Tough assignment, but I'll try...

A diplomatic base brings with it diplomatic immunity, which allows a state to insert intelligence devices into it's embassy or offices. It also allows human intelligence operatives to move in and out of the country freely, without having their bags searched.

The only other reason I can think of is to show the world that we are trying to get along with these idiots. I don't agree with such silliness, but such ideas seem to have become acceptable to a majority of Americans, as they follow Europeans into dhimmitude.
