    MOSCOW (AP) — Russia slapped a travel ban Thursday on nine U.S. lawmakers and officials — the first retaliation against the United States for its sanctions against Russia for annexing Crimea.


    The Russian Foreign Ministry made the move minutes after President Barack Obama announced a new round of sanctions. The ministry said "the use of sanctions is a double-edged sword that will boomerang against the United States."

    Russia Bans Nine Americans After Obama Expands Sanctions

    Minutes after President Barack Obama announced a new round of sanctions against officials and allies of the Russian government, Russia countered with its own set of entry bans against nine American officials.


    The list of those sanctioned includes House Speaker John Boehner, Senate Majority Leader Harry Reid, Senate Foreign Relations Committee chief Bob Menendez and top Republican Sen. John McCain of Arizona.





    Also named are White House advisers Ben Rhodes, Caroline Atkinson and Dan Pfeiffer as well as senators Mary Landrieu, D-La., and Dan Coats, R-Ind.


    “We have repeatedly warned that the use of sanctions instruments - double-edged things - boomerang on the United States itself,” the Russian Ministry of Foreign Affairs said in a statement.


    Those targeted in the United States appeared to be anything but dismayed by their inclusion on the Russian sanctions list.


    "The Speaker is proud to be included on a list of those willing to stand against Putin's aggression,” Boehner spokesman Michael Steel said in a statement.

    McCain tweeted a similar sentiment.

    They had "breaking news" and flipped to the Pentagon briefing going on. When they switched questions from the missing plane to the Ukraine situation, Shepard Smith said "Oh, we've changed topics now. If they go back to the plane we'll go back".

    In other words, that missing plane is more important than the Russians.

    NATO Chief Says Ukraine Events May Affect European Tactical Nuclear Reductions

    The head of NATO says Russia's incursion into Ukraine may affect the prospects for nuclear arms controlin Europe, which already faced political challenges.
    "Of course I cannot exclude that the events we have witnessed in Crimea will also have an impact on the thinking about arms control, including nuclear policies," NATO Secretary General Anders Fogh Rasmussen said in Wednesday remarks at the Brookings Institution in Washington.


    The alliance leader did not say whether he was referring to potential changes in NATO's or Russia's positions on the potential for pull-backs of tactical nuclear arms in Europe, or both.


    Even before the events this month in eastern Ukraine, the increasingly frosty relationship between Moscow and Washington had dampened prospects for a new round of bilateral arms reductions that might include U.S. nonstrategic nuclear weapons dedicated to NATO defense.


    The Kremlin has shown little interest, in particular, in redeploying or eliminating its estimated 2,000 tactical nuclear arms with ranges that can reach European soil. By contrast, the United States fields approximately one-tenth of that size non-strategic atomic arsenal in a handful of allied nations in Europe, instead relying more on NATO's superior conventional capacity for defense.


    Russia military occupation of Crimea and subsequent annexation of the territory over the loud protests of Kiev has disturbed NATO to a degree not seen since the Cold War. The events of the past few weeks have triggered a significant rethink of the role of the Western alliance in deterring Russian military activity in Eastern and Central Europe.
    The 28-member defense alliance at its last summit in 2012 in Chicago reaffirmed that nuclear arms were a key tool for deterring would-be aggressors. NATO nations also said they would work to "create the conditions" necessary for further cuts to thetactical nuclear arms committed to NATO.


    "We shouldn't be naive," Rasmussen said on the subject of European nuclear arms control. "While we will work towards a reduction in the number of nuclear weapons, we also need more transparency and we need to reduce in a balanced manner" with Russia.


    On the subject of NATO missile defense, the secretary general said he understands that a U.S. plan to deploy advanced missile interceptors in Romania in 2015 and Poland in 2018 remains on track. A congressional report published last week raised doubts about that timeline.


    "According to all information I have got, there won't be any change of the timetable as regards the development of the NATO missile defense system, including the establishment of facilities in Romania and Poland," Rasmussen said. "The timeline is that we intend to provide full coverage by 2018, and so far I haven't seen any indications of changes in that plan."


    NATO says the missile shield it is constructing with considerable support from the United States is focused on deterring attacks from the Middle East. Washington has insisted that Moscow is wrong in asserting the system would have any capacity to block its arsenal of strategic missiles.


    However, some NATO members such as Poland view the presence of U.S. and allied antimissile systems on their territory as at least symbolically important as a deterrence signal.

    Ukrainian military families prepare to leave Crimea

    SEVASTOPOL, Crimea — Tatiana Kiryusha has spent the past two days dismantling the tiny apartment she and her husband, Maxim, thought would be the first home of the baby boy they are expecting in two weeks.
    Their clothing is jammed into four giant plastic trash bags in an armoire, near a small suitcase packed for the hospital. Outside, they have taped an ad to a light post asking $100 for their sofa. Kiryusha, 24, is still watering the plants that she fears will not fit in the car when they and other Ukrainian military families leave Crimea, a peninsula that is now effectively part of Russia.
    “It’s so sad,” Kiryusha said, as she and her visiting mother-in-law carried empty boxes to pack the cooking utensils from their one-room home in a building outside the air base. “We had many plans for here. Now they’re just dead plans.”




    Ukraine is preparing to withdraw its 25,000 military troops from the Crimean *bases that systematically are being taken over by Russian army regulars and the pro-Russia militias they work with. Many Ukrainian service members have lived their entire lives in Crimea, and now Crimea is offering to incorporate anyone who decides to stay and take Russian citizenship into the newly created Crimean armed forces. Those who remain in the Ukrainian military must go.
    Leonid Polyakov, Ukraine’s deputy of minister of defense, said Thursday in Kiev, Ukraine’s capital, that planning to evacuate military families is well underway and that the public is contributing to a fund to help them resettle. But Polyakov declined to elaborate on what orders, if any, were being prepared for the troops and what will happen Friday when a temporary truce with Russia’s military expires.
    “Unfortunately, you are not alone in your curiosity about orders,” he said, referring obliquely to Russia.
    In Moscow, the official annexation of Crimea is progressing at breakneck speed. The State Duma, or lower house of the Russian parliament, voted 443 to 1 on Thursday to admit Crimea and the city of Sevastopol into the Russian federation. The bill is scheduled to be taken up Friday by the upper house, the Federation Council.
    Like everything about Russia’s takeover of Crimea, the Ukrainian military departure is expected to be swift. Despite the ambiguity from Kiev, many troops and their relatives say they expect to be gone within days.

    Plans to ‘relocate’
    Col. Yuli Mamchur has lived for two years with his wife, Larisa, in a three-story apartment building just outside the Belbek base on the outskirts of Sevastopol, one of the few Ukrainian *bases in Crimea that remains mostly under Ukrainian control.
    In the initial days of the Russian intervention, Mamchur, the commander of the tactical aviation brigade at Belbek, led his men — unarmed, lifting the Ukrainian flag and singing the Ukrainian national anthem — toward a phalanx of heavily armed pro-Russia troops. That confrontation ended quietly, but a week ago he made a YouTube video appealing to Kiev for directions, without which he said they would be *forced to fire at intruders and make a stand “to the end.”
    On Thursday, Mamchur said the base is making preparations to vacate calmly. He predicted that half the men in his command will choose to stay, mainly because they are Crimea natives who have no ties to the Ukrainian mainland. Mamchur is among those who will, as he put it, “relocate,” a word he stressed he considers more apt than “surrender.”



    “I’m going to go where the motherland is,” said Mamchur, who already has sent his daughter and granddaughter to mainland Ukraine. “I’m a military man. Every military man is ready to make these changes.”
    Larisa Mamchur’s dark eyes grew sad as she described watching her neighbors vacate the yellow stucco apartment building. A serviceman was working on the rooftop Thursday morning, detaching electrical wires from satellite dishes and window air-conditioning units that are rapidly being boxed up and carted away.
    “A woman left this morning crying,” she said, speaking Russian as fluently as her husband. “A month ago, we had different plans for life. We wanted to go on vacation, and enroll our granddaughter in dance classes. We didn’t decide to leave. ‘Uncle Putin’ decided this.”

    It has been surprisingly disheartening to prepare to leave a city where many Ukrainians say they have been treated shabbily as local fervor to join Russia swelled. Larisa Mamchur said some salespeople have refused to serve Ukrainians. They have been kicked off public buses. Residents have come to the base gate calling the Ukranians inside fascists, Nazis and various Russian curse words.
    “Before all the propaganda from Russia, we had very good relations with people here,” she said. “Sooner or later, people will understand what has happened. But by then, we will have lost everything.”
    On a normal sunny spring Thursday, young children would be using the swings and seesaw in the small playground next to the apartment building. But these are not normal days, and the sound of children’s laughter is gone as wives and children have been sent away to wait for the men to join them.
    A young airman named Oleg, 24, said his wife and daughter went to live with his in-laws in Ukraine earlier this month, when tensions started boiling over.
    “I miss them very much,” he said. “Today my daughter turns one and a half, and I’d like to be with her. I had hoped we would live here for a long time. If I have to leave, I just pray God doesn’t allow war, and the rest will be okay.”

    A complicated move
    Kiryusha’s mother-in-law, Valentina Trukhan, came to Crimea from northern Ukraine a week ago to help the young couple after she detected a new note of seriousness in her son’s voice. She came by train, talking to no one lest they detect her Ukrainian accent.



    Kiryusha, a teacher, is bilingual in Russian and Ukrainian, and until recently did not feel estranged during her 2 1 / 2 years living in Crimea. But she said politics have made life, and their move, infinitely more complicated.
    She wanted to buy a stroller and crib to take with them, but prices have risen since the Ukrainian hryvnia has fallen in value. Few stores accept credit cards anymore, and ATMs aren’t stocked with enough cash for such a major outlay, anyway. A local moving company that operated throughout Ukraine closed shop five days ago, so Kiryusha has to find friends with a large car to help move their belongings.
    She has abandoned the idea of asking friends in Sevastopol to be godparents, because soon they will be living in two different countries. And she doesn’t know when she will spend time with the twins who are her own godchildren, because their Ukrainian mother is staying in Crimea for the time being. She worries about going into labor while she and her husband are en route to the Ukrainian town of Chernigov, where they will move back in with her parents or her in-laws.
    It’s all exhausting, and she is ready to move forward to a vague and unsettled future.
    “We’ve had good lives here,” she said. “At first, I was a little shocked that we would have to leave. But now I’m ready. We’re both ready to be out of here.”

    The EU has imposed sanctions on another 12 individuals over Russia's annexation of Crimea from Ukraine.


    The EU said any further steps by Russia to destabilise Ukraine would have "far-reaching consequences".


    President Barack Obama also announced further US sanctions as Moscow prepares to finalise the treaty taking Crimea into the Russian Federation.


    The EU and Ukraine will on Friday sign parts of the accord that sparked the country's deadly unrest in November.


    EU leaders will sign political elements of the Association Agreement with Ukraine's interim PM Arseniy Yatsenyuk in Brussels.


    Pro-Moscow President Viktor Yanukovych's abandonment of the deal led to deadly protests, his removal in February and Moscow taking over the predominantly ethnic Russian Crimea region.


    Crimea voted to join Russia in a referendum deemed illegal by Kiev and the West.


    The treaty joining Crimea to Russia has been approved by Russia's lower house of parliament - the Duma - and is expected to be ratified by the upper house on Friday.
    Broader sanctions threat

    Earlier this week, the EU announced asset freezes and travel bans against 21 individuals in Russia and Ukraine. At the same time the US ordered similar sanctions against 11 individuals.


    The names of the latest individuals to be targeted by the EU will be made public on Friday.

    "We make clear that failure to settle the crisis peacefully, and any steps by Russia to destabilise Ukraine, will have far-reaching consequences - and by that we mean consequences on relations in a broad range of economic areas," he added.


    The European Council on Friday published its Conclusions on Ukraine, saying the EU would initially sign the political elements of the Ukraine Association Agreement and was committed to signing the remainder.


    The EU also plans to sign association agreements with Georgia and Moldova by June. Correspondents say this will further irritate Russia - as Moscow has troops in breakaway parts of Georgia and in Trans-Dniester, which broke away from Moldova.
    German Chancellor Angela Merkel said the European Commission - the EU's executive - had been asked to prepare broader economic sanctions against Russia if the Ukraine crisis escalated.


    "We asked the commission today to look at... very broad-based possible economic sanctions, and to prepare the ground for these sanctions," she said.
    Leaving the summit, British Prime Minister David Cameron said the EU was sending a "clear, strong and consistent message".

    "It has been hard work but we've made some real progress," he said.


    Russian Foreign Minister Sergei Lavrov said on Friday the international sanctions were "absolutely unlawful".


    Two ratings agencies have now downgraded Russia's credit rating outlook to negative from stable.


    However, Russian Deputy Finance Minister Alexei Moiseev said on Friday: "For now, I see no severe consequences for the financial sector."


    Correspondents say the dispute over Crimea is expected to dominate President Obama's visit to Europe next week.


    He will chair a meeting of the G7 group of seven leading economies - pointedly leaving out Russia which would normally make it the G8.


    Washington's latest measures target a further 20 people closely associated with Russian President Vladimir Putin, as well as a bank, Rossiya, controlled by his allies.
    In response, Russia said it was imposing its own sanctions against US officials and politicians.


    Meanwhile, Moscow has been tightening its grip on Crimea.


    On Thursday, Russian-allied troops took over at least two Ukrainian navy ships at anchor in the port of Sevastopol.


    A Ukrainian defence ministry spokesman said at least 15 men were involved in the assault.


    Pro-Russian forces effectively took over Crimea after President Yanukovych fled Kiev on 22 February following protests in which more than 80 people were killed.

    KYIV — The retreat of Ukrainian troops from Crimea picked up pace Thursday as the European Union waffled on heavier sanctions and President Valdimir Putin ordered hastened construction of a bridge to join the secessionist peninsula with mainland Russia.


    Pro-Russian crowds seized two Ukrainian warships Thursday and Ukraine said its troops were still under threat in Crimea. Tensions in the region remained high despite the release of a Ukrainian naval commander held by pro-Russian forces.


    Shots were fired but there were no casualties as the Ukrainian corvette Khmelnitsky was seized in Sevastopol, according to an AP photographer at the scene. Another ship, the Lutsk, was also surrounded by pro-Russian forces.


    Just how many retreating troops Ukraine will have to absorb in what amounts to a military surrender of Crimea was unclear Thursday. Many servicemen have already switched sides to Russia, but authorities said they were prepared to relocate as many as 25,000 soldiers and their families to the Ukrainian mainland.


    With thousands of Ukrainian soldiers and sailors trapped on military bases, surrounded by heavily armed Russian forces and pro-Russia militia, the Kyiv government said it was drawing up plans to evacuate its outnumbered troops from Crimea back to the mainland and would seek U.N. support to turn the peninsula into a demilitarized zone.

    At Belbek airbase in the wine-growing country near Crimea’s southwestern coast, airmen were leaving Thursday morning toting plastic shopping or garbage bags filled with their personal belongings.


    They weren’t evacuating, they said, just transferring their things to a safe place. They were worried that pro-Russian mobs might loot the facility, as they heard happened the day before in nearby Sevastopol.


    In that incident, the commander of Ukraine’s navy was freed after being held by Russian forces and local Crimean militia at the navy’s headquarters. Rear Adm. Sergei Haiduk and an unspecified number of civilians were held for hours after the navy’s base in Sevastopol was stormed Wednesday. Early reports said the storming was conducted by a self-described local defence force, but on Thursday acting President Oleksandr Turchynov said Russian forces were involved.


    Since the Russian forces took charge in Crimea, Ukrainian-enlisted personnel and officers have been bottled up in barracks and other buildings at one end of the Belbek base, with the Russians in control of the airfield.


    “We’re waiting for what Kyiv, our leadership, tells us,” said one major, who declined to give his name. The major said he expected about half of the personnel still at the base to accept the Russian offer to stay and join the Russian armed forces because they are Crimea natives.




    Humbled but defiant, Ukraine lashed out symbolically at Russia by declaring its intent to leave the Moscow-dominated Commonwealth of Independent States, a loose alliance of 11 former Soviet nations. The last nation to leave the group was Georgia, which fought a brief war with neighbouring Russia in 2008 and ended up losing two separatist territories.
    “We are working out a plan of action so that we can transfer not just servicemen, but first of all, members of their family who are in Crimea, quickly and effectively to mainland Ukraine,” said Andriy Parubiy, secretary of Ukraine’s National Security and Defence Council.
    Parubiy said yesterday the country plans to seek compensation for assets that Russia has seized in the peninsula.




    Outside Moscow, President Vladimir Putin opened a meeting of senior government ministers by demanding updates on the transportation and infrastructure in Crimea. Putin ordered that the government move swiftly to begin construction of a bridge that would provide an overland link for cars and trains directly between Crimea and Russia. At present, no such link exists.
    Russia plans to spend at least 50 billion rubles to build the bridge across the Strait of Kerch to connect the peninsula to Russia’s mainland, Transport Minister Maxim Sokolov told reporters.
    Russia is also considering building an underwater tunnel in addition to the bridge, which will be able to carry cars and trains, Sokolov said at a meeting with Putin Wednesday.




    Spending on Crimea will probably reach $5 billion, including about $2.8 billion for transportation infrastructure and $1 billion for reconstruction of recreational facilities, Deputy Economy Minister Alexei Likhachev said Thursday at an investment forum in Tokyo.
    In Washington, President Barack Obama announced Thursday that he is expanding the group of Russians being sanctioned by the U.S. to include wealthy oligarchs in the inner circle of the Russian President, more senior government officials and a Russian bank.
    In Berlin, German Chancellor Angela Merkel said the European Union won’t rush to impose economic sanctions on Russia for the annexation of Crimea, reflecting concerns that trade curbs would damage Europe’s tentative recovery.
    Germany, which is Russia’s biggest EU trading partner, expects the 28-country bloc to expand measures in place including travel bans and asset freezes, Merkel told lawmakers in Berlin before leaving for an EU summit in Brussels. It is too early to enact “stage three” economic retaliation, she said.
    Special trading relationships that several countries have with Russia, coupled with the fallout from Europe’s debt crisis, are frustrating a united response to the most serious threat to the European order since the Cold War.




    Sanctions require the agreement of all EU governments, a consensus-building process that can’t match Russian President Vladimir Putin’s speed in mobilizing troops in Crimea, staging the secession referendum and moving toward annexation.
    The European Commission, the EU’s executive arm, yesterday proposed adding US$1.4 billion to previously budgeted support for Ukraine. The European aid would accompany an International Monetary Fund package that is being negotiated.
    At a summit on March 6, the EU suspended trade and travel talks with Russia and paved the way to the imposition on March 17 of asset freezes and visa bans on 13 Russian and eight Crimean officials. The bloc also warned Russia that “any further steps” to “destabilize the situation in Ukraine” would trigger a host of economic restrictions.
    Leaders will spar Thursday over whether Russia crossed that red line by taking control of Crimea. Luxembourg Prime Minister Xavier Bettel said that opinions within the bloc vary over whether the seizure of that majority-Russian-speaking region is the trigger for harsher penalties.
    “Among the 28 there are very wide gaps,” Bettel said Wednesday. “There are countries that have very different positions.”




    The need for EU unanimity gives leverage to countries like Cyprus, which is chafing at the terms imposed by European governments in exchange for a 10 billion-euro bailout that ravaged the island’s economy.
    Cyprus remains a beacon for Russian investment as it tries to fix an economy that shrank 6 percent last year. Foreign Minister Ioannis Kasoulides told state-run RIK radio on March 18 that Cyprus opposes further sanctions.
    One option is to widen the EU blacklist to include figures in Putin’s inner circle, officials said. The first list left the president’s office untouched, while the U.S. targeted Putin confidantes including Deputy Prime Minister Dmitry Rogozin, who was the Kremlin’s envoy to NATO when Russia invaded Georgia in 2008.

    The buildup is raising serious concerns that Russia could invade Ukraine proper.

    The beefing up of Russian forces includes tanks and tactical aircraft but is also a very heavy logistical buildup which would allow for a sustained operation, Martin reports.

    The buildup is at least twice the size of what the Russians advertised when they announced the exercise.

    CBS News' Elizabeth Palmer reports from Crimea that Ukrainian servicemen are still holding out on ships, though overnight two Ukrainian naval vessels were seized by pro-Russian crowds and paramilitaries.

    Several thousand military personnel do remain dug in on their bases, Palmer reports. The government promised they would be a part of a plan to evacuate safely to new jobs and lives across the border but they are still waiting to hear how that will happen and how soon.

    After watching this Ukraine crisis unfold with Russia I now believe Obama is exercising more flexibility and this has been fully transmitted to Putin.

    EU politicians that supported the Maidan Revolution are voicing concerns bordering on fear about how much control Ultra Nationalists have over the government in Kiev. Chancellor Merkel's government is telling her she can no longer afford to ignore the Ultra Nationalists in Ukraine. They are scared Germany will be responsible for setting up a new Reich. It's time to strip away the rest of the veneer and take a look at what's really there.
    Forget about the Nazi symbolism, and ultra-nationalist exuberance. I will even grant supporters of the current government that much.
    Every important ministry, from education and social policy to policing, prosecution and national defense, is headed by Ultra Nationalists. In every aspect of national life, Ultra Nationalists now determine what it means to be Ukrainian and all the policies needed to enforce it.
    Even Prime Minister Arseniy Yatsenyuk falls among this moderate majority. For generations his own family has had a proud tradition of service to the Ultra- Nationalist cause and has won awards for their service. Before Maidan it hurt his chances for election. After Maidan he didn't need to worry about election.
    What is Scary


    In an OpEd in the LA Times, entitled "Ukraine's Threat from Within," Director of the School of International Relations at USC Robert English very concisely warns that "the way Ukrainian Ultra Nationalists whitewash Bandera history, which is their past, makes the present and future all that much more scary." The Banderas, or Banderites, are activists in the Ukrainian Ultra Nationalist movement that is now in control of the government in Ukraine. Under the militant leadership of Stepan Bandera in World War II, the ultra-nationalists organized the Ukrainian Waffen SS Galician, Nichtengall, and Roland Divisions that collaborated with the Nazis and were responsible for the genocide of over 500,000 people. Following the war, however, Ukrainian Nazis were the only group to escape trial at Nuremburg for crimes against humanity. Moreover, neither the Banderas, the Ukrainian Waffen SS, nor any other Ukrainian collaborators have ever apologized for their participation in genocide.
    In the landmark work on the subject , Genocide Committed by Ukrainian Nationalists on the Polish Population During World War II, Ryszard Szawlowski characterizes it this way:


    "...the Germans have long admitted to their crimes, and have apologized for them publicly .... [The] president of the Federal Republic of Germany, Roman Herzog, [said] in his speech in Warsaw on August 1, 1994 ... 'I bow before the fighters of the Warsaw Uprising, and before all the Polish war victims. I beg forgiveness for what the Germans did.' Russian president Boris Yeltsin, when he kissed monsignor Zdzislaw Peszkowski on the hand, whispered the words 'I apologize' ....
    "Ukrainian genocide committed against the Poles during World War II surpassed German and Soviet genocide .... [It] was marked by the utmost ruthlessness and barbarity, and ... up until the present day, it has been denied or, at best, presented with reminders that all is "relative' or other such evasions."
    According to Szawlowski's description of the methods the Banderites employed against the Poles at Volhynia, treachery was the most frequently used. The Banderites told the Poles they were one people and family with them and that it would be treason if they left. The Bandera groups even promised to protect them--in writing!
    What else separates the Banderas from every other genocidal perpetrator of the war is this: Even though the German SS had units dedicated to genocide, the Organization of Ukrainian Nationalists (OUN) approached this mission with a zeal and barbarity that Hitler's own units could not muster. They routinely tortured people with saws and axes, and used the most painful methods they could devise as means to kill them.
    The Bandera would attack using "self defense groups" that were locally organized. These civilian Banderas were the main force used to attack and slaughter the Poles. If any of the massacre victims managed to survive, they were torched, robbed, and killed by follow-up groups of women and children.
    Szawlowski's work on the genocide committed by Ukrainian nationalists during World War II is brought up to date by the recent observations of Ukrainian Wiktor Poliszczuk. "... he condemns the dangerous activities of the post-UPA [Ukrainian Insurgent Army] nationalists in present-day Ukraine, taking place not only in Lvov, but even in Kiev, 'Galician Fundamentalism,' and other such phenomena. Also criticized by him are the promoting of the totalitarian and genocidal doctrines of the Ukrainian Dmytro Dontsov, the erecting of monuments to the SS-men of the 14th Ukrainian SS Division "Galizien" ("Halychyna"), the OUN [Organization of Ukrainian Nationalists]and UPA leaders: Yevhen Konovalets, Andryi Melnyk, Stepan Bandera, Roman Shukhevych and others, and the glorifying of the murderers of Poles, Jews, Russians and Ukrainians as national heroes of the Ukraine, after whom streets and squares are named, awaking the spirit of the Dontsov and Bandera era, so much hated by people." This was written only a few years ago.
    Every major scholarly work--a prime example is the papers of Pers Anders Rudling--show that the Banderas murdered 500,000 people without even the pretext of an apology. They have lied and tried to change history in an effort to make Stepan Bandera and the Waffen SS heroes of the Great War. Among other tactics, they have tried to petition the UN to reclassify Bandera and take his name off the UN's list of leading Nazi collaborators and perpetrators of genocide. Legitimizing these men would irrevocably change the history of the Great War.
    According to Huff Post , "Dmitri Yarosh, leader of Right Sector, met with Israel's ambassador to Ukraine, Reuven Din El, and told him that their movement rejects anti-Semitism and xenophobia and will not tolerate it."
    Right Sector became famous at the beginning of the Euro Maidan protests and subsequent revolution. It serves as the umbrella group for the combined militant Ultra Nationalist groups that existed in Ukraine prior to the revolution and that insist on a pure Ultra Nationalist Ukrainian nation under the most rigid conformity to Stepan Bandera's philosophy. Mr. Yarosh is the leader of Tryzub (Trident) which is the core Right Sector group. He has spent twenty years doing nothing else but preparing for the revolution that will sweep Ukraine's government into extreme Ultra Nationalism.
    Despite his words to the Israeli ambassador, Dmitri Yarosh has been very clear from his first interviews that he is guided only by Bandera's writings and the writings of the group's founding leaders. He adheres to nothing else. Mr. Yarosh is adamant about the fact that Stepan Bandera was not an anti-Semite.

    Both the Anti-Defamation League (ADL) and the State of Israel accept at face value that, given Yarosh's claim that Bandera was not an anti-Semite--a claim he himself believes--the Jewish community can now relax about any contemporary threat from Ukrainian nationalists.

    But can the State of Israel, or Abe Foxman, chairman of the ADL, or anyone else sticking his fingers into this pie explain away the deaths of over 200,000 Jews at Banderite hands? No! The ADL describes its main purpose as fighting anti-Semitism and all forms of bigotry, and defending democratic ideals. Counterpose to that the entire history of the Ukrainian Ultra Nationalist movement, including its history of today. When you do, can there be any assurances from its representatives that don't ring hollow?
    Babi Yar
    The thinking today is true to pre-WW2 form: "This can't happen again." Part of what is clouding the issue is the very Jewish backgrounds of some in the Kiev government--including Yatsenyuk. A few of the Oligarchs-turned-governors even have Israeli citizenship.
    During WW2, Babi Yar was the single most horrific act of holocaust at the time. Even today, the Banderite response to Babi Yar is "I am proud of the fact that among 1,500 Polizei executioners in Babiy Yar there were 1,200 OUN men but only 300 Germans." This quote is from a Rivne city official named Shkuratiuk, and appears in the book Organized Anti-Semitism in Contemporary Ukraine: Structure, Influence and Ideology by Pers Anders Rudling.
    The atrocities at Babi Yar, and the accompanying brutality, were left to SS Nachtigall and the polizei. Both were Banderite. The reason was simple. The brutal work of genocide at this level made even hardened German SS uncomfortable. This fact is even obscured in the Holocaust Encyclopedia at the United States Holocaust Museum.

    During the period September 29-30, 1941, the first massacre at Babi Yar killed over 30,000 Jews. Over the next few years the genocide piled up. Victims from the Roma (Gypsies) alone numbered almost 200,000. Banderite apologists have offered a range of rationalizations, from "Ukrainians suffered too" to the surreal "Bandera's men stepped back and the Jews did it themselves." No kidding. Babi Yar was racial suicide.
    What separates Germany from the Bandera Nationalists in Ukraine is that Germany has taken responsibility for the atrocities they committed. Until recent events, they could say believably, "Never Again." Contrast this to Lviv, Ukraine, where surviving members of the WW2 Galician SS, willing participants in genocide, still parade on holidays, proudly displaying medals given them by the German Third Reich.
    Instead of apologies, the Ukrainian OUN/Banderites/UCCA offer apologetics and write handbooks on how to escape responsibility for grievous crimes against humanity. They paint themselves, quite literally, as both victims and heroes, not perpetrators.
    Ironically, one such handbook is entitled "Genocide- NEVER AGAIN- The Teacher and Student Workbook", printed by the UCCA (Ukrainian Congressional Committee of America) on the 75th anniversary of the Ukrainian Genocide. The "NEVER AGAIN" in the title is of course the cry of people that managed to survive the genocide. Can it also be used by the people that committed it, unrepentantly?
    How can a group that unquestionably committed the most brutal torture and barbaric murder in WW2 morph into champions of social justice? They continually deny involvement and try to convince the world of the same thing they teach their own people. They were victims and heroes. At the same time, they glorify their SS heroes at will. The 1st Division link is their homage to the Galician SS.
    Typical UCCA Banderite propaganda looks like this: " The only important OUN idea from the past that survived is a desire for a free and democratic Ukraine where all Ukrainians, regardless of their ethnic backgrounds, can live in peace."
    This response from a former Arizona UCCA state chapter president really needs to be considered in the light of history and present circumstances. That one statement says it all. The only question he leaves unanswered is, Who is a Ukrainian? Do they include all families that have lived there for hundreds of years and speak Russian? How about people that do not support Bandera?
    How Does Bandera Fit in 70 Years Later? On June 30, 1941 Stepan Bandera declared the formation of the Ukrainian State in Lviv. Stepan Bandera made his lieutenant Yaroslav Stetsko the Premier. After the war the Bandera groups formed their Government in Exile that was given quiet legitimacy by both the US and Canadian governments shortly after WW2. Part of this was due to their support during the cold war against the Soviet Union, and part due to the size of their lobbying effort. They pump a lot of money into Congress. That they were legitimized by the US Government is clear from all the released Nazi War Crimes Disclosure Act documents I have come across.
    It is very clear that the most important branches of the Diaspora government are in the US and Canada. Until 2003 the exiled leadership of the Bandera Government of Ukraine was only one step away from the person of Stepan Bandera himself. The supreme leadership of Bandera's Ultra Nationalists worldwide changed hands twice after his assassination. Both supreme leaders had been his closest associates.
    The first was Yaroslav Stetsko, Bandera's Premier in exile. He took over control of the Ultra Nationalist Government in Exile on the death of Stepan Bandera and held the position until his own death in 1986. Upon his death, his wife Slava Stetsko took over the leadership role and lived to bring the worldwide movement home to Ukraine.

    Most recognizable Ukrainian politicians, including Victor Yushhenko and Yulia Tymoshenko , are protégés of Slava Stetsko. This will explain why Mr. Yuschenko made Stepan Bandera a "Hero of Ukraine." The EU sharply objected to this at the time, because of Bandera's involvement in genocide, and Victor Yanukovych subsequently rescinded the award. That didn't work out well for him.
    The 1st generation Bandera government, which pledged fidelity to Adolf Hitler and committed rampant and brutal genocide that it still denies, was alive and well until 2003. It ruled and raised funds from the Ukrainian Diaspora, which constitutes a third of the Ukrainian population worldwide, or 20 million people.
    Today, the Kiev government is only the 2nd generation of Bandera government. Looked at realistically, it still promotes the teachings, policies, and doctrines of Stepan Bandera less than 10 years removed from their institutional moorings.
    The Bandera leaders of today were cultivated to make sure they would not stray far. The present government in Kiev can also be counted to be true to its history.
    School Kids That Scare Me

    One of the changes happening now in Ukraine is forced Ukrainization. If you remember Nazi history and the Hitler Youth, you'll understand what Ukrainization means. It demands the same unquestioning loyalty from little children, a loyalty even greater than that to family.

    What is forced Ukrainization at the pre school level ? Irina Farion was a favorite for the Minister of Education slot, until a discussion behind closed doors in the Senate. Sergei Kvit from Trizub (Yarosh core group), a real Ultra-Nationalist, got the nod instead.
    Here is Irina Farion speaking to a little child: What is your name? Misha. It's not Ukrainian. You are Mihailo!
    And your name? Masha. You are Marusa. But my mom calls me this! If you want to be Masha, go to Moscow!
    Don't call other children Russian names. It is degrading. It's like calling them an animal that lives in the woods and walks on all fours.
    Imagine a government official speaking to children like this. Children are now taught that if they have Russian names they are second-class citizens. All of the children of Ukraine will grow up to be Ultra Nationalists. Those instilled with National Socialism will get a better education, a better job, a better life.
    What Does This Mean for South and East Ukraine? South and East Ukraine don't want their children taught these things. Would you? Vladimir Putin and Russia are the only parties putting the brakes on that right now. The same Europe and America that 70 years ago violently overthrew the forces of bigotry and indoctrination are now saying that the Ukrainian people must accept them quietly!
    Dmitri Yarosh (Trizub and Pravy Sektor, and Assistant Secretary of Defense [Military] and National Security):"It is better for us to build our own National State! Does that mean knives to the Moskals and ropes to the Jews? Well, not so unsophisticated. There must be a Ukrainian authority in Ukraine; the titular nation must dominate in business, politics, and culture...then--forced Ukrainization. Russians do not like it? Well, go back to F#cking Russia! Those that don't want to go--we can help them. Russians are not even Slavs.... Next we will liberate our lands: Voronezh, Kursk, Belogorod Oblast, and Kuban. These are all Ukrainian lands!"
    The only problem is all of these Oblasts (regions) are in Russia!
    The East vs. West Debacle
    No, I am not talking about the US and Russia. The spit propaganda that became western media portrays this as Cold War redux. Are you for the West? Good, you support democracy! Not so fast.

    This was never about West Ukraine vs. Southeast Ukraine. Most of the time I have spent in Ukraine was in the West. They are the least represented people in media today, and they lose the most all the way around. They are also my friends.
    Propaganda obscures the fact that in Ukraine the people that suffered most under Stepan Bandera lived in Western Ukraine. They became victims, because they were within his reach. Today, western Ukrainians are still the most vulnerable. Banderites stem from Galicia, and Lviv is their capital. Everywhere the Banderas are, people are beaten, robbed and murdered. Intimidation runs rampant.
    Today, if the Bandera want legitimate representative government, why are they robbing every armory? Why did Dmitri Yarosh promise he would send a battalion of fighters to Donetsk to stop the protests? Got police?
    Why did Banderas shoot unarmed men in Kharkov and Donetsk last night? They are not police and have no state authority. But like the masked Maidan people who are robbing banks across the country, they are left alone and, if caught, released.
    Russia The Russian invasion of Crimea took a turn for the weird yesterday. The Prime Minister of Crimea, Sergei Aksyonov, directed Crimea's volunteer militia to arrest any person they see that looks like a Russian soldier!
    Crimean authorities have heard that Pravy Sektor is masquerading as Russian soldiers, trying to provoke conflict. The now official Ukrainian government organization tried to set off a bomb at a cafe in Crimea 2 days ago.

    Russian soldiers are staying on their bases, as per the current agreement Russia has with Ukraine. Their "invasion" stopped at the gates of the military bases.
    The West This isn't about East vs. West. The choice is simpler than that. It is about life and death. There are no compromises to make. If Kiev declares Stepan Bandera and all associated groups are illegal and genocidal war criminals, the southeast in Ukraine will relax. But, quite to the contrary, the first thing the Kiev government did was to make laws that legalized the teaching of Nazi propaganda. Without representation, they decided that 10 percent of people's pay in the southeast would be taken without consent and given as support to the families of people that overthrew a constitutional government.
    Ukraine is not West vs. East. They want you to make the same decision with them. Are you for a world ruled by Ultra Nationalists? Ukraine says no. Are you for a government that supports the doctrines of the 3rd Reich? Will you support one? Are you supporting one?
    If the Ukrainian government that was propelled into power is not Ultra Nationalist, why are they making every move to show otherwise? Does the US government support Ultra Nationalist values? If not, why are they showing otherwise?
    Clarification starts with both governments adhering to the rule of law. Otherwise, as I once heard someone I respected put it: "You can put lipstick on a pig, but at the end of the day it is still a pig."

    Tight on the Right: Germany's NPD Maintains Close Ties to Svoboda

    Germany shuns the right-wing extremist party NPD at home. But even though the Ukrainian nationalist party Svoboda maintains tight links to the NPD, it has received indirect support from Berlin.

    When Holger Apfel showed up at the Saxony state parliament with a "parliamentary delegation" from Ukraine last May, few had even heard of a party called Svoboda. Apfel, who was head of the right-wing extremist National Democratic Party of Germany (NPD) at the time, proudly showed his guests -- Ukrainian parliamentarian Mikhail Golovko and two municipal politicians from the Ukrainian city of Ternopol -- around the parliament building in Dresden.

    Speaking to other NPD parliamentarians, Apfel called the nationalist Svoboda party "one of the most important European right-wing parties." With a view to approaching elections for the European Parliament Apfel added that an "opposing model to the EU dictatorship of Brussels Eurocrats" must be established and said that EU officials were nothing but "willing helpers to international capital." Svoboda, he exulted following the visit, is part of the "phalanx of patriotic powers" and encouraged the "intensification of cooperation." Apfel's Ukrainian guests agreed, saying that collaboration between the NPD and Svoboda should be expanded.
    Given such ties, it is astounding that Germany has approached the Ukrainian right-wing extremists in a manner that would be unthinkable with the NPD. On April 29, 2013, for example, Germany's ambassador in Kiev met with Svoboda's parliamentary floor leader Oleh Tyahnybok. During the meeting, Berlin has insisted, the ambassador exhorted Tyahnybok to respect the inviolability of human dignity and human rights.
    But the Ukrainian right wing has also received instruction financed by German taxpayers. Party members appeared at events hosted by the Konrad Adenauer Stiftung, the German political foundation affiliated with Chancellor Angela Merkel's conservatives. Examples include the conference entitled "Lessons from the 2012 Parliamentary Elections," the seminar series called "The Higher School of Politics" and a discussion on the 2012 elections.
    Honoring the SS
    Even the German Society for International Cooperation (GIZ) has supported the party. GIZ oversaw a project for the "formation of administrative capacities in the public financing sector." Svoboda parliamentarians took part in two trips to Berlin in 2013 in conjunction with the project.


    One prominent party member even gave an interview in early May 2013 to the NPD publication Deutsche Stimme. In an interview conducted by senior NPD member Jens Pühse, Ternopol Mayor Sergei Nadal was asked why Svoboda supports the recognition of descendants of former members of the Ukrainian 14th Division of the Waffen SS as national heroes. "These Ukrainian heroes must be honored irrespective of what has been written about them in the history books of those peoples who were once our enemies," Nadal answered. Germany's Interior Ministry has also taken note of the Svoboda-NPD connection. In response to a parliamentary query from the Left Party, the ministry noted that the NPD had established a department tasked with maintaining contact with right-wing extremist organizations in Eastern Europe. The German government, the ministry said, considers Svoboda to be a "right-wing populist and nationalist party" which represents "in part right-wing extremist positions." The party, for example, organized a rally to mark the 70th anniversary of the founding of the 14th Waffen SS Division.
    Svoboda, meanwhile, has established chapters in Frankfurt, Cologne and Munich. The Anti-Fascist Information Center in Munich noted recently that in August of last year, some 40 participants gathered in a Catholic parish hall to elect a Munich student of Ukrainian descent as their chairman.

    “Just suppose with me for a moment,” intoned President Ronald Reagan in the midst of the Cold War, “that an Ivan and an Anya could find themselves, oh, say, in a waiting room, or sharing a shelter from the rain or a storm with a Jim and Sally, and there was no language barrier to keep them from getting acquainted. Would they then debate the differences between their respective governments? Or would they find themselves comparing notes about their children and what each other did for a living? Before they parted company, they would probably have touched on ambitions and hobbies and what they wanted for their children and problems of making ends meet. And as they went their separate ways, maybe Anya would be saying to Ivan, “Wasn’t she nice? She also teaches music.” Or Jim would be telling Sally what Ivan did or didn’t like about his boss. They might even have decided they were all going to get together for dinner some evening soon. Above all, they would have proven that people don’t make wars. People want to raise their children in a world without fear and without war. They want to have some of the good things over and above bare subsistence that make life worth living. They want to work at some craft, trade, or profession that gives them satisfaction and a sense of worth. Their common interests cross all borders.” It is important to recall this great speech by President Reagan, because much like the Romans in Machiavelli’s Florence, Reagan in our day is praised by all, understood by few, emulated by none. We now stand on the brink of a third World War because men and women in Poland and America, as well as their allies in Ukraine, professing to be followers of Ronald Reagan, have revived a geopolitical catastrophe that President Reagan himself mended and overcame. As President Obama weighs the American response, we can only hope the ignorance of the Polish government, Secretary Nuland, and the neoconservative democratic revolutionary movement that has infected the American government in the last decades and spread to other governments in the world does not extend to the Oval Office now. With such hope in the heart, I offer some thoughts to keep in mind if America’s sons and daughters are sent to die for democracy in Europe, and on the off chance that we all meet our Maker sooner rather than later, that some who miraculously survive nuclear war will understand that the cause of war is ignorance mixed with arrogance.

    Let us begin with Ukraine itself. One of the first laws passed by the revolutionary government of Ukraine banned the use of minority languages in mass broadcasting by national and ethnic minorities in Ukraine—which includes a sizable Polish minority. This new Ukrainian law violates a European Union charter, supported by ousted Ukraine President Victor Yanukovych protecting the rights of ethnic minorities, including 144,000 Poles, to preserve their cultures within host nation-states. The new Ukrainian law is a flagrant violation of the rights of, amongst others, Polish and Russian nationals who are citizens of Ukraine. Why did the Polish government actively topple President Yanukovych in favor of anti-Polish Ukrainian revolutionaries? Doesn’t this seem the height of ignorance? Isn’t it almost as ignorant as the leader of Poland’s “conservative” opposition party speaking at a revolutionary rally in Kiev flanked by the supporters of a fringe political group who believe the massacre of Poles in Wolyn to have been a good thing, and then shouting out the ideological cry of the anti-Polish Ukrainians who murdered his compatriots? I find myself compelled to agree with the Polish Priest, Father Isakowicz-Zalewski, that geopolitical and historical ignorance on the part of Poland’s “conservative” opposition leader is playing a primary role in this crisis as now there exists no major voice of sanity in Polish politics on the subject of what is happening in Ukraine. There is no one of great public stature in Poland to balance out the clearly neoconservative prejudice of the current government. What has revolutionary Ukraine signaled to the world by repealing the language law? The principle of the right of national minorities to cultivate their own language and identity within European nation-states is absolutely fundamental to peace in continental Europe, because every single nation-state in the Union is composed of territories and peoples who were at some point in history residents of a different member state. Every major, modern European war, particularly the first and second World Wars, started over disputes regarding the presumed rights of national minorities who, due to a variety of circumstances, came to live outside of their nation state. One of the most valid and clear principles governing the otherwise overly complex European Union is the principle of the right of national minorities to preserve and nurture their culture within each member state. It is the same sage principle by which Metternich maintained a tolerable order within the Austro-Hungarian Empire, and its violation is unacceptable in the Union because it is a precursor to war. When the only way for a national minority in one nation-state to cultivate its traditions is to belong to another nation state, war is inevitable. Of all of the myriad unimportant regulations governing the European Union, the new revolutionary government of Ukraine began its rule by terminating the very founding principle upon which peace in Europe was built. Since Ukraine is not a member of the European Union, this might not be that much of a concern; however given the revolutionary government’s insistence on immediately being put on a path to EU membership and demand for Western money—it may have been a good idea on the part of the neoconservative geniuses who failed to study the problem to have realized that they were supporting not only an illegal revolution, but political parties dedicated to a very ugly form of nationalism, some of whom are apologists for Nazi atrocities dating back to World War II. Assuming the revolutionary government will be able to execute it, the law primarily effects the large Russian population of eastern Ukraine, but I specifically focus on its anti-Polish character to make an important point: why did the government of Poland knowingly support and help instigate a coup d’etat in neighboring Ukraine by political forces which were determined to trample on the rights of the Polish minority in Ukraine? Why did the nominally “conservative” head of Poland’s main opposition party appear at the side of Ukrainian supporters of the Wolyn massacre of Poles and help their bid to overthrow President Yanukovych, who had worked to foster good relations between Poland and Ukraine by, amongst other things, co-organizing the Euro 2012 with Poland? Why did this same “conservative” head of Poland’s main opposition party, who spent the last two years attempting to convince Poles that the current Prime Minister of Poland murdered his brother in conspiracy with Vladimir Putin, now pledge his support to this very same Polish Prime Minister’s stance against Russian action in the Ukraine? Why did the current Prime Minister meddle so flagrantly in the affairs of Ukraine and help spark a revolution which now threatens his nation with war, and which has already cost the Polish economy millions due to the deterioration of trade between Poland, Ukraine, and the complex global economic web that binds nations of the modern world together in ways far more complex than we can imagine? Finally, why should Americans once again find themselves on the brink of war in a far off land due to the very entangling alliances that George Washington warned against in his farewell address? To answer these questions, it is necessary to step back for a moment and engage in thought—something antithetical to the logic of war and revolution, but hopefully not now lacking in the White House.

    This brings us to examine the situation in Poland, which I propose to explore by way of the question of character and political statesmanship. The men who now govern Poland would no doubt all praise President Ronald Reagan as a great statesman, but lack something President Reagan had in abundance: real world experience as a normal citizen in a free republic. Such experience, so common and banal to most of us, makes all the difference in the world in times of crisis. President Reagan grew up in a troubled family, attended a little known Midwestern college and worked his way up the ladder in the radio and movie business with moderate levels of success. He was just one of millions of regular Americans to suffer through the Great Depression, to put his faith in FDR, the New Deal and the promise of American liberalism. Although always politically active (initially for Democrats), he was never particularly important in national political life until after his famous 1964 speech in support of Senator Barry Goldwater, when the nation took note of his honest concern for the problems facing America. Ronald Reagan, when young and capable of indulging in great wealth—had no great wealth to enjoy. He suffered a failed marriage; the only American President to ever have gone through the pain of divorce. His political idealism as a New Deal Democrat grew out of concern for the plight of the common man, and he no doubt suffered the bitterness of a shattered idealism when the edifice of American liberalism turned out to have in many ways done more harm than good to the common man. President Reagan attained the heights of political power—that greatest of temptations—at a very old age; an age when men are long past being tempted by the trappings of this World and more inclined to truly care about leaving it a better place, as well as considering how the Creator will judge them. In short: Reagan was no ideologue, no political hack. His opposition to the Soviets was one of principle, of “philosophy and government,” and it did not prevent him from seeing the bigger picture—the human picture—and dealing accordingly to help save humanity from nuclear war and free Europe not from Russia, but from Cold War. Appreciation of this classical, American character as exhibited by Ronald Reagan is sorely lacking in those who profess to be his followers on both sides of the Atlantic. In place of Reagan’s legacy is a petty, selective, and arrogant democratic ideology combined with crass ambition, an unhealthy yearning for perpetual crisis and revolution, and an insistence on being ignorant of historical realities in favor of abstract universals. Case in point: when asked about the legality of President Yanukovych’s ousting, the former undersecretary of State at the Polish foreign ministery, Mr. Witold Waszczykowski, replied that it was necessary to accept the legitimacy of the new Ukrainian government because “that is the logic of revolution.” Robespierre could not have given a better response. The logic of revolution is something particularly close to the hearts of those who have engaged in it throughout their entire lives, as have the men now governing Poland. We tend to think of these men as heroes of Solidarity and the anti-communist opposition. To some extent this is true, although the men who actually made the key decisions which brought a free Poland into being while averting war with Russia are now either dead (Prime Minister Tadeusz Mazowiecki), dying (General Wojciech Jaruzelski), or retired (Lech Walesa). Those who now rule Poland were on the proverbial barricades with Poland’s modern founders, spent time in jail under the communist system, and then went straight from being repressed members of the opposition to being effectively lifetime members of parliament and government. They missed out on a wealth of experience that their predecessors had; Mazowiecki was a modest Catholic intellectual trying to forge some sort of prudent and moral political philosophy in the midst of Soviet dominance, Walesa a common worker, and General Jaruzelski, though a communist, spent time in a Siberian gulag after fighting in World War II, which no doubt gave him a unique perspective on the failings of Soviet communism. These three men, for all of their multiple faults and despite being divided by partisan differences, managed to achieve the peaceful demise of communism in Poland, established the first precedents for the respect of democratic elections and the rule of law, oversaw the withdrawal of Soviet forces from Poland and secured a tolerable peace and liberty for their nation. The men now ruling Poland played second fiddle during the Polish founding, and now their ambition for greatness, unsatisfied, is leading their country to ruin. The President of Poland, the Prime Minister and the head of the largest opposition party have never worked for any significant time in the private sector and have spent their entire lives either fighting government or running it. Testifying to their inability to govern is the fact that they were all elected together with sweeping majorities on a platform of cooperation in 2005 and have done little but wage fierce partisan battles with one another for the last 9 years. Their fortunes and livelihoods have always been rooted in government; they are the definition of people who live in a bubble—detached from reality. In that bubble, it is always 1989, the Soviets are always coming back, and the cultural and commercial cooperation of millions of Russians, Poles, and Ukrainians are largely invisible.

    Today, Reagan’s proverbial Ivan, Anya, Jim, and Sally once again find themselves on the brink of a war that the people did not make, but that some in various governments are eager to make for them. Sadly, Poland’s statesmen, bombastically adoring of Ronald Reagan, seemed to have forgotten that Reagan did not hate Ivan and Anya, he merely feared the Soviet system was unjust to them and a threat to the world. This is a key difference. It is a difference all the more important now that the Soviet Union is no more. Poland’s rulers, apparently resentful of the fact that they did not get the chance to defeat the Soviet Union in war or hang all the communists during the revolution, pretend that the Russian Federation is a Stalinist dictatorship rather than dealing with the reality of the modern world and modern Russia. To paraphrase Machiavelli: they put up statues of Reagan, but know nothing of his virtues. Today, Russia is a Federated Republic. It has a 13% flat income tax rate. Economy-wise Russian exports to the European Union in 2012 were worth 285 billion Euro, and it imported 123 billion Euro worth of goods and services from the European Union. Poland is Russia’s third largest trading partner after Germany and Italy. There are no Gulags in Russia. There are five different political parties in the Russian parliament. In the last twenty years, Russia has fought two wars—one against Chechen Islamists like the ones who attacked Boston marathon runners in America last year, the other a short limited campaign after being attacked by a foolish Georgian President who believed that American support for his country was a blank check to employ military means to resolve a territorial dispute and pull America into a wider war in the Caucus. (Over this period of time, as an aside, Poland has also fought two wars: one in Iraq, the other in Afghanistan.) True, in Russia you will go to jail for invading the private property of a Church in order to sing punk music full of obscene language while people are trying to pray, but the same fate likely awaits you in the United States. It is furthermore not very likely that American fringe “artists” who trespass on private property will be forgiven and later pardoned by their President. Russia is not Eden, but it is now more liberal and democratic than in all of its history. If one is angry at Russia for not establishing itself as a Jeffersonian Democracy within two decades following 70 years of communism and centuries of Tsarist rule, one ought to get one’s head examined. It is certainly less belligerent than when under Soviet rule. Freedom of speech and civil society are a far cry from being as well established as some of us would like to imagine they ought to be, but the modern West is not an exemplar of freedom by any stretch of the imagination. Anyone who has lived in the real world of the East and West for a prolonged time will testify to this much: if war could be avoided with the Soviet Union, and if the Soviet Union could be fundamentally changed, then there is absolutely no reason to justify war with Russia now. This would be the opinion of Reagan’s hypothetical Ivan and Jim, Anya and Sally—of normal people from America, from Russia, from Ukraine. It is not the opinion of some people living in the bubbles of government, particularly the Polish government as well as certain elements of the American government which seem determined to thrust us into the war Ronald Reagan saved the world from, all under the pretense of following in President Reagan’s so-called ideological “anti-communist” footsteps. Of course, as a real conservative, President Reagan did not have an ideology; instead he had a moral conscience made effective through age and experience. This is why he was a Democrat when he believed the New Deal was helping people, and a Republican when he realized that its effects were harming them. It was his concern for the common man, so evident in his discussions with fellow citizens that characterized him, not ideology. He did not champion revolutions, and he matched his stark condemnation of communism with a robust attempt at change through intellectual engagement. Reagan was a man of ideas. Those who pretend to follow him now are intellectual midgets; they have no ideas and are actually hostile to the ideas Reagan championed whenever truly confronted with them. They think they are living up to President Reagan’s legacy by making war on the world, when in fact they have reversed the small steps made under the Reagan administration towards the restoration of decent constitutionalism in America and completely loathe Reagan’s belief in individual freedom and limited government in Europe. Poland’s President, Prime Minister, foreign minister and opposition leader, none of whom actually worked in the real business world for a prolonged period of time, all of whom have spent their entire lives either fighting a government or running one, now play the unenviable roll of those whose clumsy attempt at “regime change” in Ukraine has threatened millions of regular people: Reagan’s hypothetical Jims, Sallys, Anyas and Ivans. While these government elites spent their lives in government, yearning for a new Cold war, the Jims, Sallys, Ivans and Anyas of the world have been busy erecting a mass edifice to international human cooperation on the ashes of the Iron Curtain: the present international commerce, cultural exchange and cooperation of former antagonists across Europe and Russia.

    Earlier, we asked the question—why did the Polish government pursue such a course? Now, keeping in mind President Reagan’s teaching that governments, not people, start wars, we can begin to answer that question. First, a very unhealthy alliance has been formed over the years between the most belligerent elements of the American foreign policy apparatus and the principle political factions in Poland. These elements share a toxic mixture of revolutionary democratic ideology, arrogance, imperial swagger and an irrational hatred of Russia. When, years ago, the Polish government failed to come to an agreement with Russia about a gas pipeline to western Europe, the Russians predictably built it with the Germans. Rather than a reassessment of Polish foreign policy, the event led to the infamous quote by then Defense Minister Sikorski of a new “Molotov-Ribbentrop pact” having been signed (this pipeline, it now turns out, may have rescued Poland from the consequences of a war on its borders because it allowed the Germans enough sway to pressure President Putin into accepting a settlement over Ukraine). Presently, Mr. Sikorski, now foreign minister, opines that Russia is a predator with a growing appetite [full disclosure: I was turned down for a job by then Minister of Defense Sikorski in 2006]. In fact, as the Nuland-Pyatt “Mini-Yalta” transcript demonstrates, there is little doubt as to who the real “predators” are. They are certainly not the people of America, Russia or Ukraine; they are government operatives with their own narrow agenda—just as President Reagan warned. Of course, the Polish foreign minister has an explanation for that one too—President Yanukovych “should have signed the EU trade deal” if he didn’t want the West to overthrow him. For the Polish foreign minister, Ukraine’s democratically elected President apparently never had a choice: the EU trade deal was an offer he couldn’t refuse. Opinions to the contrary, as well as the reaction of those Ukrainians who voted for Mr. Yanukovych are, according to the Polish foreign minister, just “disgusting propagated” by Kremlin outlets like Russia Today. If true, this would have to mean that my old professor of economics, Dr. Richard Ebeling, my old boss Pat Buchanan, or the libertarian Lew Rockwell, all of whom have given interesting and intelligent interviews on Russia Today, are actually communist subversives in the pay of Vladimir Putin. On this theme, Poland’s “conservative” opposition leader also seemed to recently insinuate that Poland’s elderly classical liberal in the F.A. Hayek mold was also a communist subversive and that free market economics are an “Anglo-Saxon theory” that have “nothing to do with the Right” and were the result of a communist plot to retain control over the economy in Poland. Given these statements, not to mention the aforementioned speech by the leader of Poland’s “conservative” opposition next to Ukrainian supporters of the NAZI-inspired massacre of Poles in Wolyn, I leave the last word on the subject to Father Isakowicz-Zalewski, who wrote that the head of Poland’s supposedly conservative and supposedly patriotic party knows nothing about Ukraine and his Russophobia is so vast that he is ready to ignore the revolutionary Ukranian’s support of paramilitary activities on behalf of Nazi Germany and their massacre of Polish nationals. All in order to oust President Yanukovych on behalf of his neoconservative allies who, just a few months ago, he still blamed for being Russian agents responsible for killing his brother in Smolensk. With this kind of domestic opposition to the Polish government, it is little wonder that Mr. Sikorski’s measured belligerence is seen by the international community as the height of moderation and artful diplomacy.

    As for who has greater credentials as heirs to President Reagan’s anti-communist idealism, I’ll take President Reagan’s former budget director, deputy treasury secretary and senior advisor over some people who attended AEI seminars on international relations or write op-eds for Fox News any day. President Reagan, however imperfectly, attempted to restore limited, constitutional government to the United States and never forgot that peace, not war, was the necessary condition for and aim of liberty. His genius, as a man of ideas, was to sit down with the Soviets, who by that time were more and more conscious of the burden of central planning and communist ideology, to trust the people, and trust freedom. He did not organize violent street revolutions, nor bomb countries that resisted him into oblivion as has been the habit of subsequent American administrations over the last twenty years. He was willing to work with unelected Soviet leaders; I am sure he would have worked with elected Ukrainian leaders and respect when one of them told the European Union “no, no, no” in the spirit of Lady Thatcher. He was not an ideologue. He began as a New Deal FDR Democrat because he cared about the fate of regular people, he became a champion of free markets for the very same reason. If he were alive today, I am confident he would be on the side of those who desired peace and justice, not with Republicans who booed Congressman Ron Paul for quoting Jesus Christ’s Golden Rule. Reagan would be on the side of those who understand that ideas backed by arms, not arms backed by talking points posing for ideas, won the Cold War for America.

    That said, I hope President Obama has the wisdom to once again avert the march to war, to recognize that Ukraine is now ruled by an unelected government foolishly thrust into power when a Western attempt at forcing early elections in Ukraine tumbled out of control into a full-fledged revolution. The unelected Ukrainian government is now run by political hacks hand-picked by neoconservatives infesting the American government who, together, have as much political sense as the violent mobs and Islamist terrorists they usually end up supporting in their blind democratic revolutionary fervor. While finding a political solution to the present crisis is necessary, none will materialize until it is recognized that Russia can feel legitimately cheated and threatened by the overthrow of a democratically elected government in a neighboring country by way of American intrigue.

    Maintaining the pretense that “Putin is Hitler” while supporting real, de facto allies and apologists for Hitler in Ukraine will lead to war and is a greater insult to human intelligence than the “Weapons of Mass Destruction” debacle that began the long train of revolutionary sorrows this century has thus far seen. This brings us to the second reason for Poland’s irrational policy towards Ukraine. Poland’s current governing elite, who have effectively been in power since the 2005 elections swept the last vestiges of the post-communist parties from government, have made a catastrophic blunder in their strategic assessment of Polish foreign policy. This catastrophic blunder presumed infinite American military engagement in Europe. Contrary to Senator McCain’s proclamation that “we are all Ukrainian”, most Americans are in fact all Americans. Americans do not exist to provide a military deterrent to Poland ad infinitum, and building a Polish foreign policy strategy predicated on a desire to become the European equivalent of Israel in terms of the level of strategic military partnership with the United States is bound to result in grave danger. Poland’s strategy since 2005 has been threefold: 1) expand the European Union by Ukraine, Belarus, and Turkey in order to create a wider militarized, economically interdependent buffer zone between it and Russia, 2) support all American military efforts in hopes of acquiring reciprocation and 3) work to consolidate and centralize the European Union in order to forever embed Poland into Western political structures in order to guarantee its safety from Russia. Thus, the Polish foreign minister lectures and antagonizes the British for daring to doubt the EU, the Polish Prime Minister acts, in the midst of the Euro-crisis, as if the Union in its present form were splendid and lacked only greater centralization, and a former Polish Prime Minister carelessly claims that it’s “super” if the Polish secret services accepted CIA money in exchange for facilitating torture on Polish soil. The key ingredient in this policy is the presumption that Russia is the greatest threat to Polish sovereignty, and that Russia is forever on the verge of “restoring” the Soviet Union. Finally, there is the maddening presumption by Polish statesmen that all of Eastern Europe is Poland’s sphere of influence, and that Poland’s military no longer needs to worry about defending the nation’s independence, but must instead focus on fighting foreign wars backed by American power. Such a dangerous presumption flies in the face of the national interest of Poland which is the maintenance of peace and commerce with stable neighbors. The Polish government’s meddling in Ukrainian affairs has left Poland at greater risk because it has led to the collapse of a sovereign, democratically-elected neighboring government and set “the logic of revolution” into motion, threatening to introduce Russian military intervention into the equation. Poland cannot, by means of diplomacy, expect to expand the European Union at this moment of its greatest economic crisis by Islamic Turkey, the backwards dictatorship of Belarus, and the corrupt Ukraine—the task was an improbable gambit. Poland should support commerce, political stability, and a respect for each country’s sovereignty—East or West—rather than entangling itself in imperial brinksmanship. Sadly, the fact that the Polish government went beyond mere diplomacy and provided encouragement to open Ukrainian revolution—against its own interests—was only possible with American backing. No doubt emboldened by the brash Secretary Nuland and her ilk, whose arrogance appears fueled by her ignorance of this region, the Polish government believes that its American support makes it a powerful force in Eastern European politics. Thus instead of focusing on education, constitutional reforms, infrastructure, and a host of economic weaknesses which to date have led to the disgraceful exodus of millions of Poles from their motherland to England in search of jobs despite Poland finally being free, the Polish government has been playing Great Power politics. Now, war stares them in the face and they must rely, against the sound advice of Machiavelli, on the arms of others because they do not have their own. Poles should know from their own history that no arms are powerful enough to override human nature. When Poland was the victim of foreign meddling, partition, occupation, revolution, and invasion, the Great Powers which tried to build their empires on Polish soil eventually brought themselves to ruin as the Polish people refused to bend under foreign aggression. What makes the upstart neoconservatives running Polish foreign affairs now think for a minute that the Russian speaking part of Ukraine is going to sit idly by while Secretary Nuland and minister Sikorski decide their fate in between plotting foreign missions for the Polish army? What gave them the right to transform the land that gave the world Pope John Paul II into a petty outpost for American Empire?

    At this point, there is no good resolution to this situation. War is obviously the worst possible outcome, but even if war is averted, the political, cultural, and economic relations between Russia, Ukraine, and the EU will likely incur further damage. Given the great amount of commercial, cultural, and political contact between Russia, the EU, and Ukraine over the past two decades, it seems that Ronald Reagan’s dream of Anya, Ivan, Sally, and Jim finding that they have more in common as human beings as opposed to the ideological differences of their governments has come true. Now, the neoconservatives who pretend that Ronald Reagan did nothing but fight wars against Russia for eight years are about to tear apart the peaceful world that President Reagan bequeathed us. It is up to President Obama to make sure that the American response to President Putin’s obvious lack of patience with neoconservative meddling in European and Russian affairs is above all realistic and not built around childish neoconservative fantasies. It is also high time to cleanse the Pentagon and State Department of the meddlers who keep putting the American President at the brink of wars America should not fight. Finally, Poles must reconsider the path that their nominally pro-American government has taken them down and think long and hard about the necessity to mend their relations with Russia rather than pretend to continue fighting the Cold War against the long-defunct Soviet Union. This does not mean that Poland must become “anti-American.” Rather, it must realize that friendship with America is something quite apart from servility to the neoconservative cabal that infects the American state to this day. As for those who claim that America is losing face, must stand firm, must stop the new Munich—well—let us hope they are swiftly returned in subsequent elections throughout the West to the set of Dr. Strangelove where they belong.
