Putin to put Russian bases in Latin America

Western Hemisphere left wide open by Obama's weakening policies

    Published: 1 day ago

WASHINGTON – As the world remains riveted on Moscow’s annexation of the Crimean Peninsula, Russian President Vladimir Putin is shifting gears to Latin America.

As first outlined by Russian Defense Minister Sergei Shoigu last February, Putin now plans to keep the United States off-balance as Moscow sets up actual military bases and massive arms sales in the Latin American region.

Moscow’s plan follows a recent announcement by Iran to have its warships patrol in waters off the U.S. coast.

Russia and Iran have stated their increased presence is also in response to U.S. military deployments near their countries, including the eastward expansion of the North Atlantic Treaty Organization up to Russia’s borders.

The establishment of permanent Russian bases and a major Russian presence in the Western Hemisphere will challenge U.S. policies and threatens to diminish Washington’s influence in the region. At the same time, it will give Moscow a basis to stage offensive weapons in the Western Hemisphere, placing another formidable challenge to U.S. homeland defenses from potential missile threats.

WND previously has pointed out that the U.S. lacks adequate missile defenses in the Gulf of Mexico from any missile attack from the south. In addition, WND has reported Russia has begun deploying missile-bearing nuclear submarines in the Southern Hemisphere, further accentuating that threat.

Experts such as former Strategic Defense Initiative Director Ambassador Henry Cooper have argued because of this threat, the U.S. needs to deploy existing Aegis missile defense systems in the southern portion of the U.S.

Aegis missiles launched either from U.S. Navy ships or from shore are capable of intercepting orbiting nuclear weapons, but the resulting high-altitude explosion could also cause an electromagnetic pulse event.

An EMP attack, in turn, could knock out the vulnerable U.S. electrical grid system and other critical infrastructures that U.S. society depends. A catastrophic attack lasting months and years, furthermore, has to potential to kill up to 90 percent of the U.S. population through starvation and lack of medical assistance.

While published reports say Putin is looking to establish military bases in Cuba, Nicaragua and Venezuela, all of whom are close allies of Moscow, WND’s informed sources say the Russian president’s focus will be on Nicaragua, which is relatively politically and economically stable.

Putin is reportedly concerned with Venezuela’s instability, since it is going through serious economic problems, with demonstrations eroding the support of Venezuelan President Nicolas Maduro.

At the same time, Putin’s strategy eyes Venezuela, Cuba and Nicaragua – not only for navy port visits, but also for refueling Russian bombers at their air bases.

This potentially significant increase in Russian military presence in Latin America would give Moscow the ability to undertake combat missions not only in Latin America but also around North America itself.

Latin American publications already are reporting that the Obama administration is doing little or nothing to counter Russian, Iranian or even Chinese expansion in the region.

The Obama administration had announced the end of the Monroe Doctrine, a 19th century declaration that stated any efforts by European nations to colonize land or interfere with states in North or South America would be viewed as acts of aggression, requiring U.S. intervention.

Last November in a speech before the Organization of American States in Washington, U.S. Secretary of State John Kerry announced, “The era of the Monroe Doctrine is over. … The relationship that we seek and that we have worked hard to foster is not about a United States declaration about how and when it will intervene in the affairs of other American states.”

In referencing any threat from European powers, Kerry said, “We should consider any attempt on their part to extend their system to any portion of this hemisphere as dangerous to our peace and safety. With the existing colonies or dependencies of any European power we have not interfered and shall not interfere.”

Kerry’s declaration on behalf of the Obama administration, however, didn’t take into account U.S. adversaries setting up bases in the Western Hemisphere at the invitation of countries in the region.

Russian press reports justify Putin’s decision as power projection and improving its image abroad.

“Russia has started reviving its navy and strategic aviation since the mid-2000s, seeing them as a tool to project the Russian image abroad and to protect its national interests around the globe,” RIA Novosti said.

“Now, Moscow needs to place such military assets in strategically important regions of the world to make them work effectively toward the goal of expanding Russia’s global influence.”

“Little doubt remains that Moscow believes that the region of Latin America can play a growing role in world affairs and has expanding mutual interests with Russia to check U.S. power,” asserts Russian expert Stephen Blank of the Washington-based Jamestown Foundation.

In terms of arms sales, Blank says Putin is looking to Brazil to buy fighter aircraft and surface-to-air missile systems.

“If successful, this would mark a step toward creating a group of industrialized countries that employ Russian designs and design bureaus for creating their own military hardware, thereby making the Russian defense sector more secure, pervasive and particularly significant in high tech areas,” Blank said.

Russia and China dig a channel vying with the Panama Canal

    © Photo: Flickr.com/NASA's Marshall Space Flight Center/cc-by-nc

China and Russia arе embarking on a big geopolitical and economic venture of laying in Nicaragua a rival to the USA brainchild, the Panama Canal.

This was disclosed to the "Voice of Russia" by Petr Yakovlev, the head of the Center for Iberian Studies, Institute of Latin America, Russian Academy of Sciences. The expert said that Russian companies are holding talks with Chinese partners on how to participate in this strategic project in Latin America.

The start of the construction is planned for December 2014. Longer time slots had been proposed earlier. It is possible that adjustments have been made following the probable participation of Russian companies in the project. Given the confidentiality of negotiations, Peter Yakovlev did not reveal the names of the Russian companies participating in them.

The role of Russian companies is still not defined very clearly, because this mega project is under the control of the Chinese side. Formally, it is led by a Hong Kong-based private company, but of course, everyone knows that behind her stands the Chinese state. For the time being, working negotiations with the Chinese side are being conducted on Russian participation in the laying of the channel. No official documents or commercial agreements have been signed. But considerable interest is being shown in this cooperation. After all, it is the largest infrastructure project in Latin America. The channel will certainly have great strategic importance .

China "staked" for this project in October 2013. Beijing held its first talks on laying the channel with the son of the Nicaraguan President Daniel Ortega. Even at that time, the experts pointed out that Beijing has thrown a major new challenge to the U.S. in Latin America by proposing an alternative to the US-controlled Panama Canal.

At that time, a Nicaraguan delegation had visited China for the first time in 23 years. The visit was unofficial and did not receive much publicity. The fact is that the two countries broke off diplomatic relations. Managua maintains official ties with Taipei, which is unacceptable to Beijing.

The Nicaraguans also visited Hong Kong. They were invited by a local company HK Nicaragua Canal Development Investment, which received the concession to build and operate the channel.

At that time, the Head of the company, 42-year-old billionaire Wang Jing emphasized that the draft was "purely commercial" and had no government support. However, his company hired experts from the State Corporation China Railway Construction to prepare a feasibility study for the project. The new channel is strategically important to China, says Petr Yakovlev:

The Channel will reduce the cost and expand trade with regional suppliers of resources for Chinese industry, such as Venezuela, in the first place, and Brazil. Also, Argentina and Colombia. Navigation capabilities will be much more beneficial to China, given the fact that it will be the operator of the channel exploitation. Of course, this will be a strategically important object for China.

In this project, the political and commercial interests of China and Russia coincide, says Petr Yakovlev :

Russian business community also has long been interested in the project, especially in view of our very close relations with Nicaragua in recent years. They are developing in almost all areas – trade and economic relations, military-technical cooperation, etc. And the political context is obvious.

It was once again demonstrated during the UN vote on the Ukrainian crisis. Nicaragua was among the countries that supported the Russian position. To put it in a nutshell, a major geopolitical and geo-economic game is being played around the Nicaraguan canal. And Russia is likely to be involved in this project.

Talks by Russian companies on the possibility of participating in the Chinese project are being conducted against the background of a number of landmark agreements signed by Russia with Nicaragua.

Nicaragua has allowed the Russian military ships and planes to visit the country during the first half of 2014. And also to patrol the territorial waters of Nicaragua in the Caribbean Sea and the Pacific Ocean upto 30 June 2015.

These agreements were signed with provisions for their extension.

Russian Foreign Minister Sergei Lavrov is starting a tour of Latin America, his first stop will be Cuba on April 28-29, the Russian Foreign Ministry said.

"Cuba has traditionally supported the Russian priorities in the framework of the United Nations General Assembly. Havana has also voted against the 'Territorial Integrity of Ukraine' resolution passed by the UN General Assembly on March 27 this year," according to the ministry's Department of Information and Press.

20 countries US wages sanctions war against

Russia has invariably called for the US trade and economic blockade of Cuba to be lifted immediately, the ministry also said.

"Lavrov is due to meet with Cuban Council of State and Council of Ministers President Raul Castro, and hold talks with Foreign Minister Bruno Rodriguez.

They are expected to discuss a broad circle of pressing international and regional issues and various aspects of the bilateral cooperation," the commentary said.

Cooperation with Cuba relies on the Declaration of the principles of the bilateral relationship and the Memorandum on the principles of strategic cooperation, signed in Havana in 1996 and in Moscow in 2009, respectively, the ministry recalled.

"The Russian-Cuban cooperation on the global arena is further deepened by the closeness of our positions on core issues of the regional and international agenda, the commitment to strict compliance with the international law, primarily, the United Nations Charter, and the strengthening of the central role of the UN and its Security Council," the commentary said, Interfax reports.

That part I underlined. So....An alleged Noncommunist Nation has a close cooperation in it's core issues of the regional and international agenda, with a Communist Dictatorship like Cuba's?

Then so... Is that nation really 'Noncommunist'?

Russia and Nicaragua to cooperate on construction of interoceanic canal

May 14, 2014 Yuri Paniyev, special to RBTH

Moscow and Managua are to cooperate over the next few years on the construction of the so-called Interoceanic Grand Canal, a new alternative to the Panama Canal. Deeper, wider, and longer than its rival in Panama, the new canal will challenge U.S. control over the region, though experts are divided on its geopolitical benefits for Russia.

Two ports, an airport, an oil pipeline, and other facilities are also to be built as part of the project, the cost of which is estimated at $40 billion. Source: AP

During Russian Foreign Minister Sergei Lavrov's recent visit to Nicaragua, the two sides discussed prospects for bilateral cooperation. One major project that will unite Moscow and Managua for the next several years is the so-called Interoceanic Grand Canal, a new alternative to the Panama Canal.

A source close to parties present at the talks has told RBTH that the Nicaraguan authorities expect to start construction at the end of this year. At least, this is the timeframe envisaged in a tripartite agreement signed between Nicaragua, Russia and China.

The new waterway will be 286 km long, while the Panama Canal is just 81.5 km long. A significant section of the new canal will run through Lake Nicaragua, the largest lake in Central America.

The main advantage of the new route is its width of 83 and depth of 27.5 meters, which would make it suitable for large-range ships with a deadweight of up to 270,000 tons. In other words, the Nicaragua Canal will be deeper, wider and longer than the Panama Canal. Two ports, an airport, an oil pipeline, and other facilities are also to be built as part of the project, the cost of which is estimated at $40 billion.

Source: AFP EastNews. Click to enlarge

The main investor is the Chinese company HKND, which has received a 100-year concession for building and operating the canal. The construction will be carried out by workers from China and Central America, while Russia, according to the RBTH source, will provide not so much economic and organizational assistance as military and political support.

Russia’s role will be to guard the construction site against possible acts of provocation. To that end, the Nicaraguan authorities have signed a special agreement with Moscow, allowing Russian warships and aircraft to be present in its territorial waters for the first six months of this year and also to carry out patrols of the country's coastline in the Pacific Ocean and the Caribbean Sea until June 30, 2015.

The idea of building a canal across Nicaragua first came up back in the 19th century. However, at the time the political situation in the country was unfavorable, not least because Nicaragua was under U.S. occupation. Later, the project would be at one time "almost decided" before dropping off the agenda once more.

Paving the way from London to Shanghai
Finally, in September 2013, the parliament of Nicaragua passed the laws necessary to launch the construction of the canal. The prospects offered by the project are impressive: rapid GDP growth, an expanded labor market, new opportunities for small businesses, income from operating the canal, etc.

Most interesting of all is that the construction of the new waterway will cost far less than the construction of the Panama Canal, which was built at the turn of the 20th century. Incidentally, the latter is currently being expanded and is expected to double its throughput capacity by 2016.

Is the game worth the candle?

The question is: How badly does Russia need the Nicaragua Canal and what geopolitical and strategic benefits will it offer Moscow?

"After lengthy deliberations, Russia has finally agreed to take part in the construction of the canal, which promises to become a major transport route in the Western Hemisphere. Thus, the U.S. will lose a considerable part of control over a territory which, thanks to the Panama Canal, has been under its control for the past 100 years," Emil Dabagyan, a leading research associate with the Institute of Latin America under the Russian Academy of Sciences, told RBTH.

In the opinion of the head of the Institute of National Energy, Sergei Pravosudov, Russia will benefit not only economically, but also geopolitically, as the U.S. would suffer a blow to its prestige. "America controls the main points that sea routes run through, the Panama and the Suez canals, as well as major trade routes going via Singapore, Gibraltar, etc. Therefore the emergence of an alternative waterway is a direct challenge to the U.S.," Pravosudov points out.

Russia dreams of creating an alternative to Suez

However, other Russian experts think differently. In particular, political analyst Konstantin Simonov says the project is a very risky one. He points out that the canal is of interest not so much to Russia as to China, which needs it in order to export and import goods by a shorter route. Russia has its own Northern Sea Route, which allows ships to travel to Europe and Asia via the Arctic.

According to Alexei Rei, head of the sector research center at the Russian Academy of Sciences' U.S. and Canada Institute, expanding the opportunities offered by the Northern Sea Route is among Russia's immediate interests. "From the point of view of the economy, it may even be more advantageous than the construction of the Nicaragua Canal," he concludes.

The Nicaragua Canal is expected to be partially opened for operation as early as in 2019, with full completion of the project scheduled for 2029.

Russian and Venezuelan Troops Stage Large-Scale Military Exercises

    Military & Intelligence(updated 00:52 15.03.2015)

The Venezuelan Defense Minister Vladimir Padrino Lopez said that the nation's military is conducting massive air defense and artillery drills involving visiting Russian troops and hardware.

MEXICO CITY (Sputnik) — The Venezuelan military is conducting massive air defense and artillery drills involving visiting Russian troops and hardware, the nation's Defense Minister Vladimir Padrino Lopez said Saturday.

The 10-day war games have been ordered by Venezuelan President Nicolas Maduro, who spoke of pressure coming from the United States earlier this month.

The Venezuelan government has been concerned about US President Barack Obama's new executive order, published Monday, which described the South American country as "unusual and extraordinary threat" to US national security and foreign policy.

Around 10,000 Venezuelan troops are taking part in the massive military exercises, which also involve Chinese crews, according to Venezuela's Noticias24 website.

The drills come in the wake of a February visit by Russia's Defense Minister Sergei Shoigu, who discussed military and technical cooperation with his Venezuelan counterpart in Caracas.

Venezuelan forces have shown increased interest in Russian military aid. Russian-made military equipment has substantially strengthened the capacity of Venezuela's armed forces, according to Lopez.

Russia is actively pursuing defence cooperation with South American countries, which includes the sales of weaponry, the construction of naval maintenance and resupply facilities, as well as the occasional use of local airbases for hosting Russian strategic bombers on global patrol missions.

Nearly 100,000 soldiers are taking part in massive 10-day military exercises across Venezuela, which were staged to counter an alleged US threat. It follows Washington’s decision to impose new sanctions against Venezuelan officials last week.

Venezuelan Defense Minister General Vladimir Padrino Lopez announced that the military exercises began on Saturday and were designed to get the troops ready for “their mission, their goal, and with the will to be victorious.”
Lopez added that the US sanctions are an “imminent danger for us,” which is why the nation’s army must be ready to fight for its independence.

Most of the maneuvers will be carried out south of Caracas. The rest will take place in Venezuela’s oil-producing areas, such as the Caribbean coast.

The nation’s army will also be testing its air defenses and anti-aircraft systems, ensuring they are ready to be deployed.

The military exercises are due to show off Chinese amphibian weapons, Russian-built missiles, and other military hardware.

Venezuelan President Nicolas Maduro praised the country’s army in a televised address on Saturday, stating “We have a military that is the best guarantee of peace.”

“The insolent boot of imperialism dared touch the sacred land of Venezuela, that day if we had to fight for the dignity of our country, we would do it for peace and for the sovereignty and the integrity [of the country],” he added.

American-Venezuelan relations hit a new low last week, after US President Barack Obama signed and issued an executive order imposing sanctions against Venezuelan officials who allegedly participated in human rights abuses. He also declared the country a threat to US national security.

“Venezuelan officials past and present who violate the human rights of Venezuelan citizens and engage in acts of public corruption will not be welcome here, and we now have the tools to block their assets and their use of US financial systems,” White House spokesman Josh Earnest said in a statement.

In response, Maduro has accused the US of trying to “defeat” and “intervene in” his government.

“President Barack Obama, representing the US imperialist elite, has personally decided to take on the task of defeating my government and intervening in Venezuela to control it,” Maduro said in a national TV address. “That’s why they have taken today’s measure.”

Maduro: US trying to ‘defeat’ Venezuela govt with sanctions, we’ll fight back

The Union of South American Nations (UNASUR) rejected Washington's move on Saturday.

Relations between Washington and Caracas have been tense since Venezuela's iconic former leader, Hugo Chavez, came to power in 2000. The two have not had full diplomatic representation since 2008.

One of the most recent escalations was Maduro announcing a new mandatory visa requirement for all Americans visiting the country on March 1. He said the move was a reciprocal measure to what “a Venezuelan pays to travel to the US.”

Maduro has also been asking his government to review and reduce the number of US diplomatic staff in the country, following allegations of “conspiratorial meetings” against Venezuela.

In February, Maduro accused the US of being behind the attempted coup in Venezuela, pointing to US Vice President Joe Biden as the mastermind.

“The northern imperial power has entered a dangerous phase of desperation, going to talk to the continent’s governments to announce the overthrow of my government. And I accuse Vice President Joe Biden of this,” Maduro said.

The Venezuelan government had been with dealing with massive unrest amid protests called by opposition leaders. The US has accused Maduro’s government of heavy-handedly quelling the opposition. In turn, Maduro last month announced that Venezuela successfully defeated the alleged US-sponsored coup, adding that an attack on the presidential palace or another top target was planned.

    WASHINGTON

Russia is looking to expand its military presence and has its eye on Cuba and other Latin American countries.

Defense Minister Sergei Shoigu said Russia has come up with a list of countries where it’s considering opening military bases. They include Cuba, Nicaragua, Venezuela and Vietnam, according to Russia’s state-owned RIA Novosti news agency.

“The talks are under way,” Shoigu told reporters in Moscow.

Russia has made several inroads in Cuba, including in nuclear energy, train repair and air traffic control technology. Cuban President Raul Castro visited Moscow last year to attend the 70th anniversary celebration of the defeat of the Nazis in World War II and the Red Army's key role in the defeat.

Cuban state media has cited the Russian military overtures, but the Castro administration has not offered any public indication of whether they’re welcomed. Gregory Weeks, the editor of the academic journal The Latin Americanist, doubts Cuba would allow the Russian government to open a military base on the island as it could be seen as a threat to the United States at a time when the island nation is seeking better relations with its larger northern neighbor.

The talks are underway. Russian Defense Minister Sergei Shoigu.

“I don’t see any chance of that happening,” said Gregory Weeks, the chairman of the department of political science and public administration at the University of North Carolina at Charlotte. “I don’t think Cuba want this. Cuba just spent years trying to improve relations with the U.S.. If they allow Russia to open a military base, all that would blow up.”

Russia pulled out of Cuba and Vietnam in the early 2000s as part of efforts to lower its military presence and improve ties with the United States.

They included closing it Lourdes signals intelligence base in Cuba and the Cam Rahn naval base in Vietnam, which the country is considering reopening.

Russia has made inroads in Nicaragua, which has raised concerns in Washington. It was one of several reasons cited by members of Congress who voted to restrict Nicaraguan President Daniel Ortega government’s access to loans from international financial institutions unless it accepts international observers and takes other steps to promote democracy.

In August, Russia sold or gave Nicaragua 50 Russian tanks, received access to Nicaragua’s airspace and ports and got approval to build a law enforcement center near the Pacific coast.

Russia Hints at Reclaiming Cuba, Vietnam Bases in Test for U.S.

    Stepan Kravchenko

    October 7, 2016 — 10:23 AM CDT

Threatening to open Cold War wounds and further aggravate ties with the U.S. that are already strained by the conflict in Syria, a senior Russian defense official said the military is considering a possible return to its Soviet-era bases in Cuba and Vietnam. In the clearest confirmation to date that Russia may scrap its decision to withdraw from the two countries more than a decade ago, Deputy Defense Minister Nikolai Pankov told lawmakers in Moscow on Friday that the military is revisiting the issue, without providing more details, according to the state-run Tass news service. Responding to a question about the plans, President Vladimir Putin’s spokesman, Dmitry Peskov, said the global security situation has become “rather fluid” after “substantial changes” over the past two years.

“It’s natural that all countries are assessing these changes in accordance with their national interests and taking certain measures they consider necessary,” Peskov said, referring more detailed questions to the Defense Ministry.

A move to reclaim the bases, abandoned shortly after Putin came to power in 2000, would further expose fault lines of the Cold War standoff with the U.S. as the two former rivals now duel over the 5 1/2 year war in Syria. While Russia withdrew from Cuba and Vietnam, it kept its small base in the Syrian port of Tartus, the only naval facility it’s maintained outside the former Soviet Union.

Since Putin entered the conflict in the Middle Eastern country on behalf of President Bashar al-Assad a year ago, Russia has now added a second base in Syria’s Khmeimim, used for conducting air raids against groups opposed to government forces there. The lower house of parliament on Friday ratified a treaty that allows Russia to keep the air base in Syria indefinitely.

    Deepening Rift

The U.S. has blamed Putin’s government for indiscriminate bombing that has killed civilians and targeted hospitals in Syria, cutting bilateral discussions with Russia over the conflict after a Sept. 9 cease-fire deal collapsed within days. Russia hasn’t budged from its support for Assad, continuing to back the Syrian regime’s bombardments in Aleppo, where the United Nations estimates 275,000 people are trapped.U.S. Secretary of State John Kerry on Friday called for an investigation into possible war crimes in Syria after a hospital bombardment killed 20 people, saying that Russia and Assad’s regime “owe the world more than an explanation” for the attack.

The clashing views are reviving tensions started by the separatist war in Ukraine, with the U.S. and the European Union accusing Russia of backing the insurgency. Russia’s expanding military presence, from Vietnam to Latin America, has already drawn notice from the U.S.

    Cuba, Vietnam

The State Department last year confirmed then that the U.S. was pressing Vietnam to bar Russian military aircraft from refueling at the former American base at Cam Ranh Bay, while a U.S. commander raised concerns about Russia’s military activities in the Western Hemisphere. The facility in Cam Ranh Bay, a U.S. base during the Vietnam War, was a Soviet naval base until 2002.

In 2012, a senior military official in Moscow said that Russia was in talks to set up resupply bases in Cuba after undertaking its biggest military overhaul since the Soviet era. Putin visited the Caribbean island in 2014, with Russia writing off $32 billion of Cuba’s Soviet-era debt.

Under the deal that ended the 1962 Cuban crisis, the Soviet Union withdrew its missiles on the island and pledged not to station offensive weapons. Russian military cooperation with Cuba ended in 2002 after Russia closed its radar base at Lourdes, Russia’s only intelligence-gathering center in the Western Hemisphere, which had been operating since the 1960s.

Russian Official: We Are Working on Reopening Cuba, Vietnam Bases

FILE - Vietnamese sailors march in Hanoi, March 1, 2001, ahead of a visit by Russian President Vladimir Putin to discuss, among other topics, Moscow's leasing of Cam Ranh Bay naval base in southern Vietnam.

With relations between Washington and Moscow deteriorating, Russian news agencies are quoting a top defense official as saying the possibility of reopening Russian military facilities in Cuba and Vietnam is under consideration.

Asked Friday by lawmakers in the State Duma, the lower house of Russia's parliament, if the Russian military might return to countries like Cuba and Vietnam, Deputy Defense Minister Nikolai Pankov replied: "We are doing this work." He provided no details.

The Soviet Union established a Signals Intelligence (SIGINT) base in Lourdes, Cuba, in the early 1960s and a naval base in Cam Ranh Bay, Vietnam, in the late 1970s. While Russia continued to operate those facilities following the breakup of the Soviet Union in 1991, they were shut down in 2001 and 2002, respectively.

Russia is currently operating an air base and a naval base in Syria.

According to Russian news agencies, Kremlin spokesman Dmitry Peskov was also asked Friday about the possibility of reestablishing bases in Cuba and Vietnam. He refused to comment on it directly, saying the question should be addressed to the defense ministry.

However, Peskov was quoted as saying: "The international situation is not static; it is rather fluid. You can see that the last two years have introduced in general significant adjustments to international affairs and the international security regime. So, naturally, all countries in accordance with their national interests are assessing these changes and taking certain measures in the direction that they see fit."

In July 2014, President Vladimir Putin denied media reports that Russia was planning to reopen the Lourdes Signals Intelligence base in Cuba.

The comments about reestablishing Russian military facilities far from home came as tensions between Russia and the United States grew.

On Monday, Washington suspended talks with Moscow on a cease-fire in Syria, citing continued military attacks against civilian targets there. That same day, President Vladimir Putin suspended an agreement with the U.S. on disposing weapons-grade plutonium, citing "unfriendly actions" by Washington — a reference to sanctions on Moscow for its actions in Ukraine.

On Wednesday, Russia suspended an agreement with the United States on cooperation on nuclear and energy-related research.

Russia Can Now Launch Nuclear Strikes On US From Cuban Bases

By Polina Tikhonova on in Politics

Russia is moving its nuclear-capable missiles closer to the heart of the West to be able to hit Western cities within the range of over 720 kilometers.

If the nuclear-capable Iskander missiles are launched from Kaliningrad, Russia’s enclave bordering Poland and Lithuania, Moscow could easily destroy Berlin (~510 km), Hamburg (~670 km) and other major cities of Germany.
It also means that Russia will now be capable of destroying Denmark’s Copenhagen (~490 km), Sweden’s Stockholm (~515 km) and burning the entire territory of Poland to the ground.

And while the United States is far away from Kaliningrad (unless Russia launches missiles from its Cuban bases, read below), it sure seems like Americans, who are about to elect their new President, are worried about Russian President Vladimir Putin’s nuclear plans.

What’s on Putin’s mind – war or peace?

The Iskander missiles have long been up Putin’s sleeve and Russian officials have threatened the West with the nuclear-capable missiles over the past two years. But Moscow is finally making the move, now that their defense ministry confirmed sending the Iskander missiles closer to the border with the West.

The news comes just several days after Germany’s foreign minister, whose country faces the greatest risk from the missiles, warned that tensions between Russia and the West are “more dangerous” today compared to the Cold War era.

Steinmeier, who has been interacting with Russia’s top-ranking officials since he was elected Germany’s foreign minister in 2013 and has seen it all (Russia’s annexation of Crimea, invading troops into Ukraine and killing civilians there, launching airstrikes in Syria and killing civilians there), sure knows what’s on Putin’s mind right now.
“It’s a fallacy to think that this is like the Cold War. The current times are different and more dangerous,” Steinmeier told Bild newspaper. “This danger has not been as strong in decades and the confidence between West and East has never been so low.”

Steinmeier added that he has been keeping an eye on the crumbling relations between the West and Russia with dismay.

Are we actually on the brink of World War 3?

Relations between the West and Russia have reached its lowest since a truce they agreed on last month collapsed within a week, and now the U.S. is accusing Russia of staging “war crimes” in the Syrian city of Aleppo, where over 250,000 civilians are facing deadly bombing on everyday basis.

In September, Russian-backed Syrian government launched an offensive to retake Aleppo, and it sure seems like Russia is going all-in: to retake the city with the people there alive or dead.

NATO defense ministers will discuss Russia’s wrongdoings in Syria as well as Moscow’s recent decision to deploy Iskander nuclear-capable missiles to the Polish border during a meeting on October 26-27 in Brussels.

Although NATO meetings are usually useless and don’t stop Putin even a bit, at least the Alliance is acknowledging the fact that Russia is getting closer to Western borders with its every move.

Last week, Russia’s Moskovsky Komsomolets newspaper predicted that the tensions between Russia and the West in Syria could lead either to World War 3 or something similar to the Cuban Missile Crisis, according to the International Business Times.

The newspaper suggested that if the Americans do what they wanted to do “for a long time” and strike against Syria’s government army “on purpose and openly,” Russia would unleash a World War 3.
“Russia can win big in Syria but it can also lose big too. We must not forget that in Syria we are playing an astonishingly risky game,” the newspaper noted.
Putin, who wholeheartedly believes in his mission to oppose the U.S. missile defense shield in Europe, would surely not hold back his actions anymore and would engage in a direct confrontation against American soldiers in Syria.

Russia warns citizens to ‘prepare for war’

Just last week, Russia warned the U.S. about its potential all-out nuclear attack after the U.S. cut talks with Putin over his deadly bombings in Syria. To prove Russia’s might, Putin’s officials said they now have nuclear bunkers capable of holding 12 million people.

If the reports are true, it means Russia is dead-serious about preparing for an imminent nuclear strike against the United States.

Reports also indicate that Putin’s ministers warned its citizens to “prepare for war” as they held massive military defense drills involving over 40 million people.

But that’s not Putin’s only actions that indicate he’s preparing for an all-out nuclear mission against the world, as Russia has recently moved its naval power into Vietnam and intensified its bomber patrols around the U.S. border.

Nuclear Putin will make Trump or Clinton his Toy

Earlier this month, Russia announced its intentions to reopen Cuban bases from the Cold War era.

The problem with those bases is that they sit just 90 miles (~145 km) from the U.S. border. And since Russia has Iskander nuclear-capable missiles (which are – for now – stationed in Kaliningrad) it’ll be capable to launch nuclear strikes on U.S. if it sends those Iskanders to its newly reopened Cuban bases.

If the U.S. allows Russia to operate on its Cold War-era military bases in Cuba, it could face a deadly risk from Putin, who has proved that he is able to sneak in his military hardware without the world even noticing it.

If that happens and Putin indeed moves his Iskander nuclear-powered missiles just 145 km from the U.S. border, he may as well start calling himself the king of the world and turn the United States with its newly-elected president, whether it’s Donald Trump or Hillary Clinton, into his toy.

And while that scenario suggests that Putin couldn’t care less who would be the next president of the U.S., the Russian President still takes precautions.

Russia has recently been blamed by the U.S. for hacking the Democratic National Committee and about twenty American voter registration databases in an attempt to influence the presidential vote in the U.S. on November 8.

But with his nuclear-powered Iskanders pointed at Washington D.C. and the White House, it sure seems it would make no difference for Mr. Putin to make either Trump or Clinton take his orders.
