NSA releases ultra-secret file regarding effort to decode decades-old alien signals


Scientists determined that mysterious signals received in 1957 were transmitted to Earth from an advanced alien civilization. Decades have passed while security analysts and dedicated cryptographers struggled to decipher the enigmatic messages from a completely unknown, distant alien culture.
Now, in 2011, the National Security Agency—one of the United States' most secret intelligence gathering organizations—has released under protest (forced by order of a U.S. Federal Court judge) stunning information about intelligent life in the universe.
But as usual, the non-curious, inept, doltish mainstream media completely ignores it.

Twenty-nine lengthy transmissions were received and verified as being "of extraterrestrial origin." According to some in the intelligence community, this hot potato was given the highest priority and assigned to "goggle-eyed geeks" tasked to find out exactly what the enigmatic transmissions said.

Speculation among some of the NSA spooks about what the mysterious messages said allegedly ran the gambit from sarcastic guesses they were just some garbled alien radio commercials (an inside joke that drew nervous laughter from some of the analysts) to those that were convinced the messages—coded in some unknown mathematical progression—conveyed the basics of unlimited energy, star travel, or even time travel.
Allegedly, those that subscribe to the latter theories have absolutely nothing to support their belief.

According to researchers who have analyzed the document [available for your inspection as a downloadable PDF at the end of this article] an NSA specialist named Dr. Howard Campaigne was given the responsibility of choosing a cryptology team to work on cracking the alien messages.

The task was compartmentalized and many who worked at the NSA had no idea that such a project—or even the messages the team focused upon—existed.
The entire project was strictly enforced by secrecy and conducted under the auspices of the Official Secrets Act and all participants took National Security oaths.
Only those deemed crucial to the success of the undertaking were allowed access to the secret under the provisions of a well-defined need-to-know heirarchy.

The project allegedly had been in the works for decades when some in the UFO community who were bombarding government agencies and the United States Air Force with Freedom of Information Act (FOIA) requests about UFO sightings and activities stumbled across a potential bombshell.
Although many of the documents they received were heavily redacted with page after page blacked out, several separate documents that were released from the NSA contained snippets of information—clues—that some sort of alien message had been intercepted during the late 1950s.
The investigations struck paydirt when an obscure reference to an internal report (NSA Technical Journal Vol. XIV No. 1) about a cryptology team tasked to decode messages obtained from outer space (meaning from outside the solar system) was discovered.

After several years of intense effort to dislodge the now identified report from the NSA, the explosive document was reluctantly downgraded from one of the highest secret classifications to an unclassified status and scheduled for an October 21, 2004 release to the public.
The date came and went without the document being released.

Eventually, Peter Gersten, a lawyer from Arizona, sued the intelligence agency demanding its release—along with other documents—under the auspices of a strict interpretation of the FOIA law. The case dragged on until a federal judge found in favor of the plaintiffs and ordered the NSA to release the documents.

Quietly, under court order, the NSA released the section of NSA Technical Journal Vol. XIV No. 1 stipulated by the judge. The agency tucked it away in an obscure corner of their Internet site.
The document concerning the extraterrestrial contact contained only one of an unknown number of other reports/articles written by the team working for Dr. Campaigne. The FOIA document was incomplete: only pages 13 through 23 were released with some slight redaction. All other pages were missing. No other reports were included, although the pages released clearly refer to other articles written by the team describing their efforts to break the alien code.
This release may well be the smoking gun that researchers have searched for during the last 50 years. It sheds a very strong light into the darkest corners of the U.S. intelligence community's massive coverup of UFOs, ETs and other unworldly events.
The title of NSA Technical Journal Vol. XIV No. 1 report is a bombshell: Key To The Extraterrestrial Messages.

It's unambiguous to say the least. If the NSA's own authentic document, meant "for your eyes only" internal distribution is to be believed, alien intelligences not only exist, they contacted us more than five decades ago.
That means they know we're here.

Is two-way contact wise? Hawking says no
Famed physicist Stephen Hawing remarked in 2010 that if an extraterrestrial race ever discovers us it might not be a good thing. It could spell the end of the human race.
The word is most of the alien messages have still not been translated. If they ever are let's hope the full message does not turn out to be like that famous episode of the classic Twilight Zone television series, "To Serve Man" about aliens arriving on Earth.
In that chilling story, U.N. translators that translated the alien's language discovered the book the ETs always carried with them was a cookbook.

Look... let me explain why I am pissed. This is rather important to me.

1957.... What happened in 1957 folks?

Well, Rick Donaldson was born in 1957. August to be precise. Sometime around then these "signals" were picked up. My suspicion has ALWAYS been (since I personally have spoken to Ronald Reagan and George HW Bush MYSELF about this subject) that something happened to trigger the space race.

1957, October was when the Russians launched the first Satellite, Spuntnik. We weren't far behind.

In 2011 Obama shut down the space program for the most part.

Why?

The signals were never decoded completely as far as we can tell.

But - why am I upset about this? Because the human race has been kept in the dark about this for a half a century, then the US government's NSA decides to release the data because they are ordered too, and they CONTINUE TO HIDE IT someplace (even if it is in the open).

While the Lawyer involved has never once really impressed me much, he managed to get this much out of them. He managed to sue the US Government for the release of some of the data. Not the signals of course, just some of the data.

We now know that there ARE INTELLIGENT LIFE FORMS OUT THERE.

Reagan and Bush both refused to answer my questions directly (even though we were in private and I was cleared, even if I had no need to know) - so they did their jobs well as President. They protected something - and gave me hope, and doubt that anything would ever come of extraterrestrial intelligence.

Now we KNOW it is true. The NSA and other agencies don't plant data to hoax the public unless it is during a damage control process. This wasn't "damage control". Nothing leaked, and no one found out and then had to be covered over.

This is as real as it gets folks.

(BY the way Peterle... SIGINT is "Signals Intelligence" something I've been a part of for as long as I've worked for the government....my job as a communications expert was to make sure we could collect signals intelligence, and use counter intelligence to fight enemies. I've typed up one portion of this article (it's in a photo copied format which was then scanned and OCRed by some program and converted into a PDF file). Here's the pertinent text:

Recently a series of radio messages was heard coming from outer space. The transmission was not continuous, but cut by pauses into pieces which could be taken as units, for they were repeated over and over again. The pauses show here as punctuation. The various combinations have been represented by letters of the alphabet, so that the messages can be written down. Each message except the first is given here only once. The serial number of the message has been supplied for each reference.

This paper was written into the journal some years ago. This journal was, at one time, classified and passed among other cryptographers, from my understand of the journal. The actual title "Key to Extraterrestrial Messages" tells us two important things.

1) We received messages.
2) they have a KEY with which to break those messages.

A key, in cryptography is a set of elements (letters, numbers, symbols) that when applied mathematically to a coded set will decrypt the coded set.

The paragraph above gives us more information.

1) The signals came in "chunks of Data".
2) The Data elements were repeated.
3) Pauses were treated as "periods" or punctuation to break up the element sets.
4) "Outer Space" as was used by those of the 1950s-1960s was meant as "beyond the solar system". This isn't supposition, this is FACT.

Therefore, logically, these signals came in from outside our solar system. Beyond where people had yet been. In fact, it wasn't until October 1957 that the first object was put into space beyond the atmosphere, let alone, people.

Signals can be "triangulated" (as many of you now know) and the exact location is a known quantity (though, not known by us at this time).

The signals were repeated (an unknown number of times) thus they have a good "copy" of the repeated data.

It was an INTELLIGENT signal.

It was intelligent because it was a repeating signal, repeated several (who knows how many) times.

Because the article speaks of a "key" I believe the government has already decoded this data and they know what was in it.

This leads me to a couple of conclusions...

A) They don't want us to know for various reasons. There are any of several reasons. One of which could be they didn't want to panic the world. Another could be they wanted to decode this thinking it wasn't an advertisement, but perhaps indeed contained useful information we could exploit in some manner against enemies. It could be the message contained a threat (information about a threat) to mankind... the very IDEA that alien civilizations might exist in 1950s scared the piss out of every leader on this planet, not to mention religious leaders.

B) The Aliens that sent the signal are "benevolent" and were, like us once, trying to make contact with anyone, anywhere. I mean, why signal you're a bad guy? Right? Tell the people you're coming to visit in say, 50 or 60 years and you will arrive at the Lunar Colony (or where ever) to pay this race of creatures who are sending radio signals into space for some time now (nearly 50 years by the time 1957 rolled around!) to say "Howdy".

C) The Aliens that sent the signal are "Dangerous" and intent on coming here to wipe us out.

D) The signals weren't MEANT for us, they were MEANT for someone else near by in a traveling star ship (or whatever) and our planet JUST HAPPENED to be passing through the signal about the time it was passing through our area. Otherwise, we might never have heard the signal at all.


From what I can gather in the appendix, where I copied that text from - there are a whole series of sets. Each set appears as a letter. Each group of sets appear similar, but with different letters after the first couple of letters.

I doubt seriously, very seriously, that any human language could be construed out of that set of codes - on the other hand, if it is an un-encoded, foreign language (even one of extraterrestrial origin) it should be able to be decoded by humans.

But, assuming they went solely on a linguistics path, and ignored things like a video signal, an audible sound signal or some other mode of transmission then it's unlikely they decoded this at all.

An INTELLIGENT race however wishing to tell someone something, not knowing if the receiver was fully intelligent enough to decode the message would do something in the simplest form, mathematics. Boolen algebra, binary, something easy to figure out.

I'd assume they missed the basic decoding instructions like WE sent out on the Voyager space craft... assuming the aliens sent it to begin with.

Life as we know it will continue. Earth will continue long after humans have left or died off. Life for me in unchanged knowing this - other than it's one more thing that has pissed me off at our government. Just one little thing that we could have been told. We are, after all the people who formed this government.

Perhaps they could share some of these discoveries with the rest of us from time to time.

Folks - my conclusion, though I'll never be the one to solve the riddle is that "We are NOT alone any more".

I spoke to Seth Shostak personally many years ago, and also Carl Sagan. Both were of the opinion that it was "likely" an intelligent signal. I think Sagan thought it possible to have been a satellite or something, or a signal of interference... but no one was sure.

From what I can tell they are using a type of Boolean substitution on the signal. I'm not sure why. My code breaking is very rudimentary. I just don't have the math skills and practice I should have had.

While cryptology is a most fascinating subject to me, I never got too deeply involved in it.... simple codes, sure, easy stuff.... but not alien signals

It says:

Dear Earthlings of the United States of America,

You guys are fucking idiots.

You will destroy your economy with ruthless greed, and enslave your people by manipulating laws so they extend past the contstraints of your Constitution.
