    What is interesting is the dome was constructed during the most turbulent time in US History: 1855-1866.

    The same period in which began with secessional disputes and culminated into the Civil War.

    American Civil War
    Both the outgoing and incoming US administrations rejected the legality of secession, considering it rebellion.

    Hostilities began on April 12, 1861, when Confederate forces attacked a US military installation at Fort Sumter in South Carolina.

    Lincoln responded by calling for a volunteer army from each state, leading to declarations of secession by four more Southern slave states.

    Both sides raised armies as the Union assumed control of the border states early in the war and established a naval blockade. In September 1862, Lincoln's Emancipation Proclamation made ending slavery in the South a war goal[1], and dissuaded the British from intervening.[2]

    Confederate commander Robert E. Lee won battles in the east, but in 1863 his northward advance was turned back after the Battle of Gettysburg and, in the west, the Union gained control of the Mississippi River at the Battle of Vicksburg, thereby splitting the Confederacy.

    Long-term Union advantages in men and material were realized in 1864 when Ulysses S. Grant fought battles of attrition against Lee, while Union general William Sherman captured Atlanta, Georgia, and marched to the sea. Confederate resistance collapsed after Lee surrendered to Grant at Appomattox Court House on April 9, 1865.

    The United States Capitol dome is the massive dome situated above the United States Capitol which reaches upwards to 288 feet (88 m) in height. The dome was designed by Thomas U. Walter, the fourth Architect of the Capitol, and constructed between 1855 and 1866 at a cost of $1,047,291.[1]

    who holds the position that makes the final decision on mint changes?

    the question i have immediately after that answer is, who "really" has the control over that person who holds the position that makes that final decision?

    The 2010 penny was probably started several years ago....I like changing them up. I don't see anything sinister in this.

    Me neither.

    The money changes are changes made to prevent counterfeiting, among other reasons.

    So all the sinister finger pointing about money changes is just a lot of hot air.

    The penny is rapidly becoming an obsolete coin. I think the mint just keeps making them to confuse the checkout folks at McDonalds and China-Mart.

    Of course now that the image is changing my plans for counterfeiting the 1 cent coin are dashed.
