    NEW YORK – Troops in the United States' USNORTHCOM ranks appear to have adopted a shoulder patch showing a North American continental design, with an emphasis on United Nations colors, giving evidence of the strength of a plan to integrate North America.

    The patch reveals the continent of North America in the orange and blue colors typical to the U.N.

    It also carries the image of a mosque to designate the unit's service in North Africa in World War II.

    The insignia patch is displayed on the 5th Army website, the home of U.S. Army North, USARNORTH, the Joint Force Land Component Command and the Army Service Component Command of USNORTHCOM.

    The design of the patch with the U.S. eagle image superimposed seems to imply a hierarchy in which the U.S. 5th Army exerts its military command under the authority of USNORTHCOM, with its domain defined as all North America, including the U.S., Mexico and Canada, for the United Nations, as implied in the orange and blue motif.

    In 2007, WND published a six-part exclusive series detailing that USNORTHCOM is a U.S. military combatant command created to respond to national emergencies in North America.

    WND also has reported that the U.S. and Canada signed a military agreement Feb. 14 allowing the armed forces from one nation to support the armed forces of the other nation during a domestic civil emergency, even one that does not involve a cross-border crisis.

    North America plot
    WND reported last month the integration of the U.S. with Canada and Mexico, long deemed by many as little more than a fanciful "conspiracy theory," actually was an idea promoted by the Council on Foreign Relations and sold to President Bush as a means of increasing commerce and business interest throughout North America, according to a top Canadian businessman.

    Thomas d'Aquino, CEO and president of the Canadian Council of Chief Executives, the Canadian counterpart to the U.S. Chamber of Commerce, confirmed in an interview recently published in Canada the accuracy of what WND first reported more than three years ago: The Council on Foreign Relations was the prime mover in establishing the Security and Prosperity Partnership of North America, or SPP.

    A close reading of an interview with d'Aquino published by the Metropolitan Corporate Counsel Oct. 4 confirms that the creation of the SPP was not a "conspiracy theory" but a well thought-out North American integration plan launched by the Canadian Council of Chief Executives and the Council on Foreign Relations in the United States.

    The interview further confirmed President Obama wants to continue North American integration under the rebranded North American Leaders Summit, providing the North American Competitiveness Council can be recast to include more environmentalists and union leaders.

    In the interview, d'Aquino traced the origin of SPP to his concerns after the terrorist attacks on 9/11 that "there was a pressing need to keep the border open for commerce while simultaneously addressing the security needs of the United States and North America as a whole."
    With this goal in mind, d'Aquino reported the CCCE by 2003 "launched an agenda that we called the North American Security and Prosperity Initiative, or NASPI."

    WND reported in July 2007 the term "Security and Prosperity" first was used by the Canadian Council of Chief Executives in a Jan. 23, 2003, report, "Security and Prosperity: Toward a New Canada–United States Partnership in North America."

    Then, in 2003, d'Aquino took the idea to Richard Haass, president of the Council on Foreign Relations.

    "I helped convince Richard Haass at the Council on Foreign Relations that we should put together a trilateral task force to look at the future of North America," d'Aquino said. "We recruited John Manley on Canada's side, along with William Weld, former governor of Massachusetts, and Pedro Aspe, the former Mexican economy minister, who had been so influential in promoting NAFTA."

    The result was a CFR Task Force on the Future of North America created Oct. 15, 2004, and chaired by Manley, Weld and Aspe, precisely as d'Aquino had recommended to Haass.

    The CFR Task Force on the Future of North America issued an executive summary entitled "Creating a North American Community" on March 14, 2005, just days prior to the March 23, 2005, trilateral summit at Waco, Texas, in which President George W. Bush, then–Canadian Prime Minister Paul Martin and then–Mexican President Vicente Fox declared the SPP on their own authority, without any approval from the U.S. Congress.

    The final report from the group, called "Building a North American Community," was issued in March 2005, immediately following the Waco summit.

    D'Aquino appears to agree the CFR task force was instrumental to the trilateral summit in Waco in which the SPP was declared, saying in the published interview, "The result of all these efforts [by the CFR Task Force on the Future of North America] was that in 2005, Prime Minister Martin, President Bush and President Fox decided to sign what they called the Security and Prosperity Partnership of North America – the SPP."

    WND has reported that the two reports issued by the CFR Task Force on the Future of North America were the "blueprint" for the SPP declared at the Waco summit meeting.

    The final CFR report's own statement of purpose is: "The Task Force's central recommendation is establishment by 2010 of a North American economic and security community, the boundaries of which would be defined by a common external tariff and an outer security perimeter."

    Next, d'Aquino confirmed that the North American Competitiveness Council was hand-picked by the chambers of commerce in the three countries, without any legislative approval in any of the three nations, again as WND had reported.

    "At their next summit meeting, in 2006, the three leaders invited leading members of the CEO communities in the three countries to provide private-sector input on issues related to competitiveness," he continued. "From that idea, the North American Competitiveness Council (NACC) was born, to be composed of 10 frontline CEOs from each of Canada, the United States and Mexico."

    How the CFR plan became SPP
    "We produced 10 of our most senior CEO's, while the Americans established an executive committee of 15 representing a broad range of large companies with rotating memberships. The Mexicans produced some heavy-duty people – many names you know well."

    As WND reported at the time, the NACC dominated the third annual SPP summit meeting held in Montebello, Quebec, Canada, in August 2007.

    "The first meeting of the NACC with the three leaders took place in Montebello, Quebec, in 2007," d'Aquino confirmed. "Our Mexican and American counterparts graciously asked us to write the first NACC report. It was very well received, albeit heavily criticized by unions on the left and others as elitist: 'Why did these people have access to the national leaders while everyone else was left out?'"

    He then reported the NACC continued to advise the SPP leaders behind closed doors at the fourth annual SPP summit meeting in New Orleans in April 2008.

    "The second meeting of the NACC with the three leaders took place at their summit in New Orleans in 2008 – we were in the room with the leaders for a full hour and a half," he said.

    D'Aquino then confirmed Obama would only want to continue with the SPP initiative if more environmentalists and union leaders were included in the private advisory group that had consisted entirely of business leaders under the aegis of the NACC.

    "When President Obama came to power, he faced a lot of pressure to shelve the SPP and not follow through with the NACC because his advisers were looking for an institution that would also involve environmentalists, union leaders, et al."

    Still, d'Aquino continued to argue that the NACC should not be abandoned, a decision WND has reported the Obama administration made.

    "But at the North American Leaders Summit in Guadalajara this summer, President Calderon and Prime Minister Harper both told President Obama that the NACC was very useful," d'Aquino said. "In fact, the Canadian NACC group met with our prime minister and his key ministers for an hour and a half on the eve of his departure for the Guadalajara summit. He said that, regardless of whether the NACC continues formally on a trilateral basis, he welcomes our advice on trilateral issues."

    WND repeatedly has reported the unannounced goal of the SPP was to create a North American Union by advancing the trade integration realized in NAFTA into continental political integration through the creation of some 20 trilateral bureaucratic working groups and the North American Competitiveness Council, or NACC, composed of 30 North American business executives – 10 each hand-picked by the chambers of commerce in the three countries.

    As most of my faithful readers know, USNORTHCOM is a combatant command "created to respond to national emergencies in North America." Readers should also be aware that the US and Canada signed an agreement earlier this year allowing the armed forces from one country to assist the armed forces of the other country during a "domestic civil emergency, EVEN ONE THAT DOES NOT INVOLVE A CROSS-BORDER CRISIS." (Emphasis added.)

    Creation of a North American Union has long been the goal of the elitists at the Council on Foreign Relations (CFR) and sister organizations. This objective is so far along now that anyone who would question it simply isn't paying attention--or has an ulterior motive for denying it.

    Readers will recall that former President George W. Bush, then-Canadian Prime Minister Paul Martin, and then-Mexican President Vicente Fox signed the Security and Prosperity Partnership (SPP) on March 23, 2005, in Waco, Texas. The SPP was based upon the CFR's Task Force report entitled "Creating a North American Community," which was issued just prior to the Waco gathering. Remember, too, that the SPP was signed without any knowledge, oversight, or consent of the US Congress--or any Canadian or Mexican legislative body either, for that matter.

    As the WND report states, "The unannounced goal of the SPP was to create a North American Union by advancing the trade integration realized in NAFTA into continental political integration through the creation of some 20 trilateral bureaucratic working groups and the North American Competitiveness Council, or NACC, composed of 30 North American business executives--10 each hand-picked by the chambers of commerce in the three countries."

    In this regard, it makes absolutely no difference whether a Republican or Democratic President sits in the Oval Office. President Barack Obama is pushing forward with the same internationalist policies as did his predecessors, George W. Bush, Bill Clinton, and George Herbert Walker Bush. (And, no, Martha, nothing would have changed had John McCain been elected last year.)

    For the most part, the leaders of both major parties in Washington, D.C., are globalists. With few exceptions, they have all bought into the CFR's philosophy of internationalism. The fact that we even have such a military command as USNORTHCOM--and even more, that the unit is wearing insignia with UN colors and a three-nation, North American patch--without the slightest protest from virtually any US congressman or senator, demonstrates the apathy of Washington elitists regarding America's merger into a multinational governing structure.

    Add to the compliance of Washington politicians the US Chamber of Commerce, the US military Joint Chiefs of Staff, the mainstream news media (with the exception of Lou Dobbs, and look what happened to him: CNN reportedly paid him $8 million to leave the network), the National Education Association--along with the vast majority of America's top educational institutions, and even America's leading churchmen (for example: mega-church pastor and Pied Piper author, Rick Warren, and Southern Baptist spokesman, Richard Land, are both members of the CFR). In other words, virtually every major institution in America is betraying our country's sovereignty and independence.

    Even Big Labor is, for the most part, silent in its opposition against international unification. Where is the union-led protest of President Obama's policy reversal to continue President Bush's plan allowing Mexican trucks to roll down US highways? Where is Big Labor's opposition to Obama's decision to continue pushing the goals and objectives of the CFR and Chamber of Commerce via the SPP and related supranational agreements?

    Without a doubt, the attempted merger of North America is well underway. But this, too, is part of a much bigger picture. The destruction of the dollar, the formation of a global currency, the development of a new UN army (of which USNORTHCOM is the prototype), perpetual war, state-sponsored fear mongering over super-hyped "pandemics" such as the Swine Flu, the push for universal health care, etc., all serve the purpose of collapsing US sovereignty and independence, and creating global government.

    Of course, one thing the elitists driving this global merger are counting on is the continued apathy and indifference of the American people.

    Obviously, an awakened, energized, and angry populace could seriously jeopardize their pernicious plans. They are somewhat rattled at the success of grassroots Tea Parties, etc., but they are counting on the major news media and establishment churches to keep the sheep asleep.

    If America's pastors would wake up and begin sounding the clarion call for freedom and independence (as did their brave forebears), they could--almost single-handedly--turn the country around. Until they do, it is left to the rest of us to keep Thomas Jefferson's "spirit of resistance" alive.

    As for me and my house, we plan to do our part by pledging no loyalty to the North American Union, the UN, or any other globalist entity.

    A North American Security Perimeter on the Horizon

    NAFTA has extended from economic integration into a political and regional security pact which has been achieved through the Security and Prosperity Partnership (SPP) of North America, Plan Mexico, as well as other initiatives. Various pieces of legislation and reports, along with influential individuals have called for closer trilateral cooperation regarding common rules for immigration and security enforcement around the perimeter of the continent. A major part of the U.S. security agenda already includes the defense of North America, but a full blown security zone would bring Canada and Mexico further under U.S. control. A Fortress North America poses a serious threat to our sovereignty and would mean the loss of more civil liberties.

    Plans for a North America security perimeter might have seemed like a pipe dream just a short time ago, but it could become a reality sooner than one thinks. Some believe that a perimeter approach to security would be a more effective way of providing safety while ensuring the free flow of trade and investment. For those pushing for deep continental integration, this move is seen as the next logical step. A recent article from the Toronto Star, Canada warms to idea of a tougher ‘perimeter’, suggests that Canadians might now be ready to debate the concept of perimeter security. David Biette who specializes in U.S.-Canada relations and is a member of the Woodrow Wilson Center stated that a, “Perimeter is no longer a dirty word. It’s beginning to come up again, at least in academic circles.” He went on to say, “Canada held back when it first came up and I can certainly understand why. There was still such bad feeling left over on free trade and what that might mean for Canadian sovereignty that perimeter security was just not palatable to Canadians.” Biette also added, “You ask yourself, ‘What would a mutually improved relationship look like?’ and really, there is nothing else. Perimeter is the one big thing – the last truly huge step on the horizon.” A North American security perimeter would be one of the final steps needed in the creation of a North American Union.

    Some of the recommendations from the 2005 report, Building a North American Community co-sponsored by the Council on Foreign Relations, included a unified border, a North American border pass, a single economic space, as well as a common security perimeter by 2010. Many of the task force recommendations in areas of trade, transportation, energy, immigration and security became part of the SPP agenda.

    Despite the demise of the SPP, many of its key objectives continue to move forward under the North American Leaders Summit, as well as through other initiatives. In February of 2009, it was reported that former Canadian international trade and foreign affairs minister, David Emerson, “called on the government to aggressively seek stronger Canada-U.S. ties, up to and including a customs union. He said at minimum, Canada should advocate a North American security perimeter arrangement, a labour mobility agreement that modernizes NAFTA provisions, and greater integration on regulatory matters.” U.S. officials remain concerned on how risk assessments of people entering Canada are conducted as well as the differences in its immigration and visa policies. A common perimeter approach to border management and security would require harmonization of Canadian-U.S. immigration and customs standards.

    It was clear before Obama became president that he wished to relax immigration restrictions with Mexico and supported some sort of amnesty program. In mid-December of last year, H.R. 4321 the Comprehensive Immigration Reform ASAP Act of 2009 was introduced in the House of Representatives. The Obama administration has been criticized for its lack of immigration enforcement. Many have warned that the new legislation would not only grant amnesty to millions of illegal aliens, but also increase legal immigration and create more loopholes in the system. In Sec. 143. Reports on Improving the Exchange of Information on North American Security, there is wording which could further promote deep continental integration. This includes yearly status reports, “in developing and implementing an immigration security strategy for North America that works toward the development of a common security perimeter.” Previous failed security and immigration bills also contained similar language referring to a shared security perimeter around the continent.

    The Merida Initiative, also known as Plan Mexico is an extension of NAFTA and has its roots in the SPP. It is based on America’s failed war on drugs, which has been costly and ineffective. The Merida Initiative relies primarily on military and law enforcement solutions and is advancing police state measures. In a recent interview, Laura Carlsen director of the Americas Policy Program in Mexico City described how Plan Mexico, “was designed in Washington as a way to ‘push out the borders’ of the US security perimeter, that is, that Mexico would take on US security priorities including policing its southern border and allowing US companies and agents into Mexico’s intelligence and security operations.” She also commented that, “The Obama administration has supported the plan and even requested, and received from Congress, additional funds beyond what the Bush administration requested.” The Plan Mexico strategy is working towards the development of a common security perimeter and is further encouraging the militarization of Mexico. Continued drug violence in the country could be used as a pretext to set up a North American security perimeter
    The recent foiled terrorist attack on Christmas day is accelerating the implementation of a high-tech control grid which could restrict, track and trace our movements. With the war on terrorism back in the forefront, the continued merging of North America might include Canada and Mexico playing a bigger role in regards to perimeter security.

    Canadian officials have announced that within the next several months, body scanners will be installed in 11 airports across the country. Some proponents of a continental security zone believe that it is the best way to secure North America, but at the same time falsely claim that this could be done with respect to each nation’s sovereignty. We are well on the way towards a North American security perimeter where trade and investment will be able to roam freely, while we are all forced to endure new security practices dominated by U.S. interests.

    Building a North American Community

    Report of the Independent Task Force on the Future of North America

    What follows is a brief summary of the report. Note the involvement of the Council on Foreign Relations in the development of this report and its policy "recommendations".     Summary:
    The North American continent is being transformed from three sovereign nations (Canada, USA, Mexico) into one regional corporate power base, the North American Union.

    Unlike the creation of the European Union, there is no public political/ academic discourse on the merits, or pros and cons of a North American Union building up to a vote within each nation as to the wish of the people to join such a union. Instead the union is being created by stealth, is already well on its way to fruition, and is being imposed on us by our own "elected" representatives and government with no opposition.

    The ultimate enforcement mechanism for the North American Union is a police state. The tools for the police state are "anti-terrorist" laws. Anti Terrorist laws are a ruse to strip the people of their liberties in order to prevent dissent. The Orwellian justification is "security", "safety".

    The plan of this Canada-U.S.-Mexico task force is to establish a continent-wide customs union with a common approach to trade, energy, immigration, law enforcement and security that would virtually eliminate existing national borders. The task force released its recommendations for a common North American in May 17/18, 2005.There was minor reference to it in mainstream media - no headline presentation.

    The recommendations include:

    • a common security perimeter by 2010
    • a North American Border Pass with biometric identifiers.
    • a unified border and expanded customs facilities
    • a single economic space
    • a common external tariff.
    • seamless movement of goods within North America.
    • A North American energy strategy -as a regional alternative to Kyoto.
    • Review those sectors of NAFTA that were excluded.
    • A North American regulatory plan that would include "open skies and open roads" and a unified approach on food, health, and the environment.
    • Expand temporary worker programs and create a "North American preference" for immigration for citizens of North America.

    Today, President Barack Obama and Prime Minister Stephen Harper have directed the creation of a United States-Canada Regulatory Cooperation Council (RCC), composed of senior regulatory, trade, and foreign affairs officials from both governments. In recognition of our $1 trillion annual trade and investment relationship, the RCC has a two-year mandate to work together to promote economic growth, job creation, and benefits to our consumers and businesses through increased regulatory transparency and coordination.

    Improving regulatory cooperation and adopting compatible approaches will lead to greater prosperity on both sides of the border and will in no way diminish the sovereignty of either the United States or Canada or the ability of either country to carry out its regulatory functions according to its domestic and legal policy requirements.

    The President and the Prime Minister both recognize the crucial importance of such regulatory cooperation as the U.S. and Canadian economies pull out of the recession and confront the challenges of improving productivity and keeping a competitive edge.

    They also believe that regulatory cooperation can spur economic growth in each country; fuel job creation; lower costs for consumers, producers, and governments; and particularly help small and medium-sized businesses. The United States and Canada intend to eliminate unnecessary burdens on cross-border trade, reduce costs, foster cross-border investment, and promote certainty for businesses and the public by coordinating, simplifying and ensuring the compatibility of regulations, where feasible.

    The United States and Canada are committed to working through the RCC to provide early notice of regulations with potential effects across our shared border, to strengthen the analytic basis of regulations, and to help make regulations more compatible.

    Building on ongoing cooperation, both countries intend to work through the RCC to determine sectors on which to focus its work that are characterized by high levels of integration, significant growth potential, and rapidly evolving technologies.

    Security Perimeter: Canada and U.S. get a new flag?


    The North American Union is a plan to unify Canada, Mexico and the United States. First, through super-highways like The Trans-Texas Corridor followed by the NAFTA super highway which will reach into the very heart of the United States.

    Yes, a new flag has apparently been created and approved by the North American Parliament. Bye, bye, the Canadian Maple Leaf, and America's 'Old Glory': the red, white and blue.

    Eventually the plan is to completely unify the three countries, government, economy, and all. Notice that this is not something you are hearing about on the nightly news. For middle America the idea is a surprisingly new one, although it has been in the works for a very long time. Any information right now is centered on Texas, because the Trans-Texas Corridor is the foot in the door for NAU, and after all, it is only one state.

    The North American Union will effectively erase borders with Canada and Mexico. It is laid out in a plan created in March of 2005, in Waco, Texas where President Bush met with Canadian Prime Minister, Paul Martin and Mexican President, Vincente Fox. The plan is called The Security and Prosperity.

    The agenda for a North American Union is underway and a new security perimeter deal will blur the lines at the border and further erode the sovereignty of Canadians and Americans.

    John Manley, former Deputy Prime Minister in the Paul Martin Liberal Government is a co-author of this book. The North American Union architects have used the North American Free Trade Agreement (NAFTA) to try and legitimize the take over of Canada by U.S. interests as a “logical outcome” of the terms of NAFTA. The CFR website openly endorses the Conservative Party of Canada under Stephen Harper, alluding to his government having an alleged mandate to transform Canada substantively into a U.S. colony by implementing the recommendations of the CFR, book Building a North American Community.

    Stephen Harper and Barack Obama are scheduled to meet to formally consolidate their NAU agenda.

    The Campaign for World Government (A Globalist backed institution) created a manifesto in 1942 for how a World Government is to be formed.

    Written by Rosika Schwimmer (born on September 11, 1877, a self-labeled socialist) and Lola Maverick Lloyd (self-proclaimed pioneer of the movement for world government), with the aid of the Globalists, tried to establish World Government in response to the failures of the League of Nations.

    In 1937, both Rosika Schwimmer and Lola Maverick Lloyd formed the Campaign for World Government in order to achieve a society that is fee of borders, centralized and controlled by the most powerful and elite "experts".

    There is no doubt that the Globalists are actively seeking to introduce World Government and we now have evidence of what could be described as the first written record of how the Globalists are planning to introduce World Government.

    Blueprints for World Government - Immediate Action

    The main lines of this blueprint for governmental or unofficial action to organize the world were drawn in 1924. We revised our work and published the present pamphlet in 1937. This is the fourth edition. Believing government initiation of world union to be at present not only hopeless but even undesirable, we wish to emphasize the part of our plan designed for unofficial action. Immediate action along unofficial lines is imperative.

    We have seen our globe in no time turned into one armed camp. We can transform it as quickly into a fit home for the human family. Self-made governments in exile have for military purposes been grouped with the greater powers into the “United Nations”. As the first step in peaceful achievement of world union, we urge the immediate creation of the self-made Provisional World Government to take all the unofficial action recommended in our original plan. Its world-wide announcement must include an appeal to all people to lay down their arms and prepare to participate in creating the new world order.

    The only chance of creating the long-overdue federalized world government, all inclusive, non-military and democratic in its structure, is to stop this war before either belligerent is exhausted. Men and women of supreme integrity and imaginative daring must rise and lead mankind into their new safe road. Good plans have long been ready.

    Internationally controlled demarcation lines must be established between the hostile forces, immobilizing them. They can cooperate in local reconstruction work until world organization has reached the stage where its own federal commissions can supervise their systematic demobilization and immediate absorption into planned creative work on a global scale.

    The Provisional World Government in continuous session with full publicity shall draw up the World Constitution. Simultaneously it shall be prepared to assume the impartial administration of scientifically planned emergency relief of starving populations. It shall also receive complaints, accusations and claims against individuals, groups and nations for proper preparations and submission to courts to be established under the World Constitution.

    If we fail, the war leaders will carry on to the exhaustion of one or both sides. After exhaustion will follow chaos, revolution, dictatorship and recurring global war until the human family destroys itself.

    The prerequisite of Provisional World Government is headquarters and a fund of millions to begin unofficially on world organization, the only hopeful basis for immediate cessation of hostilities and a warless future.

    There must exist men and women able to provide the means who sincerely and passionately desire world peace.

    The life of mankind is at stake.

    The Plan

    The following outline for international action is addressed to all those who agree that we must stop theorizing about peace and put the best existing theories into practice. It offers an answer to the question, “How can we start practical action to establish world peace now?” It presents the preliminary steps necessary for a representative World Convention to draft the best possible constitution for an all-inclusive, non-military, democratic Federation of Nations.

    Plan for Governmental Action

    The President of the United States or in other countries the comparable governmental authority shall invite a small group of experts in voting methods to formulate the best practical method for the democratic election in all countries alike of delegates to a World Constitutional Convention. The Committee of Experts shall meet not later than four weeks after appointment and at the earliest possible moment make their recommendations simultaneously to the governments and the public, using the most effective channels of communication to reach all the people.

    Congress or the parliaments at the same time that they adopt the report of the Committee of Experts shall legislate to start the recommended machinery for the organization of the World Constitutional Convention. Not later than three months after the law is passed delegates to the Constitutional Convention shall be nationally elected.

    No member or departmental head of the military or naval forces or of the national governments of any nation shall be eligible in any capacity whatsoever for participation in the preparation or the proceedings of the World Constitutional Convention.

    As soon as at least six nations have elected and officially appointed their delegates to the World Constitutional Convention, the delegates shall assemble and open their sessions without delay; the delegates from the other countries to join them as soon as elected.

    The convention shall meet in the country which first invites it.

    If Governments Do Not Act

    If neither the President of the United States nor any other government acts, organizations or individuals shall raise the necessary funds and invite a small group of experts in voting methods to formulate the best practical method for the democratic election in all countries alike of delegates to a World Constitutional Convention. The unofficial Committee of Experts shall be regulated as to time of meeting and other duties by the rules given above for the official Committee of Experts except that they shall prepare two plans for the World Constitutional Convention, one for governmental action, if at that stage governments are ready to act, and the other to be used if government are not ready to act.

    In case world organization must continue unofficially, international-minded individuals shall be chosen as delegates by the method recommended by the unofficial Committee of Experts. The delegates shall meet and function as an unofficial World Constitutional Convention. They shall draft a complete Constitution regulating the federal life of the human family in a superstructure where the states are free to develop independently, their national sovereignty being unlimited except where their interdependence requires federal regulation.

    The duty of the Convention is to draw up a detailed plan for the political, economic, and social cooperation of all the nations. It shall also propose a place for the permanent location of the world parliament and an equitable division of its expenses. Within one year it shall simultaneously publish its plan and present it to all the governments of the world.

    The World Constitution shall first be urged on all governments for adoption. After one year, if no government has agreed to initiate the recommended steps, unofficial steps must be taken by the people to inaugurate the all-inclusive, non-military, democratic Federation of Nations.

    Tentative Plan for the Federation of Nations

    In order to clarify and offer our demands in such a shape that they can serve as a basis of discussion for the World Constitutional Convention, we submit the following outline of the Federation of Nations:

    The individual development of member states is left to their own decision except where it may conflict with world welfare. The world government must control the international relations between states. This situation will be similar to that between the states and the federal government in the United States of America, or that between the cantons and the federal government of Switzerland.

    All the sixty-four states of the world are to be admitted immediately and unconditionally. There shall be but one class of membership.

    The Federation of Nations must be a democratic league controlled by direct representation of the peoples and not by governments and bureaucracies.

    To achieve the direct representation of the peoples to the Federation of Nations all states shall adopt for the election of their delegates the voting system recommended by the Committee of Experts on voting methods.

    The organs of the Federation of Nations shall be a World Parliament, an Executive Board, and a Permanent Secretary.

    Each state shall elect ten delegates and ten alternates to the World Parliament for a term of ten years. They shall be subject to recall by their own electorate.

    The votes of the delegates in the World Parliament shall be counted individually and not by nations. Delegates from any state may differ among themselves on any issue and will find similar differences in other delegations. Every important group in a nation can be represented among its ten delegates, and will find like-minded groups from other nations in the World Parliament, where divisions will consequently occur along lines of opinion, not lines of geography. No unanimous vote on any question shall be required from a national delegation.

    The delegates shall organize the World Parliament and elect a president, a vice-president, an executive board and all the necessary commissions, employing the voting system recommended by the Committee of Experts. Temporary or permanent vacancies shall be filled by the originally elected alternates.

    The World Parliament shall be in session the first three months of every year. Sessions may be prolonged or reassembled by vote of the delegates to the World Parliament.

    All sessions of the World Parliament must be public, and an official summary of its proceedings must be furnished daily to the press.

    The Executive Board and the Permanent Secretary shall carry on the business of the World Parliament and shall reside permanently at its sear. For administrative purposes regional headquarters shall be established on all continents. Regional secretaries shall be chosen by the World Parliament. These continental offices will have direct communication – telegraph, telephone and wireless – and a central broadcasting station will be operated.

    The commissions will be entitled to employ experts and any other help necessary to the extent of the appropriations voted them by the World Parliament

    While every delegate shall have the right to use his own language in Parliament, for the auxiliary world language we recommend English, as it is already used as auxiliary language by a larger number of people than any other language.

    While every nation, race or religion is free to use its traditional reckoning of time, we recommend that the World Parliament count its official time from that year in which world unity shall be attained. The consummation of world unification, the most important date in history, will be the point from which an adult world will reckon time.

    Federal Commissions to Be Organized - I. Economic

    A) Commission to plan industrial, agricultural, technical, engineering, scientific and other work extensive enough to absorb the millions liberated by the abandonment of the war system and also to take care of all the unemployed of the world. The abolition of armies, navies, air fleets, armaments and munition factories in all the states of the world will release for this vast reemployment scheme the scrapped war material and enormous sums heretofore provided in open and concealed war budgets.

    B) Commission to plan the regulation of the world’s production of raw materials and the control of its distribution according to the needs of all nations, thus removing the excuse for forcible conquest of territory and for continued existence of empires, colonies, mandates.

    C) Commission to plan the abolition of all tariffs and customs and the establishment of free trade between all nations and to act as Arbitration Board in trade disputes between member states.

    D) Commission on transportation and communication for international control of traffic between states by railways and waterways, by automobile transportation and aviation, and of the postal, telegraph, telephone and radio services.

    E) Commission to plan the regulation of world finance and to evolve a uniform monetary system.

    II. Legal

    F) Commission to prepare the code of international laws and to plan executive machinery for their administration and courts for their adjudication.

    G) Commission on international relations for reorganizing the existing machinery (Diplomacy) of political contact and intercourse between nations.

    H) Commission to plan and set up national arbitration bodies for the settlement of internal disputes which may cause civil war, and to set up a federal body to which national arbitration cases may be appealed.

    I) Commission to plan and carry out the elimination of capital punishment in all states, and to set up institutions in which criminals formerly subject to capital punishment shall be incarcerated for scientific study and treatment.

    III. Population Questions

    J) Commission for solving population problems by planned relief of overpopulated regions and thus removing an excuse of aggressive militarists for wars of conquest.

    • By transfer of population to undeveloped territories and under-populated regions, migration never to be compulsory but induced by making the under-populated regions and undeveloped territories offer better opportunities.
    • By legalization of birth-control.

    K) Commission on world citizenship to regulate the rights and duties of citizens of the Federation of Nations. In addition to equal world citizenship each human being shall have the rights and duties of a citizen of the nation where he resides.

    IV. Miscellaneous

    L) Commission on education to plan educational opportunities for all children. Textbooks and other materials for education shall be based on unbiased facts, and history shall be taught from the world point of view, emphasizing the moral, economic, scientific and artistic contributions to mankind’s progress and happiness by all nations, races, classes, creeds and both sexes.

    M) Health commission for scientific and practical research into all hygienic problems and for planning adequate health service.

    N) Commission to prepare international legislation to safeguard historically truthful presentation of news by the press, screen and radio and to protect the honor of nations and individuals through national and international Press-Juries, Courts of Honor and similar forums.

    Other commissions shall be organized by the World Parliament as needed.

    We cannot overemphasize the importance of choosing at every stage of procedure the right personnel. We must not repeat the mistake of the Hague Conferences and the Disarmament Conference of 1932 where high international aims were frustrated by delegates who lacked the world viewpoint. Only international-minded men and women can be trusted to reorganize human society on a safe basis.

    “A New Path for World Development”




    It is clear that the present path of world development is not sustainable in the longer term, even if we recognise the enormous potentials of the market and of technological innovation. New ideas and strategies will be needed to ensure that improved living conditions and opportunities for a growing population across the world can be reconciled with the conservation of a viable climate and of the fragile ecosystems on which all life depends. A new vision and path for world development must be conceived and adopted if humanity is to surmount the challenges ahead.

    In response to this intellectual and practical challenge, the Club of Rome undertook a three year programme on “A New Path for World Development” so as to achieve a better understanding of the complex challenges which confront the modern world and to lay solid foundations for the action which must be taken to improve the prospects for peace and progress.

    The Programme not only engaged decision makers and experts and provided them with feasible proposals for action but also engaged with the public through a variety of channels. It was in part, an “open source” programme. It undertook only a limited amount of original research, drawing on the wide array of available information and research in progress. It is implemented in close collaboration with partner organizations, providing a framework through which their ideas and contributions can be integrated. This will increase the credibility and impact of the efforts of the Club itself.

    The Programme focused on five “clusters” of related issues within the overall conceptual framework of A New Path for World Development:

    1.Environment and Resources: This cluster relates climate change, peak oil, ecosystems and water. Radical and rapid social and economic transformations will be needed to avert runaway climate change and ecological breakdown;

    2. Globalisation: This cluster relates interdependence, distribution of wealth and income, demographic change, employment, trade and finance. Rising inequalities and imbalances associated with the present path of globalisation risk the breakdown of the world economic and financial systems;

    3. World Development: This cluster relates sustainable development, demographic growth, poverty, environmental stress, food production, health and employment. The scandal of abiding poverty, deprivation, inequity and exclusion in a wealthy world must be corrected;

    4. Social Transformation: This cluster relates social change, gender equity, values and ethics, religion and spirituality, culture, identity and behaviour. The values and behaviour on which the present path of world development is based must change if peace and progress are to be preserved within the tightening human and environmental limits;

    5. Peace and Security: This cluster relates justice, democracy, governance, solidarity, security and peace. The present path of world development risks alienation, polarization, violence and conflict; the preservation of peace is vital in itself but is also a precondition for progress and for the resolution of the issues which threaten the future.

    Within each of these clusters, the issues are strongly linked: thus each group constitutes a coherent and manageable field for analysis. The links between the clusters were accounted for as the programme proceeded, within the overall integrating framework of A New Path for World Development.

    The small high-level expert meetings that the Club organized produced a clear statement on the issues, risks and opportunities ahead with an outline of the principal strategies and measures required in response. As the Programme proceeds, the insights and knowledge gained from each meeting will provide clear perspectives of constraints and opportunities as the context for the next meeting. By recognizing such linkages, the knowledge acquired will be cumulative and will produce innovative insights as the Programme proceeds.

    In relation to each cluster of issues, a private, web-based research network was established through which the participants in the expert meetings, together with additional experts, can carry on a process of dialogue and research to develop a deeper understanding of the issues and to elaborate specific recommendations and proposals.

    Systems Integration

    As work proceeds on the five clusters, a parallel effort will focus on developing a better conceptual and practical understanding of the world systems within which they are linked and embedded. This helps to understand the linkages between trends, issues and actions and to identify the drivers of global change. The Programme in this way recognized the immense complexity of world affairs.

    A dedicated research network will focus on the issue of systems integration, including systems thinking and systems linkages and systems dynamics modelling. These networks will be supported by the Secretariat and accessed through the Club’s website.

    7 May: Launch of major report that outlines possible global futures



    2052: A Global Forecast for the Next Forty Years, a Report to the Club of Rome by Jorgen Randers looks at issues first raised in The Limits to Growth, 40 years ago. In this new Report, published in the run-up to the Rio Summit, the author, one of The Limits to Growth’s original co-authors, looks ahead to the next 40 years, and raises some uncomfortable questions.

    How many people will the planet need to support? Which nations will prosper and which will suffer? Will the belief in endless growth crumble? Will the shift to Chinese economic superiority be peaceful? And will runaway climate change have taken hold?

    The Report is being launched in Europe on 7 May in Rotterdam, Netherlands on the SS Rotterdam, 11.00 – 13.00. At the launch Jørgen Randers will present the Report, followed by a panel discussion with members of the Club of Rome and WWF. The launch coincides with the Annual Conference of WWF, which some Club of Rome members will attend.

    The launch of 2052 is part of a broader 18-month campaign by the Club of Rome: 2052: the world in 40 years to stimulate ideas on future options to shape the world in a sustainable way. The campaign takes its context from the 1972 The Limits to Growth Report.
