    WASHINGTON – The extraordinarily large number of senior military officials being relieved of duty during the Obama administration – nine generals and flag officers this year alone and close to 200 senior officers over the last five years – is part of the creation of a “compliant officer class,” according to a U.S. Army intelligence official.

    Since WND’s ongoing coverage of what some top generals are openly calling a “purge” of senior military officers who run afoul of Obama or his agenda, some military personnel have been speaking out.

    According to a veteran Army intelligence official who spoke to WND on condition of anonymity, there is within the armed forces a major concern that a “compliant officer class” is being created by the Obama administration. So much so, he said, that it’s becoming harder and harder to find “senior officers with a pair of balls in there [the military] now that would say no to anything.”

    “Maybe at the rank of major or below, and possibly there are some in SOF (Special Operations Forces), but to make colonel and higher is all politics,” he said.

    To underscore this concern, the official said almost no public concern was expressed by officers to the recent repeal of the “Don’t Ask, Don’t Tell” policy or the decision to allow women into front-line combat.

    “I didn’t read one piece of resistance to the DADT repeal, and I haven’t seen one peep about females in the infantry,” he said.
    His comments echo those of retired generals who have expressed alarm over the high rate of dismissals of high-ranking officers in the Obama administration.

    Retired Army Maj. Gen. Patrick Brady, a recipient of the U.S. military’s highest decoration, the Medal of Honor, told WND Obama’s agenda is decimating the morale of the U.S. ranks to the point that members no longer feel prepared to fight or have the desire to win.

    “There is no doubt he (Obama) is intent on emasculating the military and will fire anyone who disagrees with him” over such issues as “homosexuals, women in foxholes, the Obama sequester,” said Brady, former president of the Congressional Medal of Honor Society.

    Not only are military service members being demoralized and the ranks’ overall readiness reduced by the Obama administration’s purge of key leaders, but colonels – those lined up in rank to replace outgoing generals – are quietly taking their careers in other directions.

    Retired Army Lt. Gen. William G. “Jerry” Boykin, who was a founding member of Delta Force and later deputy undersecretary of defense for intelligence under President George W. Bush, says it is worrying that four-star generals are being retired at the rate that has occurred under Obama.

    “Over the past three years, it is unprecedented for the number of four-star generals to be relieved of duty, and not necessarily relieved for cause,” Boykin said.

    “I believe there is a purging of the military,” he said. “The problem is worse than we have ever seen.”

    Boykin said the future of the military is becoming increasingly concerning because of the departure of its leaders who decline to jump onto Obama’s agenda, which critics have described as socialist.

    “I talk to a lot of folks who don’t support where Obama is taking the military, but in the military they can’t say anything,” Boykin said.
    As a consequence, he said, the lower grades therefore have decided to leave, having been given the signal that there is no future in the military for them.

    Regarding compliance with the new social order in the military, the Army intelligence official told WND that as far as women in combat is concerned, he is “pretty sure” Army officers will “cheat to make sure one gets through basic training, as opposed to the Marine Corps which tends to be the last to lower its standards.”

    As a consequence, he said, the Army is reevaluating physical fitness test standards that will “accommodate all genders, meaning lowering the standards.”

    The point has been debated hotly as Obama moves women into all parts of the military. Obama supporters call for equal effort assessments for women and men doing the same physical stress tests., while critics call for equal results, which is crucial in war.
    “Without going too far down the rabbit hole,” he said, “I can tell you, having been in the infantry, that basic training isn’t a big deal. Where the females are going to get damaged is during the field training exercises and/or combat deployments.”

    He also pointed out that the Army is pushing to “get rid of ‘toxic leadership.’ They’re even talking about a 360-degree evaluation system for officers, where the troops get a say on the officers’ performance.”

    He indicated that this type of evaluation could portend the departure of many more officers, many for questionable reasons.

    He said “toxic leadership” has been viewed as a result of the wartime environment where people were promoted too fast, or their performance wasn’t scrutinized very closely.

    “I guess that’s the long way of saying probably a lot of officers need to be relieved,” he said.

    That concept was outlined in a 2005 “Strategy Research Project” paper at the U.S. Army War College at Carlisle Barracks in Carlisle, Pa. It examined the issue of “destructive leadership styles,” which apparently the Army believes continues to exist in the officer ranks and would be subject to purging.

    The paper, authored by Col. Denise F. Williams, identified characteristics of toxic leadership to include incompetence, malfunctioning, maladjusted, sense of inadequacy, malcontent, egotism, arrogance, selfish values, avarice and greed, among others.

    The Army Times recently cited “toxic leadership” as referring to cases of misconduct and abuse of authority by military leaders, which have “proliferated across the services in recent years.”

    In one case, which it called bizarre, a Navy commander was fired after subordinates complained that he poked them in “appallingly inappropriate places with his flashlight.”

    A retort from one reader was that, “I would never make it in this kinder, gentler Army. I wonder what happened to mission first. We won our war and a war hasn’t been won since. The only thing toxic in my day was gas.”

    Boykin has told WND that the rate of dismissals has approached 200 in the past five years and that officers were dismissed on suspicion of disloyalty or suspected disagreement with the Obama administration on policy or force-structure issues.

    He added that a number of officers have been relieved of duty for no given reason.

    “Morale is at an unprecedented low,” Boykin said.

    “Officers want to train for war but are not allowed to” because of other distractions such as allowing openly homosexual personnel in the military, the integration of women into the infantry and rules of engagement that favor “political correctness over our ability to fight to win.”

    This sentiment was echoed by a Coast Guard Reserve member who told WND he will be retiring soon.

    “I spend most of my ‘drills’ doing online training on things like ‘diversity’ and ‘preventing sexual harassment’ these days,” he said. “It’s becoming a joke. This country is in trouble.”

    WND for weeks has reported on the problems with, and threats to, the nation’s military chiefs.

    Those reports include confirmation from Elaine Donnelly of the Center for Military Readiness, who says Obama has done “great damage” to the military by taking away resources and imposing “heavy burdens of social experimentation.”

    “But most flag and general officers are following orders, keeping their heads down and, in my opinion, letting down the troops,” she said.

    During the Reagan administration, Donnelly was appointed by Defense Secretary Caspar Weinberger to the Defense Advisory Committee on Women in the Services. And in 1992, Pres. George H. W. Bush likewise appointed her to the Presidential Commission on the Assignment of Women in the Armed Forces.

    There have been nine cases this year alone of commanding officers and generals being removed from their posts. Several retired generals have accused the Obama administration of a “purge” and have linked the removals to political and social agendas.

    Former Florida Congressman Allen West also has expressed alarm over the exit of top-level military officers and now is calling for congressional oversight hearings into what he calls an “alarming trend” of dismissals and firings of high-ranking military officers by the Obama administration, firings that in a number of cases appear to be political.

    West, who as congressman served on the House Armed Services Committee, said he recently had been in contact with Committee Chairman Rep. Howard “Buck” McKeon – calling for hearings “to determine exactly why” so many officers, especially senior officers, are being given the boot.

    “McKeon needs to look at this problem,” West told WND. “There needs to be transparency. It is important to get the truth.”
    Others have even stronger feelings.

    In a recent interview with WND, Retired Army Maj. Gen. Paul E. Vallely, who was the deputy commanding general of the Pacific Command, similarly accused Obama’s close adviser, Valerie Jarrett, of orchestrating the imposition of “political correctness” throughout the military, affecting everyone from top generals to the ranks of the enlisted.

    In pinning the blame on Jarrett, reportedly Obama’s closest and most influential adviser, Vallely suggested her far-left, politically correct influence is forcing senior officers to watch everything military personnel say and do.

    According to Vallely, Obama is “intentionally weakening and gutting our military, Pentagon and reducing us as a superpower, and anyone in the ranks who disagrees or speaks out is being purged.”

    Vallely served in the Vietnam War and retired in 1993 as deputy Commanding General, Pacific Command. Today, he is chairman of the Military Committee for the Center for Security Policy and is co-author of the book “Endgame: The Blueprint for Victory in the War on Terror.”

    WASHINGTON – A retired Army general is calling for the “forced resignations” of President Obama, other administration officials and the leadership of Congress for the direction they’re taking the nation, his list of grievances including the systematic political purge of hundreds of senior military officers in the U.S. military.

    Retired Maj. Gen. Paul E. Vallely told WND he is calling for nationwide rallies and protests to demand the resignations and added that a peaceful “civil uprising is still not out of question.”

    In his capacity as chairman of the organization Stand Up America, Vallely issued what he termed a “National Call to Action” to force the resignations of Obama, Vice President Joe Biden, Senate Majority Leader Harry Reid, D-Nev., Senate Minority Leader Mitch McConnell, R-Ky., House Speaker John Boehner, R-Ohio, and House Minority Leader Nancy Pelosi, D-Calif.

    Vallely, formerly the deputy commanding general of Pacific Command, said the current crop of leaders must be forced to resign by the “demand resignation” process, which he explained requires massive grass-roots protests and social networking. As an example, he cited the public and media pressure that led to the resignation of President Richard Nixon.

    Impeachment, Vallely said, is not a viable option because of “partisan politics.”

    “Our federal government continues down the path of destroying America,” he said. “Americans must now stand up and put America back on the right track.”

    In issuing his national call to action, Vallely said the federal government has not subsided in “sucking the oxygen” out of America.

    “And we call to action all branches of government to do your constitutional duties and not be led astray in the cultural and moral decay of America. We have witnessed far too many lies,” he said, as well as “deception and the corruption of the republic.”

    Vallely reminds Americans that the Declaration of Independence itself states that whenever “any Form of Government becomes destructive to these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem more likely to affect their Safety and Happiness.”

    Vallely said the nation he long defended is self-destructing “before our very eyes,” because of “our inept and incompetent leadership in Washington.”

    “The battle is on,” he added, “and we shall not retreat.”

    Vallely, who has also served as a Fox News military analyst, claimed the Obama administration and leadership of Congress have been leading the nation down a road of “progressive socialism.”

    The retired general said the U.S. faces a battle that is unknown to generations of Americans, and that the fate of the nation is “now in our hands” to enforce the Constitution and “severely limit the federal government and its out-of-control spending.”

    He said conditions today are approaching those of the time of the inaugural address of President Abraham Lincoln, who said at the time that people have a “right to rise up and shake off the existing government and form a new one.”

    “Shake off,” said Vallely, “means replacing government leaders.” He argued America today bears “many similarities to the fall of Rome.” America, he added, is not immune to collapse or even revolution, which he notes “has happened many times in history.

    … External and internal threats could precipitate this as well as any financial collapse.”

    Vallely added that “politics as usual will not be effective or sufficient enough to turn the country around.”

    “We are in a war for America,” he told WND, adding that Sen. Ted Cruz, R-Texas, and Dr. Ben Carson, the noted brain surgeon and author of “America the Beautiful” and other bestselling books have made similar observations.

    Americans have had enough, he said, and the Obama White House and identifiable members of Congress “must now depart from a progressive socialist and treasonous death march and bankrupting the country beyond expectations.”

    “A civil uprising is still not out of the question as ‘pain’ grips the country more each day,” Vallely said, adding that there is time to change the country in a peaceful way.

    “This means raising your voice now to your neighbors, family, co-workers and friends,” he said. “Be the captains of your souls. I pray for another George Washington to appear within the year and lead us.”

    One of the issues that alarms Vallely is the high number of senior officers in the U.S. military who have been fired under the Obama administration, a toll estimated at one officer per week. Indeed, Vallely has been very outspoken to what he calls a “purge” of the U.S. military by the Obama administration — with a stunning nine generals and flag officers relieved of duty this year alone.

    WND has been reporting on the surge of firings, suspensions and dismissals, for which Vallely has assigned a good portion of the blame to Obama’s close adviser, Valerie Jarrett. Rampant “political correctness” due to her influence, Vallely tells WND, is now permeating the military and negatively affecting everyone from top generals to the ranks of the enlisted.

    According to Vallely, Obama is “intentionally weakening and gutting our military, Pentagon and reducing the U.S. as a superpower, and anyone in the ranks who disagrees or speaks out is being purged.”

    Vallely equated the current treatment of U.S. senior military officers watching over what is said and done among mid-level officers and enlisted ranks to that of the “political commissars from the Communist era.”

    He also told WND that the White House won’t investigate its own officials, but finds it easy to fire military commanders “who have given their lives for their country.”

    “Obama will not purge a civilian or political appointee because they have bought into Obama’s ideology,” Vallely said. “The White House protects their own. That’s why they stalled on the investigation into Fast and Furious, Benghazi and Obamacare. He’s intentionally weakening and gutting our military, Pentagon and reducing us as a superpower, and anyone in the ranks who disagrees or speaks out is being purged.”

    He’s far from alone in his concerns about the military purge, as J.D. Gordon, a retired Navy commander and a former Pentagon spokesman in the Office of the Secretary of Defense, says the Obama administration is rushing to unload senior officers whom he believes have become “political pawns” dismissed for questionable reasons.

    Retired Army Maj. Gen. Patrick Brady, a recipient of the U.S. military’s highest decoration, the Medal of Honor, similarly has told WND that Obama needs to apply the same standards to his political appointees as he does to the military.

    “Just when you thought the leadership of this government could not get any worse, it does,” Brady said. “Never in history has an administration spawned another scandal to cover the current one.”

    This was a reference to the recent firing of a number of generals to mask “Obama’s serial scandals, all prefaced by lies – Fast and Furious, Benghazi, NSA, IRS,” among others, said Brady, former president of the Congressional Medal of Honor Society.

    WASHINGTON – As if to dramatically illustrate repeated claims top generals have made to WND of a purge of senior officers and a degradation of military readiness under President Obama’s leadership, stunning testimony at a recent Senate committee hearing shows America may soon be unable to fight and win a war.

    The Air Force is having problems retaining its pilots, even though they are being offered big bonuses to remain, senators learned at the Nov. 7 Senate Armed Services Committee hearing.

    The problem appears to be partly from sequestration, which has imposed budget limitations on pilots’ ability to get in both the requisite flying time and the training needed to fly the next generation of aircraft, according to Air Force Secretary Eric Fanning.

    He expressed grave concern about the trend toward budget cutbacks.

    Likewise, at a recent Defense One Summit in Washington, Fanning warned that “we’re going to have flying hour issues for the foreseeable future,” a reference to the reality that pilots must fly a certain number of hours to maintain their ratings on various aircraft.

    But Fanning said each U.S. squadron will be subject to rolling groundings of two to three months.

    However, for the pilots, the issue isn’t just financial, as they have been offered major cash bonuses as an incentive to stay.

    However, Fanning said, “pilots aren’t taking them.”

    Instead, he said, pilots want to fly and are looking to the private sector where the retirement of commercial pilots is opening new opportunities.

    Sequestration, those mandatory percentage cuts set up by President Obama and implemented when Congress failed to address cuts in other areas, has not only cut back operations, but necessary investment in new-generation aircraft.

    That’s happening even as older aircraft are being relegated to retirement.

    The Air Force has begun to mothball its B-52 bomber fleet, whose aircraft are older than the pilots who fly them.

    “That will have a worse effect on morale,” Fanning said. “It’s not just compensation that keeps people in the military. It’s mission.”

    All of this uncertainty is having a negative effect, said Fanning.

    “Morale is really as bad as I’ve seen it on the civilian side and the uniformed side,” Fanning said. “But it is better than you think it is, and better than we deserve it to be, because we’ve got an amazing mission.”

    Sequestration cuts aren’t limited to the Air Force.

    The Army is shrinking the number of troops to 380,000. Gen. Raymond Odierno, Army chief of staff, in the same Senate Armed Services Committee hearing, expressed particular concern that force reductions have greatly affected its readiness capability between 2014-2017.

    The Marine Corps will be limited to 150,000 troops.

    The Navy will be cut three carriers, after already having reduced the number of capital ships to some 260, down from the 600 reached at the peak of the Reagan administration.

    New Navy flag officers and executives have been told to begin more cuts under sequestration, in which some 3,000 temporary civilian personnel will be laid off, and base operations will be reduced.

    In addition, there is to be a cancellation of maintenance work on some 30 Navy ships and 250 aircraft.

    The cutbacks come as the Navy continues to operate under 2012 budget levels because of a congressional continuing resolution. Like the other services, the Navy hasn’t received its 2013 funding, where it had hoped for a $4.6 billion increase.

    More than half of Obama’s $1 trillion sequestration cuts were imposed on the military.

    Accompanying the aging of the equipment under Obama, a de facto purge of the military also is in progress, with almost 200 senior officers having been relieved of duty since Obama became president.

    Retired generals who have spoken to WND have warned over the potential emasculation of the military because of Obama’s actions and policies.

    Retired Army Maj. Gen. Patrick Brady, recipient of the U.S. military’s highest decoration, the Medal of Honor, as well as other top retired officers, say Obama’s agenda is decimating the morale of the U.S. ranks to the point that members no longer feel prepared to fight or have the desire to win.

    “There is no doubt he [Obama] is intent on emasculating the military and will fire anyone who disagrees with him” over such issues as “homosexuals, women in foxholes, the Obama sequester,” Brady told WND.

    “They are purging everyone, and if you want to keep your job, just keep your mouth shut,” one military source told WND.

    Officers who have questioned the administration’s actions, including social experimentation and sequestration, have quietly been removed, according to retired Army Lt. Gen. William G. “Jerry” Boykin.

    Boykin, a founding member of Delta Force and later deputy undersecretary of defense for intelligence under President George W. Bush, has expressed concern to WND over the number of high-ranking officers being relieved of duty, “and not necessarily relieved for cause.”

    Referring to recent reports that Obama has purged some 197 officers in the past five years, Boykin said the reports suggest these officers were suspected of disloyalty or disagreed with the Obama administration on policy or force-structure issues.

    “Morale is at an unprecedented low,” Boykin added.

    The Sides Are Forming for the Coming Civil War

    I remember as a young child that the key to winning a lot of the neighborhood games in football and basketball was all about who got picked first. If you were lucky enough to get Michael on your team, then you knew you were going to win. If you were in a foreign park playing against kids you did not know, Michael was the great equalizer. I also knew that getting the right kids on my side helped in spelling bees and walking home from the movies so I didn’t get beat up. Learning how to organize my team with the right people, served me well when I became a men’s college head basketball coach in terms of winning the recruiting wars. I always felt the April recruiting wars was the deciding factor in many games in the following December.

    America is in the choosing sides phase of the coming civil war. To use a college recruiting phrase, it is accurate to state that the letters of intent to join one side or another side, have mostly been signed and the commitments offered. However, there is one big uncommitted piece, but very soon the sides will be drawn.

    The Chess Pieces of Civil War

    What is going on today in America is all about choosing sides. There are clear lines being formed in the United States. The recruiting pool consists of the Department of Homeland Security, the American military, local law enforcement, the Russian troops pouring into the United States, the trickle of Chinese troops coming into the country through Hawaii and, of course, the poor, the middle class and elite. This is the recruiting pool which will form the chess pieces of the coming American Civil War.

    The Contextual Background for Civil War

    Even if all parties in this country wanted the country to continue, even in its present mortally wounded state, it would be foolish to believe that it could continue for much longer.

    There are three paramount numbers that every American should be paying attention to and they are (1) national deficit ($17 trillion dollars), (2) the unfunded liabilities debt ($238 trillion dollars), and (3) the derivatives/futures debt (one quadrillion dollars which is 16 times the entire wealth of the planet. The net result of these staggering numbers can only end one way, and that is with a financial collapse, followed by a bank holiday, rioting in the streets and the full roll out of martial law. These financial numbers guarantee that the party cannot continue much longer.

    Since America, in her present form, cannot continue much longer without experiencing a cataclysmic shift, we would be wise to realize what resources are going to be the impetus for civil war. When you play the board game, Monopoly, the properties on Boardwalk are among the most coveted. It is no different in real life. The biggest prize of the coming conflict is real estate.
    Homes, office buildings and shopping malls are the most coveted prize. The MERS mortgage fraud continues unabated as millions of homes have been confiscated through mortgage fraud. When the dollar is worthless and is awaiting its replacement (e.g. the Amero or the Worldo), real estate will be more valuable than gold.

    Other big game that is being hunted by both sides in the coming civil war will be bank accounts, which must be looted before the dormant computer digits we call money, can be converted into hard assets. That is why my advice is, and has been, convert your cash into tangible assets which can enhance your survivability in the upcoming crash.

    Also, your pensions, your 401K’s and your various entitlement programs are also at risk as evidenced by Secretary of Treasury Jack Lew’s “borrowing” from various Federal retirement accounts in order to increase the debt ceiling fight that will resurface in Congress, again, early next year.

    Again, my advice is to convert your assets in tangible items which will aid in getting you through some very dark days coming up in the near future. Before the cognitive dissonance crowd rears their ugly heads and accuses me of fear mongering, ask yourself what the elite did prior to the crash of the economy in 1929. For example, Joseph Kennedy took his money out of the stock market the day BEFORE it crashed. Rockefeller, Westinghouse, et al., all took their money out just prior to the crash, leaving the ignorant masses unaware of what was coming. Don’t make the same mistake.

    Barring a false flag event, US martial law will have a trigger event, which will lead to martial law, that will be a financial collapse and it will naturally occur as we are already on a collision course with destiny. I am not ruling out other events, but the economic crash scenario is easily the most likely event.

    Building Fences Around the Ignorant

    Please allow me to ask you an ignorant question. If you knew that a virus was coming to your neighborhood which would infect much of the local canine population, wouldn’t it be prudent to build a fence around all of the dogs in the neighborhood in order to isolate any potentially infected dogs? Well, this is how the elite view you.

    Many of us, devoid of financial resources, will soon become like a pack of rabid dogs and we must be contained. As I have written about recently, it is becoming very difficult to get your money out of the country. Banks, such as JP Morgan Chase and HSBC have already imposed withdrawal limits. If you withdraw more than $10,000 cash, you run a good chance of being investigated by the IRS. One layer of fencing has already been placed around you and your assets.

    The NDAA constitutes another big fence being built around the people in which all due process will soon be gone. The NDAA will allow the administration the “legal” right to secretly remove any burgeoning leadership of citizen opposition forces. The second provision which will allow this country to quickly transition to martial law is Executive Order (EO) 13603 which allows the President to take control over any resource, property and even human labor within the United States. This EO gives the President unlimited authority including the ability to initiate a civilian draft as well as a military draft. In short, this spells the potential enslavement of the American people. For those of you who still have your blinders on, research the NDAA and EO 13603 and then when you realize that I am correct in my interpretation, ask yourself one question; If the powers that be were not going to seize every important asset, then why would the government give itself the power to do just that? And while you are at it, remember the Clean Water Act gives the EPA to control all private property as well as the precious resources of all water. And then of course, the FDA and the conflicts with local farmers is escalating. And if this is not enough to convince the sheep of this country that the storm clouds are overhead, then take a look at HR 347 which outlaws protesting and takes away the First Amendment. This unconstitutional legislation makes it illegal to criticize the President and the government, as a whole, in the presence of Federal officials. I have news for you, there are Federal officials in every town, city and county in America. If one violates HR 347, they will be immediately arrested and charged with a felony.

    I just saw the Hunger Games sequel, Catching Fire, and this is eerily similar to what I saw in a lot of movies in that the people are being provoked to revolution. In fact, in the TV show, Revolution, the most evil entity in the series is the re-emergence of the United States government and the heroes of the show are rebelling against the abuse. It seems like everywhere we turn in the media, the people are being encouraged to rise up now and challenge authority. I am sure the establishment would rather confront a small group of dissidents and squelch the rebellion now, before the numbers can become significant and overwhelming to the establishment and this theme is being carried out in the media on a large scale.

    Along these same lines, Obama has done nothing but agitate the middle class. I like to ask Obama supporters, can you name one thing Obama has done, on behalf of the establishment elite, to improve the plight of the American middle class? I can’t think of even one thing.

    The fences have been built around the soon-to-be rabid dog population, so when the infected dogs go crazy, the pieces will have been put in place to deal with the uprisings that will surely follow the loss of everything. Containment is nearly complete. The final action will consist of gun confiscation and one side of the coming conflict is attempting to position themselves to do that in the near future and that would be the DHS, the Russians and the Chinese. I cannot think of another legitimate reason which would describe why these foreign troops are here.

    Cognitive dissonance only relieves some of psychological distress for so long.

    Choosing Sides

    I have told you what is at risk before the inevitable economic crash. Now it is time to take stock of the sides of this coming civil war and a very clear picture is emerging.

    The poor have no resources other than their food stamps which are already under attack. The middle class and their resources are the target for the coming conflict. And most of the middle class has no idea that they have been targeted. Soon the divide and conquer strategies will lose their effectiveness and the poor and the middle class will be on the same team because they will both have lost everything.

    As most of you know, I have been screaming from the roof tops that the “Russians are coming, the Russians are coming”, in reference to a bilateral agreement signed between the Russian military and FEMA. Well, the Russians are not coming, they are here and so are the Chinese. As most of you also know the Russians are Chinese have threatened to nuke the United States over Iran and Syria in the past several months. Yet, this administration thinks it is a good idea to include the Russians and Chinese in participating in highly secure operations with profound national security implications in such drills as Grid EX II and the upcoming RIMPAC war games which we used to use to fight against the imaginary Chinese and Russian forces. This is insanity, however, in athletic parlance, one side conducted a trade and is now receiving the services of their once arch-rival.
    The sides of the coming civil war looks like this. On one side, we find the evil empire consisting of the elite, their government puppets, the DHS the Chinese, the Russians and perhaps the military.

    The other side, for the moment consists of the middle class and now the poor as they move towards having their entitlements incrementally taken away. Unless the military and the police can be swayed to the side of the people, the people are going to lose badly.

    There is one big prize and its allegiance has not yet been determined and that is the American military and it is a game changer.

    Carving Up the Military Like a Thanksgiving Turkey

    Obama is purging the military like no president has ever done. Bush fired two Generals. Obama has fired hundreds of command level officers. Why? Because the military leadership is the key to the coming civil war. Who will the military support? Will the military support an out of control administration who would use foreign military assets against the people? Or, will they support the people that they are sworn to defend?

    Obama has the Russians and the Chinese military coming into the country because our military cannot be trusted to do what needs to be done when the economic crash occurs. They are needed to confiscate the guns. Obama knows that the military is conditioned to protect the people. He is hoping that he can change the entire structure of the military and thus, change its mission through changing its leadership.

    I personally do not think Obama can change the rank and file of the military. I think he can only have a minimal effect on the leadership of the military. If Obama’s purge of the military is anything but for the purpose of commandeering its services for the upcoming civil war, I would really like to hear another explanation, because, for the life of me, I cannot see another purpose to Obama’s house cleaning of the military. .

    Obama needs to be impeached and convicted for treason.

    1) I highly recommend "One Second After" if you haven't read it.

    2) Two hundred years in the past there was a Revolution. There would have been a new one - and most would have been on the same footing, INCLUDING the military.

    While a great portion of the US military infrastructure is hardened, the Internet isn't - and we still do use the Internet to pass traffic. So, some of those servers and routers would be offline as well.

    It would NOT have been good for the US government either.

    I think so too.

    On the other hand.... if the military did it on purpose they'd be keeping it very, very quiet. Unless you know precisely when this allegedly happened then it would be very difficult for you and me to find the right information.

    Now... a few things come to mind here.

    1) Seismic activity can be an indicator. IF the bomb is detonated above ground or on the ground. Underwater the seismic detectors likely won't show anything, unless it was on the ocean bottom.

    2) radioactivity indications. Maybe someone with sensors can see some increase in radioactivity in the ocean.

    3) If the bomb hit bottom (as before seismic activity would be felt) but it would also suck up and vaporize a lot of bottom material giving the ocean a distinct radioactive bubble that will be driven by currents.

    4) Any vessels in the area may have seen something happen.... the blast would have made a huge explosion on the surface if it wasn't very deep. Might have made nothing more than a bubble jump in the water.

    5) Eventually some radioactive fallout (in the form of water vapor) will sweep across Europe although it might not me a lot.

    6) a HELL of a lot of dead fish should be swept along with the currents getting to the surface and would likely be reported by anyone crossing the ocean.

    7) Finally, depending on where they managed to drop the bomb..... if you LOOK at the coast of the Carolinas, especially South Carolina, you will realize there's a massive 4+ knot current running northward - it is called the Gulf Stream. It is from 12-15 miles off the coast and stretches 40-50 miles wide. Meaning they would have had to 65-70 miles off shore to drop it if in an aircraft to get it on the other side of the Gulf Stream. This is critical to this scenario because if you dropped it IN the Stream you'd kill a lot of animals who will within weeks wash up in Ireland, England and on the West coast of Europe. Radioactive fish.

    Air Force Having Trouble Keeping Pilots, and Pay Isn’t the Problem

    November 14, 2013

    The Air Force is offering big bonuses to keep its pilots in the service, but they’re not taking them because budget constraints are forcing the service to limit both current flying hours and opportunities to fly the next generation of aircraft, acting Air Force Secretary Eric Fanning said Thursday.

    Over the summer, the Air Force began offering its pilots payments of $25,000 per year as an incentive to stay on, up to a maximum of $250,000. But “pilots aren’t taking them,” Fanning said at the Defense One Summit in Washington. The main reason is that “we’re going to have flying hour issues for the foreseeable future,” he said, with rolling groundings of two to three months per squadron.

    Pilots “want to fly,” Fanning said. And with the airline industry facing a wave of forced retirements of pilots, opportunities for them are opening up in the private sector.

    At the same time, the Budget Control Act and sequestration are putting limits not only on Air Force operations, but investments in new aircraft platforms. “That will have a worse effect on morale” than pay and benefits issues, Fanning said. “It’s not just compensation that keeps people in the military. It’s mission.”

    In the current budget environment, the Air Force is contemplating fairly steep reductions in compensation costs. Such costs consume 40 percent of the service’s budget, and the numbers are growing faster than the rate of inflation.

    “We’re not cutting compensation, we’re just slowing its growth,” Fanning said. In particular, the current path of spending on health care is “unsustainable,” he said. “If we don’t address it, we will have aging platforms. That will have a worse effect on morale.”

    Overall, Fanning said, “morale is really as bad as I’ve seen it on the civilian side and the uniformed side. But it is better than you think it is, and better than we deserve it to be, because we’ve got an amazing mission.”

    Report: U.S. nuclear general drank too much, misbehaved in Russia

    (CNN) -- A U.S. general who oversaw nuclear weapons boozed, fraternized with "hot women" and disrespected his hosts during an official visit to Russia this year, an investigative report shows.
    Maj. Gen. Michael Carey led the 20th Air Force responsible for three nuclear wings.


    He was relieved of duty in October because of loss of confidence in his leadership, the Air Force said at the time without providing specific details.

    But an Air Force Inspector General report released Thursday sheds more light into the case.

    It details the events of a July trip to Moscow in which witnesses recalled Carey drinking too much.

    During a layover in Switzerland, the report states, he bragged loudly about his position as commander of a nuclear force, saying he "saves the world from war every day."

    And the shenanigans continued in Moscow, according to the report.

    Alcohol, comments flow

    While there, Carey and an unidentified man walked to a nearby hotel to meet "two foreign national women." He returned to his Marriott hotel room in the wee hours of the morning.

    As a result, Carey was 45 minutes late in joining a delegation to the Moscow suburb of Sergiyev Posad, according to the report. He attributed the tardiness to jet lag, and said his body clock was out of whack.

    During a lunch banquet later, he downed more alcohol and talked about Syria and Edward Snowden, according to the report.
    Though the report did not reveal details on his talks, it said his Russian hosts were not amused by his comments.

    Russia granted Snowden, a former NSA contractor who released intelligence secrets, temporary asylum this year. It is also a major ally of Syria.

    'Very embarrassing' fist bump

    In addition, Carey announced he'd "met two hot women the night before," and continually interrupted a monastery guide during a tour, the report said, his speech slurred the entire time.

    "At one point, he tried to give her (the guide) a fist bump," the report said, citing a witness. "She had no idea what he was trying to do. It was again, very, very embarrassing."

    The names of the witnesses are redacted in the report.

    During dinner at a Mexican restaurant, he drank more alcohol and wanted to perform with the live band, which wanted no part of it, the report said. He later left his delegation and joined the two women he'd met the night before at a different table.

    Tardiness and interruptions

    Other inappropriate behavior included arriving at events late despite his Russian hosts' request to be on time, and interrupting their toasts to make his own commentary.

    His conduct was unbecoming of an officer, the report said.

    The inspector general's office began its investigation after multiple "reports of misbehavior" while Carey was traveling on business. He was reassigned a few weeks ago pending the outcome of the investigation.

    Experts say someone in his position should not put himself in a situation where he can unintentionally give up sensitive information. There was no indication Carey's behavior compromised sensitive nuclear information or went beyond drinking, dancing and fraternizing with the women, officials said.

    CNN's repeated attempts to reach Carey were unsuccessful.

    Otherwise distinctive career

    Though his behavior did not impact highly sensitive nuclear weapons operations, officials said, it is unbecoming for a job in such a critical position.

    "This was an unfortunate incident. Maj. Gen. Carey has otherwise served the nation extremely well," said Gen William Shelton, who heads the Air Force Space Command. "After full consideration of all the available information, I determined the evidence supported taking further command action in addition to his previous removal from command of 20th Air Force."

    He was transferred to the Air Force space operation.

    "I am confident Maj. Gen. Carey will use his depth of space expertise to assist my command in providing foundational space and cyberspace capabilities to the warfighter," Shelton said.

    Leading the intercontinental nuclear ballistic missile facilities and operations is "a position of great trust and responsibility," said Lt. Gen James Kowalski, head of the Air Force Global Strike Command. "Personal behavior is vital to that."

    The U.S. delegation was in Russia for a bilateral presidential commission on military issues.

    The fired former commander of the Air Force’s arsenal of ballistic missiles drank too much, had “associations” with foreign women and made rude comments to his hosts during a visit to Russia for military exercises, an inspector general’s report revealed on Thursday.

    Military officials had earlier said that Maj. Gen. Michael Carey was relieved of his command for “personal misbehavior” during an overseas trip, but the Air Force Inspector General’s new report provides additional details about his misconduct.

    The report said Carey was found guilty of conduct unbecoming an officer and gentlemen, a violation of the military’s code of justice, for his behavior while leading a U.S. delegation to a nuclear training exercise in Russia in mid-July.

    He was frequently rude to his Russian hosts and others, and that he associated with foreign national women whom Carey acknowledged were “suspect,” the report said.

    The report, citing witnesses, describes Carey meeting with "foreign national women" on July 15 at the Ritz Carlton in Moscow after a night of heavy drinking, and then returning to his hotel, the Marriott, at between 2:30 a.m. and 5:30 a.m.

    Two days later, during an initial briefing with Russian counterparts, Carey was described as being "rude by interrupting the speakers and correcting the Russian translator." He later had drinks in the lobby of the Marriott until 4 a.m. with another person whose name was redacted and the "Cigar Shop Lady," according to the report.

    The Air Force has announced Maj. Gen. Michael Carey was fired "due to a loss of trust and confidence in his leadership and judgment." The statement further specified that the allegations about Carey don't involve sexual misconduct and aren't related to inspection results. NBC's Jim Miklaszewski reports.

    In response to the findings, he received a “letter of counseling,” a form of discipline for misbehavior that is not considered criminal in nature.

    Gen. James Kowalski, the commander of the Air Force Global Strike Command, made the decision to relieve Carey of his command in October. An Air Force statement from then said he was fired for “a loss of trust and confidence in his leadership and judgment.”

    The statement went on to say that “the allegations are not related to operational readiness, inspection results, nor do they involve sexual misconduct.”

    Another top-ranking commander with authority over nuclear weapons was also demoted in October: Navy Vice Adm. Tim Giardina was busted down from the three-star rank to two and relieved of his post as second in command of U.S. nuclear forces at U.S. Strategic Command amid a gambling investigation, the Associated Press reported.

    Someone with those behaviors is opening themselves up to exploitation by a foreign power, especially if they are stationed in one.

    The U.S. Marine Corps has quietly walked back a 2012 directive from the service's highest-ranking officer that would have rejected female recruits and officer candidates who can't perform three chin-ups as part of their physical fitness training.

    The reason – 55 per cent of the women attempting the test are failing. Just one per cent of men can't complete the exercise.

    'Women aren’t able to make the minimum standard of three pull-ups,' Marine spokesman Capt. Eric Flanagan told reporters on Friday.

    The startling admission, and the military's course-correction, came after just three out of 15 females successfully graduated from the Marine Corps' enlisted infantry training course in November.

    Females can serve in most Marine units -- combat eligibility will come in 2016 -- but even existing Marines could be discharged from the service if they failed the new pull-up standards in their annual fitness tests

    The new rule, set to go into effect on January 1, would have changed the previous requirement – in place for more than a decade – that requires female Marines to execute a 'flexed arm hang', holding on to a pull-up bar with their elbows bent for 70 seconds.

    2013 was to be a 'phase one' transitional year, according to a November 2012 directive from Marine Corps commandant Gen. James Amos, with females having a choice of which test to attempt.

    'Phase two will commence on 1 January 2014,' Amos had ordered. 'Pull-ups will replace the FAH [flexed arm hang] portion of the PFT [physical fitness test] ... To pass the pull-up portion of this event, females will be required to execute at least three (3) pull-ups.'

    Now, with a 180-degree pivot in the face of widespread failures, Marine commanders' early predictions that the change was a no-brainer seem more optimistic than realistic.

    'We decided to execute because there is no reason why we shouldn’t do this,' Lt. Gen. Richard P. Mills told a reporter for the corps' website a year ago.

    'Women are fully capable of accomplishing it. It's more recognition of the changing role of women, the changing capabilities and the changing demands that we place on them.'

    Mills said then that the Marines would initially set the bar at eight pull-ups for a perfect score, or three for the minimum passing grade, 'and then we will raise or lower that after we see how our female Marines do in the year.'

    They didn't do so well, according to a report from National Public Radio.

    As the U.S. armed forces integrate women into combat roles, some fear putting them in harm's way without preparing them for the rigors of active fighting. Female Marines will be eligible to participate in combat-ready forward units in 2016.

    Marine officers declined to speak with NPR on the record, but conceded the pull-up requirement was being put off because it would cost them both new recruits and active Marines.

    Females can serve in most Marine units but, just like their male counterparts, they can be discharged from the service if they fail an annual physical fitness tests.

    Robert Maginnis, a retired Army lieutenant colonel, told NPR that 'young women, in spite of all the training and all the best intentions, are not going to be the equal of young men in terms of upper body strength.'

    His new book, 'Deadly Consequences: How Cowards are Pushing Women into Combat,' argues that Pentagon gender politics are sacrificing combat readiness on the altar of political correctness.

    Other experts, female Marines among them, insist that women can meet the new standard if they spend enough time in the gym. And 45 per cent of them are making the grade.

    'Females need to realize we all have to start somewhere, and we have more than enough time to prepare for this,' Corporal Ada Canizaleztejada told Marines.mil in December 2012.

    'About a year ago, I was only doing two pull-ups. I began weightlifting and targeting specific muscles beneficial for doing pull-ups, and now I can do nine.'

    Corporal Michelle Brinn told a defense website a few weeks earlier that she reached the goal after a half-year of intense workouts.

    Lance Corporal Ally Beiswanger, who co-hosts the official 'Corps Report TV' program on YouTube, said in a November 2013 broadcast that 'last year, I could barely do one pull-up, and now I'm up to eight. 'So I'm taking advantage of the extra time to complete my goal of 12.'

    A Marine Corps Web page set up to help female recruits cope with the new physical fitness standard is still active, but the testing requirement now appears destined to be a historical footnote.

    WASHINGTON – After one of them called for the “forced resignations” of President Obama and congressional leaders in response to multiple grievances, including the alleged political purge of hundreds of senior military officers, two retired U.S. generals are creating a citizens’ commission to scrutinize Obama administration actions on national security and economic issues.

    “America’s Provisional Leadership Council” will look at major concerns, as outlined by Army Gen. Paul E. Vallely and Air Force Brig. Gen. Charles Jones, in an eight-point paper titled “The Americans Project.”

    Vallely told WND he sees The Americans Project as a “citizens’ commission” of prominent Americans to provide advice to legislative and executive branches of government.

    America’s leaders, he said, will be “held to high standards of performance to solve the nation’s problems of governing. We will scrutinize and provide guidance to federally elected officials on behalf of the citizens.”

    The Americans Project, Vallely added, is a “movement, not a new party necessarily. We want candidates to run as Americans first before being a Democrat, Republican or Independent.”

    Vallely, who today is chairman of the organization Stand Up America, served as the deputy commanding general of Pacific Command.

    Jones, who is vice chairman of The Americans Project of Stand Up America, held numerous Air Force command positions including a tactical fighter wing, a strategic airlift wing and a special operations group.

    In calling for the forced resignations of Obama and the leadership of Congress, Vallely outlined suggestions for nationwide rallies and said a peaceful “civil uprising is still not out of question.”

    The current crop of leaders, he said, must face a “demand resignation” process, which he explained requires massive grassroots protests and social networking which he envisions can be undertaken through his organization. And example of a “forced resignation,” he said, was that of President Richard Nixon.

    “Our federal government continues down the path of destroying America,” Vallely said. “Americans must now stand up and put America back on the right track.”

    Workable solution
    Vallely and Jones in their paper say “The Americans” leadership has developed workable solutions to “help solve and fix what has without question stunted our nation’s ability to clearly, legally and peacefully function as a constitutional republic.”

    “Honest, selfless political leadership is the first key to America’s economic and debt recovery and secure future for all citizens and their children,” they say. “That means voters must band together and vote for positive ‘America first’ leadership rather than self-serving greed and corruption within the two major political parties that have for decades and are now rapidly tearing the United States of America apart.”

    In their paper, Vallely and Jones call for adherence to the Constitution with strict congressional oversight of all executive actions.

    In an apparent reference to the cutback in overall U.S. military readiness, they call for a strong national defense but stipulate that “in no way” would the U.S. military ever be used against U.S. citizens, a reference to a growing concern among many Americans.

    The paper decried the historic $17 trillion government debt, concerns over continued unemployment and excessive tax rates on businesses and citizens.

    Their solutions? Vallely and Jones call for abolishing the Federal Reserve and the Internal Revenue Service system, the intended result of which would be that “all political plundering of the peoples’ wealth via taxation will be stopped.”

    In abolishing the Federal Reserve System, all U.S. government financial and economic functions would be turned back to the U.S. Treasury.

    The IRS would be immediately abolished and replaced by a sales tax on specified items for partial financing of the U.S. government.

    The retired generals condemned the illegal alien “invasion,” which they said would be stopped with a secured border double fence, calling for penalties on employers who hire illegal aliens.

    “There will be absolutely no jobs, no social services, no welfare nor medical services allowed to be provided to illegal alien invaders,” they say, with the exception of emergency medical care only until the illegals can be deported.

    “American jobs are for U.S. citizens, returning military veterans, part-time high school students and the elderly,” they said. “When U.S. employers cannot find workers and can fully justify seeking foreign workers, government permission will be granted for hiring temporary foreign workers.”

    Eliminating agencies
    They also called for the elimination and consolidation of a number of federal agencies, some of which, like the Department of Homeland Security, they say, have exceeded their authority.

    “The DHS with functions for national security and FEMA (Federal Emergency Management Agency) for emergencies have both grown far beyond the intentions of reasonable and responsible leadership control, budgeting, manpower, equipment and facilities,” they say.

    “Deceptive political intentions for the potential use of facilities, weapons, massive purchases of ammunition plus military-type vehicles and railroad cars are greatly objectionable to American citizens and an insult to the economic deficit of the nation,” they said.

    DHS jobs could be given to the Department of Defense and the Interior Department, they claim. And FEMA would be recast as the National Emergency Agency with a reduction in manpower and merged into the Interior Department to be deployed during national emergencies.

    “All weapons, munitions and military-type vehicles will be transferred to the DOD immediately,” they add.

    They’d get rid of the Department of Energy and, no surprise, repeal Obamacare.

    “It is critically important for American citizens to know and understand that the United States of America cannot recover from the unsustainable manmade national debt crises unless satisfactory employment is archived for a majority of U.S. citizens and that requires the existing income tax and Federal Reserve Systems to be abolished, then changed to a greatly reduced method of funding the federal government,” they said.

    With the elimination of the income tax, businesses and corporations would return to the U.S., making manufacturing more competitive worldwide, with jobs emerging “in great numbers” and resulting in a booming economy.

    Destructing ‘before our very eyes’
    Vallely told WND the nation he long defended is self-destructing “before our very eyes,” because of “our inept and incompetent leadership in Washington.”

    “The battle is on,” he added, “and we shall not retreat.”

    Vallely, who has also served as a Fox News military analyst, claimed the Obama administration and leadership of Congress have been leading the nation down a road of “progressive socialism.”

    The retired general said the U.S. faces a battle that is unknown to generations of Americans, and that the fate of the nation is “now in our hands” to enforce the Constitution and “severely limit the federal government and its out-of-control spending.”

    Vallely added that “politics as usual will not be effective or sufficient enough to turn the country around.”

    “We are in a war for America,” he told WND, adding that Sen. Ted Cruz, R-Texas, and Dr. Ben Carson, the noted brain surgeon and author of “America the Beautiful” and other bestselling books have made similar observations.

    “A civil uprising is still not out of the question as ‘pain’ grips the country more each day,” Vallely said, adding that there is time to change the country in a peaceful way.

    ‘This means raising your voice now’
    “This means raising your voice now to your neighbors, family, co-workers and friends,” he said. “Be the captains of your souls. I pray for another George Washington to appear within the year and lead us.”

    One of the issues that alarms Vallely is the high number of senior officers in the U.S. military who have been fired under the Obama administration, a toll estimated at one officer per week. Indeed, Vallely has been very outspoken on what he calls a “purge” of the U.S. military by the Obama administration – with a stunning nine generals and flag officers relieved of duty this year alone.

    WND has been reporting on the surge of firings, suspensions and dismissals, for which Vallely has assigned a good portion of the blame to Obama’s close adviser, Valerie Jarrett. Rampant “political correctness” due to her influence, Vallely tells WND, is now permeating the military and negatively affecting everyone from top generals to the ranks of the enlisted.

    According to Vallely, Obama is “intentionally weakening and gutting our military, Pentagon and reducing the U.S. as a superpower, and anyone in the ranks who disagrees or speaks out is being purged.”

    Vallely equated the current treatment of U.S. senior military officers watching over what is said and done among mid-level officers and enlisted ranks to that of the “political commissars from the Communist era.”

    He also told WND that the White House won’t investigate its own officials, but finds it easy to fire military commanders “who have given their lives for their country.”

    ‘Bought into Obama’s ideology’
    “Obama will not purge a civilian or political appointee because they have bought into Obama’s ideology,” Vallely said. “The White House protects their own. That’s why they stalled on the investigation into Fast and Furious, Benghazi and Obamacare. … Anyone in the ranks who speaks out is being purged.”

    He’s far from alone in his concerns about the military purge, as J.D. Gordon, a retired Navy commander and a former Pentagon spokesman in the Office of the Secretary of Defense, says the Obama administration is rushing to unload senior officers whom he believes have become “political pawns” dismissed for questionable reasons.

    Retired Army Maj. Gen. Patrick Brady, a recipient of the U.S. military’s highest decoration, the Medal of Honor, similarly has told WND that Obama needs to apply the same standards to his political appointees as he does to the military.

    “Just when you thought the leadership of this government could not get any worse, it does,” Brady said. “Never in history has an administration spawned another scandal to cover the current one.”

    This was a reference to the recent firing of a number of generals to mask “Obama’s serial scandals, all prefaced by lies – Fast and Furious, Benghazi, NSA, IRS,” among others, said Brady, former president of the Congressional Medal of Honor Society.

    Retired Army Lt. Gen. William G. “Jerry” Boykin, who was a founding member of Delta Force and later deputy undersecretary of defense for intelligence under President George W. Bush, tells WND it is worrying that four-star generals are being retired at the rate that has occurred under Obama.

    “Over the past three years, it is unprecedented for the number of four-star generals to be relieved of duty, and not necessarily relieved for cause,” Boykin said. “I believe there is a purging of the military. The problem is worse than we have ever seen.”

    Budgets & ‘Betrayal’: National Guard Fights To Keep Apache Gunships

    January 23, 2014

    “To be honest, we feel betrayed.”

    That’s what one National Guard gunship pilot told me when I asked him about the Army’s plan to strip the Guard of all its AH-64 Apache attack helicopters. That plan — still awaiting approval by President Obama before he includes it in his budget request for fiscal year 2015 — is just one part of a radical overhaul that includes complex downsizing and reshuffling of the Army’s entire helicopter force.

    All told, the Army is losing 898 helicopters, 215 of them (24 percent) from the Guard. Driven by the cold realities of budget cuts, the plan has stirred fiery emotions that push the Army leadership and the National Guard community closer to all-out political war.

    “Here’s the issue: The Army has to pay a $79 billon bill over the next five years,” Army Chief of Staff, Gen. Ray Odierno said this morning. “I can’t afford all the fleets of aircraft I have right now. We can’t afford them.…It is impossible under the budget that we’ve been given.”

    Speaking at an Association of the US Army breakfast, the visibly agitated Odierno was taking his second “Guard vs. Army” question in a row — “The National Guard is the Army,” he’d hotly told the first reporter to ask — and the normally good-natured general cut me off mid-question to give the impassioned response above.

    “This is about affordability,” Odierno went on. “That’s the issue. People want to make it into something that it isn’t,” he went on. “This is about not having the money to sustain the fleets we have now, so we have to make some tough decisions…. That doesn’t mean we think it’s the right way necessarily but it’s the best way forward” — the best way, in other words, that the Army can afford.

    The Army wants to move the Guard’s Apaches to active-duty scout squadrons to replace the helicopters those units are losing, the OH-58 Kiowas. Lighter, nimbler, and cheaper to operate than the Apache, the beloved Kiowa is also much more vulnerable because of its lighter armament and armor. It entered first service in 1968, almost half a century ago and Army officials have decided they cannot afford either to keep upgrading the Kiowa or to develop a replacement, so they want to retire it completely over the next five years. (The Army move is similar to one that the Air Force is considering, retiring the entire A-10 Warthog fleet to save an estimated $3.7 billion. That move has attracted furious opposition as well for different reasons.)

    “It was going to be putting new shoes on an old horse for $10 billion,” said Army Lt. Gen. Kevin Mangum of the Kiowa upgrade plan. “By the way, we don’t have that ten billion dollars.” As for replacing the Kiowa with a new Armed Aerial Scout — just one of the high-priority Army programs now put on indefinite hold — “that would be a $16 billion bill.”

    So the Army decided on a radical measure: replace Kiowas altogether with a mix of the most advanced Apache model, the AH-6E Guardian, coordinating via wireless networks with Grey Eagle drones. In fact, a 2010 Army study said this “manned-unmanned teaming” was the best way to do reconnaissance without building an all-new scout helicopter: Apache plus drones meets 80 percent of the requirements, Mangum said, while an upgraded Kiowa meets only 50 percent and the current Kiowa less than 20 percent.

    “If we left it up purely to the budgeteers, it would really be ugly,” said Mangum, speaking to AUSA’s annual aviation symposium last week. Under the default plan, he said, “we were going to keep old aircraft and give up new.” Instead of being passive “victims” of cuts that took a proportional “salami slice” out of every program, he said, the Army “seized the opportunity” to reshape the force by retiring its oldest aircraft en masse.

    “If we sat and waited and took the salami slice, we would break everything,” said Maj. Gen. Lynn Collyar, chief of the Army’s Aviation and Missile Command (AMCOM), speaking at the same conference. Instead, he told me one-on-one afterwards, the Army has seized its destiny in its own hands “instead of being dragged to the future.”

    For many in the National Guard community, however, the Apache plan is the latest in a string of insults that have the two components of the Army in what look like the early skirmishes of a nasty civil war.

    “Our Apache pilots, they’ll have no jobs. They’ll have to either retrain or get out, and an awful lot of them will just get out,” John Goheen, chief spokesman for the powerful National Guard Association of the United States (NGAUS) told me last week.

    He spoke as budget negotiations inside the Pentagon reached the boiling point and NGAUS broke with months of self-restraint and publicly berated Gen. Odierno for “disparaging” the Guard.

    But Goheen told me that it’s not just the Guard’s budget, size, and honor that are at stake. The Guard and Reserves historically serve as a cheap way to keep some of the nation’s most experienced veterans on retainer, a catchpool for experienced soldiers who want to leave the grueling life of active duty but still continue to serve. Now, Goheen said, “when Apache pilots and maintainers leave the active component, where can they go to serve?”

    “Most of us went to flight school with a specific goal, that being to fly the Apache,” the Guard pilot said of his unit. ”The effect on morale is very significant [because] people work very hard toward and make many sacrifices in their personal and professional lives so that they can be a part of this elite force.”

    “[That's] not to say that we wouldn’t be willing to fly another airframe,” the pilot went on. In contrast to Goheen, the pilot said his most experienced colleagues — the ones with the fewest years left before they qualify for retirement benefits — would stay in the Guard and just retrain for other jobs.

    Under the Army plan, the Guard would get additional UH-60 Black Hawks to make up for some — not all — of the helicopters it has to retire or give away, for a net loss of 215 aircraft. But the Black Hawk is a “utility” helicopter, essentially a transport. While it sometimes carries troops straight into battle and covers their landing with machinegun fire, it’s not a gunship. With the Guard losing both its Apaches and its Kiowas, it will have nothing but transport helicopters. For pilots used to shooting stuff, the job just ain’t the same.

    “Most of us have deployed once, twice, or even three times in the previous 12-14 years, and served alongside active-duty [soldiers] throughout these deployments,” the Guard pilot said. “To be honest, we feel betrayed by what we thought were our brethren. What in the hell happened to ‘One Team One Fight?’”

    “We were all blindsided by the active-duty proposal,” he said, “and we’re trying to understand why the active duty [leadership] is willing to go to this extreme.”

    Army leaders make clear they really don’t want to do this. “As much as possible, we want the Guard and the US Army Reserve to look the same as the active component,” Odierno said this morning. “Will there be exceptions? Yes.” The Guard having no Apaches is one of them.

    But why? “Our Guard Apaches, they’ve done wonderful work,” Lt. Gen. Mangum said at last week’s conference, “[but] the challenge really becomes their level of readiness and accessibility…..When we need Apaches now, we need Apaches now, and the train up time required, the mobilization time required for the [Guard] Apaches, is really the the issue.”

    “Readiness and accessibility” is the Army leadership’s mantra whenever they’re asked why something needs to be in the active-duty force rather than the reserves and Guard. Readiness depends on how much time and money Guard troops get to train. Accessibility refers to how often, how quickly, and how long they can be called up for active duty. Plug these factors into Army computer models and you’ll get the justification for the current mix of forces. But garbage in means garbage out, and the Army leadership’s analysis starts with some debatable assumptions.

    “We modeled this force against a 12-year scenario,” said Lt. Gen. Mangum. “The issue comes down to how often we can turn our reserve component formations — because we’re not just talking about a year or two year or three year [or even a] four year cycle.”

    In plain English, what Mangum means is that the Army isn’t just looking at how many Guard units it can mobilize to respond to a particular crisis. Instead, it’s looking at how to sustain a steady level of forces on active duty for more than a decade. That requires putting each unit through a cycle: mobilize, deploy, come home, return to civilian life for a while — then mobilize and deploy again.

    “Over a 12-year period for these citizen-soldiers, expecting them to do deployment after deployment after deployment” is just too much, Mangum told reporters after his public remarks.

    That’s the grueling grind required of the Guard over the last 12 years for Afghanistan and Iraq. But it may be irrelevant to the needs of the next war. If the fighting lasts “only” a year or two — and there’s little appetite in the nation for another long conflict — then what matters isn’t how many times you can deploy each Guard unit over 12 years, it’s how many units you can deploy once.

    The assumptions about timelines — short war or long, sudden crisis or slow build-up — also underlie what kind of readiness you think you need. If everything’s over in two months, Guard combat brigades just can’t get there on time, because they need a minimum of 50 days to mobilize and train up, so your entire ground combat force has to be active-duty. (Air Guard units and specialized Army Guard units can spin up much faster). Conversely, if the war lasts 12 years, you can keep Guard units at a low level of readiness because you’ll have plenty of time to train them up for their turn in the deployment cycle. For anything in between, however, you can benefit from more readiness in the Guard.

    How much readiness? With the current budget cuts imposed by sequestration over fiscal years 2016 to 2019, “there’s about a 25 percent reduction in training across the Army,” Mangum said. That brings active-duty helicopter units down to 10.7 flight hours per crew per month, he said, barely enough to maintain “company-level collective proficiency” in complex maneuvers involving half a dozen helicopters or more at once. “In our reserve component force,” he said, “it’s about six hours per crew per month, which equates to right at crew-level proficiency” — that is, the ability to fly one aircraft by itself.

    In fact, Maj. Gen. Collyar told me, a helicopter that doesn’t fly enough can develop expensive problems, just like a car that sits too long in the garage. “There’s a lot of these things that if you don’t fly ‘em, they cost you more than if you fly ‘em routinely,” he said. In Guard units, “they don’t fly ‘em enough to keep the maintenance cost down….There are a lot lower hours but the cost per flight hour is a lot more.”

    But six flight hours a month for Guard crews versus 10.7 for active duty aren’t numbers that came down from Heaven at Mount Sinai, carved in tablets of stone: Couldn’t the Army just choose to fund more flight hours for the Guard?

    “We can give ‘em more hours, but are there people available to employ those hours?” Mangum replied. The issue isn’t just funding but the Guard’s capacity to absorb it. There are only so many hours a month you can ask part-time troops to fly, just as there are only so many times you can call them up over a 12-year period.

    But those limits, again, are not set in stone. “That’s not Army aviation policy, that comes out of OSD policy,” Mangum told me, referring to the Office of the Secretary of Defense. “If those policies change, that’s a different game.”


    In fact, many Guard troops already spend more time working for their units — sometimes without pay — than the 39 days a year that is formally required. That’s especially true for soldiers with complex and perishable skills like flying helicopters.

    “Most aviators and mechanics train over 100 days a year, in some cases, up to 135 days a year,” the Guard Apache pilot told me. “And for most Guard aviators, this is in addition to their full-time civilian jobs.” What’s more, because so many of these pilots spent years on active duty before joining the Guard, they are older, more mature, and more experienced than many pilots in active-duty units.

    In fact, Guard advocates cite figures (which we can’t confirm) that active-duty units have crashed 12 Apaches due to “pilot error” over the last five years, while Guard units have lost none. Some of this is simply because the active-duty force flies more, but some of it they attribute to less good pilots. That, of course, is an argument that riles active-duty troops as much as the “well, you only train 39 days a year” arguments infuriate the Guard.

    So there’s a hot debate over the cold facts, and both sides have much at stake, from self-esteem to budget share. While budget pressures forced the Army to make hard choices, they were still choices, not inevitabilities. And even if those specific choices are approved by Sec. Chuck Hagel and the White House, the president’s budget request still has to run the gantlet of Capitol Hill.

    That’s why the Army leadership keeps hammering home the message that everyone is hurting — active, reserve, and Guard — and that they’re asking the Guard to suffer a relatively small share of the collective pain. The Guard is losing 215 helicopters to the active component’s 683. The Guard and Reserve are losing 15 percent of their combat aviation brigades, the active component 23 percent.

    “We can’t afford our current fleet so we have to make adjustments — and the majority of the adjustments are going to happen in our active-component aviation units,” Odierno said this morning.

    Nor, the Chief of Staff insisted, does he have anything but respect for the Guard, despite NGAUS saying his public remarks have been “disparag[ing], disrespectful and simply not true.” Full-time regular soldiers and part-time citizen soldiers have fought side by side since the Revolutionary War, when Washington’s Continental Army reinforced but also depended on the militia. (Of course, there have been tensions between the two at least that long as well). The active-duty Army and the Army National Guard need each other, and the nation needs then both, Odierno said: ”Each is different, each does different things, but they are both critical.”
