.

    "Russia's unprovoked attack on Ukrainian naval vessels in the Black Sea near the Kerch Strait is a dangerous escalation in a pattern of increasingly provocative and threatening activity," the Pentagon said in a statement.

    Korotchenko’s warning of Russian submarines surfacing off the U.S. coast echoed a similar pledge made by American rival Iran late last year. The Islamic Republic’s Naval Commander Rear Admiral Hossein Khanzadi said that “sailing in open waters between Europe and Americas should be the navy’s goal,” pledging that his ambitions would be achieved soon.
