Ships unable to get navy escorts, some supplies at Egypt's Suez port

SINGAPORE, Jan 31 (Reuters) - Vessels at Egypt's port of Suez are unable to pick-up military escorts for protection through the pirate-prone Gulf of Aden due to the unrest in the country, a senior industry official said on Monday.
Ships have been travelling through the Suez Canal, the main passageway for Europe's crude oil and imported goods, as usual with no reports of delays or cancellations.
Operations at the port have slowed, however, as anti-government protests have kept supplies and some staff from reaching the docks.
"No ships have been delayed, but there have been no immigration or customs officials to clear security teams for shipments for the past two days," said a senior coordinator with a shipping firm operating in Suez, who wished not to be named.
"Crew changes for ships have also stopped and some provisions, like food and water, were not reaching the port," he added.
Suez has jumped into the world's radar as the scene of clashes between government forces and protesters demanding the removal of President Hosni Mubarak, who has ruled Egypt for three decades.
Half of all vessels that travel through the Suez Canal stop at the port city to re-supply, refuel, change crew and pick-up security escorts, the company official said.
More than 34,000 vessels passed through the canal in 2009, of which nearly 2,700 were oil tankers carrying some 29 million tonnes of oil, according to the U.S. Energy Information Administration.
Ships were now docking at ports in nearby countries, like Turkey and the United Arab Emirates, to obtain military escorts and supplies.
The maritime industry has become increasingly reliant on military escorts for protection against Somali pirates when travelling through the Gulf of Aden via the Suez Canal.
Global pirate attacks hit a seven-year high in 2010 and a record number of crew were taken hostage, with Somali pirates accounting for 49 of the 52 ships seized, the International Maritime Bureau watchdog said this month.

JEDDAH, Jan 28 (Reuters) - Saudi authorities detained dozens of demonstrators on Friday in Jeddah who gathered to protest against poor infrastructure after deadly floods swept through Saudi Arabia's second biggest city, police and witnesses said.
Some Jeddah streets remained submerged on Friday, and electricity was still out in low-lying parts of the city two days after torrential rains caused flooding that killed at least four people and swept away cars.
The protest came after mass messages sent over BlackBerry smartphones called for popular action in response to the flood, an unusual move in the Gulf Arab state at a time of spreading anti-government unrest across the Arab world.
Protesters gathered for about 15 minutes after Friday prayers on a main Jeddah shopping street and shouted 'God is Greatest' before authorities broke up the protest and detained participants, a witness who works in a nearby shop told Reuters.
One police officer said around 30 protesters were detained and police were pursuing others who fled to a nearby building. Another officer put the number held at around 50.
"They took them all. They were protesting. There were about 30 people. There are still some people hiding in that building over there. The police are looking for them and trying to arrest them," a police officer at a station near the protest said.
About 12 police cars surrounded the building where protesters were hiding, and 30 more blocked off the street near where the protest happened.
A mass message sent via BlackBerry Messenger on Thursday urged Jeddah residents to join a demonstration on Saturday over the floods, while another urged all government and private sector employees to hold a general strike next week. But Friday's protest had been unexpected.
"No work for the full week until they find a solution to the roads of Jeddah," the message said. It was not known who sent the messages.
The call for action in the top oil exporter, where public protest is not tolerated, comes as open defiance of authoritarian rulers spreads, with protests in Egypt and Yemen inspired by unrest which toppled Tunisia's president this month.
The government has said it will give all assistance to victims of floods. On Wednesday, King Abdullah, who is resting in Morocco after back operations in New York, ordered rescue operations to be stepped up, warning officials not to delay his orders, state media said.
The last time the port city was flooded, in 2009, 120 people were killed, triggering rare debate about management of public funds and infrastructure defects in one of the world's richest countries and an investigation into the problems.
Jeddah residents said the floods were four metres deep in some places in the Red Sea port of four million inhabitants, and some reported being stranded for hours when waters rose.

'Mega protest' planned in Egypt
Opposition movement calls for one "million people demonstration" on Tuesday in a bid to topple president Hosni Mubarak.

Egyptian protesters have called for a massive demonstration on Tuesday in a bid to force out president Hosni Mubarak from power.
The so-called April 6 Movement said it plans to have more than a million people on the streets of the capital Cairo, as anti-government sentiment reaches a fever pitch.
Several hundred demonstrators remained camped out in Tahrir Square in central Cairo overnight, defying a curfew that has been extended by the army.
Thousands were back on the square by mid-day on Monday, chanting anti-government slogans. This as heavy military presence was seen in many parts of the capital.
One of Al Jazeera's correspondents said the military's attempts to block access to the square on Monday by closing roads was not working as more people were arriving in a steady stream.
"Protesters say they'll stay in this square for as long as Mubarak stays in power," she said.
Protesters seem unfazed by Mubarak's pledge to institute economic and political reforms. Our correspondent said people feel that such pledges "are too little, too late".
NEW CABINET
The newly appointed prime minister of Egypt, Ahmed Shafiq, has formed his cabinet, in which Mahmoud Wagdy has been appointed to lead the crucial interior ministry, responsible for the police.
Wagdy was previously head of Cairo criminal investigations department and also a former head of prisons.
Protesters had demanded Habib al-Adli, the former interior minister, be sacked after police beat, tear gassed and fired rubber bullets on demonstrators.
Al Jazeera reporters in Cairo also said police had been seen returning to the streets, directing traffic, after being absent since Friday.
"We are waiting for the minister of interior to announce in what form they are going to come back onto the streets and why they disappeared after Friday prayers, on the 'second day of rage'," one correspondent said.
"The absence of police has given looters a free rein, forcing ordinary citizens to set up neighbourhood patrols. Many people are wondering where the police disappeared to.
"There are two schools of thought as far as the police are concerned: One is that many of them decided to join the protesters. The other is that the regime was saying to the people, 'You want to protest. We'll pull back the police and you feel what anarchy feels like'," our correspondent said.
After deadly clashes in which more than a hundred people were killed in Cairo and other cities, protesters complained that police were using excessive force.
But an Al Jazeera correspondent said some locals greeted police as "long-lost friends" on Monday.
"It's almost as if the population of Cairo is suffering from selective amnesia ... We saw one small boy carrying a tray a of tea to a group of policemen. Another man got out of his car, kissed and hugged the policemen."
Meanwhile, many people are stocking up on bottled water and food, one of Al Jazeera's correspondents in Cairo said.
"I walked into a supermarket and saw complete mayhem. People are stocking up on supplies as much as they can. There are very few rations available in the stores. They are running out of basic supplies, like eggs, cheese and meat. Deliveries have not been coming for days."
'CANNOT GO BACK'
A day earlier, Mohamed ElBaradei, a leading opposition figure, joined thousands of protesters in Tahrir Square.
The former head of the International Atomic Energy Agency told the crowd on Sunday night that "what we have begun cannot go back" referring to days of anti-government protests.
The National Coalition for Change, which groups several opposition movements including the Muslim Brotherhood, wants ElBaradei to negotiate with the Mubarak government.
"The people want the regime to fall," protesters chanted as ElBaradei walked to the centre of the square, holding hands with some demonstrators.
The show of continued defiance by the people came on a day when air force fighter planes flew low over Cairo along with helicopters and extra troop lorries appeared in the central square.
As the protests continue, security is said to be deteriorating and reports have emerged of several prisons across the country being attacked and of fresh protests being staged in cities like Alexandria and Suez.
Thirty-four leaders from the Muslim Brotherhood were freed from the Wadi Natroun jail after guards abandoned their posts.
The protesters in Cairo, joined by hundreds of judges, had gathered earlier in Tahrir Square in the afternoon to demand the resignation of Mubarak.
Al Jazeera's correspondent, reporting from the scene, said that demonstrators confronted a fire truck, at which point army troops fired into the air in a bid to disperse them.
He said the protesters did not move back, and a tank commander then ordered the fire truck to leave. When the truck moved away from the square, the thousands of protesters erupted into applause and climbed onto the tank in celebration, hugging soldiers.
Main roads in Cairo have been blocked by military tanks and armoured personnel carriers, and large numbers of army personnel have been seen in other cities as well.
Our correspondent said that extra military roadblocks had been set up in an apparent attempt to divert traffic away from Tahrir Square, which has become a focal point for demonstrators.
"It's still a very tense scene to have so much military in the capital city of the country."

Egypt halts trains ahead of “march of million”

Egypt on Monday cancelled all trains after organizers of a week of anti-regime protests said they would organize a “march of a million” to get Egyptian President Hosni Mubarak to quit, state television said.
"Train traffic has been stopped," the presenter said as deadly protests against Mubarak's regime raged into their seventh day. Organizers said they would stage a "march of a million" as part of Cairo protests on Tuesday.
Egyptian protesters on Monday called for an indefinite strike in Egypt and a "million man march" on Tuesday in Cairo, upping the stakes in their bid to topple President Hosni Mubarak's regime.

LONDON (Dow Jones)--Wheat shipments to top importer Egypt face delays after operations at the country's ports were suspended amid ongoing anti-government protests, the general secretary of the Egyptian International Freight Forwarding Association said Monday.
"Everything has been suspended except the Suez Canal," Medhat El Kady, who is also the vice chairman of shipping company Kadmar Group, told Dow Jones Newswires.
"The grain vessels are discharging if the silos have space and only during the daytime. Most of the container ships are discharging in other Mediterranean ports because of the curfew. Nobody knows when everything will be back to normal."
International businesses were Monday halting operations in the North African country as anti-government unrest that has left at least 125 people dead raged into a seventh day.
As Egyptian President Hosni Mubarak struggles to reassert control over protesters, international shippers said they are bracing for delays in the Suez Canal, through which about 8% of global sea-borne trade makes it way.
Earlier a person at the Cairo office of grain shipper Ibramar Holding Group said the disruptions hadn't yet interrupted their freight lines. "We are seeing no problems at the ports," the person said. "Loading and charging operations are going well without any delays."
Shippers have been warning about possible delays as support services--bunkering, piloting and logistics--are threatened by the wide-spread unrest. A curfew has kept workers across the country from venturing from home, and office hours have been sporadic.
At 1307 GMT, European milling wheat futures were down EUR0.50 at EUR265.50 a metric ton on the March contract as nervous dealers assessed the impact the demonstrations could have on shipping lines.
"This kind of turmoil isn't very positive for the business," said a wheat trader. "People are worried this will bring trouble to current contracts."

Well... worst case scenario is that Cairo completely, totally collapses and the rest of the Middle East follows suit.
I was watching the same news, same things, same shit on a different day in 1979 sitting in Oklahoma. I'd just returned from some damned jungle in Central America to nonsense in the Middle East. We thought at the time that a revolution across the entire Middle East would take place - and once the hostages were taken we were concerned we'd never get those people back.
Fortunately, then... it didn't happen. I am not so sure that this time it won't occur.

Egypt and the Failure of the Obama Doctrine
Hundreds of Egyptians determined to drive President Hosni Mubarak from power spent all last night in Tahrir Square to keep the military from taking over the plaza. Today marks the seventh day of unrest in Egypt as the U.S. State Department began chartering evacuation flights for thousands of U.S. citizens stranded in the country. The longer the protests continue to rage, the more danger there will be that the army will wither into the crowds, throwing Egypt—and the region—into potentially violent chaos.
On Sunday, the military raised its presence, sending a column of tanks to enter Tahrir Square and buzzing the crowds with fighter jets. These actions came a day after the country’s most notorious prisons, Abu Zaabal and Wadi Natroun, were emptied of criminals and Islamic militants; uniformed police forces have all but disappeared (but appear to be trickling back to their posts today). Only the army and roving bands of armed vigilantes are in charge. With all but a few businesses closed and the economy at a complete standstill, it is unclear how long this standoff can last. One banner in Tahrir Square read: “The army has to choose between Egypt and Mubarak.”
There is a danger that the protests could lead to less, not greater, liberty in Egypt. While many of the groups organizing the protests (such as the April 6 Movement) do use pro-democracy rhetoric, there are powerful forces in the country that harbor Islamist goals that are incompatible with genuine democracy, including the anti-Western Muslim Brotherhood. As Egypt’s biggest and best-organized political group, the Brotherhood will be well-positioned to hijack a revolt.
Some in the West are hoping that former IAEA chief Mohammed ElBaradei can emerge as a leader of the opposition. There are even reports that the Muslim Brotherhood may endorse ElBaradei’s leadership. But ElBaradei’s hold on power is extremely weak. The New York Times reports that the crowd’s reaction to a Sunday speech by ElBaradei was mixed, with one Muslim Brotherhood supporter telling the Times: “ElBaradei doesn’t live here and doesn’t know us. We need a leader who can understand Egyptians.” For his part, ElBaradei seems completely out of touch with what the Brotherhood represents, telling ABC’s Christiane Amanpour: “The Muslim Brotherhood is in no way extremist.”
The Obama Administration’s response so far has been slow and they have sent mixed signals. On Friday, Vice President Joe Biden denied that President Mubarak was a dictator and stated that Mubarak should not step aside. And on Tuesday, Secretary of State Hillary Clinton said: “Our assessment is that the Egyptian government is stable and is looking for ways to respond to the legitimate needs and interests of the Egyptian people.” But yesterday she appeared on Fox News and urged the start of an “orderly transition” to bring about a “democratic, participatory government” while stopping short of calling for Mubarak’s ouster.
The Obama Administration has been slow to embrace calls for liberty in Egypt is completely consistent with the Obama Doctrine as applied in the Middle East. When the Iranian people rose against the regime in Tehran in the wake of a disputed national election, Obama offered virtually no support for the cries for freedom. He was too committed to his engagement strategy with the Iranian regime, believing his “charm offensive” would be enough to deter them from pursuing nuclear weapons. Those efforts have completely failed. Nevertheless, the “playing nice initiative” with Tehran fell flat. Today, the regime is more aggressive than ever—backing a terrorist takeover of the government in Lebanon, snubbing Western nuclear negotiators, and promoting an Islamist agenda across the region. As Elliott Abrams, who coordinated the Bush Administration’s Middle East policy at the National Security Council, wrote in The Washington Post:
This has been the greatest failure of policy and imagination in the administration’s approach: Looking at the world map, it sees states and their rulers, but has forgotten the millions of people suffering under and beginning to rebel against those rulers. “Engagement” has not been the problem, but rather the administration’s insistence on engaging with regimes rather than with the people trying to survive under them.
To give Egyptians the greatest possible prospects for liberty, the Obama Administration should change course and press any government that emerges to:
- Pledge to minimize the use of force and the loss life in its efforts to restore order;
- Agree to open up the political system to allow meaningful participation by Egyptian citizens in forming a representative government; and
- Restore Internet service and access to the world.
The Obama Administration should review U.S. assistance to Egypt and make further assistance contingent upon undertaking these actions.
