    Obama signs another Executive Order?

    He just gave INTERPOL immunity in the US, now
    Obama signs another Executive Order.

    This one seems to set up 10 Governors appointed by the President t
    o bring integration and synchronization of State and Federal military activities during a crisis.

    During a severe crisis this council could then p
    ossibly represent the 10 Federal Regions of the United States.

    ESTABLISHMENT OF THE COUNCIL OF GOVERNORS


    By the authority vested in me as President by the Constitution and the laws of the United States of America,including section 1822 of the National Defense Authorization Act of 2008 (Public Law 110-181), and in order to strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property,it is hereby ordered as follows:

    Section 1. Council of Governors.
    (a)
    There is established a Council of Governors (Council).The Council shall consist of 10 State Governors appointed by the President (Members), of whom no more than five shall be of the same political party. The term of service for each Member appointed to serve on the Council shall be 2 years, but a Membermay be reappointed for additional terms.

    (b)
    The President shall designate two Members, who shall not be members of the same political party, to serve as Co-Chairs of the Council.

    Sec. 2. Functions. The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counter terrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs; the Commander,United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.Such views, information, or advice shall concern:

    The executive order formed a Council of Governors, pursuant to the National Defense Authorization Act of 2008.

    The Council will "strengthen further the partnership between the Federal Government and State governments to protect our Nation and its people and property". Provisions include:

    1. The Council shall meet at the call of the Secretary of Defense or the Co-Chairs of the Council to exchange views, information, or advice with the Secretary of Defense; the Secretary of Homeland Security; the Assistant to the President for Homeland Security and Counterterrorism; the Assistant to the President for Intergovernmental Affairs and Public Engagement; the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs; the Commander,United States Northern Command; the Chief, National Guard Bureau; the Commandant of the Coast Guard; and other appropriate officials of the Department of Homeland Security and the Department of Defense, and appropriate officials of other executive departments or agencies as may be designated by the Secretary of Defense or the Secretary of Homeland Security.
    (a) matters involving the National Guard of the various States;
    (b) homeland defense;
    (c) civil support;
    (d) synchronization and integration of State and Federal military activities in the United States; and
    (e) other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities.
    Couple that with the NSPD-51 "Continuation of Government"--martial law--that vests all power in the executive branch, identifies the individuals who will be responsible for the oversight of the CoG government. Here is an excerpt:

    The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counterterrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies. The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination."

    "The National Continuity Coordinator, in consultation with the heads of appropriate executive departments and agencies, will lead the development of a National Continuity Implementation Plan (Plan), which shall include prioritized goals and objectives, a concept of operations, performance metrics by which to measure continuity readiness, procedures for continuity and incident management activities, and clear direction to executive department and agency continuity coordinators, The National Continuity Coordinator, in coordination with the Assistant to the President for National Security Affairs as well as guidance to promote interoperability of Federal Government continuity programs and procedures with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate. The Plan shall be submitted to the President for approval not later than 90 days after the date of this directive."

    "The Secretary of Homeland Security shall coordinate the integration of Federal continuity plans and operations with State, local, territorial, and tribal governments, and private sector owners and operators of critical infrastructure, as appropriate, in order to provide for the delivery of essential services during an emergency."

    "Continuity requirements shall be incorporated into daily operations of all executive departments and agencies." Remember, under NSPD-51 a disaster will be declared in order to justify the Federal seizure of state and local functions under the control of the executive branch with the legislative and judicial branches operating as advisers. A disaster is defined as:

    The directive states that this power could/would be exercised in the case of a "Catastrophic Emergency", meaning "any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions ..."

    Obama sets up council of governors

    WASHINGTON, Jan. 11 (UPI) -- President Barack Obama Monday established a panel of state governors to collaborate with Washington on a variety of potential emergencies, the White House said.

    Obama signed an executive order establishing a panel to be known as the Council of Governors, which will be made up of 10 state governors, to be selected by the president to serve two-year terms. Members will review matters involving the National Guard; homeland defense; civil support; and synchronization and integration of state and federal military activities in the United States, the White House said in a statement.

    The statement said the White House would seek input from governors and governors' association in deciding which governors to appoint to the council, which will have no more than five governors from the same party.

    The secretaries of defense and homeland security will also sit on the council, as will presidential assistants for homeland security and counterterrorism, intergovernmental affairs, the U.S. Northern Command commander, the commandant of the Coast Guard, and the chief of the National Guard Bureau.

    The panel was set up under a provision of the Fiscal Year 2008 National Defense Authorization Act, the White House said.

    (c) Upon the joint request of the Co-Chairs ofthe Council, the Secretary of Defense shall, to theextent permitted by law and subject to the availability ofappropriations, provide the Council with administrative support,assignment or detail of personnel, and information as may benecessary for the performance of the Council's functions.

    (d) The Council may establish subcommittees of theCouncil. These subcommittees shall consist exclusively ofMembers of the Council and any designated employees of a Memberwith authority to act on the Member's behalf, as appropriate toaid the Council in carrying out its functions under this order.

    (e) The Council may establish a charter that is consistentwith the terms of this order to refine further its purpose,scope, and objectives and to allocate duties, as appropriate,among members.

    Sec. 4. Definitions. As used in this order:

    (a) the term "State" has the meaning provided inparagraph (15) of section 2 of the Homeland Security Act of 2002(6 U.S.C. 101(15)); and

    (b) the term "Governor" has the meaning provided inparagraph (5) of section 102 of the Robert T. Stafford DisasterRelief and Emergency Assistance Act (42 U.S.C. 5122(5)).

    Sec. 5. General Provisions.

    (a) Nothing in this order shall be construed to impair orotherwise affect:

    (1) the authority granted by law to adepartment, agency, or the head thereof; or

    (2) functions of the Director of the Office of Management and Budget relating to budgetary,administrative, or legislative proposals.

    (b) This order shall be implemented consistentwith applicable law and subject to the availability ofappropriations.

    (c) This order is not intended to, and does not, createany right or benefit, substantive or procedural, enforceable atlaw or in equity by any party against the United States, itsdepartments, agencies, or entities, its officers, employees, oragents, or any other person.

    So basically it will be 5 deep blue state governors and 5 RINO governors like Ahnold who will conspire to figure out further how to deprive us of our rights.

    Either that or round up all the anti-hopey-changers into camps.

    Quietly—even stealthily—in the opening days of the New Year, President Barack Obama has set up a “Council of Governors”.

    Like the 30-plus czars running America with neither the people’s nor the congress’s blessings, the Council of Governors is already a done deal.

    “Is this a first step towards Martial Law, or a tie to the InterPol, RAND National Police Force stuff we’ve been hearing about,” asked a Texas patriot who tipped off Canada Free Press (CFP) after finding news of the new Council of Governors on Twitter. “Is this a sort of Homeland Security Politburo?

    “I do know it’s another sleuth order executed without any announcement, OR EXPLANATION to the People.”

    Patriots know by now that the promised Obama “transparency” is a fog.

    Checking the Net on the Council of Governors, CFP found other than a few blogs only UPI.com had the story as of this morning:

    The Obama administration seems to be conducting the business of America under cover of the dark.

    INTRODUCTION:

    This is a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition
    Regulation (FAR) 6.102(d)(2) and 35.016. A formal Request for Proposal (RFP) will not be
    issued.

    The Department of Homeland Security (DHS) Science & Technology (S&T) Directorate will not
    issue paper copies of this Announcement. The DHS S&T reserves the right to select for award
    and fund all, some, or none of the Full Proposals received in response to this Announcement. No
    funding for direct reimbursement of proposal development costs will be allowed. Technical and
    cost proposals (or any other material) submitted in response to this BAA will not be returned.

    However, depending on the markings on the proposal, DHS S&T will adhere to FAR policy on
    handling source selection information and proprietary proposals. It is the policy of DHS S&T to
    treat all proposals as sensitive competitive information and to disclose their contents only for the
    purposes of evaluation.

    Multiple awards are anticipated to be issued through this LRBAA and will be based on an
    assessment of the overall best value to the government. Awards will be made based upon the
    proposal evaluation, funds availability, and other programmatic considerations. Awards may
    take the form of contracts, grants, cooperative agreements, or other transaction (OTAs)
    agreements. Therefore, the applicable laws and regulations governing the legal vehicle used for
    award will depend on the legal vehicle chosen by DHS S&T. In the event an Offeror or
    subcontractor is a Federally Funded Research and Development Center (FFRDC), Department of

    5. Research Opportunities of Strategic Interest -
    The mission of the DHS S&T Directorate is to “support basic and applied homeland security
    research to promote revolutionary changes in technologies; advance the development, testing and
    evaluation, and deployment of critical homeland security technologies; and accelerate the
    prototyping and deployment of technologies that would address homeland security
    vulnerabilities.”

    DHS S&T is interested in receiving proposals for Long Range Science and Technology Projects
    and innovative prototypes that offer potential for advancement and improvement of homeland
    security missions and operations. Readers shall note that this is an announcement to declare
    S&T’s broad role in competitive funding of meritorious research across a spectrum of science
    and engineering disciplines. The overall mission and goal of S&T is to identify revolutionary,
    evolving, and maturing technologies that can be demonstrated to provide significant
    improvement to homeland security missions and operations through proof of concept and
    prototyping with potential for transition to current and future DHS acquisition processes. S&T
    will focus on those key areas where risk inhibits mission and operation investments and where
    significant capability payoffs can be expected for successful efforts. Related technologies are
    being pursued by other elements of the US Government, and in those cases, DHS S&T will
    leverage and use those technology developments wherever it is practicable and efficient to do so.

    S&T will also facilitate access to laboratory and operationally relevant test and evaluation
    facilities wherever reasonably available.

    This Announcement is restricted to work relating to basic and applied research and that portion
    of advanced technology development not related to a specific system or hardware procurement.
    This Announcement does not cover support services, such as technical services, engineering
    services, or other types of support services. Such submissions are considered non-compliant with
    this LRBAA and will be rejected without further evaluation.

    S&T is soliciting individuals or teams to conduct basic research, applied technology
    development, or the preparation of integrated prototypes for field investigations of the
    performance of new and innovative solutions. Contracts, grants, cooperative agreements, and
    other transaction agreement awards made under this BAA are for scientific study and
    experimentation directed towards advancing the state-of-the art or increasing knowledge or
    understanding.

    It is incumbent of Offerors to clearly articulate the specific advances or innovations in science
    and technology contained in their submissions. It cannot be emphasized too strongly that all
    submissions must show future promise for one of the DHS homeland security operational
    environments.

    Fully developed products are not normally considered as a solution under this LRBAA,
    unless the Offeror is proposing a totally different application for the product or a
    modification is needed, and some research is required to determine if it will be
    successful.

    Below are brief treatments of the Topical Areas or major categories of Research Opportunities of
    Strategic Interest. Each Topical Area has a reference code.
    For basic scientific research, the code
    is simply BSR. Each division has multiple categories, and these are noted as follows: The main
    category for Borders and Maritime Security (BMD), for example, is BMD.0, followed by
    BMD.A1, BMD.A2, etc., for each topic area of strategic interest.

    Topical Areas of strategic interest include:
    Border and Maritime Security (BMD.0) focuses on tools and technologies that
    improve the security of our Nation’s borders and waterways without impeding the flow of
    commerce and travelers. Concepts and prototypes of interest to the Borders and Maritime
    Security division include pilot testing new surveillance, monitoring, and response capabilities
    that cover vast expanses of remote border territories; as well as the development and evaluation
    of security devices, and new inspection methods to secure the large volume of cargo entering our
    Nation’s ports daily.

    There are 3 subdivisions within Border and Maritime Security:
    A. Border Security

    • Detection of, tracking of, classifying of, and responding to all threats along the terrestrial
    and maritime border (BMD.1) – in particular, technologies that can:

    �� Classify humans versus animals in rugged terrain, concealing foliage, water
    obstacles, mountains, and other environmental constraints

    �� Lower false alarm rate (Pfa) with raised probability of detection (Pd); (Pd) should
    be at least 90%

    �� Operate at low power consumption levels (2 year battery life)

    �� Detect, exploit, interrogate, and remediate subterranean border tunnels

    • Improved ballistic protection via personal protective equipment in particular; a focus on
    increased effectiveness against a wider-range of projectile types, plus lighter weight and
    integrated helmet protection. (BMD.2)

    • Ability to use hand held non-intrusive inspection (NII) tools that allow the inspection of
    hidden or closed compartments, specifically to find contraband and security threats
    (people) at checkpoints or during ship boardings. (BMD.3)

    • Ability for law enforcement officers to assure compliance of lawful orders using nonlethal
    means – in particular, the ability to disable vehicles, vessels, aircraft, and
    temporarily incapacitate persons to prevent the infliction of damage or harm. (BMD.4)

    • Ability for law enforcement personnel to quickly identify the origin of gunfire and

    B. Maritime Security

    • Provide wide-area surveillance from the coast to beyond the horizon, as well as port and
    inland waterways, for detection, classification, tracking, and response. (BMD.8)

    • Improved persistent, wide-area surveillance capabilities for guarding the U.S. coastal
    approaches from 12 to 120 miles offshore. (BMD.9)

    • Improved situational awareness by tracking small boat activity, detecting anomalous
    and/or illegal behavior, and providing timely and actionable information in support of
    law enforcement and port security efforts. (BMD.10)

    • Improved sensor performance to enable improved detection and tracking of small and
    large vessels by overcoming environmental clutter issues within the port/harbor as well as
    in coastal environments. (BMD.11)

    • Advanced law enforcement capabilities, enhanced ability to protect critical infrastructure
    and key resources, and improved incident response and recovery management along the
    inland waterways, port/harbor, and coastal regions. (BMD.12)

    • Concepts, methodologies, and/or technologies to more effectively track dangerous cargo
    being transported on inland rivers and waterways. (BMD.13)

    • Improved data fusion and automated tools for command center operations – in particular,
    the improved ability for agencies to share information and collaborate when not colocated.

    • Improved screening and examination by non-intrusive inspection - in particular, the
    ability to detect or identify contraband items (for example, drugs, money, illegal
    firearms), threat materials, or stowaways; improve penetration, resolution, throughput,
    contrast sensitivity, reliability, mobility, and interoperability; and integrate with future
    Automated Target Recognition capability. (BMD.16)

    • Increased information fusion, anomaly detection, Automatic Target Recognition, and
    response capability – in particular, automated imagery detection capability for anomalous
    content (e.g., stowaways, hidden compartments, contraband), and the ability to detect
    anomalous patterns in shipping data. (BMD.17)

    • Improved detection, and identification of WMD materials and contraband – in particular,
    the ability to detect chemical and biological threats, explosives, and contraband.

    • Capability to screen 100 percent of air cargo. (BMD.19)

    • Track domestic high-threat cargo – in particular, the ability to track DHS-designated
    Toxic Inhalation Hazardous (TIH) cargos in domestic transit. (BMD.20)

    • Detect intrusion or unauthorized access, positively identify cargo, and provide timely
    response – in particular, in containerized, palletized, parcel, or bulk/break-bulk maritime
    and air cargo. (BMD.21)
    Chemical and Biological Division (CBD.0) analyses and countermeasures,
    including improved characterization and prioritization of threats, innovative or revolutionary
    methods for surveillance and detection for early attack warning that minimize exposure and
    speed treatment of victims, new forensic methods to support attribution, and novel concepts for
    decontamination and restoration, agrodefense, and food defense. It is important to note that the
    division does not fund research on human clinical applications.

    Topical Areas of strategic interest include:
    Chemical and Biological Research & Development

    • Improved Informatics and Design for Biological and Chemical Analysis (CBD.1) – (1)
    Bioinformatics and chemical analytics research that leads to significantly higher success
    rates for assay design. (2) Research to improve the depth and speed of data analysis and
    enhance access to (and indexing of) large datasets; particularly bioinformatics data
    structures as well as genotypic and phenotypic data.

    • Improved Sampling (CBD.2) – (1) Research in the areas of biological particle capture and
    ”real-time” analysis to support future development of technology that distinguishes
    between putative threat and non-threat agents; (2) research that develops fundamental
    understanding of sample collection to improve selectivity; (3) research that improves
    transfer efficiency of agents from the environment to detectors or instruments; and (4)
    research that improves organism collection and preservation by 70% viability or greater.

    • Sample Preparation (CBD.3) – (1) Research that improves the ratio of analyte of interest
    to background contaminant (AoI:BC) for chemical and/or biological threats; and (2)
    research that helps to improve and define the quality of samples that emerge from sample
    preparation in ways that are substantive to either instrumental or assay style analysis.

    • Assays (CBD.4) – Research to develop fundamental understanding and methodologies
    supporting assay chemistries that may potentially address the full spectrum of biological
    agents: (1) traditional threat agents; (2) agents that have been enhanced with known
    biological content; (3) agents that have emerged via natural selection; and (4) agents that
    are purely synthetic in nature. Ultimately, this research should allow comparisons against
    highly flexible databases of information that enable unique identification of threat agents.
    Research toward assay chemistries that permit reliable differentiation between
    environmental contaminants and chemical/biological threat agents is also of interest.

    • Instruments and Detection (CBD.5) – Development, prototyping, and improvement of
    products and systems that are capable of detecting chemical and biological weapons,
    agents, and/or toxic industrial chemicals in aerosol, liquid, or environmental matrices, to
    support the following needs

    �� Rapid detection and identification of an agent immediately after its
    release into the environment

    �� Characterization and detection of novel, engineered, and emerging
    biological agents

    �� Trace quantity detection of an agent to support decontamination efforts

    �� Identification of a concealed agent or dispersal device prior to its release

    • Response and Recovery Research (CBD.6) – Research aimed at enhanced understanding
    of chemical mechanisms and interactions with the environment and with operationallyrelevant
    surfaces that will enable affordable and effective decontamination of emerging
    chemical threats and biological agents over wide areas.
    Threat Characterization & Attribution

    • Integrated Chem Bio Rad Nuclear Explosives (ICBRNE) Program (CBD.7) –
    Prototype and pilot demonstration applications related to sharing of WMD sensor data and
    related information at the state, local, and federal level utilizing open standards and
    protocols.

    • System Studies (CBD.8) – Research to conduct studies and analysis to identify gaps in
    technology and operational concepts and to support formulation of requirements for
    chemical and biological countermeasure development. Current specific areas of interests
    are food and transit system defensive architectures.

    • Bioforensics R&D Program (CBD.9) – Supports research and development of next
    generation and novel technologies to characterize biological threat agents (BTAs) for
    source attribution in support of FBI/NBFAC requirements in a criminal investigation.
    These include novel applications of next generation technologies to characterize the
    organism or the sample matrix. Please refer to specific BAA releases for future
    submissions.
    Agro Defense

    • Enhanced countermeasures for foreign animal disease (FAD) pathogens affecting domestic
    food animals, including molecular-based vaccines, immunotherapeutics, and novel agents
    with immune-based mechanism of action. (CBD.10)

    • Laboratory-based and field deployable/point of care, rapid detection and diagnostic next
    generation technologies (e.g. arrays, nanotechnology, biosensors) to facilitate foreign
    animal disease outbreak prevention, response and recovery. (CBD.11)

    • Efforts that address critical limitations in the current generation of foreign animal disease
    simulation models for high priority pathogens, including but not limited to the level of
    detail and parameterization required to adequately describe the diversity and complexity of
    the U. S. livestock system and the derived conceptual model, verification of the conceptual
    model versus its computer implementation, strategies for model validation versus the real
    world especially in a data poor environment, and the impact of data limitations at all levels
    of the modeling process. (CBD.12)
    Command, Control, & Interoperability (CID.0) includes research and
    development that creates and deploys information resources – standards, frameworks, tools, and
    technologies – to enable seamless and secure interactions among homeland security
    stakeholders. Concepts, prototypes and other technologies that strengthen capabilities to
    communicate, share, visualize, analyze, and protect information.

    • Research into the development of interoperable devices and systems to improve voice
    and data communications; information sharing; and collaboration between emergency
    response personnel at the federal, state, and local level. (CID.1)

    • Research for advanced information assurance and other cyber security technologies to
    secure the Nation’s current and future cyber infrastructure. (CID.2)

    • Innovative forensic technologies to increase the operational efficiency and create new
    capabilities for criminal and terrorist investigations. (CID.3)

    • Research for advanced reconnaissance and surveillance technologies for law enforcement
    personnel. (CID.4)
    Explosives Countermeasures (EXD.0) includes the detection, mitigation, and
    response to explosive threats including: all modes of transportation within the Transportation
    Systems Sector (Aviation, Maritime, Mass Transit, Highway, Freight Rail, and Pipeline), in
    checked and carry-on baggage, Home Made Explosives (HME), improvised explosive devices
    (IEDs) – vehicle borne (VBIED) and person borne (PBIED), and response and defeat
    technologies.

    • Standoff Detection of Explosives (EXD.1): Technologies for the standoff detection of
    explosives and explosive devices related to Person and Vehicle Borne Improvised
    Explosive Devices. Explosives of interest include commercially available explosives (i.e.
    Ammonium Nitrate based), conventional military explosives (i.e. Composition C-4 and
    Semtex A/H) and homemade explosives (i.e., peroxide base). Standoff Detection implies
    that both the detection equipment and operator be located at some distance (>1 m up to
    tens of meters) away from the subject or object under interrogation. Subtopics include:
    1) Integration of both multimodal and multispectral technologies for improved
    detection and/or imaging metrics.
    2) Development of automated detection and/or identification capabilities associated
    with both imaging and spectroscopy based technologies.

    • Cargo Security (EXD.2) includes detecting intrusion or unauthorized access, positively
    identify cargo, and provide timely response – in particular, in containerized, palletized,
    parcel, or bulk/break-bulk maritime, air cargo, and freight rail.

    • Test and Evaluation Expertise and Facilities for Counter-IED detection technologies
    (EXD.3). Standoff, Remote, and Checkpoint based explosives detection systems, to be
    evaluated, most often require real explosives and local storage of said explosives.
    Facilities must be able to store, on-site, small amounts (< 1 pound) of various solid
    explosives, while achieving clean, uncontaminated facilities for equipment
    testing. Facilities must be able to accommodate non-eye safe laser ranges, x-ray based
    screening equipment, and neutron-based screening equipment. Facilities must also be
    able to accommodate, in certain cases, large, outdoor vehicle borne IED screening
    equipment.

    • Defeat of Improvised Explosive Devices (EXD.4): Develop a means/method to attach
    an explosives access/neutralization charge to the external or internal surface of a vehicle
    or structure that is suspected of carrying or housing a terrorist explosive device. The
    means/method will allow for easy placement by a robotic platform, will allow for
    repositioning, and will support up to 100lbs. The means/method should be capable of
    adhering to glass, metal, wood, Fiber Reinforced Plastic (FRP), and concrete. Any
    means/method that proposes to use rope/ropelike items or double-sided adhesive tape is
    not acceptable.

    Develop a tele-robotic manipulator that is capable of “fine motor” control for use in
    neutralizing an Improvised Explosive Device (IED). The system must be capable of
    precision actions such as cutting a wire, moving small components, opening small
    compartments, etc. The system must be mounted on or capable of being carried by a
    robot platform, is haptic sensitive, and weighs less than 25 lbs. The system should be
    self-powered, dual-armed and interoperable with the robotic platform Operator Control
    unit (OCU). The system should be capable of reaching up to 60”.

    • Data Fusion and Automated Detection (EXD.5) for aviation cargo, checked baggage,
    carry-on baggage, personal check points and all surface intermodal concerns. Algorithms
    and techniques for detection fusion and automated alerting that combines a variety of
    detection modalities, including but not limited to X-Ray, trace chemical detection,
    computed tomography (CT) and video.

    • Materials Science Research for Explosives Mitigation (EXD.6): Fundamental
    materials science research directed toward improved understanding of the relative
    importance and cumulative effect of aging, stress history, corrosion cracking, materials
    manufacturing variability and threats on critical infrastructure materials.

    • Advanced Detection Technologies (EXD.7): Development of robust, enhanced
    explosives detection methods such as bio-inspired molecular recognition techniques and
    other advanced sampling technologies to improve selectivity and sensitivity capabilities.
    Detection methods should be easily deployed, low cost and require minimum training to
    operate. Special attention should be paid to determining better sensing mechanisms and
    signal amplification mechanisms to apply to future detection improvements.

    Human Factors/Behavioral Sciences (HFD.0) applies the social and behavioral
    sciences to improve detection, analysis, and understanding of threats posed by individuals,
    groups, and radical movements; develops novel technologies and tools to improve the
    recognition of individuals; supports the preparedness, response, and recovery of communities
    impacted by catastrophic events; and advances national security by integrating human factors
    and public perceptions data into homeland security technologies.

    • Methods, models and technologies to enhance community resilience in the face of
    human- or nature-caused catastrophes through such means as better understanding of
    risk perception, improved risk communication by emergency responders and public
    officials, programs of pre-event education and training and applied theoretical and
    empirical research into the properties of resilient social networks, including more
    effective ways of mapping and linking emergency response, longer term recovery
    teams and other organizations within and across the public, faith-based, NGO and
    private commercial sectors. (HFD.1)

    • Research into metrics related to resilience, including the creation of validated metrics
    measuring the psychosocial impact of large-scale disasters and catastrophes on
    affected individuals and communities and measures of the effectiveness of societal
    and community resilience efforts across physical, economic, social, psychological and
    cultural dimensions. (HFD.2)

    • Research and technology to improve skill acquisition and human and team performance
    in the context of the human-machine interface, including research designed to achieve
    this end through better understanding of the range of fundamental human processes
    (physiological, neurological, behavioral, physical, and cognitive) that affect individual
    human and team performance. (HFD.3)

    • Research into terrorist motivations, intent, recruitment, mobilization, and operations
    in order to develop a framework for assessing threats to the homeland, including the
    use of IEDs. (HFD.4)

    • Tools and technologies to determine when radical groups are likely to engage in
    violence, and what ideological, organizational, and contextual factors may influence
    violent action. (HFD.5)

    • Methods for non-invasively identifying deceptive and suspicious behavior within a
    time constrained, low-base rate, screening environment, and methods for identifying
    interactive strategies optimal for eliciting disguise-resistant indicators of deceptive
    and suspicious behavior, including technologies that automate or aid in such
    identification. (HFD.6)

    • Protocols and technologies to minimize insider threats and to identify insider threat
    behavior when it occurs, especially in settings like transportation security or at a
    border. (HFD.7)

    • Improvements in biometrics, including real-time positive verification of individual
    identity using multiple biometrics; mobile biometrics screening capabilities, to
    include hand-held, wireless, and secure devices; and high-speed, high-fidelity tenprint
    capture. (HFD.8)

    • Research into the limits and potential of biometrics, including data collections,
    analyses, and medical studies to evaluate the stability of biometric indicators over
    time, uniqueness within the human population, and potential sensor dependencies;
    evaluations of the cryptographic strength of biometrics in security applications when
    combined with passwords, PINS, public key infrastructure (PKI) and traditional data
    security methods; tools to create synthetic biometric data to protect privacy for
    research data sets used in algorithm evaluations; the assessment of techniques to
    spoof or obfuscate biometric technologies; and the development of standards and
    test/evaluation protocols. (HFD.9)

    Infrastructure and Geophysical (IGD.0): Concepts, methodologies, algorithms, and/or
    technologies for identifying, understanding and mitigating all hazard vulnerabilities of the 18
    critical infrastructure/key assets. Concepts, methodologies, and/or technologies for improving
    the preparedness and response for Federal, State, Local, Tribal governments, first responders and
    the private sector, to all-hazards events impacting the U.S. population, critical infrastructure, and
    the economy. Improved understanding of natural hazards and development of mitigation
    measures to protect against them.

    • Advanced Materials (IGD.1): to renew the infrastructure of the present and construct the
    infrastructure of the future to be resistant to many hazards and have sustainable
    properties. Hazards include blast; projectiles; fire; earthquakes; wind; flooding;
    deterioration and aging; corrosion; and combinations of these design challenges.
    Sustainable properties include self-healing, self-diagnosing, self-reporting, generating or
    conserving energy, minimal drain on nonrenewable resources, conserving water, long
    life, and affordability.

    • Blast & Projectile Analysis and Design of Protective Measures (IGD.2):
    Understanding the basic physics of blast effects on types of infrastructure that have not
    received extensive past testing and analysis (dams, levees, tunnels, bridges), improved
    understanding and modeling of blast effects on critical components of the infrastructure
    systems (towers, cables, submerged infrastructure), and design of protective measures to
    limit damage (i.e., articulated concrete mats installed externally to seal off damage to
    underwater tunnels, multilayered liners for interior protection of tunnels) or expeditious
    means to shore up damaged infrastructure to protect against further loss of life, such as
    safe entry for first responders.

    • Integrated incident management (IGD.3): components and systems to improve public
    and first responder situational awareness, capability, and safety. Increased situational
    awareness to manage available and anticipated human and material resources,
    transportation capabilities, and the need for timely information to support critical
    decisions involving rapidly shifting priorities; geospatial data to create a seamless system
    between federal, state, and local first responders; and established virtual continuity of
    operations (COOP) capabilities to improve incident management when key
    infrastructures and facilities are unavailable.

    • Physics and Mitigation of Natural Hazards (IGD.4): Improved capabilities to
    anticipate, prepare for and/or mitigate the impact of catastrophic geophysical phenomena.
    By better understanding the physics that drive the internal processes and severity of
    natural hazards, we are better positioned to develop innovative, effective protective
    measures to reduce damages from natural hazards and more quickly recover from them.
    Example hazards include hurricanes and the heat engine processes that control their
    intensity and resulting storm surge; high winds, erosion, and flooding; wildfires; and
    processes driven by high winds and drought, protective design and rapidly deployable
    protective measures, such as the “fire-proof house envelope” developed in the SAFE

    program; and earthquakes, including an ability to interpret signals from the earth
    to estimate the timing, location, and severity of an earthquake.

    • Resilient and Sustainable Infrastructure (IGD.5): Infrastructure designed in such a
    way that reduces the consumption of energy, consumption of clean water, and emission
    of pollutants, and aims at resource conservation over the life of the project. It should use
    high-performance green materials that are self-monitoring, are self-healing, and stand the

    logistical tracking and management of emergency supplies, equipment, and personnel;
    advanced 3-D tracking technologies; an integrated and simulation-based incident

    • Geospatial and Remote Sensing (IGD.7): Geospatial technologies that enhance
    situational awareness for the protection of critical infrastructure and to improve
    management of incidents at federal, state and local levels.

    • Advanced Surveillance and Monitoring (IGD.8): Integration of multiple types of
    sensing technologies and intelligent algorithms to interpret the sensed data and detect and
    report only actual anomalous activities.

    • MSA and DSS (IGD.9): Concepts, techniques, methodologies, algorithms, and
    innovative tools and applications to significantly enhance the quality of system analysis
    and to reduce the time/cost of conducting system analyses. Modeling tools for a wide
    range of decision makers, from local law enforcement to governors to the White House,
    to evaluate alternative policies and actions to deal with emergencies and anticipate
    cascading effects across interdependent systems. Tools for real-time decision support in
    emergencies capable of integrating and assimilating multiple types of information and
    processing that information and presenting it in a manner useful to decision makers.

    • Cyber-physical Systems Security (IGD.10): Cyber-physical systems (CPS), which are
    emerging trend across the globe, are characterized by tight coupling, coordination, and

    interconnections among sensing, communications, computational, and physical
    resources. CPS are exhibited in many application areas, including industrial control
    systems, and are prevalent in almost every critical infrastructure sector, including water,

    complex system of systems. It is envisioned that the complexity of the cyber-physical
    systems of the future will far exceed that of today. Such a complexity poses several
    research challenges related to resiliency, vulnerability, threat, and recovery assessment
    issues. There is a need for models, theories, methods, and tools to address the security of
    cyber-physical systems taking into account the cyber and physical components of a
    system in an integrated and unified way and realizing the discrete and continuous aspects
    of the system.

    President Obama by executive order has established a new "Council of Governors" designated to advise on the "synchronization and integration of state and federal military activities in the United States."

    The recent order, posted on the White House website, was accompanied by the explanation that the group is to work "to protect our nation against all types of hazards." It comes just weeks after the president issue a similarly obscure order vastly expanding INTERPOL's privileges in the U.S.

    The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."

    However, there was no definition of what would be included in the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue.

    The previous order regarding INTERPOL caused concern for some in the U.S. because it exempts the international police force from such oversight as the Freedom of Information Act in the U.S.

    At the ThreatsWatch.org website, authors Steve Schippert and Clyde Middleton said the order will lead to further erosions of American sovereignty.

    "In light of what we know and can observe, it is our logical conclusion that President Obama's Executive Order amending President Ronald Reagans' 1983 EO 12425 and placing INTERPOL above the United States Constitution and beyond the legal reach of our own top law enforcement is a precursor to more damaging moves," they wrote.

    "When the paths on the road map converge – Iraq withdrawal, Guantánamo closure, perceived American image improved internationally, and an empowered INTERPOL in the United States – it is probable that President Barack Obama will once again make America a signatory to the International Criminal Court. It will be a move that surrenders American sovereignty to an international body whose INTERPOL enforcement arm has already been elevated above the Constitution and American domestic law enforcement," they said.

    "For an added and disturbing wrinkle, INTERPOL's central operations office in the United States is within our own Justice Department offices. They are American law enforcement officers working under the aegis of INTERPOL within our own Justice Department. That they now operate with full diplomatic immunity and with 'inviolable archives' from within our own buildings should send red flags soaring into the clouds," they said.

    The new governors panel, which the White House said was called for in the Fiscal Year 2008 National Defense Authorization Act, will include 10 governors picked by the president as well as the Coast Guard commandant and other officials from the Department of Homeland Security and other agencies.

    The White House announcement said the council "will provide an invaluable senior administration forum for exchanging views with state and local officials on strengthening our national resilience and the homeland defense and civil support challenges facing our nation today and in the future."

    Los Angeles Times blogger Andrew Malcolm poked fun at the announcement, writing Obama "has determined that, a) there is an insufficient number of advisory bodies among the gazillion already in existence for the federal government in general and said president and his White House specifically."

    Obama also, Malcolm said, "chooses to ignore the existence of the National Governors Assn., the Republican Governors Assn., the Democratic Governors Assn. and the secure telephones within arms-reach of virtually everywhere said president chooses to sit and/or recline."

    Ultimately, he said, Obama has decided, "One more meaningless advisory body probably couldn't hurt anything, and might actually look good."

    At Canada Free Press, commentary writer Judi McLeod said, "Like the 30-plus czars running America with neither the people's nor the congress's blessings, the Council of Governors is already a done deal."

    Blogger Nicholas Contompasis suggested it was the "first step towards martial law in America" because it sets up the "use of federal troops and the combination of state and federal agencies under the Defense Department."

    Participants on his forum page said the order appears to be in defiance of posse comitatus, which restricts U.S. military action within the United States. One contributor noted the order talks about "hazards" but then addresses only military hazards.

    "The very notion of the executive branch (good intentions or not) issuing executive orders/presidential directives that apply to anything or anyone not specifically within the executive branch is tyrannical," the forum participant said.

    Coming At Us From Every Direction

    One hell of a week. The Zero thinks he has delivered a knock-out punch with 3 below-the-belt right hooks in just a matter of days (well, the last one is still in wind-up mode):

    1) The Executive Order regarding the Council of Governors, as the First Step Toward Martial Law. Anyone have a guess as to which 10 governors are ready to play ball? Will TX be surprised if Perry is one of them? That could cause some unrest REAL fast!

    2) The Rand Corp study where they answer the US Army’s question of whether we need a ‘National Stabilization Police Force’ with a resounding, “YES!” Michigan is already seeing some of this with their “Hometown Police Forces.”

    3) While not yet ‘delivered’ we can see them winding up for the blow, but probably too late to duck: The creation of, “A North American Security Perimeter is on the Horizon.” So, what, our Border Patrol guys on the Mexican border will be stationed where?!!! Its highly likely they will swap our Border Patrol with Canadian and Mexican so they are NOT patrolling their formerly sovereign territory. Will they rise up before then? Very doubtful. They are totally CLUELESS as to what is coming down.


    A North American Security Perimeter On The Horizon

    NAFTA has extended from economic integration into a political and regional security pact which has been achieved through the Security and Prosperity Partnership (SPP) of North America, Plan Mexico, as well as other initiatives.

    Various pieces of legislation and reports, along with influential individuals have called for closer trilateral cooperation regarding common rules for immigration and security enforcement around the perimeter of the continent. A major part of the U.S. security agenda already includes the defense of North America, but a full blown security zone would bring Canada and Mexico further under U.S. control. A Fortress North America poses a serious threat to our sovereignty and would mean the loss of more civil liberties.

    Plans for a North America security perimeter might have seemed like a pipe dream just a short time ago, but it could become a reality sooner than one thinks. Some believe that a perimeter approach to security would be a more effective way of providing safety while ensuring the free flow of trade and investment. For those pushing for deep continental integration, this move is seen as the next logical step. A recent article from the Toronto Star, Canada warms to idea of a tougher ‘perimeter’, suggests that Canadians might now be ready to debate the concept of perimeter security. David Biette who specializes in U.S.-Canada relations and is a member of the Woodrow Wilson Center stated that a, “Perimeter is no longer a dirty word.

    It’s beginning to come up again, at least in academic circles.” He went on to say, “Canada held back when it first came up and I can certainly understand why. There was still such bad feeling left over on free trade and what that might mean for Canadian sovereignty that perimeter security was just not palatable to Canadians.” Biette also added, “You ask yourself, ‘What would a mutually improved relationship look like?’ and really, there is nothing else. Perimeter is the one big thing – the last truly huge step on the horizon.” A North American security perimeter would be one of the final steps needed in the creation of a North American Union.

    Some of the recommendations from the 2005 report, Building a North American Community co-sponsored by the Council on Foreign Relations, included a unified border, a North American border pass, a single economic space, as well as a common security perimeter by 2010. Many of the task force recommendations in areas of trade, transportation, energy, immigration and security became part of the SPP agenda. Despite the demise of the SPP, many of its key objectives continue to move forward under the North American Leaders Summit, as well as through other initiatives. In February of 2009, it was reported that former Canadian international trade and foreign affairs minister, David Emerson, “called on the government to aggressively seek stronger Canada-U.S. ties, up to and including a customs union. He said at minimum, Canada should advocate a North American security perimeter arrangement, a labour mobility agreement that modernizes NAFTA provisions, and greater integration on regulatory matters.” U.S. officials remain concerned on how risk assessments of people entering Canada are conducted as well as the differences in its immigration and visa policies. A common perimeter approach to border management and security would require harmonization of Canadian-U.S. immigration and customs standards.

    It was clear before Obama became president that he wished to relax immigration restrictions with Mexico and supported some sort of amnesty program. In mid-December of last year, H.R. 4321 the Comprehensive Immigration Reform ASAP Act of 2009 was introduced in the House of Representatives. The Obama administration has been criticized for its lack of immigration enforcement. Many have warned that the new legislation would not only grant amnesty to millions of illegal aliens, but also increase legal immigration and create more loopholes in the system. In Sec. 143.

    Reports on Improving the Exchange of Information on North American Security, there is wording which could further promote deep continental integration. This includes yearly status reports, “in developing and implementing an immigration security strategy for North America that works toward the development of a common security perimeter.” Previous failed security and immigration bills also contained similar language referring to a shared security perimeter around the continent.

    The Merida Initiative, also known as Plan Mexico is an extension of NAFTA and has its roots in the SPP. It is based on America’s failed war on drugs, which has been costly and ineffective. The Merida Initiative relies primarily on military and law enforcement solutions and is advancing police state measures. In a recent interview, Laura Carlsen director of the Americas Policy Program in Mexico City described how Plan Mexico, “was designed in Washington as a way to ‘push out the borders’ of the US security perimeter, that is, that Mexico would take on US security priorities including policing its southern border and allowing US companies and agents into Mexico’s intelligence and security operations.” She also commented that, “The Obama administration has supported the plan and even requested, and received from Congress, additional funds beyond what the Bush administration requested.” The Plan Mexico strategy is working towards the development of a common security perimeter and is further encouraging the militarization of Mexico. Continued drug violence in the country could be used as a pretext to set up a North American security perimeter.

    The recent foiled terrorist attack on Christmas day is accelerating the implementation of a high-tech control grid which could restrict, track and trace our movements. With the war on terrorism back in the forefront, the continued merging of North America might include Canada and Mexico playing a bigger role in regards to perimeter security. Canadian officials have announced that within the next several months, body scanners will be installed in 11 airports across the country. Some proponents of a continental security zone believe that it is the best way to secure North America, but at the same time falsely claim that this could be done with respect to each nation’s sovereignty. We are well on the way towards a North American security perimeter where trade and investment will be able to roam freely, while we are all forced to endure new security practices dominated by U.S. interests.

    Free People
    – Well, it is easy now to see where this all is going in just the last few days. We have long been following joint meetings, drills and trainings between US, Canadian and Mexican forces. This would be the final step to ‘enforcement’ of a new Union of North America. With the Council of Governors, the power is drained away from the individual states and usurped into a new framework that will dictate policy, security, finances/monetary and judicial processes to effectively hijack our country out from under us.

    This is it. The carjacker/hijacker has gone from helping us with our flat tire to pulling a gun on us and forcing us back into the car while he drives us with us inside, held at gunpoint.

    Good thing he doesn’t know we have a gun stashed in the glovebox and when his arm gets tired, we will seize the advantage. It might be a hell of a struggle, but it will feel far better than sitting there at his mercy! May God have mercy on his soul for WE ARE NOT AFRAID!!!!!!mercy! May God have mercy on his soul for WE ARE NOT AFRAID!!!!!!

    But one question remains: When will they substitute the Amero for the Dollar? Probably AFTER China gets our corrupt bankers to ‘refund the dollar.’ See HERE And I suppose we will see the NAFTA Superhighway kick into high gear VERY SOON with total freedom from Constitutional constraint. There will be NOTHING traveling from East to West in this country without the new apparatchik knowing about it. We will be cut in two. And if that doesn’t work, there are stories of a 8.0 earthquake in the heartland to further impede our efforts.

    The White House Office of the Press Secretary released a report on the White House web site titled "President Obama Signs Executive Order Establishing Council of Governors." According to the press release, "The President today [January 11, 2009] signed an Executive Order establishing a Council of Governors to strengthen further the partnership between the Federal Government and State Governments to protect our Nation against all types of hazards. When appointed, the Council will be reviewing such matters as involving the National Guard of the various States; homeland defense; civil support; synchronization and integration of State and Federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."

    According to the report, the Council will be composed of "ten State Governors who will be selected by the President to serve two year terms . . . Once chosen, the Council will have no more than five members from the same party and represent the Nation as a whole."

    The press release also states that "Federal members of the Council include the Secretary of Defense, the Secretary of Homeland Security, the Assistant to the President for Homeland Security and Counterterrorism, the Assistant to the President for Intergovernmental Affairs and Public Engagement, the Assistant Secretary of Defense for Homeland Defense and Americas' Security Affairs, the U.S. Northern Command Commander, the Commandant of the Coast Guard, and the Chief of the National Guard Bureau. The Secretary of Defense will designate an Executive Director for the Council."

    As with most Presidential Directives or Executive Orders that have the potential to swallow our liberties and expand federal--or even international--police powers, the mainstream media conveniently fails to inform the American people as to what is happening. Such is the case with Obama's EO establishing a Council of Governors (COG). Therefore, it is left to independent writers to issue the alert. Thank God for the Internet!

    As with any expansion of the federal government, this new Council of Governors needs to be monitored very carefully by freedom lovers. One blog rightly noted that the COG "clearly represents another assault on Posse Comitatus, the 1878 law that bars the military from exercising domestic police powers, which was temporarily annulled by the 2006 John Warner National Defense Authorization Act before parts of it were later repealed."

    Another blogger wisely stated, "As with most government powers, there is always the potential for abuse. In this case, there is cause for serious concern because every bit of this entails expanding traditional Command in Chief powers to the DOD [Department of Defense], spreading troops around the US (potentially not American troops at that . . .) and deciding who has ultimate tactical command over reserves and Guard in the event of 'emergencies,' terrorist attacks, or natural disasters."

    Actually, this EO is simply the latest in a series of events going back to the Bush and Clinton years, in which the federal government has taken steps to lay the foundation for extensive military police action within the United States.

    Back in 2008, retired lawman Jim Kouri wrote, "In a political move that received little if any attention by the American news media, the United States and Canada entered into a military agreement on February 14, 2008, allowing the armed forces from one nation to support the armed forces of the other nation during a domestic civil emergency, even one that does not involve a cross-border crisis, according to a police commander involved in homeland security planning and implementation.

    "It is an initiative of the Bi-National Planning Group whose final report, issued in June 2006, called for the creation of a 'Comprehensive Defense and Security Agreement,' or a 'continental approach' to Canada-US defense and security.

    "The law enforcement executive told Newswithviews.com that the agreement--defined as a Civil Assistance Plan--was not submitted to Congress for debate and approval, nor did Congress pass any law or treaty specifically authorizing this military agreement to combine the operations of the armed forces of the United States and Canada in the event of domestic civil disturbances ranging from violent storms, to health epidemics, to civil riots or terrorists attacks.

    "'This is a military plan that's designed to bypass the Posse Comitatus Act that traditionally prohibited the US military from operating within the borders of the United States. Not only will American soldiers be deployed at the discretion of whomever is sitting in the Oval Office, but foreign soldiers will also be deployed in American cities,' warns Lt. Steven Rodgers, commander of the Nutley, NJ Police Department's detective bureau."

    Of course, the groundwork for this US-Canadian agreement occurred in 2002 when President G.W. Bush created USNORTHCOM. For the first time in US history, an entire Army division has been tasked with "homeland defense efforts and to coordinate defense support of civil authorities." (Source: USNORTHCOM official web site) Plus, The National Defense Authorization Act for Fiscal Year 2008, which passed with almost unanimous bipartisan support, and was signed into law in January 2008 by then-President Bush, required the implementation of the COG.

    Then, in June of 2009, USNORTHCOM sent a legislative proposal to Congress requesting "amending Title 10 of USC, expanding the Secretary of Defense's powers to mobilization of the Army Reserve, Air Force Reserve, Navy Reserve, and Marine Corps Reserve to assist civil authorities in disasters and emergencies . . . 'thus enabling a truly Total Force approach to disaster response.'"

    Matthew Rothschild at The Progressive penned, "The Pentagon has approached Congress to grant the Secretary of Defense the authority to post almost 400,000 military personnel throughout the United States in times of emergency or a major disaster."

    Concerning this, David Mundy at the Texas National Press commented, "If granted, the move would further erode the authority of the states and would minimize the role played by the states' militia . . . in handling domestic issues.

    "More ominously, nothing in the Pentagon's request specifies that the troops to be posted in U.S. cities would necessarily be Americans."

    The report notes that in September of 2009, USNORTHCOM released its 32-page initial framework for the "Tri Command," referring to NORAD, NORTHCOM, and Canada COM. It is noted that while NORTHCOM AND Canada COM are national organizations, NORAD is set up as a binational force.

    It is largely understood, therefore, that the Council of Governors has been established for the purpose of getting the governors' blessing on this newly accumulated power. In other words, the COG is Assistant Secretary of Defense Paul Stockton's effort to establish a liaison between the governors, DHS, DOD, and the National Guard.

    Of course, as the report suggests, what is not being disclosed is what powers will be conferred upon the 10 gubernatorial council members and what authorities they will be required to cede to the federal government.

    Anyone who is not concerned about the ever-increasing encroachment of federal power upon the states and citizenry at large is either not paying attention, or is already a slave at heart.

    Instead of worrying about whether a gubernatorial or State legislative candidate is a conservative or liberal, Republican or Democrat, we need to be focusing on whether or not our State governors and legislators have the historical and constitutional acumen and resolve to resist the current dismantling of State sovereignty and personal liberty being orchestrated by this federal leviathan that is known as Washington, D.C.


    We can survive hurricanes, earthquakes, floods, looters and thugs, blackouts, and even Muslim terrorists. What we cannot survive--at least not without great cost and effort--is tyranny at the hands of our own government. In this regard, our greatest threat is not foreign terrorists or natural disasters; our greatest threat is Washington, D.C.

    So, while DC has an eye on this new Council of Governors, you'd better keep an eye on your governor as well; and keep the other eye on what's left of your liberties, because if those federal foxes come in the middle of the night and run off with them, it will be your governor that opened the door.

    Lawmakers fight to keep governors, not president, in control of troops

    Responding to an executive order by President Obama, a new push is under way for states to adopt laws limiting the use of their National Guard units unless there is an invasion, insurrection or other limited circumstance.

    As WND reported, Obama's order establishes a new "Council of Governors" designated to advise on the "synchronization and integration of state and federal military activities in the United States."

    The recent order, posted on the White House website, was accompanied by the explanation that the group is to work "to protect our nation against all types of hazards." It comes just weeks after the president issued a similarly obscure order vastly expanding INTERPOL's privileges in the U.S.

    The White House said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."

    However, there was no definition of the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue.

    Now the Tenth Amendment Center is recommending a model legislation that states can use to limit the activities of their own National Guard members.

    The model legislation states: "The governor shall withhold or withdraw approval of the transfer of the National Guard to federal control in the absence of: a) A military invasion of the United States, or b) An insurrection, or c) A calling forth of the guard by the federal government in a manner provided for by Congress to execute the laws of the union, provided that said laws were made in pursuance of the delegated powers in the Constitution of the United States, or d) A formal declaration of war from Congress."

    The organization said the requests to state legislatures already have begun with a letter on the issue dispatched by Walt Garlington, founder of the Louisiana State Sovereignty Committee, to state Rep. Brett F. Geymann.

    "I ask you to once again take up the cause of states' rights and protect Louisiana from this latest unconstitutional action coming from Washington, D.C.," the letter said. "Please introduce a bill reasserting the governor's power over Louisiana's National Guard to counteract the EO issued by Pres. Obama."

    The model legislation proposed by the Tenth Amendment Center says the law is, "For the purpose of requiring the governor to withhold or withdraw approval of the transfer of this state's National Guard to federal control in the absence of an explicit authorization adopted by the federal government in pursuance of the powers delegated to the federal government in Article I, Section 8, Clause 15 of the U.S. Constitution."

    It cites U.S. Constitution provisions that Congress has the power to provide for "calling forth the militia" to "execute the laws of the union," or to suppress insurrections or repel invasions.

    The proposal cites Daniel Webster's statement in 1814 to Congress, "It will be the solemn duty of the state governments to protect their own authority over their own militia, and to interpose between their citizens and arbitrary power. These are among the objects for which the state governments exist."

    The White House said the new panel was called for in the Fiscal Year 2008 National Defense Authorization Act and will include 10 governors picked by the president as well as the Coast Guard commandant and other officials from the Department of Homeland Security and other agencies.

    The White House announcement said the council "will provide an invaluable senior administration forum for exchanging views with state and local officials on strengthening our national resilience and the homeland defense and civil support challenges facing our nation today and in the future."

    Los Angeles Times blogger Andrew Malcolm poked fun at the announcement, writing Obama "has determined that, a) there is an insufficient number of advisory bodies among the gazillion already in existence for the federal government in general and said president and his White House specifically."

    Obama also, Malcolm said, "chooses to ignore the existence of the National Governors Assn., the Republican Governors Assn., the Democratic Governors Assn. and the secure telephones within arms-reach of virtually everywhere said president chooses to sit and/or recline."

    Ultimately, he said, Obama has decided, "One more meaningless advisory body probably couldn't hurt anything, and might actually look good."

    At Canada Free Press, commentary writer Judi McLeod said, "Like the 30-plus czars running America with neither the people's nor the Congress's blessings, the Council of Governors is already a done deal."

    Blogger Nicholas Contompasis suggested it was the "first step towards martial law in America" because it sets up the "use of federal troops and the combination of state and federal agencies under the Defense Department."

    Participants on his forum page said the order appears to be in defiance of posse comitatus, which restricts U.S. military action within the United States. One contributor noted the order talks about "hazards" but then addresses only military hazards.

    "The very notion of the executive branch (good intentions or not) issuing executive orders/presidential directives that apply to anything or anyone not specifically within the executive branch is tyrannical," the forum participant said.

    Obama latest pick: Gov. who linked Christians to violence

    Missouri report tied 'domestic terrorists' with opposition to abortion, immigration



    President Obama has picked to advise him on military actions inside the U.S. the Missouri governor whose state "Information Analysis Center" last year linked conservative organizations to domestic terrorism and said law enforcement officers should watch for suspicious individuals who may have bumper stickers from Ron Paul or Chuck Baldwin.

    Missouri Gov. Jeremiah Nixon, a Democrat, is being joined on the Obama's special advisory panel by the governor of Puerto Rico, Luis Fortuno, and Arizona Gov. Janice Brewer, Homeland Security Secretary Janet Napolitano's replacement when she moved to Washington.

    They are among Obama's nominations for the 10 positions on Obama's new "Council of Governors" that he will use for advice on "military activities in the United States."

    The original announcement said the new council is to include governors and administration officials to review "such matters as involving the National Guard of the various states; homeland defense, civil support; synchronization and integration of state and federal military activities in the United States; and other matters of mutual interest pertaining to National Guard, homeland defense, and civil support activities."

    However, there was no definition of the group's authority. Can the council recommend "military activities" and can the governors, who already are in command of their own state guard units, mandate activities outside of their areas of jurisdiction? The White House did not respond to WND questions on the issue.

    A new announcement from the White House lists Nixon as one of the nominees.

    "He is responsible for operating Missouri's innovative fusion center, the Missouri Information Analysis Center," the announcement confirmed.

    It was in 2009 when the MIAC issued a report that not only linked conservative groups to domestic terrorism and warned law enforcement to watch for vehicles with bumper stickers promoting Paul and Baldwin, it also warned police to watch out for individuals with "radical" ideologies based on Christian views, such as opposing illegal immigration, abortion and federal taxes.

    Ultimately, Chief James Keathley of the Missouri State Patrol said the release of the report caused him to review the procedures through which the report was released.

    "My review of the procedures used by the MIAC in the three years since its inception indicates that the mechanism in place for oversight of reports needs improvement," he said at the time. "Until two weeks ago, the process for release of reports from the MIAC to law enforcement officers around the state required no review by leaders of the Missouri State Highway Patrol or the Department of Public Safety."

    He said the report warning about those who hold Christian views was "created by a MIAC employee, reviewed by the MIAC director, and sent immediately to law enforcement agencies across Missouri. The militia report was never reviewed by me or by the Director of Public Safety, John Britt, at any point prior to its issuance. Had that report been reviewed by either my office or by leaders of the Department of Public Safety, it would never have been released to law enforcement agencies."

    Keathley said the report simply "does not meet" the needed standard for "intelligence." So he ordered its distribution to be halted.

    But that warning had prompted Americans for Legal Immigration to issue a "national advisory" against relying on any such reports.

    The Missouri document, it said, "attempted to politicize police and cast suspicion on millions of Americans. The 'Missouri Documents,' as they came to be called, listed over 32 characteristics police should watch for as signs or links to domestic terrorists, which could threaten police officers, court officials, and infrastructure targets.

    "Police were instructed to look for Americans who were concerned about unemployment, taxes, illegal immigration, gangs, border security, abortion, high costs of living, gun restrictions, FEMA, the IRS, The Federal Reserve, and the North American Union/SPP/North American Community. The 'Missouri Documents' also said potential domestic terrorists might like gun shows, short wave radios, combat movies, movies with white male heroes, Tom Clancey novels, and Presidential Candidates Ron Paul, Bob Barr, and Chuck Baldwin!" ALIPAC wrote.

    "When many of us read these Missouri Documents we felt that the false connections, pseudo research, and political attacks found in these documents could have been penned by the SPLC and ADL," said William Gheen of ALIPAC. "We were shocked to see credible law enforcement agencies disseminating the same kind of over the top political propaganda distributed by these groups."

    The Missouri situation was just the tip of the iceberg, however. WND reported only weeks later when a Department of Homeland Security report warned against the possibility of violence by unnamed "right-wing extremists" concerned about illegal immigration, increasing federal power, restrictions on firearms, abortion and the loss of U.S. sovereignty and singled out returning war veterans as particular threats.

    The report, titled "Right-wing Extremism: Current Economic and Political Climate Fueling Resurgence in Radicalization and Recruitment," dated April 7, 2009, stated that "threats from white supremacist and violent anti-government groups during 2009 have been largely rhetorical and have not indicated plans to carry out violent acts."

    However, the document, first reported by talk-radio host and WND columnist Roger Hedgecock, went on to suggest worsening economic woes, potential new legislative restrictions on firearms and "the return of military veterans facing significant challenges reintegrating into their communities could lead to the potential emergence of terrorist groups or lone wolf extremists capable of carrying out violent attacks."

    The report from DHS' Office of Intelligence and Analysis defined right-wing extremism in the U.S. as "divided into those groups, movements and adherents that are primarily hate-oriented (based on hatred of particular religious, racial or ethnic groups) and those that are mainly anti-government, rejecting federal authority in favor of state or local authority, or rejecting government authority entirely. It may include groups and individuals that are dedicated to a single issue, such as opposition to abortion or immigration."

    Most notable was the report's focus on the impact of returning war veterans.

    "Returning veterans possess combat skills and experience that are attractive to right-wing extremists," it said. "DHS/I&A is concerned that right-wing extremists will attempt to recruit and radicalize veterans in order to boost their violent capacities."

    Now Gov. Nixon will advise Obama on those military and National Guard actions inside the U.S.

    "I am pleased that these governors of exceptional experience have agreed to join the Council of Governors," Obama said in the newest White House announcement.
    "This bipartisan team strengthens the partnership between our state governments and the federal government when it comes to ensuring our national preparedness and homeland defense."

    "I look forward to working with them in the years ahead," Obama said of the council, which was created Jan. 11 by his executive order.

    UPDATED: Connecting the dots on Obama’s Council of Governors

    With the less than opaque veil shrouding the current White House actions, Obama’s latest unheralded EO on Jan 11th, establishing the Council of Governors, sent the blog world into a tizzy. The extremes of reaction ran the gamut.

    When Shutking broke out the “martial law” headline, commenter John Erickson, who’s blog profile says he works in government in Lincoln, Nebraska, tut tutted that view, saying they were only a federal advisory committee.

    PropagandaMatrix comes thru with less sensationalist perspective, noting the other blog fears, but not casting it’s own lot into the more extreme theories. They did, however, note this “..clearly represents another assault on Posse Comitatus, the 1878 law that bars the military from exercising domestic police powers, which was temporarily annulled by the 2006 John Warner National Defense Authorization Act before parts of it were later repealed.”

    As with most government powers, there is always the potential for abuse. In this case, there is cause for serious concern because every bit of this entails expanding traditional Command in Chief powers to the DOD, spreading troops around the US (potentially not American troops at that…) and deciding who has ultimate tactical command over reserves and Guard in the event of “emergencies”, terrorist attacks, or natural disasters.

    Since we can’t expect much in clarification from this transparent administration, it’s up to us to sort out the intent, and inherent dangers to our founded Republic. And we sure we don’t need yet another head scratcher, like Obama’s INTERPOL executive order before Christmas. So I’m here to connect a few more dots on the Council of Governors.

    A SERIES OF EVENTS LEADING TO EXPANDED DOD POWERS

    The Council of Governors is not a complete bolt out of the blue, but another step in a series of events. The first recommendation of the Council came in a May 2007 commissioned report on the National Guard and Reserves by Arnold Punaro. The review noted that the Guard was short almost $40 bil in supplies and equipment due to committments since the 911 attack, and that individual governors had been “slighted”. The commission recommended a creation of the Council of Governors so that “… governors could provide direct input on National Guard issues to the executive branch.”

    Month’s later, it’s creation was mandated by Congress, with no specific timeline to do so, via The National Defense Authorization Act for Fiscal Year 2008. This was a bill first introduced by Ike Skelton in the House Jan 2008, and sailed thru both chambers with almost unanimous bi-partistan support. It was signed into law Jan 28th, 2008 by then President Bush, and became Public Law No: 110-181.

    Buried in the 602 pg bill (pg 498) was Section 1822 – aka the mandate:
    SEC. 1822. COUNCIL OF GOVERNORS.
    The President shall establish a bipartisan Council of Governors to advise the Secretary of Defense, the Secretary of Homeland Security, and the White House Homeland Security Council on matters related to the National Guard and civil support missions.
    President Bush never created the Council, and neither had President Obama… until yesterday, that is. The question is, did Obama create this council for it’s original purpose? From what I’ve put together so far, it’s not looking that way. Keep reading.

    US AND CANADA SIGN MILITARY AGREEMENT

    Flashback, April 4th, 2008: News hits that a month and a half earlier, Feb 14th, 2008, the US and Canada enter into a military agreement between NORTHCOM, NORAD and Canada COM, defined as a Civil Assistance Plan:
    In a political move that received little if any attention by the American news media, the United States and Canada entered into a military agreement on February 14, 2008, allowing the armed forces from one nation to support the armed forces of the other nation during a domestic civil emergency, even one that does not involve a cross-border crisis, according to a police commander involved in homeland security planning and implementation.
    It is an initiative of the Bi-National Planning Group whose final report, issued in June 2006, called for the creation of a “Comprehensive Defense and Security Agreement,” or a “continental approach” to Canada-US defense and security.
    The law enforcement executive told Newswithviews.com… that the agreement — defined as a Civil Assistance Plan — was not submitted to Congress for debate and approval, nor did Congress pass any law or treaty specifically authorizing this military agreement to combine the operations of the armed forces of the United States and Canada in the event of domestic civil disturbances ranging from violent storms, to health epidemics, to civil riots or terrorist attacks.
    “This is a military plan that’s designed to bypass the Posse Comitatus Act that traditionally prohibited the US military from operating within the borders of the United States. Not only will American soldiers be deployed at the discretion of whomever is sitting in the Oval Office, but foreign soldiers will also be deployed in American cities,” warns Lt. Steven Rodgers, commander of the Nutley, NJ Police Department’s detective bureau.
    Canada Free Press’s Sean Osborne reported on it within weeks of the agreement. At that time, Osborne thought it sniffed of a EU type political union. And while he thought it was prudent to plan for a united defense if necessary, he also saw the need for a careful eye on this new military union, and it’s purpose.

    Note the timing of this new CAP… February 14th, 2008. Just a few weeks after the passage of Public Law No: 110-181… and Section 1822 that mandated the creation of a Council of Governors.

    Coincidently, the preceding Section 1821 of that same enacted Public Law dealt happened to deal with another mandate concerning NORTHCOM. Section 1821 ordered the Chairman and Chief Joint of Staff to review the adequacy of NORTHCOM’s manpower, and any need for increased components, reporting to the DOD no later than one year’s time.
    SEC. 1821. UNITED STATES NORTHERN COMMAND.
    (a) MANPOWER REVIEW.—
    (1) REVIEW BY CHAIRMAN OF THE JOINT CHIEFS OF STAFF.— Not later than one year after the date of the enactment of this Act, the Chairman of the Joint Chiefs of Staff shall submit to the Secretary of Defense a review of the civilian and military
    positions, job descriptions, and assignments within the United States Northern Command with the goal of determining the feasibility of significantly increasing the number of members of a reserve component assigned to, and civilians employed
    by, the United States Northern Command who have experience in the planning, training, and employment of forces for homeland defense missions, domestic emergency response, and providing military support to civil authorities.
    Within 90 days of receipt of that review, the Defense Secretary was to present a copy of that review to Congress, along with recommendations on achieving the reports recommended goals.

    This put the timeline deadline at the end of May, 2009…. Obama’s 4th month in the Oval Office. Still no creation of the Council of Governors.
    Still awake? Hope so, because now it gets really interesting….

    NORTHCOM REQUESTS DOD POSSESS CiC POWERS

    One month later, June 2009, NORTHCOM sends a Legislative Proposal to Congress, requested amending Title 10 of USC, expanding the Secretary of Defense’s powers to mobilization of the Army Reserve, Air Force Reserve, Navy Reserve, and Marine Corps Reserve to assist civil authorities in disasters and emergencies… “…thus enabling a truly Total Force approach to disaster response.” Currently, only the Commander in Chief can call up the Reserves – and only in an emergency involving “a use or threatened use of a weapon of mass destruction” or “a terrorist attack or threatened terrorist attack in the United States that results, or could result, in significant loss of life or property.”
    The Federal Reserve forces represent a significant capability, embedded in thousands of communities throughout our nation, which, with the exception of national emergencies, cannot be ordered to active duty to assist the primary Federal agency’s response to major disasters or emergencies, even in circumstances when Reserve units may be closest to the disaster area and thus the most timely and cost-effective response.
    This proposed new Title 10 section would also implement the recommendation of the Commission on the National Guard and Reserves that the “mobilization authorities for Federal Reserve forces to respond to emergencies should be expanded” to “provide the authority to involuntarily mobilize Federal Reserve components for up to 60 days in a four-month period and up to 120 days in a two-year period.”
    ASSISTANT DEFENSE SECRETARY LAYS GROUNDWORK
    Somewhere around the end of July 2009, Paul Stockton, Obama’s appointed Assistant Secretary of Defense ( formerly with Stanton’s CISAC) is pitching the Council of Governors creation to Congress as a means to “reclaim” balance between federal and state authorities. From his testimony,
    As the Assistant Secretary of Defense for Homeland Defense and Americas’ Security Affairs, I hope to contribute to a more inclusive effort, one that involves State and local partners as partners aforethought and not as an afterthought. Congress, in section 1822 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110-181), has provided a valuable vehicle through which to accomplish this goal: the “Council of Governors,” which would provide a forum for Governors, the Secretary of Defense, and the Secretary of Homeland Security to exchange advice, views, and recommendations on the National Guard, DSCA, and other matters of mutual interest. I will make it a top priority to implement this congressional objective.
    This certainly has morphed in scope from the original recommended intent to provide Governors with “…direct input on National Guard issues to the executive branch.”

    By August 12th, Matthew Rothschild at The Progressive is reporting that the Pentagon is now asking Congress to allow the Defense Secretary to park almost 400,000 military personnel from throughout the United States.
    So the new proposed legislation would greatly expand the President’s power to call up the Reserves in a disaster or an emergency and would extend that power to the Secretary of Defense. (There are other circumstances, such as repelling invasions or rebellions or enforcing federal authority, where the President already has the authority to call up the Reserves.)
    The ACLU is alarmed by the proposed legislation. Mike German, the ACLU’s national security policy counsel, expressed amazement “that the military would propose such a broad set of authorities and potentially undermine a 100-year-old prohibition against the military in domestic law enforcement with no public debate and seemingly little understanding of the threat to democracy.”
    Add to above the vague definition of “emergency”… generally left up to the President to determine… and we have a serious power grab in the making.

    ve Mundy at the Texas National Press isn’t so subtle with his last summer’s headline… “Military asks Congress to set aside Posse Comitatus”.
    An Aug. 12 article in The Progressive, a liberal news journal, by reporter Matthew Rothschild reports that the U.S. Northern Command (NORTHCOM) has asked Congress to grant the Secretary of Defense the authority to post up to 400,000 troops in North America “in times of emergency or natural disaster.” If granted, the move would further erode the authority of the states and would minimize the role played by the states’ militia, the National Guard, in handling domestic issues.
    More ominously, nothing in the Pentagon’s request specifies that the troops to be posted in U.S. cities would necessarily be Americans.
    Sept 2009: NORTHCOM releases the 32 pg initial framework for the “Tri Command”. It lays the foundation for how NORAD, NORTHCOM and Canada COM operate and interact to accomplish their missions and goals, including organizational charts, and sharing of both information and intelligence. NORTHCOM and Canada COM are both national forces, reporting to Defense Secretary (US) and CDS (Canada), while NORAD is set up as a bi-national force. Commanders have the flexibility to set up Joint Task Force in areas for the duration of the military operation.

    The Commanders of these three organizations are directed to establish three plans for the combined defense of the US and Canada. The CAP, mentioned above, is unclassified. The other two, the Canada-US Combined Defense Plan and NORAD Concept Plan are classified.

    Governors, however, cannot be left out of the mix. A couple of months early, when Stocken was testifying before Congress and NORTHCOM was requesting distribution of units across the US, Asst. Defense Secretary Stockton, had sent a letter to the National Governor’s Association INRE their plans. The governors were having nothing of the sort without some serious guidelines in authoritative boundaries. Indeed they reminded Mr. Stockton that a similar proposal in the National Defense Authorization Act for Fiscal Year 2009 was nixed due to gubernatorial concerns.

    their reply on August 7th reply, they recommended setting up the Council of Governors to facilitate discussing the division of tactical command for the NORTHCOM/Defense Department’s expanded powers and military authority.
    Governors and their Adjutants General would welcome the opportunity to work with you and others at DoD and the National Guard Bureau to discuss tactical control during disasters and to identify legislative and operational opportunities to improve our response to such events. The best way to facilitate such consultation and communication is for DoD to quickly establish the Council of Governors as required by the National Defense Authorization Act for Fiscal Year 2008.     1: To achieve the NORTHCOM Legislative Proposal goals by giving the Defense Secretary powers to call up the reserve units, and stash them across the US in preparation….

    2: To get the Governor’s blessing on that power, and suss out who gets to command what, and under what circumstance.
    It’s Stockton’s task to liaison between the governors, DHS and the National Guard.

    What remains to be seen is what powers can be conferred upon the 10 gubernatorial council members, and what State authorities they cede… either willingly, or hoodwinked out of.

    What questions come to mind is why now?

    What does Obama know to take these extraordinary steps, or… from the conspiratorial angle, just what does he have planned?

    But there’s one guarantee… Gibbs sure isn’t going to tell us, and this is another round table of negotiations that won’t be making it to C-SPAN.

    COUNCIL OF GOVERNORS TAKES SHAPE

    Regular readers of this column will doubtless recall my recent column in which I reported on the new Council of Governors (CG) that President Barack Obama has created. See my column here.

    Well, Obama's CG is quickly beginning to take shape. According to the Associated Press (AP), "President Barack Obama has selected Missouri Gov. Jay Nixon to serve on an advisory council for defense and national security issues.

    "Nixon was one of 10 governors named Thursday [February 4, 2009] by Obama to the newly created Council of Governors."

    The 10 governors (and one of them is not even a State governor) selected by Obama are:

    *Governor James Douglas (R-Vermont) *Co-chair
    *Governor Chris Gregoire (D-Washington) *Co-chair
    Governor Brad Henry (D-Oklahoma)
    Governor Jay Nixon (D-Missouri)
    Governor Martin O'Malley (D-Maryland)
    Governor Janice Brewer (R-Arizona)
    Governor Bob McDonnell (R-Virginia)
    Governor Michael Rounds (R-South Dakota)
    Governor Beverly Perdue (D-North Carolina)
    Governor Luis G. Fortuno (R-Puerto Rico)


    As I have already written, the creation of a CG should be of serious concern to all liberty loving Americans. That more of us are not as concerned as we should be can be traced to the mistaken belief that the American people have nothing to fear from an overreaching federal government. This is pure folly! As I have said many times, we have far more to fear from Washington, D.C., than from Iran, Iraq, North Korea, or any other potential terrorist state. It is Washington, D.C.,--and Washington, D.C., alone--that has the power, opportunity, and propensity to squash our freedom and sell us into tyranny.

    As Kurt Nimmo reports, "In other words, with the stroke of a pen, Obama significantly increased the ongoing effort to federalize the states and take control of the National Guard in violation of the now more or less moribund Posse Comitatus Act. Posse Comitatus was effectively annulled by the 2006 John Warner National Defense Authorization Act. The act provides the president with power to declare martial law under revisions to the Insurrection Act and take charge of United States National Guard troops without state governor authorization. Parts of the act were repealed in 2008."

    What most Americans fail to realize (thanks to a national propaganda press corps that refuses to reveal the conspiratorial machinations of America's ruling class, which, by and large, is totally disconnected from--or unaccountable to--elected officeholders: especially those in Congress) is that the subdivision of the United States into a 10-region country (thereby minimizing or even negating the sovereignty and authority of the 50 independent and autonomous states) goes all the way back to the Richard Nixon administration.

    In response to pressure from the United Nations, President Richard Nixon issued Executive Order #11647 on February 10, 1972, which carved up the United States into 10 "standard Federal regions."

    For the doubters out there, Wikipedia has a rather detailed web page mentioning the federal 10-region breakdown of the United States.

    Still not convinced? Try a casual web search of the 10 US regions and you will quickly discover that each major federal agency, such as the EPA, OSHA, DOT, FEMA, etc., has their agency already divided into these 10 regions. As an example, here is the official district map for FEMA.

    Commenting on the creation of the 10 "super" regions initiated by President Nixon, CuttingEdge.org director David Bay very astutely said, "This regional system is also apparently a military structure." This is a very insightful observation, because I'm sure this was said long before President Obama took office, yet, that is exactly what his CG accomplishes. It grants federal executive power to these 10 governors--with the specific responsibility of providing leadership and direction to the National Guard and related homeland military activities. And is it any coincidence that the number of governors appointed to this new CG is exactly 10? Even more telling is the fact that the 10 governors come from each US region (the governor of Puerto Rico represents Region 2), except for Region 5, and guess what? Region 5 is President Obama's region!

    Now, get this: the only region that has two governors represented on the CG (making up for Region 5's lack of a representative--who will be Obama himself, no doubt) is Region 3. And put this in your pipe and smoke it: the two governors from Region 3 are from Maryland and Virginia, which are the two states that border Washington, D.C. But all of this is mere coincidence, right?

    So, here is the list of the Council of Governors, as it coincides
    with the respective 10 regions. If you know anything about what is going on, you should easily be able to see the logic of how and why these governors were selected. Obviously, the two basic criteria would be 1) The location of necessary government infrastructure, facilities, personnel, etc., combined with 2) The compliant attitude and overall disposition of the governor selected. Here is how it looks:


    Region 1: Governor Douglas of Vermont
    Region 2: Governor Fortuno of Puerto Rico
    Region 3: Governor O'Malley of Maryland and Governor McDonnell of Virginia. These are necessary, as these are the two border states of Washington, D.C.
    Region 4: Governor Perdue of North Carolina
    Region 5: President Barack Obama of Illinois
    Region 6: Governor Henry of Oklahoma
    Region 7: Governor Nixon of Missouri
    Region 8: Governor Rounds of South Dakota
    Region 9: Governor Brewer of Arizona
    Region 10: Governor Gregoire of Washington State


    And while it is true that President Jimmy Carter revoked President Nixon's "Federal Regional Council" (what Nixon's Executive Order created in 1972) in 1979, the concept never died. It was merely incorporated into other Executive Orders. And there can be no question that President Obama's CG certainly builds on Nixon's initial "Regional Council" model.

    Neither is it a coincidence that Missouri Governor Jay Nixon is included in the list of 10 governors appointed to the CG. Why? Does anyone remember the MIAC flap in the State of Missouri last year? I sure do, because I (along with Ron Paul and Bob Barr) was listed in the MIAC report as being a potential dangerous militia member or terrorist. And anyone who supported or voted for the three of us was similarly maligned in the MIAC report. Plus, the report also targeted people who opposed any of the following as being potential dangerous militia members:

    The New World Order
    The United Nations
    Gun Control
    The violation of Posse Comitatus
    The Federal Reserve
    The Income Tax
    The Ammunition Accountability Act
    A possible Constitutional Convention (Con Con)
    The North American Union
    Universal Service Program
    Radio Frequency Identification (RFID)
    Abortion on demand
    Illegal immigration


    Remember, this was an official Missouri State Police report that was distributed to all Missouri State law enforcement officers. And Governor Jay Nixon authorized and strongly defended the MIAC report!

    Later, of course, Governor Nixon and other State leaders were forced to withdraw the report, due to immense public pressure from both the citizens of Missouri and angry Americans all across the country.

    Now we learn that President Obama has appointed this very same Governor Jay Nixon to the newly formed Council of Governors. Doubtless, Nixon's support for the MIAC report brought him into the good graces of this Marxist President, who, in his inaugural address, pledged to "remake America." Without a doubt, the newly established Council of Governors is helping Obama do just that.

    Of course, the big question is not, Is America being "remade"? It most certainly is--and it started long before Obama moved into the White House. The question is, Will this "remade" America be something we can live with?

    Henry departs on 6-day trip to Boston for meetings with state governors

    OKLAHOMA CITY (AP) — Gov. Brad Henry has embarked on a six-day trip to Boston for the annual meeting of the National Governors Association and a separate meeting of the newly created Council of Governors.

    Henry spokesman Paul Sund says the governor departed late Thursday and will return to Oklahoma on Tuesday.

    Henry will attend the National Governors Association meeting this weekend and then meet with the Council of Governors, a 10-member panel created earlier this year by President Obama.

    The council was set up to work with national defense and security advisers on matters pertaining to the National Guard, homeland defense and integrating state and federal military activities.

    Sund says the costs of the trip are being paid with private funds from the Oklahoma Business Roundtable.

    Napolitano meets with Brewer at governors meeting

    BOSTON—Homeland Security Secretary Janet Napolitano met privately on Sunday with her successor as Arizona governor as the Obama administration challenges the state's immigration law.

    Napolitano, a Democrat, huddled for a half-hour behind closed doors with Republican Jan Brewer in Boston during the National Governors Association summer meeting. Napolitano was in town to provide the governors with a classified national security briefing.

    Slated to be implemented July 29, the Arizona law would require state and local police to question and possibly arrest illegal immigrants during the enforcement of other laws such as traffic stops. Last week, the Obama administration filed suit in federal court to block it, arguing that immigration is a federal issue.

    Napolitano ignored a request for comment following their meeting, but Brewer said the two did not discuss the lawsuit. Instead, she said they had a cordial conversation centered on her efforts to win Arizona more National Guard troops to guard its border with Mexico, as well as her plea for reconnaissance helicopters and more unmanned aerial vehicles to prevent illegal crossings.

    "Our parting words, were, you know, 'I'd be remiss if I didn't ask you for my SCAAP dollars,'" Brewer said with a laugh, referring to money the state believes it is due for incarcerating illegal immigrants under the State Criminal Alien Assistance Program. However, the program is run by the Justice Department, not Napolitano's Homeland Security Department. Arizona's total prison budget is about $900 million a year, and state officials say illegal immigrants make up about 15 percent of their prison population.

    Napolitano, while Arizona governor from 2003 to 2009, routinely sent the federal government bills for reimbursement.

    Brewer met with President Barack Obama at the White House last month to discuss the immigration issue.

    A week earlier, the president announced he would be stationing up to 1,200 National Guard troops along to border—mostly in Arizona—to bolster border incursion efforts.

    Brewer supports a proposal to add 6,000 troops along the southwestern border, with 3,000 stationed in Arizona.

    Council of Governors Meeting

    Monday, July 12, 2010 3:47:15 PM (GMT Daylight Time, UTC+01:00)

    On Sunday, I had the honor of attending the second Council of Governors meeting with Secretary of Defense Robert Gates in Boston, MA. Also in attendance were ten governors (including Council Co-Chairs Gov Gregoire (WA)and Gov Douglas (VT)), Secretary of Homeland Security Janet Napolitano, and Deputy National Security Advisor for Homeland Security and Counterterrorism John Brennan.

    This bipartisan Council of Governors was created by President Obama to advise the Secretary of Defense, Secretary of Homeland Security, and the White House Homeland Security Council on matters related to the National Guard and civil support missions.

    Today's meeting was a very productive gathering that addressed a number of key topics to ensure Federal agencies respond quickly and in the right manner when governors request assistance from the Federal government for disasters and emergencies. I believe we made a lot of progress, and will work hard to meet the high expectations set during this meeting. The next Council of Governors session will be in Colorado Springs in November 2010.

    Will President Obama Surrender the United States Constitution to United Nations Governance?

    "Our common goal is clear: a robust and legally binding Arms Trade Treaty that will have a real impact on the lives of those millions of people suffering from the consequences of armed conflict, repression and armed violence,”…..“It is ambitious, but it is achievable.” UN Secretary General, Ban Ki Moon

    In a mere couple of weeks, (July 27th as being reported), the President of the United States of America, Barack Hussein Obama will under all expectations sign the United Nations Arms Trade Treaty, which many believe will be the end of the 2nd Amendment of our Constitution, as we know it.

    This is not new. The UNATT has been in the works for years and on October 14, 2009 in a statement presented by Hillary Clinton and the State Department that it would overturn the position of former President George W. Bush, which opposed a UN Arms Trade Treaty, on the insistence that national controls were better.

    Much can be found on the UNATT (except on main stream media sources) and while the specifics of the treaty are still in formulation and terms have yet to be made public, a majority of the content already exists. Likely to pass the UN and legitimate concerns that our Senate, under the pledged push of the Senate by Hillary Clinton, would ratify, it is likely to force the United States to:

    1. Enact tougher licensing requirements, creating additional bureaucratic red tape for legal firearms ownership.

    2. Confiscate and destroy all “unauthorized” civilian firearms (exempting those owned by our government of course).

    3. Ban the trade, sale and private ownership of all semi-automatic weapons (any that have magazines even though they still operate in the same one trigger pull – one single “bang” manner as revolvers, a simple fact the ant-gun media never seem to grasp).

    4. Create an international gun registry, clearly setting the stage for full-scale gun confiscation.

    5. In short, overriding our national sovereignty, and in the process, providing license for the federal government to assert preemptive powers over state regulatory powers guaranteed by the Tenth Amendment in addition to our Second Amendment rights.

    This plan is the real deal!!! Former U.N. Ambassador John Bolton has caution gun owners to take this very seriously and stated that the U.N. “is trying to act as though this is really just a treaty about international arms trade between nation states, but there is no doubt that the real agenda here is domestic firearms control.”

    It’s not enough that Secretary of State, Hillary Clinton has owned this push for international gun control for years; President Obama has a dismal record on gun rights. His appointment of form Seattle Mayor, Greg Nickels as an alternate U.S. representative to the U.N. and Andrew Traver to head the Bureau of Alcohol, Tobacco, Firearms and Explosives (Traver is a staunch advocate in termination of civilian ownership of “assault rifles”).

    As Illinois state senator, Obama aggressively advocated the expansion of gun control laws, including voted against legislation giving gun owner’s affirmative defense when firearms would be used in the defense of themselves and their family against home invaders and burglars. It also bears mentioning Obama served on a 10-member board of directors of the anti-gun Joyce Foundation in Chicago, 1998-2001. The Joyce Foundation during that time contributed $18,326,180 in grants to anti-2nd Amendment organizations. And let’s not forget the appointment of Obama’s anti-gun nominee SCOTUS Sonia Sotomayor…yes, the Senate confirmation put her there, but it was definitely under the pressure of Obama.

    So don’t believe for one moment that because Obama says very little about our 2nd Amendment rights and gun ownership, he’s an advocate on our behalf. He isn’t, and it is easy to conclude that gun control efforts by this administration via the UNATT are ripe for this anti-Constitutional government to take advantage of its citizen’s rights based on international laws and treaties.

    Sen. Jerry Moran (R-Kansas) said in a recent speech for the Heritage Foundation in June of this year, “I believe there is a threat to include civilian firearms within its scope….. And the arms trade treaty, if that’s true, could restrict the lawful private ownership of firearms in the United States.” Sen. Moran and Sen. Jon Tester (D-Mont.) are leading the effort in the Senate to ensure the treaty doesn’t infringe on an American’s 2nd Amendment rights.

    Both have spearheaded letters to President Obama and Secretary of State Hillary Clinton, signed by 45 Republicans and 13 Democrats in opposition restrictions on civilian firearm ownership. Noted during his speech to the Heritage, Moran acknowledged the treaty would be acceptable if it: explicitly recognizes the legitimacy of hunting, sport shooting, and other lawful activities related to the private ownership of firearms and related materials; explicitly excludes small arms, light weapons and related materials that are legal for private ownership; doesn’t contain any open-ended obligations that could imply any need to impose domestic controls on any of these items; and explicitly states that any assertion of the right of sovereign states to individual or collective self-defense does not prejudice the inherent right of personal self-defense.

    As reported in The Hill, 130 lawmakers sent the President a letter expressing their opposition to a pending arms trade treaty should it impede gun rights and U.S. sovereignty in any way. “The UN’s actions to date indicate that the ATT [United Nations Arms Trade Treaty] is likely to pose significant threats to our national security, foreign policy, and economic interests as well as our constitutional rights,” reads the letter, which was spearheaded by Rep. Mike Kelly (R-Pa.). “The U.S. must establish firm red lines for the ATT and state unequivocally that it will oppose the ATT if it infringes on our rights or threatens our ability to defend our interests.”

    But let’s talk about these “firm red lines”…..

    According to the U.S. State Department, the “firm red lines” that cannot be crossed are:

    The Second Amendment to the Constitution must be upheld.


    1. There will be no restrictions on civilian possession or trade of firearms otherwise permitted by law or protected by the U.S. Constitution.
    2. There will be no dilution or diminishing of sovereign control over issues involving the private acquisition, ownership, or possession of firearms, which must remain matters of domestic law.
    3. The U.S. will oppose provisions inconsistent with existing U.S. law or that would unduly interfere with our ability to import, export, or transfer arms in support of our national security and foreign policy interests.
    4. The international arms trade is a legitimate commercial activity, and otherwise lawful commercial trade in arms must not be unduly hindered.
    5. There will be no requirement for reporting on or marking and tracing of ammunition or explosives.
    6. There will be no lowering of current international standards.
    7. Existing nonproliferation and export control regimes must not be undermined.
    8. The ATT negotiations must have consensus decision making to allow us to protect U.S. equities.
    9. There will be no mandate for an international body to enforce an ATT.

    Sounds good doesn’t it? On the surface, this shows teeth and a willingness of our country’s government to maintain its sovereignty. But let’s get real here. These are statements made by the Obama administration. And since when should we trust anything coming from these guys? The promise of the most transparent administration in the history of our country? Yea, right!

    Keep in mind though, that despite lines drawn, the U.S. is part of a 193 member state committee and is a principle organ of the UNSC. And recently the governments of the UK, France, Germany and Sweden all released a joint position this week which states, “We believe that an arms trade treaty should cover all types of conventional weapons, notably including small arms and light weapons, all types of munitions, and related technologies.” Remember, participating nations have veto power, and these red lines submitted by the United States could be scrapped from consideration on its behalf by a multitude of what would be considered, allied nations.

    There is a multitude of sources one can read and learn what’s ahead in the coming weeks. What IS the main focus for We as Americans is the realization that our 2nd Amendment rights are close to becoming altered on behalf of an international law, over our own Constitution! Sure, there are members of the House and Senate who believe our Constitution must be upheld over international law. BUT, there are others who believe different, DESPITE their sworn oath. But are we to take that chance and sort-of “pass the treaty, so we can see what’s in it first”? Keep in mind readers, the Supremacy Clause (Article VI, Clause 2 of the United States Constitution), establishes laws made pursuant to the US Constitution, (“shall be the supreme law of the land”), and allows treaties enacted by Congress to supersede the Bill of Rights. Most people are unaware of this, and it is the key to its success or failure. And all this while, your tax dollars were used to lobby against our Constitutional rights via the United Nations.

    Thomas Jefferson eloquently stated in his “Commonplace Book,” from 1774-1776, “Laws that forbid the carrying of arms…disarm only those who are neither inclined nor determined to commit crimes…Such laws make things worse for the assaulted and better for the assailants; they serve rather to encourage than to prevent homicides, for an unarmed man may be attacked with greater confidence than an armed man.”

    I beg you to act on this as this is THE one freedom that should it fall, the 1st Amendment (which is already heavily under attack), will follow immediately afterwards.
