    OVER THE PACIFIC OCEAN – In a historic first for Cold War adversaries, U.S., Canadian and Russian military officers directed fighter jets and ground controllers to test how well they could track an international terrorist hijacking over the Pacific Ocean.

    A chartered American jet code-named Fencing 1220 sent a mock distress signal shortly after taking off from Anchorage, Alaska, on Sunday, triggering a pursuit by at least seven fighters and a flurry of radio and telephone calls between military and civilian officials on both sides of the Pacific.

    The Associated Press had exclusive access to Fencing 1220, a plush executive-style Gulfstream whose passengers included a Russian Air Force colonel and a senior commander of the North American Aerospace Defense Command, the joint U.S.-Canadian command that patrols the skies over North America.

    Their goal: To ensure that two militaries still distrustful of each other can work effectively tackling a terror threat that worries both nations.

    One question that arose Sunday was just how much information they need — from the ground, from the fighters, from the hijacked pilots and from the terrorists — and whether fewer, simpler messages might be better than the flood of communication the exercise generated.

    Canadian Forces Col. Todd Balfe, the deputy commander of NORAD's Alaska region, acknowledged it may seem "incongruous" that the exercise was taking place amid tension between his country and Russia over recent Russian bomber flights probing the northern boundaries of Canadian airspace. But with al-Qaida at the front of North American minds and Russia dealing with threats from Chechen rebels, terrorism transcends national boundaries, and exercises like this could lay the foundation for cooperating on other issues as well, Balfe said.

    "So we'll start out with this mission, and if that leads into other missions, for example, probing of air spaces, well, that would be a great thing as well," he said.

    Even veteran officers aboard the Gulfstream were struck by the unprecedented cooperation the exercise required and the breathtaking sight of fighter jets so near that the pilots' helmets were clearly silhouetted against the bright blue sky.

    "I'm kind of in awe," said U.S. Army Maj. Michael Humphreys, the senior American officer on Fencing 1220 and a spokesman for NORAD. "It was a remarkably well-planned and well-executed exercise."

    It is only half over. The plane will fly back to Alaska later this week, again pursued by fighter jets and tracked by controllers on the ground and in the air.

    Russian Air Force Col. Alexander Vasiliev said he knew the day would come when the former Cold War enemies would work in concert, but "he never thought it would be him sitting on the aircraft," his translator said.

    Vasiliev declined to be quoted directly, saying he would leave that to a Russian spokesman at a news conference planned later in the week.
    The intricate exercise began about 10 minutes after the Gulfstream took off from Alaska. Its civilian pilots sent an agreed-upon digital distress code, 5475, to civilian air traffic controllers in the U.S. to signal that the plane had been "hijacked."

    Ben Rhodes, one of the pilots, followed up with a voice radio call: "Fencing 1220 squawking 5475 for the exercise."

    NORAD then dispatched two F-22s and an E-3 Sentry — an airborne surveillance and command post — to shadow the plane.

    The Gulfstream was still over Alaska at about 38,000 feet (11,500 meters) when the angular, silver F-22s drew alongside, about 10 minutes after the hijack signal. They edged to within 500 feet (150 meters) and after about 30 minutes, they turned back to refuel and didn't return.

    On the ground and in the air, commanders at NORAD headquarters at Peterson Air Force Base, Colo., and civilian aviation officials in Alaska were communicating with their Russian counterparts. About two hours after the F-22s fell back, while the Gulfstream was over the Pacific, NORAD officers aboard the E-3 Sentry radioed their counterparts on a Russian surveillance and command post plane that Fencing 1220 was theirs to follow.

    Two Russian Su-27 fighters painted pale blue and white soon pulled up from behind the Gulfstream and hovered off its right side, red stars clearly visible on their wings and twin tails. They shadowed the Gulfstream for about 90 minutes before banking sharply to the left and peeling away.

    Three other Russian fighters, a MiG-31 and two Su-27s, later shadowed the Gulfstream during the 7 1/2-hour flight. All the fighters were unarmed, a condition of the exercise.

    The scene aboard Fencing 1220 was a dramatic contrast to the ominous threats and bluster that marked U.S.-Soviet relations for most of the last half of the 20th century. One of the lowest points came in 1983, when the Soviet air force shot down a ]Korean Air Lines jumbo jet, killing 269 people. The jet had strayed far off course near the USSR's Pacific coast and was brought down near Sakhalin Island, well south of the route Fencing 1220 took.

    Aboard the Gulfstream, Balfe and Vasiliev chatted amiably about the planes they flew and their families. The radio sometimes carried the voices of Russian officers speaking heavily accented English, asking questions or delivering route instructions.

    "To see those Russian fighters pull up right on time, to hear the Russians (talking on the radio), it's just incredible," the U.S. Army's Humphreys said.

    We are now performing air drills with Russia and even allowed t
    he Russian Navy Varyag aircraft carrier killer to arrive in San Fransisco for it's sailors to get acquainted with the City.

    So I guess if this administration begins allowing Russia, China and or some of their allies in the spirit of resetting relations to participate in future DHS National Level Exercises
    on U.S. soil that shouldn't surprise us either.

    The Russian Air Force and the North American Aerospace Defense Command (NORAD) completed on Wednesday the active phase of joint anti-terrorism drills in the Far East.

    The exercise, dubbed Vigilant Eagle, was carried out on August 6-11, and involved Russian, Canadian and U.S. air force personnel operating from command centers at the Elmendorf airbase in Alaska, and in Khabarovsk, Russia.

    "The personnel [involved in the drills] exhibited a high degree of professionalism in coordinating air missions and exchanging information," a senior Russian Air Force official said commenting on the outcome of the drills.

    The exercise scenario, put together by NORAD and U.S. Northern Command, created a situation requiring both the Russian Air Force and NORAD to launch or divert fighter aircraft to investigate and follow a U.S. flagged Golfstream 4 plane on an international flight that has been taken over by terrorists.

    The drills involved U.S. AWACS E-3B and Russian A-50 airborne warning and control aircraft, Russian MiG-31 and Su-27 fighters and U.S. F-22 interceptors, along with refueling aircraft from both countries.

    The exercise was carried out under a cooperative military agreement between Russia and the United States, which tasks NORAD, the bi-national U.S. and Canadian command, and the Russian Air Force to conduct a live-fly exercise for up to five days.

    "These drills allow us to make a step forward in the Russian-NORAD cooperation on countering potential threats of aircraft piracy," the Russian official said.

    A NewsWithViews.com reporter recently participated in a Pentagon teleconference regarding Obama Administration plans for future military operations.

    The Russian air force and the North American Aerospace Defense Command will conduct their first cooperative air defense exercise, according to Pentagon officials during a recent teleconference with Internet journalists and bloggers.

    But not everyone with an expertise in military strategy and tactics is enthusiastic about these joint operations. Some experts believe this program smacks of International governance, especially with nations that have questionable motives.

    “Why can we not understand that our military is for national security, defending our country and defeating our enemies before they bring havoc and harm our citizens? Why can we not understand how important our resources are in terms of our trained Armed Forces and assets of our country and not to drain them across the globe in futile nation building operations but to leverage the military to counter threats to our country?” asks Major General Paul Vallely (U.S. Army-Ret.).

    “I have the removed the terms “liberal,” “conservative,” “Democrat,” “Republican,” “left” and “right” from my vocabulary, as they have little meaning in today’s battle for our Country.

    Incompetence and Dishonesty of officials now come into play as relates to our National Security and Economy and is the rationale for resignations and a change of government,” said Gen. Vallely.

    Russia's Federal Air Navigational Service and the U.S. Federal Aviation Administration also will be involved in the exercise, officials said, along with the military air operations centers at Joint Base Elmendorf-Richardson, Alaska, and Khabarovsk, Russia.

    The exercise, named Vigilant Eagle, will take place next week, and it involves Russian, Canadian and U.S. personnel operating from command centers in Russia and the United States. It's authorized under a cooperative military agreement that tasks NORAD -- a binational U.S. and Canadian command -- and the Russian air force to conduct a "live-fly" exercise for up to five days, officials said.

    It will consist of two international flights: one originating in Alaska and traveling to the Far East, followed by one originating in the Far East and traveling to Alaska. Both flights will follow the same route, officials said.

    In the exercise scenario, a U.S.-flagged commercial air carrier on an international flight has been taken over by terrorists, and the crew will not respond to communications. The scenario creates a situation that requires both the Russian air force and NORAD to launch or divert fighter aircraft to investigate and follow the airliner.

    The exercise will focus on shadowing and the cooperative hand-off of the monitored aircraft between fighters of the participating nations, officials explained. Airborne warning and control aircraft from Russia and the United States will be involved, along with fighter-interceptor aircraft and refueling aircraft from both countries.

    While most news media outlets and the American people are engulfed in news coverage regarding the economy, the 2010 elections, the Gulf oil spill and other stories, little if any news coverage exists about two major actions being considered by President Barack Obama and progressive lawmakers.

    "News of a increased role for the military within the United States is being totally ignored or suger-coated by the media, according to conservative observers. And second, apparently the United States will sign-on to an International Gun Control Plan, backed by Secretary Hillary Clinton," said political strategist Mike Baker.

    RETURNING TO A COLD WAR STRATEGY?

    Returning the National Guard to its Cold War-era strategic reserve posture is not the answer when Defense leaders discuss the future, the Army's chief of staff said here yesterday.

    "No one wants to go back to the Guard being just a strategic reserve," Army Gen. George W. Casey Jr. said during a visit to the 2010 National Guard Family Program Volunteer Workshop. "We have come way too far. Half of the Guard are combat veterans. That's a fundamentally different force and, as a result, it's a fundamentally different Army."

    The United States is in an era of persistent conflict, Casey said, adding that he anticipates a significant operational tempo for the next decade. That follows nine years of war in which the National Guard has already played a crucial role.

    "We are actively working through a study that will answer the question for us: 'What should the role of the Guard and Reserve be in an era where we're likely to have to rely on them continuously for a long period of time?'" he said.

    The Army could not have accomplished what it has over last nine years without the National Guard, Casey said. "It's Minutemen and women that are holding this force together," he told the group. "Thank you for what you have done to support this Army and this country."

    "There's always more work to do, but I think it's been very well-received," Casey said.

    The Caseys have a noncommissioned officer son on active duty with the Army Reserve, making Sheila Casey both a soldier's wife and a soldier's mother. Meeting with volunteers to whom she can relate not just through empathy but also by first-hand experience, she emphasized self-care.

    "Part of the problem that caregivers have is that they don't take care of themselves," she said.

    "Everybody else comes first. What I end up seeing is people who after extended deployments ...

    Her husband briefed Guard family program volunteers on the Guard's transformed role since September 11, 2001, and Defense Department leaders' goals for a future of more predictable deployments and more time at home between deployments.

    Standing in front of a chronological chart displaying the Guard's contributions in the more than 60 years since World War II, the general explained how a decision made from lessons learned from the Vietnam War transformed the Guard.

    "The general conventional wisdom coming out of that period ... that we had to rely on the draft and could not rely on the Guard and Reserve broke the active Army," Casey said. "That's too simplistic, ... but ... that led [to] the total force policy, and they said, 'We will never again go to war without the Guard and Reserve.'"

    The Guard's role increased in the early 1990s following Operation Desert Storm, and notably shifted in the days after the 9/11 attacks. It has not diminished since.

    "From Desert Storm, there has been relatively consistent reliance on the Guard and reserve," Casey said. "Since Sept. 11, we have relied on the Guard and Reserve for a duration and a scope that really has been unprecedented in the last 60 years.

    "We are pretty close to being one Army," he continued. "We have purposely integrated the Guard into everything that we do. We have made a huge change with the Guard over the last nine years. ... None of us want to go back to having the Guard as just a strategic reserve."

    “My emphasis will be a continued plea for Americans to demand the resignation of these officials by the people of this country. We are even at a point that if the demanded resignations and elections do not happen to the degree needed to save the country then we must proceed to Impeachment and a serious transfer of Power at the highest levels of government,” said General Vallely.

    The drills are to stop terrorists from crashing planes into buildings. We've been working with Russia since before Bush on that sort of thing. We've worked with Russia on the same subject since Reagan. (Stopping terrorists)

    So I guess if this administration begins allowing Russia, China and or some of their allies in the spirit of resetting relations to participate in future DHS National Level Exercises
    on U.S. soil that shouldn't surprise us either.

    On the day of 911 Russia commences air strike drills simulating a nuclear attack on the US using aircraft on bombing runs. NORAD scrambles resources to monitor this Russian activity.

    September 10, 2001: NORAD Setting Stage for Major Monitoring Exercise, Preparing for a Possible Russian Reaction

    The North American Aerospace Defense Command (NORAD), which is responsible for detecting and responding to any attack on the mainland United States, is in the early stages of a major training exercise called Vigilant Guardian that is to take place off the shores of the northeastern US and Canada.

    The exercise is not scheduled to really take off until the following day, September 11 (see (6:30 a.m.) September 11, 2001), but simulated intelligence briefings and meetings are now being held to set the stage for the mock engagements to come. According to author Lynn Spencer, Vigilant Guardian “is the kind of war game that the Russians usually respond to, even in this post-Cold War era.”

    The Russians have in fact announced that they will be deploying aircraft to several of their “Northern Tier” bases on September 11.

    Russian jets have penetrated North American airspace during previous NORAD exercises, and Colonel Robert Marr, the commander of NORAD’s Northeast Air Defense Sector (NEADS), has prepared for them to do so again during the current exercise.

    If this happens, armed US fighter jets will intercept the Russian aircraft and escort them back to their own territory.

    In case there is any confrontation, Marr has ordered that his alert fighter jets be loaded with additional fuel and weapons.


    According to Spencer, on September 11, all alert fighters will be “loaded with live missiles in anticipation of any show of force that might be needed to respond to the Russians.” [Spencer, 2008, pp. 3-5]

    NORAD has already announced that it is deploying fighters to Alaska and Northern Canada to monitor a Russian air force exercise being conducted in the Russian Arctic and North Pacific Ocean throughout this week (see September 9-11, 2001). [BBC, 2001, pp. 161; NORAD, 9/9/2001]

    According to the 9/11 Commission, the Vigilant Guardian exercise will in fact postulate “a bomber attack from the former Soviet Union.” [9/11 Commission, 7/24/2004, pp. 458]

    NORAD begins Operation Northern Vigilance.

    For this military operation, it deploys fighters to Alaska and Northern Canada to monitor a Russian air force exercise in the Russian Arctic and North Pacific Ocean, scheduled for September 10 to September 14.

    The Russian exercise involves its bombers staging a mock attack against NATO planes that are supposedly planning an assault on Russia.

    Look, Vector. I'm with you on some of this.

    Are we going to go to war with Russia? I think so, I think it will be an all-out nuke, at least limited to some extent but it won't be until we fall apart to the point they want to take over some areas of landmass.

    China will be involved.

    I don't get the point of us "playing with Russia" in fighting terrorism.

    We've been DOING IT ALL ALONG. REGARDLESS OF WHAT THE WEATHER VANES SAY!

    The Russian Air Force and NORAD, the U.S. and Canadian joint air defense command will hold a second round of anti-terrorism exercises on August 8-11, the Commander in Chief of the Eastern military district, Igor Muginov said on Monday.

    "The main aim of the drills is to improve the Russian Air Force's and NORAD's capabilities for fighting terrorism in the air," Muginov said.

    The exercises will include AWACS (airborne early warning and control) and refueling aircraft, as well as combat aircraft, Muginov said.

    Yeah, I know it's a tad late.

    I must of missed a minor detail that F-22 Raptors were training with Su-27's last year.


    I thought we would have used something slightly less sensitive, maybe an F-16 with the Russians.

    Actually, good thing you posted that vector. I had never heard about that.

    How stupid is it they did that? At least when the US had used F-22s to intercept that Bear, they equipped the F-22 with drop tanks which helped to keep the Russians from seeing exactly how stealthy the F-22 is.
