Ukraine crisis: 'Russian soldiers' seize Crimea hospital

Armed men - said to be Russian troops and local militias - have seized a military hospital in Crimea, as Moscow tightens its grip on Ukraine's region.

The attackers marched into the hospital in the regional capital Simferopol, threatening staff and some 30 patients.

Pro-Russian troops are also blockading Ukrainian troops across Crimea.

The latest moves come ahead of Sunday's secession referendum in the autonomous region. Kiev and the Western nations describe the vote as illegal.

Preparations for Joining Russia Already Underway – Aksyonov

    March 10 2014 at 10:17 PM

Pro-Russian rallies in the Crimean city of Evpatoria, March 6, 2014

SIMFEROPOL, March 10 (RIA Novosti) Crimean Prime Minister Sergei Aksyonov said Monday that preparations for the the southern Ukrainian region to become part of Russia are already underway.

Crimea was flooded with Russian troops following the fall of the government in the capital, Kiev, last month and a referendum to decide whether the region will become part of Russia will take place on March 16.

The peninsula will be ready to begin using Russian law within a couple of months of a pro-secession vote, and the local Finance Ministry is already working on a roadmap for switching from the Ukrainian currency, the hryvnia, to the Russian ruble, Aksyonov said in an interview with RIA Novosti.

The referendum in Crimea, where ethnic Russians make up about 60 percent of the population, is widely expected to return a favourable result that will pave the way for annexation by Moscow.

Aksyonov also promised that Ukrainian would cease to be an official language if Crimea joined Russia.

We use two languages on a daily basis Russian and Crimean Tatar, Aksyonov said. Its certain that the republic [of Crimea] will have two languages.

About 15 percent of Crimea's population of about 2 million people are ethnic Tatars, among whom support for the incoming regime in Kiev is reportedly strong. Aksyonov has also promised senior political positions in a new Crimean government to members of the Tatar community.

Formerly the leader of a local pro-Russian political party, Aksyonov was appointed prime minister last month by a vote in the Crimean parliament. At the time of the vote the parliament was being guarded by unidentified, masked gunmen who occupied the building the previous night.

Large quantities of heavily armed Russian troops accompanied by armored personnel carriers, military jeeps and other vehicles have entered Crimea in recent weeks.

The Kremlin has repeatedly denied the presence of Russian military in the region and maintains that the armed men are members of local self defense organizations.

The planned referendum has been brought forward twice from its original date of May 25 since it was announced by local lawmakers last month.

The authorities in Kiev and international leaders have condemned the referendum as illegitimate.

Speculation was growing last night that American mercenaries had been deployed to Donetsk after videos emerged of unidentified armed men in the streets of the eastern Ukrainian city.
At least two videos published on YouTube earlier this week show burly, heavily armed soldiers with no insignia in the city, which has been gripped by pro-Moscow protests.
In one of the videos onlookers can be heard shouting 'Blackwater! Blackwater!' as the armed men, who wear no insignia, jog through the streets.

A screengrab from a YouTube video showing armed men on the streets of Donetsk, a largely Russian-speaking city in east Ukraine which has been the scene of large protests against the country's new regime

Donetsk was this week the scene of civil unrest as pro-Russian elements among its citizens seized control of the regional administration headquarters and another government building.

Yesterday thousands of people gathered in the city centre waving Russian flags and calling for a referendum to determine the status of the strategically important coal-mining region.

Both the videos which purport to show 'Blackwater' mercenaries in Donetsk were uploaded last Monday, with their descriptions written in Russian.

The context of the videos is not clear, but it appears that the armed men had turned up at a street protest against the new regime. They wander around brandishing their weapons before suddenly fleeing the scene as passers-by shout 'Blackwater! Blackwater!'

Both the videos which purport to show 'Blackwater' mercenaries in Donetsk were uploaded last Monday, with their descriptions written in Russian. They could give Russia the pretext to invade the region

The armed men hop down from the elevated position where some had been standing and make their exit

Since the videos emerged, Twitter has been alive with speculation that mercenaries linked to Blackwater, now known as Academi, are active in Ukraine, helping to prop up the embattled new pro-western government.

And a Russian diplomat in Kiev told the Interfax news agency on Wednesday that 300 employees of private security companies had arrived there.

'These are soldiers of fortune proficient in combat operations. Most of them had operated under private contracts in Iraq, Afghanistan and other states,' the source said. Interfax reported that the diplomat did not disclose the nationalities of the mercenaries but said, 'Most of them come from the United States'.

Asked whether the soldiers seen in the videos could be from Academi, Dr Nafeez Ahmed, a security expert with the Institute for Policy Research & Development, said: ‘Difficult to say really. It's certainly not beyond the realm of possibility - Academi have been deployed in all sorts of theatres.

'I think the question is whether the evidence available warrants at least reasonable speculation.

‘On the face of it, the uniforms of the people in the videos are consistent with US mercs - they don't look like Russian soldiers mercs. On the other hand, why run around in public making a show of it?’

He added: ‘Of course the other possibility is it's all Russian propaganda.’

Any suggestion that a U.S. mercenary outfit like Blackwater, known now as Academi, had begun operating in east Ukraine could give Russian president Vladimir Putin the pretext for a military invasion

As the armed men left the scene, suspicious bystanders could be heard yelling 'Blackwater! Blackwater!'

Any suggestion that a U.S. mercenary outfit like Academi had begun operating in the country could give Russian president Vladimir Putin the pretext for a military invasion.

The Russian parliament, the Duma, has already voted to give Putin the authority to take action in the country, where the pro-Russian president Viktor Yanukovych was last month ousted after mass protests in the capital, Kiev.

Pro-Russian forces have already seized control of the southern Ukrainian province of Crimea, although the Kremlin denies that the thousands of heavily armed, well-equipped men that have appeared there are under its control.

Last month a report in the Daily Beast claimed that 'informed sources' in Moscow had said the troops belong to Vnevedomstvenaya Okhrana, a private security contracting bureau similar to Academi that is close to the Kremlin.

Notorious U.S. Blackwater mercenaries 'seen' in Ukraine

The videos which emerged this week come amid reports in Russian media which claimed that 300 'strong' men had arrived at Kiev's Boryspil airport carrying military-style bags.

Reports speculated that they were being sent to regions in eastern and southern Ukraine where Russian-speaking and ethnic Russian groups posed a secessionary threat to the new government.

Blackwater was founded in 1997 by former U.S. Navy SEAL Erik Prince and were one of several private security firms employed by the U.S. government to protect its diplomatic missions overseas.

With the outbreak of the Iraq war in 2003 the company's operations expanded and its revenue mushroomed, but a string of controversial killings by its personnel led to a rebranding, first to Xe and then to Academi, its current name.

As well as acting as security contractors, Blackwater are seen by some as a private army that can promote U.S. interests without official military involvement.

Technically they are a multinational company and can by hired by anyone, but the board of directors includes a number of U.S. establishment figures including John Ashcroft, the former Attorney General, and former NSA chief Bobby Ray Inman.

Riot police stand guard in front of regional government building which was until Thursday occupied by pro-Russian activists, as demonstrations carry on outside

If Blackwater are present in Ukraine, it would make most sense for them to be deployed in the country's east and south, where pro-Russian protesters raised the Russian flag over the regional parliament last Saturday.

It remained in place until Thursday when Ukrainian police regained control of the building without any resistance.

Donetsk, home city of deposed president Yanukovich, has seen the most persistent pro-Moscow demonstrations in a wave of protests that have erupted across southern and eastern cities.

MailOnline contacted Academi for comment, but there was no reply.

During the 2008 presidential campaign, Republican vice presidential nominee Sarah Palin warned that if Senator Barack Obama were elected president, his "indecision" and "moral equivalence" may encourage Russia's Vladimir Putin to invade Ukraine.

    Palin said then:
After the Russian Army invaded the nation of Georgia, Senator Obama's reaction was one of indecision and moral equivalence, the kind of response that would only encourage Russia's Putin to invade Ukraine next.
For those comments, she was mocked by the high-brow Foreign Policy magazine and its editor Blake Hounshell, who now is one of the editors of Politico magazine.
In light of recent events in Ukraine and concerns that Russia is getting its troops ready to cross the border into the neighboring nation, nobody seems to be laughing at or dismissing those comments now.

Hounshell wrote then that Palin's comments were "strange" and "this is an extremely far-fetched scenario."

"And given how Russia has been able to unsettle Ukraine's pro-Western government without firing a shot, I don't see why violence would be necessary to bring Kiev to heel," Hounshell dismissively wrote.

Palin made her remarks on the stump after Obama's running mate Joe Biden warned Obama supporters to "gird your loins" if Obama is elected because international leaders may test or try to take advantage of him.

The Crimea is Russia's Springboard into the Mediterranean

03.09.2014 · If Moscow annexed the Crimea, it can upgrade the Black Sea fleet and consolidate his power in the region. Kiev remains in the face of this scenario only a consolation: closer relations with NATO.

    From Thomas Gutschker

USA and NATO just only sit and watch how Russia is correcting borders. How it is bringing back to Russia what belongs to it.

USA has absolutely no chance to go it into war with Russia and to win. So it steps back and watch.

There is no battle group afloat to survive a Russian attack, there is no weapon from USA to be send to West-Ukraine or other NATO-vassal to fight and win against Russia. This are the reasons why there are no action from NATO or USA like against Serbia to separate Kosovo-Metochia from the rest of Serbia.

On Sunday in a week, the inhabitants of the Crimea decide whether they want to belong to Russia again. "Vote for a reunification of the Crimea with Russia as a subject of the Russian Federation?" -. That is the question at issue Who denies it, can alternatively express to remain the peninsula in Ukraine, as a largely autonomous republic. But the decision is no longer open, the Crimean parliament voted on Thursday for connection to Russia. In Moscow hastily worked on a change in the law that allows it to absorb a part of the territory of a foreign State without its consent - so the obvious violation of international law is to be legitimized.

Russian President Putin says that a new in Europe, and it is not to see what it could dissuade him yet. The fact that short-term threat of war to the Crimea, is unlikely. The Ukrainian armed forces are up to the Russian in any way. Currently is not even clear what army are parts ever loyal to the transitional government in Kiev. The NATO countries bordering the Black Sea - in particular Turkey - keep out of the conflict.

    NATO sees annexation to

The Americans have a guided missile destroyer moved into the Black Sea, for a long been planned maneuver with the NATO partners Romania and Bulgaria. In the eastern Mediterranean there is still a U.S. aircraft carrier strike group. But as long as the can not retract into the Black Sea, the Russians can feel on the safe side: NATO looks to the annexation, as it has done in 2008 at the war in Georgia. It's not about enforcing the law or to rush a partner state for help, it comes to realpolitik. For the Crimea no one is willing to risk a war in the West.

Nevertheless, the Russian annexation of the peninsula will have strategic consequences immediately for residents on the Black Sea, indirectly, for those in the eastern Mediterranean. Russia provides the base from which to increase its power projection in the region again - after two decades of decline and infirmity of its Black Sea Fleet. It also increases its control over the important energy corridor between the producing countries on the Caspian Sea and the potential customer in Europe. After the EU has dreamed of a few years of it, they could make in this way independent from the supplier Russia, this goal now moves further into the distance.

© AP It is impossible to tell what could dissuade him from the annexation of the Crimea: Russian President Putin

At first glance, one might think that the military is not much will change. Finally, the Black Sea Fleet was previously stationed in Sevastopol already at the southern tip of the Crimea, too, the Russians have several airfields and radar installations on the peninsula. This is all subject to a contract in 1997, in which Russia and Ukraine had agreed on the allocation and deployment of the formerly Soviet fleet. The upper limits of the agreement still reflect their original size, resist: 388 ships, 161 aircraft, 25,000 soldiers. Russia would thus have had every opportunity to project its power from the Crimea over the eastern Mediterranean and the Suez Canal to the Arabian Peninsula and the shores of the Indian Ocean.

But deceive the numbers alone. Most of the ancient Black Sea Fleet has long been retired. What remains are about thirty warships, mostly from the sixties and seventies. The flagship "Moskva" ran 1979 off the stack. The Navy has traditionally been the stepchild of the Russian armed forces. If funds are distributed, the Strategic Missile Forces always come first - they guarantee their nuclear warheads to superpower status - then the Army and Air Force. But that's only part of the explanation. The other: The Naval Treaty of 1997 does not allow for modernization; Russia may only have ships of the classes listed there. Speak Even in NATO circles professionals therefore of a "gag contract".
Moscow will save a lot of money

Due to the limitations in the Sevastopol port Novorossiysk has been massively expanded in recent years in the southwest corner of the Russian Black Sea coast. Putin approved a presidential decree nearly half a billion dollars by 2012 to expand the harbor to a military member. Have already begun the construction of a deep-water terminals. According to current plans six new submarines will be deployed for the Black Sea Fleet in Novorossiysk, six frigates and one of two helicopter carrier Mistral class that Russia obtains from France. The ship named "Sevastopol" will be handed over in three years.

It is quite possible that Russia - freed from the constraints of the Naval Treaty - even Sevastopol rearms again. It is one of the best natural harbors in the world, with many protected bays and deep water. The infrastructure for maintenance and repairs is considered excellent. The Ukrainian navy in Sevastopol also has its main base is, on the other hand need to find a new place to live.

Moscow will also save a lot of money. The Treaty of 1997 provided for an annual rental of almost a hundred million dollars for Sevastopol. As the stationing agreement was later extended, Kiev negotiated additionally a thirty percent discount on Russian gas supplies. In Moscow nationalists and some strategists thought this business for too expensive. They figured ago that Russia would waive four billion dollars a year. The counter-argument was that the Kremlin invest in a prosperous relationship with Ukraine. This hope vanished at the latest with the overthrow of President Yanukovych - post haste Moscow announced the discount.
    Consequences for pipeline projects

Russia has used the Black Sea Fleet in recent years for its regional interests. She turned 2008, the tiny Georgian Navy, sat from landing troops and established a naval blockade off the coast. Individual ships took part in the international anti-piracy part in the Horn of Africa. In the course of the civil war in Syria, an association was with up to ten warships stationed in Tartus, the only naval base of Russians outside their territory.

Also this base has been expanded in recent years. It has become a real power in the struggle for Syria, but is supposed to be supply station for warships in the Mediterranean and on the way to the Indian Ocean. Moscow is determined to expand its presence there - as a counterweight to NATO. The Alliance has permanently stationed since 2011 a guided missile destroyer in the Mediterranean, as part of its missile defense. The Russians will mark the helicopter carrier "Sevastopol" their sphere of influence.

When Russia annexed the Crimea, which also has implications for the pipeline projects in the Black Sea region. There collide fundamentally different interests. Russia supplies Europe today mostly via gas lines that run through Ukraine - Moscow wants to end this dependence. This is done on the one hand, the project Nord Stream in the Baltic Sea, on the other hand, South Stream in the Black Sea. Originally, the South Stream gas line should run on a direct route from the Russian Dschubga to Varna in Bulgaria, but then Ukraine would have had a say and may require transmission charges again.

Because this path leads right through the Exclusive Economic Zone of the country, they deserve every state in the 200-mile sector from its coast. Therefore Russia forged a deal with Turkey in 2011, the new route runs through its economic zone. Heard the Crimea again only to Russia, also its economic zone expands, while the Ukraine remains only a small sector. In principle, it is then even possible to lead South Stream as it always wanted Yanukovych: on the Crimea. This would reduce costs dramatically, because the line could be installed in less deep water, additional pump stations on land would increase their capacity. It is uncertain whether, run by Gazprom pipeline consortium to reconsider the routing again. The plans are at an advanced stage, the tubes have already been ordered and are to be laid in the fall on.

What is certain is that done another pipeline project with the Russian annexation of the Crimea. It's called White Stream and should deliver on the Caspian Sea and Georgia to Romania and Ukraine natural gas from Turkmenistan. In Kiev mainly Yulia Tymoshenko has made strong for it, when she was prime minister - to break through the complete dependence on Russian supplies. The pipeline should go to the Crimea on land: on Ukrainian soil. It is clear that Russia continues to expand its dominance in the Black Sea with the occupation of the Crimea. However, there is also a downside for Moscow. As long as Russian troops were on Ukrainian soil, Kiev could not be a member of NATO.

Because the Alliance traditionally takes only States that do not have foreign forces on its territory. While this is not in the North Atlantic Treaty, but is an iron principle, not to import conflicts. In April 2008, the Alliance Kiev had applied for membership in principle in view. Shortly afterwards, the prime minister, Tymoshenko announced the agreement on the Black Sea Fleet will expire in 2017. But when Viktor Yanukovych returned to the presidency in 2010, he extended the deployment of up to 2042. Thus the approach of Kiev to NATO seemed a distant memory. Now the game begins anew. Tymoshenko's party has already introduced a bill into Parliament which provides for closer ties with NATO. It would be a consolation prize for the loss of the Crimea.

McCain: ‘It’s Tragic’ There’s No U.S. Military Option In Ukraine

By Ben Armbruster on March 7, 2014 at 2:28 pm

    CREDIT: AP

Sen. John McCain (R-AZ) on Friday lamented the lack of a military option for the United States in Ukraine against Russia and criticized President Obama for thinking the Cold War is over.

During a segment on MSNBC, McCain said that the Obama administration does’t understand Russian President Vladimir Putin. “They have been near delusional in thinking that the Cold War was over,” McCain said referring to Obama officials. “Maybe the president thinks the Cold War is over but Vladimir Putin doesn’t and that’s what this is all about.”

Later in the interview, when host Andrea Mitchell asked if there is a military option for the U.S. in Ukraine, the Arizona Republican sounded despondent. “I’d love to tell you that there is Andrea, but frankly I do not see it,” he said, adding, “I wish that there were. … I do not see a military option and it’s tragic.”

    Watch the clip:

McCain has been leading the partisan attack on Obama in recent days, claiming that the Russian incursion into Ukraine is the result of Obama’s supposed “feckless” foreign policy.

Yet back in 2008, when Russia invaded neighboring Georgia, McCain criticized any “partisan sniping” on the issue. “There’s no time for that,” he said at the time. “The time now is for America to — the United States of America to act united on behalf of the people of the country of Georgia, and not do a lot of partisan sniping.”
The last snippet there on McCain; he is a senile RINO idiot. He would have american troops fight in Ukraine for Yatsenyuk, a gangster, and his Neo-Nazi allies like Right Sector and Svoboda, just as he would have had american troops fight against Assad in Syria on behalf of Jihadis like al Qaida....
"God's an old hand at miracles, he brings us from nonexistence to life. And surely he will resurrect all human flesh on the last day in the twinkling of an eye. But who can comprehend this? For God is this: he creates the new and renews the old. Glory be to him in all things!" Archpriest Avvakum

The Marxist Idiots that helped create the crisis foolishly thought they could capitalize a revolution on it.

An utter inept and total miscalculation on the part of this Administration's foreign policy and their attempt at every turn to dismantle our military strength.

    Is Obama Just Insane?

    Posted on by Martin Armstrong

I have dealt with many governments in my life and I have come to understand you CANNOT and SHOULD NEVER put your opponent in a box publicly for his own political livelihood is then on the line and he MUST respond or be overthrown. This is simple common sense in international politics and I have preferred to be an observer rather than a player.

I have sat in meetings with governments in Asia to Europe and the ONLY reason I have done so, is because I understand that cardinal rule. I once had to advise a head of state that he had no choice but to devalue his currency. I was told that was impossible because it was a campaign promise that would not happen. I had to craft the words to say the currency would float to seek its OWN LEVEL. That was “politically” acceptable since it was not a decreed “official” devaluation despite the fact the free markets would do the same thing.

I have NEVER in my entire life witnessed such BRAIN-DEAD decisions coming from the Obama Administration in any government in the world or former administrations. To impose “sanctions” on Russia is absolutely INSANE!!!! That puts Putin in a box that he cannot escape from for if he relaxes he is then seen as weak at home and the hardliners will eat him alive. Obama has just made the crisis far worse.

Russia has retorted and it will now CANCEL all nuclear treaties. It can shut off the energy to Europe and watch them crawl. Now, any international observers will NEVER get into Crimea. We have dumb and dumber at the helm here. Obama is doing EVERYTHING perfectly wrong and this escalation will only grow far worse. Even China has rejected Obama’s Sanctions. Just what did he expect? Putin will suddenly say, gee, I was wrong? Come on. This is like some stupid fight with his wife and I refuse to talk until you do what I say.

As for the Republicans itching for war, go ahead, pick up arms, and go over yourself. McCain – you are no Nelson Mandela who turned the other cheek and reached enlightenment.

You came out of prison bitter and nasty itching for war. What is that? Revenge of the Over-The-Hill-Crowd? Stop sending kids to fight your deranged ideas of king of the mountain. This older generation cannot die off fast enough to save humanity.

Sorry – this is no way to run a government. You cannot humiliate Putin and actually expect progress – this is inviting war. You cannot defeat China & Russia. So what is anyone trying to accomplish here? Freedom and Liberty for All?

When I was called in by China and met with the Central Bank, they stated right up front, they agreed with our analysis, but they could not come out and politically say what we were saying. This is no different. You cannot come out and try to make Putin back down before the entire world. This is pure stupidity. If I were him, that audacity would prevent any negotiation at this point and I could not blame him or China for saying that Obama is seriously out of line. Putin cannot now yield or he will lose control of government. This is absolutely the worse political move I have EVER witnessed in my life for it has ZERO chance of doing anything positive and it will throw away everything every presidency has tried since Nixon – create a dialog for peace.

The former Soviet possessions are now arming. Do so wisely – for you cannot count on Obama solving any problem other than making it far worse. Normally we say it ain’t over until the Fat Lady Sings. This time, it may not be over until Obama reverses his own policy and sings - Sorry. My Bad!

Enormous interest in Ukraine. Sincere admiration of Maidan.”
    Translation of a tweet
by Andriy Shevchenko (@ashevch) posted on Monday morning.

After addressing the House of Commons, Mr Shevchenko took some minutes to
inform Ukrainian protesters outside of Parliament that the British Government
seems inclined to carry out economic sanctions as other European countries already
have in an attempt to stop Russia’s military invasion of Crimea. He accentuated the
importance of the 1994 Budapest Memorandum in which the Russian Federation,
the US and the UK agreed “to respect the independence and sovereignty and the
existing borders of Ukraine”. They hereby also reaffirmed “their obligation to refrain
from the threat or use of force against the territorial integrity or political
independence of Ukraine” (Budapest Memorandums on Security Assurances, 1994).

Whilst shouting “UK support Ukraine” and “hands off Ukraine Putin”, some of the
protesters remind us of the prominent role many banks based in London could play
if they froze all assets of Russian and Ukrainian oligarchs. In fact, their next
demonstration on Tuesday, 11th March 2014 at 5pm will be held in front of VTB
Bank, one of the leading Russian universal banks.

Being less pessimistic than award-winning former journalist Shevchenko, one of the
protesters, London-based lawyer Sergyi, claims that if further strict sanctions are
introduced promptly, Vladimir Putin might withdrawl his troops from Ukraine. When
talking about the immediate future, he says he can only hope for the best in Crimea.
Sergyi, who experienced first-hand the protests in Kiev, strongly states that their
intention is “to change the country for the better and to fight against
corruption and dictatorship as we had. […] The movement is not lead by
extremists, it’s lead by those who care about the country and its future.”

As Sunday and the much contested Crimean referendum approaches, some world
leaders have wrongly pointed out that the poll stands against public international
law - the UN Charter actually declares the right to self-determination to be one of
the key principles of international law. The discussion should be focused on whether
the Crimean Parliament has the jurisdiction to decide on such a matter on its own.
The Ukrainian Constitution provides that the whole country would have to be
consulted to decide whether Crimea can be annexed to the Russian Federation. The
newly appointed Interim President, Oleksandr Turchynov, former Minister of
Economy of Crimea, has mentioned that Ukraine will not recognise the
    consultation.

Going back to Shevchenko’s initial remarks, it is very likely that the Crimean conflict
does unfold dramatically. “It’s a challenge not just for [Ukraine] but for the
    whole world.”

My Bad!

Russia Gets Crimea Deadline as Yanukovych Warns of Civil War

Germany told Russia it must switch course in Crimea by next week or risk more sanctions as Ukraine’s deposed president warned of a possible civil war.
The European Union will discuss harsher penalties on March 17 barring “obvious changes in Russia’s actions,” German Foreign Minister Frank-Walter Steinmeier said today in Estonia. Toppled President Viktor Yanukovych told reporters in Russia that lawlessness is spreading in Ukraine, fomented by the “fascists and ultranationalists” who are in charge in Kiev.
“We don’t want a confrontation, but the actions of the Russian side make the preparations necessary,” Steinmeier said in Tallinn. “We continue to urge Russia to use the last possibilities that are still there for a diplomatic solution against such an escalation. Otherwise, relations between Europe and Russia won’t improve.”
Russia is wresting control of Ukraine’s Crimean peninsula, home to its Black Sea Fleet, sparking the worst crisis between Russia and the West since the Cold War. Moscow-backed Yanukovych, who was ousted last month after three months of anti-government protests, says he’s still Ukraine’s leader. The EU and the U.S. recognize the new administration in Kiev and are helping it secure billions of dollars in aid.

    Sanctions Strategy

The EU announced a three-stage sanctions process against Russia last week, starting with the suspension of trade and visa-liberalization talks. Stage two includes asset freezes and travel bans for as-yet unidentified officials and would be imposed if Russia boycotts international talks on a settlement with Ukraine. Stage three envisages “additional and far-reaching consequences” if Russia further destabilizes Ukraine.
Britain is hosting a meeting today to compile a list of people who could be hit by sanctions.
The U.S. banned visas for Russian officials and others it said were complicit in violating Ukraine’s sovereignty, while President Barrack Obama also authorized financial measures.
Russia’s position is unchanged by the threat of sanctions, Foreign Minister Sergei Lavrov said March 4. Three days later, he cautioned Secretary of State John Kerry against “hasty and ill-considered moves” that could hurt relations.
The unrest presents Russia’s economy with a “very challenging backdrop,” Citigroup Inc analyst Ivan Tchakarov said today in e-mailed note. He cut his 2014 growth forecast for gross domestic product to 1 percent from 2.6 percent.

    Markets Plunge

The crisis is also hurting financial markets in Russia and Ukraine. Russia’s RTS (RTSI$) stock index has declined 21.4 percent this year, the most in the world, while the ruble’s 9.7 percent weakening against the dollar is the second-worst performance among 24 emerging-market currencies tracked by Bloomberg.
The hryvnia, which has slumped 10.7 percent this year, was little changed at 9.23 per dollar today. The yield on state Eurobonds due 2023 fell 2 basis points to 10.35 percent, snapping four days of increases. GDP grew 3.3 percent from a year earlier in the fourth quarter, data released today showed.
As Ukraine races to secure financing to stave off a possible default, the World Bank said yesterday it had received a request for aid and that it was ready to provide as much as $3 billion this year. World Bank President Jim Yong Kim said the Washington-based lender would help “undertake the reforms badly needed to put the economy on a path to sustainability.”
    Western Aid

The U.S. has already promised $1 billion in loan guarantees to Ukraine, while the EU has outlined an 11 billion-euro ($15 billion) package of loans and grants for the coming years tied to the country agreeing on a program from the International Monetary Fund, which sent a mission to Kiev last week.
Ukraine, which says almost 19,000 Russian troops have taken control of Crimea, began military drills yesterday to test combat readiness. It may create a 20,000-strong National Guard to secure borders and provide a non-military “answer to destabilization,” Interior Minister Arsen Avakov said today.
President Vladimir Putin says the ethnic Russians who dominate Crimea are at risk from the new government in Kiev, an allegation Ukraine denies. He backs the Black Sea region’s recently appointed administration, which plans to hold a March 16 referendum on joining Russia. Western nations decry the vote.
As Crimea prepares for the ballot, the isolation of the peninsula from the rest of Ukraine intensified today as Kiev’s Boryspil airport said on its website that flights had been canceled to Simferopol, the region’s capital.
    Crimean Isolation

Russian forces have already taken charge of a ferry crossing at Kerch and blocked harbors, according to Ukrainian border guards. Surveillance pictures also show Russia controls the roads leading onto the peninsula, they said March 9.
Yanukovych said in the southern Russian city of Rostov-on-Don that extremists in Kiev are sparking unrest in Ukraine’s eastern and southern regions and “want to integrate nationalist fighters into the armed forces, handing them weapons.”
Ukraine’s State Security Service said today it had detained saboteurs in the eastern cities of Donetsk and Luhansk who may be Russian intelligence officers seeking to stir up further unrest. There’s a danger Russia’s incursions may eventually spread to Ukraine’s east, according to Amanda Paul, a policy analyst and program executive at the European Policy Centre.
“With Crimea apparently well under Russia’s control, it can now play around with the east,” she said by e-mail from Brussels. “Ukraine seems to be doing its best not to be provoked by Russian aggression. But it’s like having your house robbed and having to stand and watch without doing anything.”

Poland wants to host more US troops for security

    Mar. 11, 2014 8:38 AM EDT

LASK, Poland (AP) — Poland's President Bronislaw Komorowski says he would like more U.S. troops in the country to guarantee its security within NATO, which Poland joined 15 years ago this week.

Komorowski marked the anniversary with a visit to an air base in Lask, in central Poland, where a Polish F16 fighter force is based, along with 10 U.S. airmen who support rotating visits of American pilots and aircraft.

On a request that Warsaw made after Russian troops took control of Ukraine's Crimea, some 300 U.S. airmen and a dozen F16 fighters are expected in Poland this week. They will take part in joint exercises.

"We would like to see greater U.S. armed forces involvement on our territory within NATO," Komorowski said.

Formerly a Warsaw Pact nation, Poland joined NATO in 1999.

The unsanctioned aircraft had been spotted by Crimean self-defense forces and Berkut policemen.
