Well, I looked at that document, and it's all greek to me.
You folks think this is a hoax or legit?
The NSA document appeared to be authored by "H. Campaigne" so I did some searching.

In the most recent issue of the NSA Technical Journal- Vol. XI, No. 1Mr.
Lambros D. Callimahos discussed certain aspects of extraterrestrial
intelligence and included seueral messages to test the reader's ingenuity.
In the foUowing pages, Dr. H. H. Campaigne offers additional communications
from outer space.
Recently a series of radio messages was heard coming from outer
space. The transmission was not continuous but was cut by pauses
into pieces which could be taken as units, for they were repeated over
and over again. The pauses show here as punctuation. The various
combinations have been represented by letters of the alphabet, so that
the messages can be written down. Each message except the first is
given here only once. The serial number of the message has been
supplied for each reference.

Well ain't that something. Huh. I agree, it is not a fake to cover anything as that kind of op would likely be more public and the media would have run with it like mad.
I am with Toad here though. Release all they have on decoding this to the gamers and 133t folk and see what you get and how fast.
Two things stick out for me. This sounds a lot like the book/movie "Contact" by Carl Sagan. And B, over 50 years with the best supercomputers in the world and the key to the code and they still don't know what it means?

Another individual suggests this is a test of methodology, not really finding the solution.Re-reading both documents (Extraterrestrial Intelligence from NSA Technical Journal Vol. XI No. 2 pp. 101 and Key to the Extraterrestrial Messages from NSA Technical Journal Vol XIV, No. 1 pp. 13) I'm fairly certain this is an exercise from one of Dr. Lambros D. Callmahos's CA-400 senior cryptanalytic courses.
The first document Extraterrestrial Intelligence starts out http://www.google.com/search?q=LABCT...aq=f&aqi=&aql=with the title, author, and classification, or rather the lack of classification. The article is stamped, "Unclassified". Meaning that the document, even at it's initial release, could be read by anyone. No security clearance required.
That immediately tells me, "This is an exercise, a mind game, not a real comm."
Most people would recognize this as a puzzle, but the intro paragraph throws the first-time reader off because it appears to make a factual assertion. The editor (it doesn't seem like the author Howard H. Campaigne composed the introduction) writes,

It's shocking to read (1), because as far as 99.999999% of the population is concerned we're the only sentient creatures in the known universe. Leading the reader to think one of two things, either (a) they're talking about something real or (b) they're roleplaying for the purpose of this make-believe scenario. If it's (b), like most make-believe scenarios concocted for the purpose of a test (ie/ math problems on the SAT), we'd expect there to be some tell-tale signs that the scenario is fictitious.
Here are those tell tale signs:
- Clause (2) of the introductory paragraph suggests that the author of the article is sending out these "comms," not to solve them, but to test the ingenuity of the engineers and researchers at the NSA. Think about that for a moment. Would the NSA really send out UFO communications in their technical journal, meaning to every single person on staff, simply to test the ingenuity of their employees? Unlikely.
- Clause (3) of the introductory paragraph reads very much like, "Dr. PuzzleMaster has more mind-bending math goodness for your nerd solving pleasure!"
- Next, on pp. 18 of Key to the Extraterrestrial Messages we read,
The last two lessons 30 and 31 were not published with the first twenty-nine, because it made too long an exercise (4).
Clause (4) is pretty much all the proof we need. These are lessons from some worksheet.- Finally, on pp. 20 of Key to the Extraterrestrial Messages we read,
Looking back over the exercise (5) we see we have penetrated the meaning of the basic symbols, and even more important, have learned some of the syntax rules of the notation, and have caught mistakes in the process. We have a few words for sophisticated concepts, and, given more data, with a little labor we could establish its translation (6).
Clause (5) suggests - yes - this is an exercise. Clause (6) suggests the purpose here isn't to come up with a key but to discuss how to go about solving the problem.

This shows me first these pdf's are not any new release, they've been around years, since at least 2008. Secondly, the Author of the article in the first post pretty much fabricated the story of his article. Not the pdf's, but the context of the pdf's.

The documents listed on this page were located in response to the numerous requests received by NSA on the subject of Unidentified Flying Objects (UFO). In 1980, NSA was involved in Civil Action No. 80-1562, "Citizens Against Unidentified Flying Objects Secrecy v. National Security Agency". Documents related to that ligitation are marked with "*". "XXXXX" has been inserted in a title if a portion of the title has been deleted prior to release. To select a document click on the document title, and wait for the PDF version to be downloaded to your local viewer. Approximate file sizes are given after each selection for user convenience.
I was attempting to make this point too, the data doesn't necessarily mean there were WORDS or SYMBOLS involved, but it could have been a video signal etc
HOWEVER, if it were a DIRECTED message in that the civilization sending the message intended a receiver to decode it, the point is never to hope the receiver can decode the signal through their own ingenuity, but rather give them the key to decode the message.
This is what we did on Voyager. (I'm not going to elaborate on Voyager, you're all big boys and can do your own research).

Done a bit of reading, and many folks are of the opinion this paper is of hypothetical alien messages, written by Campaigne.

I'm not, repeat, not, catloaf. Also, I'm leaning more towards this was a hypothetical message or test.
The more I read the documents and read up online of the history of the documents, the more convinced I am that they were meant to be methodology exercises. Especially since they were never classified in the first place, simply limited in distribution.
