    MOSCOW, July 24. /ITAR-TASS/. Russia reports nine gunfire attacks on its territory from Ukraine's side in June and July this year.

    Dozens of Ukrainian shells have exploded in Russia, Russian Deputy Defense Minister Anatoly Antonov told Russia 24 television on Thursday.


    Aimed fire was opened on a border guard post. Russian citizen Andrei Shulyatyev was killed. He left three underage daughters, Antonov said.


    “If the territory of the United States were shelled from a cross-border region, and if an American citizen were killed, what would the USA do? The answer is clear,” he noted. “We are simply showing responsibility and restraint.”


    According to Antonov, in this regard “it is totally clear, who provokes whom on the border”. “You had better pay attention to the permanent shelling of Donetsk and Luhansk with projectiles and to the murders of civilians,” the deputy defense minister said addressing to the western military officials.


    Speaking of the Malaysian Boeing tragedy, Antonov said that Russia calls for a thorough investigation of the plane crash.


    He said that Russia has made public its intelligence data on the crash. Meanwhile, Ukraine and western countries surprisingly make their conclusions about the tragedy "referring mainly to social media," Antonov added.


    He said that images published by the U.S. intelligence show Buk missile launch systems belonging not to Russia but to Ukraine.


    The most recent shelling of Russian territory from the Ukrainian side of the border was reported July 20. Customs officers of the Gukovo automotive checkpoint in the Rostov region were evacuated. No Russians were killed or wounded in the shooting attack.


    Meanwhile, reports come that employees of the nearest border checkpoints of Russia are often evacuated due to the attacks. In addition, in some cases there was need to evacuate residents of the border villages and settlements. Thus, July 18, 90 people were evacuated from two villages of the Kuybyshevsky district of the Rostov region.

    Earlier, the Russian diplomatic service has made a statement condemning the repeated shooting attacks, as well as violation of the state border by Ukrainian military.


    The statement was issued in connection with another shelling of the Russian territory on July 12.


    “Russia demands Ukraine stop shelling of the Russian territory and violating the Russian border,” the ministry said in its statement.


    “If such provocations continue, Russia reserves the right to take measures under its legislation aimed at protecting the territory and ensuring security of Russian citizens,” it added.

    The economic sanctions that the U.S. and European Union imposed Tuesday against Russian banks were designed to severely punish a key part of Russia's economy. But their immediate impact is likely to be relatively muted.
    The U.S. sanctions don't include Russia's biggest bank, and the EU carved out a loophole for big parts of the banks.

    The sanctions on a variety of Russian companies in the banking, energy and arms industries were intended to penalize Russia for what the U.S. and EU see as its destabilizing role in the Ukraine conflict.
    The U.S. slapped sanctions on three state-controlled Russian banks: VTB Bank, VTBR.MZ -1.87% Bank of Moscow and Russian Agricultural Bank. The sanctions, which bar U.S. institutions and individuals from providing new equity or debt financing to those lenders, "will impose additional significant costs on the Russian Government for its continued activities in Ukraine," the U.S. Treasury Department said Tuesday.



    After many European countries along with the U.S. stepped up sanctions against Russia, several challenges now arise as to how to maintain stability in Ukraine. WSJ's Jerry Seib explains the line the U.S. government must now walk in order to both punish Russia and help Ukraine. Photo: AP




    Analysts said Wednesday that by largely locking the banks out of western capital markets, the U.S. and EU sanctions will drive up the lenders' funding costs, hurting their profits and potentially impeding their ability to lend.
    The U.S. sanctions, however, are notable for an institution that is not on the list: OAO Sberbank. SBER.MZ +2.17% Sberbank, majority-owned by the Russian government, is the country's dominant lender. With more than 19,000 branches, it controls a plurality of Russia's banking assets and boasts the highest market share in retail, business and corporate banking. It also has substantial investment- and corporate-banking activities throughout Europe.
    Sberbank's Moscow-listed shares rose about 3% Wednesday.
    While the EU hasn't yet announced its list of sanctioned banks and other institutions, Sberbank is among them, according to EU officials. The bloc's list of sanctioned institutions, which includes five state-owned banks, will be published later this week.
    But the EU sanctions also have a notable gap. The EU subsidiaries of the Russian banks are exempted from the sanctions, according to European officials familiar with the sanctions.
    It is an important loophole. VTB Bank and Sberbank both have sizable units in Austria, and VTB also has a Cypriot subsidiary. Combined, those units at the end of last year had well over €20 billion of assets, and they operated in Austria, Cyprus, Czech Republic, Slovakia, Hungary, Germany and France.
    If the sanctions had applied to the entirety of the banks, it could have made it much harder for those EU units to finance themselves, although EU officials said Wednesday that much of their financing was coming from their Russian mother companies.
    And it likely would have created complications from the European Central Bank, which this fall will take on responsibility for supervising the largest euro-zone banks, including VTB's and Sberbank's units headquartered in Austria and Cyprus.
    The exemption of the banks' EU arms was a late addition to the planned sanctions, only appearing in draft language in recent days, according to the European officials.
    EU officials said Wednesday that they excluded the continental subsidiaries to protect the stability of Europe's financial system. The officials said the EU subsidiaries will be allowed to transfer certain funds to their parent companies, but not money that they raised in the EU. The officials said the goal of the sanctions isn't to hurt the banks themselves but to undermine their ability to finance the Russian economy.
    Another factor blunting the impact of the U.S. and EU sanctions is that the Russian banks don't have much debt maturing in coming months.
    Russian banks have roughly $39 billion of debt held outside Russia maturing in the next nine months, equivalent to 8% of their cash reserves, according to Nomura.
    That suggests refinancing risks are manageable. For instance, VTB has potentially $3 billion of debt that needs to be refinanced before the end of the year, according to Bank of America Merrill Lynch. Sberbank has about $2 billion.
    "We think that such low exposure limits the potential of debt-market deterioration on the banking sector, at least in the short term," said Vladimir Osakovskiy, Russia economist at Bank of America.
    "The decision taken by the U.S. to restrict VTB's access to the capital markets will not impact the bank's operations and its ability to meet its ongoing obligations," the bank said in a statement. VTB added that it "adheres strictly to all relevant international laws and regulations."
    Sberbank had no immediate comment.
    Although the sanctions only directly restrict the banks' abilities to find western buyers for new debt and equity, the actual implications could be broader. U.S. and European financial institutions generally are reluctant to do any business with sanctioned entities. That wariness has grown recently after the U.S. severely penalized a series of European banks for financing entities in sanctioned countries.

    Kiev Deploys WMDs Against Eastern Ukraine

    Ukraine’s Kiev-based regime has deployed OTR-21 Tochka ballistic missiles also known as SS-21 “Scarabs,” against the people of eastern Ukraine. The missiles measure 6.4 meters in length and carry warheads of up to 454 kg, making them without a doubt a weapon of mass destruction (WMD). Their use was revealed by a CNN report released just as US President Barack Obama announced that the US and EU would be issuing more sanctions against Russia.

    CNN revealed that, “there were reports that Ukraine’s government in the past 48 hours used short-range ballistic missiles against the rebels, three U.S. officials told CNN. The weapons have a range of about 50 miles (80 kilometers) and pack up to 1,000-pound (454-kilogram) warheads.”

    CNN would also claim, “another of the U.S. officials said using the missiles is “an escalation, but Ukraine has a right to defend itself.”

    In a separate CNN video report, retired Major General James A. Marks also asserted that Ukraine had the right to defend itself, before admitting that the ballistic missiles were not “precise weapon systems” and are generally used for offensive, not defensive maneuvers. In the same report it was admitted that the US had knowledge of where the missiles were being fired but would not disclose the information publicly out of fear it would undermine the image of the regime in Kiev.

    Certainly the US has nothing to gain by disclosing the details of Kiev’s use of WMDs against its own people. It was similar allegations the United States used itself as a pretext to invade and occupy Iraq for nearly a decade, and attempted to do so again in Syria. In Libya, merely using warplanes against militants was deemed a crime against humanity by NATO paving way for a devastating air campaign coupled with heavily armed militants backed by NATO cash and logistics on the ground. Regime change in each case was the primary objective.With the pro-Western regime in Kiev turning tanks, artillery, warplanes, and now imprecise but devastating ballistic missiles on its own people, it would again be incumbent upon NATO to likewise intervene under its own contrived pretense (and with multiple precedents) of responsibility to protect to stop Kiev’s assault on the people of eastern Ukraine. That NATO has elected to turn a blind eye to Kiev’s tactics is an explicit indicator of the absolute lack of legitimacy or consistency behind both Western values and the international institutions, laws, and “norms” supposedly built upon them.

    By admissions of CNN and the military officials it interviewed, the US is not only waging a full-spectrum propaganda war against Russia and eastern Ukrainians as well as providing material support for the regime in Kiev, but now actively covering up crimes against humanity the regime is committing on Ukrainian soil and may commit beyond its borders as the conflict continues to escalate. While Kiev’s forces are for the time being firing ballistic missiles at their own people, with a range of between 75-185 km depending on the missiles Kiev has in its possession, in a bid to draw Russia into the conflict and provoke a more robust NATO response, these weapons of mass destruction may end up targeting populated areas beyond Ukrainian borders.

    With the US openly covering up evidence of the weapons’ use, the truth behind any future incident is sure to be similarly obstructed, spun, and otherwise manipulated.

    Systematic Punitive Annihilation

    The conflict in eastern Ukraine is not taking place on an open battlefield but within the populated areas the resistance lives and had worked before the conflict began. By resorting to ballistic missiles with half-ton warheads launched imprecisely at populated centers in eastern Ukraine, Kiev has unofficially announced its intentions to pursue a campaign of systematic, punitive annihilation. The weapons are hardly likely to hit legitimate military targets, and instead, like Nazi V2 rockets during World War 2, are deployed to shock entire populations causing psychological trauma as much as indiscriminate physical devastation.

    The use of ballistic missiles comes after similar tactics of strafing cities with warplanes, shelling populated centers with artillery, and driving tanks into villages, towns, and cities to “tank shock” the population have been tried and have apparently failed. Without a large number of professional, properly equipped (or even properly fed) soldiers to draw from, the regime in Kiev is left to compensate with increasingly brutal and inhumane tactics leaning disproportionately on the use of heavy weapons and the terror they induce.

    Kiev pursues its strategy in direct violation of all the international laws and “norms” the West itself has defined and posed as unilateral international enforcers of. The West’s silence over Kiev’s current conduct introduces a dangerous double standard. While the West attempts to gain control over Ukraine by punishing militarily those that resist Kiev, and undermining economically those in Russia who voice opposition over the treatment of eastern Ukrainians, what the West has lost is anything resembling a moral imperative.

    And despite what would have long ago given NATO and the UN the green light to proceed with a “humanitarian intervention” in any other nation opposing Western interests, Russia has shown maximum restraint in the face of yet another provocation carried out at the expense of the eastern Ukrainian people. While Russia is framed as the aggressor in Ukraine, it is clear that those conducting themselves outside of international law and at the cost of lives and the stability of Ukraine, are Kiev and NATO themselves.

    I'm certainly not taking up for the assholes in the Eastern Ukraine - because, frankly, they are a bunch of Russians who've come over to do harm to that section of the Ukraine.     Russian Air Force Holds Military Exercises Near Ukraine Border

    Air force says 100 aircraft will participate and conduct missile practice, as Ukrainian army advances on rebel-held Donetsk

    Russia is conducting military exercises with more than 100 aircraft in the country's central and western districts, in a show of strength near the border with Ukraine.

    A Russian air force spokesman, Igor Klimov, told the Interfax news agency that aircraft including MiG-31 fighter jets and Russia's newest frontline bomber, the Su-34, would be used in the exercises and that the aircraft would conduct missile practice.

    The exercises were planned to take place from Monday to Thursday.

    Russia's defence ministry could not immediately be reached for comment.

    The exercises came as fighting continued in eastern Ukraine as the advancing national army tried to seize control of the rebel stronghold of Donetsk.

    A spokesman for the Ukrainian military operation, Alexei Dmitrashkovsky, said government soldiers were fighting on Sunday to hold positions they had taken on the edge of Donetsk, but were meeting resistance.

    The separatists, who are in danger of being encircled, have renewed their calls for Russia to send troops to their aid.

    Ukraine and western leaders say they have evidence that Russia is arming the separatists. Russia denies this and describes the Russian citizens fighting in eastern Ukraine as volunteers.

    The ongoing battles have delayed the start of an international search for body parts still lying in the fields where Malaysia Airlines flight MH17 was shot down on 17 July, killing all 298 people on board.

    Good afternoon. I used yesterday’s (Mon.) positive up day to move out of stocks and into cash — reducing my equity exposure from 98 percent to 70 percent as of this afternoon. I had posted a note on Sunday noting the possibility of a potential 20 percent correction in the short-term. With just one week to go in earnings, and the ‘dog days’ of August approaching, I thought it was prudent to lower my exposure to the market. I just got lucky timing it yesterday.
    As of this afternoon, (Tue., 1400, August 5, 2014) there has been a precipitous/swift move to the downside in stock — down +180 points — as of this note. The market was already down for the day; but, a noticeable and sharp downdraft occurred around 2pm EDT this afternoon. The talking heads on CNBC say that a technical level on the S and P 500 was broken — triggering automatic/programmed selling by the various hedge funds and institutions. There are also reports that Russian troops are massing along the border with Ukraine; and, possibly preparing to invade, according to Poland’s Foreign Minister, who publicly stated his concerns regarding a potential Russian invasion of Ukraine this afternoon. It will be interesting to see if we rebound or bounce off these lows; or, if concern sets in and we get accelerated selling into the close. I am bearish in the short-term; and, am posturing to put my 30 percent cash position to work in the next few days. I need to see how we close today and open tomorrow. If we see accelerated selling into the close, that will likely beget more selling in Asia and Europe overnight; and, here tomorrow morning as well. It has been 26 months since we’ve had at least a 10 percent correction; and, we are overdue. I would not be shocked if we got one here; or, worse.
    Jeff Cox , writing on CNBC’s website this afternoon, notes that the investment firm Goldman Sachs forecasts that “stocks will significantly outperform bonds in the years ahead, as investors get used to interest rates that will rise more than consensus expectations.” Goldman “foresees the U.S. Federal Reserve raising rates in the third quarter of 2015; taking its funds rate — eventually to 4 – 4.5 percent — about double the level predicted by many in the market, including bond manager Pimco, which sees a short-term “neutral” level of half that,” writes Mr. Cox. “We forecast a dramatic divergence between stock and bond returns during the next several years,” said Goldman Sachs’ Chief Equity Strategist, David Kostin, in a note to the firms clients.
    “Goldman sees the S and P 500 Index returning 6.2 percent per year between now and 2018 — well below its stellar performance of recent years — when the Fed funds rate hit 4 percent,” added Mr. Cox. “During that time, Goldman projects the benchmark 10yr. Treasury note to return to just 1 percent, compared with a 10.8 percent annualized return over the past five years.”

    US Military Deploys Team of Troops to Ukraine

    About a dozen American troops from U.S. European Command on Tuesday arrived in Ukraine to help recover remains and investigate the downing of the Malaysian airliner that killed all 298 passengers aboard, officials said.
    The State Department requested the team to "assess, advise, and provide recommendations to the U.S. Embassy" about support for the recovery operation, Navy Rear Adm. John Kirby, the Pentagon press secretary, said at a briefing with reporters.
    Kirby said that the troops will not go to the crash scene in eastern Ukraine near fighting between the forces of the central government in Kiev and separatists backed by Russia.
    "They will not leave Kiev," Kirby said of the U.S. troops who specialize in recoveries and analysis at crash sites. "Recovery operations are something, tragically and unfortunately, the U.S. military has to do and has to be good at."


    The U.S. and NATO have charged that Malaysian Airlines Flight MH17 was brought down last month by a Russian surface-to-air missile system fired from an area controlled by the separatists.
    The arrival of the team came as Russia continued its military buildup along the border and stepped up the pace of its training exercises, Pentagon and NATO officials said.
    In Kiev, Ukraine government security officials said Monday they were preparing for a "massive assault" on the eastern city of Donetsk, the major separatist stronghold, state media reported.
    Air Force Gen. Philip Breedlove, head of the European Command and Supreme Commander of NATO, met on the sidelines of a World War I commemoration in Belgium with NATO Secretary General Anders Fogh Rasmussen and British Prime Minister David Cameron to discuss the crisis in Ukraine.
    "We are at a crucial point in history," Rasmussen said. "As we remember the devastation of World War I, our peace and security are once again being tested, now by Russia's aggression against Ukraine. And the criminal downing of Flight MH17 has made clear that a conflict in one part of Europe can have tragic consequences around the world."
    NATO officials said that Russia now has about 20,000 troops massed on the border of Ukraine. At the Pentagon, Kirby would not put a figure on the buildup but said it was "north of 10,000. They are very capable and very ready," he said.

    Build-up of combat-ready troops on eastern border of Ukraine is of "great concern"

    Russia has built up a 20,000-man force of combat-ready troops on Ukraine’s eastern border, NATO warned Wednesday, and could use the force to stage a ground invasion.
    The troop presence includes tanks, infantry, artillery, air defense systems, as well as logistics troops, special forces, and various aircraft, Reuters reports.
    “We’re not going to guess what’s on Russia’s mind, but we can see what Russia is doing on the ground – and that is of great concern,” NATO spokeswoman Oana Lungescu said in an emailed statement to Reuters. NATO is concerned that Russia could use “the pretext of a humanitarian or peace-keeping mission as an excuse to send troops into Eastern Ukraine,” Lungescu said.
    Earlier this year, Russia amassed a force of some 40,000 troops close to the Ukraine border but had reduced that force to less than 1,000. The Kremlin is now growing the number of troops again, as Ukrainian troops engage with separatist forces in cities to the east of the country.
    The shooting down of a Malaysia Airlines jet in eastern Ukraine in July, allegedly by Russia-backed separatists, sparked a new round of international sanctions against Russia. The European Union and the United States agreed to a further round of sanctions against the country last week over its actions in Ukraine.

    American media refuse to meet with Ukrainian servicemen who asked for asylum in Russia


    MOSCOW, August 06. /ITAR-TASS/. A senior Russian lawmaker said US media “are dead” and totally controlled by the US Department of State as American journalists ignored a provided opportunity of talking in person with Ukrainian soldiers, who were recently sheltered by Russia.

    “The US media are dead and they are now offices of the US Department of State,” Alexei Pushkov, the head of the State Duma Committee on Foreign Affairs, wrote in his Twitter account on Wednesday.


    “None of American journalists traveled to the Rostov Region to meet with Ukrainian soldiers, who crossed the border into Russia,” the lawmaker from the parliament’s lower house added.


    Maria Zakharova, a deputy head of the Russian Foreign Ministry’s press department, wrote earlier in her Facebook account that as the news broke out on Monday about over 400 Ukrainian soldiers crossing into Russia and seeking asylum, the Russian Foreign Ministry decided to arrange a meeting with the soldiers for foreign journalists accredited in Russia.



    More than 400 Ukrainian servicemen ask for asylum in Russia





    According to her, up to 40 journalists agreed to talk to the soldiers and an aircraft from the Defense Ministry was ready to take them to the Rostov Region on the border with Ukraine.

    “Except for Bloomberg there were no journalists representing US media!!! An opportunity to meet with the Ukrainian military servicemen, who crossed into the Russian territory, was declined by representatives of leading US media,” she said. “They were CNN, The New York Times, The Washington Post, The Christian Science Monitor.”


    On early Monday a group of 438 Ukrainian troops and border guards from pro-Kiev forces fighting against militia in the embattled southeast of Ukraine asked Russia’s southern border authorities for permission to enter Russia seeking asylum, and a humanitarian corridor was opened for them.


    The Ukrainian military servicemen, who laid down arms and crossed into Russia, were accommodated in a tent camp that was set up for them near the Gukovo border checkpoint in Russia’s Rostov Region.

    “We could have a bath, received new clothes. We are very grateful,” one of them told Russian LifeNews online television channel.


    According to the Ukrainian soldier, before they crossed the border they had been told that Russia was an “aggressor country” engaged in combat operations against them, but now they found out that it was not true, he added.

    Russia Has Built Up 42 Thousand Troops on the Border with Ukraine MAP

    Russia continue to build up troops at the Ukrainian border.

    Head of the Center for Military and Political Studies Dmytro Tymchuk wrote about it on his Facebook page, Censor.NET reports.

    "According to the data of the Information Resistance group, near the border of Ukraine on August 4, 2014, the following groups of the Russian army are located (on the eastern borders, from the top down - the Chernihiv, Kharkiv and Donetsk directions)," he said.

    "The Donetsk direction: up to 8000 troops, up to 40 tanks, up to 500 armored fighting vehicles (AFV), up to 140 artillery, up to 60 aircraft, up to 50 multiple launch rocket systems (MLRS). The Kharkiv direction: up to 5100 troops, up to 30 tanks, up to 300 AFVs, up to 55 artillery, up to 50 aircrafts, up to 20 helicopters, up to 20 MLRSs. The Chernigov direction: up to 3300 troops, up to 50 tanks, up to 190 AFVs, up to 40 artillery, up to 40 aircrafts, up to 20 helicopters," Tymchuk wrote.

    "The Transnistria direction: up to 3200 troops of the Armed Forces of the self-proclaimed Pridnestrovian Moldavian Republic (PMR), up to 19 tanks, up to 90 AFVs, up to 40 MLRSs; the Russian Armed Forces: up to 3000 troops, up to 35 AFVs. The occupied territory Crimea: up to 22,000 troops, up to 30 tanks, up to 300 AFVs, up to 33 aircrafts, up to 55 helicopters," he concluded.
