Funny thing is, I recall reading a long long article some while back about a guy who tried to get his HMMV titled and essentially gave up. My takeaway from that was "Don't ever buy one, no matter how cheap since you can't title it".
When you posted your initial article, I was pleasantly surprised to be incorrect in my thoughts on the topic.

I guess my suggestion is this. Stop all inquiries and take a different route. If you make enough noise, they will simply shut you down because they can.
Go about it a different way. Hell, buy a salvage title on a H1, swap some parts and stickers over and title it that way. Telling a bureaucrat they are wrong invites retribution.
If you have to wait on the FL title, wait it out. Don't make any stink about it and when you do title it, go to a different MV location. Seriously.
It's better to ask forgiveness than permission.
