    RUSSIAN FM: “We are getting alarming reports that a column with armed mercenaries from Right Sector has left Kharkov for Donetsk and Lugansk. Right Sector leaders have declared the opening of the ‘eastern front’ and one of the clothing factories is hurriedly sewing Russian military uniform,” the ministry said.

    “Russia is receiving many appeals from peaceful citizens who are asking for protection. These appeals will be considered,” the ministry said.

    Watching the Russians... Off Florida's Coast

    Tom Hill @te3ej has been tracking the Russian Tug Nikolay Chiker for the last few weeks as it made its way down to Cuba with Russia's premier spy ship the Viktor Leonov CCB-175. Yesterday Tom Hill noted the tug has taken up position just off the coast of Florida - now for two days at 29 18 00.0N, 80 30 00.0W.

    While some mock the Russians for always deploying tugs with their Navy, I've grown to appreciate it as I have now observe them use the tugs effectively both in soft power operations and now military operations like trapping the Ukrainian fleet.

    Navy's can do a lot when they have ships with incredible utility like Fleet tugs, indeed one might ask how the US government screams really loud about climate change, but doesn't build ships like icebreakers and fleet tugs. Like I've always said, we should all start to actually worry about the effects of climate change the day the government starts buying a bunch of those types of ships, because that will be the day the government is legitimately worrying about it.

    The Nikolay Chiker is widely considered to be one of the worlds most powerful ocean tugs, but more important from this observers perspective, the tug seems to always be escorting high value assets of the Russian Navy when it deploys.

    So the question is, why have the Russians parked their premier Northern Fleet naval tug off the coast of Florida? There are probably several valid reasons, but if I was to speculate, the following two reasons strike me as the most likely.

    The ship is observing the launch of Falcon 9 SpaceX CRS3 scheduled for early Sunday morning from the SLC-40 Cape Canaveral Air Force Station. SpaceX’s Falcon 9 rocket will launch the Dragon C3 for its fifth operational cargo delivery mission to the International Space Station. The flight is being conducted under the Commercial Resupply Services contract with NASA.

    In addition to that though, during previous visits to the US east coast by the tug, US media reported that Nikolay Chiker escorted Russian nuclear attack submarines that were patrolling our coast at the time. Given circumstances taking place in Ukraine, I think it is very possible that Nikolay Chiker is staying near Cape Canaveral for legitimate reasons (to monitor the launch) but is also standing nearby as one or more Russian nuclear attack submarines monitor US Navy activity out of Kings Bay, Mayport, and or Norfolk during a period of political crisis between the US and Russia.

    Indeed, given the presence of Nikolay Chiker off the Florida coast and given the events unfolding in the Ukraine, I believe it would be foolish not to assume that Russia is operating submarines off our East coast naval bases.

    Fire-sale of US Treasuries is a warning of acute stress across the world

    Somebody is a selling a fistful of US Treasuries. It could be Russia, or China, Turkey, South Africa, or Indonesia, or all frantically selling bonds at the same time for different reasons.

    We don’t yet know. All we know is that the US Federal Reserve’s custody holdings on behalf of foreign central banks plunged by $106bn in the week ending March 12, the biggest one-week drop on record.

    Russia’s central bank is undoubtedly liquidating reserves at a breakneck pace to prevent a collapse of the rouble, as foreign companies scramble to get all their spare cash out of Russian accounts before the G7 guillotine comes down on the Putin clan next week. It is certainly trying to remove its assets beyond the jurisdiction of the US authorities – though that will not be easy. The SEC takes no prisoners. In the end, the world is more frightened of US regulators than it is of Putin's tanks or his polonium. Soft power can trump hard power.

    One investor told me that clients in Russia are literally loading up cars with computers, machinery, and anything that will fit, and rushing them out of the country for fear that assets will nationalised. Whatever happens, nobody will forget this in a hurry.

    Yet the latest financial ructions go beyond Russia, they reek of stress in the international system. “Countries are intervening all over the place to defend their currencies, (which means they are tightening). Their central banks built up huge war chests of reserves for a rainy day, and now it is raining,” said David Bloom, currency chief at HSBC.

    CIA: Al-Qaeda Calls for Car Bomb Attacks on American Cities, Targets Abroad

    The latest issue of Al-Qaeda's Inspire magazine contains an article about using car bombs in U.S. cities as well as abroad during election seasons, both presidential and congressional, as well as on Christmas and New Years Eve.

    The cities and areas listed in the piece include Washington, D.C., New York, Northern Virginia, Chicago, and Los Angeles.

    America is our first target, followed by United Kingdom, France and other crusader countries.

    As for the field target for the car-bomb, you have places flooded with individuals, e.g. sports events in which tens of thousands attend, election campaigns, festivals and other gathering. The important thing is that you target people and not buildings:

    Washington DC and New York:

    Washington is the capital, and New York is the former capital. Both have symbolic importance to the American people and government. Moreover, White House is in Washington, and DC has about 347,000 federal govern ment employees and many important figures in the government live there. As for New York, it is known for its status as a financial, cultural, transportation, and manufacturing center, it is the leading center of banking, finance and communication in the United States.

    Northern Virginia:

    It has a big military presence, almost all the military bases are based in this state, apart from the Air Force which is based in Chicago. There are federal agencies in Northern Virginia, including the headquarters of the Department of Defense and CIA; and military facilities in Hampton Roads, the site of the region's main seaport. Virginia in general attracts a load of tourists.

    Chicago:

    It is in the mid of the US, hence it is a major transportation hub. It is an important component in global distribution, as it is the third largest inter-modal port in the world. It is also an important worldwide center of commerce. The city has the second largest financial center in the United States. Among its most important financial structures:

    1. Sears Tower, a 108-story skyscraper, it held the title tallest building in the world for about 25 years.

    2. The Chicago Board of Trade Building.

    Los Angeles:

    The most populous city in the state of California, and the second most populous in the United States. It is also the largest manufacturing center in the western United States.     Bearing in mind that none of these weapons has struck them post 9/11. So why would they relate Al-Qaeda to these bombs? Simply because they fear these weapons and have seen enough of their destructive power in Afghanistan and Iraq.

    Many Feisal Shahzads are residing inside America, and all they need is the knowledge of how to make car bombs. They are all yearning to fulfill their duty of Jihad.

    The American government was unable to protect its citizens from pressure cooker bombs in backpacks, I wonder if they are ready to stop car bombs!

    Therefore, as our responsibility to the Muslim Ummah in general and Muslims living in America in particular, Inspire Magazine humbly presents to you a simple improvised home recipe of Shahzad's car bomb.

    The piece also lists specific locations and times to attack European sites in England and France.     The EU does not recognize the results of the Crimean referendum

    European Council President Herman Van Rompuy and European Commission President Jose Manuel Barroso said that the referendum in the Crimea is illegal, illegitimate, and the EU will not recognize the results.

    “The European Union believes a referendum on the future status of the territory of Ukraine contrary to the Ukrainian Constitution and international norms.” – Said in a joint statement by the leaders of the European Union.

    They also repeatedly called on Russia to respect the sovereignty and territorial integrity of Ukraine and return its troops to their places of permanent deployment.

    The statement indicated that on Monday EU foreign ministers will consider additional sanctions against Russia.
    On declaring the results of the referendum in the Crimea and said U.S. Secretary of State John Kerry.

    Vice News reporter Simon Ostrovsky has been covering the ongoing crisis in Crimea with interesting and insightful dispatches being released over the past week, but it's how he handles people who don't want him to film that has us particularly impressed.

    Throughout the video, Ostrovsky has encounters with people hostile to journalists - pro-Russian civilians standing outside a Ukraine military base, soldiers - and just about every time, they tell him to shut off his camera or attempt to physically cover it.

    "Get rid of that camera!" says one woman while pushing away the camera. "This is a provocation!"

    Perhaps his most testy encounter comes at a Ukrainian naval base when a Russian soldier (although he won't admit that) tells him, "No photo, no video."

    "Why can't we film, just because you don't want us to?," Ostrovsky defiantly asks. He continues, asking him who he is and what authority he has to tell him to stop filming. "Show me a document," he says.

    The entire exchange is pretty risky for any journalist, especially considering what has happened to others in recent days. On Friday, AP reporters were branded as "spies" and had their equipment confiscated in Crimea's capital city.

    Yesterday, Russian troops advanced north of Crimea, taking new territory and digging in along the southern border of the mainland.     1446 GMT: Russian President Vladimir Putin has spoken with German Chancellor Angela Merkel and British Prime Minister David Cameron, and he stands behind the legitimacy of the Crimean parliament:
    In a statement, the Kremlin said Mr Putin “underlined in particular that the steps taken by Crimea’s legitimate authorities are based on international law and aimed at guaranteeing the legitimate interests of the peninsula’s population”.

    The Kremlin also said that Mr Putin discussed the lack of action by Kiev “to limit the rampant behaviour of ultra-nationalists and radical forces in the capital and in many regions”.

    It said the three leaders “exchanged points of view on what the international community could do to normalise” the situation in Ukraine.

    Morning all... I'm tuned into 4625 khz right now. The signal is there, very weak, but I can hear it. I strung up a 20M dipole on the roof this weekend with a East-West Orientation, fed with a 300 ohm tv twin lead cable, going to my ancient heathkit antenna tuner. (As an aside I've spoken to a W1AW/7 station operating in Az, as well as KE4YZ in Miami last night using 5 watts, got a 59 report, best you can get).

    I want to get my better antenna back up, but between housework, chores and helping my wife, I have little more than 15-20 minutes to do other things at any given time.

    John Bolton: Sending Kerry To Deal With Russian FM Lavrov Is Like “Sending A Cupcake To Negotiate With A Steak Knife”

    Bolton is however wrong about there being no votes before. In 1991, Ukraine including Crimea voted along with the the rest of Ukraine to be an independent entity. 54% of Crimeans (not under a gun) voted to be part of an independent Ukraine.
    Via IJR:
    Former U.N. Ambassador John Bolton has been an outspoken critic of the Obama administration’s foreign policy, but this latest comparison literally “takes the cake.”

    While appearing on Fox News to discuss the referendum in the Crimea to join Russia, Bolton discussed the weak sanctions America is taking against Russia:

    “I don’t think [the sanctions] will have much impact. I think the Obama administration and the Europeans are demonstrating weakness, these sanctions are pinpricks, and y’know we sent Secretary of State John Kerry to London to negotiate with Russian foreign minister Sergei Lavrov, that’s like sending a cupcake to negotiate with a steak knife.”

    Bolton continued to describe the collective failure of leadership in the West, which he says has ignored these threats for five years, and is now seeing the consequences of this inattentiveness. Finally, he predicts that Putin will use the Crimea to get what he “really wants, which is a government subservient to Russia.”

    Meanwhile, Obama is defending his wearing of mom-pants to Ryan Seacrest in an attempt to sell Obamacare to young people.

    Moscow (AFP) - A leading anchor on Russian state television on Sunday described Russia as the only country capable of turning the United States into "radioactive ash", in an incendiary comment at the height of tensions over the Crimea referendum.

    "Russia is the only country in the world realistically capable of turning the United States into radioactive ash," anchor Dmitry Kiselyov said on his weekly news show on state-controlled Rossiya 1 television.

    Kiselyov made the comment to support his argument that the United States and President Barack Obama were living in fear of Russia led by President Vladimir Putin amid the Ukraine crisis.

    His programme was broadcast as the first exit polls were being published showing an overwhelming majority of Crimeans voting to leave Ukraine and join Russia.

    He stood in his studio in front of a gigantic image of a mushroom cloud produced after a nuclear attack, with the words "into radioactive ash".

    "Americans themselves consider Putin to be a stronger leader than Obama
    ," he added, pointing to opinion polls which then popped up on the screen.

    "Why is Obama phoning Putin all the time and talking to him for hours on end?" he asked.


    Kiselyov has earned a reputation as one of Russia's most provocative television news hosts, in particularly with his often blatantly homophobic remarks.

    But he is also hugely influential with his weekly news show broadcast at Sunday evening prime time.

    Putin last year appointed Kiselyov head of the new Russia Today news agency that is to replace the soon to be liquidated RIA Novosti news agency with the aim of better promoting Russia's official position.

    Kiselyov also made great play of Russia's so-called "dead hand" capability to fire nuclear-capable intercontinental missiles automatically in the case of attack.

    The system, also known as Perimeter, was in use during the Cold War but its use in post-Soviet Russia is not officially confirmed.

    But Kiselyov appeared to claim it remained active, giving Russia the chance to strike back even if its main command positions were taken out in a strike by the West.

    "Even if people in all our command posts after an enemy atomic attack cannot be contacted, the system will automatically fire our missiles from mines and submarines in the right direction," he added.

    The channel's graphic showed the line of a Russian missile heading towards the Pacific coast and the United States.

    Pro-opposition news site slon.ru did not mince its words in describing the implications of Kiselyov's comments.

    "This evening... Dmitry Kiselyov threatened the United States with a nuclear strike if the conflict over Crimea deepens," it said.


    Russia and the United States are reducing their Cold War missile and nuclear warhead arsenals under the terms of the New Strategic Arms Reduction Treaty that entered into force in 2011.

    Speculation is its activation is related to the events in Ukraine.

    Thanks for putting this up. As much as I have been working with my own SDR I never came across this on the web at all. By the way I couldn't hear anything on that frequency on my own equipment. The antenna I am using is completely wrong for HF it picks up alot but not that good.

    SIMFEROPOL, Ukraine — With thousands of heavily armed Russian troops occupying this perennially embattled peninsula, an overwhelming majority of Crimeans voted on Sunday to secede from Ukraine and join Russia, resolutely carrying out a public referendum that Western leaders had declared illegal and vowed to punish with economic sanctions.
    The outcome, in a region that shares a language and centuries of history with Russia, was a foregone conclusion even before exit polls showed more than 93 percent of voters favoring secession. Still, the result deepened the conflict over Ukraine, forcing the United States and its European allies to decide how swiftly and forcefully to levy threatened sanctions against Russian officials including top aides to President Vladimir V. Putin.
    With the voting complete, Mr. Putin, who had stalled on the question of annexation by saying he wanted to hear the Crimean public proclaim its will, is now under pressure to make a decision. He could move ahead — a complex and costly venture given the peninsula’s geographic isolation — or leave more than two million people, whose well-being he vowed to protect, in the limbo of other Russian-backed breakaway regions like Abkhazia and South Ossetia, in Georgia.

    David Herszenhorn reports from Crimea, where an overwhelming majority of Crimeans voted on Sunday to secede from Ukraine and join Russia.
    Should he annex Crimea, Mr. Putin could find himself quickly forced into negotiations with the fledgling government in Kiev that he has so far refused to recognize or meet, or face a serious conflict over water, energy and other essentials for which Crimea is largely dependent on mainland Ukraine.
    Mr. Putin also needs to decide what to do about Ukrainian military personnel, many surrounded for more than two weeks on bases throughout Crimea, and refusing to surrender.
    Unrest continued to swirl in eastern Ukraine as well, where Russian troops have massed along the border, raising fears of a new military incursion into mainland Ukraine. In Kharkiv, several thousand pro-Russia demonstrators scuffled on Sunday with the police outside the governor’s office. The crowd shouted, “Putin! Putin! Putin!” and “Crimea we are with you!” After pushing against the thick ranks of Ukrainian police guarding the governor’s office for several minutes, the crowd marched to the Russian Consulate, carrying Russian flags and freshly made red banners that read “Russian Spring.”
    President Obama spoke with Mr. Putin by telephone on Sunday, but the statements they later released had little if any hint of progress toward a peaceful resolution of the crisis.
    “President Obama emphasized that the Crimean ‘referendum,’ which violates the Ukrainian constitution and occurred under the duress of Russian military intervention, would not be recognized by the United States and the international community,” the White House said in its statement. The president, it added, again warned of “additional costs” to be imposed on Russia and urged Mr. Putin to take “a clear path for resolving this crisis diplomatically.”
    Secretary of State John Kerry also expressed concern in a phone call on Sunday with his Russian counterpart, Sergey V. Lavrov, about “continuing provocations” in eastern cities, where American officials have accused the Kremlin and its intelligence agents of fomenting unrest.

    For his part, according to the Kremlin, Mr. Putin called the referendum “fully consistent with international law and the U.N. Charter” and cited what he called the famous Kosovo precedent, referring to the province that amid atrocities on Kosovar Albanians broke away from Serbia with Western help and eventually declared independence. Mr. Putin repeated his claims that the Russian-speaking population in Crimea was being terrorized by rampant ultranationalist and radical groups and said that European monitors should be allowed into all of Ukraine.
    In a sign of Mr. Putin’s extreme confidence, and the West’s relatively limited options to confront him, the Russian president remained in the southern resort city of Sochi, where he watched the final events of the Paralympics and planned to attend the closing ceremony.

    Crimeans, at the Crossroads

    On Sunday, the referendum on the status of Crimea divided the population of the multicultural region.
    Mr. Putin’s spokesman, Dmitri S. Peskov, at the same time, brushed aside a warning from the leaders of the Group of 7 world powers of unspecified consequences for Russia’s violation of international law in Crimea, saying it would have no effect on Russia’s policies.


    Despite the uncertainties still surrounding Crimea, jubilant victory parties broke out long before the polls closed here in Simferopol, the capital, and in Sevastopol, where Russia has long maintained the headquarters of its Black Sea fleet. In Simferopol’s Lenin Square a crowd of thousands celebrated late into the night creating a sea of Russian flags, pumping their fists in the air in victory and chanting “Russia! Russia!”


    As they left the polls, after casting paper ballots, many voters were ebullient and expressed no concern about the soldiers with automatic weapons deployed across the peninsula.


    “Our people must be united in Russia,” Yelena Parkholenko, 27, a manicurist with violet hair, said matter-of-factly after casting her vote at School No. 21 in Simferopol.
    “We were not asked when Crimea was combined with Ukraine. Now they are asking us,” said Svetlana Fedotova, a small-business owner, who arrived to vote at School No. 21, with her daughter, Yekaterina, and 9-month-old granddaughter Yelizaveta. “We’re Russian and we want to live in Russia.”


    Citizens with misgivings about joining Mr. Putin’s Russian Federation, particularly Crimean Tatars, a Muslim Turkic people with a history of persecution by Russia, generally opted to stay home rather than participate in what they called a rigged vote.


    At a cultural center that served as a polling station in Bakhchysaray, the historical home of Crimean Tatars, few if any Tatars were casting ballots.


    Early on Sunday, Enrique Ravello, an election observer visiting Simferopol from Catalonia, Spain, and a supporter of the separatist movement there, praised the strong voter turnout and said his region was envious of Crimea.

    “Crimea in Catalonia is for us an example, for what we would like to do,” Mr. Ravello said. “We don’t know if the so-called Western democratic Spain will permit us to be as free as you are today.”


    Freedom, however, was a matter of debate, especially given the Russian military presence. The referendum also offered no option that would maintain Crimea’s current status of limited autonomy from the Ukrainian government.


    In Kiev, the new government held an emergency cabinet meeting to discuss the continuing military threat in eastern Ukraine. The acting prime minister, Arseny P. Yatsenyuk, told ministers that the government would prosecute the organizers of the referendum and others supporting Crimean separatism. Mr. Yatsenyuk said the organizers were now “under the cover of Russian troops” but the Ukrainian government would “bring them to justice in Ukrainian and international courts.”


    On Saturday, the Ukrainian Parliament voted to dissolve the Crimean Parliament — a step that was largely symbolic given that it was blithely ignored here in Simferopol.

    Crimea was effectively part of Russia from the late 1700s until the dissolution of the Soviet Union in 1991. Geographically, however, the peninsula is isolated from Russia, and annexing it could prove logistically complicated and exceedingly costly at a time when the Kremlin is bracing for an economic slowdown.
    On Saturday, Russian forces arrived by helicopter to seize control of a natural gas terminal just outside the Crimean border, drawing renewed threats of military retaliation by the government in Kiev, but also underscoring the enormous challenges that lie ahead for Russia should it move forward with the annexation.


    Voters on Sunday said that they were not deterred from charting their new course toward Russia, despite fears that vital utility services, transportation arteries and business links could be cut off. A bridge across the Strait of Kerch, the smallest water body separating Russia from Crimea, would take years to build.


    In exit interviews at the polls, many voters expressed joy at the prospect of leaving Ukraine and absolute faith that Mr. Putin would make the transition smooth, issuing new passports, paying pensions and providing other benefits.


    For many voters, religious affiliation was also a major factor in supporting secession from Ukraine.


    “I’m Orthodox, and Orthodoxy began in Crimea,” said Yury Lyudmilov, 72, a poet and film director with flowing white hair who came to vote under overcast skies in dark-tinted glasses. “Orthodox people must be reunited.”


    Referring to Russia, Ukraine and Belarus, Mr. Lyudmilov added, “This is all Russia — greater Russia, minor Russia and white Russia.”


    Sergei Aksyonov, the pro-Russian prime minister of Crimea, has sought to reassure residents that contingency plans are in place, and that it would not be in Ukraine’s interest to break current agreements on supplies of water, electricity, natural gas and other essentials.


    “There are absolutely no grounds for switching the power off,” Mr. Aksyonov said at a news conference last week. “The bills are being paid in full and in compliance with the legislation of Ukraine. Such outages are possible only if it’s done of nuisance to play a nasty trick on Crimeans.”


    Crimeans, whose numbers include a majority of ethnic Russians, as well as ethnic Ukrainians, Crimean Tatars and dozens of other ethnicities, have lived peacefully over the nearly quarter-century of Ukrainian independence.


    Sunday’s vote, however, threatened to split society in numerous, and perhaps unexpected, ways. In addition to Crimean Tatars, who make up about 12 percent of the population and generally oppose becoming part of Russia, many young Crimeans, born after Ukrainian independence, have come out strongly against the referendum, putting them in conflict with their parents and grandparents, some of whom have fond memories of the Soviet Union.


    “The vote is fiction,” said Kseniya Zaplantinskaya, 19, a philosophy student. “In my family there are different opinions; my parents are for Russia.”


    Anastasia Sherbina, 21, a medical student, said she would vote for Crimea to remain part of Ukraine, the only national identity she has ever known. “I was born here,” Ms. Sherbina said. “I’ve lived here. I want to be a Ukrainian.”


    In Bakhchysaray, Nina Trofimovna, 68, offered the opposite view. “We’re returning home to Russia,” she said. “It won’t be simple, but we’re ready for anything because we’re going home.”

    Russia's Special Ops Invasion of Ukraine Has Begun

    Putin appears to be using elite commandos—Spetsnaz—to spearhead his stealth move into Crimea and, perhaps, beyond.


    Forget the military forces massed on the border and brief incursions into Ukrainian territory and airspace. Russia is invading Ukraine in the shadows. The same special operations forces that appear to be rigging the election in Crimea are quietly escalating tensions inside other parts of eastern Ukraine.


    This week the Security Service of Ukraine (SBU) arrested a group of people led by a Ukrainian citizen who were said to be scoping out three of its most crucial military divisions in the southern Ukrainian city of Kherson.


    In Donetsk in eastern Ukraine, press reports from the ground say that Russian provocateurs have attacked Ukrainians who organized anti-Russian street protests.
    The forces behind these operations, according to U.S. officials briefed on the updates in Ukraine, are likely the Spetsnaz, the Russian military’s highly trained saboteurs, spies and special operations forces who may change the face—and the borders—of Ukraine without once showing the Russian flag on their uniforms. Or, for that matter, without wearing any particular uniforms at all.
    Few politicians in Kiev seemed to have any doubts that the results of the referendumSunday will bring Crimea under the Kremlin's control.



    In 1979 the Soviet Union was able to take over Afghanistan with less than 700 Spetsnaz soldiers. These same operatives are now spreading out over Ukraine, according to U.S. officials who spoke to The Daily Beast on condition of anonymity. One of these officials stressed that while U.S. intelligence assesses there are more Spetsnaz forces surging into Ukraine, there is no reliable number on how many are inside the country and ultimately whether their presence is a prelude to a more formal invasion.


    On March 5, Jane's Defense Weekly ran an analysis of Russian troop movements near Ukraine and noted similarities with the USSR's special operations campaign in 1979 before the full invasion of the country. "A significant indicator of Russia's next steps would be the arrival in Crimea of personnel from Moscow's GCHQ-NSA equivalent organization, previously titled the Federal Agency of Government Communications and Information (FAPSI), to carry forward the situation," Jane's wrote. In the last seven weeks, two recordings of high profile telephone conversations featuring European Union and U.S. officials have mysteriously surfaced on the Internet, suggesting Russia's technical intelligence services have been active during the Ukraine crisis


    Of course, the situation in Ukraine is fluid, and the intelligence coming from the area is incomplete. Most analysts say only Putin and a small circle of advisers will decide whether Russia's current military incursions become a full-fledged invasion.


    On the ground in Ukraine, such confusion reigns that the role of Spetsnaz is hard to confirm. But its involvement would come as no surprise.


    In Kiev’s Maidan Square, there’s the camp set up by veterans who fought for the Soviets in Afghanistan when Ukraine was still part of the USSR. Twenty-five years ago, Ukrainian and Russian soldiers belonged to the same army; they were dying shoulder to shoulder in Afghanistan. So the Ukrainian veterans watch closely and understand only too well the tactics used against them now.


    For the last two weeks, Oleg Mikhnyuk, the commander of a group of veterans calling themselves the Afghan Hundred, has been receiving reports from southern and eastern Ukraine about the mysterious "Russian presence" on Ukraine's territory. "If in the beginning of March they were just 'little green men' without identity driving armored vehicles all over Crimea, now the invasion is official, as Kherson region is definitely outside of the Russian Black Sea fleet jurisdiction, " Mikhnyuk said. (Putin played his game initially within his self-defined version of a treaty that gives Russia the right to locate military bases in Crimea.)


    This evening the crowd in the Afghan veterans’ camp grew quiet as one of their senior officers spoke on his cell phone. Earlier in the day, the foreign ministry of Ukraine declared that the Russian invasion had gone beyond the Crimean peninsula, and the ministry demanded immediate withdrawal of Russian military forces from Ukrainian territory.


    On the previous night, locals of Strelkovoye village complained to Afghan veterans about Russian military helicopters circling over Kherson region. On Saturday morning about 50 militants in Russian army uniforms occupied a natural gas substation there. "But our forces immediately reacted and pushed them off our territory," Mikhnyuk said, expressing hopes that no "provocation could cause bloodshed in the future.”


    Meanwhile, Petr Mekhed at the Ukrainian ministry of defense declared that "the statement about the invasion came from foreign ministry, and the defense ministry cannot confirm the invasion.”


    Also reports continue of "unknown armed men" kidnapping Ukrainian civil society activists, and even anti-Russian activities are suspected as “false flag” operations by Putin’s operatives. Saturday afternoon, a Greek Catholic priest, Mykola Kvich, was reportedly kidnapped as he conducted a service in his church in Sevastopol. At about 8 p.m. dozens of masked men stormed the Moskva Hotel in the Crimean capital of Simferopol. The hotel's visitors were told to stay in their rooms while the men armed with machine guns raided the hotel.


    Daily Beast correspondent Jamie Dettmer, who was there, says they may well have been Spetsnaz: “They initially claimed it was an anti-terror exercise and then said it was a false tip off. They were aggressive, waving guns, automatic weaponry with silencers on, and they lashed out at a cameraman with rifle butts. Maybe an exercise in intimidation—we don't know."


    Few politicians in Kiev seemed to have any doubts that the results of the referendum Sunday will bring Crimea under the Kremlin's control. The question discussed in political circles continues to be whether Russia will use open military force against Ukrainian army bases outside the peninsula, in the rest of Ukraine. With the Spetsnaz deployed, it may not have to.

    U.S. rejects Crimea referendum, warns Russia of imminent sanctions

    (Reuters) - The United States warned Russia on Sunday that Western sanctions were imminent and Moscow would pay an increasing price for its military intervention in Ukraine as the White House rejected a referendum in the Crimea region that it was powerless to stop.


    With Washington and its European allies expected to unveil coordinated punitive measures against Moscow as early as Monday, U.S. Secretary of State John Kerry told Russian Foreign Minister Sergei Lavrov that Russia must pull its forces in Crimea back to their bases.


    Confirming what people on both sides of the crisis had seen as a foregone conclusion in the hastily called referendum in Crimea - a region with a Russian-speaking majority - Russian state media said Crimeans voted overwhelmingly to break with Ukraine and join the Russian Federation on Sunday.


    "This referendum is contrary to Ukraine's constitution," White House Press Secretary Jay Carney said. "The international community will not recognize the results of a poll administered under threats of violence and intimidation from a Russian military intervention that violates international law."


    Amid accusations from Republican critics that President Barack Obama had not shown enough resolve against Russian President Vladimir Putin, the U.S. administration appeared intent on showing it was not bluffing in its threat of consequences for the seizure of Crimea.


    U.S. options are limited to prevent Putin from formally annexing the strategic region, but some officials in Washington are hopeful that instead of pressing ahead with such a provocative action Putin may hold off for now, seeking to avoid further escalation of the situation.


    White House senior adviser Dan Pfeiffer said the administration was working with European partners to step up pressure on Russia in the worst East-West standoff since the Cold War. Crimea's pro-Russian regional government went ahead with the referendum despite U.S. and European pressure to call it off.


    "You can expect sanctions designations in the coming days," Pfeiffer told NBC's Meet the Press, as the administration prepared to identify Russians whom the United States will seek to punish with visa bans and asset freezes the president authorized last week.


    COORDINATED SANCTIONS


    A U.S. sanctions announcement is expected on Monday, and foreign ministers from the European Union, which has major trade ties with Russia, will decide on possible similar action in Brussels on Monday, Western sources said.


    While Washington and its allies essentially have ruled out military action, American and European Union officials worked over the weekend preparing coordinated lists of those to be targeted initially.


    Sanctions are not expected to be imposed on Putin himself at this point, and a congressional source said the first round could also spare Russian oligarchs close to him.
    Though news reports have cited some of Putin's senior aides as possible targets, U.S. and European officials could decide to start mostly with lower-level Russian officials seen as complicit in the takeover of Crimea.


    "Otherwise you leave yourself with no room to escalate" the allied response, the congressional source said. The measures would include bans on travel to the United States and Europe and a freeze on bank accounts and other assets held in those places.


    Also not expected to be named in the latest round of sanctions are the heads of Russian oil company Rosneft or gas company Gazprom, with such figures possibly held in reserve if further punitive measures are needed.


    COMPLICATIONS


    At the same time, the Obama administration is mindful that Russia could retaliate with steps of its own. Any efforts to punish Moscow are complicated by the need for cooperation on Iran nuclear diplomacy, removal of Syrian chemical weapons and use of Russian territory for U.S. withdrawal from Afghanistan.


    Obama's aides have discussed the potential for "blowback" in other areas of U.S.-Russia relations and believe that Moscow will not take dramatic steps on issues unrelated to Ukraine.


    In Sunday's television interview, Pfeiffer sidestepped the question of whether Washington would provide military aid to Ukraine's interim government, which has accused Russia of violating its sovereignty over Crimea.


    "We're looking at all ways of assistance," Pfeiffer said.


    Pfeiffer said Putin has a choice. "Is he going to continue to further isolate himself, further hurt his economy, further diminish Russian influence in the world, or is he going to do the right thing?" he said.


    Republican Senator John McCain, just back from a visit to Ukraine, urged the administration to provide military assistance to Ukraine, resume development of a U.S. missile defense system for Eastern Europe and take steps toward NATO membership for Georgia and Moldova.


    "The United States of America has to first of all have a fundamental reassessment of our relationship with Vladimir Putin. No more 'reset' button," McCain told CNN, referring to Obama's outreach to Russia early in his first term.


    Tennessee Senator Bob Corker, the top Republican on the Senate Foreign Relations Committee, told Fox News "there's no question our administration has created an air of permissiveness" by failing to take a tougher line with Russia.


    In his talk with Lavrov, Kerry said Russian forces must return to base and objected to its military activities in Ukraine's Kherson oblast area and continuing "provocations" in Eastern Ukraine, a senior State Department official said.


    Lavrov, according to a Russian statement, "agreed to continue work to find a resolution on Ukraine through a speedy launch of constitutional reform."


    The U.S. official made clear Washington was pleased by Moscow's emphasis on constitutional reforms, describing this as "positive." The official emphasized, however, that what troubled the United States most were recent Russian troop movements.

    Text of the White House statement Sunday on the referendum in Crimea:


    The United States has steadfastly supported the independence, sovereignty, and territorial integrity of Ukraine since it declared its independence in 1991, and we reject the "referendum" that took place today in the Crimean region of Ukraine. This referendum is contrary to Ukraine's constitution, and the international community will not recognize the results of a poll administered under threats of violence and intimidation from a Russian military intervention that violates international law.


    No decisions should be made about the future of Ukraine without the Ukrainian government. Moreover, this vote was not necessary. The Ukrainian government has made clear its willingness to discuss increased autonomy for Crimea, and the presidential elections planned for May 25 provide a legitimate opportunity for all Ukrainians to make their voices heard on the future of their country.


    In addition, Ukraine, the United States, the EU, the OSCE, the U.N., and others have called for Russia to allow international monitors into the Crimean peninsula to ensure that the rights of ethnic Russians in Ukraine are being upheld. Russia has spurned those calls as well as outreach from the Ukrainian government and instead has escalated its military intervention into Crimea and initiated threatening military exercises on Ukraine's eastern border.


    Russia's actions are dangerous and destabilizing. The U.N. Security Council recognized this in a vote yesterday that only Russia opposed. As the United States and our allies have made clear, military intervention and violation of international law will bring increasing costs for Russia — not only due to measures imposed by the United States and our allies but also as a direct result of Russia's own destabilizing actions.


    In this century, we are long past the days when the international community will stand quietly by while one country forcibly seizes the territory of another. We call on all members of the international community to continue to condemn such actions, to take concrete steps to impose costs, and to stand together in support of the Ukrainian people and Ukraine's territorial integrity and sovereignty.

    The EU has agreed to impose travel bans and asset freezes against 21 officials from Russia and Ukraine, following Sunday's referendum in Crimea.


    The individuals affected are seen as having playing a central role in Crimea's move to break away from Ukraine and join with Russia.


    Pro-Moscow officials in Crimea says the move was backed by 97% of voters, and have declared the region independent.


    Kiev, the US and EU have all said they do not recognise the referendum.

    European Union readies first round of sanctions on Russia

    LONDON – Europe’s top diplomats began huddling in Brussels on Monday to finalize sanctions on individuals leading the drive to split Crimea off from Ukraine and deliver it to Russia, a move likely to increase tensions with Moscow.


    Foreign ministers from the 28 nations of the European Union say they are united in condemning Sunday’s secession vote in Crimea as illegal, invalid and worthy of a strong riposte. That response will start with travel bans and asset freezes on people who the EU believes facilitated Russia’s military incursion into the Crimean peninsula and expedited the referendum on breaking away from Ukraine.


    The blacklist is likely to include several dozen officials in Crimea’s Russian-backed regional government and in Moscow itself, though President Vladimir Putin’s name is not expected to appear on the list.


    “We need to show solidarity with Ukraine, and therefore Russia leaves us no choice,” said Radoslaw Sikorski, the Polish foreign minister.


    At the same time, the EU’s top diplomat, Catherine Ashton, said the door remained open for a political solution. Europe, along with the United States, has urged Russia to negotiate directly with Ukraine, but Moscow has so far refused on the grounds that the current government in Kiev illegitimately took power in a coup.


    “There needs to be dialogue. There needs to be a way through this that can actually lead to the territorial integrity of Ukraine being assured and good and strong relations with Russia for Ukraine and for the European Union,” Ashton said.


    She dismissed Sunday’s vote as a “so-called referendum” with no basis in international law. Western nations insist they will not recognize the outcome.


    Crimean officials say that 97% of those who voted opted to unite the strategically important region with Russia, which ruled Crimea until 1954. The local parliament formally declared independence Monday and said it would apply to join Russia.


    Whether the travel bans and asset freezes under discussion by the EU will hurt Moscow remains to be seen. Critics scoff at those penalties as laughable moves to prevent Russian officials from going on shopping sprees in Paris.


    “These measures…will certainly make an impact on the individuals concerned,” British Foreign Secretary William Hague said. “Of course, they are partly a statement of our strong opposition to what has happened. An important element of this will be the readiness to adopt further measures.”


    The EU, which has a strong trading relationship with Russia and imports large amounts of Russian gas and oil, says harsher economic sanctions will follow if Moscow does not de-escalate the situation in Crimea. The Kremlin has warned that it will respond to sanctions in kind.

    SIMFEROPOL, Ukraine — Ukraine's Crimean peninsula declared itself an independent nation Monday after its residents voted overwhelmingly to secede and try to join Russia, while U.S. and European Union diplomats discussed sanctions against Russia for backing the referendum.


    Ukraine's political turmoil has become Europe's most severe security crisis in years and tensions are high since Russian troops seized control of Crimea two weeks ago. Large amounts of Russian troops are also massed near the border with Russian-speaking eastern Ukraine, which has sharp political differences with the country's new government in Kiev.


    The U.S., EU and Ukraine's new government do not recognize the referendum held Sunday in Crimea, saying it violates both Ukrainian and international norms. Moscow, however, considers the vote legitimate and Russian President Putin was to address both houses of parliament Tuesday on the Crimean issue.


    The Crimean parliament declared that all Ukrainian state property on the Black Sea peninsula will be nationalized and become the property of the Crimean Republic.

    Lawmakers also asked the United Nations and other nations to recognize it and began work on setting up a central bank with money from Russia.


    Crimean lawmakers said they were flying to Moscow later Monday to discuss annexation by Russia.


    Russia is expected to face sanctions from the U.S. and Europe for backing the Crimean referendum, which could also encourage rising pro-Russian sentiment in Ukraine's east and lead to further divisions in the nation of 46 million.


    Moscow, meanwhile, called on Ukraine to become a federal state as a way of resolving the polarization between Ukraine's western regions — which favor closer ties with the 28-nation EU — and its eastern areas, which have long ties to Russia.


    In a statement Monday, Russia's Foreign Ministry urged Ukraine's parliament to call a constitutional assembly that could draft a new constitution to make the country federal, handing more power to its regions. It also said country should adopt a "neutral political and military status," a demand reflecting Moscow's concern about the prospect of Ukraine joining NATO.


    Russia is also pushing for Russian to become Ukraine's state language.


    There was no immediate comment from Ukraine's new government, which emerged after the pro-Russian President Viktor Yanukovych fled to Russia after three months of protests that culminated in deadly clashes.


    Reflecting the rising tensions, the Ukrainian parliament approved the president's order for a partial armed forces mobilization of up to 20,000 people.


    In Brussels, Polish Foreign Minister Radoslaw Sikorski said the West must now retaliate.


    "We need to show solidarity with Ukraine and therefore Russia leaves us no choice," Sikorski told reporters in Brussels. "The (annexation) of Crimea cannot rest without a response from the international community."

    The government says it rejects the result of Crimea's referendum, which Foreign Secretary William Hague has denounced as a "mockery of proper democratic practice".
    A total of 95.5% of voters in Crimea supported joining Russia and leaving Ukraine, officials said.
    Mr Hague said Russia must now face "economic and political consequences".
    A statement from Number 10 said that the UK did not "recognise" the referendum or its outcome.
    Crowds of pro-Moscow voters celebrated in the main city of Simferopol, and Crimea's pro-Russia leader, Sergei Aksyonov, said he would apply to join Russia on Monday.
    But some Crimeans loyal to Kiev boycotted the referendum, and the EU and US condemned it as illegal.
    A total of 95.5% of voters in Crimea have supported joining Russia and leaving Ukraine, officials said.
    Even before the polling stations had closed, the referendum was being widely denounced in the West.
    Mr Hague said: "Nothing in the way that the referendum has been conducted should convince anyone that it is a legitimate exercise.
    "The referendum has taken place at 10 days' notice, without a proper campaign or public debate, with the political leaders of the country being unable to visit Crimea, and in the presence of many thousands of troops from a foreign country. It is a mockery of proper democratic practice.
    "The UK does not recognise the referendum or its outcome, in common with the majority of the international community."
    'Unacceptable' With reports of more disturbances in the city of Donetsk in the largely pro-Russian eastern Ukraine, Mr Hague went on to warn the Kremlin against any further military incursion into Ukrainian territory.
    "Any attempt by the Russian Federation to use the referendum as an excuse to annex the Crimea, or to take further action on Ukrainian territory, would be unacceptable," he said.
    "I call on Russia to enter into dialogue with Ukraine and with the international community to resolve this crisis through diplomacy and in accordance with international law, not to exacerbate it further through unilateral and provocative actions."
    'Resolve this crisis' Mr Hague was speaking from Brussels where, on Monday, he is expected to discuss a range of possible sanctions with other EU ministers. These could include asset freezes, and travel bans aimed at senior Russian officials.
    A Number 10 spokesman said: "We don't recognise the Crimea referendum or its outcome. We call on Russia to enter dialogue with Ukraine and resolve this crisis within international law."
    Russia's military intervention in the Crimean peninsula - part of Russia until 1954 and host to its Black Sea fleet - followed the fall of Ukraine's pro-Moscow President Viktor Yanukovych on 22 February.
    Even before the polling stations had closed, the referendum on its future was being widely denounced in the West.
    In a joint statement, European Commission President Jose Manuel Barroso and European Council President Herman Van Rompuy said it was "illegal and illegitimate and its outcome will not be recognised".
