Just seeing all this hardware is all you need to see. This is a done deal can the Ukrainians stop them at all. I haven't looked into their military I doubt they can compete maybe they can surprise these guys defensivly. It is their turf that helps, I think they have to go guerilla style warfare from the begining IED all the way nasty prisoner taking the works. Get all the kids and women out of there towards the Polish border recognize this for what it is don't just sit and watch these guys build and build.

The oil reserve tapping is troubling....I guess they figure that Iran will get the order to block the straight if it looks like NATO will get involved. Just spit balling here but trying to think of all the players now.

WASHINGTON - US Secretary of State John Kerry is warning Russia that it will face immediate, "very serious," steps from the United States and Europe if it annexes Ukraine's Crimea region.

Kerry told a Senate committee on Thursday that Moscow should expect that the US and European Union would take measures against it on Monday should it accept and act on the expected results of this weekend's referendum in Crimea. Crimeans are to vote on joining Russia on Sunday in a vote that the US and EU say violates Ukraine's charter and international law. (AP) http://www.ynetnews.com/articles/0,7...498879,00.html

1630 GMT: How large is Russia’s “training exercise” on the northern border with Ukraine? Massive, the New York Times reports:
On Wednesday, the head of Ukraine’s National Security and Defense Council, Andriy Parubiy, claimed that Russian forces near the border totaled more than 80,000 solders, 270 tanks, 370 artillery systems and 140 combat aircraft. “Ukraine today is facing the threat of a full-scale invasion from various directions,” he said.
While the Russian government claims that these are training exercises, it’s also worth noting that those have to be pre-announced to neighbors under conventional arms agreements. They were not. In fact, the existence of this mobilization was denied by the Kremlin until today.

And, as we wrote earlier, the last time Russia conducted “drills,” they invaded Crimea. The buildup of troops in Crimea, on the eastern edge of Ukraine, and along the northern border, has the Ukrainian government extremely nervous that they are facing further invasion. History tells us they have reason to be nervous.

Ukraine Requests Weapons From US, Obama Rejects

Submitted by Tyler Durden on 03/13/2014 15:25 -0400

Shortly after Ukraine found out that financial aid from the US will not be
forthcoming (thanks to politicial gridlock); it appears they will be disappointed by
    the US once again:

    • *UKRAINE SAID TO ASK FOR ARMS FROM US, FLY SAYS CITING DJ
    • *U.S. SAID TO DENY UKRAINE REQUEST FOR ARMS, FLY SAYS CITING DJ

It would appear that what is good for US-assisted Syrian Al-Qaeda rebels is not good
enough for the vastly outmatched and outnumbered Ukrainians.

    FLASHBACK:
Obama's gift of F-16 fighters headed to Egypt, despite Morsi's harsh rhetoric

Four F-16 fighter jets left the U.S. this morning, bound for Egypt as part of a foreign aid package critics say should have been scrapped when the nation elected a president who has called President Obama a liar and urged that hatred of Jews be instilled in children.

A source who works on the naval air base in Fort Worth, Texas, confirmed the departure of the state-of-the-art fighter planes to FoxNews.com.

Sixteen F-16s and 200 Abrams tanks are to be given to the Egyptian government before the end of the year under a foreign aid deal signed in 2010 with then-Egyptian President Hosni Mubarak, a longtime U.S. ally.

Russian Armed Forces intensify battle drills
in areas bordering Ukraine - Defense Ministry

    http://voiceofrussia.com/news/2014_0...Ministry-2506/

    Photo: RIA Novosti

Units of the Russian Armed Forces are stepping up their battle drills at
training ranges of the Rostov, Belgorod, Tambov and Samara regions as part
of their combat training plans, the Russian Defense Ministry said in a press
release. The basic objective is to comprehensively check up the coordination
of action of the units so they could subsequently carry out training and
combat missions in different regions and new training areas.

"The main goal of the ongoing events is to comprehensively assess the units'
teamwork and subsequently tackle combat training tasks on an unfamiliar terrain
and untested training ranges," the ministry said.

The exercises include in two stages. At the first stage, the commanders and
personnel of motorized rifle, artillery and tank divisions were re-deployed from their
permanent bases to other districts with an unfamiliar terrain and worked together
with Russian Railways representatives to load their military hardware onto railway
    trucks.

At the first stage of the drills, servicemen also practiced driving military and other
special-purpose hardware on an unfamiliar terrain, reconnaissance of movement
routes, engineer reconnaissance and fortification operations.

"At the moment, unit commanders are testing methods of organizing different kinds
of battles, as well as military unit and fire command when tackling combat tasks,
trying to act unconventionally, deceive an adversary and take him by surprise," the
    ministry said.

This stage of the drills is taking place in a complicated tactical environment,
including a simulation of an imaginary adversary's actions.

The final stage of the event will involve live-fire exercises, as well as measures to
enhance the units' teamwork and their commanders' skills to guide artillery fire.

The exercises are expected to continue until the end of March.

Belarus offers Russia to deploy extra 15 planes
due to NATO activity near border

Russia will be offered to deploy up to 15 more warplanes in Belarus, in connection
with NATO activity near the Belarusian border, Belarusian President Alexander
    Lukashenko stated here on Wednesday.

"If they redeploy about fifteen airplanes from Italy (to the Baltic states), I think we
should contact the chief of the Russian General Staff and offer them the
reinforcements they are obligated to provide us with (as part of the Russian-
Belarusian alliance). Say, to move no more than 12-15 planes to Belarus now and
to determine their patrolling and back-up itineraries. Let them work and patrol,"
Lukashenko told the Belarusian Security Council in Minsk on Wednesday.

John Kerry: Russia has until Monday to reverse course in Ukraine
    http://washingtonexaminer.com/john-k...rticle/2545610

John Kerry: Russia has until Monday to reverse course in Ukraine
BY SUSAN CRABTREE | MARCH 13, 2014 AT 1:11 PM

Secretary of State John Kerry warned of serious repercussions for Russia on Monday if last-ditch talks over the weekend to resolve the crisis in Ukraine failed to persuade Moscow to soften its stance.

Kerry will travel to London for a Friday meeting with Russian Foreign Minister Sergey Lavrov ahead of a Sunday referendum vote in the Crimea region to secede from Ukraine and join the Russian Federation.

U.S. and European officials argue that Moscow is orchestrating the referendum and waging an intimidation campaign with thousands of Russian troops controlling the region. If Russian-backed lawmakers in Crimea go through with the Sunday referendum, Kerry said the U.S. and its European allies will not recognize it as legitimate under international law.

The U.S. and Europe on Monday would then unite to impose sanctions on Russia, Kerry told a Senate Appropriations subcommittee Thursday during a hearing on the State Department's budget.

“There will be a response of some kind to the referendum itself,” Kerry said. “If there is no sign [from Russia] of any capacity to respond to this issue ... there will be a very serious series of steps on Monday.”

“Our hope is to have Russia join in respecting international law. ... There is no justification, no legality to this referendum that is taking place,” he said. “The hope is that reason will prevail but there is no guarantee of that.”

Sen. Lindsey Graham, a South Carolina Republican and a top critic of President Obama's foreign policy, asked what the administration would do if Russian forces advance farther into the eastern area of Ukraine, and the new government in Kiev asks the U.S. for weapons to fight the Russians.

Kerry responded carefully, saying “we have contingencies – we are talking through various options that may or may not be available.”

“Our hope is not to create hysteria or excessive concern about that at this point in time,” he said. “Our hope is to avoid that, but there's no telling that we can.”

U.S. authorities are closely monitoring the number of Russian troops in Crimea, as well as their movements, he said, noting that Moscow is allowed to have a total of 25,000 troops in Crimea.

He said that currently Russia does not have the assets positioned to “march in and take over all of Ukraine but that could change and we recognize that.”

“I've been impressed on how united our European allies are on this… to a person, to a country, they are very, very committed to make sure there is accountability,” he said.

Sen. Patrick Leahy, a Vermont Democrat who was chairing the hearing, asked how this showdown with Russia in Ukraine is impacting efforts to destroy Syria's chemical weapons stockpile.

When Obama threatened to make good on his red-line threat to Syrian leader Bashar Assad, Russia helped avert U.S. military strikes by offering to step in and negotiate arrangements to have Damascus destroy its chemical weapons.

Kerry said Russia had been helpful in pushing Syria on tighter deadlines for locating, moving and destroying its stockpile, but considering the crisis in Crimea, their cooperation going forward is an open question.

China Warns West that Sanctions on Russia Could Spiral into Chaos - U.S. & E.U. Indicate Sanctions to Begin Monday

    http://scgnews.com/china-warns-west-...tions-to-begin

According to Reuters, China's top envoy to Germany has warned the West against punishing Russia with sanctions for its intervention in Ukraine, saying such measures could lead to a dangerous chain reaction that could spiral out of control.

This comes as U.S. Secretary of State John Kerry made a public statement letting Russia know that it has until Monday to reverse course in Ukraine, and the E.U. made it clear in a separate statement that the decision to implement sanctions starting Monday

China Warns West Not To Enforce Sanctions Against Russia

Submitted by Tyler Durden on 03/13/2014 12:17 -0400

"Sanctions could lead to retaliatory action, and that would trigger a spiral with unforeseeable consequences," warns China's envoy to Germany adding that "we don't see any point in sanctions." On the heels of Merkel's warning that Russia risked "massive" political and economic damage if it did not change course, Reuters reports ambassador Shi Mingde urged patience saying "the door is still open" for diplomacy (though we suspect it is not) ahead of this weekend's referendum. Russia's Deputy Economy Minister Alexei Likhachev responded by promising "symmetrical" sanctions by Moscow. So now we have China joining the fray more aggressively.
    Via Reuters,

China's top envoy to Germany has warned the West against punishing Russia with sanctions for its intervention in Ukraine, saying such measures could lead to a dangerous chain reaction that would be difficult to control. In an interview with Reuters days before the European Union is threatening to impose its first sanctions on Russia since the Cold War, ambassador Shi Mingde issued the strongest warning against such measures by any top Chinese official to date.

"We don't see any point in sanctions," Shi said. "Sanctions could lead to retaliatory action, and that would trigger a spiral with unforeseeable consequences. We don't want this."

    ...

Using her [Merkel's] toughest rhetoric since the crisis began, she warned in a speech in parliament on Thursday that Russia risked "massive" political and economic damage if it did not change course in the coming days.

Russia's Deputy Economy Minister Alexei Likhachev responded by promising "symmetrical" sanctions by Moscow. But Shi urged patience, saying the door for talks should remain open even after a referendum on Sunday in which Ukraine's southern region of Crimea could vote to secede and join Russia. Merkel and other western leaders have denounced the referendum as illegal and demanded that it be canceled.

"We still see a chance to avoid an escalation. The door to talks is still open. We should use this possibility, also after the referendum," Shi said.
After the Referendum, so when Russia is already in control. More importantly, China joins the fray with threats over West's sanctions. Perhaps BTFWWIIID will make a re-appearance any minute now.

US Army to proceed with planned exercise in Ukraine

Infantry Brigade Combat Team (Airborne) provide security from a vehicle during a
tactical control point exercise July 10, 2013, during Exercise Rapid Trident in
    Yavoriv, Ukraine.

VICENZA, Italy — Atlas Vision is canceled. But Rapid Trident is still a go.

The status of two annual U.S. Army Europe military exercises that were scheduled
for July — one in Russia, one in western Ukraine — is being affected differently by
the situation in Ukraine, which has been described as the worst crisis since the end
of the Cold War. The fact that the U.S. and its allies chose to go ahead with an
exercise in Ukraine while canceling the one in Russia demonstrates Western support
for Kiev in its confrontation with Moscow.

On March 3, the Pentagon announced that all exercises, bilateral meetings, port
visits and planning conferences with Russia were off.

Air Force Lt. Col. David Westover, a spokesman, said the U.S. European Command
had been in the planning stages for Atlas Vision 2014, which was to take place in
July in Chelyabinsk, in northeastern Russia, and focus on joint peace-keeping
operations. But because of the crisis, “all planning for this exercise has been
    suspended,” he said.

However, planning for Rapid Trident 2014 — a large, USAREUR-led multinational
exercise scheduled for July — is ongoing, he said.

That exercise, in Lviv, near the Polish border, is to “promote regional stability and
security, strengthen partnership capacity, and foster trust while improving
interoperability between USAREUR, the land forces of Ukraine, and other
(NATO and partner) nations,” according to the USAEUR website.

In addition to USAREUR troops, Rapid Trident 2014 will include units from Armenia,
Azerbaijan, Bulgaria, Canada, Georgia, Germany, Moldova, Poland, Romania, the
United Kingdom and Ukraine, Westover said. It will feature a combined U.S. and
Ukrainian battalion headquarters practicing a peacekeeping operation, he said.
“Exercise planning will continue until we are told otherwise.”

Last year’s exercise lasted two weeks and included about 1,300 troops. It focused on
“airborne and air-mobile infantry operations,” according to a report on the Rapid
    Trident website.

In the meantime, the crisis in Ukraine shows few signs of a quick resolution. Russian
troops are occupying the country’s Crimean peninsula, and a disputed referendum
there will decide whether the region will secede from Ukraine and eventually join
    with Russia.

On Wednesday, German Chancellor Angela Merkel, who is considered key in dealing
with Russian President Vladimir Putin, said that “the territorial integrity of Ukraine
cannot be called into question.” The same day, President Obama vowed to “stand
with Ukraine” during a White House visit by Arseniy Yatsenyuk, the besieged
    country’s pro-Western acting prime minister.

Westover said if relations were normalized between the West and Russia, Atlas
Vision might or might not be rescheduled.

“Obviously without proper prior planning, conducting an exercise of this nature
becomes difficult and jeopardizes our ability to participate,” he said

350 Russian paratroopers land on Arctic island in exercises

    KOTELNY ISLAND, March 14. /ITAR-TASS/.

A battalion of paratroopers numbering 350 people of the 98th airborne division successfully landed on the Temp ground on Kotelny Island (the New Siberian Islands) at 03:30 Moscow time on Friday (23:30 GMT, Thursday). It was the first mass landing of paratroopers in the Arctic region in Russia's history.

Cargoes needed for the troops, equipment and military vehicles on special platforms landed onto the ground 15 minutes before the landing of paratroopers, an Itar-Tass correspondent reported from the site.

MOSCOW, March 14 (Xinhua) -- Four Russian strategic bombers have been patrolling the Arctic Ocean over the past 12 hours, a senior military officer said Friday.
The patrols fit with previous announcements Russia would beef up its military presence in the area.

"In addition to the exercises of our brave paratroopers, we have arranged an air patrol mission by Tu-95MS strategic aviation planes over districts of the Arctic Ocean," Russian Air Force Commander Viktor Bondarev told reporters.

"The four airplanes have already been flying over these northern districts for 12 hours. They will be refueled in mid-air and will continue their patrolling flight for another 12 or 14 hours," the Interfax news agency quoted him as saying.

Russia this week has also been conducting massive exercises of airborne troops in its south-western regions, including those bordering Ukraine.

Earlier this year, Moscow revealed plans to expand its military presence in the Arctic and deploy a combined-arms force in that region by 2015.

Russian President Vladimir Putin has said Russia will never "surrender" its Arctic area. In December, Putin ordered the defense ministry to take every step necessary to protect Russia's security and national interests in the region.

KOTELNY ISLAND, March 14. /ITAR-TASS/. Russia’s four strategic bombers Tu-95MS have been carrying out their patrol mission over the Arctic Ocean since Thursday, Commander-in-Chief of the Russian Air Force, Lieutenant General Viktor Bondarev told reporters on the sidelines of the exercise of the 98th Ivanovo Airborne Division on Friday.

“Aside from airborne troops’ drills we also organised a patrol mission over the Arctic Ocean by Russia’s strategic bombers Tu-95MS. Four planes have been flying over the northern districts for 12 hours. After refuelling in the air they will continue their patrol for another 12-14 hours,” he said.

The bombers left the Ukrainka air base in the Amur region, Russia’s Far East, at 22:30 Moscow time on Thursday. After the bombers fulfil their mission, they will return to the same air base.

    Russia's Arctic Ambitions

    September 18, 2013 | 1427 Print Text Size

    Video Transcript:

Russian President Vladimir Putin announced on Monday that Russia would rebuild a naval base in the Arctic and restart naval patrols in the region. Russia's interest in the Arctic has both an economic and security dimension, one which will only grow as the region will become more accessible in the coming decades. However, following through with such plans will be both technologically difficult and expensive, so for now such naval plans can be seen mostly as military posturing on the part of Moscow.

Putin's statements came a few days after a convoy of 10 Russian warships successfully completed a journey from Severomorsk, near Finland, to Kotelny Island in the Novosibirsk Archipelago, a distance of over 2,000 nautical miles.

This journey went through the Northern Sea Route along Russia's Arctic coastline, an important transit corridor increasingly used for commercial shipping. While just five years ago there were no ships that transited through this corridor, 495 ships have received permission to travel the route this year as access has increased due to warmer summers and melting ice levels.

Russia has also been making plans to exploit and develop offshore oil and gas fields in the Arctic. This region is believed to have more than a fifth of the world's undiscovered hydrocarbon resources, something which has drawn in the interest of other littoral Arctic countries -- like the United States, Norway and Canada -- as well as energy-hungry countries like China, Japan and South Korea.

These factors have increased Russia's interest in establishing a greater security presence in the Arctic, as shipping lanes and potential energy production will need to be secured while other countries strengthen their military presence in the region as well. The last time Russia had a functional military base in the Arctic was during the Soviet period, which included the Temp military airfield on Kotelny Island. It is this base that Russia hopes to revive, with plans to modify an airstrip to be able to receive heavy cargo planes and bring in supplies for the reactivated air base.

A military presence in the form of a naval and air base would give Russia the coverage and ability to put air power over most of the Arctic. Considering that establishing alternative transit routes and access to the open seas, as well as developing cost-effective hydrocarbon deposits, are two important imperatives for Russia, the construction of such a base makes sense in Moscow's overall grand strategy.

However, there are many hurdles to Russia's plans for the Arctic. One of the biggest obstacles to the further development of the Northern Sea Route is the lack of search and rescue and navigation infrastructure in the Arctic.

Furthermore, building such military infrastructure in the Arctic is very expensive, and previous projects planned by the Russians have not panned out due to lack of necessary funds. Also, the economic viability of the Northern Sea Route is still limited because ships have to be accompanied by costly icebreakers and the route only offers limited seasonal access. With Russia currently experiencing an economic slowdown and long-term prospects far from positive, such plans should be seen with similar skepticism.

Despite these challenges, Russia feels the need to stake a claim on what will become a more contested region in the coming years. While the specifics of Russia's plans and its ability to realize them are from clear, the growing interest in the Arctic from Moscow and a number of other players is much more certain. However, there are plenty of technical and financial considerations that will need to be sorted out before these countries start to come into direct competition in the Arctic.

BREAKING: #Russia “Intercepted” US Drone Over #Crimea #Ukraine

    Unconfirmed. REPORT:

An American scout-attack drone was intercepted in the Crimean sky, the Rostec state corporation reports. “Judging by side marking, the MQ-5B drone was part of the 66th US brigade of military intelligence with the main location in Bavaria,” the report on the website of the corporation reads.

According to the report, at the beginning of March, the American brigade was relocated to the Ukrainian Kirovohrad, from where drones commit reconnaissance raids in the direction of Crimea and Russian border areas.

Earlier, they reportedly appeared in the Kherson region, in the area of the Crimean roadblock Chongar.

“According to some data, the American reconnaissance brigade had 18 MQ-5B drones in its arsenal. This is the second time the American UAV is intercepted over Crimea,” the report says.

“The drone was at the height of about 4 thousand meters and was practically invisible from the earth. It was possible to break the drone’s link with its American operators with the help of the EW (electronic warfare) complex Avtobaza. As a result, the device made an emergency landing and passed into the possession of the self-defense forces almost unbroken,” the report says.

An American scout-attack drone, "almost invisible at a height of 4000 meters" has,
according to AFP, been intercepted in the Crimean sky. Reports from the Russian
state arms and technology group Rostec stated, judging by side-markings it was an
MQ-5B drone - which is likely part of the 66th US Recon Brigade based in
    Bavaria
. It was possible to break the drone’s link with its American operators with
the help of the EW (electronic warfare) complex Avtobaza. As a result, the device
made an emergency landing and passed into the possession of the
    self-defense forces almost unbroken

"Self-defense" it would appear does not cross a red-line (until Sunday).

It is perhaps ironic that the US is complaining abouit Russia's military presence in
Ukraine even as its own equipment is reportedly operating in the country.

What next: CIA spooks in Kiev inciting a violent coup, oh wait, that would be Libya or
Egypt. And everyone knows what a success that way.

And as expected, the Pentagon promptly denied the drone belonged to the US. It
denied it not the biblical three times, but four. They must really mean it.

not playing semantics "No truth" its US. Asked four times, four ways.

Former Soviet satellites states Czech Republic, Poland, Hungary and Slovakia sign joint military pact

Four former Soviet satellites signed a military pact to coordinate defence planning and to create a joint combat unit to operate under NATO and EU auspices, in response to the Ukraine crisis.

VISEGRAD, Hungary: Four former Soviet satellites in Central Europe signed a military pact on Friday to coordinate defence planning and to create a joint combat unit to operate under NATO and European Union (EU) auspices, in response to the Ukraine crisis.

"The current situation in Europe shows that unfortunately a military conflict, previously considered unthinkable, could happen," Polish Defence Minister Tomasz Siemoniak said at a meeting of the Visegrad 4 (V4) group of countries - the Czech Republic, Hungary, Poland and Slovakia.

Speaking in Visegrad, Hungary, he said the Ukraine crisis showed the importance of "more dynamic cooperation" between the V4 countries within NATO and the European Union.

The "V4-EU" combat unit would only be ready to take part in NATO or EU operations by 2016, however, he said, adding that V4 military cooperation was "unique" within the NATO military alliance.

Europe's defence capabilities can be "improved," he told a news conference.

Hungarian Defence Minister Csaba Hende said that the joint body would comprise 3,000 soldiers contributed by the four countries.
"It would operate as a regional unit within NATO or EU operations," he added.

Friday's deal, signed by the defence ministers of all four countries, also included commitments on joint military exercises and defence spending coordination.

The V4 group was set up in 1991 as a forum for its members - all former communist countries and current EU members - to discuss common security and energy issues.

Hungarian Foreign Minister Janos Martonyi said on Thursday that the V4 members are particularly "vulnerable" to the Ukrainian situation, would be hurt by EU sanctions against Russia and would expect "solidarity" from other EU member states.

Poland, Slovakia, and Hungary all have borders with Ukraine as well as significant minorities living there, mostly in the western part of the crisis-wracked former Soviet state.

$3 Billion for Ukraine Aid Would Go to Russia

    By Michelle Caruso-Cabrera

As Western leaders prepare a bailout package for embattled Ukraine, they face a startling irony: Thanks to the almost bizarre structure of a bond deal between Ukraine and Russia, billions of those dollars are almost certain to go directly into the coffers of the Putin government. As CNBC has reported, some aid money is bound to go into Russia as a result of energy trade and other economic factors. But the situation is actually much more acute than just that: An existing agreement between the two countries makes an immediate, direct transfer from Ukraine to Russia legally enforceable.

In December, Russian President Vladimir Putin agreed to lend Ukraine $15 billion. Few details were released at the time, except that Ukraine would issue bonds and Russia would buy them in installments through 2014.

The first and only installment occurred in late December, while then-Ukrainian President Viktor Yanukovych was still in charge in Kiev. The second installment was slated to happen in late February, but it never occurred, because the pro-Russian president had fled Ukraine and a new government was in place.

That first installment was $3 billion — in U.S. dollars, as dictated by the terms of the deal — issued on Dec. 24. It carries a lenient interest rate considering the shattered state of Ukraine's economy: a coupon of only 5 percent, payable semiannually on June 20 and Dec. 20. It is short-term debt, maturing on Dec. 20, 2015.Startlingly, the notes are governed by U.K. law and subject to the exclusive jurisdiction of British courts. And most crucially, there is an odd clause in the bonds that has a direct impact on European and American taxpayers, as CNBC learned through a review of the bond agreement:
    Paragraph 3 (b) under Covenants:
    (b) Debt Ratio So long as the Notes remain outstanding the Issuer shall ensure that the volume of the total state debt and state guaranteed debt should not at any time exceed an amount equal to 60 percent of the annual nominal gross domestic product of Ukraine.

The implications of that clause are that the minute the West or the International Monetary Fund extends a large loan to Ukraine, that country will almost certainly have a debt-to-GDP that exceeds 60 percent, immediately putting the Russian loan into default. That gives Russia the right to demand immediate repayment. And because the bonds are governed by British courts — which, presumably, neither Ukraine nor Russia can manipulate — it would be extremely difficult for Ukraine to avoid making the payment, using its new bailout money.

The country and legal system where a bond is governed is of increasing interest to fixed-income investors and lenders around the world, a lesson learned during the Greek debt crisis. When a bond is issued under a country's local laws, the country's leadership can change the laws anytime. New laws can even be imposed retroactively. That's precisely what happened to the holders of Greek-law bonds during the debt crisis there. In the end, holders of Greek debt took a massive financial hit.

However, holders of the few Greek bonds that were governed under British law were and still are being paid back in full. They've made very healthy profits.

    J. Scott Applewhite / AP

Sen. Rand Paul, R-Ky., confers with an aide Wednesday, March 12, as the Senate Foreign Relations Committee drafts legislation that would show support for the people of Ukraine and send a get-tough message to Russian President Vladimir Putin for taking over the Crimea region.
That lesson wasn't lost on investors during Puerto Rico's protracted attempts to borrow billions of dollars this week. Until now, all Puerto Rican debt was issued under Puerto Rican law. But to get a $3.5 billion deal done this week (the largest junk muni bond offering in history, according to those familiar with the deal) the commonwealth had to put the new bonds under jurisdiction of the laws of New York state.

That issue is also central to the issue of Argentina's protracted debt fights with Elliott Management. Argentina's leaders have said that as a sovereign nation, the country should not be beholden to hedge funds. But because they issued their bonds under New York law, they are beholden to the courts of the United States.

In opposing loan guarantees for Ukraine during a debate Wednesday in the Senate Foreign Relations Committee, Republican Sen. Rand Paul argued that Russia would ultimately benefit. His amendment to cancel the guarantees was defeated.

COMMENT: So, according to The Ministry of Truth, Swoboda is now “moderate.” We guess that is what happens when the leader of the group (pictured at right) meets with the Secretary of State (John Kerry.)
Notice that Swoboda’s moderation is indicated by their unwillingness to “openly” advocate throwing firebombs at the Ukrainian government security forces.
Hey, that sure sounds moderate to us!

Before the protests, the nationalist party Svoboda had occupied the nationalist niche to the right of Ms. Tymoshenko. But Svoboda and Fatherland are now allied. . . . [They were all along. Just check out FTR #779–D.E.)
The Svoboda party, meanwhile, has moderated, and did not openly [!–D.E.] endorse the tactic of throwing firebombs when street fighting began in January. Svoboda was founded in 1991 under the name the Socialist-Nationalist Party of Ukraine, with a symbol that resembled a swastika. COMMENT: The Orwellian aspects of the Ukrainian crisis could not be exaggerated and are explored at greater length in this post (and will be in upcoming programs as well.)
(We have done four programs to date about the Ukrainian crisis: FTR #‘s 777, 778, 779, 780.)
In past programs and posts, we have noted that Victor Yuschenko’s term as pres*i*dent of the Ukraine–realized through the so-called Orange Revolution–featured the for*mer Ykaterina Chumachenko as his wife. Formerly Ronald Reagan’s Deputy Director of Public Liaison, the former Ms. Chumachenko was a prominent member of the UCCA, the top OUN/B front organization in the United States. (For background on the OUN/B, the Ukrainian fascist template organization for Swoboda, see the For The Record programs noted above.)
We suspect that the former Ms. Chumachenko was the real power behind the throne.
While president of the Ukraine, Yuschenko presided over a fundamental makeover of Ukrainian history and, through that, political ideology.
The dramatic and fundamental nature of this revisionism paved the way for the public positioning of the fascist Swoboda party as a viable, democratic entity. Swoboda is a primary element in the new Ukrainian government, dominating the military and judicial processes of that country.
PLEASE take time to examine the text excerpt below in detail. Note the bold-faced parts. Orwell made manifest.
Key points of Yuschenko’s ideological makeover of the Ukraine, which set up the “legitimacy” of Swoboda:

    • Yuschenko literally undertook to create a ministry of truth, in effect, designating the former KGB archives as the focal point to begin a fundamental political makeover of Ukrainian history and ideology.
    • Contrasting the OUN/B and its affiliated organizations as truthful and just, contrasted with “everything Soviet” as false and evil, Yuschenko succesfuly effected a wholesale revisionism of Ukrainian politics and history.
    • Yushchenko appointed the young activist Volodymyr V’’iatrovych (b. 1977) director of the SBU archives [the focal point of the successful revisionist effort–D.E.]. V’’iatrovych combined his position as government-appointed memory manager with ultra-nationalist activism; he was simultaneously director of an OUN(b) front organization, the Center for the Study for the Liberation Movement.
    • The revisionism cast the OUN/B as having fought the Nazis, a complete historical lie.
    • The alleged anti-Nazi activity of the OUN/B co-exists in a remarkable political landscape with adulation of the 14th Waffen SS Division (Galicia) and its allied formations. Even as OUN/B is portrayed as having saved Jews from the Holocaust, its activities in murdering them is celebrated.
    • Directly, explicitly and overtly evolved from the OUN/B, Swoboda retains all of the OUN/B’s fascism and bigotry, masked by nationalistic fervor.
    • The fundamentals of Swoboda’s politics and character can be gleaned from examining party leader Oleh Tiahnybok’s ideological adviser. “Yurii Mykhal’chyshyn (b. 1982), Tiahnybok’s adviser on ideological matters, Svoboda’s top name in the election to the Lviv city council and its candidate for mayor in 2010, represents a more radical current in the movement. Proudly confessing himself part of the fascist tradition, Mykhal’chyshyn relishes the harshness, extremism and uncompromising radicalism of his idols of the 1930s and 1940s.
    • In Canada, Tiahnybok was honored by veterans of the 14th Waffen SS Division. In the Ukraine, Swoboda held celebrations of the division, featuring and honoring veterans of the unit, returning the grace and favor deferred upon its leader.
    • Tiahnybok ideological adviser Mykhal’chyshyn openly embraces street violence as a fundamental tactic.
    • Tiahnybok ideological adviser Mykhal’chyshyn celebrates the Holocaust and supports Hamas.
    • Swoboda is affiliated with other European fascist parties, including the Swedish fascist milieu to which Pirate Bay/WikiLeaks benefactor Carl Lundstrom belongs.

“The Return of the Ukrainian Far Right: The Case of VO Svoboda,” by Per Anders Rudling; Analyzing Fascist Discourse: European Fascism in Talk and Text edited by Ruth Wodak and John E. Richardson; Routledge [London and New York] 2013; pp. 228–255, more.
EXCERPT: . . . . . Swept to power by the Orange Revolution, the third president of Ukraine,Viktor Yushchenko (2005–2010), put in substantial efforts into the production of historical myths. He tasked a set of nationalistically minded historians to produce and disseminate an edifying national history as well as a new set of national heroes. . . . .
. . . . . The OUN wings disagreed on strategy and ideology but shared a commitment to the manufacture of a historical past based on victimization and heroism. The émigrés developed an entire literature that denied the OUN’s fascism, its collaboration with Nazi Germany, and its participation in atrocities, instead presenting the organization as composed of democrats and pluralists who had rescued Jews during the Holocaust. The diaspora narrative was contradictory, combining celebrations of the supposedly anti-Nazi resistance struggle of the OUN-UPA with celebrations of the Waffen SS Galizien, a Ukrainian collaborationist formation established by Heinrich Himmler in 1943 (Rudling, 2011a, 2011c, 2012a). Thus, Ukrainian Waffen SS veterans could celebrate the UPA as “anti-Nazi resistance fighters” while belonging to the same war veterans’ organizations (Bairak, 1978). Unlike their counterparts in some other post-Soviet states, Ukrainian “nationalizing” historians did not have to invent new nationalist myths but re-imported a narrative developed by the émigrés (Dietsch, 2006: 111–146; Rudling, 2011a: 751–753). . . . .
    YUSHCHENKOISM
As president, Yushchenko initiated substantial government propaganda initiatives. In July 2005, he established an Institute of National Memory, assigned the archives of the former KGB (now the SBU, Sluzhba Bezpeki Ukrainy, the Ukrainian Security Service) formal propagandistic duties and supported the creation of a “Museum of Soviet Occupation” in Kyiv (Jilge, 2008: 174). Yushchenko appointed the young activist Volodymyr V’’iatrovych (b. 1977) director of the SBU archives. V’’iatrovych combined his position as government-appointed memory manager with ultra-nationalist activism; he was simultaneously director of an OUN(b) front organization, the Center for the Study for the Liberation Movement. State institutions disseminated a sanitized, edifyingly patriotic version of the history of the “Ukrainian national liberation movement,” the leaders of which were presented in iconographic form as heroic and saintly figures, martyrs of the nation (Rasevych, 2010; Rudling, 2011c: 26–33, 2012b).
Yushchenko’s mythmaking had two central components. The first was the presentation of the 1932–1933 famine as “the genocide of the Ukrainian nation,” a deliberate attempt to exterminate the Ukrainians which, his myth-makers claimed, resulted in the death of 10 million people in the republic.
The other component was a heroic cult of the OUN(b), the UPA and their leaders. The “memory managers” juxtaposed the genocidal Soviet rule with the self-sacrificial heroism of the OUN-UPA, producing a teleological narrative of suffering (the famine) and resistance (the OUN-UPA) leading to redemption (independence, 1991). Curiously, Yushchenko’s legitimizing historians presented their instrumentalized use of history as “truth,” which they juxtaposed to “Soviet myths.” Wilfried Jilge, a historian at the University of Leipzig, writes that “[i]t takes place by means of discourse, rituals, and symbols and uses the past to provide legitimization and to mobilize the population for political purposes. . . . A reconstructed historical memory is created as ‘true memory’ and then contrasted with ‘false Soviet history’ ”(Jilge, 2007:104–105). Thus, Valentyn Nalyvaichenko, SBU director under Yushchenko, described the task of his agency as being to disseminate “the historical truth of the past of the Ukrainian people,” to “liberate Ukrainian history from lies and falsifications and to work with truthful documents only” (Jilge, 2008:179). Ignoring the OUN’s antisemitism, denying its participation in anti– Jewish violence, and overlooking its fascist ideology, Nalyvaichenko and his agency presented the OUN as democrats, pluralists, even righteous rescuers of Jews during the Holocaust.
The hegemonic nationalist narrative is reflected also in academia, where the line between “legitimate” scholarship and ultra-nationalist propaganda often is blurred. Mainstream bookstores often carry Holocaust denial and antisemitic literature, some of which finds its way into the academic mainstream (Rudling, 2006). So too, for instance, can academic works on World War II by reputable historians integrate the works of Holocaust deniers and cite the former KKK Grand Wizard David Duke as a “expert” on the “Jewish Question.” . . . .
. . . . The culmination of Yushchenko’s Geschichtspolitik was his designation, a few days before leaving office, of Bandera as a hero of Ukraine. Again, there was little protest from intellectuals who identify themselves as liberals. . . . .
. . . . On June 30, 2011, the 70th anniversary of the German invasion and Stetsko’s “renewal of Ukrainian statehood” was re-enacted in Lviv as a popular festival, where parents with small children waved flags to re-enactors in SS uniforms. . . .
. . . . . Ironically, the presentation of the OUN as resistance fighters against Nazi Germany coexists with an elaborate cult of the Waffen SS Galizien (Rudling, 2012a). Lviv streets have been renamed after Nazi collaborators like Roman Shukhevych and Volodymyr Kubijovyc. In the Lviv city hall, Svoboda is currently working to have the Lviv airport renamed after Bandera. Svoboda deputy Iuryi Mykahl’chyshyn stated, “We should have the airport named after Stepan Bandera. I don’t want to point any fingers. . . . But we will have a Bandera airport, a Bandera stadium, and the entire city will be carrying Bandera’s name, because he is its most living symbol”(“U L’vovi budut’ stadion,” 2012). In the fall of 2011, Svoboda deputies in a municipality in the Lviv district renamed a street from the Soviet-era name Peace Street (Vulytsia Myru ) to instead carry the name of the Nachtigall Battalion, a Ukrainian nationalist formation involved in the mass murder of Jews in 1941, arguing that “ ‘Peace’ is a holdover from Soviet stereotypes”(“Vulytsiu myru,” 2011). . . .
. . . . Svoboda’s claims to the OUN legacy are based upon ideological continuity, as well as organization and political culture (Shekhovtsov, 2011b:13–14). Presenting Svoboda as the successor of Dontsov and the OUN, Tiahnybok regards Svoboda as “an Order-party which constitutes the true elite of the nation” (Tiahnybok, 2011). Like those of many other far-right movements, Svoboda’s official policy documents are relatively cautious and differ from its daily activities and internal jargon, which are much more radical and racist (Olszan´ski, 2011). Svoboda subscribes to the OUN tradition of national segregation and demands the re-introduction of the Soviet “nationality” category into Ukrainian passports. “We are not America, a mishmash of all sorts of people,” the Svoboda website states. “The Ukrainian needs to stay Ukrainian, the Pole—Polish, the Gagauz—Gagauz, the Uzbek—Uzbek” (“Hrafa ‘natsional’nost’v pasporti,” 2005). Svoboda’s ultra-nationalism is supplemented with more traditional “white racism” (Shekhovtsov, 2011b: 15). . . . .
. . . . Conspiracy theory is integral to Svoboda Weltanschauung, particularly conspiracies with anti-Semitic undertones. In August 2011, in an apparent attempt to distance themselves from the Norwegian terrorist Anders Behring Breivik, Svoboda claimed that he was a Jewish Mason (Redkolehiia chaso-pysu “Svoboda,” 2011). In September 2011, Svoboda activists mobilized from several parts of Ukraine to organize rallies against Hasidic pilgrims to Uman.
Following violent clashes, the police detained more than 50 Svoboda activists, armed with gas canisters, smoke bombs and catapults. The Cherkasy branch of Svoboda criticized the police for their alleged failure “to stop and avert aggression by Hasidic Jews to Ukrainians” (“Uman: Righ-twing activists detained,” 2011).Svoboda’s anti-Russian and anti-Jewish rhetoric is accompanied by an anti-Polish message. Svoboda maintains that Poland has played a negative historical role in Ukrainian lands. The party demands an official apology from Poland for five hundred years of Polonization, from the 15th to the 20th centuries, and indemnities for “the Polish terror and occupation of Ukrainian lands in the 20th century” (“Zaiava VO ‘Svoboda’ shchodoproiaviv ukrainofobii,” 2010). Focusing on divisive and sensitive issues, Svoboda provocatively denies any involvement of the Waffen SS Galizien in atrocities against the Polish minority in Galicia. For instance, on the site of Huta Pieniacka, Svoboda hasplaced a huge billboard denying the conclusion of both Polish and Ukrainian historical commissions that the fourth police regiment, which was later adjoined to the Waffen SS Galizien, burnt this Polish village and slaughtered most of its residents on February 28, 1944. . . .
. . . . Svoboda is a mem*ber of the so-called Alliance of European National Movements, a network which includes the British National Party, Nation aldemokraterna of Sweden, the Front National in France, Fiamma Tricolore in Italy, the Belgian National Front, and the Hungarian Jobbik (Umland, 2011). This seemingly unlikely cooperation is partly facilitated by a joint fascination with ethnic purity, inspired by Alain de Benoit, the ideologue of the French Nouvelle Droit. De Benoit fears the disappearance of pluralism and the reduction of all cultures into a world civilization and argues that each ethnos should be allowed to develop independently on its given territory, without the admixture of other cultures. Nation aldemokraterna, their Swedish sister party, advocates a form of ethnic segregation, which they refer to as “ethnopluralism” (Dahl, 1999: 68, 136).
Svoboda has opened an office in Toronto, which has been visited by several of its leading figures (“Diial’nist Kanads’koho predstavnyttva ‘Svo-body,’ ” 2009). In Canada, in May 2010, Tiahnybok received the golden cross “for his service to Ukraine” from the Brotherhood of the Veterans of the First Ukrainian Division of the Ukrainian National Army, as the veterans of the Waffen SS Galizien call themselves (“Esesovtsy nagradil lideraukrainskikh natsionalistov,” 2010). Following the conviction and sentencing of the death camp guard John Demjanjuk to five years of jail for his role as an accessory to the murder of 27,900 people at the Sobibór death camp,Tiahnybok traveled to Germany and met up with Demjanjuk’s lawyer, Ulrich Busch, presenting the death camp guard as a hero, a victim of persecution, who is “fighting for truth” (“Oleh Tiahnybok iz dvodennym vizytomvidvidav Nimechynu,” 2010). 10
Tiahnybok’s heroization of the Waffen SS Galizien and other Nazi collaborators is accompanied by ideological claims that the OUN-UPA conducted an anti-Nazi resistance struggle against Hitler.
Yurii Mykhal’chyshyn (b. Constantly reiterating that “We consider tolerance a crime” and that “We value the truth of the spirit and blood over-all success and wealth” (Nasha Vatra , n.d.), Mykhal’chyshyn takes pride in the label “extremist,” which he proudly shares with “Stepan Bandera, who created an underground terrorist-revolutionary army, the shadow of which still stirs up horrible fear in the hearts of the enemies of our Nation”(Mykhal’chyshyn, “Orientyry”, n.d.). Mykhal’chyshyn serves as a link between VO Svoboda and the so-called autonomous nationalists. Mirroring the “autonomous anarchists” of the extreme left, which they resemble in terms of dress code, lifestyle, aesthetics, symbolism and organization, the “autonomous nationalists” attract particularly militant and extremely violent “event-oriented” young fascists. Mykhal’chyshyn has combined the attributes of various stands of the extra-parliamentary extreme right: Doc Martens shoes, buzz cuts and bomber jackets are in the tradition of the skinheads, while the nightly torchlight parades under black banners with SS symbols resemble the political rituals and Aufmärsche in Nazi Germany. The glorification of street violence is a key com*po*nent of this political subculture: in an extra session with the Lviv regional Rada in front of the Bandera memorial in Lviv, Mykhal’chyshyn boasted that “Our Banderite army will cross the Dnipro and throw that blue-ass gang, which today usurps the power, out of Ukraine. . . . That will make those Asiatic dogs shut their ugly mouths.”
While hardly a typical man of the belles-lettres , Mykhal’chyshyn, is actually a student of fascism. . . . His interest is not exclusively academic; under the pseudonym Nachtigall 88, Mykhal’chyshyn promotes fascist ideology with the purpose of promoting a fascist transformation of society in Web forums linked to Svoboda and “autonomous nationalists.” In 2005, he organized a political think tank, originally called “the Joseph Goebbels Political Research Center” but later re-named after the German conservative revolutionary Ernst Jünger. (Olszan´ski, 2011).
Explicitly endorsing Hamas, Mykhal’chyshyn regards the Holocaust as “a bright episode in European civilization” which “strongly warms the hearts of the Palestinian population. . . . They hope it will be all repeated” (“Mikhal’chyshyn schitaet Kholokost,” 2011; “Ukrainskii natsist,” 2011).
We recog*nize the heavy emphasis on heroes and heroism from the narrative of the émigré OUN and from Yushchenko’s legitimizing historians. The difference is that, unlike these two influences, Mykhal’chyshyn does not deny Bandera and Stets’ko’s fascism. On the contrary, their fascist ideology constitutes the basis for his admiration. . . .
. . . . While he is no longer a serious political player, Yushchenko left behind a legacy of myths which helped legitimized Svoboda’s ideology. Svoboda’s appropriation of many rituals in honour of “national heroes” from more moderate nationalists is but one expression of its increased political strength in post-Yushchenko Western Ukraine. . . .
. . . . On April 28, 2011, Svoboda celebrated the 68th anniversary of the establishment of the Waffen SS Galizien. Octogenarian Waffen SS veterans were treated as heroes in a mass rally, organized by Svoboda and the “autonomous nationalists.” Nearly 700 participants (the or-ganizers claimed 2,000) marched down the streets of Lviv, from the massive socialist–realist style Bandera monument, to Prospekt Svobody, the main street, shouting slogans like “One race, one nation, one fatherland!,” . . . .
    . . . . The procession was led by Mykhal’chysh

Default Re: Russian Invasion Of Ukraine (Formerly: Democratic Malaise Draws Ukraine Eastwards

This oil giant could get crushed by Ukraine

    Talking Numbers

Once known as the "Breadbasket of Russia", Ukraine is now also Russia's fuel tank. And, one American company has 10 billion reasons to hope nothing goes wrong.

Ukraine sits on 39 trillion cubic feet of natural gas reserves. That's about one-quarter the world's entire proven reserves. One company that has bet big on Ukraine's natural gas is US-based Chevron.
Back in November 2013, the company signed a 50-year deal with Ukraine's ousted president Viktor Yanukovich. The deal involved developing the Olesska shale gas field with $350 million to $400 million spent on exploratory drilling. The total investment would then go up to $10 billion. Ukraine's then-Energy Minster Stavytsky estimated that as much as 353 billion cubic feet of natural gas could be extracted every year. That translates to roughly $1.7 billion in revenues per year on the upper end given current natural gas prices.

For a company like Chevron, which saw $211.8 billion in revenues last year, $1.7 billion is chump change.
But, given that Chevron's operating income was $27.4 billion, that's nothing to sneeze at, either.
Nonetheless, should Chevron investors worry that a sizeable investment in Ukraine be in jeopardy if the situation with Russia gets worse?
Talking Numbers contributor Richard Ross, Global Technical Strategist at Auerbach Grayson believes that Chevron's stock's long-term technicals are a buy. And, he sees the situation in Ukraine as nothing to worry about, especially compared to other energy companies operating in that country.
"The Chevron is in the far western portion of Ukraine which is the most pro-EU, pro-West," says Talking Numbers contributor Richard Ross, Global Technical Strategist at Auerbach Grayson. "In relation, the Shell shale is in the eastern part of Ukraine, which is not quite as friendly to the Western businessman. So, I think Chevron has a leg up both technically longer-term and perhaps fundamentally."

But, with Chevron's revenues down 5% in 2013 compared to 2012, the company may have other things to worry about than Ukraine, according to CNBC contributor Gina Sanchez, founder of Chantico Global.
"This isn't going to make or break the company," says Sanchez. "This incremental yield of anything that they find in Ukraine isn't going to be the difference between a success and failure for Chevron."
Instead, Sanchez sees Chevron's domestic efforts in oil as being a key driver for its potential growth.
"They're also doing quite a bit of exploration here in North America, not just in fracking," says Sanchez. "They're one of the few companies doing something that's slightly cheaper which is to continue to drill some of these older wells for oil that's still in there. They still have some really bright prospects for the future if they can contain the costs in the immediate-term and boos their margins."
