I just don't understand how SCOTUS rules this as a tax when the Obama Administration argued throughout the arguments that this wasn't a tax.

Really, the only solutions at this point are:
1) If he's elected, for Romney to push for its repeal or refuse to enforce it a la Obama and immigration law.
2) The states to refuse to collect the tax.

Few of the states will refuse to "collect the tax".
But, since it was ruled it was a TAX which is what it IS anyway, they got that part right.

Those subject to the individual mandate may lawfully forgo health insurance and pay higher taxes, or buy health insurance and pay lower taxes. The only thing that they may not lawfully do is not buy health insurance and not pay the resulting tax.
