    JUBA, Sudan (Reuters) - South Sudan almost unanimously voted to declare independence from the north in a referendum, officials said on Sunday, sparking mass celebrations in the southern capital Juba.

    Thousands cheered, danced and ululated after officials announced the first official preliminary results which overall showed a 98.83 percent majority for separation, according to the vote's website.

    "This is what we voted for, so that people can be free in their own country ... I say congratulations a million times," south Sudan President Salva Kiir told the crowd.

    The vote was promised in a 2005 peace deal which ended decades of north-south conflict, Africa's longest civil war, which cost an estimated 2 million lives.

    Kiir, the head of the former southern rebel Sudan People's Liberation Movement (SPLM), praised his former foe, Sudanese President Omar Hassan al-Bashir, for agreeing to the 2005 accord.

    "Omar al-Bashir took the bold decision to bring peace. Bashir is a champion and we must stand with him," said Kiir, speaking in a mixture of English and the local Arabic dialect.

    "The project has not finished ... We cannot declare independence today," he added.

    According to the terms of the accord, south Sudan will be able to declare independence on July 9, pending any legal challenges to the results.

    UNRESOLVED ISSUES

    Northern and southern leaders still have to agree on their shared border, how they will split oil revenues after secession and the ownership of the disputed Abyei region.

    "I am so happy. Imagine having schools, no fear, no war. Imagine feeling like any other people in their own country," student Santino Anei, 19, told Reuters.

    U.N. Secretary General Ban Ki-moon welcomed the peaceful vote but told an African Union summit in Addis Ababa he was still concerned about the unresolved issues.

    Washington's Sudan envoy Scott Gration told Reuters at the summit the "tough part" of the peace deal was still to come.

    "These issues, whether it be borders or citizenship or oil revenues, cannot be solved unless there is an effort (by north and south) to work together in a partnership," he said.

    Secession campaigners described the vote as a chance to end years of perceived northern exploitation. Bashir, who campaigned for unity, later announced he would accept a separation vote

    Mubarak holds talks, pushed by army, US, protests

    CAIRO (Reuters) - Egyptian President Hosni Mubarak's deputy began talks on sweeping reforms with the opposition on Monday, as pressure from street protests, Western allies and the army appeared to be ending Mubarak's 30 years of one-man rule.

    After a week of unprecedented rallies against poverty, corruption and oppression under the 82-year-old military-backed leader, newly-appointed Vice President Omar Suleiman appeared on state television to say Mubarak had asked him to begin dialogue with all political forces on constitutional and other reforms.

    The channel later said talks had begun. Suleiman also said a new government sworn in by Mubarak on Monday would fight unemployment, inflation and corruption -- all key grievances.

    But opponents, ranging from young, secular dissidents to a mass Islamist movement, want Mubarak to quit altogether. They hope to rally a million people onto the streets on Tuesday and have taken heart from an assurance from the army that it will not fire on them as they air their "legitimate" demands.

    At central Cairo's Tahrir Square, where thousands kept vigil through the night in defiance of a curfew, 45-year-old lawyer Ahmed Helmi said concessions were too late: "The only thing we will accept from him is that he gets on a plane and leaves."

    It seems unlikely Mubarak could preside for long within any new system that brings free elections to the most populous Arab state. After the fall of Tunisia's veteran strongman two weeks ago, the shift will send a shockwave throughout the Middle East.

    The United States, which has backed him as a bulwark against radical Islam and as a friend to Israel, said Mubarak must revoke the emergency law under which he has ruled since 1981 and hold free elections. Washington has sent a special envoy, former ambassador to Cairo Frank Wisner, to meet Egyptian leaders.

    "The way Egypt looks and operates must change," said Robert Gibbs, spokesman for President Barack Obama.

    Western powers have been caught off guard by the speed with which Mubarak's police state has been pushed back by furious but unarmed citizens. High on the Western agenda now will be trying to prevent a full-blown takeover by anti-Western Islamists.


    "STALLING TACTICS"

    Some analysts believe the army is seeking a face-saving way to have Mubarak leave in a way that preserves the 60-year-old influence of the military and ruling party over Egypt.

    A presidential election due in September might give Mubarak the opportunity simply to say he will not run again. But such a tactic may underestimate the desire on the street to see him go.

    "It won't work. These are stalling tactics. I don't think Mubarak quite realises the gravity of the situation," said Faysal Itani of Exclusive Analysis. "If this deadlock goes on much longer there could be a further breakdown of order."

    At Cairo University, politics professor Hassan Nafaa said: "This all aims to gain time, calm the mood on the street, drive the protesters away and diminish the revolution ... The president must end his rule and leave, there is no alternative."


    ISLAMISTS

    Israeli Prime Minister Benjamin Netanyahu, for whom Egypt has been one of very few friendly neighbours, said he feared that the Muslim Brotherhood, a banned mass movement, could turn Egypt into the kind of theocracy installed in Iran in 1979.

    The Brotherhood itself, which has taken a back seat to young, urban dissidents in the past week, has said it would seek a pluralist democracy. It has also called for mass protests.

    Tony Blair, the international peace envoy, said of changes sweeping the Middle East: "This is a region in transition. The question is where is it transiting to. It can transit to a concept of society and the economy and politics that is 21st century. Or it can be taken backwards into a very reactionary form of religious autocracy. We don't want that."

    Suleiman, an intelligence chief, was named by Mubarak on Saturday as his first ever vice president, a move that gave a first hint that he was thinking about an eventual handover.

    Appearing on television, Suleiman said: "The president has asked me today to immediately hold contacts with the political forces to start a dialogue about all raised issues that also involve constitutional and legislative reforms."

    "It's too little too late," said Omar Ashour of Exeter University. "He's trying to treat a malignant cancer with an aspirin. They are still in their own world ... They have ignored the main demands that are coming from Tahrir Square."

    Among demands, beyond Mubarak's departure, are an end to an emergency law that gives the ruling party an effective veto over who can run for president and the dissolution of the parliament elected last year in a vote which many believe was rigged.


    ARMY ASSURANCE

    An armed forces statement said: "The armed forces will not resort to use of force against our great people. Your armed forces, who are aware of the legitimacy of your demands."

    Since Friday, after Mubarak's hated police fought battles with young demonstrators, the army has been on the streets in a massive show of force backed by its U.S.-built tanks. But the soldiers, widely admired by Egyptians, have looked on patiently.

    The uprising erupted amid frustration over repression, corruption, poverty and the lack of democracy. It was in part inspired by the fall of Tunisia's strongman leader on Jan. 14 and has now prompted talk of a domino effect like that of 1989 which swept Soviet puppet governments out of eastern Europe.

    "Something historic is happening in the Arab world," Finnish Foreign Minister Alexander Stubb said. "But it's too early to say whether this is the Berlin Wall moment, the 1989 moment."

    About 140 people have died in clashes with security forces in scenes that overturned Egypt's standing as a stable country, promising emerging market and attractive tourist destination.

    Although the movement started with no clear leaders or organisation, the opposition is taking steps to organise. The Muslim Brotherhood said it was seeking to form a committee with retired U.N. diplomat Mohamed ElBaradei to talk to the army.


    FOREIGNERS

    Foreign governments scrambled to ensure the safety of their nationals trapped by the unrest in Egypt. One group of tourists was hunkered down in Cairo's Marriott Hotel:

    "I had heard a lot about Egypt's history and the pyramids so I am very disappointed I cannot see all that, but I just want to get out," said Albert So, an accountant from Hong Kong.

    Companies, from gas drillers to supermarkets, also pulled out staff as confrontation brought economic life to a halt. Financial markets and banks were closed for a second day.

    Internationally, Europe's benchmark Brent crude oil hit $101 a barrel on fears the unrest could spread to oil producing states like Saudi Arabia. Smaller Arab countries such as Yemen, Sudan, Syria and Jordan were all mentioned by analysts as candidates for popular expressions of discontent.

    Moody's downgraded Egypt's credit rating to Ba2 with a negative outlook from Ba1, saying the government might damage its weak finances by increasing social spending.

    Google Executive Tweets, Goes Missing in Egypt

    Google may have an personal reason for giving Egyptians the ability to tweet without Internet access.
    The company's head of marketing for the Middle East and North Africa has been missing in Egypt since a popular uprising against President Hosni Mubarak began last week.


    The Los Angeles Times reports that Wael Ghonim was in the Middle East country to speak at a forum when he went missing last week.


    Ghonim was active on Twitter, detailing his involvement in the protests in Egypt. But on Jan. 27 he sent a series of tweets, including one that said he was worried about the Egyptian government responding to protesters with violence.


    "Pray for #Egypt. Very worried as it seems that government is planning a war crime tomorrow against people. We are all ready to die #Jan25," he tweeted last Thursday.


    Ghonim's Twitter account has gone silent and his family says they have not heard from him. Google has not confirmed that its executive is missing.


    But Ghonim's wife spoke with Al Jazeera English and told the Doha-based news agency that she is extremely worried about her husband and does not know his whereabouts.

    Cairo 2011 is not Tehran of 1979

    From London to Washington, and as far as Tehran, the question is being asked: Will Egypt of 2011 become the Iran of 1979? Some leading figures in Tehran, as well as Iranian state-run media, are trying to cast Egypt as another country caught up, as is Lebanon, in the region's tilt toward the Islamist orbit. "I herewith proclaim to those (Western leaders) who still do not want to see the realities that the political axis of the new Middle East will soon be Islamic," Ayatollah Ahmad Khatami, a hard-line cleric, said last week at Friday prayers. He also applauded what he called an end to "Western-backed dictators in the Arab world." Meanwhile, a few European leaders are already sounding the alarm that Egypt's venerable Muslim Brotherhood, which dates back to the 1920s, could fill the vacuum left by the collapse of the Mubarak regime. British Foreign Secretary William Hague told reporters it was not up to foreigners to run Egypt, but "certainly we would not want to see a government based on the Muslim Brotherhood."
    And in Washington, some neoconservatives -- the very same circle that not long ago was calling for regime change in Iran based on their reading of the will of the people -- are now backpedaling and advising President Obama to tread lightly, so as not to create an opening in Egypt for an Islamist state to emerge from more than a week of mass popular protest. Some Israelis are also making the same recommendation out of fear that Egypt will go the way of Iran. "...Israelis, have been overtaken by fear: The fear of democracy. Not here, in neighboring countries," Sever Plocker, an Israeli commentator, wrote in the daily Yediot Ahronot. "It is as though we never prayed for our Arab neighbors to become liberal democracies."
    The voices making comparisons with 1979 have failed to understand the seeds of the Islamic revolution, nor do they seem to recognize that today's Egyptian uprising is a non-ideological movement. As someone who conducted research on the Brotherhood in Egypt for many years, I predicted 10 years ago that the only alternative to Mubarak would be a more democratic state run by the Brotherhood; I have been surprised at just how minimal a role the Brotherhood has played so far -- not only in the street movement, but in the consciousness of the young people in Tahrir Square.

    Their grievances are aimed squarely at the repression, cronyism, and stagnation that have smothered the Egyptian people for decades under Mubarak and his regime. Both the weakness and strength of their protest movement lies in the fact that they have no prescribed path forward. Of all the slogans chanted in the streets of Egypt over the last week, the Brotherhood's decades-old cry -- "Islam is the solution" -- has been noticeable mostly for its absence. There are several reasons the Brotherhood has found itself in the background, even though it has stated that the movement supports Mohamed ElBaradei as a symbolic leader of the opposition, and it is steadily becoming more visible in the protests.
    The organization put forth no leader of its own, either to negotiate with Mubarak's regime or to guide the street protests, because it fears that today's Egyptian youth -- who has succeeded in a short time where the Brotherhood has failed for nearly 90 years -- might shun the Brotherhood altogether if it were to become a political liability. The Brotherhood also wants to deprive Western leaders, such as British Secretary Hague, of any ammunition to support warnings that this is another Islamic revolution.
    And third, the opposition -- which is comprised of middle class, non-ideological youth, workers and the Brotherhood -- wants to avoid at all cost giving the military a reason for a violent crackdown against the protestors. To date, the military seems to be preserving the regime while also respecting the rights of the people, who have great respect for the army as an institution. But all parties know the military's attitude might change drastically if it felt the influence of the outlawed, but semi-tolerated Muslim Brotherhood was becoming too prominent in the uprising.
    Some skeptics make the point that the Iranian revolution succeeded because of its diversity of secularists and nationalists, not just the clerical establishment. True enough, but the driving forces of the revolution were Ayatollah Ruhollah Khomeini, who was clearly the charismatic figure leading the way, and his cadre of clerics, some of whom are still the pillars of the regime today in Iran. There are no clerics or even leaders within the Brotherhood positioning themselves as stand-ins for Mubarak.
    If anything, this is a bittersweet moment for the Brotherhood. Although Mubarak appears on his way out, the movement seems to have missed the historical moment when it could have captured a powerful place in the corridors of power. That window began closing in 2005, after the Brotherhood captured 88 seats in the Egyptian parliament only to be targeted aggressively and largely suppressed by Mubarak's security services ever since. During these intervening years, a new Egyptian generation has arisen that is more secular, more worldly, and not loyal to any particular organization or movement. Though the Brotherhood, in the long term, may still prove to have a profound role in a new Egypt; after all, the skills and tools it takes to start a revolution are rarely those needed to finish it. Ask the Mensheviks and Lenin.

    Rather than reaching for false analogies between Iran of 1979 and Egypt today, Western leaders should accept the fact that any new Egyptian government is unlikely to support policies the United States has promoted for 30 years, regardless of whether the Muslim Brotherhood has a small or large share in a new government. The time has come for the West to acknowledge that Egyptian society opposes the country's 1979 peace agreement with Israel, resents the United States' close relationship with the Jewish state (a country most Egyptians loathe), and has been historically prepared to end the country's reliance on U.S. aid. In fact, Mubarak's image as a puppet of the United States has for years been a political liability.
    It is clear the new Egypt in the post-Mubarak era will be self-determined, more anti-American and closer to its Arab and Muslim neighbors. And this will happen whether or not the Muslim Brotherhood takes the driver's seat in a new government.

    They will not accept. The time of this is badly calculated and the people there are DEMANDING their step down from power.

    There is no certain about the outcome but this announcement may not settle things down. It can lead to violence and force the militaries to take a side.

    Let's wait and see.
