    There really are some things I miss about Europe.

    Tough to explain, but it seems that yes, most of Europe is ecologically minded.

    But they seem to do it right.

    Here in the U.S. we fuck it up 3 ways from Sunday.

    And Peterle, on my bike rides to Vianden Luxembourgh, there's a small auto rest stop cut into the side of a hill - just big enough for 2 cars to park.

    And there's a stream that runs into there, into one of those things like that guy built. I used to fill my water bottles up there.

    It was great tasting, ice cold water.

    City Council Expected to Vote on Stormwater Plan

    COLORADO SPRINGS, Colo. Colorado Springs City Council is expected to vote on a storm water plan, Tuesday.


    The Pikes Peak Regional Stormwater Task Force created an intergovernmental agreement (IGA) and ballot measure. They are asking to create a regional stormwater authority to tackle our community's story water issues.


    After two years of research, the task force found that imposing a fee on voters would be the best way to fund capital, maintenance and emergency projects. If the plan is approved, homeowners would pay on average $7.70 a month.


    On Monday, Rachel Beck with the Pikes Peak Regional Stormwater Task Force said, “A lot of these problems that we are seeing, if we had some money to take care of them when they were small before they go big, we would save a lot of money in the long run.”


    Colorado Spring Mayor Steve Bach doesn't agree that the plan's language is clear enough for voters. "You cannot tell from reading that information what it's going to cost. I believe the ballot should indicate what the typical annual fee would be for residential property owners. Same with a commercial property owner. And the same for non-profits," said Bach.


    City Council will meet Tuesday at 1:00 p.m. El Paso County, Green Mountain Falls, and Manitou Springs Councils will vote on the plan, August 19th.
