    Ok, probably nothing, maybe something.

    The U.S. Government needs 350,934 National Detainee Handbooks printed by 29 April 2011. Here’s a 2007 English version of the National Detainee Handbook. I don’t know if that’s the same document as what has been ordered below.

    The GPO solicitation went out on 18 April and the handbooks must be delivered by 29 April. Is eleven days a short time for something like this?

    I have no idea, but clicking on “Jacket Number: 735-412/413” brings up a specification document, which states the following:
    TIME CRITICAL:
    Notify Ron Boyum at 312-353-3916 x 17 or at rboyum@gpo.gov of the delivery status in the morning 2 days prior to the first shipment to meet the at destination delivery date. [sic]

    This is a time-critical order. For the purpose of this contract, the provision in GPO Contract Terms Pub. 310.2 (Rev. 6-01) for schedule extensions does not apply. No automatic extensions of schedules will be made. All interested contractors must commit to the original schedule. Shipments must be made by a carrier that will guarantee delivery at destination within the specified schedule. Carrier’s “targets” in lieu of “guaranteed” deliveries will not be acceptable.
    They seem pretty serious about needing the handbooks by 29 April.

    Ok.. wtf?

    I just wrote a senator on this one.

    What is going on? Is this more hype to scare people or is this for real?

    Why do they need to print so many booklets for "detainees"...? Where are these detainees coming from? Who are they? Why waste the money on this?

    There's some logic here for this, I want to know what it is. RIGHT FUCKING NOW.

    I understand why you put this in the skeptic's corner... but if the images are correct and they are actually trying to order that many books, WHY?

    Strengthening the nation’s capacity to detain and remove criminal and other deportable aliens is a key component of the comprehensive strategy to deter illegal immigration and protect public safety.     IF he responds.

    Talking to Ryan it sounds like something they hand to illegal aliens who are detained in the country (and reading down the page it does say something about English/Spanish version kind of indicating this) - but my biggest gripe is the money spent on this crap.

    Why print off papers to hand to someone when you're detaining them anyway? Especially illegal aliens? Show it on a damned screen and let them read it in an auditorium or something. Just before they put them on buses and drop them off at the border.

    Spend the money on gas to remove them.

    I don't really think they are going to arrest a lot of Americans or something in the next couple of days. Doesn't make any sense.

    But it pisses me off they plant frigging trees on a damned desert and then waste the water to keep them growing where they do not naturally grow (yep, got in a fight about that the other day too...)

    The US Government Printing Office – Chicago Procurement has posted a contract open for bidding for some 350,000 copies of the National Detainee Handbook.

    Per Jacket Number 735-412/413, the GPO requests 221,367 copies of the handbook in Spanish and 129,567 in English. The GPO requests expedited delivery of the prints, requesting a delivery date of April 29, 2011, less than two weeks from today.

    The original Jacket Number 735-412/413 is no longer available at the GPO web site, but a cached version can be accessed here.

    US Immigration and Customs Enforcement currently shows a ‘404 page not found error‘ for the page on ICE’s web site where the handbook was originally stored. You can view the National Detainee Handbook (Dated 2007) via Scribd.

    According to a 2008 detention standard guide from ICE, the handbook is to be provided to all individuals detained by Immigration and Customs Enforcement. It is not clear whether the guidelines in the handbook apply just for immigration related detentions.

    According to ICE the purpose of the handbook is to provide detainees with an overview of the general rules, regulations, policies, and procedures that ICE is required while detaining someone:
    This Detention Standard requires that, upon admission, every detainee be provided comprehensive written orientation materials that describe such matters as the facility’s rules and sanctions, disciplinary system, mail and visiting procedures, grievance system, services, programs, and medical care, in English, Spanish, and other languages and that detainees acknowledge receipt of those materials.

    It applies to the following types of facilities housing DRO detainees:

    • Service Processing Centers (SPCs);
    • Contract Detention Facilities (CDFs); and
    • State or local government facilities used by DRO through Intergovernmental Service Agreements (IGSAs) to hold detainees for more than 72 hours.
    No information on why the Printing Office has requested expedient printing and delivery of the books has been made available.

    What I find odd about the entire thing are the amounts.

    Rick, I'm sure you have, as I have, at some point sent things over to Base Repo for copies.

    And I always asked for 100 or 125 or 150.

    But 350,934, 250102, etc.

    Strange.
