    The Chinese military will consider launching a preemptive nuclear strike if the country finds itself faced with a critical situation in a war with another nuclear state, internal documents showed Wednesday.

    The newly revealed policy, called ''Lowering the threshold of nuclear threats,'' may contradict China's strategy of no first use of nuclear weapons under any circumstances, and is likely to fan concern in the United States, Japan and other regional powers about Beijing's nuclear capability.

    The People's Liberation Army's strategic missile forces, the Second Artillery Corps, ''will adjust the nuclear threat policy if a nuclear missile-possessing country carries out a series of air strikes against key strategic targets in our country with absolutely superior conventional weapons,'' according to the documents, copies of which were obtained by Kyodo News.

    The Chinese military will consider launching a preemptive nuclear strike if the country finds itself faced with a critical situation in a war with another nuclear state, internal documents showed Wednesday.

    The newly revealed policy, called "Lowering the threshold of nuclear threats," may contradict China's strategy of no first use of nuclear weapons under any circumstances, and is likely to fan concern in the United States, Japan and other regional powers about Beijing's nuclear capability.


    The People's Liberation Army's strategic missile forces, the Second Artillery Corps, "will adjust the nuclear threat policy if a nuclear missile-possessing country carries out a series of air strikes against key strategic targets in our country with absolutely superior conventional weapons," according to the documents, copies of which were obtained by Kyodo News.

    China will first warn an adversary about a nuclear strike, but if the enemy attacks Chinese territory with conventional forces the PLA "must carefully consider" a preemptive nuclear strike.

    The documents suggest that the Second Artillery Corps educate its personnel in worst-case scenarios for conflicts with other nuclear states.
    China's nuclear policy is not transparent and it is rare for a part of it to come to light.

    Akio Takahara, a professor of contemporary Chinese politics at the University of Tokyo's Graduate School of Public Policy, said an adjustment of the PLA's nuclear threat policy as spelled out in the documents runs counter to President Hu Jintao's pledge that China will not launch a preemptive nuclear strike under any circumstances.

    "It is uncertain whether such policy adjustment represents a policy shift or has been in existence from before," Takahara said. "But a preemptive strike as assumed (in the documents) would apply to an extreme situation such as war with the United States, and that is almost inconceivable today. I think President Hu is aware of that."

    U.S. military experts have argued since around 2007 that Beijing may have shown signs of altering its pledge of no first use of nuclear weapons.

    According to the documents, the PLA would strengthen nuclear threats against an adversary if the adversary threatened to attack China's nuclear and hydro power plants and major cities including Beijing.

    The PLA would also tighten its nuclear threat policy in the event that extremely unfavorable war situations put the nation's existence at risk.

    Under such circumstances, the PLA would first warn an enemy of a nuclear attack on specific targets through such media as television and the Internet.

    While referring to careful consideration of a preemptive nuclear strike, the documents said the Second Artillery Corps "must strictly follow" instructions by the Chinese Communist Party's Central Military Commission.

    The corps "must not adjust" the nuclear threat policy by itself, they said.

    The PLA must win broad support from the international community and take the "strategic initiative" if it were to use nuclear weapons, they added.

    Japanese journalist Satoshi Tomisaka, who is familiar with Chinese military affairs, said the documents signal a departure from China's declaration of a no-first-use policy, about which the international community has long been in doubt.

    Tomisaka suspects the Communist Party leadership may not exercise sufficient civilian control over the PLA, saying military officers spoke aggressively before Hu about a plan to build Chinese-made air carriers.

    Ping Kefu, a Hong Kong-based military analyst, expressed a similar view, saying Hu may not even be aware of Beijing's nuclear threat policy adjustment because it is strictly an internal affair of the PLA.

    The policy, called "Lowering the threshold of nuclear threats" may indicate a shift from China's pledge not to first fire nuclear weapons under any circumstances, the report said.

    It may also fan concern in the United States, Japan and other regional powers, according to the Japanese news agency which obtained the internal documents.

    The Chinese military's strategic missile forces, the Second Artillery Corps, would "adjust" its policy if another nuclear state conducts air strikes against Chinese targets "with absolutely superior conventional weapons," the document says, according to Kyodo.

    China would first warn an adversary about a nuclear strike, but if the enemy attacks China with conventional forces, the Chinese military "must carefully consider" a pre-emptive nuclear strike, Kyodo said.

    The documents suggest that the Second Artillery Corps educate its personnel in worst-case scenarios, Kyodo said, adding that it is rare for information on China's nuclear policy to come to light.

    U.S. military experts have argued since around 2007 that Beijing may have shown signs of altering its pledge of no first use of nuclear weapons, Kyodo said.

    Thing is, gentlemen, you do not announce a "preemptive strike" because then it is no longer preemptive.

    You would attack preemptively knowing full well that someone is about to attack you. Generally in daily life if you feel reasonable certain a punk is going to attack and rob you you simply don't attack him first though because in our society doing so you are viewed as the criminal.

    Unless the signs he is showing are clearly visible to a reasonable and prudent person.

    Then you are justified in take steps to prevent the attack.

    But China is playing word games. In all honesty here - and I mean ALL, genuine honesty the United States will never make a nuclear strike against an enemy first. We won't use nukes unless the situation is critical and perhaps even desperate.

    Most countries, including China and Russia have demonstrated they will not routinely or without great care use such weapons. So it's a little odd that someone would change their "stance" on this, pretty much out of the blue.

    I think Michael is right - this is merely more psychological warfare kind of crap.

    Looking at the actions of this Administration combined with the Clinton Administration's activities they have shown to be no real threat to any of the Axis members. In fact
    Democrats have gone out of their way to make Russia, China and most of the their allies partners and ultimately leaders within their own regions while on their quest to socialize America.

    Think about what that means to our allies in their regions and the signal this Administration continually sends. When you're used to playing checkers you tend to be oblivious to the what the pieces on a chessboard mean. You won't even recognize checkmate approaching in the final moves.

    The 2010 elections gave Republicans the majority in the House but not the Senate. All that ensures is grid lock with the Socialist MSM out to block and tackle for the Democrats to marginalize any effort made by Republicans.

    If we manage a miracle and get a Republican president, we won't even begin to get our hands on the wheel of the ship before 2012.

    The Democrats under Pelosi leadership over the past 5 years has put more than 5 Trillion dollars in socialist spending on our nation debt. The Democrats have successfully entombed our economy with deficit spending and draconian bills passed during the lame duck session.

    By 2012, 2014 or 2016 when the the Left's policies are no longer sustainable and America wakes up to over 14 trillion dollars in debt, where will our economy, jobs and manufacturing be by then...all in China?

    What will our military readiness look like?

    China on Thursday strongly denied reports that it would consider a pre-emptive nuclear strike if it had no other way to defend itself against a nuclear-armed state -- a move that would be a shift in policy.

    "Since the very first day that China possessed nuclear weapons, the Chinese government made a solemn pledge to never be the first to use nuclear weapons at any time under any circumstances," foreign ministry spokesman Hong Lei said.

    "China has been living up to this promise. The relevant report is totally groundless."

    Japan's Kyodo News quoted Chinese documents as saying that the military would "adjust" this policy if another nuclear state conducted air strikes against Chinese targets "with absolutely superior conventional weapons."

    US military experts have argued since around 2007 that Beijing may have shown signs of altering its pledge not to use nuclear weapons first, the report said.

The public comment of Xu Guangyu came in response to WikiLeaks revelations that last year Washington had warned its allies beforehand of China’s test of a missile interceptor.

    Secretary of State Hillary Clinton, in a classified cable sent last January 9th, instructed American embassies in Australia, Britain, Canada, and New Zealand to notify those countries of upcoming Chinese launches two days later. The cable included details of the launch sites for the interceptor and the target, the models of the missiles, the purpose of the test, and the test date.

    Yesterday, Hong Kong’s South China Morning Post carried comments from Xu, now at the China Arms Control and Disarmament Association, to the effect that American satellites would have detected activity at the launch sites but that some of the information in the cables—specifically the types of missiles and the day of the test—must have come from a source on the ground. WikiLeaks’s release of this cable, revealing one or more American spies in China’s strategic missile corps, is perhaps the website’s most significant compromise of US security to date.

    The Hong Kong paper noted that Xu said that “if China could no longer keep secret its missile launches, it would not be able to launch a surprise attack on the US.”

    Is China really in the process of planning to destroy the American homeland with a preemptive barrage of nuclear-tipped missiles? Xu’s comment, of course, is not proof, but it does reveal that Chinese flag officers are thinking about doing so.

    Unfortunately, Xu’s hostile sentiment fits within a worrisome trend.

    Especially since the beginning of last year, there has been a series of belligerent comments from China’s generals, admirals, and colonels, some talking about war with the US in the near future. Last February, for instance, Colonel Meng Xianging said the People’s Liberation Army would “qualitatively upgrade” its capabilities to force a showdown on US policy toward Taiwan within the decade “when we’re strong enough for a hand-to-hand fight with the US.”

    Given the belicose statements coming from some of China’s military brass—along with China’s well-documented aggressive behavior in the South China Sea and other peripheral waters—it is difficult to imagine how Western observers can deny China’s intentions and the clashes that lie ahead.     China Developing 'Star Wars' Missile Defense Shield

    China is developing a missile defense system in the highest layer of the atmosphere and outer space using high-end technologies like laser beams and kinetic energy intercept.

    In 2007, China successfully tested a direct-ascent anti-satellite (ASAT) weapon against a weather satellite, demonstrating its ability to attack satellites in low-Earth orbit. It has also been developing other kinetic and directed-energy technologies for ASAT missions like lasers, high-powered microwave, and particle beam weapons, according to a report released by the U.S. Defense Department last week.

    With its manned and lunar space programs, "China is improving its ability to track and identify satellites -- a prerequisite for effective, precise counterspace operations," the report said.

    The Defense Department speculates that China already has the technology to counter low-flying cruise missiles or short-range ballistic missiles. It is believed to be using Russian-made SA-20 ground-to-air missiles or its own homegrown HQ-9 long-range SAM missiles.

    "China is proceeding with the research and development of a missile defense 'umbrella' consisting of kinetic energy intercept at exo-atmospheric altitudes (>80 km), as well as intercepts of ballistic missiles and other aerospace vehicles within the upper atmosphere," the report says.

    In January 2007, China joined the space war by launching an interceptor missile against a superannuated weather satellite floating 859 km above the earth. In January last year, it also successfully tested a ground-based midcourse defense (GMD) system, demonstrating its ability to intercept midcourse ballistic missiles at an altitude of 20 km.

    Meanwhile, the U.S. obtained information at least two days before China's GMD test in January last year and notified allies like Australia, the U.K., New Zealand, and Canada of this, Hong Kong’s South China Morning Post reported Monday.

    "A classified cable from the U.S. secretary of state to diplomats in allied countries on Jan. 9 last year indicated that Washington knew details of the sensitive missile test days before the launch," the daily said. "Xu Guangyu, a retired PLA general and a researcher with the China Arms Control and Disarmament Association, said the cable, if authentic, indicated the possibility that U.S. intelligence had reached into the heart of the Chinese government or military, or both."

    When the China Bubble Bursts

    If the world has invested in the wrong things, and China is one of those things, then the bursting of the China bubble may be the greatest catastrophe of all. China’s financial system is a mess, and a major crisis cannot be far off. With the U.S. economy dipping lower and Europe facing its own financial nightmare, China cannot postpone its own day of reckoning. So what will China’s leaders do? What plans have they made?

    To give readers some idea of the problem, a recent WikiLeak revealed that the U.S. had advanced knowledge of a secret Chinese missile test last year.

    In response to this revelation, Chinese Gen. Xu Guangyu told the South China Morning Post that American officials possessed enough advanced detail to suggest the presence of a sensitively placed U.S. spy in China’s rocket forces. According to the South China Morning Post, Gen. Xu said that “if China could no longer keep secret its missile launches, it would not be able to launch a surprise attack on the U.S.”


    But why would China want to launch a surprise attack on the U.S.?


    In 2005 Chinese Defense Minister Chi Haotian explained that an ailing Chinese economy would produce a social explosion that could sweep away the Communist Party. “If we do not have good ideas,” warned Chi, “China will inevitably change … and we will all become criminals in history. After some deep pondering, we finally came to this conclusion: only by turning our developed national strength into the force of a fist striking outward – only by leading the people to go out – can we win forever the Chinese people’s support and love for the Communist Party.”


    To survive the consequences of an economic downturn, the Party needs to lead the Chinese people – as Chi Haotian suggests – “out of China.” This may seem confusing to those who think China is a post-Communist country; but as journalist Richard Mcgregor points out in his book The Party, China is yet a Leninist state. And yes, they really are Communists, though what this means is lost on nearly all outside observers – and somewhat bewildering to the Chinese themselves. The rulers of China keep their Communist goals and objective from public view. They do not like the glare of publicity; and so they banned Mcgregor’s book because he underscored the Party’s control over the army, police media and big business.


    Two things are important to remember about the Chinese Communist Party: first, Communism remains a philosophy set against freedom; second, Communism is ultimately about the elimination of capitalism in favor of socialism (because capitalism opens the way to freedom). This latter point was underscored by none other than Deng Xiaoping himself – and by the Party in its secret conclaves today. But few in the West have bothered to read Deng’s collected works. Neither have they understood the reason for the Communist Party retaining its name and its ideology behind the scenes, where its strategies are meditated in secret.


    The rationale behind Chinese capitalism is not to eliminate Communism. The rationale is to fight fire with fire – to defeat capitalism by capitalist means.

    The objectives of “Chinese capitalism,” as conceived by Deng Xiaoping, were outlined in an article published by the Hong Kong newspaper Cheng Ming on 6 June 1991. Here it was shown that Deng Xiaoping was secretly working to advance Sino-Soviet supremacy while the Americans were duped into giving China everything it needed. After the fall of the Soviet Union, as reported by Bill Gertz in the Washington Times of 21 Oct. 1992, China and Russia signed a pact restoring intelligence ties. From that point forward the Russians assisted the Chinese in their continuing military buildup.


    The Chinese Communist goal was clearly stated at the beginning, in 1977, when Deng Xiaoping explained the strategy of opening economic relations with the West. Deng told the CCP Central Committee that they were engaged in “the international united front struggle” which was a strategy about which the “American imperialists” know absolutely nothing. “We belong to the Marxist camp,” he explained, “and can never be so thoughtless that we cannot distinguish friends from enemies.” According to Deng, President Nixon and President Ford were enemies, as well as President Carter. All future “American imperialist leaders” were also enemies. “What we need mainly is scientific and technical knowledge and equipment,” he said. In the future, America “will have no way of avoiding defeat by our hands.”


    The strategic thinking of the Chinese Communist leadership holds that as long as America continues to enrich China, and as long as China can build its military power, then peace is workable. But when the economic wellspring runs dry and the Sino-American partnership has exhausted its profitability, then peace becomes unworkable. Rising discontent within China must then be diverted. The natural course would be for the people to hold the country’s leaders responsible, and to remove them from power. Many of these leaders would be tried as criminals, and would lose their heads. The only alternative to this would be war with the United States. This course automatically shuts down the Chinese democracy movement, which would have to choose between China and America in the course of a life-and-death struggle. In such a contest, the Chinese Communist Party automatically wins the assent of nearly all Chinese – including democrats.


    And so, the best course for a failing Chinese economy is war. One might ask what kind of war? In a secret 2005 speech given by Chinese Defense Minister Gen. Chi Haotian (titled “War is not far from us and is the midwife of the Chinese century”), a biological attack on the United States was suggested as optimal. “It is indeed brutal to kill one or two hundred million Americans,” said Gen. Chi. “But that is the only path that will secure a Chinese century….” Having already noted that millions of Chinese would die if the Chinese economy collapsed, Gen. Chi explained that the only way out for China was to “teach the Chinese people to go out” (i.e., attack the United States). “We, as revolutionary humanitarians, do not want deaths,” said Chi. “But if history confronts us with a choice between deaths of Chinese and those of Americans, we’d have to pick the latter….”


    Worried about the Chinese public’s reaction to the mass extermination of Americans, the Chinese Communist Party conducted an online survey through an intermediary. “[W]e wanted to know whether the people [of China] would rise up against us if one day we secretly adopted resolute means to ‘clean up’ America,” Gen. Chi explained. The survey asked if it was acceptable to shoot prisoners of war, along with women and children. If an overwhelming majority approved of such measures, “then they would approve our ‘cleaning up’ America,” said Chi.


    The curious American reader might ask how the Chinese public reacted to the survey. “What turned out to be comforting,” noted Gen. Chi, “is they [the Chinese public] did not turn in a blank test paper. In fact, they turned in a test paper with a score of over 80. This is the excellent fruition of our Party’s work in propaganda and education over the past few decades.”


    And so, if China’s economy stops growing, America should expect that its relations with China will deteriorate. This is based on the internal logic of the Chinese political system – which appears to be locked on a collision course with America.
